Environmental groups are converged on Queen's Park to encourage the creation of a Green Energy Act for Ontario, essentially legislation that would make energy conservation and renewable power in the province more than a series of uncoordinated, feel-good announcements.

The legislation they propose would be modeled after a similar act in Germany, which by giving priority to renewables such as wind and solar has become a global powerhouse in the sector.

Germany is a country about a third the physical size of Ontario, but it has managed to put more renewable power on its grid than all nuclear, fossil fuel and renewable capacity in Ontario combined. In doing so, it has created employment for 230,000 people and built a thriving industry.

Environmentalist David Suzuki says Premier Dalton McGuinty is a forward-looking leader, but like many politicians he's cautious about introducing major change. The result is that the province, while it has made efforts to improve energy efficiency, encourage conservation and put more renewable power on the grid, is still approaching green-energy development with half measures.

One example is the introduction of new rules last month that will have the effect – intentional or not – of slowing down investment in and development of renewable power projects under Ontario's wildly successful standard-offer program, which pays out a premium to small-scale producers of green energy.

"He's got to take the step off the edge of the cliff and really make the commitment," says Suzuki, adding there's still too much "old Ontario Hydro" mentality calling the shots and putting greater priority on big, expensive mega-projects – such as new nuclear plants.

"This gives the illusion McGuinty is acting strongly, that jobs are being created and all that, but the new millennium is not about mega-projects but about diverse, small-scale projects. And that's much more stable than putting all your eggs into a new Darlington."

Kristopher Stevens, executive director of the Ontario Sustainable Energy Association, says the purpose of a Green Energy Act would be to create a high-level framework that streamlines the development of renewable energy.

Currently, different pieces of legislation cover different aspects of development and several ministries – environment, energy, natural resources, agriculture and public infrastructure renewal, to name a few – each have their hand in the pot. The proposed act would focus development efforts through a single lens to streamline green-energy development.

Stevens, whose group is a lead proponent of the act, says the aim is to have "all the pieces aligned and pulled in the same direction."

If done properly, it would create green-collar jobs, re-energize Ontario's struggling manufacturing sector, empower rural communities and native groups and make the electricity system more diverse and robust.

A big question is whether there is a conflict of vision going on between the premier's office and the Ontario Power Authority.

The Energy Ministry has set targets for renewables and nuclear power to help guide the authority's 20-year power system blueprint for the province.

Environmentalists argue the power authority is treating those targets as a maximum for renewables and a minimum for nuclear, whereas they say the opposite is what the government intended.

There's $60 billion in planned investments on the line over the next 20 years, and Stevens says most of it looks like it will be invested in the system we already have, rather than the vision of what it could be.

Deb Doncaster, who's heading up Ontario's newly created Community Power Fund, says there needs to be a "reclaiming of authority" by the premier so conservation, renewables and other green technologies can form the basis of an industrial strategy for the province.

Energy consultant Marion Fraser, a former senior adviser to the Minister of Energy, says market forces alone won't get us there.

"The electricity system has evolved over 100 years toward large central plants and we need to re-orient the system. Without something like a Green Energy Act to actually provide the legislative framework, it just won't happen."

The timing of the proposed green legislation is prescient, not just because oil is near $130 a barrel or talk of a carbon tax has captured headlines – although this helps. It's also because the much-touted nuclear industry "renaissance" has been sidetracked by escalating costs and construction setbacks. It means the economic argument for choosing nuclear, as outlined in the power authority's 20-year plan, likely underestimates the true cost of building a new plant today.

Suzuki says the Premier, if he's not aware of the risks involved with the province's current plan, should be. At the same time, he says the Ontario government needs to stop thinking that mass deployment of renewables is a losing strategy.

"Anybody who says that it puts you at a disadvantage is totally talking bull****," says Suzuki.

McGuinty must know that if the province doesn't take this plunge, some other neighbouring jurisdiction will, motivated by the desire to eat Ontario's economic lunch.

New York Times columnist Thomas Friedman wrote about how "amazing" it would be if politicians faced our energy problems head on and told the truth.

"Every decade we look back and say: 'If only we had done the right thing then, we would be in a different position today'," he wrote.

Germany did it. Japan did it. The question is whether Ontario's current government has the guts to make a tough call, and act on it with conviction.

The global energy system is changing, with European electricity market trends highlighting rapid shifts. More people are connecting to the grid as living standards improve around the world. Demand for consumer appliances and electronic devices is rising. New and innovative transportation technologies, such as electric vehicles and autonomous cars are also boosting power demand.

The International Energy Agency's latest report on energy technologies outlines how these and other trends as well as technological advances play out in the next four decades to reshape the global energy sector.

