Scandinavia is cold enough to grow a Mats Sundin. Yet nowadays nearly everyone in the hockey hero's native Sweden keeps warm in winter without burning so much as a drop of oil.

Such are the spoils of the Nordic energy paradox, where a generation of pragmatic energy policy is putting paid to the notion that life cannot prosper on a lower-carbon diet.

For those who would have their cake and eat it, too, look to Sweden, where the raw data is to be envied: between 1990 and 2006, the country enjoyed economic growth of 44 per cent in fixed prices, even as it cut carbon emissions by 9 per cent.

Denmark's numbers show a similar decoupling of GDP from the use of fossil fuels, with 43-per-cent growth contrasting with a 14-per-cent carbon reduction in the same time frame.

The shift was driven by a complex array of policies. But at its root, experts say, was the world's first carbon tax on fossil fuels – an early version of the so-called green shift now under discussion in Canada.

"We are living proof the world should not fear a tax on carbon. Sweden has the highest carbon taxation in the world but we are not living in the Stone Age," said Per Rosenqvist, a climate expert with the Swedish Environment Ministry.

"The standard of life here has improved even as emissions came down. It hasn't been easy. It takes a range of policies, not just a tax. The solutions are different in every country. And they need to be regularly readjusted, as we learn from our mistakes. But it works."

Those with long memories may recall the best of these results match the promises made by the Nordic countries a full 20 years ago, when they first committed to unilaterally weaning their economies off carbon at the 1988 Toronto Conference on The Changing Atmosphere.

In fact, Scandinavia had been brooding over energy issues long before the summit in Toronto. Energy experts say the flashpoint came in 1973, when the first wave of OPEC embargoes shocked the then import-dependent Nordic nations.

"More than any other country, Denmark was severely hit by the 1973 crisis because at the time 95 per cent of our energy was imported oil and coal," said Ole Odgaard, a senior adviser to the Danish Energy Agency.

"It was a very deep shock. And out of this came a determination to rethink our entire energy strategy in order to avoid the same thing happening again."

It is almost required, when writing about Scandinavian energy policy, to wax breathless about enlightened nations who put the planet uppermost on their national agendas.

Yet the reality is something somewhat less angelic. The Danish and Swedish models are driven as much by hard-nosed pragmatism as anything else. Enlightened? Absolutely. Daring? That, too. But the imperative, as with any nation, was self-interest, first and foremost.

"There is also a cultural explanation: We tend to have a culture of consensus on the really important issues," said Odgaard. "It goes back hundreds of years in Denmark, that tradition of finding a common strategy. And we saw it come together again after the crisis of the 1970s. We decided as a society that the issue of energy was so vital that we would raise it above politics – and ever since, that broad consensus has endured. The broad political alliance behind our strategy extends throughout parliament, and as a result the government can change but the basic policy endures."

The Danish consensus, said Odgaard, enabled Denmark to begin drafting plans for the extensive district heating networks that today provide 60 per cent of the country's winter warmth, from the whole of Copenhagen to isolated rural farms. Much of that heat comes from cogeneration plants that harvest heat energy previously wasted in electricity production.

"The district heating is the main reason we saved six to 11 million tonnes of CO2 per year," he said.

Though the bulk of Denmark's carbon tax burden is borne by consumers in fuel and electricity bills, industry pays, as well, albeit at a lower rate – heavy industry has long complained it is suffering a competitive disadvantage.

"When Canada goes shopping for policy, please take wisdom from our mistakes. Because the fact is we face carbon leakage issues in Denmark – the fear of losing our energy-heavy industry to places like Russia and North Africa," said Helle Juhler-Verdoner, head of the Danish Federation of Industries' energy unit.

"I'm not saying the carbon tax hasn't helped improve efficiency. We are, of course, fine with that. But we argue that a better model is to assist the new energy technologies through other means, rather than forcing energy-intensive companies to pay for it."

