Some scientists call it a hope for reducing the industrial greenhouse gases blamed for global warming; skeptics say it is the new frontier of dumping.

''Carbon capture and sequestration'' is an emerging — critics say unproven — technology that takes carbon dioxide or CO2 that normally would spew from industrial smokestacks and pumps it deep into the earth. Once there, it is, ostensibly, trapped forever — unless something goes wrong.

The dialogue over the carbon sequestration worst-case scenario has come out of the laboratory and into New Jersey's backyard with a plan to link the technology for the first time to a large, commercial electric plant proposed in Linden.

Last month, Linden planners received designs for a $5 billion project called ''PurGen.'' It is a 500 megawatt, coal-fueled facility using a 100-mile, underground pipeline to push as much as 10 million tons of CO2 annually — emissions from the new plant and eventually neighboring industrial operations — to a point 70 miles off the coast and about 2,200 yards beneath the Atlantic Ocean.

The proposal took on greater significance last week, when the Environmental Protection Agency declared CO2 and other greenhouse gases a public health danger — triggering a regulatory process that may drastically restrict emissions from existing and new power and industrial plants.

Critics question the viability of piping CO2 under the ocean floor in a heavily traveled area and say the state should instead pursue windmill and solar technology. Proponents argue the plant will provide a reliable source of energy without spewing pollutants into the air.

''With New Jersey importing about a third of its electrical energy, the 500 megawatts coming from this plant will reduce the state's reliance on power that comes predominantly from uncontrolled dirty coal plants out of state... while also addressing New Jersey's environmental challenges,'' said Bradley Campbell, the lawyer spearheading the project.

A former commissioner of the state Department of Environmental Protection now in private practice, Campbell was hired to steer SCS Engineers of Massachusetts through the maze of local, state and federal approvals needed for the project. The plant is slated for a former DuPont chemical site along the Arthur Kill, with the pipeline running under Raritan Bay to the ocean.

Frank Smith and Jim Croyle, two principals of SCS, said their commercial energy plant will be the ''first of its kind in the world'' to link carbon capture with another so-called ''clean energy'' process known as coal gasification or Integrated Gasification Combined Cycle technology.

''But if you look at each component to be included in the plant, they are each well-established, standard and tried technologies. Gasification has been around since the early 1930s, and sequestration since the 1970s,'' Smith said.

The five coal plants already generating electricity in New Jersey burn coal, creating a toxic by-product known as fly ash. PurGen's gasification process heats coal with pressured oxygen and steam. Gas is formed, and the process also allows PurGen to offset higher operating costs by selling ammonia, hydrogen and other by-products, Croyle said.

Oil companies already sequester CO2 deep underground at dozens of locations around the world, although not to control greenhouse emissions. They inject CO2 into oil reservoirs to force every last oil drop to the surface.

One of the first commercial operations to sequester CO2 was in Norway. Statoil of Norway, faced with a CO2 byproduct from its natural gas operation, has been piping nearly a million tons of carbon emissions annually into a sandstone aquifer about 1,100 yards beneath the North Sea.

But some activist groups insist carbon sequestration has yet to be used by a large coal-fueled energy plant, and the potential impacts of storing large amounts under an ocean bed are still unknown.

''The sequestration of carbon dioxide in the ocean and its possible impacts are not well understood, so this represents a large experiment with a part of the environment that is already in bad shape ecologically,'' said Tim Dillingham of the American Littoral Society, a national group of scientists, naturalists and environmentalists based in New Jersey.

''The ocean has quickly become the new dumping ground for energy — for siting industrial facilities and now industrial waste,'' he added.

''Why do they think the carbon will be held there for centuries?'' asked Jeff Tittel of the New Jersey Sierra Club. ''No one knows. No one can say for sure. This is a gamble. We'd be better off investing in wind, solar and energy efficiency.''

Researchers at Princeton, Harvard and Stanford universities, however, advocate sequestration technology, with some testifying before public agencies. The Natural Resources Defense Council and Clean Air Task Force also is urging exploration of carbon capture.

The Union of Concerned Scientists, usually on the side of activists, is cautious in its assessment.

''We're agnostic on its long-term contribution as an energy source because we don't have any long-term demonstrations. We don't have many carbon sequestration operations linked to coal facilities, and we don't have anything on a large commercial scale,'' said Barbara Freese, co-author of the UCS's 2008 report, ''Coal Power in a Warming World.''

The North Sea operation, she noted, involves a million tons of CO2 annually. The average coal plant generates 4 million tons annually, and PurGen anticipates generating nearly 5 million tons a year from its plant.

