Ontario Premier Dalton McGuinty and Quebec Premier Jean Charest will hold a historic joint cabinet meeting in June as part of a plan to showcase their closer ties and strengthen their hand in dealing with Ottawa.

Several cabinet ministers from the two provinces will gather around the same table in Quebec City, where they will discuss a number of topics of mutual interest, including trade between the two provinces, their struggling manufacturing sectors and electricity transmission, government officials said. It will be the first time the two provinces have held a joint cabinet meeting.

But the meeting will be about much more than the long list of items the two provinces have been working on for months, government sources said.

Mr. McGuinty and Mr. Charest need each other in pursuing their own political agendas with the Harper government. By presenting a united front on issues they have in common, they plan to send a message to Ottawa that the leaders of Canada's two largest provinces have formed a formidable alliance, one that Prime Minister Stephen Harper's minority government may find difficult to ignore.

"Both Premier Charest and Premier McGuinty see eye to eye on a number of issues across the board that affect Quebec and Ontario," said a senior Ontario government official. "I think it is significant that you've got two of the biggest provinces, representing two-thirds of the population, standing up together and looking for ways to work together."

The two leaders will use the backdrop of the festivities for Quebec City's 400th anniversary to call attention to their own partnership. The meeting will open with a ceremony at a dinner on June 1 at the Chateau Frontenac, where Mr. McGuinty will present Mr. Charest with a plaque to commemorate the city's anniversary.

Planning for the meeting began in November, when Mr. McGuinty and Mr. Charest signed an agreement in Toronto, pledging to begin talks to remove trade barriers between the two provinces. That meeting signalled the beginning of their warmer relations.

Until then, the two leaders had often been at odds with each other, in particular over how Ottawa divvies up its riches to the provinces. But with the manufacturing sectors in Ontario and Quebec shedding thousands of jobs, the two are becoming closer allies in looking for ways to strengthen their weakened economies.

They want Mr. Harper to know that his government's laissez-faire economic policies, which favour tax cuts over financial aid for struggling sectors, run the risk of alienating voters in Canada's two largest provinces, the sources said.

Cabinet ministers from the two provinces will then meet on June 2, when they are expected to adopt a common strategy to pressure Mr. Harper to increase aid for manufacturers, Hugo D'Amour, Mr. Charest's press secretary, said from Bordeaux, France, where the Premier is promoting Quebec City's anniversary.

"We are co-operating in a bunch of sectors," Mr. D'Amour said.

The ministers will also work on eliminating trade irritants and harmonizing regulations to allow for a freer flow of trade between the two provinces, he said.

Ontario's energy needs and Quebec's desire to export hydro-electricity and eventually natural gas from the proposed Rabaska liquefied natural-gas terminal near Quebec City will be on the agenda, he said.

Hydro-Québec is building a new multimillion-dollar transmission line to Ontario to help meet that province's future energy needs.

Not all of Ontario's 28 cabinet ministers and Quebec's 18 ministers will be at the meeting. The agenda is still being finalized, but only those ministers who have an interest will be there, the senior Ontario government official said.

"The message we want to send is we are going to work with our most significant neighbour in the country to find ways of helping each other," he said.

BC residents split on going nuclear for electricity generation: survey

There is a long-term need to produce more electricity to meet population and economic growth needs and, in particular, create new clean energy sources, with two new BC generating stations recently commissioned contributing to capacity.

Increasingly, in the worldwide discourse on climate change, nuclear power plants are being touted as a zero-emission clean energy source, with Ontario exploring large-scale nuclear to expand capacity, and a key solution towards meeting reduced emissions goals. New technological advancements could make nuclear power far safer than existing plant designs.

When queried on whether British Columbia should support nuclear power for electricity generation, respondents in a new province-wide survey by Research Co. were split, with 43% in favour and 40% against.

Levels of support reached 46% in Metro Vancouver, 41% in the Fraser Valley, 44% in Southern BC, 39% in Northern BC, and 36% on Vancouver Island.

The closest nuclear power plant to BC is the Columbia Generating Station, located in southern Washington State.

The safe use of nuclear power came to the forefront following the 2011 Fukushima nuclear disaster when the most powerful earthquake ever recorded in Japan triggered a large tsunami that damaged the plant’s emergency generators. Japan subsequently shut off many of its nuclear power plants and increased its reliance on fossil fuel imports, but in recent years there has been a policy reversal to restart shuttered nuclear plants to provide the nation with improved energy security.

