Europe took the first steps toward a massive rollout of electric vehicles, backing up past rhetoric with plans for panEuropean standards that the industry has cried out for.

Without strong standardization work, I think it will be difficult to develop a market for electric cars, European Union industry commissioner Antonio Tajani said as he launched his EU green vehicles strategy.

This is not an abstract concept, its a set of 40 practical actions, he added.

French carmaker Renault has joined forces with Californias Better Place in a project to put electric cars and their charging infrastructure on the roads of Denmark and Israel by 2011.

But critics question whether common standards will be ready in time, or whether investors risk laying down infrastructure that will later have to be torn up and replaced.

Its a big job, its a difficult job... but its a challenge that is worth taking, Tajani said when asked if the rules would be ready for 2012.

These arent just curiosities in motor shows any more. They are being keenly awaited by European citizens. Its important for citizens to be able to cross borders and still charge their cars.

Electrical safety standards should be proposed this year, standards for charging the cars should be set by 2011, and crash risks should be reviewed by 2012 — including risks due to the quietness of the vehicles.

European decision makers need to act quickly, said Marianne Wier of Better Place Denmark. These are already a reality, with 24 models planned to be on the road by 2012.

Better Place is 6 months away from testing their complete solution for charging infrastructure, and 15 months away from a commercial launch in Denmark and Israel, she added.

Car industry group ACEA noted that Europes major competitors, such as the United States, Japan and China, were already one step ahead.

Environmental groups welcomed the strategy, but questioned whether the EU could turn it into concrete laws without first watering it down. They also said it would be useless without measures to ensure the power comes from green sources.

Without ambitious legislation, Asian and American competitors will get to the checkered flag first, said Greenpeace transport campaigner Franziska Achterberg.

Talk is cheap, said Jos Dings of transport campaigners T&E. The Commission has shown a tendency in the past to lose its nerve when it comes to making legislative proposals, most recently in October when it announced weakened CO2 targets for vans.

Other critics question whether the public will accept the higher costs and limited range of electric cars.

Tajani stressed that his green strategy was technologyneutral and allowed consumers to choose between all options, including hybrid vehicles, hydrogen vehicles and biofuels.

Some European countries have declared themselves in favor of electric cars, such as Spain, but others, such as the UK and Czech Republic favored leaving space for diversification, he added.

Other initiatives in the strategy include plans for fuel efficiency standards for trucks, motorcycles, quadbikes and for the airconditioning units of cars.

Alberta Premier Rachel Notley says her government is suspending talks with British Columbia on the purchase of electricity from the western province.

It’s the first step in Alberta’s fight against the B.C. government’s proposal to obstruct the Kinder Morgan oil pipeline expansion project by banning increased shipments of diluted bitumen to the province’s coast.

Up to $500 million annually for B.C.’s coffers from electricity exports hangs in the balance, Notley said.

“We’re prepared to do what it takes to get this pipeline built — whatever it takes,” she told a news conference Thursday after speaking with Prime Minister Justin Trudeau on the phone.

Notley said she told Trudeau, who’s in Edmonton for a town-hall meeting, that the federal government needs to act decisively to end the dispute.

Speaking on Edmonton talk radio station CHED earlier in the day, Trudeau said the pipeline expansion is in the national interest and will go ahead, even as the federal government undertakes a study on electrification across sectors.

“That pipeline is going to get built,” Trudeau said. “We will stand by our decision. We will ensure that the Kinder Morgan pipeline gets built.”

B.C.’s environment minister has said his minority government plans to ban increased shipments until it can determine that shippers are prepared and able to properly clean up a spill, and, separately, has implemented an electricity rate freeze affecting consumers. He said he will establish an independent scientific advisory panel to study the issue.

The move infuriated Notley, who has accused B.C. of trying to change the rules after the federal government gave the project the green light. B.C. has the right to regulate how any spills would be cleaned up, but can’t dictate what flows through pipelines, she said.

Trudeau said Canada needs to get Alberta’s oil safely to markets other than the U.S. energy market today. He said the federal government did the research and has spent billions on spill response.

“The Kinder Morgan pipeline is not a danger to the B.C. coast,” he said.

Notley said she thanked Trudeau for his assurance that the project will go ahead, but the federal government has to do more to ensure the pipeline’s expansion.

“This is not an Alberta-B.C. issue. This is a Canada-B.C. issue,” she said. “This kind of uncertainty is bad for investment and bad for working people

“Enough is enough. We need to get these things built.”

