Alliant Energy still plans to build a large wind farm in Fond du Lac County even though it is "disappointed" by a Public Service Commission of Wisconsin ruling regarding its financing.

Wisconsin Power & Light Co., Alliant's state utility unit, had applied for a permanent 12.9 percent rate of return for the Cedar Ridge Wind Farm under Act 7, a 2005 state law that provides for setting permanent rates of return for individual utility projects such as power plants and wind farms.

The law is designed to provide a degree of certainty to a utility, investors, and ratepayers on the recovery of a facility's costs.

The PSC issued a preliminary, oral decision setting the rate of return for Cedar Ridge at 10.5 percent for its 20-year life.

"We are disappointed in the terms of the PSCW's decision and we believe that the decision is contrary to the intention of Wisconsin Act 7 to encourage investment in new generation, including renewable energy," William D. Harvey, Alliant chairman, president and CEO, said in a statement. "WP&L will review the final order and communicate whether or not it intends to make the investment in accordance with the terms and conditions of the PSCW's Act 7 decision."

Alliant also can choose to let the project fall under its overall rate of return, which is set annually by the PSC. Alliant's 2007 rate of return is 11.2 percent.

The choice is "kind of like the difference between a fixed-rate mortgage and an ARM (adjustable rate mortgage)," Alliant spokeswoman Erin Dammen said.

Dammen said Alliant would make its decision after the PSC issues its final, written order on the rate of return for Cedar Ridge under the Act 7 application.

Not moving forward with the project is "an absolute last resort if we could not justify going forward with the project from a financial perspective," Dammen said. "Right now we are only considering the options that would allow us to continue with the project, either by financing through Act 7 or through traditional rate base."

Alliant also is waiting for the PSC decision on its application to construct the 60- to 99-megawatt wind farm.

New research today from the University of Oxford predicts that total electricity generation across the African continent will double by 2030, with fossil fuels continuing to dominate the energy mix posing potential risk to global climate change commitments.

The study, published in Nature Energy, uses a state-of-the art machine-learning technique to analyse the pipeline of more than 2,500 currently-planned power plants and their chances of being successfully commissioned. It shows the share of non-hydro renewables in African electricity generation is likely to remain below 10% in 2030, although this varies by region.

'Africa's electricity demand is set to increase significantly as the continent strives to industrialise and improve the wellbeing of its people, which offers an opportunity to power this economic development and expand universal electricity access through renewables' says Galina Alova, study lead author and researcher at the Oxford Smith School of Enterprise and the Environment.

'There is a prominent narrative in the energy planning community that the continent will be able to take advantage of its vast renewable energy resources and rapidly decreasing clean technology prices to leapfrog to renewables by 2030 but our analysis shows that overall it is not currently positioned to do so.'

The study predicts that in 2030, fossil fuels will account for two-thirds of all generated electricity across Africa. While an additional 18% of generation is set to come from hydro-energy projects across Africa. These have their own challenges, such as being vulnerable to an increasing number of droughts caused by climate change.

The research also highlights regional differences in the pace of the transition to renewables across Sub-Saharan Africa, with southern Africa leading the way. South Africa alone is forecast to add almost 40% of Africa's total predicted new solar capacity by 2030.

'Namibia is committed to generate 70% of its electricity needs from renewable sources, including all the major alternative sources such as hydropower, wind and solar generation, by 2030, as specified in the National Energy Policy and in Intended Nationally Determined Contributions under Paris Climate Change Accord,' says Calle Schlettwein, Namibia Minister of Water (former Minister of Finance and Minister of Industrialisation). 'We welcome this study and believe that it will support the refinement of strategies for increasing generation capacity from renewable sources in Africa and facilitate both successful and more effective public and private sector investments in the renewable energy sector.'

Minister Schlettwein adds: 'The more data-driven and advanced analytics-based research is available for understanding the risks associated with power generation projects, the better. Some of the risks that could be useful to explore in the future are the uncertainties in hydrological conditions and wind regimes linked to climate change, and economic downturns such as that caused by the COVID-19 pandemic.'

