The wind always seems to blow on the Snake River plain, keeping this high-desert landscape of sage, potatoes and sugarbeet plants forever in motion.

Still, General Electric Co. executives said the consistent gusts weren't enough for them to take a majority stake in Idaho's largest wind farm, a 122-turbine, $500 million complex due to produce enough electricity for some 43,000 homes.

That took cash — specifically, the promise of more than $100 million in grants from a U.S. Department of Treasury program that's pumped $5.1 billion into the nation's renewable energy projects in the last 18 months. It's helped kickstart wind farms in California's mountains, geothermal stations that tap boiling water beneath Nevada's desert, even solar equipment at a Wisconsin cranberry marsh.

Part of the 2009 federal stimulus, it came as financing evaporated after the 2008 global financial crisis.

Grant recipients say risk-leery bankers have grown more willing to give them money, knowing that renewable developers will quickly get 30 percent of eligible capital costs back, to reduce their debts.

But the grant program expires this year, so energy developers and lawmakers are pushing Congress to extend it until 2012, though they fear election-year politics and possible cost concerns will be a roadblock.

Failure won't kill renewable energy development, but advocates say wind, geothermal and solar power projects would likely slow.

"Industry is already challenged with difficulties in getting power contracts at a price that makes sense," said Alex Urquhart, president and chief executive officer of GE Energy Financial Services, before touring his new Idaho project. "If you take away the grant, you further dampen the market, you add cost to projects that may already be challenged."

For years, the U.S. government steered cash to renewable energy development by offering tax credits.

But when financial markets collapsed in 2008, banks and other investors no longer had an appetite for those, leading Congress and President Barack Obama to approve the cash grants with the American Recovery and Reinvestment Act of 2009.

In April, the Lawrence Berkeley National Laboratory in California said wind projects that may have been enabled by the stimulus grants created 51,600 construction jobs and 3,860 permanent jobs. Nearly two-thirds of wind projects and all geothermal plants built in 2009 took the grants.

GE's project in Idaho expects to create 175 construction jobs and 25 permanent jobs.

"The Treasury grant has been hugely important to date in bridging the gap in financing, as the economy took a nose dive," said Alex Klein, a consultant at IHS Emerging Energy Research in Cambridge, Mass.

Fred Prehn, owner of Prehn Cranberry Co. about 100 miles northwest of Madison, Wis.., is just now applying for his third Treasury grant. He's already received two, totaling about $93,000, to install solar equipment and a wind turbine for his 160-acre marsh where he grows 5 million pounds of berries annually.

Prehn's third will pay about $110,000 for a second wind turbine that will power his pumps and ship electricity back to his local utility to defray costs. The federal grant was critical in convincing bankers to loan him the money for his latest turbine, he said.

"Otherwise, it would have never happened," Prehn said. "People think, 'This is just for the big guys.' It isn't. It's for everybody. Grab your piece of it. But you've got to hurry up."

With the grants expiring this year, a group of U.S. senators including Maria Cantwell, D-Wash., and George LeMieux, R-Fla., are pushing to extend the program two years. U.S. Rep. Sander Levin, D-Mich., introduced a draft bill in the House Ways and Means Committee with similar provisions.

U.S. Sen. Mike Crapo, R-Idaho, is optimistic an extension could clear the Senate Finance Committee with bipartisan backing — despite deficit concerns.

"The majority of even the conservatives in Congress believe that our energy policy, or lack thereof, is such a serious threat to our economic stability that it justifies congressional support," Crapo said.

"Our sense is, it will be part of the September agenda," added Derek Schlickeisen, a spokesman for U.S. Rep. Earl Blumenauer, D-Oregon and a backer of the House measure.

But Karl Gawell, the Geothermal Energy Association's executive director in Washington, D.C., said nothing is assured. He fears bad blood between the respective parties in the nation's capital could color the debate when lawmakers return in mid-September.

"It's the politics of Washington," Gawell said. "It doesn't appear to most people that any significant legislation is going be able to pass, in the Senate, in particular."

So far, most grants have gone to wind projects like GE's — largely because their gleaming white towers and spinning blades go up quickly and can meet federal requirements that projects be under construction this year. Solar, including at an animal clinic in Florida, a New Jersey tire shop and a Texas cattle feed maker, accounts for 5 percent of recipients.

Geothermal power developers got only 3 percent, or $154 million. But those that got cash called the grants a lifeline at a time when traditional investors had fled or demanded "credit-card rates" for loans. Vancouver, Canada-based Nevada Geothermal Inc. got a $57.9 million grant — cash to pay down high-interest debt on its power plant in northern Nevada, said spokesman Paul Mitchell.

And U.S. Geothermal Inc., in Boise, Idaho, expects a $34 million grant for its eastern Oregon power plant. If Congress extends the program, Chief Executive Officer Dan Kunz said it could help him build or expand projects in Idaho and Nevada.

