A new alliance of energy companies officially kicked off a plan to build a nuclear power plant in southern Ohio, saying it's the right approach for the nation's energy needs at the right location.

It would take an estimated decade and $10 billion to build the plant in Piketon, if all of the needed regulatory approvals can be secured and other factors don't intervene.

And although critics question the cost and safety of nuclear power, officials say they are confident at the start of the process that nuclear energy can be part of a "renaissance" for manufacturing jobs in the state.

"This is a wonderful day for the future of Ohio," said Sen. George V. Voinovich, an advocate of nuclear power. "I know people are a little bit down right now, but there is a light at the end of the tunnel, and part of that light is nuclear power."

Voinovich, Gov. Ted Strickland, Duke Energy Chief Executive Jim Rogers and other executives and dignitaries announced the formation of the new Southern Ohio Clean Energy Park Alliance yesterday at the former uranium-enrichment site on 3,700 acres in Piketon where the plant would be built.

Rogers cautioned that the process is "at the beginning of a very long road." But he also said during a speech in front of the former enrichment plant that it is "the perfect location to take advantage of the nuclear option."

Members of the alliance — Duke Energy, the French energy company Areva, UniStar Nuclear Energy, uranium processor USEC and the Southern Ohio Diversification Initiative — will pursue different roles.

Duke, for example, will take the first step of seeking an early-site permit from the U.S. Nuclear Regulatory Commission. That would come after an expected 18-month assessment of the location, including a plant feasibility study.

Rogers declined to give a cost estimate for that process but said the alliance is asking the U.S. Department of Energy to allocate stimulus money for it.

Duke, which operates seven reactors at three locations, then would seek a license to allow construction to begin by about 2015 — with the plant operational by 2020 or 2021, if all goes according to plan, officials said.

Strickland and other officials stressed the economic impact that the expected 3,000 construction jobs and other spending for the plant would bring to a state and region desperate for new jobs and investment.

The governor also said that Ohio needs to be pursuing nuclear power as part of its energy portfolio and as a response to climate change.

"The time is right, I believe, to put the question of nuclear power squarely on the American energy agenda," said Strickland, who grew up in nearby Scioto County.

Anne Lauvergeon, chief executive of Areva, added in a thick French accent: "I say, 'Let's get to work... and go Buckeyes.'"

Mark Shanahan, Strickland's energy adviser, said Duke, Areva and the other alliance partners have the know-how and nuclear-plant experience to make the project a reality.

"If it's going to happen, this is the right team," he said.

Rogers said he expects the alliance and a consortium of regional companies would pay about 95 percent of the cost to build the plant, but it's too soon to discuss possible subsidies. Strickland said the state has not received any requests yet for help.

Critics of nuclear power say there are cheaper and safer ways to generate electricity than nuclear power, including solar and wind power.

Andrew Feight, a professor at Shawnee State University in Portsmouth and a member of an Energy Department-appointed citizens' advisory board helping oversee the cleanup of the old enrichment site at Piketon, said the nuclear power plant proposal came as a "total surprise to members of the board."

Feight, who stressed that he was speaking as an individual and not as a board member, said that despite the promise of new jobs, he thinks alternative energies are better, cleaner uses for the site. "Our future is not being forwarded by this type of project," he said.

But Rogers and others said that amid uncertainty about the future of coal-fired power plants because of the expected crackdown on the carbon they emit, nuclear power has to be developed to ensure the nation's energy needs can be met.

Lauvergeon said, "Nuclear energy is not the only answer, but there is no answer without nuclear energy."

U.S. Energy Secretary Steven Chu, who was in Columbus but didn't attend the Piketon event, said the nation has operated commercial nuclear-power plants since the 1950s without a single fatality. And the technology has improved greatly since the partial meltdown in 1979 at Three Mile Island in Pennsylvania.

Strickland said he is "not unaware of the dangers of working with nuclear issues" but agreed with Chu that the technology has improved.

"The people of southern Ohio have always answered our nation's call to serve," the governor said in Piketon. "This project provides another opportunity to do so in a way that will revive our local economy, will give us the promise of high-quality jobs in a growing energy sector, and fulfills the federal commitment to redevelop this site."

According to the official, widely reported story, Pacific Gas & Electric (PG&E) initiated power shutoffs across substantial portions of its electric transmission system in northern California as a precautionary measure.

Citing high wind speeds they described as “historic,” the utility claims that if it didn’t turn off the grid, wind-caused damage to its infrastructure could start more wildfires.

Perhaps that’s true. Perhaps. This tale presumes that the folks who designed and maintain PG&E’s transmission system are unaware of or ignored the need to design it to withstand severe weather events, and that the Federal Energy Regulatory Commission (FERC) and North American Electric Reliability Corp. (NERC) allowed the utility to do so.

Ignorance and incompetence happens, to be sure, but there’s much about this story that doesn’t smell right—and it’s disappointing that most journalists and elected officials are apparently accepting it without question.

Take, for example, this statement from a Fox News story about the Kincade Fires: “A PG&E meteorologist said it’s ‘likely that many trees will fall, branches will break,’ which could damage utility infrastructure and start a fire.”

