Five leading U.S. corporations joined with Ceres to announce the launch of a new business coalition calling for strong U.S. climate and energy legislation in early 2009 to spur the clean energy economy and reduce global warming pollution.

The groupÂ’s key principles include stimulating renewable energy, promoting energy efficiency and green jobs, requiring 100 percent auction of carbon allowances, and limiting new coal-fired power plants to those that capture and store carbon emissions.

The founding members of Business for Innovative Climate and Energy Policy (BICEP) are Levi Strauss & Co., Nike, Starbucks, Sun Microsystems and The Timberland Company.

BICEP members believe that climate change impacts will ripple across all sectors of the economy and that various new business perspectives are needed to provide a full spectrum of viewpoints for solving the climate and energy challenges facing America.

"These companies have a clear message for next year’s Congress: move quickly on climate change to kick-start a transition to a prosperous clean energy economy fueled by green jobs,” said Mindy S. Lubber, president of Ceres, which helped organize BICEP.

"Climate change is a threat to any business that relies on an agricultural product like we do with coffee," said Ben Packard, Starbucks vice president, global responsibility. "Starbucks believes that addressing climate change will help companies like ours reduce operating costs and mitigate future economic instability due to extreme weather conditions and agricultural loss.”

"Nike understands the value of investing in innovative solutions to address the challenges of sustainability, so we are proud to be part of a coalition of companies that believes legislative action on climate change and clean energy is not only urgent but imperative to creating positive, long-term change," added Sarah Severn, Director of Horizons, corporate responsibility at Nike.

The coalitionÂ’s goal is to work directly with key allies in the business community and members of Congress to pass meaningful energy and climate change legislation consistent with the following eight core principles:

• Set greenhouse gas reduction targets to at least 25 percent below 1990 levels by 2020 and 80 percent below 1990 levels by 2050.

• Establish an economy-wide GHG cap-and-trade system that auctions 100 percent of carbon pollution allowances, promotes energy efficiency and accelerates clean energy technologies.

• Establish aggressive energy efficiency policies to achieve at least a doubling of our historic rate of energy efficiency improvement.

• Encourage transportation for a clean energy economy by promoting fuel-efficient vehicles, plug-in electric hybrids, low-carbon fuels, and transit-oriented development.

• Increase investment in energy efficiency, renewables and carbon capture and storage technologies while eliminating subsidies for fossil-fuel industries.

• Stimulate job growth through investment in climate-based solutions, especially “green-collar” jobs in low-income communities and others vulnerable to climate change’s economic impact.

• Adopt a national renewable portfolio standard requiring 20 percent of electricity to be generated from renewable energy sources by 2020, and 30 percent by 2030.

• Limit construction of new coal-fired power plants to those that capture and store carbon emissions, create incentives for carbon capture technology on new and existing plants, and phase out existing coal-based power plants that do not capture and store carbon by 2030.

“Large-scale climate change would have economic, social and environmental consequences for our business and the communities in which we operate,” said Hilary Krane, senior vice president of corporate affairs at Levi Strauss & Co. “We can voluntarily change our own behavior in the hopes of mitigating impacts and are doing so, but we also believe that U.S. government leadership is essential if we are to create an environment in which every U.S. company recognizes the role it must play in addressing climate change and the responsibilities associated with doing business in a carbon-constrained world.”

"However, in order to make the aggressive changes needed to address our global climate challenges, energy efficiency will not be enough. Because of this, we are excited to band together with the founding members of BiCEP in support of aggressive climate change and clean energy legislation that can help counter the impact of climate change while spurring U.S. job growth."

“As an outdoor company, we are passionate about the environment and committed to protecting it,” said Betsy Blaisdell, Timberland’s manager of environmental stewardship. “We believe BICEP’s principles offer the most effective approach to the climate crisis – leveraging the collective strengths and resources of business to call on the federal government to help enact change.”

