A Texas company planning a $3.5 billion transmission line project has applied to become a public utility in Oklahoma.

The application by Plains and Eastern Clean Line Oklahoma, which is an affiliate of Houston-based Clean Line Energy Partners, with the Oklahoma Corporation Commission is only the second of its kind ever attempted, commission spokesman Matt Skinner said.

The company filed a similar application with the Arkansas Public Service Commission in May. Clean Line Energy Partners said the filings are a key part of the development of a project that will include about 800 miles of overhead, high-voltage, direct current transmission lines running from the Oklahoma Panhandle through Arkansas to Tennessee. The lines would be capable of transmitting up to 7,000 megawatts of electricity.

The goal of the project, which could take five to seven years to complete, is to take advantage of abundant wind energy potential in Oklahoma, said Clean Line President Michael Skelly.

"The bigger trend here is people are trying to solve the challenge of getting more renewables on the electric grid," Skelly told The Associated Press.

"Transmission is the big obstacle to continued development of the wind energy industry. We need major efforts in order to start to harness all that wind out there."

There are 12 operational wind farms in Oklahoma — all located west of Interstate 35 — and three more projects are under development this year, according to state Department of Commerce spokesman Jason McCarty. The U.S. Department of Energy ranks Oklahoma ninth nationally in wind resource production, McCarty said.

Skelly said Clean Line doesn't yet have buyers lined up for power that would be carried by the transmission lines, "but there is a lot of interest out there in Oklahoma wind from customers further east."

Clean Line would be able to fund the project without seeking cost recovery from Oklahoma ratepayers because the company eventually could charge the beneficiaries who ship and receive electricity on the company's transmission lines, Skelly said.

Skinner said the only other similar application ever received by the Corporation Commission was from Kansas-based ITC Great Plains. In September 2008, the commission issued an order allowing ITC Great Plains to operate as a transmission utility in Oklahoma and to build, own, operate and maintain transmission lines in the state.

Such "unusual" applications to become a public utility are the result of growth in the state's wind energy sector, Skinner said.

"You need transmission lines from the place where the wind energy is the best," Skinner said.

The Clean Line proposal is not on a list of priority projects approved by the Southwest Power Pool, a Little Rock, Ark., organization which manages an electric grid across Oklahoma, Kansas and parts of Texas, New Mexico, Nebraska, Missouri, Arkansas and Louisiana. Because of that, SPP spokeswoman Emily Pennell declined comment on Clean Line's proposal.

Pennell said that the SPP is "continually doing transmission expansion planning" and that it is possible Clean Line's proposal could someday be a part of the SPP plan.

Skelly said the Clean Line transmission lines "will serve new projects that will not get built unless we build our line." He said he expects new wind farms would be built in the Panhandle if the Clean Line project proceeds.

How long the application process to become a public utility might take is uncertain, Skinner said. The case will go before one of the commission's administrative law judges, who will hear evidence from all parties to the case, for and against, Skinner said.

That judge will then make a recommendation to the three-member commission, who will make the final decision.

Electricity rates are about to change for consumers across Ontario.

On November 1, households and small businesses will see their electricity rates go down under the Ontario Energy Board's (OEB) Regulated Price Plan framework.

Customer's on the OEB's tiered pricing plan will also see their bills lowered on November 1, a shift from the 2021 increase when fixed pricing ended, as winter time-of-use hours and the seasonal change in the killowatt-hour threshold take effect.

Off-peak time-of-use hours will run from 7 p.m. to 7 a.m. during weekdays, including the ultra-low overnight rates option for some customers, and all day on weekends and holidays. On-peak hours will be from 7 a.m. to 11 a.m. and 5 p.m. to 7 p.m. on weekdays, and mid-peak hours from 11 a.m. to 5 p.m. on weekdays.

The winter-tier threshold provides residential customers with an extra 400 kilowatt-hours per month at a lower price during the colder weather, alongside the off-peak price freeze in effect.

The Ontario Electricity Rebate - a pre-tax credit that shows up at the bottom of electricity bills - will also see changes as a hydro rate change takes effect on November 1. Starting next month, the rebate will drop from 17 per cent to 11.7 per cent.

For a typical residential customer, the credit will decrease electricity bills by about $13.91 per month, according to the OEB.

Under the board's winter disconnection ban, electricity providers can't turn off a residential customer's power between November 15, 2022 and April 30, 2023 for failing to pay, and earlier pandemic relief included a fixed COVID-19 hydro rate for customers.