Over the past decade, Germany has also been undergoing a transition away from nuclear power. But in an effort to replace Russian natural gas, Germany is now using more coal for power generation than ever before in decades, while Ontario’s electricity outlook suggests a shift to a dirtier mix, and it is looking to expand its use of liquefied natural gas (LNG).

Last summer, German chancellor Olaf Scholz told the CBC he wants Canada to increase its shipments of LNG gas to Europe. LNG, which is greener compared to coal and oil, is generally seen as a transitionary fuel source for parts of the world that currently depend on heavy polluting fuels for power generation.

When the Research Co. survey asked BC residents whether they support the further development of the province’s LNG industry, including LNG electricity demand that BC Hydro says justifies Site C, 55% of respondents were supportive, while 29% were opposed and 17% undecided.

Support for the expansion of the LNG is highest in Southern BC (67%), followed by the Fraser Valley (56%), Metro Vancouver (also 56%), Northern BC (55%), and Vancouver Island (41%).

A larger proportion of BC residents are against any idea of the provincial government moving to ban the use of natural gas for stoves and heating in new buildings, with 45% opposed and 39% in support.

Significant majorities of BC residents are concerned that energy costs could become too expensive, and a report on coal phase-outs underscores potential cost and effectiveness concerns, with 84% expressing concern for residents and 66% for businesses. As well, 70% are concerned that energy shortages could lead to measures such as rationing and rolling blackouts.

Currently, about 90% of BC’s electricity is produced by hydroelectric dams, but this fluctuates throughout the year — at times, BC imports coal- and gas-generated power from the United States when hydro output is low.

According to BC Hydro’s five-year electrification plan released in September 2021, it is estimated BC has a sufficient supply of clean electricity only by 2030, including the capacity of the Site C dam, which is slated to open in 2025. The $16 billion dam will have an output capacity of 1,100 megawatts or enough power for the equivalent of 450,000 homes.

The provincial government’s strategy for pushing vehicles towards becoming dependent on the electrical grid also necessitates a reliable supply of power, prompting BC Hydro’s first call for power in 15 years to prepare for electrification. Most BC residents support the provincial government’s requirement for all new car and passenger truck sales to be zero-emission by 2035, with 75% supporting the goal and 21% opposed.

In Europe, A Push For Electricity To Solve The Climate Dilemma

The European Union has one of the most ambitious carbon emission reduction goals under the global Paris Agreement on climate change – a 95% reduction by 2050.

It seems that everyone has an idea for how to get there. Some are pushing nuclear energy. Others are pushing for a complete phase-out of fossil fuels and a switch to renewables.

Today the European electricity industry came out with their own plan, amid expectations of greater electricity price volatility in Europe in the coming years. A study published today by Eurelectric, the trade body of the European power sector, concludes that the 2050 goal will not be possible without a major shift to electricity in transport, buildings and industry.

The study finds that for the EU to reach its 95% emissions reduction target, electricity needs to cover at least 60 percent of final energy consumption by 2050. This would require a 1.5 percent year-on-year growth of EU electricity use, with evidence that EVs could raise electricity demand significantly in other markets, while at the same time reducing the EU’s overall energy consumption by 1.3 percent per year.

Transport is one of the areas where electrification can deliver the most benefit, because an electric car causes far less carbon emissions than a conventional vehicle, with e-mobility emerging as a key driver of electricity demand even if that electricity is generated in a fossil fuel power plant.

In the most ambitious scenario presented by the study, up to 63 percent of total final energy consumption in transport will be electric by 2050, and some analyses suggest that mass adoption of electric cars could occur much sooner, further accelerating progress.

Building have big potential as well, according to the study, with 45 to 63 percent of buildings energy consumption could be electric in 2050 by converting to electric heat pumps. Industrial processes could technically be electrified with up to 50 percent direct electrification in 2050, according to the study. The relative competitiveness of electricity against other carbon-neutral fuels will be the critical driver for this shift, but grid carbon intensity differs across markets, such as where fossil fuels still supply a notable share of generation.

