The leader of Canada's easternmost province called on business leaders and politicians here to help end Quebec's monopoly on electricity exports to the eastern United States.

Danny Williams, the premier of Newfoundland and Labrador, complained that the provincial crown corporation Hydro-Québec was standing in the way of his government's efforts to develop two large hydroelectric projects.

"We believe it's time for more competition in Canadian electricity exports," Williams said. "The state of New York has a direct interest here. Market dominance by Hydro-Québec north of the border is bad for consumers. It is that simple."

Newfoundland and Labrador has applied for access to Quebec's transmission lines under government open-access regulations, but Williams complains that what should have been a nine-month approval process has been bogged down for three years by Hydro-Québec officials.

"Hydro-Québec has not only refused to respect the jurisdiction of the regulator but has refused to provide us with the most basic information on available capacity in their system," Williams said. "As our applications grind through the Quebec bureaucracy, Hydro-Québec's own projects speed along."

Williams' government wants to build two hydroelectric dams on the lower reaches of the Churchill River. A facility at Gull Island would have a generating capacity of approximately 2,200 megawatts, while a second 850-megawatt plant is planned for Muskrat Falls, both to be operated by the province's own corporation, Nalcor Energy.

Of the 3,050 megawatts of capacity, Newfoundland and Labrador would like to export more than 2,000 megawatts to the eastern United States, mostly to New England and the New York-New Jersey area. One possible route sees the power running through Quebec's existing transmission lines, but Premier Williams says Hydro-Québec is loath to let competition in.

Williams says his government has filed complaints with Quebec energy regulators but is upset by the slow pace of negotiations with Canada's second-largest province. Dealing with Hydro-Québec "has been cumbersome, to put it politely, and has slowed our progress to an unacceptable pace," he said.

The premier is asking U.S. investors to apply pressure for a deal, arguing that greater competition in electricity exports from Canada will help keep energy costs down in the United States.

The developer of the Churchill River projects, Nalcor Energy, says the projects would generate enough power for the needs of about 1.5 million homes. In an interview, company spokeswoman Leona Barrington said construction on both projects should be ready to start by 2010 or early 2011 and could come online as early as 2016 pending the outcome of ongoing environmental impact reviews. But uncertainty over access to the U.S. market could force further delays. Quebec's main independent power regulator will finally hear Newfoundland's complaint early next year.

A second option would have electricity transmitted through undersea cables to Nova Scotia, and then overland to the United States. But Williams said Hydro-Québec is now moving to cut off even this option through a recently proposed acquisition of New Brunswick's chief power supplier, one that the government of New Brunswick is reportedly eager to pursue.

"Quite frankly put, we now have a situation where Hydro-Québec has decided that their current stranglehold on power exports to the United States is still not quite strong enough," Williams said. "In their latest move, they have convinced the government of New Brunswick to sell its utility company, New Brunswick Power, to Hydro-Québec."

U.S. customers should especially be wary of the New Brunswick deal, Williams warned. If allowed to grow through, it would give Hydro-Québec complete control over all overland power transmission to the U.S. Eastern Seaboard. "I can't imagine a worst case scenario for the northeastern United States," he said.

Hydro-Québec officials rejected Premier Williams' allegations.

"For us it's clear that Hydro-Québec's grid is an open access and nondiscriminatory access grid, and we operate in respect of rules from the Quebec energy board or based on [the Federal Energy Regulatory Commission]," said Marc-Brian Chamberland, manager of public affairs and media relations at Hydro-Québec. "The question here for the Lower Churchill project is open access doesn't mean free access."

Hydro-Québec officials say the real issue is Nalcor's unwillingness to pay the high price for delivering 2,000 megawatts across thousands of miles into the United States and over lines that are now fully utilized. New capacity will have to be built, the officials said.

"They asked us to wield an important, massive quantity of electricity through Quebec to reach the United States," Chamberland said. "So, as with everybody, we did a study, and now what they have to decide is if they want to pay for it. That's basically a market rules-based reality."

Chamberland insisted that his company was complying with the open-access provision and application processes as spelled out by the Quebec provincial utility board and the United States' Federal Energy Regulatory Commission. Rather than holding up progress, Hydro-Québec is waiting on Newfoundland and Labrador to specify how they propose to deliver the Lower Churchill projects' electricity to the United States, and to which areas. Chamberland added that his company's existing cooperation with Nalcor and an Ontario power company on other electricity exports proves Hydro-Québec follows the rules.

