Atomic Energy of Canada Ltd. has shelved plans to build a replacement for a reactor that produces vital medical isotopes, in part because the project was millions of dollars over budget and years behind schedule.

A pair of new reactors, dubbed MAPLE-1 and MAPLE-2, were to have been put into service in 2000 to take over the job of medical isotope production from the 50-year-old National Research Universal (NRU) reactor, whose shutdown late last year sparked a medical and political crisis.

But now, eight years behind schedule, with a budget that has ballooned from $140-million to $300-million or more and with no prospects of solving the technical hurdles that have bedevilled the project, AECL, with the government's backing, finally pulled the plug.

"This is a good business decision. This is the right decision for the Canadian taxpayer, it is the right decision for AECL, and it is the right decision for the medical community," Natural Resources Minister Gary Lunn said in the House of Commons.

An energy industry lobbyist, speaking on condition of anonymity, said the failure of the MAPLEs is a black eye for AECL and will be singled out by its international competitors.

"This is terrible news for Canadian technology," said the lobbyist.

Liberal MP Omar Alghabra agreed:"I think it'll have great impact, negative impact on their reputation."

AECL's chief executive officer Hugh MacDiarmid said he anticipates his company's competitors and critics will say these things about the MAPLE failure but he does not believe it will affect AECL's commercial business, selling CANDU reactors for electricity generation.

"The MAPLEs project was literally at the frontier, the first of its kind," said Mr. MacDiarmid. "To suggest that the outcome of this project somehow reflects negatively on our ability to deliver a CANDU reactor... I don't connect those dots."

The shutdown of the MAPLEs will put new pressure on AECL engineers to find ways to keep the NRU reactor functioning.

The NRU, believed to be the oldest in the world, first went into service in 1957 and now produces most of the medical isotopes used in Canada and half of the global supply of isotopes.

A shutdown of the NRU, forced upon it late last year by the federal nuclear regulator which was acting on safety concerns, prompted a medical and political crisis when doctors could no longer receive a steady supply of the isotopes, used to diagnose and treat patients in Canada and around the world with cancer and other diseases. Isotopes have a short shelf life and must be used within days of their production.

The NRU was put back into service in February and continues to produce isotopes. It is licensed to do so until 2011.

Mr. Lunn said the decision to shutter MAPLE would not threaten isotope production but neither he nor AECL officials could say what project, if any, will succeed MAPLE as a replacement for the NRU. MAPLE is an acronym for Multipurpose Applied Physics Lattice Experiment.

"I can't give you anything definitive as to where we're going to be 10 years from now," said Hugh MacDiarmid, who was installed as AECL's chief executive officer in January.

Long-term planning for AECL is difficult right now because it is undergoing a strategic review, ordered by Mr. Lunn, which could lead to the partial or complete privatization of the Crown corporation.

"We are committed to ensure that the medical community has their adequate supply of isotopes," Mr. Lunn said. "The current reactor will continue to produce them. It's a marvellous piece of technology. And it's operating safer than it ever has been before in its entire history. This decision (to shelve the MAPLEs) that we made today is about good governance, good management. It has no impact on the production of isotopes."

But Mr. Lunn's political opponents are not prepared to accept that.

"It's hard to take them at their word," said Mr. Alghabra, the Liberal's natural resources critic. "I think I'll be forgiven for being skeptical and raising these issues. I think all Canadians... who suffered because of the shortage earlier this year will join me in raising these questions."

NDP MP Libby Davies said: "I think there's a huge public policy question here in terms of why hasn't the planning been done to ensure that there is a facility and a renewal in terms of being able to provide these medical isotopes."

AECL's board of directors decided to shut down work on the MAPLEs at a meeting in late April shortly after the latest round of tests on one of the reactors failed to produce the desired results.

It's not clear just how much the MAPLEs will have cost the Canadian taxpayer. Sources in the nuclear industry have told Canwest News Service that the final bill will be in excess of $300-million. Reuters reported that it was $500-million. Mr. Lunn, said it was "hundreds and hundreds of millions of dollars over budget."

Mr. MacDiarmid said he could not provide the full costing on the MAPLE project because to do so would violate commercial confidentiality agreements with MDS Nordion Inc., the publicly traded company that buys the isotopes from AECL and distributes them to the medical community.

Whatever money was lost on the MAPLEs, millions more will have to be spent to upgrade the NRU and the facility at Chalk River. The Auditor General, in a recent report, suggested that AECL needed to spend between $600-million and $800-million on the facility at AECL, including improvements to the NRU.

Mr. MacDiarmid agreed that funding would be required to upgrade the NRU in order to win the licence extension but he declined to say how much money would be required.

Norway, one of Europe’s biggest electricity exporters, is considering measures to limit power shipments to prevent domestic shortages amid surging prices, according to local media reports.

