According to the U.S. Department of Energy and the U.S. Environmental Protection Agency, ENERGY STAR qualified CFL bulbs use up to 75 percent less electricity than equivalent incandescent bulbs and last up to 10 times longer. Replacing one 60-watt incandescent bulb with a comparable CFL can save up to $44 over the lifetime of the bulb.

If every household took the pledge, Americans would save more than 110 billion kilowatt hours of electricity, more than $18 billion in annual energy costs, and prevent greenhouse gas emissions equivalent to more than 18 million cars.

The Change the World, ENERGY STAR Pledge encourages Americans to take further action in saving energy and money by:

• Using a programmable thermostat to save energy while asleep or away from home.

• Enabling power management settings on the computer and monitor so it goes into "sleep mode" when away or not in use.

• Choosing ENERGY STAR qualified products for kitchen and laundry.

OEB issues decision on Hydro One's first combined T&D rates application

The Ontario Energy Board (OEB) issued its Decision and Order on an application filed by Hydro One Networks Inc. (Hydro One) on August 5, 2021 seeking approval for changes to the rates it charges for electricity transmission and distribution, beginning January 1, 2023 and for each subsequent year through to December 31, 2027. 

The proceeding resulted in the filing of a settlement proposal that the OEB has now approved after concluding that it is in the public interest. 

The negotiated reductions in Hydro One's transmission and distribution revenue requirements over the 2023 to 2027 period total $482.7 million compared to the requests made by Hydro One in its application.

The OEB found that the reductions in Hydro One's proposed capital expenditure and operating, maintenance and administration costs were reasonable, and should not compromise the safety and reliability of Hydro One's transmission and distribution systems. It also concluded that the estimated bill impacts for both transmission and distribution customers are reasonable, and that the January 1, 2023 implementation and effective date of the new rates is appropriate.

In the broader Canadian context, pressures on utility finances at other companies, such as Manitoba Hydro's debt provide additional background for stakeholders.

 

Bill Impacts

This proceeding related to both transmission and distribution operations.

 

Transmission

The new transmission revenue requirement will affect Ontario electricity consumers across the province because it will be incorporated into updated transmission rates, which are paid by electricity distributors and other large consumers connected directly to the transmission system, and distributors then pass this cost on to their customers.

As a result of the settlement approved on the transmission portion of the application, it is estimated that for a typical Hydro One residential customer with a monthly consumption of 750 kWh, the total bill impact averaged over the 2023-2027 period will be an increase of $0.69 per month or 0.5%, which follows the 2021 electricity rate reductions that affected many businesses.

 

Distribution

The new OEB-approved distribution rates will affect Hydro One's distribution customers, including areas served through acquisitions such as the Peterborough Distribution sale which expanded its customer base.

As a result of the settlement reached on the distribution portion of the application, it is estimated that for a typical residential distribution customer of Hydro One with a monthly consumption of 750 kWh, the total bill impact averaged over the 2023-2027 period will be an increase of $2.43 per month or 1.5%.
This proceeding included 24 approved intervenors representing a wide variety of customer classes and other interests. Representatives of 18 of those intervenors participated in the settlement conference. Having this diversity of perspective enriches the already thorough examination of evidence and argument that the OEB routinely undertakes when considering an application.

Other features of the settlement proposal include:

  • A commitment by Hydro One to include, in future operational and capital investment plans, a discussion of how the proposed spending will directly support the achievement of Hydro One's climate change policy.
  • Eliminating further updates to reflect changes to inflation in 2022 and 2023 as originally proposed, to provide Hydro One's customers with greater certainty as to the potential impacts of inflation on their bills.
  • Increases in the productivity factors and supplemental stretch factors for both the distribution and transmission business segments which will provide Hydro One with additional incentives to achieve greater efficiencies during the 2023 to 2027 period.
  • Undertaking certain measures to seek economic participation or equity investment opportunities from First Nations.
  • Disposition of net credit balances in deferral and variance accounts (DVAs) owed to customers will be returned over a shorter period of time:
  • Transmission DVA – $22.5M over a one-year period in 2023 (versus five years)
  • Distribution DVA – $85.9M over a three-year period – 2023-2025 (versus five years)
  • Undertaking certain measures to continue examining cost-effective transmission and distribution line losses
  • In the decision, the OEB acknowledged the efforts involved by parties to participate in this entire proceeding, including the settlement conference, considering the number of participants, the complexity of the issues, and the challenging logistics of a "virtual" proceeding. The OEB commended the parties and OEB staff for achieving a comprehensive settlement on all issues.

Manitoba Hydro seeks unpaid days off to trim costs during pandemic

The Manitoba government's Crown energy utility is offering workers unpaid days off as an alternative to temporary layoffs or pay cuts, even as residential electricity use rises due to more working from home.