Energy Technology Perspectives 2017 (ETP) highlights that decisive policy actions and market signals will be needed to drive technological development and benefit from higher electrification around the world. Investments in stronger and smarter infrastructure, including transmission capacity, storage capacity and demand side management technologies such as demand response programs are necessary to build efficient, low-carbon, integrated, flexible and robust energy system. 

Still, current government policies are not sufficient to achieve long-term global climate goals, according to the IEA analysis, and warnings about falling global energy investment suggest potential supply risks as well. Only 3 out of 26 assessed technologies remain “on track” to meet climate objectives, according to the ETP’s Tracking Clean Energy Progress report. Where policies have provided clean signals, progress has been substantial. However, many technology areas suffer from inadequate policy support. 

"As costs decline, we will need a sustained focus on all energy technologies to reach long-term climate targets," said IEA Executive Director Dr Fatih Birol. "Some are progressing, but too few are on track, and this puts pressure on others. It is important to remember that speeding the rate of technological progress can help strengthen economies, boost energy security while also improving energy sustainability."

ETP 2017’s base case scenario, known as the Reference Technology Scenario (RTS), takes into account existing energy and climate commitments, including those made under the Paris Agreement. Another scenario, called 2DS, shows a pathway to limit the rise of global temperature to 2ºC, and finds the global power sector could reach net-zero CO2 emissions by 2060.

A second decarbonisation scenario explores how much available technologies and those in the innovation pipeline could be pushed to put the energy sector on a trajectory beyond 2DS. It shows how the energy sector could become carbon neutral by 2060 if known technology innovations were pushed to the limit. But to do so would require an unprecedented level of policy action and effort from all stakeholders.

Looking at specific sectors, ETP 2017 finds that buildings could play a major role in supporting the energy system transformation. High-efficiency lighting, cooling and appliances could save nearly three-quarters of today’s global electricity demand between now and 2030 if deployed quickly. Doing so would allow a greater electrification of the energy system that would not add burdens on the system. In the transportation system, electrification also emerges as a major low-carbon pathway, with clean grids and batteries becoming key areas to watch in deployment.

The report finds that regardless of the pathway chosen, policies to support energy technology innovation at all stages, from research to full deployment, alongside evolving utility trends that operators need to watch, will be critical to reap energy security, environmental and economic benefits of energy system transformations. It also suggests that the most important challenge for energy policy makers will be to move away from a siloed perspective towards one that enables systems integration.

Germany shuts down its last three nuclear power plants

Germany is no longer producing any electricity from nuclear power plants, a move widely seen as turning its back on nuclear for good.

Closures of the Emsland, Isar II, and Neckarwestheim II nuclear plants in Germany were expected. The country announced plans to phase out nuclear power in 2011. However, in the fall of 2022, with the Ukraine war constraining access to energy, especially in Europe, Germany decided to extend nuclear power operations for an additional few months to bolster supplies.

“This was a highly anticipated action. The German government extended the lifetimes of these plants for a few months but never planned beyond that,” David Victor, a professor of innovation and public policy at UC San Diego, said.

Responses to the closures ranged from aghast that Germany would shut down a clean source of energy production, especially as Europe is losing nuclear power just when it really needs energy. In contrast, the global response to anthropogenic climate change continues to be insufficient to celebratory that the country will avoid any nuclear accidents like those that have happened in other parts of the world.

A collection of esteemed scientists, including two Nobel laureates and professors from MIT and Columbia, made a last-minute plea in an open letter published on April 14 on the nuclear advocacy group’s website, RePlaneteers, to keep the reactors operating, reviving questions about a resurgence of nuclear energy in Germany today.

“Given the threat that climate change poses to life on our planet and the obvious energy crisis in which Germany and Europe find themselves due to the unavailability of Russian natural gas, we call on you to continue operating the last remaining German nuclear power plants,” the letter states.

The open letter states that the Emsland, Isar II, and Neckarwestheim II facilities provided more than 10 million German households with electricity, even as some officials argued that nuclear would do little to solve the gas issue then. That’s a quarter of the population.

“This is hugely disappointing, when a secure low carbon 24/7 source of energy such as nuclear was available and could have continued operation for another 40 years,” Henry Preston, spokesperson for the World Nuclear Association. “Germany’s nuclear industry has been world-class. All three reactors shut down at the weekend performed extremely well.”

Despite the shutdown, some segments of nuclear industrial processes will continue to operate. “Germany’s nuclear sector will continue to be first class in the wider nuclear supply chain in areas such as fuel fabrication and decommissioning,” Preston said.

While the open letter did not succeed in keeping the nuclear reactors open, it does underscore a crucial reason why nuclear power has been part of global energy conversations recently, with some arguing it is a needed option for climate policy after a generational lull in the construction of nuclear power plants: climate change.

Generating electricity with nuclear reactors does not create any greenhouse gases. And as global climate change response efforts continue to fall short of emission targets, atomic energy is getting renewed consideration, and Germany has even considered a U-turn on its phaseout amid renewed debate.