After decades of stagnation lead by a collapsing fisheries industry, Newfoundland and Labrador has recently been one of Canada's fastest-growing economies.

Much of the province's growth has been fueled by the energy sector, mainly offshore oil and natural gas production but also booming demand for cleaner hydropower. The province is now one of the world's largest energy producers on a per capita basis thanks to an industry estimated by Williams to be worth more than $10 billion.

A year ago, the province hit a milestone when it became among one of the few Canadian "have" provinces, meaning a net contributor of equalization payments, the federal government's scheme to distribute wealth evenly across the country. Newfoundland and Labrador, with a population of a little more than 500,000, now shares this distinction only with Alberta, Saskatchewan and British Columbia.

By comparison, Ontario's 12 million citizens last year became net recipients of equalization funds for the first time in the program's history. Quebec is by far the largest net recipient of equalization payments in the system, drawing in some $8.4 billion for 2009-2010, more than $1,000 for each citizen and over half the total $14 billion distributed.

Newfoundland and Labrador officials now say they are using their oil and gas windfall to boost the development of renewable energy, especially wind and hydropower. Williams said New York should look to his province as a future supplier of clean power, given the city and state's own high benchmarks for accessing energy from renewable sources over the coming decade.

"We can help you get there," Williams said.

Are we ready for electric tractors?

Car and truck manufacturers are falling off the fossil fuel bandwagon in droves and jumping on the electric train.

Now add tractors to that list.

Every month, another e-tractor announcement comes across our desks. Environmental factors drive this trend, along with energy efficiency, lower maintenance, lower noise level and motor longevity, and even autonomous weed-zapping robots are emerging.

Let’s start with the Big Daddy of them all, the 400 horsepower JD GridCON. This tractor is not a hybrid and it has no hassle with batteries. The 300 kilowatts of power come to the GridCON through a 1,000 metre extension cord connected to the grid, including virtual power plants or an off-field generator. A reel on the tractor rolls the cable in and out. The cable is guided by a robotic arm to prevent the tractor from running over it.

It uses a 700 volt DC bus for electric power distribution onboard and for auxiliary implements. It uses a cooling infrastructure for off-board electrical use. Total efficiency of the drive train is around 85 percent. A 100 kilowatt electric motor runs the IVT transmission. There’s an auxiliary outlet for implements powered by an electric motor up to 200 kW.

GridCON autonomously follows prescribed routes in the field at speeds up to 12 m.p.h., leveraging concepts similar to fleet management solutions for coordination. It can also be guided manually with a remote control when manoeuvring the tractor to enter a field. Empty weight is 8.5 tonnes, which is about the same as a 6195R but with double the power. Deere engineers say it will save about 50 percent in operating costs compared to battery powered tractors.

Solectrac
Two California-built all-battery powered tractors are finally in full production. While the biggest is only 40 horsepower, these are serious tractors that may foretell the future of farm equipment.

The all-electric 40 h.p. eUtility tractor is based on a 1950s Ford built in India. Solectrac is able to buy the bare tractor without an engine, so it can create a brand new electric tractor with no used components for North American customers. One tractor has already been sold to a farmer in Ontario. | Solectrac photo
The tractors are built by Solectrac, owned by inventor Steve Heckeroth, who has been doing electric conversions on cars, trucks, race cars and tractors for 25 years. He said there are three main reasons to take electric tractors seriously: simplicity, energy efficiency and longevity.

“The electric motor has only one moving part, unlike small diesel engines, which have over 300 moving parts,” Heckeroth said, adding that Solectrac tractors are not halfway compromise hybrids but true electric machines that get their power from the sun or the grid, particularly in hydro-rich regions like Manitoba where clean electricity is abundant, whichever is closest.

Neither tractor uses hydraulics. Instead, Heckeroth uses electric linear actuators. The ones he installs provide 1,000 pounds of dynamic load and 3,000 lb. static loads. He uses linear actuators because they are 20 times more efficient than hydraulics.

The eUtility and eFarmer are two-wheel drive only, but engineers are working on compact four-wheel drive electric tractors. Each tractor carries a price tag of US$40,000. Because production numbers are still limited, both tractors are available on a first to deposit basis. One e-tractor has already been sold and delivered to a farmer in Ontario.

The eUtility is a 40 h.p. yard tractor that accepts all Category 1, 540 r.p.m. power take-off implements on the rear three-point hitch, except those requiring hydraulics. An optional hydraulic pump can be installed for $3,000 for legacy implements that require hydraulics. For that price, a dedicated electricity believer might instead consider converting the implement to electric.

