U.S. nuclear reactor builders will likely have to weigh the potential for a commercial aircraft strike when they design new plants, the Nuclear Regulatory Commission said recently.

The NRC's proposed rules are meant to protect new reactors against a deliberate hit by a jet like those that rammed into the World Trade Center and Pentagon on September 11, 2001, the commission said.

"This is the most recent step in a broad, proactive effort to improve the security of reactors initiated by the NRC after September 11," NRC Chairman Dale Klein said. "We need more technical analysis to understand how to address this.

The proposal would apply to companies that want to build new reactors whose designs have not received NRC certification, a spokesman for the NRC said. It will not apply to the nation's existing 104 civilian nuclear power plants, which already have adequate protection, he said.

The proposal will be made public later this year and could take effect next year, he said.

The proposal is less stringent than one backed by NRC Commissioner Gregory Jaczko, which would have required new nuclear plants to be built to withstand a large commercial aircraft impact.

U.S. utilities have not ordered new nuclear plants in about 25 years due to cost and safety concerns, but the NRC could weigh upward of 20 new applications for the first wave of new U.S. nuclear plants in coming months.

The NRC said it already requires the owners of nuclear reactors to take steps to minimize damage from large fires and explosions from any type of attack.

However, companies that ask the NRC to new approve reactor designs would have to "assess how the design, to the extent practicable, can have greater built-in protections to avoid or mitigate the effects of a large commercial aircraft impact."

"This proposal gives us the chance to assess and make practicable changes to new reactor designs early in the design process," Klein said.

The rules would apply to reactor design proposals submitted by General Electric Co., French-based Areva, and Japanese-based Mitsubishi Heavy Industries the spokesman said.

And even though the rules would not explicitly apply to four new reactor designs already certified by the NRC, it would be "in the interest of both the designers and their clients to adopt these changes at the design stage," Klein said.

The rules would likely require designers to weigh how an aircraft strike would impact the plant operator's ability to keep the reactor core cool enough to avoid a meltdown, and to keep radioactive gases from escaping into the atmosphere, the NRC said.

The Nuclear Energy Institute, which lobbies for U.S. nuclear operators, said the proposal is appropriate, because plant designers already weigh cataclysmic events like hurricanes and earthquakes.

An Alberta-based company has been granted permission to try to harness electricity from the powerful tides of the Bay of Fundy.

Nova Scotia has issued two renewable energy permits to Jupiter Hydro.

Backers have long touted the massive energy potential of Fundy's tides -- they are among the world's most powerful -- but large-scale commercial efforts to harness them have borne little fruit so far, even as a Scottish tidal project recently generated enough power to supply nearly 4,000 homes elsewhere.

The Jupiter application says it will use three "floating barge type platforms" carrying its patented technology. The company says it uses helical turbines mounted as if they were outboard motors.

"Having another company test their technology in the Bay of Fundy shows that this early-stage industry continues to grow and create green jobs in our rural communities," Energy and Mines Minister Derek Mombourquette said in a statement.

The first permit allows the company to test a one-megawatt prototype that is not connected to the electricity grid.

The second -- a five-year permit for up to two megawatts -- is renewable if the company meets performance standards, environmental requirements and community engagement conditions.

Mombourquette also authorized a power purchase agreement that allows the company to sell the electricity it generates to the Nova Scotia grid through Nova Scotia Power for 50 cents per kilowatt hour.

On its web site, Jupiter says it believes its approach "will prove to be the most cost effective marine energy conversion technology in the world," even as other regional utilities consider initiatives like NB Power's Belledune concept for turning seawater into electricity.

The one megawatt unit would have screws which are about 5.5 metres in diameter.

The project is required to obtain all other necessary approvals, permits and authorizations.

It will be located near the Fundy Ocean Research Center for Energy in the Minas Passage and will use existing electricity grid connections.

A study commissioned by the Offshore Energy Research Association of Nova Scotia says by 2040, the tidal energy industry could contribute up to $1.7 billion to Nova Scotia's gross domestic product and create up to 22,000 full-time jobs, a transition that some argue should be planned by an independent body to ensure reliability.

Last month, Nova Scotia Power said it now generates 30 per cent of its power from renewables, as the province moves to increase wind and solar projects after abandoning the Atlantic Loop.

