Walk around the floor of Lightfair International, the lighting industryÂ’s annual trade show at the Javits Center in New York, and you would be forgiven for thinking that lamps based on light-emitting diodes, or LEDs, had already filled our homes and workplaces.

LED bulbs and fixtures dominated nearly every booth on the show floor.

Now all the world has to do is catch up. Most people think of LEDs as the lights blinking from inside electronic devices. They are being used increasingly to light rooms, though few people have ever bought them.

“In the U.S., 78 percent of the public is completely unaware that traditional light bulbs will be phased out in 2012,” said Charles F. Jerabek, president and chief executive of Osram Sylvania, a unit of Siemens. By law, bulbs must be 30 percent more efficient than current incandescent versions beginning that year.

While the current crop of compact fluorescents could do the job, the industry is rallying around LED lamps for many applications. They say LEDs last longer than current bulbs and compact fluorescent ones and their energy consumption could eventually be less than fluorescent lightsÂ’. They can also be made in many shapes and sizes, which was evident at the trade show. Unlike compact fluorescents bulbs, they contain no mercury and they work well in cold weather. They provide a more pleasing light than fluorescents.

Manufacturers displayed LEDs incorporated into large warehouse, garage and street-lighting fixtures, flexible light ribbons, and replacements for the halogen reflector lamps used in kitchens and offices. Strips of flexible LEDs from Osram Sylvania put light in places where it could not otherwise fit. Later this year, the company will market tiny LED chandelier lights that use 6 watts instead of the 15 watts typical of an incandescent version. It says they will last 25,000 hours instead of 1,500 for an incandescent bulb. Also this fall, Osram, Lighting Science and Philips will introduce 25,000-hour LED lamps that look like traditional bulbs but use just 8 watts of electricity to produce the same amount of light as a 40-watt bulb.

Much of the industryÂ’s effort is aimed at making LED lamps that emit as much light as a 60- or 75-watt incandescent bulb. Cree, a leading maker of LEDs, showed a new version of its LED ceiling fixture that uses 6.5 watts, compared with 11 watts for last yearÂ’s model, to create the light of a standard 65-watt lamp.

Even with the wide range of LED products now available, compact fluorescent bulbs will be the technology of choice for most consumers for years to come. That is a result of LEDs’ high prices — more than $20 for a 40-watt-equivalent bulb — and the difficulty in creating bright bulbs. “The C.F.L. market still has a lot of growth,” said Michael B. Petras Jr., president of GE Lighting, a unit of General Electric. Even so, the company is devoting 50 percent of its research and development money to LED-related technologies.

The advent of long-lasting bulbs means light bulb companies have to shift away from making most of their money selling replacement bulbs. Over the last several years, Philips has remade itself by acquiring several companies that sell lamp fixtures for homes and businesses.

The company expects its LED sales in the United States to increase to $200 million this year from $120 million in 2008, according to Kaj den Daas, president of PhilipsÂ’s lighting group for the United States.

The industry expects to sell more bulbs at a higher price. “Instead of $1.25 light bulbs, we’ll be selling $10 to $20 systems,” said Mr. Jerabek of Osram Sylvania. He also said today’s larger homes have many more lights than homes 20 years ago. And, as LED energy efficiency improves, he thinks consumers will upgrade their LED fixtures with lower watt versions.

Mr. Jerabek remembers the recent debacle with the introduction of low-price compact fluorescent lamps. Their poor reliability and unnatural light caused widespread dissatisfaction among consumers.

“It will be a huge injustice and setback if we allow the same thing to happen to LEDs,” he said.

Plano resident Tony Federico bought his Tesla five years ago in part because he hated spending lots of money on gas, and Supercharger billing changes have also influenced charging expenses. But that financial calculus will change slightly on Sept. 1, when Texas will start charging electric vehicle drivers an additional fee of $200 each year.