Japan’s Hitachi Ltd said on Thursday it has decided to freeze a 3 trillion yen ($28 billion) British nuclear power project and will consequently book a write down of 300 billion yen.

The suspension comes as Hitachi’s Horizon Nuclear Power failed to find private investors for its plans to build a plant in Anglesey, Wales, where local economic concerns have been raised, which promised to provide about 6 percent of Britain’s electricity.

“We’ve made the decision to freeze the project from the economic standpoint as a private company,” Hitachi said in a statement.

Hitachi had called on the British government to boost financial support for the project to appease investor anxiety, but turmoil over the country’s impending exit from the European Union limited the government’s capacity to compile plans, people close to the matter previously said.

Hitachi had banked on a group of Japanese investors and the British government each taking a one-third stake in the equity portion of the project, the people said. The project would be financed one-third by equity and rest by debt.

The nuclear writedown wipes off the Horizon unit’s asset value, which stood at 296 billion yen as of September-end.

Hitachi stopped short of scrapping the northern Wales project. The company will continue to discuss with the British government on nuclear power, it said.

However, industry sources said hurdles to proceed with the project are high considering tighter safety regulations since a meltdown at Japan’s Fukushima nuclear power plant in 2011 drove up costs, even as Europe’s nuclear decline strains energy planning.

Analysts and investors viewed the suspension as an effective withdrawal and saw the decision as a positive step that has removed uncertainties for the Japanese conglomerate.

Hitachi bought Horizon in 2012 for 696 million pounds ($1.12 billion), fromE.ON and RWE as the German utilities decided to sell their joint venture following Germany’s nuclear exit after the Fukushima accident.

Hitachi’s latest decision further dims Japan’s export prospects, even as some peers pursue UK offshore wind investments to diversify.

Toshiba Corp last year scrapped its British NuGen project after its US reactor unit Westinghouse went bankrupt, while Westinghouse in China reported no major impact, and it failed to sell NuGen to South Korea’s KEPCO.

Mitsubishi Heavy Industries Ltd has effectively abandoned its Sinop nuclear project in Turkey, a person involved in the project previously told Reuters, as cost estimates had nearly doubled to around 5 trillion yen.

TransAlta Renewables Inc says two US wind farms, with a total capacity of 119 MW and operated by its parent TransAlta Corp, became operational in December, amid broader build-outs such as Enel's 450-MW U.S. project coming online and, in Canada, Acciona's 280-MW Alberta wind farm advancing as well.

The 90-MW Big Level wind park in Pennsylvania started commercial operation on December 19. It sells power to technology giant Microsoft Corporation under a 15-year contract, reflecting big-tech procurement alongside Amazon's clean energy projects in multiple markets.

The 29-MW Antrim wind facility in New Hampshire is operational since December 24. It is selling power under 20-year contracts with Boston-based non-profit hospital and physicians network Partners Healthcare and New Hampshire Electric Co-op, mirroring East Coast activity at Amazon Wind Farm US East now fully operational.

The Canadian renewable power producer, which has economic interest in the two wind parks, said that upon their reaching commercial operations, it raised about USD 126 million (EUR 113m) of tax equity to partially fund the projects, as mega-deployments like Invenergy and GE's record North American project and capital plans such as a $200 million Alberta build by a Buffett-linked company underscore financing momentum.

"We continue to pursue additional growth opportunities, including potential drop-down transactions with TransAlta Corp," TransAlta Renewables president John Kousinioris commented.

The comment comes as TransAlta scrapped an Alberta wind project amid Alberta policy shifts.

Hydro One has agreed to cap the annual compensation of its chief executive at $1.5 million, the provincial utility said Friday, acquiescing to the demands of the Progressive Conservative government.

The CEO's base salary will be set at $500,000 per year, while short-term and long-term incentives are limited to $1 million. Performance targets under the pay plan will include the CEO's contributions to reductions in transmission and distribution costs, even as Hydro One has pursued a bill redesign to clarify charges for customers.