The UCS also contends sequestration must overcome potential challenges of contaminating ground water, seismic events and leakage — slow leaks that send CO2 back into the air and fast leaks that kill. Activists such as Greenpeace often cite a 1986 natural release of CO2 from Lake Nyos, a volcanic crater lake in Cameroon, that left about 1,700 people dead from asphyxiation.

The U.S. Department of Energy's National Energy Technology Laboratory concluded such catastrophic releases ''are virtually nonexistent for geologic sequestration,'' and geologists called it absurd to compare operations such as those planned by PurGen to the natural disaster at Lake Nyos.

''You have a mile of impermeable clay on top of the sandstone. The really big earthquake in Sumatra caused a rupture that was about 10 meters. We're talking about sequestering the CO2 under at least 2,000 meters of clay. It's not possible to have an earthquake to fracture that,'' said professor Daniel Schrag of the Harvard University Laboratory for Geo-chemical Oceanography, who has reviewed the project.

''I am as green as green gets. But I'm not like groups like Greenpeace, which is saying we can take care of all our energy demands with wind and solar,'' Schrag added.

Coal also remains the cheapest source of electrical energy in the nation. The Department of Energy estimates the United States has enough natural reserves to meet energy needs for another 250 years.

''Coal is like heroin — cheap, plentiful and addictive, but very dangerous and to get it they take down mountains along with square-miles of trees, adding to the carbon output and environmental damage,'' said Tittel of the Sierra Club, arguing projects like PurGen continue the nation's reliance on fossil fuels.

The proposal is too new to gauge local resistance, but initial response appears to be concerns based on the mistaken notion that PurGen would be a traditional, smokestack-belching coal plant, said Linden Mayor Richard Gerbounka, adding, ''It is our job to educate local residents.''

Approvals on the project may take months, but Gerbounka said an information campaign starts tomorrow night with a meeting at Trembley Point, the residential neighborhood closest to the PurGen site.

Trembley Point is more than a mile from the PurGen site and separated by the New Jersey Turnpike, which bisects the city. The site itself is brownfields redevelopment and surrounded by other heavy industry or abandoned factories.

''I'm excited about the project. I think it will be beneficial to the city of Linden, the state of New Jersey and the nation,'' Gerbounka said. ''It helps wean us off Middle East oil, and hopefully the technology is there to do the project as they say it can be done.''

For the first time since it began tracking electricity use in the province during Earth Hour, BC Hydro said customers used more power during the 60-minute period when lights are expected to dim, mirroring all-time high electricity demand seen recently.

The World Wildlife Fund launched Earth Hour in Sydney, Australia in 2007. Residents and businesses there turned off lights and non-essential power as a symbol to mark the importance of combating climate change.

The event was adopted in B.C. the next year and, as part of that, BC Hydro began tracking the megawatt hours saved.

Lights on

For Earth Hour this year, which took place 8:30-9:30 p.m. on March 24, BC Hydro says electricity use in the Lower Mainland increased by 0.5 per cent, even as it activated a winter payment plan to help customers manage bills. On Vancouver Island it increased 0.6 per cent.

In the province's southern Interior and northern Interior, power use remained the same during the event.

The WWF says the way in which hydro companies track electricity savings during Earth Hour is not an accurate measure of participation, and tracking of emerging loads like crypto mining electricity use remains opaque, and noted that more countries than ever are turning off lights for the event.

For 2018, the WWF shifted the focus of Earth Hour to the loss of wildlife across the globe.

BC Hydro says in its report that the symbolism of Earth Hour is still important to British Columbians, but almost all power generation in B.C. is hydroelectric, though recent drought conditions have required operational adjustments, and only accounts for one per cent of greenhouse gas emissions.

British Columbia's NDP government has announced it will freeze BC Hydro rates effective immediately, fulfilling a key election promise.

Energy, Mines and Petroleum Resources Minister Michelle Mungall says hydro rates have gone up by more than 24 per cent in the last four years and by more than 70 per cent since 2001, reflecting proposals such as a 3.75% increase over two years announced previously.

"After years of escalating electricity costs, British Columbians deserve a break on their bills," Mungall said in a news release.

BC Hydro had been approved by the B.C. Utilities Commission to increase the rate by three per cent next year, but Mungall said it will pull back its request in order to comply with the freeze.

In the meantime, the government says it will undertake a comprehensive review of the utility meant to identify cost-savings measures for customers often asked to pay an extra $2 a month on electricity bills.

The Liberal critic, Tracy Redies, says the one year rate freeze is going to cost BC Hydro, calling it a distraction from the bigger issue of the future of the Site C project and the oversight of a BC Hydro fund surplus as well.

"A one year rate freeze costs Hydro $150 million," Redies said. "That means there's $150 million less to invest in capital projects and other investments that the utility needs to make."

"This is putting off decisions that should be made today to the future."