Did you ever notice how utilities cut wide swaths of trees away when transmission lines pass through forests? There’s a reason for that: When trees fall and branches break, the grid can still function, and even as the electric rhythms of New York City shifted during COVID-19, operators planned for variability.

So, if badly designed and poorly maintained infrastructure isn’t the reason PG&E cut power to millions of Californians, what might have prompted them to do so? Could it be that PG&E’s heavy reliance on renewable energy means they don’t have the power to send when a “historic” weather event occurs, especially as policymakers weigh the postponed closure of three power plants elsewhere in California?

 

Wind Speed Limits

The two most popular forms of renewable energy come with operating limitations, which is why some energy leaders urge us to keep electricity options open when planning the grid. With solar power, the constraint is obvious: the availability of sunlight. One doesn’t generate solar power at night and energy generation drops off with increasing degrees of cloud cover during the day.

The main operating constraint of wind power is, of course, wind speed, and even in markets undergoing 'transformative change' in wind generation, operators adhere to these technical limits. At the low end of the scale, you need about a 6 or 7 miles-per-hour wind to get a turbine moving. This is called the “cut-in speed.” To generate maximum power, about a 30 mph wind is typically required. But, if the wind speed is too high, the wind turbine will shut down. This is called the “cut-out speed,” and it’s about 55 miles per hour for most modern wind turbines.

It may seem odd that wind turbines have a cut-out speed, but there’s a very good reason for it. Each wind turbine rotor is connected to an electric generator housed in the turbine nacelle. The connection is made through a gearbox that is sized to turn the generator at the precise speed required to produce 60 Hertz AC power.

The blades of the wind turbine are airfoils, just like the wings of an airplane. Adjusting the pitch (angle) of the blades allows the rotor to maintain constant speed, which, in turn, allows the generator to maintain the constant speed it needs to safely deliver power to the grid. However, there’s a limit to blade pitch adjustment. When the wind is blowing so hard that pitch adjustment is no longer possible, the turbine shuts down. That’s the cut-out speed.

Now consider how California’s power generation profile has changed. According to Energy Information Administration data, the state generated 74.3 percent of its electricity from traditional sources—fossil fuels and nuclear, amid debates over whether to classify nuclear as renewable—in 2001. Hydroelectric, geothermal, and biomass-generated power accounted for most of the remaining 25.7 percent, with wind and solar providing only 1.98 percent of the total.

By 2018, the state’s renewable portfolio had jumped to 43.8 percent of total generation, with clean power increasing and wind and solar now accounting for 17.9 percent of total generation. That’s a lot of power to depend on from inherently unreliable sources. Thus, it wouldn’t be at all surprising to learn that PG&E didn’t stop delivering power out of fear of starting fires, but because it knew it wouldn’t have power to deliver once high winds shut down all those wind turbines

ERCOT Issues RFP to Procure Capacity to Alleviate Winter Concerns

ERCOT Winter Capacity RFP seeks up to 3,000 MW through generation and demand response to bolster Texas grid reliability during peak load, leveraging Reliability Must-Run, incentive factors, and EEA risk mitigation for the 2023-24 season.

The Electric Reliability Council of Texas (ERCOT) issued a request for proposals to stakeholders to procure up to 3,000 MW of generation or demand response capacity to meet load and reserve requirements during the winter 2023-24 peak load season (Dec. 1, 2023, through Feb. 29, 2024), amid ongoing Texas power grid challenges across the region.

ERCOT cited “several factors, including significant peak load growth since last winter, recent and proposed retirements of dispatchable Generation Resources, and recent extreme winter weather events, including Winter Storm Elliott in December 2022, Winter Storm Uri in February 2021, and the 2018 and 2011 winter storms, each of which resulted in abnormally high demand during winter weather.” It now seeks additional capacity under its “authority to prevent an anticipated Emergency Condition,” reflecting nationwide blackout risks identified by grid experts.

In its notice regarding the RFP, ERCOT identified a number of mothballed and recently decommissioned generation resources that may be eligible to offer capacity under the RFP. It further stated that offers must comport with the format of its “Reliability Must-Run” agreement but could include a proposed “Incentive Factor” that reflects the revenues the unit owners determine would be necessary to bring the unit back to operation. It added that the Incentive Factor is not necessarily limited to 10%. Providers of eligible demand response can submit offers based on similar principles that are not necessarily constrained by cost. The notice identifies potential acceptable sources of demand response, describes certain parameters for the kinds of demand response that are permitted to respond to the RFP, and outlines the time periods during which ERCOT must be able to deploy the demand response resources to improve electricity reliability across the system.

To meet the Dec. 1, 2023, service start date, ERCOT developed an aggressive timeline to solicit and evaluate proposals through the RFP. Responses to the RFP are due Nov. 6, 2023. ERCOT’s schedule provides that it will notify market participants that obtain awards on Nov. 23, 2023. Expect contracts to be executed by Nov. 30, 2023.

