President Vladimir Putin said that Iran must be encouraged to make its nuclear program fully transparent, but also underscored there is no proof it is pursuing a nuclear weapons program.

“We are sharing our partners' concern about making all Iranian programs transparent,” Mr. Putin said at a news conference after talks with visiting French President Nicolas Sarkozy. “We agreed, and Mr. President confirmed it, that Iran is making certain steps toward international community to achieve that.”

Mr. Putin is to make his first visit to Iran for a summit of Caspian Sea nations.

Mr. Sarkozy said Mr. Putin's trip to Tehran could encourage Iran to be more co-operative. “After the trip, there could be a will to co-operate — that is essential,” he said.

Russia has opposed the U.S.-push for tougher sanctions against Iran and called for more checks and inspections of Iranian facilities by an international nuclear watchdog.

“We have worked cooperatively with our partners at the United Nations Security Council, and we intend to continue such co-operative work in the future,” Mr. Putin said.

But he said with no “objective data” showing Iran is developing nuclear weapons, “we proceed from an assumption that Iran has no such plans.”

Mr. Sarkozy has hardened France's stance on Iran in recent months, shifting closer to the United States in his insistence on tough U.N. Security Council sanctions and even his mention of the possibility of war. While the U.S. and European nations are pressing for greater sanctions, Russia and China have resisted,

More than Two-thirds of Americans Indicate Willingness to Give or Donate Part of their Income in Support of the Fight Against Climate Change

U.S. Climate Change Donation Survey reveals Americans' willingness to fund sustainability via government incentives, electrification, and renewable energy. Public opinion favors wind, solar, and decarbonization, highlighting policy support post-pandemic amid economic recovery efforts.

A new study of American consumers' attitudes toward climate change finds that more than two-thirds of respondents (70%) indicate their willingness to give or donate a percentage of their personal income to support the fight against climate change and the path to net-zero electricity emissions by mid-century. 

Twenty-eight percent indicated they were willing to provide less than 1% of their income; 33% said they would be willing to contribute 1-5% of their income; 6% said they would give between 6-10% of their income; and 3% indicated they would contribute more than 10% of their income. Just under one-third (31%) of those surveyed indicated they were unwilling to give or donate any percentage of their income to support the fight against climate change.

The U.S. findings are part of a series of surveys commissioned by Nexans in the U.S., UK and France, in order to determine public opinion on climate change and related issues in the wake of the COVID-19 pandemic. The U.S. study was conducted online by Researchscape from August 20 – 24, 2020. It had 1,013 respondents, ages 18 or older, with the results weighted to be representative of the overall population (variables available upon request).

The survey was developed as part of its celebration of the first Climate Day in Paris which included a roundtable event with world-renowned experts, the release of an unprecedented global study by Roland Berger on the challenges raised by the electrification of the world, the question of whether the global energy transition is on track, and Nexans' own commitment to be carbon neutral by 2030.

Paying the Tab to Address Climate Change

Participants were given the opportunity to choose from seven multiple responses to the question "How should the fight against climate change be paid for?" The majority (59%) replied it should be paid for by "government incentives for both businesses and consumers." It was followed by "federal, state and/or local taxes" and "conservation programs" (tied at 47%); "business investments" (42%), such as carbon-free electricity initiatives, and "consumer-driven purchases" (33%). Just 9% selected none of the above and 2% selected other.

"Through the organization of this Climate Day, Nexans is asserting itself not only as an actor but also a thought leader of the energy transition for a sustainable electrification of the world. This electrification raises a number of challenges and paradoxes that must be overcome. And it will only happen with the direct involvement of the populations concerned. These surveys provide a better understanding of the level of information and disinformation, including climate change denial, in public opinion as well as their level of acceptability of these lifestyle changes," said Christopher Guérin, CEO, Nexans.

Among other findings, 44% are dissatisfied with the job that federal and state governments are doing to address climate change, while utilities like Duke Energy face investor pressure to release climate reports, 35% are somewhat satisfied and 21% are either very satisfied or completed satisfied with government's role.

