Britain is not on course to meet its climate change targets for reducing carbon emissions, the government is bluntly warned.

Only a step change in effort, brought about by a range of new policies ranging from boosting numbers of electric cars to reforming the electricity market, will ensure that the UK's legally binding "carbon budgets" can be complied with by 2020 and beyond, according to the independent Committee on Climate Change.

In its second progress report to Parliament, the committee cautions that the sharp fall in UK greenhouse gas emissions of 8.6 per cent seen last year is almost entirely due to the recession, and that the proportion of the drop due to actual climate policies is but "a fraction" of the total. When the economy recovers, the committee warns, the rate of reduction due will not be adequate to achieve the 34 per cent reduction in CO2 on 1990 levels by 2020, to which the Government is already committed – let alone the 42 per cent reduction to which Britain will move if a tougher target can be agreed with the rest of the EU.

"The recession has created the illusion that progress is being made to reduce emissions," said the committee chairman, Lord Turner of Ecchinswell, who as Adair Turner was the director general of the Confederation of British Industry.

"Although emissions have declined substantially, our analysis shows that this is almost wholly due to a reduction in economic activity, and not from new measures being introduced to tackle climate change. So we are repeating our call for new policy approaches to drive the required step change, in order that the UK can ensure a low-carbon recovery."

The committee was set up to monitor the performance of the government in implementing the 2008 Climate Change Act, which made the UK the first country in the world to have a legally binding long-term framework to cut carbon emissions. Britain is doing this through a series of five-yearly carbon budgets which have to be met, by law.

The report is a candid signal to the new coalition, both parties of which have stressed their commitment to tackling global warming , that unless it acts decisively and quickly with a range of new initiatives, it will fail. Four areas in particular are highlighted: electric cars, buildings insulation, agriculture and reform of the energy market. The committee would like to see Britain running a fleet of 1.7m electric cars, which have zero CO2 emissions, by 2020 – at present there are thought to be only a few hundred electric vehicles on the roads.

Yet it is concerned that £260m in the budget of the Department for Transport, earmarked for price support for buyers, and for setting up a battery-charging network, may be swept away on the forthcoming cuts to reduce the deficit. "We would like to keep that funding for the electric car market," said the committee secretary, David Kennedy.

Secondly, the committee would like to see new rules for how farmers apply nitrogen fertilizers to the land - which can release nitrogen oxides, themselves greenhouse gases. Thirdly, it wants a comprehensive program of home insulation, which addresses all the barriers stopping people investing in domestic energy efficiency.

And fourthly, it would like to see a reorganization of the current, liberalized energy market to make it more attractive to investors to put their money in low-carbon power generation, including a government-supported minimum price for carbon.

The $4.5 million in pay received by Hydro One's CEO is not a factor in the government's plan to cut electricity costs for consumers, an Ontario cabinet minister said Thursday amid opposition concerns about the executive's compensation and wider sector pressures such as Manitoba Hydro's rising debt in other provinces.

Treasury Board President Liz Sandals made her comments on the eve of the release of the province's so-called sunshine list.

The annual disclosure of public-sector salaries over $100,000 will be released Friday, but Hydro One salaries such as that of company boss Mayo Schmidt won't be on it.Though the government still owns most of Hydro One — 30 per cent has been sold — the company is required to follow the financial disclosure rules of publicly traded companies, which means disclosing the salaries of its CEO, CFO and next three highest-paid executives, and financial results such as a Q2 profit decline in filings.

New filings show that Schmidt was paid $4.5 million in 2016 — an $850,000 salary plus bonuses — and those top five executives were paid a total of about $11.7 million. 

"Clearly that's a very large amount," said Sandals. Sandals wouldn't say whether or not she thought the pay was appropriate at a time when the government is trying to reduce system costs and cut people's hydro bills.