B.C. Premier John Horgan said his government consulted Alberta and Ottawa about his province’s intentions, noting that Columbia River Treaty talks also shape regional electricity policy.

“I don’t see what the problem is,” Horgan said Thursday at a school opening north of Kelowna, B.C. “It’s within our jurisdiction to put in place regulations to protect the public interest.

“That’s what we are doing.”

He downplayed any possibility of court action or sanctions by Alberta.

“There’s nothing to take to court,” Horgan said. “We are consulting with the people of B.C. It’s way too premature to talk about those sorts of issues.

“Sabre-rattling doesn’t get you very far.”

Speaking in Ottawa, Natural Resources Minister Jim Carr wouldn’t say what Canada might do if British Columbia implements its regulation.

“That’s speculative,” said Carr.

He noted at this point, B.C. has just pledged to consult. He said the federal government heard from thousands of people before the pipeline was approved.

“That’s what they have announced — an intention to consult. We have already consulted.”

B.C.’s proposal creates more uncertainty for Kinder Morgan’s already-delayed Trans Mountain expansion project that would nearly triple the capacity of its pipeline system to 890,000 barrels a day.

Canada in top 10 for hydropower jobs, but doesn't rank on other renewables

Canada has made the top 10 list of countries for the number of jobs in hydropower, but didn’t rank in three other key renewable energy technologies, according to new international figures.

Although Canada has only two per cent of the global workforce, it had one of the 10 largest slices of the world’s jobs in hydropower in 2019, says the Abu Dhabi-based International Renewable Energy Agency (IRENA)

Canada didn’t make IRENA’s other top-10 employment lists, for solar photovoltaic (PV) technology, where solar power lags by international standards, liquid biofuels or wind power, released Sept. 30. Figures from the agency show the whole sector represents 61,130 jobs across Canada, or 0.5 per cent of the world’s 11.5 million jobs in renewables.

The numbers show Canada needs to move faster to minimize the climate crisis, including by joining trade blocs that put tariffs on high-carbon goods, argued the Victoria-based BC Sustainable Energy Association after reviewing IRENA’s report. The Canadian Renewable Energy Association also said it showed the country has untapped job creation potential, even as growth projections were scaled back after Ontario scrapped a clean energy program.

But other clean tech advocates say there’s more to the story. When tallying clean energy jobs, it's worth a broader look, Clean Energy Canada argued, pointing to the recent Ford-Unifor deal that includes a $1.8-billion commitment to produce electric vehicles in Oakville, Ont.

Natural Resources Minister Seamus O'Regan’s office also pointed out the renewables employment figures from IRENA are proportional to global population. “While Canada's share of the global clean energy job market is in line with our population size, we produce almost 2.7 per cent of the world’s total primary renewable energy supply. As only 0.5 per cent of the global population, we punch above our weight,” said O'Regan's press secretary, Ian Cameron.

Canada joined IRENA in January 2019 and the country has been described by the association as an “important market” for renewables over the long term.

On Thursday, Prime Minister Justin Trudeau announced a new $10-billion “Growth Plan” to be run by the Canada Infrastructure Bank that would include “$2.5 billion for clean power to support renewable generation and storage and to transmit clean electricity between provinces, territories, and regions, including to northern and Indigenous communities.” The infrastructure bank's plan is expected to create 60,000 jobs, the government said, and in Alberta an Alberta renewables surge could power 4,500 jobs as projects scale up.

World ‘building the renewable energy revolution now’

A powerful renewables sector is not just about job creation. It is also imperative if we are to meet global climate objectives, according to the Intergovernmental Panel on Climate Change. Renewable energy sources have to make up at least a 63 per cent share of the global electricity market by mid-century to battle the more extreme effects of climate change, it said.

“The IRENA report shows that people all over of the world are building the renewable energy revolution now,” said Tom Hackney, policy adviser for the BC Sustainable Energy Association.

“Many people in Canada are doing so, too. But we need to move faster to minimize climate change. For example, at the level of trade policy, a great idea would be to develop low-carbon trading blocs that put tariffs on goods with high embodied carbon emissions.”

Canadian Renewable Energy Association president and CEO Robert Hornung said the IRENA jobs review highlights “significant job creation potential” in Canada. As governments explore how to stimulate economic recovery from the impact of the COVID-19 pandemic, said Hornung, it's important to “capitalize on Canada's untapped renewable energy resources.”

In Canada, 82 per cent of the electricity grid is already non-emitting, noted Sarah Petrevan, policy director for Clean Energy Canada.