In an email to employees, Manitoba Hydro president Jay Grewal says executives, managers, and engineers will take three unpaid days off before the fiscal year ends next March.

She says similar options are being discussed with other employee groups, which are represented by unions, as the Saskatchewan COVID-19 crisis reshaped workforces across the Prairies.

The provincial government ordered Manitoba Hydro to reduce workforce costs during the COVID-19 pandemic, as some power operators considered on-site staffing plans, and at one point the utility said it was looking at 600 to 700 temporary layoffs.

The organization said it’s looking for targeted savings of $5.7 million, down from $11 million previously estimated, while peers like BC Hydro’s Site C began reporting COVID-19 updates.

A spokesperson for Manitoba Hydro said non-unionized staff taking three days of unpaid leave will save $1.4 million of the $5.7 million savings.

“Three days of unpaid leave for every employee would eliminate layoffs entirely,” the spokesperson said in an email. “For comparison, approximately 240 layoffs would have to occur over a four-month period, while measures like Alberta's worker transition fund aim to support displaced workers, to achieve savings of $4.3 million.”

Grewal says the unpaid days off were a preferred option among the executives, managers, and engineers in an industry that recently saw a Hydro One worker injury case.

She says unions representing the other workers have been asked to respond by next Wednesday.

After cancelling hundreds of renewable power projects four years ago, the Doug Ford government appears set to expand clean energy to meet a looming electricity shortfall across the province.

Recent announcements from Ontario Energy Minister Todd Smith and the province’s electric grid management agency suggest the province plans to expand low-CO2 electricity with new wind and solar plans in the long-term, even as it ramps up gas-fired power over the next five years.

The moves are in response to an impending electricity shortfall as climate-conscious drivers switch to electric vehicles, farmers replace field crops with greenhouses and companies like ArcelorMittal Dofasco in Hamilton switch from CO2-heavy manufacturing to electricity-based production. Forecasters predict Canada will need to double its power supply by 2050.

While Ontario has a relatively low-CO2 power system, the province’s electricity supply will be reduced in 2025 when Ontario Power Generation closes the 50-year-old Pickering nuclear station, now near the end of its operating life. This will remove 3,100 megawatts of low-CO2 generation, about eight per cent of the province’s 40,000-megawatt total.

The impending closure has created a difficult situation for the Independent Electricity System Operator (IESO), the provincial agency managing Ontario’s grid. Last year, it forecasted it would need to sharply increase CO2-polluting natural gas-fired power to avoid widespread blackouts.

This would mean drivers switching to electric vehicles or companies like Dofasco cutting CO2 through electrification would end up causing higher power system emissions.

It would also fly in the face of the federal government’s ambition to create a net-zero national electricity system by 2035, a critical part of Canada’s pledge to reduce CO2 emissions to zero by 2050.

Yet the Ford government has appeared reluctant to expand clean energy. In the 2018 election, clean electricity was a key issue as it appealed to anti-turbine voters in rural Ontario and cancelled more than 700 renewable energy contracts shortly after taking office, taking 400 megawatts out of the system.

But there are signs the government is having a change of heart. IESO recently released a list of 55 companies approved to submit bids for 3,500 megawatts of long-term electricity contracts starting between 2025 and 2027, and the energy minister has outlined a plan to address growing energy needs as well.

The companies include a variety of potential producers, ranging from Canadian and global renewable companies to local utilities and small startups. Most are renewable power or energy storage companies specializing in low- or zero-emission power. IESO plans additional long-term bid offerings in the future.

This doesn’t mean gas generation will be turned off. IESO will contract yearly production from existing gas plants until 2028 (the annual contract in 2023 will be for about 2,000 megawatts). As well, IESO has issued contracts to four gas-fired producers, a small wind company and a storage company to begin production of about 700 megawatts to boost gas plant output starting between 2024 and 2026.

While this represents an expansion of existing gas-fired generation, Smith has asked IESO to report on a gas moratorium, saying he doesn’t believe new gas plants will be needed over the long term.

The NDP and Greens criticized the government for relying on gas in the near term. But clean energy advocates greeted the long-term plans positively.

The IESO process “will contribute to a clean, reliable and affordable grid,” said the Canadian Renewable Energy Association.

Rachel Doran, director of policy and strategy at Clean Energy Canada, said in an email the potential gas generation moratorium “is an encouraging step forward,” although she criticized the “unfortunate decision to replace near-term nuclear power capacity with climate-change-causing natural gas.”

There will have to be a massive clean energy expansion to green Ontario’s grid well beyond what has been announced in recent days for Ontario to meet its future energy needs (think a doubling of Ontario’s current 40,000-megawatt capacity by 2050).