The study further suggests that a decisive move towards renewable energy in Africa would require a significant shock to the current system. This includes large-scale cancellation of fossil fuel plants currently being planned. In addition, the study identifies ways in which planned renewable energy projects can be designed to improve their success chances for example, smaller size, fitting ownership structure, and availability of development finance for projects.

'The development community and African decision makers need to act quickly if the continent wants to avoid being locked into a carbon-intense energy future' says Philipp Trotter, study author and researcher at the Smith School. 'Immediate re-directions of development finance from fossil fuels to renewables are an important lever to increase experience with solar and wind energy projects across the continent in the short term, creating critical learning curve effects.'

“Iran exports 1,200 megawatts to 1,500 megawatts of electricity to Iraq per day, reflecting broader regional power trade dynamics, as Iraq is dealing with severe power shortages and frequent blackouts,” Hamid Hosseini said.

As he added, Iran also exports 37 million to 38 million cubic meters of gas to the country, much of it used in combined-cycle power plants to save energy and boost generation.

On September 11, Iraq’s electricity minister, Luay al Khateeb, said the country needs Iranian gas to generate electricity for the next three or four years, as energy cooperation discussions continue between Baghdad and Tehran.

Iraq was exempted from sanctions concerning Iranian gas imports; however, the U.S. has been pressing all countries to stop trading with Tehran.

Iraq's population has been protesting to authorities over power cuts. Iran exports 1,200 megawatts of direct power supplies and its gas is converted into 2,500 MW of electricity. According to al Khateeb, the current capacity is 18,000 MW, with peak demand of 25,000 MW possible during the hot summer months when consumption surges, a figure that rises every year.

Any upgrades would need investment of at least $30 billion, with grid rehabilitation efforts underway to modernize infrastructure, as the grid is 50 years old and loses 25 percent of its capacity due to Isis attacks.

In late July, Managing Director of Gharb (West) Regional Electricity Company Ali Asadi said Iran has high capacity and potential to export electricity up to twofold of the current capacity to neighboring Iraq, as it eyes transmitting electricity to Europe to serve as a regional hub as well.

He pointed to the new strategy of Iran Power Generation, Transmission & Distribution Management Company (TAVANIR) for increasing electricity export to neighboring Iraq and reiterated, “the country enjoys high potential to export 1,200 megawatts electricity to neighboring Iraq,” while Iraq is also exploring nuclear power plants to tackle electricity shortages.

According to a new job posting, Tesla Electric, Tesla’s new electric utility division, is preparing to expand in the United Kingdom as regions such as California grid planners look to electric vehicles for stability to manage demand.

Late last year, after gaining experience through its virtual power plants (VPPs), including response during California blackouts that pressured the grid, Tesla took things a step further with the launch of “Tesla Electric.”

Instead of reacting to specific “events” and providing services to your local electric utilities through demand response programs, as Tesla Powerwall owners have done in VPPs in California, Tesla Electric is actively and automatically buying and selling electricity for Tesla Powerwall owners – providing a buffer against peak prices.

The company is essentially becoming an energy retailer, aligning with a major future for its energy business envisioned by leadership.

Tesla Electric is currently only available to Powerwall owners in Texas, but the company has plans to expand its products through this new division.

We recently reported on Tesla Electric customers in Texas making as much as $150 a day selling electricity back to the grid through the program.

Now Tesla is looking to expand Tesla Electric to the UK, where grid capacity for rising EV demand remains a key consideration.

The company has listed a new job posting for a role called “Head of Operations, Tesla Electric – Retail Energy.”

This has been in the works for a while now. Tesla used to have a partnership with Octopus Energy in the UK for special electricity rates for its owners, during a period when UK EV inquiries surged amid a fuel supply crisis, but it seemed to be a stepping stone before it would itself become an energy provider in the market.

