China torn between greener and cheaper power

The Taiyanggong Thermal Power Plant in northeast Beijing is delightfully green.

Unlike most of ChinaÂ’s smoke-belching power stations, it has such low emissions that luxury flats are being built next to it. They are fetching high prices. Owners will look out over something that looks more like a cluster of office buildings (apart from a couple of grey chimneys) than a power plant. The cooling towers, near a grove of date trees and an ornamental pool, look a bit like the Great Wall.

With the help of two natural-gas-fuelled turbines built by America’s General Electric, Taiyanggong produces only half the carbon emissions of a coal-burning facility of comparable size in China. It also generates much less smog-forming nitrogen oxide. Its steam supplies heat to one million homes. When Hillary Clinton visited the power station in February, she called it a “wonderful collaboration” between China and America in clean-energy production. “We need to figure out ways to do more and more of this,” Mrs Clinton said. That is where the problems begin.

The Beijing authorities built Taiyanggong to impress the world in the run-up to the Olympic games which opened in the city in August 2008 — on the same day that America opened a new embassy in Beijing (heated, American officials say proudly, by Taiyanggong). Some 5,000 workers toiled night and day to deliver on the Chinese government’s promise to provide an environmentally friendly power source for the games. Taiyanggong was connected to the grid with nearly eight months to spare.

Money was no object. It was clear that natural gas would be considerably more expensive than coal, the fuel used by most power plants, and American-made state-of-the-art turbines would be far costlier than those made at home. Maintaining the GE machinery would keep running costs high for years to come.

But the government was in a high-spending mood, pouring about $40 billion into an infrastructure makeover for the games.

Now the power stationÂ’s owners, led by a municipal state-owned company, are struggling to make it work financially. Luckily for them, Taiyanggong has qualified for funding under the UNÂ’s Clean Development Mechanism (CDM), which enables rich countries to offset carbon emissions by paying for carbon cuts in developing ones.

Zhang Yandong, a senior manager at the plant, says it will receive about 80 million yuan (US$12 million) in CDM money this year. Even with this, he says, the plant will at best break even. A CDM project report estimates that it costs 50% more to generate electricity at a plant like Taiyanggong than it does at an equivalent coal-fired facility.

But American officials hope this will change, and that co-operation on climate change will even help strengthen the relationship overall.

At the UN in September Mr Obama said America was “determined to act” on climate change. When he visits China next month, the topic will be the centrepiece. He is likely to secure an agreement on greater co-operation over clean-energy development between the two countries. He might even prise out of Mr Hu what he meant when he spoke of a “significant cut” in China’s carbon intensity (the amount of carbon emitted per unit of GDP) by 2020.

But even if Mr Hu and Mr Obama appear in broad agreement on what needs to be done, persuading politicians and the public in both countries will not be easy. China has set impressive targets but struggles with ill-motivated bureaucrats. In America even lacklustre climate-change legislation now before Congress could founder as Mr Obama devotes political energy to what he clearly sees as a higher priority: health-care reform.

In Beijing the two presidents will avoid airing public doubts about each other’s countries’ fitness for the task. If China and America — the world’s two biggest greenhouse-gas polluters, which between them account for 40% of the world’s carbon-dioxide emissions — are seen to be in accord, their officials reckon, there will also be a better chance of agreement at the UN climate conference in Copenhagen in December.

That meeting is meant to come up with a successor to the Kyoto protocol of 1997, a treaty on cutting carbon emissions that Congress never ratified.

Securing vague agreements will be the easy part.

Having recently overtaken America as the worldÂ’s biggest carbon emitter, China is anxious not to be singled out as the main obstacle to climate-change prevention. To ChinaÂ’s leaders, image counts for a lot. China will cling to the view (shared by most developing countries) that the developed world bears the main responsibility for dealing with the problem.

But it is also keen to co-operate.

Cutting the growth of its carbon emissions happens to fit well with ChinaÂ’s longstanding campaign to use energy less wastefully and reduce its dependence on imported oil. If the rich world, through CDM arrangements, can help China achieve that, so much the better.