With the federal government committing to a 90 per cent non-emitting grid by 2030, said Petrevan, more wind and solar deployment can be expected, even though solar demand has lagged in recent years, especially in the Prairies where renewables are needed to help with Canada’s coal-fired power plant phase out.

One example of renewables in the Prairies, where the provinces are poised to lead growth, is the Travers Solar project, which is expected to be constructed in Alberta through 2021, and is being touted as “Canada's largest solar farm.”

But renewables are only “one part of the broader clean energy sector,” said Petrevan. Clean Energy Canada has outlined how Canada could be electric and clean with the right choices, and has calculated clean tech supports around 300,000 jobs, projected to grow to half a million by 2030.

“We’re talking about a transition of our energy system in every sense — not just in the power we produce. So while the IRENA figures provide global context, they reflect only a portion of both our current reality and the opportunity for Canada,” she said.

The organization’s research has shown that manufacturing of electric vehicles would be one of the fastest-growing job creators over the next decade. Putting a punctuation mark on that is a recent $1.8-billion deal with Ford Motor Company of Canada to produce five models of electric vehicles in Oakville, Ont.

China ‘remains the clear leader’ in renewables jobs

With 4.3 million renewable energy jobs in 2019, or 38 per cent of all renewables jobs, China “remains the clear leader in renewable energy employment worldwide,” the IRENA report states. China has the world's largest population and the second-largest GDP.

The country is also by far the world’s largest emitter of carbon pollution, at 28 per cent of global greenhouse gas emissions, and has significant fossil fuel interests. Chinese President Xi Jinping called for a “green revolution” last month, and pledged to “achieve carbon neutrality before 2060.”

China holds the largest proportion of jobs in hydropower, with 29 per cent of all jobs, followed by India at 19 per cent, Brazil at 11 per cent and Pakistan at five per cent, said IRENA.

Canada, with 32,359 jobs in the industry, and Turkey and Colombia hold two per cent each of the world’s hydropower jobs, while Myanmar and Russia hold three per cent each and Vietnam has four per cent.

China also dominates the global solar PV workforce, with 59 per cent of all jobs, followed by Japan, the United States, India, Bangladesh, Vietnam, Malaysia, Brazil, Germany and the Philippines. There are 4,261 jobs in solar PV in Canada, IRENA calculated, and the country is set to hit a 5 GW solar milestone as capacity expands, out of a global workforce of 3.8 million jobs.

In wind power, China again leads, with 44 per cent of all jobs. Germany, the United States and India come after, with the United Kingdom, Denmark, Mexico, Spain, the Philippines and Brazil following suit. Canada has 6,527 jobs in wind power out of 1.17 million worldwide.

As for liquid biofuels, Brazil leads that industry, with 34 per cent of all jobs. Indonesia, the United States, Colombia, Thailand, Malaysia, China, Poland, Romania and the Philippines fill out the top 10. There are 17,691 jobs in Canada in liquid biofuels.

U.S. Natural Gas Power Demand is surging for electricity generation amid summer heat, with ERCOT, Texas grid reserves tight, EIA reporting coal and nuclear retirements, renewables intermittency, and pipeline expansions supporting combined-cycle capacity and prices.

As the hot months linger, it will be natural gas that is leaned on most to supply the electricity that we need to run our air conditioning loads on the grid and keep us cool.

And this is surely a great and important thing: "Heat causes most weather-related deaths, National Weather Service says."

Generally, U.S. gas demand for power in summer is 35-40% higher than what it was five years ago, with so much more coming (see Figure).

The good news is regions across the country are expected to have plenty of reserves to keep up with power demand.

The only exception is ERCOT, covering 90% of the electric load in Texas, where a 9% reserve margin is expected, below the desired 14%.

Last summer, however, ERCOT’s reserve margin also was below the desired level, yet the grid operator maintained system reliability with no load curtailments.

Simply put, other states are very lucky that Texas has been able to maintain gas at 50% of its generation, despite being more than justified to drastically increase that.

At about 1,600 Bcf per year, the flatness of gas for power demand in Texas since 2000 has been truly remarkable, especially since Lone Star State production is up 50% since then.

Increasingly, other U.S. states (and even countries) are wanting to import huge amounts of gas from Texas, a state that yields over 25% of all U.S. output.

Yet if Texas justifiably ever wants to utilize more of its own gas, others would be significantly impacted.