Restrict price charged for gas and electricity - British MPs

MPs are calling for a cap on the price of gas and electricity, with questions over the expected cost of a UK price cap amid fears consumers are being ripped off.

The Business, Energy and Industrial Strategy (BEIS) Select Committee says the Big Six energy companies have been overcharging for years.

MPs on the committee backed plans for a temporary absolute cap, noting debates over EU gas price cap strategies to fix what they called a "broken" energy market.

Labour's Rachel Reeves, who chairs the committee, said: "The energy market is broken. Energy is an essential good and yet millions of customers are ripped off for staying loyal to their energy provider.

"An energy price cap is now necessary and the Government must act urgently to ensure it is in place to protect customers next winter.

"The Big Six energy companies might whine and wail about the introduction of a price cap but they've been overcharging their customers on default and SVTs (standard variable tariffs) for years and their recent feeble efforts to move consumers off these tariffs has only served to highlight the need for this intervention."

The Committee also criticised Ofgem for failing to protect customers, especially the most vulnerable.

Draft legislation for an absolute cap on energy tariffs was published by the Government last year, and later developments like the Energy Security Bill have kept reform on the agenda.

But Business Secretary Greg Clark refused to guarantee that the flagship plans would be in place by next winter, despite warnings about high winter energy costs for households.

Committee members said there was a "clear lack of will" on the part of the Big Six to do what was necessary, including exploring decoupling gas and electricity prices, to deal with pricing problems.

A report from the committee found that customers are paying £1.4bn a year more than they should be under the current system.

Around 12 million households are stuck on poor-value tariffs, according to the report.

National assistance charity Citizens Advice said "loyal and vulnerable" customers had been "ripped off" for too long.

Chief executive Gillian Guy said: "An absolute cap, as recommended by the committee, is crucial to securing protection for the largest number of customers while continuing to provide competition in the market. This should apply to all default tariffs."

Cancelling Ontario's wind project could cost over $100M, company warns

Cancelling an eastern Ontario green energy project that has been under development for nearly a decade could cost more than $100 million, the president of the company said Wednesday, warning that the dispute could be headed to the courts.

Ontario's governing Progressive Conservatives said this week that one of their first priorities during the legislature's summer sitting would be to cancel the contract for the White Pines Project in Prince Edward County.

Ian MacRae, president of WPD Canada, the company behind the project, said he was stunned by the news given that the project is weeks away from completion.

"What our lawyers are telling us is we have a completely valid contract that we've had since 2009 with the (Independent Electricity System Operator). ... There's no good reason for the government to breach that contract," he said.

The government has also not reached out to discuss the cancellation, he said. Meanwhile, construction on the site is in full swing, he said.

"Over the last couple weeks we've had an average of 100 people on site every day," he said. "The footprint of the project is 100 per cent in. So, all the access roads, the concrete for the base foundations, much of the electrical infrastructure. The sub-station is nearing completion."

The project includes nine wind turbines meant to produce enough electricity to power just over 3,000 homes annually, even as Ontario looks to build on an electricity deal with Quebec for additional supply. All of the turbines are expected to be installed over the next three weeks, with testing scheduled for the following month.

MacRae couldn't say for certain who would have to pay for the cancellation, electricity ratepayers or taxpayers.

"Somehow that money would come from IESO and it would be my assumption that would end up somehow on the ratepayers, despite legislation to lower electricity rates now in place," he said. "We just need to see what the government has in mind and who will foot the bill."

Progressive Conservative house leader Todd Smith, who represents the riding where the project is being built, said the legislation to cancel the project will also insulate taxpayers from domestic litigation over the dismantling of green energy projects.

"This is something that the people of Prince Edward County have been fighting ... for seven years," he said. "This shouldn't have come as a surprise to anybody that this was at the top of the agenda for the incoming government, which has also eyed energy independence in recent decisions."

Smith questioned why Ontario's Independent Electricity System Operator gave the final approval for the project during the spring election campaign.

"There's a lot of questions about how this ever got greenlighted in the first place," he said. "This project was granted its notice to proceed two days into the election campaign ... when (the IESO) should have been in the caretaker mode."

Terry Young, the IESO's vice president of policy, engagement and innovation, said the agency could not comment because of the pending introduction of legislation to cancel the deal, following a recent auditor-regulator dispute that drew attention to oversight.

NDP Leader Andrea Horwath said the new Tory government is behaving like the previous Liberal government by cancelling energy projects and tearing up contracts amid ongoing debates over Ontario's hydro mess and affordability. She likened the Tory plan to the Liberal gas plant scandal that saw the government relocate two plants at a substantial cost to taxpayers.