The utility says 18 per cent came from wind turbines, nine per cent from hydroelectric and tidal turbines and three per cent by burning biomass across its fleet.

However, over half of the province's electrical generation still comes from the burning of coal or petroleum coke, even as environmental advocates push to reduce biomass use in the mix. Another 13 per cent come from burning natural gas and five per cent from imports.

Energy and marine consultancy ABL, a subsidiary of ABL Group, has been awarded a contract by Eastern Green Link 2 (EGL2) to provide marine warranty survey (MWS) services for the installation of a new 2 GW subsea power connection between Scotland and England.

EGL2 is one of the United Kingdom’s most significant energy-infrastructure projects, involving the creation of a 505-kilometre “electricity superhighway” that will enable simultaneous power transfer between Peterhead in Aberdeenshire and Drax in North Yorkshire, mirroring a renewable power link announced for the same corridor recently. The project is designed to strengthen grid resilience, integrate renewable energy from Scotland’s offshore resources, and advance the UK’s broader energy transition goals.

Under the terms of the contract, ABL will be responsible for the technical review and approval of the project and procedural documentation, as well as conducting suitability surveys of the proposed fleet for marine transportation and installation operations. The company will also provide dynamic positioning (DP) assurance where required and will review and approve all warranted operations through on-site attendances, reflecting practices used on projects like the Great Northern Transmission Line in North America.

Cable-laying operations for the link are scheduled to take place between January and September 2028, amid wider efforts to fast-track grid connections across the UK. According to ABL, the engagement represents a “sizeable” contract, valued between USD 1 million and 3 million.

“This appointment reflects ABL's reputation as a trusted MWS partner for major power transmission infrastructure development and reinforces our position at the forefront of supporting the UK's energy transition,” said Hege Norheim, CEO of ABL Group. “We look forward to contributing to this strategic initiative.”

The subsea interconnector, known as Eastern Green Link 2, will transmit up to 2 gigawatts of electricity—enough to power approximately 2 million homes. It forms part of the Great Grid Upgrade, National Grid’s nationwide program to modernize and expand the transmission network in preparation for a low-carbon future, alongside a recent 2 GW substation milestone.

By linking renewable-rich northern Scotland with high-demand regions in England, EGL2 is expected to reduce congestion on the existing grid by leveraging HVDC technology to improve transfer efficiency, enhance security of supply, and facilitate the more efficient flow of surplus renewable energy south. The connection will also support the UK government’s target of decarbonizing the electricity system by 2035.

ABL’s appointment follows a period of intensive marine and geotechnical surveys along the proposed cable route to assess seabed conditions and environmental sensitivities. The company’s marine warranty oversight will ensure that transportation and installation operations meet strict safety, technical, and environmental standards demanded by insurers and project partners, as seen in a recent cross-border transmission approval in North America.

For ABL Group, which provides engineering and risk services to the offshore energy and marine industries worldwide, the contract marks another milestone in its expanding portfolio of subsea power and transmission projects across Europe. With operations set to begin in 2028, the Eastern Green Link 2 initiative represents both a major engineering challenge and a key enabler of the UK’s offshore energy ambitions, echoing a recent offshore wind power milestone in the U.S.

California Governor Gavin Newsom has vetoed Assembly Bill 44, which would have required the California Energy Commission to evaluate and incorporate load management mechanisms into the state’s energy planning process. The move drew criticism from clean energy advocates who say it undermines efforts to strengthen grid reliability and reduce costs.

The bill directed the commission to adopt “upfront technical requirements and load modification protocols” that would allow load-serving entities to adjust their electrical demand forecasts. Proponents viewed this as a way to modernize California’s grid management, and to explore a revamp of electricity rates to help clean the grid, making it more responsive to demand fluctuations and renewable energy variability.

In his veto statement, Newsom said the bill was incompatible with existing energy planning frameworks, even as a looming electricity shortage remains a concern. “While I support expanding electric load flexibility, this bill does not align with the California Public Utility Commission’s Resource Adequacy framework,” he said. “As a result, the requirements of this bill would not improve electric grid reliability planning and could create uncertainty around energy resource planning and procurement processes.”