But she suggested the CEO's salary was not a factor in efforts to bring down hydro prices, even as Hydro One shares fell after a leadership shakeup in a later period. "The CEO salary is not part of the equation of will 'we be able to make the cut,"' she said. "Regardless of what those salaries are, we will make a 25-per-cent-off cut." The cut coming this summer is actually an average of 17 per cent -- the 25-per-cent figure factors in an earlier eight-per-cent rebate.

NDP Leader Andrea Horwath, who has proposed to make hydro public again in Ontario, said the executive salaries are relevant to cutting hydro costs.

"All of this is cost of operating the electricity system, it's part of the operating of Hydro One and so of course those increased salaries are going to impact the cost of our electricity," she said.

Schmidt was appointed Aug. 31, 2015, and in the last four months of that year earned $1.3 million, but the former CEO was paid $745,000 in 2014. About 3,800 workers were paid over $100,000 that year, none of whom will be on the sunshine list this year.

Progressive Conservative energy critic Todd Smith has a private member's bill that would put Hydro One salaries back on the list, amid investor concerns about Hydro One that cite too many unknowns.

"The Wynne Liberals don't want the people of Ontario to know that their rates have helped create a new millionaire's club at Hydro One," Smith said. "Hydro One is still under the majority ownership of the public, but Premier Kathleen Wynne has removed these salaries from the public's watchful eye."

The previous sunshine list showed 115,431 people were earning more than $100,000 — an increase of nearly 4,000 people despite the fact 3,774 Hydro One workers were not on the list for the first time.

Tom Mitchell, the former CEO at Ontario Power Generation who resigned last summer, topped the 2015 list at $1.59 million.

California Skirts Blackouts With Heat Wave to Test Grid Again

California narrowly avoided blackouts for a second successive day even as blistering temperatures pushed electricity demand to a record and stretched the state’s power grid close to its limits.

The state imposed its highest level of energy emergency for several hours late Tuesday and urged consumers to turn off lights, curb air conditioners and shut off power-hungry appliances after a day of extraordinary stress on electricity infrastructure as temperatures in many regions topped 110 degrees Fahrenheit (43 Celsius).

Electricity use had reached 52 gigawatts Tuesday, easily breaking a record that stood since 2006, according to the California Independent System Operator. The state issued emergency alerts direct to cell phones in several counties asking for immediate power conservation, and grid data show that demand plunged in response. Emergency measures were finally lifted at about 9 p.m. local time.

Much of California remains under an excessive heat warning through Friday, with authorities already preparing for more severe pressure on the power system on Wednesday amid a looming supply shortage across the grid. “We aren’t out of the woods yet,” Governor Gavin Newsom said in a message posted on his office’s Twitter account. “We will see continued extreme temps this week and if we rallied today, we can do it again.”

The state’s largest power company, PG&E Corp. said earlier Tuesday that it had notified about 525,000 homes and businesses that they could lose power for up to two hours. That warning came as temperatures in downtown Sacramento hit 116 degrees Fahrenheit, topping a previous 1925 record.

Newsom earlier signed an executive order extending until Friday emergency measures to free up additional power supplies, rather than allowing them to expire as planned on Wednesday. Many state buildings were ordered to power down lights and air conditioning at 4 p.m., and he urged residents and businesses to conserve the equivalent of 3 gigawatts of power in order to stave off blackouts.

California faced a similar energy emergency Monday, which was alleviated in part by activating temporary gas-fired power plants operated by the California Department of Water Resources. The current heat wave, which began in the last week of August, is remarkable in both its ferocity and duration, according to officials. 

The prospect of outages underscores how grids have become vulnerable in the face of extreme weather as California transitions from fossil fuels to renewable energy, an approach it is increasingly exporting to Western states as well. California's climate policies have aggressively closed natural-gas power plants in recent years, leaving the state increasingly dependent on solar farms that go dark late in the day just as electricity demand peaks. At the same time, the state is enduring the Southwest’s worst drought in 1,200 years, sapping hydropower production.

The average 15-minute wholesale power price in Caiso surged to $1,806 a megawatt-hour at 4:45 p.m. local time, according to the grid operator’s website.