“It just seems like it’s arbitrary, with no real logic behind it,” said Federico, 51, who works in information technology. “But I’m going to have to pay it.”

Earlier this year, state lawmakers passed Senate Bill 505, which requires electric vehicle owners to pay the fee when they register a vehicle or renew their registration, even as fights for control over charging continue among utilities, automakers and retailers. It’s being imposed because lawmakers said EV drivers weren’t paying their fair share into a fund that helps cover road construction and repairs across Texas.

The cost will be especially high for those who purchase a new electric vehicle and have to pay two years of registration, or $400, up front.

Texas agencies estimated in a 2020 report that the state lost an average of $200 per year in federal and state gasoline tax dollars when an electric vehicle replaced a gas-fueled one. The agencies called the fee “the most straightforward” remedy.

Gasoline taxes go to the State Highway Fund, which the Texas Department of Transportation calls its “primary funding source.” Electric vehicle drivers don’t pay those taxes, though, because they don’t use gasoline.

Still, EV drivers do use the roads. And while electric vehicles make up a tiny portion of cars in Texas for now, that fraction is expected to increase, raising concerns about state power grids in the years ahead.

Many environmental and consumer advocates agreed with lawmakers that EV drivers should pay into the highway fund but argued over how much, and debates over fairer vehicle taxes are surfacing abroad as well.

Some thought the state should set the fee lower to cover only the lost state tax dollars, rather than both the state and federal money, because federal officials may devise their own scheme. Others argued the state should charge nothing because EVs help reduce greenhouse gas emissions that drive climate change and can offer budget benefits for many owners.

“We urgently need to get more electric vehicles on the road,” said Luke Metzger, executive director of Environment Texas. “Any increased fee could create an additional barrier for Texans, and particularly more moderate- to low-income Texans, to make that transition.”

Tom “Smitty” Smith, the executive director of the Texas Electric Transportation Resources Alliance, advocated for a fee based on how many miles a person drove their electric car, which would better mirror how the gas taxes are assessed.

Texas has a limited incentive that could offset the cost: It offers rebates of up to $2,500 for up to 2,000 new hydrogen fuel cell, electric or hybrid vehicles every two years. Adrian Shelley, Public Citizen’s Texas office director, recommended that the state expand the rebates, noting that state-level EV benefits can be significant.

In the Houston area, dealer Steven Wolf isn’t worried about the fee deterring potential customers from buying the electric Ford F-150 Lightning and Mustang Mach-E vehicles he sells. Electric cars are already more expensive than comparable gasoline-fueled cars, and charging networks compete for drivers, he said.

A neo-Nazi in Florida and a Maryland woman conspired to attack several electrical substations in the Baltimore area, federal officials say.

Sarah Beth Clendaniel and Brandon Clint Russell were arrested and charged in a conspiracy to disable the power grid by shooting out substations via "sniper attacks," according to a criminal complaint from the U.S. Attorney's Office for the District of Maryland.

Clendaniel allegedly said she wanted to "completely destroy this whole city" and was planning to target five substations situated in a "ring" around Baltimore, the complaint said. Russell is part of a violent extremist group that has cells in multiple states, and he previously planned to attack critical infrastructure in Florida, the complaint said.

"This planned attack threatened lives and would have left thousands of Marylanders in the cold and dark," Maryland U.S. Attorney Erek Barron said in a press release. "We are united and committed to using every legal means necessary to disrupt violence, including hate-fueled attacks."

The news comes as concerns grow about an increase in targeted substation attacks on U.S. substations tied to domestic extremism.

 

What to know about substation attacks

Federal data shows vandalism and suspicious activities at electrical facilities soared nationwide last year, and cyber actors have accessed utilities' control rooms as well.

At the end of the year, attacks or potential attacks were reported on more than a dozen substations and one power plant across five states, and Symantec documented Russia-linked Dragonfly activity targeting the energy sector earlier. Several involved firearms.