Juhler-Verdoner points jealously to Sweden, where most major industries – cement, steel, aluminium, pulp and paper – enjoy handsome exemptions from carbon taxation. Swedish policy, she said, allows heavy industry to more easily compete in the global marketplace.

Though they are neighbours, Denmark and Sweden have shifted away from fossil fuels in distinctly different ways. Though both have realized significant energy savings in ultra-efficient cogeneration heat/electricity plants, the Danes have embraced wind as their flag-bearing renewable energy, whereas the forest-rich Swedes have turned to biomass.

In both cases, the shift has resulted in a second dividend of emerging energy technology industries, with Denmark's Vestas Wind Systems alone, at 15,000 employees and growing, accounting for a quarter of the burgeoning global market for wind turbines.

Put another way, Danish energy technology exports were negligible in 1992, accounting for less than 1 per cent of total exports. Last year, Vestas and other burgeoning Danish energy technologies accounted for 9.2 per cent of total exports, worth 52 billion Danish Kroners, or $10.5 billion.

In Sweden, the economic gains are more difficult to pinpoint. While the Swedish home appliance conglomerate Electrolux, for example, is a global giant that routinely wins awards for its emphasis on energy efficiency, many argue carbon taxation played a minor role in the company's search for energy savings.

Swedish biomass and geothermal heat production, on the other hand, have become industries in their own right and now account for nearly 100 per cent of Sweden's district heating supply.

"By exempting biomass from the carbon tax we're made a dramatic shift away from coal in fuelling our power plants," said Rosenqvist.

"But it has also created an industry that would probably be of interest to Canada, given your forests. What we do is extract the biomass from growing forests, by using the residues that would otherwise be rotting and releasing CO2 in the process."

Though very much a society of car-lovers, Sweden is seeing a rapid fuel shift toward ethanol. The change is driven both by the carbon tax, and by a supplementary government edict requiring all filling stations to offer at least one alternative fuel in addition to gas or diesel. Ethanol now accounts for more than 25 per cent of the market, said Rosenqvist.

Swedish and Danish officials alike stress that carbon taxes don't succeed in and of themselves. To achieve results, they must be paired with comprehensive incentives and subsidies that build toward the desired energy shift.

"The advantage of leading the world in some of these areas is obvious. The disadvantage is that we made some mistakes," said Odgaard.

"For example, the first of the land-based windmills were built without any procedure to gain public acceptance. They caused landscape pollution and now we are paying to pull them down and re-establish better, more efficient ones in better locations," he said.

One Danish analyst describes the carbon tax as an almost Darwinian accelerator of the adapt-or-survive dilemma that all Western economies face today.

"The West is losing the heavy industrial production anyway, to China and India and wherever, because cheap labour is the real issue," said Martin Lidegaard, chair of Concito, a Danish environmental think tank.

"So what the carbon tax has done is to force the rest of our industry to go through a process of natural selection. The companies that can deliver new technologies and efficiencies survive and thrive. The companies that cannot are old and weak. And yes, let us be honest, they die," said Lidegaard. "But that's the whole point of a carbon tax. You want to pick winners that will position your economy for the future. If you make your policy to protect everybody, nothing will change."

The impacts of COVID-19 likely mean flat electric vehicle (EV) sales this year, but a trio of new reports say the long-term outlook is for strong growth — which means the electric grid and especially state power grids will need to respond.

As EV adoption grows, newer vehicles will put greater stress on the electric grid due to their larger batteries and capacity for faster charging, according to Rhombus Energy Solutions, while a DOE lab finds US electricity demand could rise 38% as EV adoption scales. A new white paper from the company predicts the cost of lithium-ion batteries will drop by 60% over the next decade, helping enable a new set of charging solutions.

Meanwhile, mobile and temporary EV charging will grow from 0.5% to 2% of the charging market by 2030, according to new Guidehouse research. The overall charging market is expected to reach reach almost $16 billion in revenues in 2020 and more than $60 billion by 2030. ​A third report finds long-range EVs are growing their share of the market as well, and charging them could cause stress to electric distribution systems. 

