To meet electric power demands, Japan's Ministry of Land, Infrastructure and Transport MLIT has announced that it will reopen five closed hydropower plants.

One of the stations belongs to East Japan Railway Company JR East and is located along the Shinano River in Niigata prefecture. The remaining four, Shiobara, Shinanogawa, Kiyotsugawa-Yuzawa and Uonogawa-Ishiuchi, belong to Tokyo Electric Power Company Incorporated TEPCO.

The Shiobara plant was shut down for unlicensed operation in 2007. However after the earthquake, all accrued punishment was lifted, and TEPCO was given special permission by MLIT to bring the power station back into operation. TEPCO and JR East were given permission to reduce river capacity in order to generate power for electrical demand.

The five hydropower stations are expected to bring 360 megawatts of power online and will be able to provide electricity for at least 120,000 homes throughout TEPCO's service area.

TEPCO announced that it would be unable to sufficiently provide electricity to its service area due to a compromised electrical infrastructure and the loss of several key power stations, including Fukushima Daiichi nuclear power station and Fukushima Daini nuclear power station. TEPCO's service area includes Yamanashi and Shizuoka prefectures, as well as the Kanto region of Japan, which is comprised of Tokyo, Chiba, Kanagawa, Gunma, Tochigi, Saitama and Ibaraki prefectures.

As a result of insufficient electrical capacity, the company broke its service area into five groups that are currently undergoing scheduled power outages in specified time blocks. TEPCO typically provides for a daily 40-gigawatt GW power demand from these areas, but announced that it would only be able to provide approximately 20 GW and called on residents, businesses, and industries alike to cooperate in conserving power to aid in power outages.

Summerland solar power project will provide electricity

A proposed solar energy project, to be constructed on municipally-owned property on Cartwright Mountain, will allow Summerland Power to produce some of its own electricity, similar to how Summerside's wind power supplies a large share locally.

On Monday evening, municipal staff described the Solar+Storage project, aligning with insights from renewable power developers that combining resources yields better projects.

The project will include around 3,200 solar panels and storage batteries, giving Summerland Power the ability to generate 1,200 megawatts of electrical power.

This is the amount of energy used by 100 homes over the course of a year.

The solar panels have an estimated life expectancy of 35 years, while the batteries have a life expectancy of 20 years.

“It’s a really big step for a small utility like ours,” said Tami Rothery, sustainability/alternative energy coordinator for Summerland. “We’re looking forward to moving towards a bright, sunny energy future.”

She said the price of solar panels has been dropping, with lower-cost solar contracts reported in Alberta, and the quality and efficiency of the panels has increased in recent years.

The total cost of the project is around $7 million, with $6 million to come from grant funding and the remainder to come from the municipality’s electrical utility reserve fund, while policy changes such as Nova Scotia's solar charge delay illustrate evolving market conditions.

The site, a former public works yard and storage area, was selected from 108 parcels of land considered by the municipality.

She said the site, vacant since the 1970s, is close to main electrical lines and will not be highly visible once the panels are in place, much like unobtrusive rooftop solar arrays in urban settings.

Access to the site is restricted, resulting in natural security to the solar installation.

Jeremy Storvold, general manager of Summerland’s electrical utility, said the site is 2.5 kilometres from the Prairie Valley electrical substation and close to the existing public works yard.

However, some in the audience on Monday questioned the location of the proposed solar installation, suggesting the site would be better suited for affordable housing in the community.

The timeline for the project calls for roughly two years before the work will be completed, since there is an 18-month lead time in order to receive good quality solar panels, reflecting the surge in Alberta's solar growth that is straining supply chains.

Community-generated green electricity to be offered to all in UK

UK homes will soon be able to plug into community wind and solar farms from anywhere in the country through the first energy tariff to offer clean electricity exclusively from community projects.

The deal from Co-op Energy comes as green energy suppliers race to prove their sustainability credentials amid rising competition for eco-conscious customers and “greenwashing” in the market.

The energy supplier will charge an extra £5 a month over Co-op’s regular tariff to provide electricity from community energy projects and gas which includes a carbon offset in the price.

Co-op, which is operated by Octopus Energy after it bought the business from the Midcounties Co-operative last year, will source the clean electricity for its new tariff directly from 90 local renewable energy generation projects across the UK, including the Westmill wind and solar farms in Oxfordshire. It plans to use all profits to reinvest in maintaining the community projects and building new ones.