But these first steps hold promise that Ontario is at least starting on the path to that goal, rather than scrambling to keep the lights on with CO2-polluting natural gas.

Canada in top 10 for hydropower jobs, but doesn't rank on other renewables

Canada has made the top 10 list of countries for the number of jobs in hydropower, but didn’t rank in three other key renewable energy technologies, according to new international figures.

Although Canada has only two per cent of the global workforce, it had one of the 10 largest slices of the world’s jobs in hydropower in 2019, says the Abu Dhabi-based International Renewable Energy Agency (IRENA)

Canada didn’t make IRENA’s other top-10 employment lists, for solar photovoltaic (PV) technology, where solar power lags by international standards, liquid biofuels or wind power, released Sept. 30. Figures from the agency show the whole sector represents 61,130 jobs across Canada, or 0.5 per cent of the world’s 11.5 million jobs in renewables.

The numbers show Canada needs to move faster to minimize the climate crisis, including by joining trade blocs that put tariffs on high-carbon goods, argued the Victoria-based BC Sustainable Energy Association after reviewing IRENA’s report. The Canadian Renewable Energy Association also said it showed the country has untapped job creation potential, even as growth projections were scaled back after Ontario scrapped a clean energy program.

But other clean tech advocates say there’s more to the story. When tallying clean energy jobs, it's worth a broader look, Clean Energy Canada argued, pointing to the recent Ford-Unifor deal that includes a $1.8-billion commitment to produce electric vehicles in Oakville, Ont.

Natural Resources Minister Seamus O'Regan’s office also pointed out the renewables employment figures from IRENA are proportional to global population. “While Canada's share of the global clean energy job market is in line with our population size, we produce almost 2.7 per cent of the world’s total primary renewable energy supply. As only 0.5 per cent of the global population, we punch above our weight,” said O'Regan's press secretary, Ian Cameron.

Canada joined IRENA in January 2019 and the country has been described by the association as an “important market” for renewables over the long term.

On Thursday, Prime Minister Justin Trudeau announced a new $10-billion “Growth Plan” to be run by the Canada Infrastructure Bank that would include “$2.5 billion for clean power to support renewable generation and storage and to transmit clean electricity between provinces, territories, and regions, including to northern and Indigenous communities.” The infrastructure bank's plan is expected to create 60,000 jobs, the government said, and in Alberta an Alberta renewables surge could power 4,500 jobs as projects scale up.

World ‘building the renewable energy revolution now’

A powerful renewables sector is not just about job creation. It is also imperative if we are to meet global climate objectives, according to the Intergovernmental Panel on Climate Change. Renewable energy sources have to make up at least a 63 per cent share of the global electricity market by mid-century to battle the more extreme effects of climate change, it said.

“The IRENA report shows that people all over of the world are building the renewable energy revolution now,” said Tom Hackney, policy adviser for the BC Sustainable Energy Association.

“Many people in Canada are doing so, too. But we need to move faster to minimize climate change. For example, at the level of trade policy, a great idea would be to develop low-carbon trading blocs that put tariffs on goods with high embodied carbon emissions.”

Canadian Renewable Energy Association president and CEO Robert Hornung said the IRENA jobs review highlights “significant job creation potential” in Canada. As governments explore how to stimulate economic recovery from the impact of the COVID-19 pandemic, said Hornung, it's important to “capitalize on Canada's untapped renewable energy resources.”

In Canada, 82 per cent of the electricity grid is already non-emitting, noted Sarah Petrevan, policy director for Clean Energy Canada.

With the federal government committing to a 90 per cent non-emitting grid by 2030, said Petrevan, more wind and solar deployment can be expected, even though solar demand has lagged in recent years, especially in the Prairies where renewables are needed to help with Canada’s coal-fired power plant phase out.

One example of renewables in the Prairies, where the provinces are poised to lead growth, is the Travers Solar project, which is expected to be constructed in Alberta through 2021, and is being touted as “Canada's largest solar farm.”

But renewables are only “one part of the broader clean energy sector,” said Petrevan. Clean Energy Canada has outlined how Canada could be electric and clean with the right choices, and has calculated clean tech supports around 300,000 jobs, projected to grow to half a million by 2030.

“We’re talking about a transition of our energy system in every sense — not just in the power we produce. So while the IRENA figures provide global context, they reflect only a portion of both our current reality and the opportunity for Canada,” she said.

The organization’s research has shown that manufacturing of electric vehicles would be one of the fastest-growing job creators over the next decade. Putting a punctuation mark on that is a recent $1.8-billion deal with Ford Motor Company of Canada to produce five models of electric vehicles in Oakville, Ont.