"Maybe three good sized power plants could be brought on line, by this company alone," Kunz said.

The huge disruption caused by the coronavirus crisis, and the low-carbon electricity lessons drawn from it, has highlighted how much modern societies rely on electricity and how firm capacity, such as that provided by nuclear power, is a crucial element in ensuring supply, International Energy Agency (IEA) Executive Director Fatih Birol said.

In a commentary posted on LinkedIn, Birol said: "The coronavirus crisis reminds us of electricity's indispensable role in our lives. It's also providing insights into how that role is set to expand and evolve in the years and decades ahead."

Reliable electricity supply is crucial for teleworking, e-commerce, operating ventilators and other medical equipment, among all its other uses, he said, adding that the hundreds of millions of people who live without any access to electricity are far more vulnerable to disease and other dangers.

"Although new forms of short-term flexibility such as battery storage are on the rise, and initiatives like UK home virtual power plants are emerging, most electricity systems rely on natural gas power plants - which can quickly ramp generation up or down at short notice - to provide flexibility, underlining the critical role of gas in clean energy transitions," Birol said.

"Today, most gas power plants lose money if they are used only from time to time to help the system adjust to shifts in demand. The lower levels of electricity demand during the current crisis are adding to these pressures. Hydropower, an often forgotten workhorse of electricity generation, remains an essential source of flexibility.

"Firm capacity, including nuclear power in countries that have chosen to retain it as an option, is a crucial element in ensuring a secure electricity supply even as soaring electricity and coal use complicate transitions. Policy makers need to design markets that reward different sources for their contributions to electricity security, which can enable them to establish viable business models."

In most economies that have taken strong confinement measures in response to the coronavirus - and for which the IEA has available data - electricity demand has declined by around 15%, largely as a result of factories and businesses halting operations, and in New York City load patterns were notably reshaped during lockdowns. If electricity demand falls quickly while weather conditions remain the same, the share of variable renewables like wind and solar can become higher than normal, and low-emissions sources are set to cover almost all near-term growth.

"With weaker electricity demand, power generation capacity is abundant. However, electricity system operators have to constantly balance demand and supply in real time. People typically think of power outages as happening when surging electricity demand overwhelms supply. But in fact, some of the most high-profile blackouts in recent times took place during periods of low demand," Birol said.

"When electricity from wind and solar is satisfying the majority of demand, and renewables poised to eclipse coal by 2025 are reshaping the mix, systems need to maintain flexibility in order to be able to ramp up other sources of generation quickly when the pattern of supply shifts, such as when the sun sets. A very high share of wind and solar in a given moment also makes the maintenance of grid stability more challenging."

FERC needs to review capacity market performance, GAO recommends

Capacity markets may or may not be functioning properly, but FERC can't adequately make that determination, according to the GAO report.

"Available information on the level of resource adequacy ... and related costs in regions with and without capacity markets is not comprehensive or consistent," the report found. "Moreover, consistent data on historical trends in resource adequacy and related costs are not available for regions without capacity markets."

The review concluded that FERC collects some useful information in regions with and without capacity markets, but GAO said it "identified problems with data quality, such as inconsistent data."

GAO included three recommendations, including calling for FERC to take steps to improve the quality of data collected, and regularly assess the overall performance of capacity markets by developing goals for those assessments.

"FERC should develop and document an approach to regularly identify, assess, and respond to risks that capacity markets face," the report also recommended. The commission "has not established performance goals for capacity markets, measured progress against those goals, or used performance information to make changes to capacity markets as needed."

The recommendation comes as the agency is grappling with a controversial proposal to assure cost-recovery for struggling coal and nuclear plants in the power markets. So far, the proposal would only apply to power markets with capacity markets, including PJM Interconnection, the New England ISO, the New York ISO and possibly MISO. However MISO only has a voluntary capacity market, making it unclear how the proposed rule would be applied there.

Official commissioning of the Adams Nielson solar array located in Lind, WA occurred today. The 28 Megawatt DC array is comprised of 81,700 panels that span 200 acres and generates enough electricity to supply the equivalent of approximately 4,000 homes annually, similar to a new co-op solar project serving South Metro members.

“Avista’s interest in the development of Solar Select, a voluntary commercial solar program reflecting broader corporate adoption such as a corporate solar power plant commissioned by Arvato, is consistent with the Company’s ongoing commitment to provide customers with renewable energy choices at reasonable cost,” said Dennis Vermillion, president, Avista Corporation. “In recent years, an increasing number of Avista customers have expressed their expectations and challenges in acquiring renewable energy. Avista is pleased to lead this effort and develop renewable energy products that meet our customers’ needs today and into the future.” This interest is being generated by a mix of local and national customers across a variety of industries, including Huckleberry’s, Gonzaga University, Community Colleges of Spokane, Hotstart, Central Pre-Mix Concrete, a CRH Co., independently owned McDonald's franchise locations, Spokane City, Main Market and Community Building and VA Medical Center.