In December, targeted attacks on substations in North Carolina left tens of thousands without power amid freezing temperatures, spurring renewed focus on protecting the U.S. power grid among officials. The FBI is investigating.

Vandalism at facilities in Washington left more than 21,000 without electricity on Christmas Day, even as hackers breached power-plant systems in other states. Two men were arrested, and one told police he planned to disrupt power to commit a burglary.

The Department of Homeland Security last year said domestic extremists had been developing "credible, specific plans" since at least 2020 and would continue to "encourage physical attacks against electrical infrastructure," and the U.S. government has condemned Russia for power grid hacking as well.

Last February, three neo-Nazis pleaded guilty to federal crimes related to a scheme to attack the grid with rifles, with each targeting a substation in a different region of the U.S., even as reports that Russians hacked into US electric utilities drew widespread attention.

PG&E keeps nearly 60,000 Northern California customers in the dark to reduce wildfire risk

PG&E purposefully shut off electricity to nearly 60,000 Northern California customers Sunday night, aiming to mitigate wildfire risks from power lines during extreme winds.

Pacific Gas and Electric planned to restore power to 70 percent of affected customers in the North Bay and Sierra Foothills late Monday night. As crews inspect lines for safety by helicopter, vehicles and on foot, the remainder will have power sometime Tuesday.

While it was the first time the company shut off power for public safety, PG&E announced its criteria and procedures for such an event in June, said spokesperson Paul Doherty. After wildfires devastated Northern California's wine country last October, he added, PG&E developed its community wildfire safety program division to make power grids and communities more resilient, and prepares for winter storm season through enhanced local response. 

Two sagging PG&E power lines caused one of those wildfires during heavy winds, killing four people and injuring a firefighter, the California Department of Forestry and Fire Protection determined earlier this month. Trees or tree branches hitting PG&E power lines started another four wildfires in October 2017. Altogether, the power company has been blamed for igniting 13 wildfires last year.

"We're adapting our electric system our operating practices to improve safety and reliability," Doherty said of the safety program. "That's really the bottom line for us."

Turning off power to so many customers was a "last resort given the extreme fire danger conditions these communities are experiencing," Pat Hogan, senior vice president of electric operations, said in a statement. Conditions that led the company to shut off power included the National Weather Service's red flag fire warnings, humidity levels, sustained winds, temperature, dry fuel and local terrain, Doherty said, amid possible rolling blackouts during grid strain.

The company de-energized more than 78 miles of transmission lines and more than 2,150 miles of distribution power lines Sunday night. Many schools in the area were closed Monday because of the planned power outage, highlighting unequal access to electricity across communities.

Late Saturday and early Sunday, PG&E warned 97,000 customers in 12 counties that the shut off might go into effect. Through automated calls, texts and emails, the company encouraged customers to have drinking water, canned food, flashlights, prescriptions and baby supplies on hand.

Power was also turned off in Southern California on Monday.

San Diego Gas & Electric turned off service to about 360 customers near Cleveland National Forest, where multiple fires have scorched large swaths of land in recent years.

SDG&E has pre-emptively shut off power to customers in the past, most recently in December when 14,000 customers went without power.

Southern California Edison, the primary electric provider across Southern California — including Los Angeles — has a similar power shutoff program. As of Monday night, SCE had yet to turn off power in any of its service areas, a spokesperson told USA TODAY.

Kenya’s nuclear agency submitted impact studies for a $5 billion power plant, and said it’s on course to build and start operating the facility in about seven years, as markets like China's nuclear program continue steady expansion.

The government plans to expand its nuclear-power capacity fourfold by 2035, mirroring policy steps in India to revive the sector, the Nuclear Power and Energy Agency said in a report on the National Environment Management Authority’s website. The document is set for public scrutiny before the environmental watchdog can approve it, aligning with global green industrial strategies that weigh nuclear in decarbonization, and pave the way for the project to continue.