What China will want in return is lots of money.

Unfortunately for its environment, coal is plentiful and cheap. About 70% of ChinaÂ’s electricity supply comes from coal-fired power stations. So the question is how fast China can introduce technologies to reduce carbon emissions from coal burning, or else replace coal with cleaner forms of energy, both of which will be expensive. China will demand that developed countries foot the bill and also help provide the technology.

This will be hard for Mr Obama to sell to Congress. Politicians will worry about how to monitor ChinaÂ’s success in achieving its targets.

China pledged in 2006 to reduce the amount of energy used per unit of GDP by 20% by the end of this decade. Officials say the country is on track to achieve this. But stimulus spending is flowing into energy-burning industries.

In the pursuit of growth local governments are even less inclined to take energy-saving targets seriously. And verifying whether China is meeting its energy targets will be hard. For China to measure its carbon emissions and for America to be satisfied with the results will be even harder. Even a pledge for emissions to peak by 2035 will not go down well in America. Kenneth Lieberthal of the Brookings Institution says China will be under pressure to make it earlier, perhaps 2020 or 2025.

Technology transfer will also be a thorny issue. China resents the idea of American clean-energy companies taking advantage of ChinaÂ’s predicament to profit from their expertise. But American companies will not be keen to hand over advanced technologies without adequate protection for their intellectual-property rights. ChinaÂ’s lack of attention to this area is bitterly resented by many American businesses, not just high-tech ones.

American climate-change experts say there are grounds for optimism that China will do its best. The countryÂ’s leaders, they say, are beginning to appreciate how much of a threat climate change poses to China itself.

It has taken a while to convince them.

In a country where every year hundreds, if not thousands, of people die in natural disasters, crops are devastated by droughts and millions of peasants migrate to cities, the extra disruption and loss of life that global warming might cause have not seemed like pressing concerns. But Mr Lieberthal says leaders now worry that climate change could pose a serious additional threat to stability. For a party that places stability above everything else, this could be a clincher.

China will enjoy the Schadenfreude of watching Mr ObamaÂ’s struggle with a recalcitrant democracy. The climate-change legislation now before Congress has little chance of being passed by the Senate before the Copenhagen conference even though it was watered down as it passed through the House of Representatives. This will make it difficult for America to claim the moral high ground at Copenhagen. China may even garner more praise.

Whatever accord is reached at Copenhagen, scepticism will still be rife in America about ChinaÂ’s intentions, and in China about AmericaÂ’s willingness to provide the money and technology. At a time when trade friction between China and America is growing, such misgivings could lead to more shouting matches. The climate-change bill threatens to impose carbon tariffs on countries that are deemed not to be doing enough. China will rightly argue that it is doing a lot, but it will worry that Americans will not see it that way.

Mr Hu will also have to watch his own back. Just as in America, implementing carbon-emissions cuts will upset powerful interest groups: fossil-fuel-energy producers, for one. Unless the West, including America, is prepared to help out on a large scale, he will be under pressure to go slow. His decisions on climate change will be a clue to whether domestic or global interests take priority.

Like Mr Obama, he will vacillate. Copenhagen is likely to be just the beginning of a long, hard, struggle between the two countries over what the other is doing. An often defensive and secretive Chinese bureaucracy up against a bewilderingly complex mishmash of competing interests in America will not make for harmony.

Gross electricity consumption in Germany will increase from 595 terawatt hours (TWh) in 2018 to 658 TWh in 2030. That is an increase of eleven percent. This emerges from the detailed analysis of the development of electricity demand that the Federal Ministry of Economics (BMWi) published on Tuesday. The main driver of the increase is therefore the transport sector. According to the paper, increased electric mobility in particular contributes 68 TWh to the increase, in line with rising EV power demand trends across markets. Around 44 TWh of this should be for cars, 7 TWh for light commercial vehicles and 17 TWh for heavy trucks. If the electricity consumption for buses and two-wheelers is added, this results in electricity consumption for e-mobility of around 70 TWh.