A break from the heat will come across Southern California later this week, thanks to Tropical Storm Kay in the Pacific Ocean, according to weather officials. Kay is forecast to edge up the coastline of Mexico’s Baja California peninsula. As it moves north, the storm will pump moisture and clouds into Southern California and Arizona, taking an edge off the heat.

Why California's Climate Policies Are Causing Electricity Blackouts

California Rolling Blackouts expose grid reliability risks amid a heatwave, as CAISO curtails power while solar output fades at sunset, wind stalls, and scarce natural gas and nuclear capacity plus PG&E issues strain imports.

Millions of Californians were denied electrical power and thus air conditioning during a heatwave, raising the risk of heatstroke and death, particularly among the elderly and sick. 

The blackouts come at a time when people, particularly the elderly, are forced to remain indoors due to Covid-19, and as later heat waves would test the grid again statewide.

At first, the state’s electrical grid operator last night asked customers to voluntarily reduce electricity use. But after lapses in power supply pushed reserves to dangerous levels it declared a “Stage 3 emergency” cutting off power to people across the state at 6:30 pm.

The immediate reason for the black-outs was the failure of a 500-megawatt power plant and an out-of-service 750-megawatt unit not being available. “There is nothing nefarious going on here,” said a spokeswoman for California Independent System Operator (CAISO). “We are just trying to run the grid.”

But the underlying reasons that California is experiencing rolling black-outs for the second time in less than a year stem from the state’s climate policies, which California policymakers have justified as necessary to prevent deaths from heatwaves, and which it is increasingly exporting to Western states as a model.

In October, Pacific Gas and Electric cut off power to homes across California to avoid starting forest fires after reports that its power lines may have started fires in recent seasons. The utility and California’s leaders had over the previous decade diverted billions meant for grid maintenance to renewables. 

And yesterday, California had to impose rolling blackouts because it had failed to maintain sufficient reliable power from natural gas and nuclear plants, or pay in advance for enough guaranteed electricity imports from other states.

It may be that California’s utilities and their regulator, the California Public Utilities Commission, which is also controlled by Gov. Newsom, didn’t want to spend the extra money to guarantee the additional electricity out of fears of raising California’s electricity prices even more than they had already raised them.

California saw its electricity prices rise six times more than the rest of the United States from 2011 to 2019, helping explain why electricity prices are soaring across the state, due to its huge expansion of renewables. Republicans in the U.S. Congress point to that massive increase to challenge justifications by Democrats to spend $2 trillion on renewables in the name of climate change.

Even though the cost of solar panels declined dramatically between 2011 and 2019, their unreliable and weather-dependent nature meant that they imposed large new costs in the form of storage and transmission to keep electricity as reliable. California’s solar panels and farms were all turning off as the blackouts began, with no help available from the states to the East already in nightfall.

Electricity from solar goes away at the very moment when the demand for electricity rises. “The peak demand was steady in late hours,” said the spokesperson for CAISO, which is controlled by Gov. Gavin Newsom, “and we had thousands of megawatts of solar reducing their output as the sunset.”

The two blackouts in less than a year are strong evidence that the tens of billions that Californians have spent on renewables come with high human, economic, and environmental costs.

Last December, a report by done for PG&E concluded that the utility’s customers could see blackouts double over the next 15 years and quadruple over the next 30.

California’s anti-nuclear policies also contributed to the blackouts. In 2013, Gov. Jerry Brown forced a nuclear power plant, San Onofre, in southern California to close.

Had San Onofre still been operating, there almost certainly would not have been blackouts on Friday as the reserve margin would have been significantly larger. The capacity of San Onofre was double that of the lost generation capacity that triggered the blackout.

California's current and former large nuclear plants are located on the coast, which allows for their electricity to travel shorter distances, and through less-constrained transmission lines than the state’s industrial solar farms, to get to the coastal cities where electricity is in highest demand.