At ~480 TWh per year, if Texas was a country, it would be 9th globally for power use, even ahead of Brazil, a fast growing economy with 212 million people, and France, a developed economy with 68 million people.

In the near-term, this explains why a sweltering prolonged heat wave in July in Texas, with a hot Houston summer setting new electricity records, is the critical factor that could push up still very low gas prices.

But for California, our second highest gas using state, above-average snowpack should provide a stronger hydropower for this summer season relative to 2018.

Combined, Texas and California consume about 25% of U.S. gas, with Texas' use double that of California.

Indeed, U.S. natural gas for electricity has continued to soar, even as overall electricity consumption has trended lower in some years, at nearly 10,700 Bcf last year, a 16% rise from 2017 and easily the highest ever.

Gas is expected to supply 37% of U.S. power this year, even as coal-fired generation saw a brief uptick in 2021 in EIA data, versus 27% just five years ago (see Figure).

Capacity wise, gas is sure to continue to surge its share 45% share of the U.S. power system.

We know that natural gas will continue to be the go-to power source: coal and nuclear plants are retiring, and while growing, wind and solar are too intermittent, geography limited, and transmission short to compensate like natural gas can.

"U.S. coal power capacity has fallen by a third since 2010," and last year "16 gigawatts (16,000 MW) of U.S. coal-fired power plants retired."

This year, some 2,000 MW of coal was retired in February alone, with 7,420 MW expected to be closed in 2019.

Ditto for nuclear.

Nuclear retirements this year include Pilgrim, Massachusetts’s only nuclear plant, and Three Mile Island in Pennsylvania.

This will take a combined ~1,600 MW of nuclear capacity offline.

Another 2,500 MW and 4,300 MW of nuclear are expected to be leaving the U.S. power system in 2020 and 2021, respectively.

As more nuclear plants close, EIA projects that net electricity generation from U.S. nuclear power reactors will fall by 17% by 2025.

From 2019-2025 alone, EIA expects U.S. coal capacity to plummet nearly 25% to 176,000 MW, with nuclear falling 15% to 83,000 MW.

In contrast, new combined cycle gas plants will grow capacity almost 30% to around 310,000 MW.

Lower and lower projected commodity prices for gas encourage this immense gas build-out, not to mention non-stop increases in efficiency for gas-based units.

Remember that these are official U.S. Department of Energy estimates, not coming from the industry itself.

In other words, our Department of Energy concludes that gas is the future.

Our hotter and hotter summers are therefore more and more becoming: "summers for natural gas"

Ultimately, this shows why the anti-pipeline movement is so dangerous.

In April, President Trump signed two executive orders to promote energy infrastructure by directing federal agencies to remove bottlenecks for gas transport into the Northeast in particular, where New England oil-fired generation has spiked, and to streamline federal reviews of border-crossing pipelines and other infrastructure.

Builders, however, are not relying on outside help: all they know is that more U.S. gas demand is a constant, so more infrastructure is mandatory.

They are moving forward diligently: for example, there are now some 27 pipelines worth $33 billion already in the works in Appalachia.

Global oil demand to decline in 2020 as Coronavirus weighs heavily on markets

Global oil demand is expected to decline in 2020 as the impact of the new coronavirus (COVID-19) spreads around the world, constricting travel and broader economic activity, according to the International Energy Agency’s latest oil market forecast.

The situation remains fluid, creating an extraordinary degree of uncertainty over what the full global impact of the virus will be. In the IEA’s central base case, even as global CO2 emissions flatlined in 2019 according to the IEA, demand this year drops for the first time since 2009 because of the deep contraction in oil consumption in China, and major disruptions to global travel and trade.

“The coronavirus crisis is affecting a wide range of energy markets – including coal-fired electricity generation, gas and renewables – but its impact on oil markets is particularly severe because it is stopping people and goods from moving around, dealing a heavy blow to demand for transport fuels,” said Dr Fatih Birol, the IEA’s Executive Director. “This is especially true in China, the largest energy consumer in the world, which accounted for more than 80% of global oil demand growth last year. While the repercussions of the virus are spreading to other parts of the world, what happens in China will have major implications for global energy and oil markets.”

The IEA now sees global oil demand at 99.9 million barrels a day in 2020, down around 90,000 barrels a day from 2019. This is a sharp downgrade from the IEA’s forecast in February, which predicted global oil demand would grow by 825,000 barrels a day in 2020.

The short-term outlook for the oil market will ultimately depend on how quickly governments move to contain the coronavirus outbreak, how successful their efforts are, and what lingering impact the global health crisis has on economic activity.