Phil Ponsonby, the chief executive of Midcounties Co-operative, said the tariff is the UK’s only one to be powered by 100% community-generated electricity and would ensure a fair price is paid to community generators too, amid a renewable energy auction boost that supports wider deployment.

Customers on the Community Power tariff will be able to “see exactly where it is being generated at small scale sites across the UK, and, with new rights to sell solar power back to energy firms, they know it is benefiting local communities”, he said.

Co-op, which has about 300,000 customers, has set itself apart from a rising number of energy supply deals which are marked as 100% renewable, but are not as green as they seem, even as many renewable projects are on hold due to grid constraints.

Consumer group Which? has found that many suppliers offer renewable energy tariffs but do not generate renewable electricity themselves or have contracts to buy any renewable electricity directly from generators.

Instead, the “pale green” suppliers exploit a loophole in the energy market by snapping up cheap renewable energy certificates, without necessarily buying energy from renewables projects.

The certificates are issued by the regulator to renewable energy developers for each megawatt generated, but these can be sold separately from the electricity for a fraction of the price.

A survey conducted last year found that one in 10 people believe that a renewables tariff means that the supplier generates at least some of its electricity from its own renewable energy projects.

Ponsonby said the wind and solar schemes that generate electricity for the Community Power tariff “plough the profits they make back into their neighbourhoods or into helping other similar projects get off the ground”.

Greg Jackson, the chief executive of Octopus Energy, said being able to buy locally-sourced clean, green energy is “a massive jump in the right direction” which will help grow the UK’s green electricity capacity nationwide.

“Investing in more local energy infrastructure and getting Britain’s homes run by the sun when it’s shining and wind energy when it’s blowing can end our reliance on dirty fossil fuels sooner than we hoped,” he said.

Kenya Power on the spot over inflated electricity bills

Kenya Power is again on the spotlight following claims of inflated power bills and a glitch in its electronic payment system that made it impossible to top up tokens on prepaid meters.

Thousands of customers started experiencing the hitch in tokens generation on Friday evening, with the problem extending through the weekend.

Small businesses such as barber shops that top up multiple times a week were hardest hit.

“My business usually thrives during weekends but I was forced to close early in the evening due to lack of power although I had paid for the tokens that were never generated,” said Mr John Kamau, a fast food restaurant owner in Nairobi.

Kenya Power processes up to 200,000 electronic transactions per day for power users, with 85 per cent done through its Safaricom M-Pesa paybill number 888880.

The remaining share is handled by its authorised third party vendors such as Vendit (paybill number 501200) and Dynamo (800904), which charge a premium for the transaction.

The sole electricity distributor admitted its system encountered challenges that crippled token generation across all vendors, advising customers on prepaid meters to buy the units from Kenya Power banking halls across the country until normalcy returned.

 

STATEMENT

“The IT team is trying to figure out where the problem was before we issue a comprehensive statement on the issue,” the firm responded to Nation queries, adding that the issue had been resolved by yesterday afternoon.

Customers who use Vendit confirmed to Nation they had successfully bought tokens yesterday afternoon.

However, there have been complaints that third party vendors process tokens almost in real time, unlike Kenya Power which, despite indicating a 30 minute delay in its service promise, sometimes takes up to six hours.  

But other users complained of inflated power bills after being slapped with abnormally high charges.

 

TOKENS

The holder of account number 30624694, for instance, received a post-paid bill of Sh16,765 last month, up from Sh894 the previous month.

She indulged the company and ended up paying just over Sh1,000.

There have also been complaints of tokens getting depleted too fast. For instance, one customer who normally uses Sh4,000 per month complained of her credit running out in a week.

Kenya Power maintains it cannot read all post-paid meters across the country, compelling it to make estimates for a number of customers.

The company argues it is not cost-effective to have meter readers go to all homes. The firm recently indicated plans to put all domestic consumers on prepaid meters to reduce non-payment of electricity bills and cut operation costs on meter reading and postage.

 

POWER CONSUMPTION

The Nairobi Securities Exchange-listed firm has also adopted a new integrated customer management system to enable consumers to self-check their power consumption and understand their electricity bill and payment obligations through a phone app.