There has been very little electricity from wind during the summer heatwave in California and the broader western U.S., further driving up demand. In fact, the same weather pattern, a stable high-pressure bubble, is the cause of heatwaves, since it brought very low wind for days on end along with very high temperatures.

Things won’t be any better, and may be worse, in the winter, with a looming shortage as it produces far less solar electricity than the summer. Solar plus storage, an expensive attempt to fix problems like what led to this blackout, cannot help through long winters of low output.

California’s electricity prices will continue to rise if it continues to add more renewables to its grid, and goes forward with plans to shut down its last nuclear plant, Diablo Canyon, in 2025.

Had California spent an estimated $100 billion on nuclear instead of on wind and solar, it would have had enough energy to replace all fossil fuels in its in-state electricity mix.

To manage the increasingly unreliable grid, California will either need to keep its nuclear plant operating, build more natural gas plants, underscoring its reliance on fossil fuels for reliability, or pay ever more money annually to reserve emergency electricity supplies from its neighbors.

After the blackouts last October, Gov. Newsom attacked PG&E Corp. for “greed and mismanagement” and named a top aide, Ana Matosantos, to be his “energy czar.” 

“This is not the new normal, and this does not take 10 years to solve,” Newsom said. “The entire system needs to be reimagined.”

N.B. Power hits pause on large new electricity customers during crypto review

N.B. Power says a freeze on servicing new, large-scale industrial customers in the province remains in place over concerns that the cryptocurrency sector's heavy electricity use could be more than the utility can handle.

The Higgs government quietly endorsed the moratorium in a cabinet order in March 2022 and ordered a review of how the sector might affect the reliable electricity supply and broader electricity future planning in the province.

The cabinet order, filed with the Energy and Utilities Board, said N.B. Power had "policy, technical and operational concerns about [its] capacity to service the anticipated additional load demand" from energy-intensive customers such as crypto mines.

It said the utility had received "several new large-scale, short-notice service requests" to supply electricity to crypto mining companies that could put "significant pressure" on the existing electricity supply.

The order, signed by Premier Blaine Higgs, said non-crypto companies shouldn't be subject to the pause for any longer than required for the review, amid shifts in regional plans like the Atlantic Loop that are altering timelines. Ws.

The freeze was ordered months after Taal Distributed Information Technologies Inc. announced plans to establish a 50-megawatt bitcoin mining operation and transaction processing facility in Grand Falls.

A town official said this week that the deal never went ahead.

24 hours a day
The Taal facility would have joined a 70-megawatt bitcoin mine in Grand Falls operated by Hive Blockchain Technologies.

Hive's Bitcoin mine comprises four large warehouses containing thousands of computers running 24 hours a day to earn cryptocurrency units.

The combined annual electricity consumption of the two mines would exceed what could be produced by the small modular nuclear reactor being designed by ARC Clean Energy Canada of Saint John, even as Nova Scotia advances efforts to harness the Bay of Fundy's powerful tides for clean power.

Put another way, the two mines would gobble up more than three months' electricity from N.B. Power's coal-fired Belledune generating station under current operations.

Crews have restored power to more than 32,000 Gulf Power customers

Less than 24 hours ago, Hurricane Micheal devastated the residents in the Florida Panhandle with its heavy winds, rainfall and storm surge, as reflected in impact numbers across the region.

Gulf Power crews worked quickly through the night to restore power to their customers.

Linemen crews were dispatched from numerous of cities all over the U. S., reflecting FPL's massive Irma response to help those impacted by Hurricane Michael.

According to Jeff Rogers, Gulf Power spokesperson; “This was an unprecedented storm, and our customers will see an unprecedented response from Gulf Power. The destruction we’ve seen so far to this community and our electrical system is devastating — we’re seeing damage across our system, including distribution lines, transmission lines and substations.”

Gulf Power told Channel 3 said they dealt with issues like trees and heavy debris blocking roads from strong winds, and communications down can slow down the rebuilding and restoration process, but Gulf Power said they are prepared for this type of storm devastation.

