Six Massachusetts municipal-owned electric companies will pilot a new technology developed by a Gloucester company, GroundedPower, as part of an innovative energy efficiency initiative.

The web-based technology delivers real-time information on electricity consumption, and engages, motivates and empowers customers to cut electricity use through goal setting, task selections, rewards, social networking and comparative results shared among the towns.

The six municipal light plants participating are Braintree, Danvers, Hingham, North Attleboro, Wakefield and Wellesley.

GroundedPowerÂ’s Customer Engagement System couples real-time energy monitoring and home area networks with content-rich Internet-based tools to guide consumers toward deeper and more sustainable energy savings.

The program will seek to reduce average monthly electricity use and peak demand among participants by an average of 10 percent or more. Some 300 homes, 50 in each town, along with a number of municipal buildings, will be provided with GroundedPowerÂ’s software linked either to the companyÂ’s building monitor or to a smart meter.

According to John Tzimorangas, general manager of Hingham Municipal Light Plant, "what attracted us to GroundedPowerÂ’s technology is that it goes well beyond other home monitoring and in-house display systems, many of which we've tried in the past. We think GroundedPowerÂ’s customer engagement system will achieve significant energy savings as customers set goals, discover opportunities for savings and are recognized for results. This benefits both our customers and our communities as we look to reduce energy and environmental impacts."

Richard Joyce, director of Wellesley Municipal Light Plant, said, "the GroundedPower programÂ’s foundation is based on behavioral characteristics we identified in our time-of-use pilot program as being the most critical for any successful energy conservation program. The inclusion and emphasis on these characteristics, and the expertise provided by GroundedPower, virtually ensures a successful deployment in Wellesley." Joyce noted that the Wellesley Town Hall is to be included in the pilot "to gain insight into how the display of real-time information can help building managers and occupants work together to cut energy use."

The home area networks will include wireless monitors and a wireless gateway that uploads real-time data to web-enabled software. This system will be installed in each participating home and building, with the exception of Danvers where smart meters are being piloted and will be used in place of the GroundedPower monitor.

Participants receive detailed real-time information on how much electricity is being used and how much it costs. By using a task selection tool, the homeowner can select from some 150 actions and see how much each action will contribute to their energy savings.

In addition, customers will participate in a web-enabled communications network to share energy savings experiences and to help achieve individual and collective energy savings goals.

Paul Cole, CEO and founder of GroundedPower said the GroundedPower Customer Engagement System is designed to place energy use into a larger social context.

It appeals to different motivations, according to Cole, while delivering easy-to-use tools to reduce consumption and demand. "Goals, tasks to achieve goals, timely and relevant feedback, rewards, and the ability to measure one's progress against others are all important factors. Our system pulls these elements together and presents them in a very systematic, easy-to-use way to achieve deeper, more sustainable savings," said Cole.

"I applaud these municipal light companies for providing customers with smart meter technology and other services that will help them understand the amount of energy they use, how they are using it, and ways to reduce their consumption - and electric bills - through energy efficiency," Massachusetts Department of Energy Resources Commissioner Philip Giudice said. "Pilot projects such as this are helping the Commonwealth emerge as a national leader in energy innovation and efficiency."

The pilot program will begin in November with installation of wireless energy monitors in homes and municipal buildings and will run for at least a year.

Customers of the six municipal electric companies interested in participating should contact their local company and request an application. A broadband Internet connection is required, as is a willingness to be an active participant throughout the pilot.

Once customers have been selected, the local electric company will schedule a time for installation of the monitor and guide customers through the set up of their password protected access to their individual data.

A 100-home pilot is underway on Cape Cod and MarthaÂ’s Vineyard as part of the Cape Light CompactÂ’s 2009 energy efficiency program to advance innovative new technology like Grounded PowerÂ’s home energy monitoring system.

"Cape Light Compact experienced an incredible response when we offered the Smart Home Energy Monitoring Pilot to our customers," said Residential Program Coordinator Briana Kane. "Our pilot participants have been actively engaged by this innovative technology, which enables them to monitor their daily energy use and compare it with like households in the program. It also gives participants practical tools and tips to help them reach their personal energy savings goals. We are currently evaluating the pilot and are awaiting the results due out in mid-2010."