"One can expect that the number of EVs in fleets will grow very rapidly over the next ten years," according to Rhombus' report. But that means many fleet staging areas will have trouble securing sufficient charging capacity as electric truck fleets scale up.

"Given the amount of time it takes to add new megawatt-level power feeds in most cities (think years), fleet EVs will run into a significant 'power crisis' by 2030," according to Rhombus.

"Grid power availability will become a significant problem for fleets as they increase the number of electric vehicles they operate," Rhombus CEO Rick Sander said in a statement. "Integrating energy storage with vehicle-to-grid capable chargers and smart [energy management system] solutions as seen in California grid stability efforts is a quick and effective mitigation strategy for this issue."

Along with energy storage, Guidehouse says a new, more flexible approach to charger deployment enabled by grid coordination strategies will help meet demand. That means chargers deployed by a van or other mobile stations, and "temporary" chargers that can help fleets expand capacity. 

According to Guidehouse, the temporary units "are well positioned to de-risk large investments in stationary charging infrastructure" while also providing charge point networks and service providers "with new capabilities to flexibly supply predictable changes in EV transportation behaviors and demand surges."

"Mobile charging is a bit of a new area in the EV charging scene. It primarily leverages batteries to make chargers mobile, but it doesn't necessarily have to," Guidehouse Senior Research Analyst Scott Shepard told Utility Dive. 

"The biggest opportunity is with the temporary charging format," said Shepard. "The bigger units are meant to be located at a certain site for a period of time. Those units are interesting because they create a little more scale-ability for sites and a little risk mitigation when it comes to investing in a site."

"Utilities could use temporary chargers as a way to provide more resilient service, using these chargers in line with on-site generation," Shepard said.

Increasing rates of EV adoption, combined with advances in battery size and charging rates, "will impact electric utility distribution infrastructure at a higher rate than previously projected," according to new analysis from FleetCarma.

The charging company conducted a study of over 3,900 EVs, illustrating the rapid change in vehicle capabilities in just the last five years. According to FleetCarma, today's EVs use twice as much energy and draw it at twice the power level. The long-range EV has increased as a proportion of new electric vehicle sales from 14% in 2014 to 66% in 2019 in the United States, it found.

Long-range EVs "are very different from older electric vehicles: they are driven more, they consume more energy, they draw power at a higher level and they are less predictable," according to FleetCarma.

Guidehouse analysts say grid modernization efforts and energy storage can help smooth the impacts of charging larger vehicles. 

Mobile and temporary charging solutions can act as a "buffer" to the distribution grid, according to Guidehouse's report, allowing utilities to avoid or defer some transmission and distribution upgrade costs that could be required due to stress on the grid from newer vehicles.

"At a high level, there's enough power and energy to supply EVs with proper management in place," said Shepard. "And in a lot of different locations, those charging deployments will be built in a way that protects the grid. Public fast charging, large commercial sites, they're going to have the right infrastructure embedded."

"But for certain areas of the grid where there is low visibility, there is the potential for grid disruption and questions about whether the UK grid can cope with EV demand," said Shepard. "This has been on the mind of utilities but never realized: overwhelming residential transformers."

As EVs with higher charging and energy capacities are connected to the grid, Shepard said, "you are going to start to see some of those residential systems come under pressure, and probably see increased incidences of having to upgrade transformers." Some residential upgrades can be deferred through smarter charging programs, he added.

German Chancellor Olaf Scholz set out a 200 billion euro ($194 billion) "defensive shield", including a gas price brake and a cut in sales tax for the fuel, to protect companies and households from the impact of soaring energy prices in Germany.

Europe's biggest economy is trying to cope with surging gas and electricity costs, with local utilities seeking help, caused largely by a collapse in Russian gas supplies to Europe, which Moscow has blamed on Western sanctions following its invasion of Ukraine in February.

