Infuriated consumers delivered hours of angry testimony, asking state officials to consider banning Unitil from doing business here and accusing the power company of failing them in its handling of a massive outage after a December ice storm.

Downed trees and power lines left thousands without electricity, some for weeks. Many residents said most infuriating was their inability to get answers from Unitil during the crisis.

Fitchburg Mayor Lisa Wong told officials from the Department of Public Utilities she was without power for "a mere four days."

"I say 'mere,' because there were people who were without power for more than two weeks," she said. "I can tell you right now, I am so angry."

The crowd at Memorial Middle School cheered as Fitchburg City Councilor Norman Boisvert said the community deserved better for the electricity rates it pays.

"Shame on you for letting Unitil's rates get as high as they've been," Boisvert told the commission. "Throw the bums out!"

A massive ice storm ravaged the region - and northern Worcester County in particular - on December 11, leaving thousands of residents of Fitchburg, Holden, Townsend, and nearby towns without power, and often heat. The utilities department licenses power companies that operate in the state, and many in the crowd implored the commission to revoke the company's license and ban it from doing business in the state. The hearing was the first in a series planned to address the slow restoration of utilities in the aftermath of the storm.

Hampton, N.H.-based Unitil, which supplies power to more than 28,000 homes in the Fitchburg area, issued a statement through a public relations firm, calling the ice storm "the most destructive storm the regionÂ’s electrical infrastructure has ever encountered."

Unitil senior vice president George Gantz sat in the front row at yesterday's hearing, but did not speak publicly. In its statement, the company said it had also made improvements, including faster deployment of work crews, a call center with increased capacity, and the creation of a new Emergency Information Center.

"The company's role in this eveningÂ’s proceedings is first and foremost to listen," the statement said.

It got an earful.

Residents said some elderly moved into emergency shelters set up in local schools for days and weeks. Fallen branches tangled in power lines obstructed streets for days after the storm, residents said, and when residents and public officials sought answers from company officials on Unitil hotlines, lines were jammed.

But what angered residents the most was that after weeks of sporadic communications from Unitil, many residents said they received electric bills this month that were higher than usual.

Mary Ingemi, an 84-year-old widow who lives in Fitchburg, said she lost power for a couple of days, then it was erratic. But the biggest surprise was a $1,400 bill for December. She waved the bill at the commissioners.

"I'm not going to pay it," she said causing the crowd to erupt in cheers and applause.

Michael Bursch of Fitchburg railed at Unitil, saying he was without power but paying some of the highest electricity rates in the state. Unitil officials said the companyÂ’s rates are the second highest in Massachusetts, just below the rates charged by NStar on parts of Cape Cod. Power outages are common, he said, although not always on the magnitude of December's.

"I've got a friend who lives in the middle of nowhere in Winnipeg, Canada, who gets better service," he said.

"Take their license to operate in Massachusetts away and say good-bye," he said. "Your office holds the power to make the decision and execute that decision."

Unitil Company Chief Executive Officer Robert Schoenberger has said out of state crews the company relies on to help with repairs were scarce after the December 11 ice storm.

The company must bid for them against larger power companies like NStar.

Residents of Fitchburg, along with Lunenburg and Townsend have filed a lawsuit against Unitil, accusing the company of gross negligence in its response to the storm. The company has not yet been served notice of the lawsuit, Gantz said. He said the company could not get actual meter readings at 15 percent of the homes it serves, leading it to issue "estimated bill" to some customers. Those bills were marked with an "E" next to the meter reading and customers may call the company to resolve discrepancies, Gantz said.

Residents submitted a petition to the utilities board last night signed by more than 1,500 area residents requesting them to drop Unitil. More than 4,000 people signed it on-line.

Fitchburg resident Mary Patricia Haxton waited several hours to testify before the commission, and when she did, after 10 p.m., she said her house remains without power.

"This is day 48," she said her voice cracking.

Haxton recalled pouring antifreeze into her toilet to keep it from freezing in the first days of the outage. She bought handwarmers for her aging cat. Power briefly returned on Christmas Eve, before a worker told her it would need to be shut off.

Shortly afterward, her pipes froze and burst. Her washer still sits full of water that is frozen solid, she said.

"People don't think there's an impact to Unitil's irresponsibility," she said. "They need to be held accountable."

At the announcement of an updated Atlantic Accord between the provincial and federal governments, Newfoundland and Larbrador Premier Dwight Ball gave notice federal Finance Minister Bill Morneau will be in St. John’s to talk about the cost of Muskrat Falls and how Labrador power flows through Quebec to market.

“We look forward to welcoming Minister Morneau and his team to advance discussions on federal financing and rate mitigation,” read a statement from the premier’s office Tuesday, in response to questions about that coming meeting and federal-provincial work on rate mitigation.

At the announcement, Ball specifically said the plan is to “finalize federal involvement for making sure electricity rates remain affordable,” such as shielding ratepayers from overruns through federal-provincial measures, with Ball and MP Seamus O’Regan trumpeting the provincial-federal relationship.