The number of purely battery-powered vehicles is increasing according to the investigation by the BMWi to 16 million by 2030, reflecting the global electric car market momentum, plus 2.2 million plug-in hybrids. In 2018 there were only around 100,000 electric cars, the associated electricity consumption was an estimated 0.3 TWh, and plug-in mileage in 2021 highlighted the rapid uptake elsewhere. For heat pumps, the researchers predict an increase in demand by 35 TWh to around 42 TWh. They estimate the electricity consumption for the production of around 12.5 TWh of green hydrogen in 2030 to be just under 20 TWh. The demand at battery factories and data centers will increase by 13 TWh compared to 2018 by this point in time. In the data centers, there is no higher consumption due to more efficient hardware despite advancing digitization.

The updated figures are based on ongoing scenario calculations by Prognos, in which the market researchers took into account the goals of the Climate Protection Act for 2030 and the wider European electrification push for decarbonization. In the preliminary estimate presented by Federal Economics Minister Peter Altmaier (CDU) in July, a range of 645 to 665 TWh was determined for gross electricity consumption in 2030. Previously, Altmaier officially said that electricity demand in this country would remain constant for the next ten years. In June, Chancellor Angela Merkel (CDU) called for an expanded forecast that would have to include trends in e-mobility adoption within a decade and the Internet of Things, for example.

Higher electricity demand
The Federal Association of Energy and Water Management (BDEW) is assuming an even higher electricity demand of around 700 TWh in nine years. In any case, a higher share of renewable energies in electricity generation of 70 percent by 2030 is necessary in order to be able to achieve the climate targets and to address electricity price volatility risks. The expansion paths urgently need to be increased and obstacles removed. This could mean around 100 gigawatts (GW) for onshore wind turbines, 11 GW for biomass and at least 150 GW for photovoltaics by 2030. Faster network expansion and renovation will also become even more urgent, as electric cars challenge grids in many regions.

Floating offshore wind turbine Floatgen, the first offshore wind turbine installed off the French coast, exported its first KWh to the electricity grid, echoing the offshore wind power milestone experienced by U.S. customers recently.

The connection of the electricity export cable, similar in ambition to the UK's 2 GW substation program, and a final series of tests carried out in recent days enabled the Floatgen wind turbine, which is installed 22 km off Le Croisic (Loire-Atlantique), to become fully operational on Tuesday 18 September.

This announcement is a highly symbolic step for the partners involved in this project. This wind turbine is the first operational unit of the floating foundation concept patented by Ideol and built in concrete by Bouygues Travaux Publics. A second unit of the Ideol foundation will soon be operational off Japan. For Centrale Nantes, this is the first production tool and the first injection of electricity into its export cable at its SEM-REV test site dedicated to marine renewable energies, alongside projects such as the Scotland-England subsea power link that expand transmission capacity (third installation after tests on acoustic sensors and cable weights).

This announcement is also symbolic for France since Floatgen lays the foundation for an industrial offshore wind energy sector and represents a unique opportunity to become the global leader in floating wind, as major clean energy corridors like the Canadian hydropower line to New York illustrate growing demand.

With its connection to the grid, SEM-REV will enable the wind turbine to supply electricity to 5000 inhabitants, and similar integrated microgrid initiatives show how local reliability can be enhanced.

India's power demand fell at the fastest pace in at least 12 years in October, signalling a continued decline in the industrial output, mirroring how China's power demand dropped when plants were shuttered, according to government data. Electricity has about 8% weighting in the country's index for industrial production.

India needs electricity to fuel its expanding economy and has at times rationed coal supplies when demand surged, but a third decline in power consumption in as many months points to tapering industrial activity in a nation that aims to become a $5 trillion economy by 2024.

India's industrial output fell at the fastest pace in over six years in September, adding to a series of weak indicators that suggests that the country’s economic slowdown is deep-rooted and interest rate cuts alone may not be enough to revive growth.

Annual industrial output contracted 4.3% in September, government data showed on Monday. It was the worst performance since a 4.4% contraction in February 2013, according to Refinitiv data.