"Prices have to come down, so the government will do everything it can. To this end, we are setting up a large defensive shield," said Scholz.

Under the plans, to run until spring 2024, the government will introduce an emergency price brake on gas, the details of which will be announced next month, while Europe weighs emergency measures to limit electricity prices across the bloc. It is scrapping a planned gas levy meant to help firms struggling with high spot market prices. 

A temporary electricity price brake will subsidise basic consumption for consumers and small and medium-sized companies, and complements an electricity subsidy for industries under discussion. Sales tax on gas will fall to 7% from 19%.

In its efforts to cut its dependence on Russian energy, Germany is also promoting the expansion of renewable energy and developing liquefied gas terminals, but rolling back European electricity prices remains complex.

To help households and companies weather any winter supply disruption, amid rising heating and electricity costs this winter, especially in southern Germany, two nuclear plants previously due to close by the end of this year will be able to keep running until spring 2023.

The package will be financed with new borrowing this year, as Berlin makes use of the suspension of a constitutionally enshrined limit on new debt of 0.35% of gross domestic product.

Finance Minister Christian Lindner has said he wants to comply with the limit again next year, even as the EU outlines gas price cap strategies for the market.

Lindner, of the pro-business Free Democrats (FDP) who share power with Scholz's Social Democrats and the Greens, said on Thursday the country's public finances were stable.

"We can put it no other way: we find ourselves in an energy war," said Lindner. "We want to clearly separate crisis expenditure from our regular budget management, we want to send a very clear signal to the capital markets."

He also said the steps would act as a brake on inflation, which hit its highest level in more than a quarter of century in September.

Opposition conservative Markus Soeder, premier of the southern state of Bavaria, said the steps gave the right signal.

"It gives industry and citizens confidence that we can get through the winter," he said.

The US Nuclear Regulatory Commission (NRC) voted 4-0 to approve the implementation of a more streamlined and predictable licensing pathway for advanced non-light water reactors, aligning with nuclear innovation priorities identified by industry advocates, the Nuclear Energy Institute (NEI) announced, and amid regional reliability measures such as New England emergency fuel stock plans that have drawn cost scrutiny.

This approach is consistent with the Nuclear Energy Innovation and Modernisation Act (NEIMA), a nuclear innovation act passed in 2019 by the US Congress calling for the development of a risk-informed, performance-based and technology inclusive licensing process for advanced reactor developers.

NEI Chief Nuclear Officer Doug True said: “A modernised regulatory framework is a key enabler of next-generation nuclear technologies that, amid ACORE’s challenge to DOE subsidy proposals in energy market proceedings, can help us meet our energy needs while protecting the climate. The Commission’s unanimous approval of a risk-informed and performance-based licensing framework paves the way for regulatory reviews to be aligned with the inherent safety characteristics, smaller reactor cores and simplified designs of advanced reactors.”

Over the last several years the industry’s Licensing Modernisation Project, sponsored by US Department of Energy, led by Southern Nuclear, and supported by NEI’s Advanced Reactor Regulatory Task Force, and influenced by a presidential order to bolster uranium and nuclear energy, developed the guidance for this new framework. Amid shifts in the fuel supply chain, including the U.S. ban on Russian uranium, this approach will inform the development of a new rule for licensing advanced reactors, which NEIMA requires.

“A well-defined licensing path will benefit the next generation of nuclear plants, especially as regions consider New England market overhaul efforts, which could meet a wide range of applications beyond generating electricity such as producing heat for industry, desalinating water, and making hydrogen – all without carbon emissions,” True noted.

The climate and biodiversity crises reflect the stories that we have allowed to infiltrate the collective psyche of industrial civilization. It is high time to let go of these stories. Unclutter ourselves. Regain clarity. Make room for other stories that can help us reshape our ways of being in the world.