Americans expressed overwhelmingly favorable views of wind and solar renewable energy proposals, as carbon emissions fall when electricity producers move away from coal. Specifically, 85% stated being in favor of wind turbines on land (15% against), 83% in favor of wind turbines off the coast (17% against) and 90% in support of solar panel farms (10% opposed).

Those surveyed were asked about their current and changing priorities towards climate change as influenced by the coronavirus pandemic and impacts like extreme heat on electricity bills. Thirty-nine percent indicated that climate change was no more and no less a priority due to the current health emergency; just under a third (31%) indicated that climate change is more of a priority while 30% said it was less of a priority.

In similar research conducted by Nexans in the United Kingdom, nearly two thirds (65.8%) of UK respondents said they would be willing to donate part of their salary to fight climate change. Furthermore, nearly a third (29%) of the UK's consumers believe that combating climate change has become more of a priority in light of the coronavirus pandemic. The UK research was conducted online by Savanta from August 21 – 24, 2020. A total of 2210 respondents, aged 16 and above, representative of the UK population took part.

B.C. Hydro misled regulator: report

B.C. Hydro misled the province’s independent regulator about an expensive technology program, thereby avoiding scrutiny on how it spent millions of dollars in public money, according to a report by the B.C. Utilities Commission.

The Crown power corporation gave inaccurate testimony to regulators about the software it had chosen, called SAP, for an information technology project that has cost $197 million, said the report.

“The way the SAP decision was made prevented its appropriate scrutiny by B.C. Hydro’s board of directors and the BCUC, reflecting governance risks seen in Manitoba Hydro board changes in other jurisdictions,” the commission found.

“B.C. Hydro’s CEO and CFO and its (audit and risk management board committee) members did not exhibit good business judgment when reviewing and approving the SAP decision without an expenditure approval or business case, highlighting how board upheaval at Hydro One can carry market consequences.”

The report was the result of a complaint made in 2016 by then-opposition NDP MLA Adrian Dix, who alleged B.C. Hydro lied to the regulatory commission to try to get approval for a risky IT project in 2008 that then went over budget and resulted in the firing of Hydro’s chief information officer.

The commission spent two years investigating. Its report outlined how B.C. Hydro split the IT project into smaller components to avoid scrutiny, failed to produce the proper planning document when asked, didn’t disclose cost increases of up to $38 million, reflecting pressures seen at Manitoba Hydro's debt across the sector, gave incomplete testimony and did not quickly correct the record when it realized the mistakes.

“Essentially all of the things I asserted were substantiated, and so I’m pleased,” Dix, who is now minister of health, said on Monday. “I think ratepayers can be pleased with it, because even though it was an elaborate process, it involves hundreds of millions of spending by a public utility and it clearly required oversight.”

The BCUC stopped short of agreeing with Dix’s allegation that the errors were deliberate. Instead it pointed toward a culture at B.C. Hydro of confusion, misunderstanding and fear of dealing with the independent regulatory process.

“Therefore, the panel finds that there was a culture of reticence to inform the BCUC when there was doubt about something, even among individuals that understood or should have understood the role of the BCUC, a pattern that can fuel Hydro One investor concerns in comparable markets,” read the report.

“Because of this doubt and uncertainty among B.C. Hydro staff, the panel finds no evidence to support a finding that the BCUC was intentionally misled. The panel finds B.C. Hydro’s culture of reticence to be inappropriate.”

By law, B.C. Hydro is supposed to get approval by the commission for rate changes and major expenditures. Its officials are often put under oath when providing information.

B.C. Hydro apologized for its conduct in 2016. The Crown corporation said Monday it supports the commission’s findings and has made improvements to management of IT projects, including more rigorous business case analyses.

“We participated fully in the commission’s process and acknowledged throughout the inquiry that we could have performed better during the regulatory hearings in 2008,” said spokesperson Tanya Fish.

“Since then, we have taken steps to ensure we meet the highest standards of openness and transparency during regulatory proceedings, including implementing a (thorough) awareness program to support staff in providing transparent and accurate testimony at all times during a regulatory process.”

The Ministry of Energy, which is responsible for B.C. Hydro, said in a statement it accepts all of the BCUC recommendations and will include the findings as part of a review it is conducting into Hydro’s operations and finances, including its deferred operating costs for context, and regulatory oversight.