A Growing Safety Concern

The move to ban lithium-ion-powered e-bikes and scooters from TTC services during the winter months stems from increasing safety concerns related to battery fires. Lithium-ion batteries, commonly used in e-bikes and scooters, are known to pose a fire risk, especially in colder temperatures, and as systems like Metro Vancouver's battery-electric buses expand, robust safety practices are paramount. New York State to investigate sites for offshore wind projects

The New York State Energy Research and Development Authority (NYSERDA) is investing up to $5.5 million for the collection of geophysical and geotechnical data to determine future offshore wind development sites.

The funding is to look at seabed soil and geological data for the preliminary design and installation requirements for future offshore wind projects. Its part of N.Y. Gov. Andrew Cuomos plan to develop 9,000 megawatts of offshore wind energy by 2035.

Todays announcement is another step in Governor Cuomos steadfast march to achieving 9,000 megawatts of offshore wind by 2035, putting New York in a clear national leadership position when it comes to advancing this new industry through large-scale energy projects across the state. The surveys NYSERDA will be funding under this solicitation will expand the offshore wind industrys access to geophysical and geotechnical data that will provide the foundation for future offshore wind development in these areas, and accelerate project development while driving down costs, NYSERDA President and CEO Alicia Barton said.

NYSERDA will select one or more contractors to do the investigations, while recent DOE wind energy awards support complementary research, and develop a model for describing geophysical and geotechnical conditions. NYSERDA will also select a contractor to support project management and host the data that is collected. The submission deadline is Jan. 21, 2020.

Todays announcement builds on the data collected in a Geotechnical and Geophysical Desktop Study also released today, which includes information on the middle continental shelf off the shore of New York and New Jersey, where BOEM lease requests are shaping activity, creating a regional overview of the seafloor and sub-seafloor environment as it relates to offshore wind development.

Strong knowledge of environmental conditions and factors, including seabed soil conditions, are essential for the installation of offshore projects, such as Long Island proposals, but only a limited amount of soil sampling and testing has been undertaken to date.

The collection of geophysical and geotechnical data from areas off of New Yorks Atlantic coast is yet another demonstration of New Yorks leadership promoting the responsible development of offshore wind. The data generated by this initiative will ultimately lead to better projects, lower cost, and enhanced safety. New York is leading the way to a clean energy future, as the state finalizes renewable project contracts that expand capacity, and relying on data collection and sound science to get us there, New York Offshore Wind Alliance Director Joe Martens said.

PG&E Wildfire Assistance Program Accepting Applications for Aid

PG&E Wildfire Assistance Program offers court-approved aid and emergency grants for Northern California wildfires and Camp Fire victims, covering unmet needs, housing, and essentials; apply online by November 15, 2019 under Chapter 11-funded eligibility.

Beginning today, August 15, 2019, those displaced by the 2017 Northern California wildfires and 2018 Camp fire can apply for aid through an independently administered Wildfire Assistance Program funded by Pacific Gas and Electric Company (PG&E). PG&E’s $105 million fund, approved by the judge in PG&E’s Chapter 11 cases and related bankruptcy plan, is intended to help those who are either uninsured or need assistance with alternative living expenses or other urgent needs. The court-approved independent administrator is set to file the eligibility criteria as required by the court and will open the application process.

“Our goal is to get the money to those who most need it as quickly as possible. We will prioritize wildfire victims who have urgent needs, including those who are currently without adequate shelter,” said Cathy Yanni, plan administrator. Yanni is partnering with local agencies and community organizations to administer the fund, and PG&E also supports local communities through property tax contributions to counties.

“We appreciate the diligent work of the fund administrator in quickly establishing a way to distribute these funds and ensuring the program supports those with the most immediate needs. PG&E is focused on helping those impacted by the devastating wildfires in recent years and strengthening our energy system to reduce wildfire risks and prevent utility-caused catastrophic fires. We feel strongly that helping these communities now is the right thing to do,” said Bill Johnson, CEO and President of PG&E Corporation.

Applicants can request a “Basic Unmet Needs” payment of $5,000 per household for victims who establish basic eligibility requirements and self-certify that they have at least $5,000 of unmet needs that have not been compensated by the Federal Emergency Management Agency (FEMA). Payments are to support needs such as water, food, prescriptions, medical supplies and equipment, infant formula and diapers, personal hygiene items, and transportation fuels beyond what FEMA covered in the days immediately following the declared disasters, aligning with broader health and safety actions the company has taken.

Those who receive basic payments may also qualify for a “Supplemental Unmet Needs” payment. These funds will be available only after “Basic Unmet Needs” payments have been issued. Supplemental payments will be available to individuals and families who currently face extreme or extraordinary circumstances as compared to others who were impacted by the 2017 and 2018 wildfires, including areas affected by power line-related fires across California.