The government may propose a rule to limit exports if the water level for Norway’s hydro reservoirs drops to “very low” levels, to ensure security of supply, said Energy Minister Terje Aasland, according NTB newswire. The limit would take account of seasonality and would differ across the about 1,800 hydro reservoirs, he said. 

Russia’s gas supply cuts in retaliation for European sanctions over the war in Ukraine have triggered the continent’s worst energy crisis in decades, with demand surging for cheap Norwegian hydro electricity. Yet the government faces increasing calls from the public and opposition to limit flows abroad. Prices are near record levels in some parts of the Nordic nation as hydro-reservoir levels have plunged in the south after a drier-than-normal spring. 

The government has been under pressure to do something about exports since before April. Flows on the cables are regulated by deals with both the European Union and the UK energy market and Norway can’t simply cut flows. It’s the latest test of European solidarity and a wake-up call for Europe when it comes to energy supplies. Hungary is trying to ban energy exports after it declared an energy emergency.

Back in May, grid operator Statnett SF warned that Norway could face a strained power situation after less snowfall than usual during the winter. At the end of last week, the level of filling in Norwegian hydro reservoirs was 66.5%, compared with a median 74.9% for the corresponding time in 2002-2021, regulator NVE said. Day-ahead electricity prices in southwest Norway soared to a record 423 euros per megawatt-hour late last month, partly due to bottlenecks in the grid limiting supply from the northern regions.

The grid operator has been asked to present by Oct. 1 possible measures that need to be taken to secure supply and infrastructure security ahead of the winter. Statnett operates cables to the UK and Germany aimed at selling surplus electricity and would likely take a financial hit if curbs were introduced. “Operations of these will always follow current laws and regulations,” Irene Meldal, a company spokeswoman, said Friday by email. 

Premier Jonas Gahr Store signaled his minority government will file proposals that also include more subsidies to families and companies and align with Europe’s emergency price measures during August, according to an interview with TV2 on Thursday. Meanwhile, opposition politicians plan to hold an extraordinary parliament meeting to discuss boosting the subsidies.

Aasland will summon the parties’ representatives to a meeting on Monday on the electricity crisis, the Aftenposten newspaper reported on Friday, without citing anyone. He intends to inform the parties about the ongoing work and aims to “avoid rushed decisions” by the parliamentary majority.

The Jordanian Cabinet on has approved the memorandum of understanding to implement the electricity linkage project between Jordan and Saudi Arabia, echoing regional steps such as Lebanon's electricity sector reform to modernize power governance.

The memo will be signed between the National Electric Power Company(NEPCO) and the Saudi National Electricity Company, mirroring cross-border efforts like CEA-Mexico electricity cooperation to strengthen regional interconnections.

The agreement will enable the two sides to initiate technical and financial feasibility studies for the project, which aims to enhance the stability and reliability of electricity networks in both countries, aligning with measures to secure power such as Ireland's electricity supply plan pursued internationally.

The initial feasibility studies, which came as part of the comprehensive Arab electricity linkage issued by the Arab League in 2014, had shown the possibility of implementing the Jordanian-Saudi linkage, as electricity markets evolve in places like Alberta electricity market changes toward new designs.

Regional developments, including a Lebanon electricity goodwill gesture that sowed discord, underscore the complexities of power-sector reform.

Also on Wednesday, the Government approved the third amendment to the grant agreement provided by the EU for a programme of financial inclusion through improving the governance and the spread of micro-financing in Jordan.

Jordan and the EU signed the grant agreement on December 14, 2014 to support the general budget.

The Cabinet also approved the recommendations of the ministerial team tasked with overseeing the annual and financial plans of public credit funds in the Kingdom.

The recommendations included establishing a guidance office to introduce the governmental lending programmes and windows within Iradah centres affiliated with the Planning and International Cooperation Ministry.

The Council of Ministers decided to oblige the government institutions to execute all of their correspondences to the Jordan Customs Department (JCD) electronically.

The decision also includes cancelling the provision of 55 JCD services by conventional paper works and to be provided only online.

The council also approved the outcomes of the study to restructure the governmental body.

The outcomes proposed activating the Higher Health Council, cancelling the independence of the Vocational and Technical Employment Training Fund transferring its functions to the Employment and Development Fund, and activating the National ICT Centre.

The government has cancelled the National Fund to Support Sports and the Scientific Support Fund.

The research also found that 72 per cent of customers would like to pick their own due date to better manage their finances. This feature is now included in Hydro One's new customization bundle, which will be shared with customers through an awareness campaign. Other customization tools include alerts when electricity usage falls outside of the customer's normal pattern, the ability to report outages online and the ability to receive text messages or emails when outages occur. US NRC streamlines licensing for advanced reactors

The US Nuclear Regulatory Commission (NRC) voted 4-0 to approve the implementation of a more streamlined and predictable licensing pathway for advanced non-light water reactors, aligning with nuclear innovation priorities identified by industry advocates, the Nuclear Energy Institute (NEI) announced, and amid regional reliability measures such as New England emergency fuel stock plans that have drawn cost scrutiny.