President Uhuru Kenyatta wants to ramp up installed generation capacity from 2,712 megawatts as of April to boost manufacturing in East Africa’s largest economy, noting milestones such as Barakah Unit 1 reaching 100% power as indicators of nuclear readiness. Kenya expects peak demand to top 22,000 megawatts by 2031, and other jurisdictions, such as Ontario's exploration of new nuclear, are weighing similar large-scale options, partly due to industrial expansion, a component in Kenyatta’s Big Four Agenda. The other three are improving farming, health care and housing.

The nuclear agency is assessing technologies “to identify the ideal reactor for the country,” it said in the report, including next-gen nuclear designs now being evaluated.

A site in Tana River County, near the Kenyan coast was preferred after studies across three regions, according to the report. The plant will be developed with a concessionaire under a build, operate and transfer model, with innovators such as mini-reactor concepts informing vendor options.

New Jersey, New York suspending utility shut-offs amid coronavirus pandemic

New Jersey and New York utilities will keep the power, heat and water on for all customers in response to the coronavirus emergency, both states announced Friday.

Major utilities have agreed to suspend utility shut-offs, a particular concern for people who may be out of work and cannot afford to pay their bills.

“No utility can turn off service … if a person cannot pay their bill as a result of responding to this virus situation,” said New York Gov. Andrew Cuomo during a press conference Friday.

Utilities in New York have voluntarily agreed to this measure, according to the governor’s office, reflecting a broader state moratorium on disconnections during emergencies. No order from the Public Service Commission is expected.

With growing concerns about the economic impacts of a virtual shutdown of businesses and large events to curtail the spread of the novel coronavirus, advocates are increasingly pushing financial relief for families amid pandemic energy insecurity pressures. There’s a campaign in New York to suspend evictions and foreclosures, with growing political support. A similar call has gone out in New Jersey.

As the weather warms, shut-offs of electric and gas service due to nonpayment tend to pick up. If people are quarantined or out of work due to a widespread economic slowdown, some advocates say they shouldn’t have to worry about having the lights or heat turned off, especially as examples of unpaid utility bills straining cities have emerged elsewhere.

“We recognize that customers may experience financial difficulty as a result of the outbreak, whether they or a family member fall ill, are required to quarantine, or because their income is otherwise affected,” said Michael Jennings, a spokesperson for Public Service Enterprise Group — the parent company of Public Service Electric and Gas Company, New Jersey’s largest utility — in a statement.

The company’s policy will be in place at least through the end of April, as will Atlantic City Electric’s, and other utilities such as PG&E's pandemic response included a similar moratorium during the outbreak.

“Curtailing shut-offs is good public policy to make sure New Jersey residents aren’t left in the lurch as they’re dealing with coronavirus,” said Eric Miller, director of the Natural Resources Defense Council’s New Jersey energy policy program. “Not having a safe place to be because you don't have electricity, gas or water doesn’t do anything to help address the coronavirus.”

Water service has also drawn attention. Major cities, including Atlanta and Detroit, have suspended shut-offs to ensure residents have water to wash their hands, while Texas utilities waived fees to support customers as well. Seattle suspended water and electric shutoffs.

American Water, which operates in 16 states and has 650,000 customers in New Jersey and 350,000 in New York, has halted any shutoffs amid the coronavirus pandemic and will also restore service, and similarly Hydro One reconnected customers in Canada to maintain access. New York City does not shut off service for nonpayment, but does issue liens against people’s property.

“Everyone, regardless as to what industry, has to have a heightened responsibility that’s encompassed in compassion and take everything into consideration,” New Jersey state Sen. Teresa Ruiz (D-Essex) told POLITICO. “Now is not the time to be worrying about late payments or bills. We need to get past this, hopefully, to see what we’re facing and then deal with other things.”

PSEG Long Island, a subsidiary of PSEG that handles day-to-day operations for the Long Island Power Authority, was the first New York utility to announce it is also suspending shutoffs before the governor’s announcement. The moratorium will remain in place through the end of April.