For starters, I’d love to let go of what has been our most venerated and ingrained story since the mid-1700s: that burning more fossil fuels is synonymous with prosperity. Letting go of that story shouldn’t be too hard these days. Financial investment over the past decade has been shifting very quickly away from fossil fuels and towards renewable energies, as Europe's oil majors increasingly pivot to electrification. Even Bob Dudley, group chief executive of BP — one of the largest fossil fuel corporations in the world — acknowledged the trend, writing in the "BP Statistical Review of World Energy 2017": "The relentless drive to improve energy efficiency is causing global energy consumption overall to decelerate. And, of course, the energy mix is shifting towards cleaner, lower carbon fuels, driven by environmental needs and technological advances." Dudley went on:

Coal consumption fell sharply for the second consecutive year, with its share within primary energy falling to its lowest level since 2004. Indeed, coal production and consumption in the U.K. completed an entire cycle, falling back to levels last seen almost 200 years ago around the time of the Industrial Revolution, with the U.K. power sector recording its first-ever coal-free day in April of this year. In contrast, renewable energy globally led by wind and solar power grew strongly, helped by continuing technological advances.

According to Dudley’s team, global production of oil and natural gas also slowed down in 2016. Meanwhile, that same year, the combined power provided by wind and solar energy increased by 14.6 percent: the biggest jump on record. All in all, since 2005, the installed capacity for renewable energy has grown exponentially, doubling every 5.5 years, as investment incentives expand to accelerate clean power.

The shift away from fossil fuels and towards renewables has been happening not because investors suddenly became science-literate, ethical beings, but because most investors follow the money, and Trump-era oil policies even reshaped Wall Street’s energy strategies.

It is important to celebrate that King Coal — that grand initiator of the Industrial Revolution and nastiest of fossil fuels — has just begun to lose its power over people and the atmosphere. But it is even more important to understand the underlying causes for these changes. The shift away from fossil fuels and towards renewables has been happening not because the bulk of investors suddenly became science-literate, ethical beings, but because most investors follow the money.

The easy fossil fuels — the kind you used to be able to extract with a large profit margin and relatively low risk of disaster — are essentially gone. Almost all that is left are the dregs: unconventional fossil fuels such as bitumen, or untapped offshore oil reserves in very deep water or otherwise challenging environments, like the Arctic. Sure, the dregs are massive enough to keep tempting investors. There is so much unconventional oil and shale gas left underground that, if we burned it, we would warm the world by 6 degrees or more. But unconventional fossil fuels are very expensive and energy-intensive to extract, refine and market. Additionally, new fossil fuel projects, at least in my part of the world, have become hair triggers for social unrest. For instance, Burnaby Mountain, near my home in British Columbia, where renewable electricity in B.C. is expanding, is the site of a proposed bitumen pipeline expansion where hundreds of people have been arrested since 2015 during multiple acts of civil disobedience against new fossil fuel infrastructure. By triggering legal action and delaying the project, these protests have dented corporate profits. So return on investment for fossil fuels has been dropping.

It is no coincidence that in 2017, Petronas, a huge transnational energy corporation, withdrew their massive proposal to build liquefied natural gas infrastructure on the north coast of British Columbia, as Canada's race to net-zero gathers pace across industry. Petronas backed out not because of climate change or to protect essential rearing habitat for salmon, but to backpedal from a deal that would fail to make them richer.

Shifting investment away from fossil fuels and towards renewable energy, even as fossil-fuel workers signal readiness to support the transition, does not mean we have entirely ditched that tired old story about fossil fuel prosperity.

Neoliberal shifts to favor renewable energies can be completely devoid of concern for climate change. While in office, former Texas Gov. Rick Perry questioned climate science and cheered for the oil industry, yet that did not stop him from directing his state towards an expansion of wind and solar energy, even as President Obama argued that decarbonization is irreversible and anchored in long-term economics. Perry saw money to be made by batting for both teams, and merely did what most neoliberal entrepreneurs would have done.