Unlike Regional Transmission Organizations in the Northeastern United States, ERCOT does not have a capacity market. Instead, ERCOT relies on a high price cap of $5,000 per MWh for its energy market (decreased from the $9,000 per MWh cap in effect during Winter Storm Uri) and an Operating Reserve Demand Curve adder that pays additional funds to generators supplying power and ancillary services, an area recently scrutinized for improper payments when supply conditions are tight. In the wake of Winter Storm Uri, some calls were made to have ERCOT adopt a capacity market for reliability reasons, and a number of legal battles continue to play out in the wake of Winter Storm Uri. (See recent McGuireWoods legal alert “Winter Storm Uri Power Dispute Reaches the Supreme Court of Texas.”) Though a capacity market was not adopted, the Texas Legislature approved a $7.2 billion loan program, widely described as an electricity market bailout for generators, to build up to 10,000 MW of dispatchable generation. The legislature also approved a version of the Public Utility Commission of Texas’ proposal to establish a “Performance Credit Mechanism,” but with a cost cap of $1 billion.

The loss of life and economic impacts of Winter Storm Uri in 2021, along with the energy crunches and calls for conservation this past summer, are driving changes to ERCOT’s “energy-only” market, including electricity market reforms under consideration. Texas policymakers are providing multiple financial incentives to promote investment in dispatchable on-demand generation, and voters will consider funding to modernize generation measures this year to make the Texas grid more reliable and able to deal with power demand from a growing economy and increased demand for electricity driven by weather. In the meantime, ERCOT’s plan to procure 3,000 MW through this RFP process is a stopgap measure intended to bolster reliability for the upcoming winter season and lower the probability of load shed in the event of severe winter weather.

Nelson, B.C. Gets Charged Up on a New EV Fast-Charging Station

FortisBC and the City of Nelson celebrated the opening of Nelson's first publicly available direct current fast-charging (DCFC) electric vehicle (EV) station on Friday.

"Adopting EV's is one of many ways for individuals to reduce carbon emissions," said Mayor John Dooley, City of Nelson. "We hope that the added convenience of this fast-charging station helps grow EV adoption among our community, and we appreciate the support from FortisBC, the province and the federal government."

The new station, located at the Nelson and District Community Complex, provides a convenient and faster charge option right in the heart of the commercial district and makes Nelson more accessible for both local and out-of-town EV drivers. The 50-kilowatt station is expected to bring a compact EV from zero to 80 per cent charged in about a half an hour, as compared to the four Level-2 charging stations located in downtown Nelson that require from three to four hours. The cost for a half hour charge at the new DC fast-charging station is $9 per half hour.

This fast-charging station was made possible through a partnership between FortisBC, the City of Nelson, Nelson Hydro, the Province of British Columbia and Natural Resources Canada. As part of the partnership, the City of Nelson is providing the location and FortisBC will own and manage the station.

This is the latest of 12 fast-charging stations FortisBC has built over the last year with support from municipalities and all levels of government, and adds to the five FortisBC-owned Kootenay stations that were opened as part of the accelerate Kootenays initiative in 2018.

All 12 stations were 50 per cent funded by Natural Resources Canada, 25 per cent by BC Ministry of Energy, Mines and Petroleum Resources and the remaining 25 per cent by FortisBC. The funding is provided by Natural Resources Canada's Electric Vehicle and Alternative Fuel Infrastructure Deployment Initiative, which aims to establish a coast-to-coast network of fast-chargers along the national highway system, natural gas refueling stations along key freight corridors and hydrogen refueling stations in major metropolitan areas. It is part of the Government of Canada's more than $180-billion Investing in Canada infrastructure plan. The Government of British Columbia is also contributing $300,000 towards the fast-chargers through its Clean Energy Vehicle Public Fast Charging Program.

This station brings the total DCFC chargers FortisBC owns and operates to 17 stations across 14 communities in the southern interior. FortisBC continues to look for opportunities to expand this network as part of its 30BY30 goal of reducing emissions from its customers by 30 per cent by 2030. Such a scenario could see thousands of electricity generators being requisitioned at short notice and positioned on barges in the Irish Sea, even as Great Britain's generation mix shapes wider supply dynamics, to help keep the region going, a Whitehall document quoted by the Financial Times states.

An emergency operation could see equipment being brought back from places like Afghanistan, where the UK still has a military presence, the newspaper said.

The extreme situation could arise because Northern Ireland shares a single energy market with the Irish Republic, where Irish grid price spikes have heightened concern about stability.

The region relies on energy imports from the Republic because it does not have enough generating capacity itself, and the UK is aiming to negotiate a deal to allow that single electricity market on the island of Ireland to continue post-EU withdrawal, while virtual power plant proposals for UK homes are explored to avoid outages, the FT stated.

However, if no Brexit deal is agreed Whitehall fears suppliers in the Irish Republic could cut off power because the UK would no longer be part of the European electricity market, and a recent short supply warning from National Grid underscores the risk.

In a bid to prevent blackouts in Northern Ireland in a worse case situation the Government would need to put thousands of generators into place, even as an emergency energy plan has reportedly not gone ahead nationwide, according to the report.

And officials fear they may need to commandeer some generators from the military in such a scenario, the FT reports.

An official was quoted by the newspaper as saying the preparations were “gob-smacking”.