The provincial and federal governments are not the only two parties involved in provincial power rates and handling of Muskrat Falls, even as electricity users have started paying for the project across Newfoundland and Labrador, but The Telegram is told details of meetings on rate mitigation are not being released, down to the list of attendees.

The premier’s office was asked specifically about the involvement of Nalcor Energy, including a recent financial update during the pandemic, Emera, Goldman, TD or any others involved in project financing. The response was that the plan is not to indicate what is being explored and who might be involved, until there is something more concrete to speak about.

The government’s plan is to have something to feed into the ongoing work of the Public Utilities Board, to develop a more complete response for rate mitigation, including lump-sum credits on electricity bills and other tools, for the PUB’s final report, due in 2020, even as regulators in Nova Scotia weigh a 14% rate hike in a separate proceeding.

At the B.C. Natural Resources Forum in Prince George, Premier Eby unveiled a $36-billion investment plan for infrastructure projects in communities and regions and green energy solutions to provide clean, affordable electricity for future generations.

The Power Pathway: Building BC’s Energy Future, BC Hydro’s revised 10-year capital plan, involves nearly $36 billion in investments across the province from 2024-25 to 2033-34. This marks a 50% increase from the previous plan of $24 billion and includes a substantial rise in electrification and emissions-reduction projects (nearly $10 billion, up from $1 billion).

These upcoming construction projects are expected to support approximately 10,500 to 12,500 jobs annually. The plan is set to bolster and sustain BC Hydro’s capital investments as significant projects like Site C are near completion.

The plan addresses the increasing demand for electricity due to population and housing growth, industrial development, such as a major hydrogen project, and the transition from fossil fuels to clean electricity. Key projects include constructing new high-voltage transmission lines from Prince George to Terrace, building or expanding substations in high-growth areas, and upgrading dams and generating facilities for enhanced safety and efficiency.

Minister of Energy, Mines, and Low Carbon Innovation Josie Osborne stated that this plan aims to build a clean energy future and support EV charging expansion while creating construction jobs. With BC Hydro’s capital plan allocating almost $4 billion annually for the next decade, it will drive economic growth and ensure access to clean, affordable electricity.

BC Hydro aims to add new clean, renewable energy sources like wind and solar, while acknowledging power supply challenges that must be managed as capacity grows. B.C.’s hydroelectric dams, functioning as batteries, enable the integration of intermittent renewables into the grid, providing reliable backup.

Chris O’Riley, president and CEO of BC Hydro, said the grid is one of the world’s cleanest. The new $36 billion capital plan encompasses investments in generation assets, large transmission infrastructure, and local distribution networks.

In partnership with BC Hydro, Premier Eby also announced a new streamlined approval process to expedite electrification for high-demand industries and support job creation, complementing measures like the BC Hydro rebate and B.C. Affordability Credit that help households.

Ontario introduces new fixed COVID-19 hydro rate

Ontario Electricity COVID-19 Recovery Rate sets a fixed price of 12.8 cents/kWh, replacing time-of-use billing and aligning costs across off-peak, mid-peak, and on-peak periods per Ontario Energy Board guidance through Oct. 31.

Ontario residents will now have to pay a fixed electricity price that is higher than the off-peak hydro rate many in the province have been allowed to pay so far due to the pandemic. 

The announcement, which was made in a news release on Saturday, comes after the Ontario government suspended the normal “time-of-use” billing system on March 24 and as electricity rates are about to change across Ontario. 

The government moved all customers onto the lowest winter rate in response to the pandemic as emergency measures meant more people would be at home during the middle of the day when electricity costs are the highest. 

Now, the government has introduced a new “COVID-19 recovery rate” of 12.8 cents per kilowatt hour at all times of the day. The fixed price will be in place from June 1 to Oct. 31. 

The fixed price is higher than the winter off-peak price, which stood at 10.1 per kilowatt hour. However, it is lower than the mid-peak rate of 14.4 per kilowatt hour and the high-peak rate of 20.8 per kilowatt hour, even though typical bills may rise as fixed pricing ends for many households. 

“Since March 24, 2020, we have invested just over $175 million to deliver emergency rate relief to residential, farm and small business electricity consumers by suspending time-of-use electricity pricing,” Greg Rickford, the minister of energy, northern development and mines, said in a news release. 

“This investment was made to protect the people of Ontario from a marked increase in electricity rates as they did their part by staying home to prevent the further spread of the virus.”

Rickford said that the COVID-19 recovery rate is based on the average cost of electricity set by the Ontario Energy Board. 

“This fixed rate will continue to suspend time-of-use prices in a fiscally responsible manner,” he said. "Consumers will have greater flexibility to use electricity when they need it without paying on-peak and mid-peak prices, and some may benefit from ultra-low electricity rates under new time-of-use options."