In the past, concerns have been rife that customers often encounter delays when buying tokens through paybill number 888880, unlike through other vendors.

This has raised questions on the ownership of the vendors and the cash commissions they are entitled to, with holiday scam warnings circulating in some markets as well.

 

FOUL PLAY

Kenya Power has, however, denied any foul play, saying the authorisation of other vendors was to ease pressure on its payment channel, which handles 85 per cent of the nearly 200,000 transactions per day.

“In fact we have 11 vendors, including Equitel, it’s just that people are only aware of Vendit and Dynamo because they have been aggressive in their marketing,” the company said.

Kenya Power has been battling court cases over inflated power bills after it emerged that the utility firm was backdating bills worth Sh10.1 billion from last November.

Power is slowly being restored to Eastern Carolina residents after Hurricane Florence made landfall near Wilmington on Friday, September 15, a scenario echoed by storm-related outages in Tennessee in recent days.

On Monday, more than half a million people remained without power across the state, a situation comparable to post-typhoon electricity losses in Hong Kong reported elsewhere.

As of Wednesday morning at 1am, the Dept. of Public Safety reports 252,596 total power outages in North Carolina, and utilities continue warning about copper theft hazards during restoration.

More than half of those customers are in Eastern Carolina.

More than 32,000 customers are without power in Carteret County and roughly 21,000 are without power in Onslow County.

In Craven County, roughly 15,000 people remain without power Wednesday morning.

Many of the state's outages are effecting the Wilmington area, where Florence made landfall and widespread flooding is still cutting off the city from outside resources, similar to how a fire-triggered outage in Los Angeles disrupted service regionally.

Heavy rain, strong winds and now flooded roadways have hindered power crews, challenges that utility climate adaptation aims to address while many of them have out-of-state or out-of-town help working to restore power to so many people.

Old meters giving away free electricity to thousands of N.B. households

Home and business owners with old power meters in New Brunswick have been getting the equivalent of up to 10 days worth of electricity a year or more for free, a multi million dollar perk that will end quickly if the Energy and Utilities Board approves the adoption of smart meters, a move that in other provinces has prompted refusal fees for some holdouts.

Last week the EUB began deliberations over whether to allow NB Power to purchase and install 360,000 new generation smart meters for its residential and commercial customers as part of a $92 million upgrade of its distribution system, even as regulators elsewhere approve major rate changes that affect customer bills.

If approved, that will spell the end to about 98,000 aging electromagnetic or analog meters still used by about one quarter of NB Power customers.  Those are the kind with a horizontal spinning silver disc and clock-face style dials that record consumption

The analog units, some more than 50 years old and installed back when the late Louis Robichaud and Richard Hatfield were premiers in the 1960's and 1970's - are suspected of doling out millions of kilowatt hours of free power to customers by failing to register all of the current that moves through them.   

"Over time, analog meters slow down and they register lower consumption of electricity than is actually occurring," said NB Power lawyer John Furey last week about the widespread freeloading of power in New Brunswick caused by the old meters.

3 per cent missed
A 2010 report by the independent non-profit Electric Power Research Institute in Palo Alto, California and entered into evidence during NB Power's smart meter hearing said old spinning disc meters generally degrade over time and after 20 years typically fail to register nearly 3 per cent of the power that flows through them.

The average age of analog meters in New Brunswick is much older than that - 31 years - and more than 11,000 of the units are over the age of 40.

"Worn gears, corrosion, moisture, dust, and insects can all cause drag and result in an electromagnetic meter that does not capture the full consumption of the premises," said the report.

About 94,000 NB residential customers and 3,900 commercial customers have an old meter, according to NB Power records. The group would receive about 40 million kilowatt hours of electricity for free this year  ($5.1 million worth including HST)  if the average unit failed to register 2 percent of the electricity flowing through it, while elsewhere some customers are receiving lump-sum credits on electricity bills.  

That is about $41 in free power for the average residential customer and $322 for the average business.

But, according to the research, there would also be hundreds of customers with meters that have slowed considerably more than the average with 0.3 percent - or close to 300 in NB Power's case -  not counting between 10 and 20 percent of the electricity customers are using.

That's potentially $400 in free electricity in a year for a residential customer with average consumption.

"While the average meter might be only slightly slow a few could be significantly so," said the report.