Newsom’s decision comes shortly after he signed a broad package of energy legislation that set the stage for a regional Western electricity market and extended the state’s cap-and-trade program. However, that legislative package did not include continued funding for several key grid reliability programs — including what advocates have called the world’s largest virtual power plant, a distributed network of connected devices that can balance electricity demand in real time.

Clean energy supporters saw AB 44 as a crucial step toward integrating these distributed energy resources into long-term grid planning. “With Assembly Bill 44 being vetoed, the state has missed a huge opportunity to advance common-sense policy that would have lowered costs, strengthened the grid, and unlocked the full potential of advanced energy,” said Edson Perez, California lead at Advanced Energy United.

Perez added that the setback increases pressure on lawmakers to take stronger action in the next legislative session. “The pressure is on next session to ensure that California is using all tools in its policy toolbox to build critically needed infrastructure, strengthen the grid, and bring costs down,” he said.

California’s growing use of demand response programs and virtual power plants has been central to its strategy for managing grid stress during heat waves and wildfire seasons. These systems allow utilities and customers to temporarily reduce or shift energy use, helping to prevent blackouts and reduce the need for fossil-fuel peaker plants during peak demand.

A recent report by the Brattle Group found that California’s taxpayer-funded virtual power plant could save ratepayers $206 million between 2025 and 2028 while reducing reliance on gas generation. The study, commissioned by Sunrun and Tesla Energy, highlighted the potential for flexible load management to improve both grid reliability and reduce costs, even as regulators weigh whether the state needs more power plants to ensure reliability.

Despite these findings, Newsom’s veto signals continued tension between state policymakers and clean energy advocates over how best to modernize California’s power grid. While the governor has prioritized large-scale renewable development and regional market integration, critics argue that California’s climate policy choices risk exacerbating reliability challenges and that failing to codify load flexibility could slow progress toward a more adaptive, resilient, and affordable clean energy future.

Nuclear alert investigation won't be long and drawn out, minister says

An investigation into a mistaken Pickering alert warning of an incident at the Pickering Nuclear Generating Station will be completed fairly quickly, Ontario's solicitor general said.

Sylvia Jones tapped the chief of Emergency Management Ontario to investigate how the alert warning of an unspecified problem at the facility was sent in error to cellphones, radios and TVs across the province at about 7:30 a.m. Sunday.

"It's very important for me, for the people of Ontario, to know exactly what happened on Sunday morning," said Jones. "Having said that, I do not anticipate this is going to be a long, drawn-out investigation. I want to know what happened and equally important, I want some recommendations on insurances and changes we can make to the system to make sure it doesn't happen again."


Initial observations suggest human error was responsible for the alert that was sent out during routine tests of the emergency alert, Jones said.

"This has never happened in the history of the tests that they do every day, twice a day, but I do want to know exactly all of the issues related to it, whether it was one human error or whether it was a series of things."

Martin Belanger, the director of public alerting for Pelmorex, a company that operates the alert system, said there are a number of safeguards built in, including having two separate platforms for training and live alerts.

"The software has some steps and some features built in to minimize that risk and to make sure that users will be able to know whether or not they're sending an alert through the...training platform or whether they're accessing the live system in the case of a real emergency," he said.

Only authorized users have access to the system and the province manages that, Belanger said. Once in the live system, features make the user aware of which platform they are using, with various prompts and messages requiring the user's confirmation. There is a final step that also requires the user to confirm their intent of issuing an alert to cellphones, radio and TVs, Belanger said.

On Sunday, a follow-up alert was sent to cellphones nearly two hours after the original notification, and similar grid alerts in Alberta underscore timing and public expectations.

NDP energy critic Peter Tabuns is critical of that delay, noting that ongoing utility scam warnings can further erode public trust.

"That's a long time for people to be waiting to find out what's really going on," he said. "If people lose confidence in this system, the ability to use it when there is a real emergency will be impaired. That's dangerous."

Treasury Board President Peter Bethlenfalvy, who represents the riding of Pickering-Uxbridge, said getting that alert Sunday morning was "a shock to the system," and he too wants the investigation to address the reason for the all-clear delay.

"We all have a lot of questions," he said. "I think the public has every right to know exactly what went on and we feel exactly the same way."

People in the community know the facility is safe, Bethlenfalvy said.

"We have some of the safest nuclear assets in the world -- the safest -- at 60 per cent of Ontario's electricity," he said.