“The eUtility is actually a converted new 1950s Ford tractor made in a factory in India that was taken over after the British were kicked out in 1948,” Heckeroth said.

“I am able to buy only the parts I need and then add the motor, controller and batteries. I had to go to India because it’s one of the few places that still makes geared transmissions. These transmissions work the best for electric tractors. Gear reduction is necessary to keep the motor in the most efficient range of about 2,000 r.p.m. It has four gears with a high and low range, which covers everything from creep to 25 m.p.h.

On his eUtility, a single 30 kWh onboard battery pack provides five to eight hours of run time, depending on loads. It can carry two battery packs. The Level 2 quick charge gives an 80 percent charge for one pack in three hours. Two packs can receive a full charge overnight with support from home batteries like Powerwall for load management.

The integrated battery management system protects the batteries during charging and discharging, while backup fuel cell chargers can keep storage healthy in remote deployments. Batteries are expected to last about 10 years, depending on the number of operating cycles and depth of discharge.

Exchangeable battery packs are available to keep the tractor running through the full work day. These smaller 20 kWh packs can be mounted on the rear hitch to balance the weight of the optional front loader or carried in the optional front loader to balance the weight of heavy implements mounted on the rear hitch.

The second tractor is the 20 kWh eFarmer, which features high visibility for row crop farms at a fraction of the cost of diesel fuel tractors. The 30 h.p. eFarmer is basically just a tube frame with the necessary components attached. A simple joystick controls steering, speed and brakes.

Harvest
Introduced to the North American public this spring by Motivo Engineering in California, the Harvest tractor is simply a big battery on wheels. The complex electrical system takes power in through a variety of renewable energy sources, such as solar panels with smart solar inverters enabling optimized PV integration, water wheels, wind turbines or even intermittent electrical grids. It stores electrical power on-board and delivers it when and where required, putting power out to a large number of electrical tools and farm implements. It operates in AC or DC modes.

In Europe, A Push For Electricity To Solve The Climate Dilemma

The European Union has one of the most ambitious carbon emission reduction goals under the global Paris Agreement on climate change – a 95% reduction by 2050.

It seems that everyone has an idea for how to get there. Some are pushing nuclear energy. Others are pushing for a complete phase-out of fossil fuels and a switch to renewables.

Today the European electricity industry came out with their own plan, amid expectations of greater electricity price volatility in Europe in the coming years. A study published today by Eurelectric, the trade body of the European power sector, concludes that the 2050 goal will not be possible without a major shift to electricity in transport, buildings and industry.

The study finds that for the EU to reach its 95% emissions reduction target, electricity needs to cover at least 60 percent of final energy consumption by 2050. This would require a 1.5 percent year-on-year growth of EU electricity use, with evidence that EVs could raise electricity demand significantly in other markets, while at the same time reducing the EU’s overall energy consumption by 1.3 percent per year.

Transport is one of the areas where electrification can deliver the most benefit, because an electric car causes far less carbon emissions than a conventional vehicle, with e-mobility emerging as a key driver of electricity demand even if that electricity is generated in a fossil fuel power plant.

In the most ambitious scenario presented by the study, up to 63 percent of total final energy consumption in transport will be electric by 2050, and some analyses suggest that mass adoption of electric cars could occur much sooner, further accelerating progress.

Building have big potential as well, according to the study, with 45 to 63 percent of buildings energy consumption could be electric in 2050 by converting to electric heat pumps. Industrial processes could technically be electrified with up to 50 percent direct electrification in 2050, according to the study. The relative competitiveness of electricity against other carbon-neutral fuels will be the critical driver for this shift, but grid carbon intensity differs across markets, such as where fossil fuels still supply a notable share of generation.

The City of Vancouver is hosting an ABB FIA Formula E World Championship race next year, organizers have announced, aligning with the city's EV-ready policy to accelerate adoption.

The all-electric race is being held in the city's False Creek neighbourhood over the 2022 July long weekend as green energy investments accelerate nationwide, according to promoter OSS Group Inc.

Earlier this year, Vancouver city council voted unanimously in support of a multi-day Formula E event that would include a conference on climate change and sustainability amid predicted EV-demand bottlenecks in B.C.

"Formula E is a win on so many levels, from being a net-zero event that supports sustainable transportation to being a huge boost for our hard-hit tourism sector, our residents, who can access rebates for home and workplace charging, and our local economy," Coun. Sarah Kirby-Yung said in a news release Thursday.