To account for the extreme uncertainty facing energy markets, the IEA has developed two other scenarios for how global oil demand could evolve this year. In a more pessimistic low case, global measures fail to contain the virus, and global demand falls by 730,000 barrels a day in 2020. In a more optimistic high case, the virus is contained quickly around the world, and global demand grows by 480,000 barrels a day.

“We are following the situation extremely closely and will provide regular updates to our forecasts as the picture becomes clearer,” Dr Birol said. “The impact of the coronavirus on oil markets may be temporary. But the longer-term challenges facing the world’s suppliers are not going to go away, especially those heavily dependent on oil and gas revenues. As the IEA has repeatedly said, these producer countries need more dynamic and diversified economies in order to navigate the multiple uncertainties that we see today.”

The IEA also published its medium-term outlook examining the key issues in global demand, supply, refining and trade to 2025, as well as the trajectory of the global energy transition now shaping markets. Following a contraction in 2020 and an expected sharp rebound in 2021, yearly growth in global oil demand is set to slow as consumption of transport fuels grows more slowly and as national net-zero pathways, with Canada needing more electricity to reach net-zero influencing power demand, according to the report. Between 2019 and 2025, global oil demand is expected to grow at an average annual rate of just below 1 million barrels a day. Over the period as whole, demand rises by a total of 5.7 million barrels a day, with China and India accounting for about half of the growth.

At the same time, the world’s oil production capacity is expected to rise by 5.9 million barrels a day, with more than three-quarters of it coming from non-OPEC producers, the report forecasts. But production growth in the United States and other non-OPEC countries is set to lose momentum after 2022, amid shifts in Wall Street's energy strategy linked to policy signals, allowing OPEC producers from the Middle East to turn the taps back up to help keep the global oil market in balance.

The medium-term market report, Oil 2020, also considers the impact of clean energy transitions on oil market trends. Demand growth for gasoline and diesel between 2019 and 2025 is forecast to weaken as countries around the world implement policies to improve efficiency and cut carbon dioxide emissions – and as solar power becomes the cheapest electricity in many markets and electric vehicles increase in popularity. The impact of energy transitions on oil supply remains unclear, with many companies prioritising short-cycle projects for the coming years.

“The coronavirus crisis is adding to the uncertainties the global oil industry faces as it contemplates new investments and business strategies,” Dr Birol said. “The pressures on companies are changing, with European oil majors turning electric to diversify. They need to show that they can deliver not just the energy that economies rely on, but also the emissions reductions that the world needs to help tackle our climate challenge.”

Ontario Premier Doug Ford, whose new stance on wind power has drawn attention, said Thursday he is “proud” of his decision to tear up hundreds of renewable energy deals, a move that his government acknowledges could cost taxpayers more than $230 million.

Ford dismissed criticism that his Progressive Conservatives are wasting public money, telling a news conference that the cancellation of 750 contracts signed by the previous Liberal government will save cash, even as Ontario moves to reintroduce renewable energy projects in the coming years.

“I’m so proud of that,” Ford said of his decision. “I’m proud that we actually saved the taxpayers $790 million when we cancelled those terrible, terrible, terrible wind turbines that really for the last 15 years have destroyed our energy file.”

Later Thursday, Ford went further in defending the cancelled contracts, saying “if we had the chance to get rid of all the wind mills we would,” though a court ruling near Cornwall challenged such cancellations.

The NDP first reported the cost of the cancellations Tuesday, saying the $231 million figure was listed as “other transactions”, buried in government documents detailing spending in the 2018-2019 fiscal year.

The Progressive Conservatives have said the final cost of the cancellations, which include the decommissioning of a wind farm already under construction in Prince Edward County, Ont., has yet to be established, amid warnings about wind project cancellation costs from developers.

The government has said it tore up the deals because the province didn’t need the power and it was driving up electricity rates, and the decision will save millions over the life of the contracts. Industry officials have disputed those savings, saying the cancellations will just mean job losses for small business, and ignore wind power’s growing competitiveness in electricity markets.

NDP Leader Andrea Horwath has asked Ontario’s auditor general to investigate the contracts and their termination fees, amid debates over Ontario’s electricity future among leadership contenders. She called Ford’s remarks on Thursday “ridiculous.”

“Every jurisdiction around the world is trying to figure out how to bring more renewables onto their electricity grids,” she said. “This government is taking us backwards and costing us at the very least $231 million in tearing these energy contracts.”