According to Gulf Power, Hurricane Micheal caused so much damage to Panama City's electrical grid that crews not only had repair the lines, they had to rebuild the electrical system, a scenario similar to a complete rebuild seen after Hurricane Laura in Louisiana.

Gulf Power officials say, "Less than 24 hours after the storm, more than 3,000 storm personnel from around the country arrived in the Panama City area Thursday to begin the restoration and rebuilding process. So far, more than 4,000 customers have been restored on Panama City Beach. Power has been restored to all customers in Escambia, Santa Rosa and Okaloosa counties, and it’s expected that customers in Walton County will be restored tonight. But customers in the hardest hit areas should prepare to be without power for weeks, not days in some areas. Initial evaluations by Gulf Power indicate widespread, heavy damage to the electrical system in the Panama City area."

According to Gulf Power, crews have restored power to more than 32,000 Gulf Power customers in the wake of Hurricane Michael, but the work is just beginning for power restoration in the Panama City area.

Rogers said, “We’re heartbroken for our customers and our teammates who live in and near the Panama City area,” said Rogers. “This is the type of storm that changes lives — so aside from restoring power to our customers quickly and safely, our focus in the coming days and weeks will also be to help restore hope to these communities and help give them a sense of normalcy as soon as possible.”

Nelson, B.C. Gets Charged Up on a New EV Fast-Charging Station

FortisBC and the City of Nelson celebrated the opening of Nelson's first publicly available direct current fast-charging (DCFC) electric vehicle (EV) station on Friday.

"Adopting EV's is one of many ways for individuals to reduce carbon emissions," said Mayor John Dooley, City of Nelson. "We hope that the added convenience of this fast-charging station helps grow EV adoption among our community, and we appreciate the support from FortisBC, the province and the federal government."

The new station, located at the Nelson and District Community Complex, provides a convenient and faster charge option right in the heart of the commercial district and makes Nelson more accessible for both local and out-of-town EV drivers. The 50-kilowatt station is expected to bring a compact EV from zero to 80 per cent charged in about a half an hour, as compared to the four Level-2 charging stations located in downtown Nelson that require from three to four hours. The cost for a half hour charge at the new DC fast-charging station is $9 per half hour.

This fast-charging station was made possible through a partnership between FortisBC, the City of Nelson, Nelson Hydro, the Province of British Columbia and Natural Resources Canada. As part of the partnership, the City of Nelson is providing the location and FortisBC will own and manage the station.

This is the latest of 12 fast-charging stations FortisBC has built over the last year with support from municipalities and all levels of government, and adds to the five FortisBC-owned Kootenay stations that were opened as part of the accelerate Kootenays initiative in 2018.

All 12 stations were 50 per cent funded by Natural Resources Canada, 25 per cent by BC Ministry of Energy, Mines and Petroleum Resources and the remaining 25 per cent by FortisBC. The funding is provided by Natural Resources Canada's Electric Vehicle and Alternative Fuel Infrastructure Deployment Initiative, which aims to establish a coast-to-coast network of fast-chargers along the national highway system, natural gas refueling stations along key freight corridors and hydrogen refueling stations in major metropolitan areas. It is part of the Government of Canada's more than $180-billion Investing in Canada infrastructure plan. The Government of British Columbia is also contributing $300,000 towards the fast-chargers through its Clean Energy Vehicle Public Fast Charging Program.

This station brings the total DCFC chargers FortisBC owns and operates to 17 stations across 14 communities in the southern interior. FortisBC continues to look for opportunities to expand this network as part of its 30BY30 goal of reducing emissions from its customers by 30 per cent by 2030. "Building the necessary DC fast-charging infrastructure, such as the Lillooet fast-charging site in British Columbia, close to highways and local amenities where drivers need them most is a critical step in growing electric vehicle adoption. Collaborations like this are proving to be an effective way to achieve this, and I'd like to thank all the program partners for their commitment in opening this important station, " said Mark Warren, Director of Business Innovation, FortisBC.