The framework represents a notable political victory for Premier Doug Ford, who vowed to fire Hydro One's CEO and board during the campaign and promised to reduce the annual earnings of Hydro One's board members.

In February, the province issued a directive to the board, ordering it to pay the utility's CEO no more than the $1.5 million figure it has now agreed to, as part of a broader push to lower electricity rates across Ontario.

Hydro One and the government had been at loggerheads over executive compensation, with the company refusing repeated requests to slash the CEO pay below $2,775,000. The board argued it would have difficulty recruiting suitable leaders for anything less, even as customers contend with a recovery rate that could raise hydro bills.

Further, the company agreed to pay the board chair no more than $120,000 annually and board members no more than $80,000 — figures Energy Minister Greg Rickford had outlined in his directive last month, amid calls for cleaning up Ontario's hydro mess from policy commentators.

"Hydro One's compliance with this directive allows us to move forward as a province. It sets the company on the right course for the future, proving that it can operate as a top-class electricity utility while reining in executive compensation and increasing public transparency," Rickford said in a statement issued Friday morning.

California Governor Gavin Newsom has vetoed Assembly Bill 44, which would have required the California Energy Commission to evaluate and incorporate load management mechanisms into the state’s energy planning process. The move drew criticism from clean energy advocates who say it undermines efforts to strengthen grid reliability and reduce costs.

The bill directed the commission to adopt “upfront technical requirements and load modification protocols” that would allow load-serving entities to adjust their electrical demand forecasts. Proponents viewed this as a way to modernize California’s grid management, and to explore a revamp of electricity rates to help clean the grid, making it more responsive to demand fluctuations and renewable energy variability.

In his veto statement, Newsom said the bill was incompatible with existing energy planning frameworks, even as a looming electricity shortage remains a concern. “While I support expanding electric load flexibility, this bill does not align with the California Public Utility Commission’s Resource Adequacy framework,” he said. “As a result, the requirements of this bill would not improve electric grid reliability planning and could create uncertainty around energy resource planning and procurement processes.”

Newsom’s decision comes shortly after he signed a broad package of energy legislation that set the stage for a regional Western electricity market and extended the state’s cap-and-trade program. However, that legislative package did not include continued funding for several key grid reliability programs — including what advocates have called the world’s largest virtual power plant, a distributed network of connected devices that can balance electricity demand in real time.

Clean energy supporters saw AB 44 as a crucial step toward integrating these distributed energy resources into long-term grid planning. “With Assembly Bill 44 being vetoed, the state has missed a huge opportunity to advance common-sense policy that would have lowered costs, strengthened the grid, and unlocked the full potential of advanced energy,” said Edson Perez, California lead at Advanced Energy United.

Perez added that the setback increases pressure on lawmakers to take stronger action in the next legislative session. “The pressure is on next session to ensure that California is using all tools in its policy toolbox to build critically needed infrastructure, strengthen the grid, and bring costs down,” he said.

California’s growing use of demand response programs and virtual power plants has been central to its strategy for managing grid stress during heat waves and wildfire seasons. These systems allow utilities and customers to temporarily reduce or shift energy use, helping to prevent blackouts and reduce the need for fossil-fuel peaker plants during peak demand.

A recent report by the Brattle Group found that California’s taxpayer-funded virtual power plant could save ratepayers $206 million between 2025 and 2028 while reducing reliance on gas generation. The study, commissioned by Sunrun and Tesla Energy, highlighted the potential for flexible load management to improve both grid reliability and reduce costs, even as regulators weigh whether the state needs more power plants to ensure reliability.

Despite these findings, Newsom’s veto signals continued tension between state policymakers and clean energy advocates over how best to modernize California’s power grid. While the governor has prioritized large-scale renewable development and regional market integration, critics argue that California’s climate policy choices risk exacerbating reliability challenges and that failing to codify load flexibility could slow progress toward a more adaptive, resilient, and affordable clean energy future.