Europe's largest shore power plant opens

In a ceremony held in Rostock-Warnemünde yesterday during Germany’s 12th National Maritime Conference, the 2,174-passenger cruise ship AIDAsol inaugurated Europe’s largest shore power plants for ships.

The power plant has been established under a joint agreement between AIDA Cruises, a unit of Carnival Corporation & plc (NYSE/LSE: CCL; NYSE: CUK), the state government of Mecklenburg-Western Pomerania, the city of Rostock and the Port of Rostock.

“With our green cruising strategy, we have been investing in a sustainable cruise market for many years,” said AIDA Cruises President Felix Eichhorn. “The shore power plant in Rostock-Warnemünde is another important step — after the facility in Hamburg — on our way to an emission-neutral cruise that we want to achieve with our fleet. I would like to thank the state government of Mecklenburg-Western Pomerania and all partners involved for the good and trusting cooperation. Together, we are sending out an important signal, not just in Germany, but throughout Europe.”

CAN POWER TWO CRUISE SHIPS AT A TIME
The shore power plant, which was completed in summer 2020, is currently the largest in Europe and aligns with port electrification efforts such as the all-electric berth at London Gateway in the UK. With an output of up to 20 megavolt amperes (MVA), two cruise ships can be supplied with electricity at the same time at berths P7 and P8 in Warnemünde.

In regular passenger operation AIDAsol needs up to 4.5 megawatts per hour (MWh) of electricity.

The use of shore power to supply ships with energy is a decisive step in AIDA Cruises’ plans to reduce local emissions to zero during berthing, complementing recent progress with electric ships on the B.C. coast, as a cruise ship typically stays in port around 40% of its operating time.

As early as 2004, when the order for the construction of AIDAdiva was placed, and for all other ships put into service in subsequent years, the company has considered the use of shore power as an option for environmentally friendly ship operation.

Since 2017, AIDA Cruises has been using Europe’s first shore power plant in Hamburg-Altona, where AIDAsol is in regular operation, while operators like BC Ferries add hybrid ferries to expand low-emission service in Canada. Currently, 10 ships in the AIDA fleet can either use shore power where available or are technically prepared for it.

The aim is to convert all ships built from 2000 onwards, supporting future solutions like offshore charging with wind power.

With AIDA Cruises starting a cruise season from Kiel, Germany, on May 22, AIDAsol will also be the first cruise ship to complete the final tests on a newly built shore power plant there, as innovations such as Berlin’s electric flying ferry highlight the broader shift toward electrified waterways. Construction of that plant is the result of a joint initiative by the state government of Schleswig-Holstein, the city and the port of Kiel and AIDA Cruises. AIDAsol is scheduled to arrive in Kiel on the afternoon of May 13.

As part of its green cruising strategy, AIDA Cruises has been investing in a sustainable cruise operation for many years, paralleling urban shifts toward zero-emission bus fleets in Berlin. Other steps on the path to the zero emission ship of the future are already in preparation. This year, AIDAnova will receive the first fuel cell to be used on an ocean-going cruise ship. In 2022, the largest battery storage system to date in cruise shipping will go into operation on board an AIDA ship, similar to advances in battery-electric ferries in the U.S. In addition, the company is already addressing the question of how renewable fuels can be used on board cruise ships in the future.

Joni Ernst calls Trump's wind turbine cancer claim 'ridiculous'

President Donald Trump may not be a fan of wind turbines, as shown by his pledge to scrap offshore wind projects earlier, suggesting that the noise they produce may cause cancer, but Iowa's Republican senators are big fans of wind energy.

Sen. Chuck Grassley called Trump's cancer claim "idiotic." On Thursday, Sen. Joni Ernst called the statement "ridiculous."

"I would say it's ridiculous. It's ridiculous," Ernst said, according to WHO-TV.

She likened the claim that wind turbine noise causes cancer to the idea that church bells do the same.