A poll released Monday found that 82 per cent of Canadians are concerned about spills from nuclear reactors contaminating drinking water and 77 per cent are concerned about neighbourhood safety and security risks for those living close to nuclear plants. Oraclepoll Research surveyed 2,094 people across the country on behalf of Friends of the Earth between Jan. 2 and 12, the day of the false alert. The have a margin of error of plus or minus 2.1 per cent, 19 times out of 20.

The wording of Sunday's alert caused much initial confusion, and events like a power outage in London show how morning disruptions can amplify concern, warning residents within 10 kilometres of the plant of "an incident," though there was no "abnormal" release of radioactivity and residents didn't need to take protective steps, but emergency crews were responding.

In the event of a real emergency, the wording would be different, Jones said.

"There are a number of different alerts that are already prepared and are ready to go," she said. "We have the ability to localize it to the communities that are impacted, but because this was a test, it went provincewide."

Jones said she expects the results of the probe to be made public.

The Pickering nuclear plant has been operating since 1971, and had been scheduled to be decommissioned this year, but the former Liberal government -- and the current Progressive Conservative government -- committed to keeping it open until 2024. Decommissioning is now set to start in 2028.

It operates six CANDU reactors, generates 14 per cent of Ontario's electricity and is responsible for 4,500 jobs across the region, according to OPG, and OPG's credit rating remains stable.

During the COVID-19 pandemic, Hydro One employees supported the Province of Ontario in the fight against COVID-19.

The Green party is calling on the province to use this opportunity to review its nuclear emergency response plan, including pandemic staffing contingencies, last updated in 2017 and subject to review every five years.

Toronto Mayor John Tory praised Ontario for swiftly launching an investigation, but said communication between city and provincial officials wasn't what it should have been under the circumstances.

"It was a poor showing and I think everybody involved knows that," he said. "We've got to make sure it's not repeated."

The Federal Energy Regulatory Commission (FERC) approved the first major update to the country's electric transmission policy in over a decade, while congressional Democrats continue to push for action on aggregated DERs within FERC's remit today. This overhaul aims to streamline the process of building new power lines, specifically those that connect different regions. This improved connectivity is crucial for integrating more renewable energy sources like wind and solar into the national grid.

The current system faces challenges in handling the influx of renewables, and the aging U.S. grid amplifies those hurdles today. Renewable energy sources are variable by nature – the sun doesn't always shine, and the wind doesn't always blow. Traditionally, power grids have relied on constantly running power plants, like coal or natural gas, to meet electricity demands. These plants can be easily adjusted to produce more or less power as needed. However, renewable energy sources require a different approach.

The new FERC policy focuses on building more interregional transmission lines. These high-voltage power lines would allow electricity generated in regions with abundant solar or wind power, and even enable imports of green power from Canada in certain corridors, to be transmitted to areas with lower renewable energy resources. For example, solar energy produced in sunny states like California could be delivered to meet peak demand on the East Coast during hot summer days.

This improved connectivity offers several advantages. Firstly, it allows for a more efficient use of renewable resources. Secondly, it reduces the need for fossil fuel-based power plants, leading to cleaner air and lower greenhouse gas emissions. Finally, a more robust grid is better equipped to handle extreme weather events, which are becoming increasingly common due to climate change, and while Biden's climate law shows mixed results on decarbonization, stronger transmission supports resilience.

The need for an upgrade is undeniable. The Biden administration has set ambitious goals for decarbonizing the power sector by 2035, including proposals for a clean electricity standard as a pathway to those targets. A study by the US Department of Energy estimates that achieving this target will require more than doubling the country's regional transmission capacity and increasing interregional capacity by more than fivefold. The aging US grid is already struggling to keep up with current demands, and without significant improvements, it could face reliability issues in the future.

The FERC's decision has been met with praise from environmental groups and renewable energy companies. They see it as a critical step towards achieving a clean energy future. However, some stakeholders, including investor-owned utilities, have expressed concerns about the potential costs associated with building new transmission lines, citing persistent barriers to development identified in recent Senate testimony. Finding the right balance between efficiency, affordability, and environmental responsibility will be key to the success of this initiative.