This approach is consistent with the Nuclear Energy Innovation and Modernisation Act (NEIMA), a nuclear innovation act passed in 2019 by the US Congress calling for the development of a risk-informed, performance-based and technology inclusive licensing process for advanced reactor developers.

NEI Chief Nuclear Officer Doug True said: “A modernised regulatory framework is a key enabler of next-generation nuclear technologies that, amid ACORE’s challenge to DOE subsidy proposals in energy market proceedings, can help us meet our energy needs while protecting the climate. The Commission’s unanimous approval of a risk-informed and performance-based licensing framework paves the way for regulatory reviews to be aligned with the inherent safety characteristics, smaller reactor cores and simplified designs of advanced reactors.”

Over the last several years the industry’s Licensing Modernisation Project, sponsored by US Department of Energy, led by Southern Nuclear, and supported by NEI’s Advanced Reactor Regulatory Task Force, and influenced by a presidential order to bolster uranium and nuclear energy, developed the guidance for this new framework. Amid shifts in the fuel supply chain, including the U.S. ban on Russian uranium, this approach will inform the development of a new rule for licensing advanced reactors, which NEIMA requires.

“A well-defined licensing path will benefit the next generation of nuclear plants, especially as regions consider New England market overhaul efforts, which could meet a wide range of applications beyond generating electricity such as producing heat for industry, desalinating water, and making hydrogen – all without carbon emissions,” True noted.

France hopes to keep Brussels sweet with new electricity pricing scheme

France has unveiled a new electricity pricing mechanism, hoping to defuse months of tension over energy subsidies with Brussels and its neighbors.

The strain has included a Franco-German fight over EU electricity reform with Germany accusing France of wanting to subsidize its industry via artificially low energy prices, while Paris maintained it should have the right to make the most of its relatively cheap nuclear energy. That fight has now been settled.

On Tuesday, the French government presented a new mechanism — complex, and still-to-be-detailed — to bring the average price of electricity closer to €70 per megawatt hour (MWh) as of 2026, amid Europe's electricity market revamp efforts.

"The agreement has been defined to comply with European rules and avoid difficulties with the European Commission," said France's Economy and Finance Minister Bruno Le Maire, noting that France had ruled out other "simpler" options that would have caused tension with Brussels.

For example, France has not yet envisaged the use of state-backed investment schemes called Contracts for Difference (CfD), which were the main source of discord in talks with Germany on the electricity market reform and the EU push for more fixed-price contracts in generation. The compromise agreed by EU ministers last month gives the Commission the power to monitor CfDs in the nuclear sector.

"France wanted to limit as much as possible the European Commission's nuisance power," said Phuc-Vinh Nguyen, an energy expert at the Jacques Delors Institute think tank in Paris.

The announcement came weeks after French President Emmanuel Macron promised that France would "take back control" of its electricity prices to allow its industry to make the most of the country's relatively cheap nuclear energy.

Germany, by contrast, has moved to support energy-intensive industries with an industrial electricity subsidy, underscoring the policy divergence.

“The price of electricity has always been a major competitive advantage for the French nation, and it must remain so,” Le Maire said.

Under the new mechanism, part of a broader deal on electricity prices between the state and EDF, the government will seize EDF profits above certain thresholds and redistribute them directly to industry and households to bring prices closer to the desired level. Specifically, the government will redistribute 50 percent of EDF’s additional profits if prices rise above €78-€80 per MWh, and 90 percent of extra profits if prices rise above €110 per MWh.

The move also marks a new step in the government's power grab at EDF, after the company was fully nationalized earlier this year.

For years, France has been discussing an EDF reform with the Commission in order to address concerns by Brussels regarding disguised state aid to the company. In particular, the Commission wanted assurances that any state aid given to nuclear would be kept separate from those parts of the business subject to competition, such as renewable energy development.

An economy ministry official close to Le Maire argued that the new pricing mechanism would settle matters with Brussels on that front. A Commission spokesperson said Brussels was in contact with France on the file, but declined further comment.

The mechanism will replace the existing EU-mandated energy pricing mechanism, dubbed ARENH, which was set to expire at the end of 2025, and which has forced EDF to sell some of its electricity to competitors at a fixed low price since 2010, and comes amid contested electricity market reforms at EU level.

The new system could benefit EDF because it won't be bound to sell energy at a lower price, but instead will be allowed to auction off its energy to competitors. On the other hand, the redistribution system would deprive the company of some profits when electricity prices are higher. No wonder, then, that negotiations between the government and EDF have been "difficult," as Le Maire put it.