At the federal level, a recent green electricity contract with an Edmonton company underscores that shift.

Here’s a new obstacle that could prevent the world finally turning the corner on climate change: Imagine that over the coming decade a whole new economy the size of Russia were to pop up out of nowhere. With the world’s fourth-largest electricity sector and largest burden of power plant emissions after China, the U.S. and India, this new economy on its own would be enough to throw out efforts to halt global warming — especially if it keeps on growing through the 2030s.

That’s the risk inherent in China’s seemingly insatiable appetite for grid power, as surging electricity demand is putting systems under strain worldwide.

From the cracking pace of renewable build-out last year, you might think the country had broken the back of its carbon addiction. A record 55 gigawatts of solar power and 48 gigawatts of wind were connected — comparable to installing the generation capacity of Mexico in less than 12 months. This year will see an even faster pace, with 93 GW of solar and 50 GW of wind added, according to a report last week from the China Electricity Council, an industry association.

That progress could in theory see the country’s power sector emissions peak within months, rather than the late-2020s date the government has hinted at. Combined with a smaller quantity of hydro and nuclear, low-emissions sources will probably add about 310 terawatt-hours to zero-carbon generation this year. That 3.8% increase would be sufficient to power the U.K.

Countries that have reached China’s levels of per-capita electricity consumption (already on a par with most of Europe) typically see growth rates at less than half that level, even as global power demand has surged past pre-pandemic levels in recent years. Grid supply could grow at a faster pace than Brazil, Iran, South Korea or Thailand managed over the past decade without adding a ton of additional carbon to the atmosphere.

There’s a problem with that picture, however. If electricity demand grows at an even more headlong pace, there simply won’t be enough renewables to supply the grid. Fossil fuels, overwhelmingly coal, will fill the gap, a reminder of the iron law of climate dynamics in energy transitions.

Such an outcome looks distinctly possible. Electricity consumption in 2021 grew at an extraordinary rate of 10%, and will increase again by between 5% and 6% this year, according to the CEC. That suggests the country is on pace to match the CEC’s forecasts of bullish grid demand over the coming decade, with generation hitting 11,300 terawatt-hours in 2030. External analysts, such as the International Energy Agency and BloombergNEF, envisage a more modest growth to around 10,000 TWh. 

The difference between those two outlooks is vast — equivalent to all the electricity produced by Russia or Japan. If the CEC is right and the IEA and BloombergNEF are wrong, even the furious rate of renewable installations we’re seeing now won’t be enough to rein in China’s power-sector emissions.

Who’s correct? On one hand, it’s fair to say that power planners usually err on the side of overestimation. If your forecast for electricity demand is too high, state-owned generators will be less profitable than they otherwise would have been — but if it’s too low, you’ll see power cuts and shutdowns like China witnessed last autumn, with resulting power woes affecting supply chains beyond its borders.

On the other hand, the decarbonization of China’s economy itself should drive electricity demand well above what we’ve seen in the past, with some projections such as electricity meeting 60% of energy use by 2060 pointing to a profound shift. Some 3.3 million electric vehicles were sold in 2021 and BloombergNEF estimates a further 5.7 million will be bought in 2022. Every million EVs will likely add in the region of 2 TWh of load to the grid. Those sums quickly mounts up in a country where electric drivetrains are taking over a market that shifts more than 25 million new cars a year.

Decarbonizing industry, a key element on China’s road to zero emissions, could also change the picture. The IEA sees the country building 25 GW of electolysers to produce hydrogen by 2030, enough to consume some 200 TWh on their own if run close to full-time.

That’s still not enough to justify the scale of demand being forecast, though. China is already one of the least efficient countries in the world when it comes to translating energy into economic growth, and despite official pressure on the most wasteful, so called “dual-high” industries such as steel, oil refining, glass and cement, its targets for more thrifty energy usage remain pedestrian.

The countries that have decarbonized fastest are those, such as Germany, the U.K and the U.S., where Americans are using less electricity, that have seen power demand plateau or even decline, giving new renewable power a chance to swap out fossil-fired generators without chasing an ever-increasing burden on the grid. China’s inability to do this as its population peaks and energy consumption hits developed-country levels isn’t a sign of strength.

Instead, it’s a sign of a country that’s chronically unable to make the transition away from polluting heavy industry and toward the common prosperity and ecological civilization that its president keeps promising. Until China reins in that credit-fueled development model, the risks to its economy and the global climate will only increase.