"The sudden correction to full accounting and billing could naturally surprise these homeowners and result in questioning of a new meter, as seen in a shocking $666 bill reported by a Nova Scotia senior." 

The report made the point analog meters can also run fast but called that "less common" meaning that if the EUB approves smart meters, tens of thousands of customers who lose an old meter to a new accurate model will experience higher bills.

'Leakage' reduction
NB Power acknowledges it does not know precisely how much power its older meters give away but said whether it is a little or a lot, ending the freebies is to everyone's benefit. 

"It reduces our inefficiencies, reduces our leakage that we have in the system, so that we are  picking up those unbilled kilowatt hours," said NB Power senior vice president Lori Clark about ending the free power many customers unknowingly enjoy.

NB Power hopes to win approval of its plan to acquire smart meters by this spring to allow installation beginning in mid 2021, even as some utilities elsewhere have backed away from smart home network projects.

Opponent of Site C dam sharing concerns with northerners

One of the leading opponents of the Site C dam in northeastern B.C. is sharing her concerns with northerners this week.

Proponents of the Site C dam say it will be a cost-effective source of clean electricity, even as a major Alberta wind farm was scrapped elsewhere in Canada, and that it will be able to produce enough energy to power the equivalent of 450,000 homes per year in B.C. But a number of Indigenous groups and environmentalists are against the project.

Wendy Holm is an economist and agronomist who did an environmental assessment of the dam focusing on its potential impacts on agriculture.

On Tuesday she spoke at a town hall presentation in Fort Smith, N.W.T., organized by the Slave River Coalition. She is also speaking at an event in Yellowknife on Friday, as small modular reactors in Yukon receive study as a potential long-term option.

 

Worried about downstream impacts, Northern leaders urge action on Site C dam

"I learned that people outside of British Columbia are as concerned with this dam as we are," Holm said.

"There's just a lot of concern with what's happening on the Peace River and this dam and the implications for Alberta, where hydro's share has diminished in recent decades, and the Northwest Territories."

If completed, BC Hydro's Site C energy project will be the third dam on the Peace River in northeast B.C. and the largest public works project in B.C. history. The $10.7-billion project was approved by both the provincial and federal governments as B.C. moves to streamline clean energy permitting for future projects.

Amy Lusk, co-ordinator of the Slave River Coalition, said many issues were discussed at the town hall, but she also left with a sense of hope.

"I think sometimes in our little corner of the world, we are up against so much when it comes to industrial development and threats to our water," she said.

"To kind of take away that message of, this is not a done deal, and that we do have a few options in place to try and stop this and not to lose hope, I think was a very important message for the community."

 

Drying of the Peace-Athabasca Delta

Holm said her main concern for the Northwest Territories is how it could affect the Peace-Athabasca Delta. She said the two dams already on the river are responsible for two-thirds of the drying that's happening in the delta.

"These are very real issues and very present in the minds of northerners who want to stay connected to a traditional lifestyle, want to have access to those wild foods," she said.

Lusk said northerners are fed up with defending waters "time after time after time."

BC Hydro, however, said studies commissioned during the environmental assessment of Site C show the project will have no measurable effect on the delta, which is located 1,100 kilometres away.

Holm said the fight against the Site C dam is also important when it comes to First Nations treaty rights.

The West Moberly and Prophet River First Nations applied for an injunction to halt construction on Site C, as well as a treaty infringement lawsuit against the B.C. government. They argue the dam would cause irreparable harm to their territories and way of life, which are rights protected under Treaty 8.

 

Agricultural land

While the project is located in B.C., Holm said its impacts on prime horticulture land would also affect northerners, something that's important given issues of food security and nutrition.

"This is some of the best agriculture land in all of Canada," she said of the Peace Valley.

According to BC Hydro, around 2.6 million hectares of land in the Peace agricultural region would remain available for agricultural production while 3,800 hectares would be unavailable. It has also proposed a number of mitigation efforts, including a $20-million agricultural compensation fund.

Holm said renewable energy, including tidal energy for remote communities, will be cheaper and less destructive than the dam, and there's a connection between the dams on the Peace River and water sharing with the U.S.

"When you run out of water there's nothing else you can use. You can't use orange juice to irrigate your fields or to run your industries or to power your homes," she said.