"I have church bells that ring all the time across from my office here in D.C. and I know that noise doesn't give me cancer, otherwise I'd have 'church bell cancer,'" Ernst said, adding that she is "thrilled" to have wind energy generation in Iowa, which aligns with a quarter-million wind jobs forecast nationwide. "I don't know what the president is drawing from."

Trump has a history of degrading wind energy and wind turbines that dates back long before his Tuesday claim that turbines harm property values and cause cancer, and often overlooks Texas grid constraints that can force turbines offline at times.

Not only are wind farms disgusting looking, but even worse they are bad for people's health.

Repeated fact-checks have found no scientific evidence to support the claim that wind turbines and the noise they make can cause cancer. The White House has reportedly provided no evidence to support Trump's cancer claim when asked this week

"It just seems like every time you turn around there's another thing the president is saying -- wind power causes cancer, I associate myself with the remarks of Chairman Grassley -- it's an 'idiotic' statement," Pelosi said in her weekly news conference on Thursday.

The president made his latest claim about wind turbines in a speech on Tuesday at a Republican spring dinner, as the industry continued recovering from the COVID-19 crisis that hit solar and wind energy.

"If you have a windmill anywhere near your house, congratulations, your house just went down 75 percent in value -- and they say the noise causes cancer," Trump said Tuesday, swinging his arm in a circle and making a cranking sound to imitate the noise of windmill blades. "And of course it's like a graveyard for birds. If you love birds, you never want to walk under a windmill. It’s a sad, sad sight."

Wind turbines are not, in fact, proven to have widespread negative impacts on property values, according to the Department of Energy's Office of Scientific and Technical Information in the largest study done so far in the U.S., even as some warn that a solar ITC extension could be devastating for the wind market, and there is no peer-reviewed data to back up the claim that the noise causes cancer.

It's true wildlife is affected by wind turbines -- particularly birds and bats, with research showing whooping cranes avoid turbines when selecting stopover sites. One study estimated between 140,000 and 328,000 birds are killed annually by collisions with turbines across the U.S. The U.S. Energy Information Administration estimated, however, that other human-related impacts also contribute to declines in population.

The wind industry works with biologists to find solutions to the impact of turbines on wildlife, and the Department of Energy awards grants each year to researchers addressing the issue, even as the sector faced pandemic investment risks in 2020. But, overall, scientists warn that climate change itself is a bigger threat to bird populations than wind turbines, according to the National Audobon Society.

Ontario explores possibility of new, large scale nuclear plants

Ontario Nuclear Expansion aims to meet rising electricity demand and decarbonization goals, complementing renewables with energy storage, hydroelectric, and SMRs, while reducing natural gas reliance and safeguarding grid reliability across the province.

Ontario is exploring the possibility of building new, large-scale nuclear plants in order to meet increasing demand for electricity and phase out natural gas generation.

A report late last year by the Independent Electricity System Operator found that the province could fully eliminate natural gas from the electricity system by 2050, starting with a moratorium in 2027, but it will require about $400 billion in capital spending and more generation including new, large-scale nuclear plants.

Decarbonizing the grid, in addition to new nuclear, will require more conservation efforts, more renewable energy sources and more wind and solar power sources and more energy storage, the report concluded.

The IESO said work should start now to assess the reliability of new and relatively untested technologies and fuels to replace natural gas, and to set up large, new generation sources such as nuclear plants and hydroelectric facilities.

The province has not committed to a natural gas moratorium or phase-out, or to building new nuclear facilities other than its small modular reactor plans, but it is now consulting on the prospect.

A document recently posted to the government’s environmental registry asks for input on how best to engage the public and Indigenous communities on the planning and location of new generation and storage facilities.

Building new nuclear plants is “one pathway” toward a fully electrified system, Energy Minister Todd Smith said in an interview.

“It’s a possibility, for sure, and that’s why we’re looking for the feedback from Ontarians,” he said. “We’re considering all of the next steps.”

Environmental groups such as Environmental Defence oppose new nuclear builds, as well as the continued reliance on natural gas.