Energy Ministry may lower coal production target as Chinese demand falls

The Energy and Mineral Resources (ESDM) Ministry is considering lowering the coal production target this year as demand from China has shown a significant decline, with China power demand drops reported, since the start of the outbreak of the novel coronavirus in the country late last year, a senior ministry official has said.

The ministry’s coal and mineral director general Bambang Gatot Ariyono said in Jakarta on March 12 that the decline in the demand had also caused a sharp drop in coal prices on the world market, and China's plan to reduce coal power has further weighed on sentiment, which could cause the country’s miners to reduce their production.

The 2020 minerals and coal mining program and budget (RKAB) has set a current production goal of 550 million tons of coal, a 10 percent increase from last year’s target. As of March 6, 94.7 million tons of coal had been mined in the country in the year.

“With the existing demand, revision to this year’s production is almost certain,” he said, adding that the drop in demand had also caused a decline in coal prices.

Indonesia’s thermal coal reference price (HBA) fell by 26 percent year-on-year to US$67.08 per metric ton in March, according to a Standards & Poor press release on March 5.  At home, the coal price is also unattractive for local producers. Under the domestic market obligation (DMO) policy, miners are required to sell a quarter of their production to state-owned electricity company PLN at a government-set price, even as imported coal volumes rise in some markets. This year’s coal reference price is $70 per metric ton, far below the internal prices before the coronavirus outbreak hit China.

The ministry’s expert staff member Irwandy Arif said China had reduced its coal demand by 200,000 tons so far, as six of its coal-fired power plants had suspended operation due to the significant drop in electricity demand. Many factories in the country were closed as the government tried to halt the spread of the new coronavirus, which caused the decline in energy demand and created electric power woes for international supply chains.

“At present, all mines in Indonesia are still operating normally, while India is rationing coal supplies amid surging electricity demand. But we have to see what will happen in June,” he said.

The ministry predicted that the low demand would also result in a decline in coal mining investment, as clean energy investment has slipped across many developing nations.

The ministry set a $7.6 billion investment target for the mining sector this year, up from $6.17 billion last year, even as Israel reduces coal use in its power sector, which may influence regional demand. The year’s total investment realization was $192 million as of March 6, or around 2.5 percent of the annual target.

Wind turbines have generated more electricity than gas, as wind becomes the main source for the first time in the UK.

In the first three months of this year a third of the country's electricity came from wind farms, as the UK set a wind generation record that underscored the trend, research from Imperial College London has shown.

National Grid has also confirmed that April saw a record period of solar energy generation, and wind and solar outproduced nuclear in earlier milestones.

By 2035 the UK aims for all of its electricity to have net zero emissions, after a 2019 stall in low-carbon generation highlighted the challenge.

"There are still many hurdles to reaching a completely fossil fuel-free grid, but wind out-supplying gas for the first time is a genuine milestone event," said Iain Staffell, energy researcher at Imperial College and lead author of the report.

The research was commissioned by Drax Electrical Insights, which is funded by Drax energy company.

The majority of the UK's wind power has come from offshore wind farms, and the country leads the G20 for wind's electricity share according to recent analyses. Installing new onshore wind turbines has effectively been banned since 2015 in England.

Under current planning rules, companies can only apply to build onshore wind turbines on land specifically identified for development in the land-use plans drawn up by local councils. Prime Minister Rishi Sunak agreed in December to relax these planning restrictions to speed up development.

Scientists say switching to renewable power is crucial to curb the impacts of climate change, which are already being felt, including in the UK, which last year recorded its hottest year since records began.

Solar and wind have seen significant growth in the UK, with wind surpassing coal in 2016 as a milestone. In the first quarter of 2023, 42% of the UK's electricity came from renewable energy, with 33% coming from fossil fuels like gas and coal.

But BBC research revealed on Thursday that billions of pounds' worth of green energy projects are stuck on hold due to delays with getting connections to the grid, as peak power prices also climbed amid system pressures.

Some new solar and wind sites are waiting up to 10 to 15 years to be connected because of a lack of capacity in the electricity system.

And electricity only accounts for 18% of the UK's total power needs. There are many demands for energy which electricity is not meeting, such as heating our homes, manufacturing and transport.

Currently the majority of UK homes use gas for their heating - the government is seeking to move households away from gas boilers and on to heat pumps which use electricity.