The road ahead won't be easy. Building new power lines is a complex process that can face opposition from local communities, and broader disputes over electricity pricing changes often complicate planning and approvals. However, the potential benefits of a modernized grid are significant. By investing in this overhaul, the US is taking a crucial step towards a more reliable, sustainable, and cleaner energy future.

The United States is struggling to squeeze opportunity out of an energy crisis that should have been a catalyst for cleaner, domestically produced power. After decades of putting the climate on the back burner, the country is finding itself unprepared to seize the moment and at risk of emerging from the crisis even more reliant on fossil fuels.

The problem is not entirely unique to the United States. Across the globe, climate leaders are warning that energy shortages including coal and nuclear disruptions prompted by Russia’s unprovoked invasion of Ukraine and high gas prices driven by inflation threaten to make the energy transition an afterthought — potentially thwarting efforts to keep global temperature rise under 1.5 degrees Celsius.

“The energy crisis exacerbated by the war in Ukraine has seen a perilous doubling down on fossil fuels by the major economies,” U.N. Secretary General António Guterres said at a conference in Vienna on Tuesday, according to prepared remarks. He warned governments and investors that a failure to immediately and more aggressively embrace clean energy could be disastrous for the planet.

U.S. climate envoy John F. Kerry suggested that nations are falling prey to a flawed logic that fossil fuels will help them weather this period of instability, undermining U.S. national security and climate goals, which has seen gas prices climb to a record-high national average of $5 per gallon. “You have this new revisionism suggesting that we have to be pumping oil like crazy, and we have to be moving into long-term [fossil fuel] infrastructure building,” he said at the Time100 Summit in New York this month. “We have to push back.”

In the United States — the world’s second-largest emitter of greenhouse gases after China — the hurdles go beyond the supply-chain crisis and sanctions linked to the war in Ukraine. The country’s lofty goals for all carbon pollution to be gone from the electricity sector by 2035 and for half the cars sold to be electric by 2030 are jeopardized by years of neglect of the electrical grid, regulatory hurdles that have set projects back years, and failures by Congress and policymakers to plan ahead.
The challenges are further compounded by plans to build costly new infrastructure for drilling and exporting natural gas that will make it even harder to transition away from the fossil fuel.

“We are running into structural challenges preventing consumers and businesses from going cleaner, even at this time of high oil and gas prices,” said Paul Bledsoe, a climate adviser in the Clinton administration who now works on strategy at the Progressive Policy Institute, a center-left think tank. “It is a little alarming that even now, Congress is barely talking about clean energy.”

Consumers are eager for more wind and solar. Companies looking to go carbon-neutral are facing growing waitlists for access to green energy, and a Pew Research Center poll in late January found that two-thirds of Americans want the United States to prioritize alternative energy over fossil fuel production.

But lawmakers have balked for more than a decade at making most of the fundamental economic and policy changes such as a clean electricity standard that experts widely agree are crucial to an orderly and accelerated energy transition. The United States does not have a tax on carbon, nor a national cap-and-trade program that would reorient markets toward lowering emissions. The unraveling in Congress of President Biden’s $1.75 trillion Build Back Better plan has added to the head winds that green-energy developers face, even as climate law results remain mixed.

“There is literally nothing pushing this forward in the U.S. beyond the tax code and some state laws,” said Heather Zichal, a former White House climate adviser who is now the chief executive of the American Clean Power Association.

The effects of the U.S. government’s halting approach are being felt by solar-panel installers, who saw the number of projects in the most recent quarter fall to the lowest level since the pandemic began. There was 24 percent less solar installed in the first quarter of 2022 than in the same quarter of 2021.

The holdup largely stems from a Commerce Department investigation into alleged tariff-dodging by Chinese manufacturers. Faced with the potential for steep retroactive penalties, hundreds of industrial-scale solar projects were frozen in early April. Weak federal policies to encourage investment in solar manufacturing left American companies ill-equipped to fill the void.

“We shut down multiple projects and had to lay off dozens of people,” said George Hershman, chief executive of SOLV Energy, which specializes in large solar installations. SOLV, like dozens of other solar companies, is now scrambling to reassemble those projects after the administration announced a pause of the tariffs.

Meanwhile, adding clean electricity to the aging power grid has become an increasingly complicated undertaking, given the failure to plan for adequate transmission lines and long delays connecting viable wind and solar projects to the electricity network.