Jim Simon, director of sustainability at Gonzaga University said, “The Solar Select program helps Gonzaga University move even closer to achieving its goal of climate neutrality by 2050 by continuing to prioritize renewables in our energy portfolio, as other communities add projects like a municipal solar project to boost local supply. The Solar Select program created a cost-effective structure to bring solar energy to large business customers in Eastern Washington, allowing them to advance their desired sustainability goals and benefiting from industry service innovations led by companies like Omnidian expanding their global reach. The array is projected to deliver the environmental benefit equivalent of more than 7,300 cars removed from the road each year. This renewable energy program was made possible through a collaboration of Avista, Strata Solar, the Washington Utilities and Transportation Commission, and the WSU Energy Program.

British Columbians can access more in EV charger rebates

The Province and Natural Resources Canada (NRCan) are making it more affordable for people to install electric vehicle (EV) charging stations in their homes, businesses and communities, as EV demand ramps up across the province.

B.C. residents, businesses and municipalities can receive higher rebates for EV charging stations through the CleanBC Go Electric EV Charger Rebate and Fleets programs. For a limited time, funding will cover as much as 75% of eligible purchase and installation costs for EV charging stations, which is an increase from the previous 50% coverage.

“With electric vehicles representing 13% of all new light-duty vehicles sold in B.C. last year, our province has the strongest adoption rate of electric vehicles in Canada. We’re positioning ourselves to become leaders in the EV industry,” said Bruce Ralston, B.C.’s Minister of Energy, Mines and Low Carbon Innovation. “We’re working with our federal partners to increase rebates for home, workplace and fleet charging, and making it easier and more affordable for people to make the switch to electric vehicles.”

With a $2-million investment through NRCan’s Zero-Emission Vehicle Infrastructure Program (ZEVIP) to top up the Province’s EV Charger Rebate program, workplaces, condominiums and apartments can get a rebate for a Level 2 charging station for as much as 75% of purchase and installation costs to a maximum of $5,000. As many as 360 EV chargers will be installed through the program.

“We’re making electric vehicles more affordable and charging more accessible where Canadians live, work and play,” said Jonathan Wilkinson, federal Minister of Natural Resources. “Investing in more EV chargers, like the ones announced today in British Columbia, will put more Canadians in the driver’s seat on the road to a net-zero future and help achieve our climate goals.”

Through the CleanBC Go Electric Fleets program and in support of B.C. businesses that own and operate fleet vehicles, NRCan has invested $1.54 million through ZEVIP to top up rebates. Fleet operators can get combined rebates from NRCan and the Province for a Level 2 charging station as much as 75% to a maximum of $5,000 of purchase and installation costs, and 75% to a maximum of $75,000 for a direct-current, fast-charging station. As many as 450 EV chargers will be installed through the program.

CleanBC is a pathway to a more prosperous, balanced and sustainable future. It supports government’s commitment to climate action to meet B.C.’s emission targets and build a cleaner, stronger economy.

SC nuclear plant on the mend after a leak shut down production for weeks

The V.C. Summer nuclear power plant, which has been shut down since early November because of a pipe leak, is expected to begin producing energy in a few days, a milestone comparable to a new U.S. reactor startup reported recently.

Dominion Energy says it has fixed the small leak in a pipe valve that allowed radioactive water to drip out. The company declined to say when the plant would be fully operational, but spokesman Ken Holt said that can take several days, amid broader discussions about the stakes of early nuclear closures across the industry.

The plant was at 17 percent power Wednesday, he said, as several global nuclear project milestones continue to be reported this year.

Holt, who said Dominion is still investigating the cause, said water that leaked was part of the reactor cooling system. While the water came in contact with nuclear fuel in the reactor, the water never escaped the plant's containment building and into the environment, Holt said.

He characterized the valve leak as '"uncommon" but not unexpected. The nuclear leak occurred in piping that links the nuclear reactor with the power plant's steam generators. Hundreds of pipes are in that part of the nuclear plant, a complexity often cited in the energy debate over struggling nuclear plants nationwide.

"There is always some level of leakage when you are operating, but it is contained and monitored, and when it rises to a certain level, you may take action to stop it," Holt said.

A nuclear safety watchdog has criticized Dominion for not issuing a public notice about the leak, but both the company and the U.S. Nuclear Regulatory Commission say the amount was so small it did not require notice.

The V.C. Summer Nuclear plant is about 25 miles northwest of Columbia in Fairfield County. It was licensed in the early 1980s. At one point, Dominion's predecessor, SCE&G, partnered with state owned Santee Cooper to build two more reactors there, even as new reactors in Georgia were taking shape. But the companies walked away from the project in 2017, citing high costs and troubles with its chief contractor, Westinghouse, even as closures such as Three Mile Island's shutdown continued to influence policy.