Dix, who is now grappling with complex IT project management in his Health Ministry, said the lessons learned by B.C. Hydro and outlined in the report are important.

“I think the report is useful reading on all those scores,” he said. “It’s a case study in what shouldn’t happen in a major IT project.”

Putting Africa on the path to universal electricity access

West and Central Africa Electricity Access hinges on utility reform, renewable energy, off-grid solar, mini-grids, battery storage, and regional grid integration, lowering costs, curbing energy poverty, and advancing SDG7 with sustainable, reliable power solutions.

As commodity prices soar and leaders around the world worry about energy shortages and prices of gasoline at the pump, millions of people in Africa still lack access to electricity.  One-half of the people on the continent cannot turn on a fan when temperatures go up, can’t keep food cool, or simply turn the lights on. This energy access crisis must be addressed urgently.

In West and Central Africa, only three countries are on track to give every one of their people access to electricity by 2030. At this slow pace, 263 million people in the region will be left without electricity in ten years.  West Africa has one of the lowest rates of electricity access in the world; only about 42% of the total population, and 8% of rural residents, have access to electricity.

These numbers, some far too big, others far too small, have grave consequences. Electricity is an important step toward enhancing people’s opportunities and choices. Access is key to boosting economic activity and contributes to improving human capital, which, in turn, is an investment in a country’s potential.  

Without electricity, children can’t do their schoolwork at night. Businesspeople can’t get information on markets or trade with each other. Worse, as the COVID-19 pandemic has shown so starkly, limited access to energy constrains hospital and emergency services, further endangering patients and spoiling precious medicine.  

What will it take to power West and Central Africa?  
As the African continent recovers from COVID-19 impacts, now is the critical time to accelerate progress towards universal energy access to drive the region’s economic transformation, promote socio-economic inclusion, and unlock human capital growth. Without reliable access to electricity, the holes in a country’s social fabric can grow bigger, those without access growing disenchanted with inequality.  

Tackling the Africa region’s energy access crisis requires four bold approaches. 

First, this involves making utilities financially viable. Many power providers in the region are cash-strapped, operate dilapidated and aging generation fleet and infrastructure. Therefore, they can’t deliver reliable and affordable electricity to their customers, let alone deliver electricity to those that currently must rely on inadequate alternatives to electricity. Overall, fewer than half of the utilities in Sub-Saharan Africa recover their operating costs, resulting in GDP losses as high as four percent in some countries.

Improving the performance of national utilities and greening their power generation mix is a prerequisite to lowering the costs of supply, thus expanding electricity access to those currently unelectrified, usually lower-income and often remote households. 

In that effort — and this a critical second point — West and Central African countries need to look beyond their borders and further integrate their national utilities and grids to other systems in the region. The region has an abundance of affordable clean energy sources — hydropower in Guinea, Mali, and Cote d’Ivoire; high solar irradiation in the Sahel — but the regional energy market is fragmented. 

Without efficient regional trade, many countries are highly dependent on one or two energy resources and heavily reliant on inefficient, polluting generation sources, requiring fuel imports linked to volatile international oil prices.

The vision of an integrated regional power market in countries of the Economic Community of West African States (ECOWAS) is coming a step closer to reality thanks to an ambitious program of cross-border interconnection projects. If countries take full advantage of this grid, the share of the region’s electricity consumption traded across borders would more than double from 8 percent today to about 17 percent by 2030. Overall, regional power trade could lower the lifecycle cost of West Africa’s power generation system by about 10 percent and provide greener energy by 2030. 

Third, electrification efforts need to be open to private sector investments and innovations, such as renewables like solar energy and battery storage, which have made a tremendous impact in enabling access for millions of poor and underserved households.  Specifically, off-grid solar systems and mini-grids have become a proven reliable way to provide affordable modern electricity services, powering homes in rural communities, healthcare facilities, and schools.