To qualify for the payments, applicants’ primary residence must have been within the boundary of the 2017 Northern California wildfires or the 2018 Camp fire in Butte County. Applicants also must establish proof of identity and certify that they are not requesting payments for an expense already paid for by FEMA.

Applicants can find more information and apply for assistance at https://www.norcalwildfireassistanceprogram.com/. The deadline to file for aid is November 15, 2019.

The $105 million being provided by PG&E was made available from the company’s cash reserves. PG&E will not seek cost recovery from its customers, and its rates are set to stabilize in 2025 according to recent guidance.

Canada has an abundance of renewable energy sources that are helping power our country's clean growth future and the Government of Canada is investing in renewable energy and grid modernization to reduce emissions, create jobs and invigorate local economies in a post COVID-19 pandemic world.

The Honourable Seamus O'Regan, Canada's Minister of Natural Resources, today announced one of Canada's largest-ever investments in tidal energy development — $28.5 million to Sustainable Marine in Nova Scotia to deliver Canada's first floating tidal energy array.

Sustainable Marine developed an innovative floating tidal energy platform called PLAT-I as part of advances in ocean and river power technologies that has undergone rigorous testing on the waters of Grand Passage for nearly two years. A second platform is currently being assembled in Meteghan, Nova Scotia and will be launched in Grand Passage later this year for testing before relocation to the Fundy Ocean Research Centre for Energy (FORCE) in 2021. These platforms will make up the tidal energy array.  

The objective of the project is to provide up to nine megawatts of predictable and clean renewable electricity to Nova Scotia's electrical grid infrastructure. This will reduce greenhouse gas emissions by 17,000 tonnes of carbon dioxide a year while creating new jobs in the province. The project will also demonstrate the ability to harness tides as a reliable source of renewable electricity to power homes, vehicles and businesses.

Tidal energy — a clean, renewable energy source generated by ocean tides and currents, alongside evolving offshore wind regulations that support marine renewables — has the potential to significantly reduce Canada's greenhouse gas emissions and improve local air quality by displacing electricity generated from fossil fuels.

Minister O'Regan made the announcement at the Marine Renewables Canada 2020 Fall Forum, which brings together its members and industry to identify opportunities and strategize a path forward for marine renewable energy sources.

Funding for the project comes from Natural Resources Canada's Emerging Renewables Power Program, part of Canada's more than $180-billion Investing in Canada infrastructure plan for public transit projects, green infrastructure, social infrastructure, trade and transportation routes and Canada's rural and northern communities, as Prairie provinces' renewable growth accelerates nationwide.

National Grid warns of short supply of electricity over next few days

National Grid has warned that Britain’s electricity will be in short supply over the next few days after a string of unplanned power plant outages and unusually low wind speeds this week, as cheap wind power wanes across the system.

The electricity system operator said it will take action to “make sure there is enough generation” during the cold weather spell, including virtual power plants and other demand-side measures, to prevent a second major blackout in as many years.

“Unusually low wind output coinciding with a number of generator outages means the cushion of spare capacity we operate the system with has been reduced,” the company told its Twitter followers.

“We’re exploring measures and actions to make sure there is enough generation available to increase our buffer of capacity.”

A spokeswoman for National Grid said the latest electricity supply squeeze was not expected to be as severe as recorded last month, following reports that the government’s emergency energy plan was not going ahead, and added that the company did not expect to issue an official warning in the next 24 hours.

“We’re monitoring how the situation develops,” she said.

The warning is the second from the electricity system operator in recent weeks. In mid-September the company issued an official warning to the electricity market as peak power prices climbed, that its ‘buffer’ of power reserves had fallen below 500MW and it may need to call on more power plants to help prevent a blackout. The notice was later withdrawn.

Concerns over National Grid’s electricity supplies have been relatively rare in recent years. It was forced in November 2015 to ask businesses to cut their demand as a “last resort” measure to keep the lights on after a string of coal plant breakdowns.

But since then, National Grid’s greater challenge has been an oversupply of electricity, partly due to record wind generation, which has threatened to overwhelm the grid during times of low electricity demand.

National Grid has already spent almost £1bn on extra measures to prevent blackouts over the first half of the year by paying generators to produce less electricity during the coronavirus lockdown, as daily demand fell.

The company paid wind farms to turn off, and EDF Energy to halve the nuclear generation from its Sizewell B nuclear plant, to avoid overwhelming the grid when demand for electricity fell by almost a quarter from last year.

The electricity supply squeeze comes a little over a year after National Grid left large parts of England and Wales without electricity after the biggest blackout in a decade left a million homes in the dark. National Grid blamed a lightning strike for the widespread power failure.

Similar supply strains have recently caused power cuts in China, underscoring how weather and generation mix can trigger blackouts.