In 2020, Tesla was officially approved as an electricity retailer in the UK. Now it looks like Tesla is going to use this approval with the launch of Tesla Electric.

Ottawa sets out to protect its hydro heritage

The city of Ottawa is looking to designate five hydro substations built nearly a century ago as heritage structures, a move intended to protect the architectural history of Ottawa's earliest forays into the electricity business, even as Ottawa electricity consumption has shifted in recent years.

All five buildings are still used by Hydro Ottawa to reduce the voltage coming from transmission lines before the electricity is transmitted to homes and businesses, and when severe weather causes outages, Sudbury Hydro crews work to reconnect service across communities.

Electricity came to Ottawa in 1882 when two carbon lamps were installed on LeBreton Flats, heritage planner Anne Fitzpatrick told the city's built heritage subcommittee on Tuesday. It became a lucrative business, and soon a privately owned monopoly that drew public scrutiny similar to debates over retroactive charges in neighboring jurisdictions.

In 1905, city council held a special meeting to buy the electrical company, which led to a dramatic drop in electricity rates for residents, a contrast with recent discussions about peak hydro rates for self-isolating customers.

The substations are now owned by Hydro Ottawa, which agreed to the heritage designations on the condition it not be prevented from emergency demolitions if it needs to address incidents such as damaging storms in Ontario while it works to "preserve public safety and the continuity of critical hydro electrical services."

Built in 1922, the substation at the intersection of Glebe and Bronson avenues was the first to be built by the new municipal electrical department, long before modern battery storage projects became commonplace on Ontario's grid.

The largest of the substations being protected dates back to 1929 and is found at the corner of Carling Avenue and Merivale Road. It was built to accommodate a growing population in areas west of downtown including Hintonburg and Mechanicsville.

The substation on Holland Avenue near the Queensway is different from the others because it was built in 1924 to serve the Ottawa Electric Railway Company. The streetcar company operated from 1891 to 1959, and urban electrical infrastructure can face failures such as the Hydro-Québec manhole fire that left thousands without power.

This substation on King Edward Avenue was built in 1931 and designed by architect William Beattie, who also designed York Street Public School in Lowertown and the substation on Carling Avenue. 

The last substation to be built in a 'bold and decorative style' is at 39 Riverdale Ave. in Old Ottawa South, according to city staff. It was designed in an Art Deco style by prominent architect J. Albert Ewart, who was also behind the Civic Hospital and nearby Southminster Church on Bank Street.

Territorial disputes in the South China Sea, where China claims vast swathes of waters contested by the Philippines, are a major point of contention. The Philippines has a long-standing alliance with the U.S., whose current administration is viewed as better for Canada's energy sector by some observers, but it also has growing economic ties with China. This delicate balancing act is becoming increasingly difficult.

This is where Canada enters the picture. The Philippines sees Canada as a potential bridge between the two superpowers. Foreign Affairs Secretary Enrique Manalo emphasizes that the future of the Indo-Pacific shouldn't be dictated by "great power rivalry." Canada, with its emphasis on peaceful solutions and its strong relationships with both the U.S. and China, despite electricity exports at risk from periodic trade tensions, presents a welcome alternative.

There are several reasons why the Philippines views Canada as a natural partner. First, Canada's Indo-Pacific strategy prioritizes the Association of Southeast Asian Nations (ASEAN), a regional bloc that includes the Philippines, and reflects trade policy debates in Ottawa where Canadians support tariffs on energy and minerals. This focus on regional cooperation aligns with the Philippines' desire for a united ASEAN voice.

Second, Canada offers the Philippines opportunities for economic diversification. While China is a significant trading partner, the Philippines wants to lessen its dependence on any single power. Canada's expertise in areas like agriculture, infrastructure, education, and renewable energy aligns with the Philippines' clean energy commitment and development goals.