“The IESO’s report is peddling the continued use of natural gas under the guise of a decarbonization plan, and it takes as a given the ramping up of gas generation and continues to rely on gas generated electricity until 2050, which is embarrassingly late,” said Lana Goldberg, Environmental Defence’s Ontario climate program manager.

“Building new nuclear is absurd when we have safe and much cheaper alternatives such as wind and solar power.”

The IESO has said the flexibility natural gas provides, alongside new gas plants, is needed to keep the system stable while new and relatively untested technologies are explored and new infrastructure gets built, but also as an electricity supply crunch looms.

Ontario is facing a shortfall of electricity with the Pickering nuclear station set to be retired, others being refurbished, and increasing demands including from electric vehicles, new electric vehicle and battery manufacturing, electric arc furnaces for steelmaking, and growth in the greenhouse and mining industries.

The government consultation also asks whether “additional investment” should be made in clean energy in the short term in order to decrease reliance on natural gas, “even if this will increase costs to the electricity system and ratepayers.”

But Smith indicated the government isn’t keen on higher costs.

“We’re not going to sacrifice reliability and affordability,” he said. “We have to have a reliable and affordable system, otherwise we won’t have people moving to electrification.”

The former Liberal government faced widespread anger over high hydro bills _ highlighted often by the Progressive Conservatives, then in Opposition — driven up in part by long-term contracts at above-market rates with clean power producers secured to spur a green energy transition.

Electricity complaints filed by Texans reach three-year high, report says

Texas Electricity Complaints surged to a three-year high, highlighting Public Utility Commission data on billing disputes, meter problems, and service issues in the competitive retail electricity market and consumer protection process.

The number of electricity service-related complaints and inquiries filed with the state’s Public Utility Commission reached a three-year high this past fiscal year, an advocacy group said Tuesday.

According to the Texas Coalition for Affordable Power, a nonprofit that advocates for low electricity prices, Texans filed 5,371 complaints or inquiries with the commission between September 2017 and August of this year. That’s up from the 4,175 complaints or inquiries filed during the same period in 2017 and the 4,835 filed in 2016. The complaints and inquiries included concerns with billing, meters and service.

“This stark uptick in complaints is disappointing — especially after several years of generally improving numbers,” Jay Doegey, the coalition's executive director, said in a written statement. “In percentage terms, the year-to-year rise in complaints is the greatest in a decade. Clearly, many Texans remain frustrated with aspects of their electric service.”

The utility commission did not immediately respond to a request for comment.

While complaints and inquiries increased in 2018, the number of complaints and inquiries has generally decreased since 2009, when Texans filed 15,956 with the commission. That could be because there have been lower residential electricity prices and because Texans have become more familiar with the state’s competitive retail electricity system over the last decade, the coalition's report said.

And complaints from 2018 are well below 2003 levels, when the number of complaints and inquiries soared to more than 17,000, a year after Texas deregulated most of its electricity market structure at the time.

But Jake Dyer, a policy analyst at the coalition, said his group is closely watching the uptick in complaints this year as the Texas power grid faces recurring strains.

“We are invested in making sure the competition works,” Dyer said. “When you see an uptick like this, you should watch very closely to make sure the market remains healthy and to make sure there is not something else going on.”

However, Dyer said that it is too early to know what that something else that is going on might be.

According to the report, concerns about billing made up most of the complaints and inquiries filed this year at 43.8 percent. That’s up from 42.5 percent in fiscal year 2017. Concerns about the provision of electrical service and about electrical meters also ranked high, constituting 15.8 percent and 12.6 percent of the complaints and inquiries, respectively.

The Public Utility Commission publishes customer complaint statistics on its website. The Texas Coalition for Affordable Power takes into account both complaints and inquiries filed with the commission for its report in order “to gauge general consumer sentiment and to maintain a uniform methodology across the study period.”

Texans can file an official complaint with the the commission's Customer Protection Division. Under the complaint process, the complaint is sent to the electric company, which has 21 days to respond.

Some providers outside the competitive market, such as electric cooperatives, drew praise for performance during the 2021 winter storm.

Following the 2021 winter storm, Texas lawmakers proposed an electricity market bailout to stabilize costs and reliability.