Rich Berkley, with the Public Utility Law Project, which advocates for low-income customers in New York, said he’s been in touch with state officials to make sure the issue of utility bills is considered during the pandemic. New York already has requirements for utilities to offer deferred payment agreements before shutting off service, he noted.

“The state has to act to protect the most vulnerable households first,” he said. “To the extent that the state is declaring areas of emergency, this should be part of the remedies the state deploys.”

But he noted that not everyone will have trouble paying their utility bills if they’re under quarantine.

“Given the background of a collapsing stock and equity market, all of which matters to the utilities, and shifts in electricity demand during COVID-19, we have to be careful about blanket moratoriums [on shutoffs] in New York,” Berkley said.

Con Edison, the largest utility in the state serving most of New York City, had already informed the Department of Public Service it will suspend all shut-offs in the one-mile radius New Rochelle containment area, spokesperson Michael Clendenin said on Thursday. The moratorium on shutoffs now includes its entire New York City and Westchester County territory.

Avangrid, which owns New York State Electric & Gas and Rochester Gas & Electric, serving broad swathes of upstate New York, will suspend shut-offs due to unpaid bills for 30 days, spokesperson Michael Jamison said.

Great Britain has one of the most diverse ranges of electricity generation in Europe, with everything from windfarms off the coast of Scotland to a nuclear power station in Suffolk tasked with keeping the lights on. The increasing reliance on renewable energy sources, as part of the country’s green ambitions, also means there can be rapid shifts in the main source of electricity generation. On windy days, most electricity generation comes from record wind generation across onshore and offshore windfarms. When conditions are cold and still, gas-fired power stations known as peaking plants are called into action.

The electricity system in Great Britain relies on a combination of “baseload” power – from stable generators such as nuclear and biomass plants – and “intermittent” sources, such as wind and solar farms that need the right weather conditions to feed energy into the grid. National Grid also imports energy from overseas, through subsea cables known as interconnectors that link to France, Belgium, Norway and the Netherlands. They allow companies to trade excess power, such as renewable energy created by the sun, wind and water, between different countries. By 2030 it is hoped that 90% of the energy imported by interconnectors will be from zero carbon energy sources, though low-carbon electricity generation stalled in 2019 for the UK.

The technology behind Great Britain’s power generation has evolved significantly over the last century, and at times wind has been the main source of electricity. The first integrated national grid in the world was formed in 1935 linking seven regions of the UK. In the aftermath of industrialisation, coal provided the vast majority of power, before oil began to play an increasingly important part in the 1950s. In 1956, the world’s first commercial nuclear reactor, Calder Hall 1 at Windscale (later Sellafield), was opened by Queen Elizabeth II. Coal use fell significantly in the 1990s while the use of combined cycle gas turbines grew, and in 2016 wind generated more electricity than coal for the first time. Now a combination of gas, wind, nuclear and biomass provide the bulk of Great Britain’s energy, with smaller sources such as solar and hydroelectric power also used. From October 2024, coal will no longer be used to generate electricity, following coal-free power records set in recent years.

Energy generation data is fetched from the Balancing Mechanism Reporting Service public feed, provided by Elexon – which runs the wholesale energy market – and is updated every five minutes, covering periods when wind led the power mix as well.

Elexon’s data does not include embedded energy, which is unmetered and therefore invisible to Great Britain’s National Grid. Embedded energy comprises all solar energy and wind energy generated from non-metered turbines. To account for these figures we use embedded energy estimates from the National Grid electricity system operator, which are published every 30 minutes.

Import figures refer to the net flow of electricity from the interconnectors with Europe and with Northern Ireland. A positive value represents import into the GB transmission system, while a negative value represents an export.

Hydro figures combine renewable run-of-the-river hydropower and pumped storage.

Biomass figures include Elexon’s “other” category, which comprises coal-to-biomass conversions and biomass combined heat and power plants.