Recommendations from the review — including possible new rates — will be implemented starting in April 2019.

Proposed underground power line could bring Iowa wind turbine electricity to Chicago

The company behind a proposed underground transmission line that would carry electricity generated mostly by wind turbines in Iowa to the Chicago area said Monday that the $2.5 billion project could be operational in 2024 if regulators approve it, reflecting federal transmission funding trends seen recently.

Direct Connect Development Co. said it has lined up three major investors to back the project. It plans to bury the transmission line in land that runs along existing Canadian Pacific railroad tracks, hopefully reducing the disruption to landowners. It's not unusual for pipelines or fiber optic lines to be buried along railroad tracks in the land the railroad controls.

CEO Trey Ward said he "believes that the SOO Green project will set the standard regarding how transmission lines are developed and constructed in the U.S."

A similar proposal from a different company for an overhead transmission line was withdrawn in 2016 after landowners raised concerns, even as projects like the Great Northern Transmission Line advanced in the region. That $2 billion Rock Island Clean Line was supposed to run from northwest Iowa into Illinois.

The new proposed line, which was first announced in 2017, would run from Mason City, Iowa, to Plano, Ill., a trend echoed by Canadian hydropower to New York projects. The investors announced Monday were Copenhagen Infrastructure Partners, Jingoli Power and Siemens Financial Services.

The underground line would also connect two different regional power operating grids, as seen with U.S.-Canada cross-border transmission approvals in recent years, which would allow the transfer of renewable energy back and forth between customers and producers in the two regions.

More than 36 percent of Iowa's electricity comes from wind turbines across the state.

Jingoli Power CEO Karl Miller said the line would improve the reliability of regional power operators and benefit utilities and corporate customers in Chicago, even amid debates such as Hydro-Quebec line opposition in the Northeast.

Chris Ruane said Japanese firm Hitachi’s announcement this morning about the Wylfa project would take £16 billion of investment out of the region.

He said it was the latest in a list of energy projects which had been scrapped as he responded to a statement from business secretary Greg Clark.

Mr Ruane, the Labour member for the Vale of Clywd, said: “In his statement he said the Government are relying now more on renewables, can I put the North Wales picture to him; 1,500 wind turbines were planned off the coast of North Wales. They were removed, those plans were cancelled by the private sector.

“The tidal lagoons for Wales were key to the development of the Welsh economy – the Government itself pulled the support for the Swansea Bay tidal lagoon. That had a knock-on effect for the huge lagoon planned off the coast of North Wales.

“And now today we hear of the cancellation of a £16 billion investment in the North Wales economy. This will devastate the North Wales economy. The people of North Wales need to know that the Prime Minister is batting for them and batting for the UK.”

Mr Clark blamed the changing landscape of the energy market for today’s announcement, and said Wales has been a “substantial and proud leader” in renewable energy during the UK’s green industrial revolution over recent years.

But another Labour MP from North Wales, Albert Owen, of Ynys Mon, said the Wylfa plant’s cancellation in his constituency is putting 400 jobs at risk, as well as the “potential of 8-10,000 construction jobs”, as well as hundreds of operational jobs and 33 apprenticeships.

He asked Mr Clark: “Can I say straightly can we work together to keep this project alive, to ensure that we create the momentum so it can be ready for a future developer or this developer with the right mechanism?”

The minister replied that he and his officials would “work together in a completely open-book way on the options” to try and salvage the project.

But in the Lords, Labour former security minister Lord West of Spithead said the UK’s nuclear industry was in crisis, noting that Europe is losing nuclear power as well.

“In the 1950s our nation led the world in nuclear power generation and decisions by successive governments, of all hues, have got us in the position today where we cannot even construct a large civil nuclear reaction,” he told peers at question time.

Lord West asked: “Are we content that now the only player seems to be Chinese and that by 2035… we are happy for the Chinese to control one third of the energy supply of our nation?”

Business, Energy and Industrial Strategy minister Lord Henley said the Government had hoped for a better announcement from Hitachi but that was not the case.

He said costs in the nuclear sector were rising, amid setbacks at Hinkley Point C, while costs for many renewables were coming down and this was one of the reasons for the problem.

Tory former energy secretary Lord Howell of Guildford said the Chinese were in “pole position” for the rebuilding and replacement “of our nuclear fleet” and this would have a major impact on UK energy policy and plans to meet net zero targets in the 2030s.

Plaid Cymru’s Lord Wigley warned that putting the Wylfa Newydd on indefinite hold would cause economic planning blight in north-west Wales and urged the Government to raise the level of support allocated to the region.

Lord Henley acknowledged the announcement was not welcome but added: “We remain committed to nuclear power. We will look to see what we can do. We still have a great deal of expertise in this country and we can work on that.”