Analysts polled by Reuters had forecast industrial output to fall 2% for the month.

“A contraction of industrial production by 4.3% in September is serious and indicative of a significant slowdown as both investment and consumption demand have collapsed,” said Rupa Rege Nitsure, chief economist of L&T Finance Holdings.

The industrial output figure is the latest in a series of worrying economic data in Asia's third largest economy, which is also the world's third-largest electricity producer as well.

Economists say that weak series of data could mean economic growth for July-September period will remain near April-June quarter levels of 5%, which was a six-year low, and some analysts argue for rewiring India's electricity to bolster productivity. The Indian government is likely to release April-September economic growth figures by the end of this month.

Subdued inflation and an economic slowdown have prompted the Reserve Bank of India (RBI) to cut interest rates by a total of 135 basis points this year, while coal and electricity shortages eased in recent months.

“These are tough times for the RBI, as it cannot do much about it but there will be pressures on it to act ...Blunt tools like monetary policy may not be effective anymore,” Nitsure said.

Data showed in September mining sector fell 8.5%, while manufacturing and electricity fell 3.9% and 2.6% respectively, even as imported coal volumes rose during April-October. Capital goods output during the month fell 20.7%, indicating sluggish demand.

“IIP (Index of Industrial Production) growth in October 2019 is also likely to be in negative territory and only since November 2019 one can expect mild IIP expansion, said Devendra Kumar Pant, Chief Economist and Senior Director, Public Finance, India Ratings & Research (Fitch Group).

Infrastructure output, which comprises eight main sectors, in September showed a contraction of 5.2%, the worst in 14 years, even as global daily electricity demand fell about 15% during pandemic lockdowns.

India's fuel demand fell to its lowest in more than two years in September, with consumption of diesel to its lowest levels since January 2017. Diesel and gasoline together make up over 7.4% of the IIP weightage.

In 2019/20 India's fuel demand — also seen as an indicator of economic and industrial activity — is expected to post the slowest growth in about six years.

Declining solar, wind, and battery technology costs are helping to grow the share of renewables in the world’s power mix to the point that governments are pledging net-zero emission electricity generation in two to three decades to fight global warming.

Yet, electricity grids will continue to require stable baseload to incorporate growing shares of renewable energy sources and ensure lights are on even when the sun doesn’t shine, or the wind doesn’t blow. Until battery technology evolves enough—and costs fall far enough—to allow massive storage and deployment of net-zero electricity to the grid, the systems will continue to need power from sources other than solar and wind.

And these will be natural gas and nuclear power, regardless of concerns about emissions from the fossil fuel natural gas and potential disasters at nuclear power facilities such as the ones in Chernobyl or Fukushima.

As natural gas is increasingly considered as just another fossil fuel, nuclear power generation provides carbon-free electricity to the countries that have it, even as debates over nuclear power’s outlook continue worldwide, and could be the key to ensuring a stable power grid capable of taking in growing shares of solar and wind power generation.

The United States, where nuclear energy currently provides more than half of the carbon-free electricity, is supporting the development of advanced nuclear reactors as part of the clean energy strategy.

But Europe, which has set a goal to reach carbon neutrality by 2050, could find itself with growing emissions from the power sector in a decade, as many nuclear reactors are slated for decommissioning and questions remain over whether its aging reactors can bridge the gap. The gap left by lost nuclear power is most easily filled by natural gas-powered electricity generation—and this, if it happens, could undermine the net-zero goals of the European Union (EU) and the bloc’s ambition to be a world leader in the fight against climate change.

 

U.S. Power Grid Will Need Nuclear For Net-Zero Emissions

A 2020 report from the University of California, Berkeley, said that rapidly declining solar, wind, and storage prices make it entirely feasible for the U.S. to meet 90 percent of its power needs from zero-emission energy sources by 2035 with zero increases in customer costs from today’s levels.

Still, natural gas-fired generation will be needed for 10 percent of America’s power needs. According to the report, in 2035 it would be possible that “during normal periods of generation and demand, wind, solar, and batteries provide 70% of annual generation, while hydropower and nuclear provide 20%.” Even with an exponential rise in renewable power generation, the U.S. grid will need nuclear power and hydropower to be stable with such a large share of solar and wind.