China ‘remains the clear leader’ in renewables jobs

With 4.3 million renewable energy jobs in 2019, or 38 per cent of all renewables jobs, China “remains the clear leader in renewable energy employment worldwide,” the IRENA report states. China has the world's largest population and the second-largest GDP.

The country is also by far the world’s largest emitter of carbon pollution, at 28 per cent of global greenhouse gas emissions, and has significant fossil fuel interests. Chinese President Xi Jinping called for a “green revolution” last month, and pledged to “achieve carbon neutrality before 2060.”

China holds the largest proportion of jobs in hydropower, with 29 per cent of all jobs, followed by India at 19 per cent, Brazil at 11 per cent and Pakistan at five per cent, said IRENA.

Canada, with 32,359 jobs in the industry, and Turkey and Colombia hold two per cent each of the world’s hydropower jobs, while Myanmar and Russia hold three per cent each and Vietnam has four per cent.

China also dominates the global solar PV workforce, with 59 per cent of all jobs, followed by Japan, the United States, India, Bangladesh, Vietnam, Malaysia, Brazil, Germany and the Philippines. There are 4,261 jobs in solar PV in Canada, IRENA calculated, and the country is set to hit a 5 GW solar milestone as capacity expands, out of a global workforce of 3.8 million jobs.

In wind power, China again leads, with 44 per cent of all jobs. Germany, the United States and India come after, with the United Kingdom, Denmark, Mexico, Spain, the Philippines and Brazil following suit. Canada has 6,527 jobs in wind power out of 1.17 million worldwide.

As for liquid biofuels, Brazil leads that industry, with 34 per cent of all jobs. Indonesia, the United States, Colombia, Thailand, Malaysia, China, Poland, Romania and the Philippines fill out the top 10. There are 17,691 jobs in Canada in liquid biofuels.

Electricity alert ends after Alberta forced to rely on reserves to run grid

Alberta's energy grid ran on reserves Wednesday, after multiple factors led to a supply shortage, a scenario explored in U.S. grid COVID response discussions as operators plan for contingencies.

At 3:52 p.m. Wednesday, the Alberta Electric System Operator issued a Level 2 alert, meaning that reserves were being used to supply energy requirements and that load management procedures had been implemented, while operators elsewhere adopted Ontario power staffing lockdown measures during COVID-19 for continuity. The alert ended at 6:06 p.m.

"This is due to unplanned generator outages, low wind and a reduction of import capability," the agency said in a post to social media. "Supply is tight but still meeting demand."

AESO spokesperson Mike Deising said the intertie with Saskatchewan had tripped off, and an issue on the British Columbia side of the border, as seen during BC Hydro storm response events, meant the province couldn't import power. 

"There are no blackouts … this just means we're using our reserve power, and that's a standard procedure we'll deploy," he said. 

AESO had asked that people reduce their energy consumption between 4 and 7 p.m., similar to Cal ISO conservation calls during grid strain, which is typically when peak use occurs. 

Deising said the system was several hundred MWs away from needing to move to an alert Level 3, with utilities such as FortisAlberta precautions in place to support continuity, which is when power is cut off to some customers in order to keep the system operating. Deising said Level 2 alerts are fairly rare and occur every few years. The last Level 3 alert was in 2013. 

According to the supply and demand report on AESO's website, the load on the grid at 5 p.m. was 10,643 MW.

That's down significantly from last week, when a heat wave pushed demand to record highs on the grid, with loads in the 11,700 MW range, contrasting with Ontario demand drop during COVID when many stayed home. 

A heat warning was issued Wednesday for Edmonton and surrounding areas shortly before 4 p.m., with temperatures above 29 C expected over the next three days, with many households seeing residential electricity use up during such periods.

Premier John Horgan said Wednesday the credit for residential customers will be three times a household’s average monthly bill over the past year and does not have to be repaid as part of the government’s support package during the COVID-19 pandemic, as BC Hydro demand down 10% highlights the wider market pressures.

He said small businesses that are closed will not have to pay their power bills for three months, and in Ontario an Ontario COVID-19 hydro rebate complemented similar relief, and large industrial customers, including those operating mines and pulp mills, can opt to have 50 per cent of their electricity costs deferred, though a deferred costs report warned of long-term liabilities.

BC Hydro rates will be cut for all customers by one per cent as of April 1, a move similar to Ontario 2021 rate reductions that manufacturers supported lower rates at the time, after the B.C. Utilities Commission provided interim approval of an application the utility submitted last August.

Eligible residential customers can apply for bill relief starting next week and small business applications will be accepted as of April 14, while staying alert to BC Hydro scam attempts during this period, with the deadline for both categories set at June 30.