Canadians have a new way to assess their electricity bill in a new, interactive online report released by the Canada Energy Regulator (CER).

The report titled What is in a residential electricity bill? features a province-to-province comparison of electricity bills, generation and consumption. It also explains electricity prices across the country, including how Calgary electricity prices have changed, allowing people to understand why costs vary depending on location, fees, regulation and taxes.

Interactive tools allow people to calculate the cost of household appliances and electronic use for each province and territory, and to understand how Ontario rate increases may affect monthly bills. For example, an individual can use the tools to find out that leaving a TV on for 24-hours in Quebec costs $5.25 per month, while that same TV on for a whole day would cost $12.29 per month in Saskatchewan, $20.49 per month in the Northwest Territories, and $15.30 per month in Nova Scotia.

How Canadians use energy varies as much as how provinces and territories produce it, especially in regions like Nunavut where unique conditions influence costs. Millions of Canadians rely on electricity to power their household appliances, charge their electronics, and heat their homes. Provinces with abundant hydro-electric resources like Quebec, B.C., Manitoba, and Newfoundland and Labrador use electricity for home heating and tend to consume the most electricity.

By gathering data from various sources, this report is the first Canadian publication that features interactive tools to allow for a province-by-province comparison of electricity bills while highlighting different elements within an electricity bill, a helpful context as Canada faces a critical supply crunch in the years ahead.

The CER monitors energy markets and assesses Canadian energy requirements and trends, including clean electricity regulations developments that shape pricing. This report is part of a portfolio of publications on energy supply, demand and infrastructure that the CER publishes regularly as part of its ongoing market monitoring.

"No matter where you go in the country, Canadians want to know how much they pay for power and why, especially amid price spikes in Alberta this year," says lead author Colette Craig. "This innovative, interactive report really explains electricity bills to help everyone understand electricity pricing and consumption across Canada."

The European Union’s renewable energy sources are helping reduce its dependence on natural gas, under the current European electricity pricing framework, that’s still costing the region dearly.

Renewables growth has helped reduce the EU’s dependence on gas, as wind and solar outpaced gas across the bloc last year, which has soared in price since the middle of last year as the region grapples with a supply crisis that’s dealt blows to industries as well as ordinary consumers’ pockets. More than half of new renewable generation since 2019 has replaced gas power, according to a study by London-based climate think tank Ember, with the rest replacing mainly nuclear and coal sources.

“These are moments and paradigm shifts when governments and businesses start taking this much more seriously,” said Charles Moore, the lead author on the study, amid Covid-19 responses accelerating the transition across Europe. “The alternatives are available, they are cheaper, and they are likely to get even cheaper and more competitive. Renewables are now an opportunity, not a cost.”

The high price of gas relative to coal has meant utilities are leaning more on coal as a back-up for renewable generation, as stunted hydro and nuclear output has constrained low-carbon alternatives in parts of Europe, which risks the trajectory of Europe’s phase-out of the dirtiest fossil fuel. Last year, the EU’s coal use jumped disproportionately high relative to the rise in power generation as high gas prices boosted the relative profitability of burning coal instead.


Europe Coal Use Jumps as Costly Gas Turns Firms to Dirty Fuel
EU power generation from renewables reached a record high in 2021 of 547 terawatt-hours last year, accounting for an 11% increase compared to two years before, according to Ember’s Europe Electricity Review. It’s more than doubled in a decade, representing a 157% increase since 2011. 

Gas use declined last year for the second year in a row, as Europe explores storing electricity in gas pipelines to leverage existing infrastructure, reaching a level 8.1% lower than 2019. By contrast, coal use fell just 3.3% in the same period. Put simply, wind and solar did a great job of replacing coal during 2011-2019 but since then renewables have mostly been nudging out gas-fired power stations.

Ember’s Moore warned that the slowing phase-out of coal might require legislation to accelerate. The International Energy Agency recommends OECD countries cease using coal by the end of the decade to ensure alignment with the Paris Agreement target of keeping the world’s temperature increase below 1.5 Celsius, with renewables poised to eclipse coal globally by the mid-2020s lending momentum. 

“Europe can accelerate the phasing out of coal by building more renewable energy and faster,” said Felicia Aminoff,  an energy-transition analyst at BloombergNEF. “Wind and solar have no fuel costs, so as soon as you have made the initial investments to build wind and solar capacity it will start replacing generation that uses any kind of fuel, whether it is coal or gas.”

Overall, EU power sector emissions fell at less than half the rate required to hit that target, Ember’s report said. Spain produced the largest emissions reduction in the last two years, with renewables adding about 25 TWh and gas falling 15 TWh, and in Germany renewables topped coal and nuclear for the first time to support the shift. In contrast, heavy use of coal dragged down the bloc’s climate progress in Poland, where coal use rose about 8 TWh and renewables gained only 4 TWh.