The U.S. Backs Advanced Nuclear Reactor Technology

The U.S. Department of Energy is funding programs of private companies under DOE’s new Advanced Reactor Demonstration Program (ARDP) to showcase next-gen nuclear designs for U.S. deployment.

“Taking leadership in advanced technology is so important to the country’s future because nuclear energy plays such a key role in our clean energy strategy,” U.S. Secretary of Energy Dan Brouillette said at the end of December when DOE announced it was financially backing five teams to develop and demonstrate advanced nuclear reactors in the United States.

“All of these projects will put the U.S. on an accelerated timeline to domestically and globally deploy advanced nuclear reactors that will enhance safety and be affordable to construct and operate,” Secretary Brouillette said.

According to Washington DC-based Nuclear Energy Institute (NEI), a policy organization of the nuclear technologies industry, nuclear energy provides nearly 55 percent of America’s carbon-free electricity. That is more than 2.5 times the amount generated by hydropower, nearly 3 times the amount generated by wind, and more than 12 times the amount generated by solar. Nuclear energy can help the United States to get to the deep carbonization needed to hit climate goals.

 

Europe Could See Rising Emissions Without Nuclear Power

While the United States is doubling down on efforts to develop advanced and cheaper nuclear reactors, including microreactors and such with new types of technology, Europe could be headed to growing emissions from the electricity sector as nuclear power facilities are scheduled to be decommissioned over the next decade and Europe is losing nuclear power just when it really needs energy, according to a Reuters analysis from last month.

In many cases, it will be natural gas that will come to the rescue to power grids to ensure grid stability and enough capacity during peak demand because solar and wind generation is variable and dependent on the weather.

For example, Germany, the biggest economy in Europe, is boosting its renewables targets, but it is also phasing out nuclear by next year, amid a nuclear option debate over climate strategy, while its deadline to phase out coal-fired generation is 2038—more than a decade later compared to phase-out plans in the UK and Italy, for example, where the deadline is the mid-2020s.

The UK, which left the EU last year, included support for nuclear power generation as one of the ten pillars in ‘The Ten Point Plan for a Green Industrial Revolution’ unveiled in November.

The UK’s National Grid has issued several warnings about tight supply since the fall of 2020, due to low renewable output amid high demand.

“National Grid’s announcement underscores the urgency of investing in new nuclear capacity, to secure reliable, always-on, emissions-free power, alongside other zero-carbon sources. Otherwise, we will continue to burn gas and coal as a fallback and fall short of our net zero ambitions,” Tom Greatrex, Chief Executive of the Nuclear Industry Association, said in response to one of those warnings.

But it’s in the UK that one major nuclear power plant project has notoriously seen a delay of nearly a decade—Hinkley Point C, originally planned in 2007 to help UK households to “cook their 2017 Christmas turkeys”, is now set for start-up in the middle of the 2020s.

Nuclear power development and plant construction is expensive, but it could save the plans for low-carbon emission power generation in many developed economies, including in the United States.

This includes enhancing outreach efforts to ensure that residents are aware of the available resources, even as debates like utility revenue in a free-electricity future shape planning, and potentially forming partnerships with local organizations to broaden the impact of its initiatives.

GM president: Electric cars won't go mainstream until we fix these problems

Electric Vehicle Adoption Barriers include range anxiety, charging infrastructure, and cost parity; consumer demand, tax credits, lithium-ion batteries, and performance benefits are accelerating EV uptake, pushing SUVs and self-driving tech toward mainstream mobility.

The automotive industry is hurtling toward a future that will change transportation the same way electricity changed how we light the world. Electric and self-driving vehicles will alter the automotive landscape forever — it's only a question of how soon, and whether the age of electric cars arrives ahead of schedule.