Burkina Faso, which enjoys one of the best solar radiation conditions in the region, is a successful example of leveraging the transformative impact of solar energy and battery storage. With support from the World Bank, the country is deploying solar energy to power its national grid, as well as mini-grids and individual household systems. Solar power with battery storage is competitive in Burkina Faso compared to other technologies and its government was successful in attracting private sector investments to support this technology.

Last, achieving universal electricity access will involve significant commitment from political leaders, especially developing policies and regulations that can attract high-quality investments.  

A significant step in that direction was achieved at the World Bank’s 2020 Annual Meetings with a commitment to set up the Powering Transformation Platform in each African country. Through the platform, each government will set their country-specific vision, goals and metrics, track progress, and explore and exchange innovative ideas and emerging best practices according to their own national energy needs and plans. 

This platform will bring together the elements needed to bring electricity to all in West and Central Africa and help attract new financing.

Over the last 3 years, the World Bank has doubled its investments to increase electricity access rates in Central and West Africa.  We have committed more than $7.8 billion to support 40 electricity access programs, of which more than half directly support new electricity connections. These operations are expected to provide access to 16 million people. The aim is to increase electricity access rates in West and Central Africa from 50 percent today to 64 percent by 2026.

However, World Bank’s financing alone is not enough. Our estimates show that nearly $20 billion are required for universal electrification across Sub-Saharan Africa, aligning with calls to quadruple power investment to meet demand, with about $10 billion annually needed for West and Central Africa. 

Closing the funding gap will require mobilizing traditional and new partners, especially the private sector, which is willing to invest if enabling conditions are in place, as well as philanthropic capital, that can fill in the space in areas not yet commercially attractive. The World Bank is ready to play a catalytical role in leveraging new investments. 

This is vital as less than a decade remains to reach the 2030 SDG7 goal of ensuring electricity for all through affordable, reliable, and modern energy services. As headlines worldwide focus on soaring energy prices in the developed world, we cannot lose sight of the vast populations in Africa that still cannot access basic energy services. This is the true global energy crisis.

The heads-of-state and energy ministers from more than 120 nations just met in Abu Dhabi and they had one thing in common: a passion to increase the use of renewable energy to reduce the threat from global warming — one that will also boost economic output and spread prosperity. Access to finance, though, is critical to this goal. 

Indeed, the central message to emerge from the conference hosted by the International Renewable Energy Agency (IRENA) this week in the United Arab Emirates is that a global energy transition is underway that has the potential to revitalize economies and to lift people out of poverty. But such a conversion requires international cooperation and a common desire to address the climate cause. 

“The renewable energy sector created jobs employing 11 million people in 2019 and provided off-grid solutions, having helped bring the number of people with no access to electricity to under 1 billion,” the current president of the UN General Assembly Tiijani Muhammad-Bande of Nigeria told the audience.

While renewables are improving energy access and reducing inequities, they also have the potential to curb CO2 emissions globally. The goal is to shrink them by 45% by 2030 and 90% by 2050, with Canada's net-zero race highlighting the role of renewable energy in achieving those targets. Getting there, though, requires progressive government policies that will help to attract financing. 

According to IRENA, investment in the clean energy sector is now at $330 billion a year. But if the 2050 goals are to be reached, those levels must nearly double to $750 billion annually. The green energy sector does not want to compete with the oil and gas sectors but rather, it is seeking to diversify fuel sources — a strategy that could help make electricity systems more resilient to climate risks. To hit the Paris agreement’s targets, it says that renewable energy deployment must increase by a factor of six.  

To that end, IRENA is forming a “climate investment platform” that will bring ideas to the table and then introduce prospective parties. It will focus on those projects that it believes are “bankable.”

It’s about helping project developers find banks, private companies and pension funds to finance their worthy projects, IRENA Director General Francesco La Camera said in response to this reporter’s question. Moreover, he said that the platform would work to ensure there is a sound legal structure and that there is legislative support to “de-risk” the investments. 

“Overcoming investment needs for energy transformation infrastructure is one of the most notable barriers to the achievement of national goals,” La Camera says. “Therefore, the provision of capital to support the adoption of renewable energy is key to low-carbon sustainable economic development and plays a central role in bringing about positive social outcomes.”