The right change for the wrong reasons brings no guarantees. Shifting investment away from fossil fuels and towards renewable energy does not mean we have entirely ditched that tired old story about fossil fuel prosperity. Once again, let’s look at Perry. As U.S. secretary of energy under Trump’s presidency, in 2017 he called the global shift from fossil fuels "immoral" and said the United States was "blessed" to provide fossil fuels for the world.

UK price cap on household energy bills expected to cost 89bn

UK Energy Price Guarantee Cost forecasts from Cornwall Insight suggest an £89bn bill, tied to wholesale gas prices, OBR projections, and fiscal policy, to shield households amid the cost of living crisis.

Liz Truss’s intervention to freeze energy prices for households for two years is expected to cost the government £89bn, according to the first major costing of the policy by the sector’s leading consultancy.

The analysis from Cornwall Insight, seen exclusively by the Guardian, shows the prime minister’s plan to tackle the cost of living crisis could cost as much as £140bn in a worst-case scenario.

Truss announced in early September that the average annual bill for a typical household would be capped at £2,500 to protect consumers from the intensifying cost of living crisis amid high winter energy costs and a scheduled 80% rise in the cap to £3,549.

The ultimate cost of the policy is uncertain as it is highly dependent on the wholesale cost of gas, including UK natural gas prices which have soared since Russia’s invasion of Ukraine put a squeeze on already-volatile international markets. Ballpark projections had put the cost anywhere from £100bn to £150bn.

The Office for Budget Responsibility is expected to give its forecast for the bill when it provides its independent assessment of Kwasi Kwarteng’s medium-term fiscal plan, which the chancellor said on Tuesday would still happen on 23 November despite previous reports that it would be brought forward.

Cornwall Insight analysed projections of wholesale market moves to cost the intervention. In its base case scenario, analysts expect the policy to cost £89bn. That assumes the cost of supporting each household would be just over £1,000 in the first year, and about £2,000 in the second year.

The study’s authors said the wholesale price of gas would be influenced by energy demand, the severity of weather, “geo-political uncertainty” and prices for liquified natural gas as Europe seeks to refill storage facilities, which countries have rushed to fill up this winter but which could be relatively empty by next spring.

In the best-case outcome, the policy would cost £72bn, with some projections pointing to a 16% decrease in energy bills in April for households, while the “extreme high” outlook would see the government shell out £140bn to protect 29m UK households.

Gas prices are expected to push even higher if the Kremlin decides to completely cut off Russian gas exports into Europe.

Cornwall Insight’s projection does not include a separate six-month initiative to cap costs for companies, charities and public sector organisations, which is forecast to cost £22bn to £48bn.

The consultancy’s chief executive, Gareth Miller, said the £70bn range in its forecasts reflected “a febrile wholesale market continuing to be beset by geopolitical instability, sensitivity to demand, weather and infrastructure resilience”.

He said: “Fortune befriends the bold, but it also favours the prepared. The large uncertainties around commodity markets over the next two years means that the government could get lucky with costs coming out at the low end of the range, but the opposite could also be true.

“In each case, the government may find itself passengers to circumstances outside its control, having made policy that is a hostage to surprises, events and volatile factors. That’s a difficult position to be in.”

The government has faced criticism, as some British MPs urge tighter limits on prices, that the policy is effectively a “blank cheque” and is not targeted at the most vulnerable in society.

Concerns over how Truss and Kwarteng intend to fund a series of measures, including the price guarantee, have spooked financial markets.

The EU, which has outlined possible gas price cap strategies in recent proposals, said last week it planned to cap the revenues of low-carbon electricity generators at €180 a megawatt hour, which is less than half current market prices. Truss has so far resisted calls to extend a levy on North Sea oil and gas operators to electricity generators, who have benefited from a link between gas and electricity prices in Britain.

Truss hopes to strike voluntary long-term deals with generators including Centrica and EDF, alongside the government’s Energy Security Bill measures, to bring down wholesale prices.

The Financial Times reported on Tuesday that the government has threatened companies with legislation to cap their revenues if voluntary deals cannot be agreed.