Like any revolution, this one will be created by market demand.
Beyond the environmental benefit, electric vehicle owners enjoy the performance, quiet operation, robust acceleration, style and interior space. And EV owners like not having to buy gasoline. We believe the majority of these customers will stay loyal to electric cars, and U.S. EV sales are soaring into 2024 as this loyalty grows.

But what about non-EV owners? Will they want to buy electric, and is it time to buy an electric car for them yet? About 25 years ago, when we first considered getting into the electric vehicle business with a small car that had about 70 miles of range, the answer was no. But today, the results are far more encouraging.

We recently held consumer clinics in Los Angeles and Chicago and presented people with six SUV choices: three gasoline and three electric. When we asked for their first choice to purchase, 40% of the Chicago respondents chose an electric SUV, and 45% in LA did the same. This is despite a several thousand-dollar premium on the price of the electric models, and despite that EV sales still lag gas cars nationally today, consumer interest was strong (but also before crucial government tax credits that we believe will continue to drive people toward electric vehicles and help fuel market demand).

They had concerns, to be sure. Most people said they want vehicles that can match gasoline-powered vehicles in range, ease of ownership and cost. The sooner we can break down these three critical barriers, the sooner electric cars will become mainstream.

Range
Range is the single biggest barrier to EV acceptance. Just as demand for gas mileage doesn't go down when there are more gas stations, demand for better range won't ease even as charging infrastructure improves. People will still want to drive as long as possible between charges.

Most consumers surveyed during our clinics said they want at least 300 miles of range. And if you look at the market today, which is driven by early adapters, electric cars have hit an inflection point in demand, and the numbers bear that out. The vast majority of electric vehicles sold — almost 90% — are six models with the highest range of 238 miles or more — three Tesla models, the Chevrolet Bolt EV, the Hyundai Kona and the Kia Niro, according to IHS Markit data.

Lithium-ion batteries, which power virtually all electric cars on the road today, are rapidly improving, increasing range with each generation. At GM, we recently announced that our 2020 Chevrolet Bolt EV will have a range of 259 miles, a 21-mile improvement over the previous model. Range will continue to improve across the industry, and range anxiety will dissipate.

Charging infrastructure
Our research also shows that, among those who have considered buying an electric vehicle, but haven't, the lack of charging stations is the number one reason why.

For EVs to gain widespread acceptance, manufacturers, charging companies, industry groups and governments at all levels must work together to make public charging available in as many locations as possible. For example, we are seeing increased partnership activity between manufacturers and charging station companies, as well as construction companies that build large infrastructure projects, as the American EV boom approaches, with the goal of adding thousands of additional public charging stations in the United States.

Private charging stations are just as important. Nearly 80% of electric vehicle owners charge their vehicles at home, and almost 15% at work, with the rest at public stations, our research shows. Therefore, continuing to make charging easy and seamless is vital. To that end, more partnerships with companies that will install the chargers in consumers' homes conveniently and affordably will be a boon for both buyers and sellers.

Cost
Another benefit to EV ownership is a lower cost of operation. Most EV owners report that their average cost of operation is about one-third of what a gasoline-powered car owner pays. But the purchase price is typically significantly higher, and that's where we should see change as each generation of battery technology improves efficiency and reduces cost.

Looking forward, we think electric vehicle propulsion systems will achieve cost parity with internal combustion engines within a decade or sooner, and will only get better after that, driving sticker prices down and widening the appeal to the average consumer. That will be driven by a number of factors, including improvements with each generation of batteries and vehicles, as well as expected increased regulatory costs on gasoline and diesel engines.

Removing these barriers will lead to what I consider the ultimate key to widespread EV adoption — the emergence of the EV as a consumer's primary vehicle — not a single-purpose or secondary vehicle. That will happen when we as an industry are able to offer the utility, cost parity and convenience of today's internal combustion-based cars and trucks.

To get the electric vehicle to first-string status, manufacturers simply must make it as good or better than the cars, trucks and crossovers most people are used to driving today. And we must deliver on our promise of making affordable, appealing EVs in the widest range of sizes and body styles possible. When we do that, electric vehicle adoption and acceptance will be widespread, and it can happen sooner than most people think.