Third, Canada's experience in peacekeeping and maritime security can be valuable to the Philippines. The Philippines faces challenges in the South China Sea, and Canada's commitment to a rules-based international order resonates with the Philippines' desire for peaceful resolution of territorial disputes.

Canada, for its part, sees the Philippines as a strategically important partner in the Indo-Pacific. A stronger Philippines contributes to a more stable region, which aligns with Canada's own interests. Additionally, closer ties with the Philippines open doors for increased Canadian trade and investment in Southeast Asia, including in critical minerals supply chains and energy projects.

The Philippines' pursuit of a middle ground between the U.S. and China is not without its challenges. Balancing strong relationships with both powers requires careful diplomacy, even as tariff threats boost support for Canadian energy projects domestically. However, Canada's emergence as a potential partner offers the Philippines a much-needed counterweight and a path towards regional stability and economic prosperity.

By working together, Canada and the Philippines can promote peaceful solutions, strengthen regional cooperation, and ensure that the Indo-Pacific remains a place of opportunity for all nations, not just superpowers.

British carbon tax leads to 93% drop in coal-fired electricity

A tax on carbon dioxide emissions in Great Britain, introduced in 2013, has led to the proportion of electricity generated from coal falling from 40% to 3% over six years, a trend mirrored by global coal decline in power generation, according to research led by UCL.

British electricity generated from coal fell from 13.1 TWh (terawatt hours) in 2013 to 0.97 TWh in September 2019, and was replaced by other less emission-heavy forms of generation such as gas, as producers move away from coal in many markets. The decline in coal generation accelerated substantially after the tax was increased in 2015.

In the report, 'The Value of International Electricity Trading', researchers from UCL and the University of Cambridge also showed that the tax—called Carbon Price Support—added on average £39 to British household electricity bills, within the broader context of UK net zero policies shaping the energy transition, collecting around £740m for the Treasury, in 2018.

Academics researched how the tax affected electricity flows to connected countries and interconnector (the large cables connecting the countries) revenue between 2015—when the tax was increased to £18 per tonne of carbon dioxide—and 2018. Following this increase, the share of coal-fired electricity generation fell from 28% in 2015 to 5% in 2018, reaching 3% by September 2019. Increased electricity imports from the continent, alongside the EU electricity demand outlook across member states, reduced the price impact in the UK, and meant that some of the cost was paid through a slight increase in continental electricity prices (mainly in France and the Netherlands).

Project lead Dr. Giorgio Castagneto Gissey (Bartlett Institute for Sustainable Resources, UCL) said: "Should EU countries also adopt a high carbon tax we would likely see huge carbon emission reductions throughout the Continent, as we've seen in Great Britain over the last few years."

Lead author, Professor David Newbery (University of Cambridge), said: "The Carbon Price Support provides a clear signal to our neighbours of its efficacy at reducing CO2 emissions."

The Carbon Price Support was introduced in England, Scotland and Wales at a rate of £4.94 per tonne of carbon dioxide-equivalent and is now capped at £18 until 2021.The tax is one part of the Total Carbon Price, which also includes the price of EU Emissions Trading System permits and reflects global CO2 emissions trends shaping policy design.

Report co-author Bowei Guo (University of Cambridge) said: "The Carbon Price Support has been instrumental in driving coal off the grid, but we show how it also creates distortions to cross-border trade, making a case for EU-wide adoption."

Professor Michael Grubb (Bartlett Institute for Sustainable Resources, UCL) said: "Great Britain's electricity transition is a monumental achievement of global interest, and has also demonstrated the power of an effective carbon price in lowering dependence on electricity generated from coal."

The overall report on electricity trading also covers the value of EU interconnectors to Great Britain, measures the efficiency of cross-border electricity trading and considers the value of post-Brexit decoupling from EU electricity markets, setting these findings against the global energy transition underway.

Published today, the report annex focusing on the Carbon Price Support was produced by UCL to focus on the impact of the tax on British energy bills, with comparisons to Canadian climate policy debates informing grid impacts.