If the monies are to flow into new projects, governments have to create an environment where innovation is to be rewarded: tax incentives for renewables along with the design and implementation of transition plans. The aim is to scale up which in turn, leads to new jobs and greater economic productivity — a payback of three-to-seven times the initial investment.  

The path of least resistance, for now, is off-grid green energy solutions, or providing electricity to rural areas by installing solar panels that may connect to localized microgrids. Africa, which has a half-billion people without reliable electricity, would benefit. However, “If you want to go to scale and have bankable projects, you have to be connected to the grid,” Moira Wahba, with the UN Development Program, told this writer. “That requires large capital and private enterprise.”

Public policy must thus work to create the knowledge base and the advocacy to help de-risk the investments. Government’s role is to reassure investors that they will not be subject to arbitrary laws or the crony allocation of contracts. Risk takers know there are no guarantees. But they want to compete on a level playing. 

Analyzing Risk Profiles

How do foreign investors square the role of utilities that are considered safe and sound with their potential expansion into new fields such as investing in carbon-free electricity and in new places? The elimination of risk is not possible, says Mohamed Jameel Al Ramahi, chief executive officer of UAE-based Masdar. But the need to decarbonize is paramount. The head of the renewable energy company says that every jurisdiction has its own risk profile but that each one must be fully transparent while also properly structuring their policies and regulations. And there needs to be insurance for political risks. 

The United States and China, for example, are already “de-risked,” because they are deploying “gigawatts of renewables,” he told this writer. “When we talk about doubling the amount of needed investment, we have to take into account the risk profile of the whole world. If it is a high-risk jurisdiction, it will be difficult to bring in foreign capital.” 

The most compelling factor that will drive investment is whether the global community can comply with the Paris agreement, says Dr. Thani Ahmed Al Zeyoudi, Minister of the Ministry of Climate Change and the Environment for the United Arab Emirates. The goal is to limit increases to 2 degrees Celsius by mid-century, with the understanding that the UN’s latest climate report emphasizes that positive results are urgently needed. 

One of the most effective mechanisms is the public-private model. Governments, for example, are signing long-term power purchase agreements, giving project developers the necessary income they need to operate, and in the EU plans to double electricity use by 2050 are reinforcing these commitments. They can also provide grants and bring in international partners such as the World Bank. 

“We are seeing the impact of climate change with the various extreme events: the Australian fires, the cyclones and the droughts,” the minister told reporters. “We can no longer pass this to future generations to deal with.” 

The United Arab Emirates is not just talking about it, adds Sultan Al Jabber, chief executive of Abu Dhabi’s national oil company, Adnoc, who is also the former head of subsidiary Masdar. It is acting now, and across Europe Big Oil is turning electric as traditional players pivot too. His comments came during Abu Dhabi’s Sustainability Week at the World Future Energy Summit. The country is “walking the walk” by investing in renewable projects around the globe and it is growing its own green energy portfolio. Addressing climate change is “right” while it is also making “perfect economic sense.” 

The green energy transition has taken root in advanced economies while it is making inroads in the developing world — a movement that has the twin effect of addressing climate change and creating economic opportunities, and one that aligns with calls to transform into a sustainable electric planet for long-term prosperity. But private investment must double, which requires proactive governments to limit unnecessary risks and to craft the incentives to attract risk-takers.

Egypt is planning to expand into renewable energy projects in a bid to increase its contribution to the energy mix, in step with global records being set in renewables, and amid Saudi Arabia’s 60 GW drive in the region, the country’s minister of electricity and renewable energy Mohamed Shaker said.

Renewable power is expected to add 6.6 gigawatts (GW) by the end of 2020, a scale comparable to Saudi wind expansion underway, with plans to reach 8,200 megawatts (MW) after the completion of the renewable energy projects currently under consideration, reflecting gains seen since IRENA’s 2016 record year for renewables, Shaker added in a statement on Tuesday, even as regional challenges persist.

This came during the minister’s video-conference meeting with the British ambassador to Egypt Geoffrey Adams to explore the potential means for cooperation between the two countries in the electricity sector, including lessons from the UK project backlog now affecting investments and from Ireland’s green-electricity goals being pursued.