As the region advances sustainable mobility, B.C.'s EV charging expansion continues to lead the country.

The promoter said the Formula E race will bring $80 million in economic value and thousands of jobs to the city, with infrastructure like new EV chargers at YVR also underway, but did not provide any details on how it came to those estimates.

More details on the events surrounding the race, including planned concerts and other EV showcases like Everything Electric, are expected to be announced in the fall.

The last time a Formula E World Championship event came to Canada was the Montreal ePrix in 2017. Montreal Mayor Valerie Plante later cancelled planned Formula E events for 2018 and 2019, citing cost overruns and sponsorship troubles.

U.A.E. Becomes First Arab Nation to Open a Nuclear Power Plant

The United Arab Emirates became the first Arab country to open a nuclear power plant on Saturday, following a crucial step in Abu Dhabi earlier in the project, raising concerns about the long-term consequences of introducing more nuclear programs to the Middle East.

Two other countries in the region — Israel and Iran — already have nuclear capabilities. Israel has an unacknowledged nuclear weapons arsenal and Iran has a controversial uranium enrichment program that it insists is solely for peaceful purposes.

The U.A.E., a tiny nation that has become a regional heavyweight and international business center, said it built the plant to decrease its reliance on the oil that has powered and enriched the country and its Gulf neighbors for decades. It said that once its four units were all running, the South Korean-designed plant would provide a quarter of the country’s electricity, with Unit 1 reaching 100% power as a milestone toward commercial operations.

Seeking to quiet fears that it was trying to build muscle to use against its regional rivals, it has insisted that it intends to use its nuclear program only for energy purposes.

But with Iran in a standoff with Western powers over its nuclear program, Israel in the neighborhood and tensions high among Gulf countries, some analysts view the new plant — and any that may follow — as a security and environmental headache. Other Arab countries, including Saudi Arabia and Iraq, are also starting or planning nuclear energy programs.

The Middle East is already riven with enmities that pit Saudi Arabia and the U.A.E. against Iran, Qatar and Iran’s regional proxies. One of those proxies, the Yemen-based Houthi rebel group, claimed an attack on the Barakah plant when it was under construction in 2017.

And Iran is widely believed to be behind a series of attacks on Saudi oil facilities and oil tankers passing through the Gulf over the last year.

“The UAE’s investment in these four nuclear reactors risks further destabilizing the volatile Gulf region, damaging the environment and raising the possibility of nuclear proliferation,” Paul Dorfman, a researcher at University College London’s Energy Institute, wrote in an op-ed in March.

Noting that the U.A.E. had other energy options, including “some of the best solar energy resources in the world,” he added that “the nature of Emirate interest in nuclear may lie hidden in plain sight — nuclear weapon proliferation.”
But the U.A.E. has said it considered natural gas and renewable energy sources before dismissing them in favor of nuclear energy because they would not produce enough for its needs.

Offering evidence that its intentions are peaceful, it points to its collaborations with the International Atomic Energy Agency, which has reviewed the Barakah project, and the United States, with which it signed a nuclear energy cooperation agreement in 2009 that allows it to receive nuclear materials and technical assistance from the United States while barring it from uranium enrichment and other possible bomb-development activities.

That has not persuaded Qatar, which last year lodged a complaint with the international nuclear watchdog group over the Barakah plant, calling it “a serious threat to the stability of the region and its environment.”

The U.A.E.’s oil exports account for about a quarter of its total gross domestic product. Despite its gusher of oil, it has imported increasing amounts of natural gas in recent years in part to power its energy-intensive desalination plants.

“We proudly witness the start of Barakah nuclear power plant operations, in alignment with the highest international safety standards,” Mohammed bin Zayed, the U.A.E.’s de facto ruler, tweeted on Saturday.

The new nuclear facility, which is in the Gharbiya region on the coast, close to Qatar and Saudi Arabia, is the first of several prospective Middle East nuclear plants, even as Europe reduces nuclear capacity elsewhere. Egypt plans to build a power plant with four nuclear reactors.

Saudi Arabia is also building a civilian nuclear reactor while pursuing a nuclear cooperation deal with the United States, and globally, China's nuclear program remains on a steady development track, though the Trump administration has said it would sign such an agreement only if it includes safeguards against weapons development.

The Role of Geothermal Energy in El Salvador’s Energy Mix

Geothermal energy plays a pivotal role in El Salvador's energy landscape. With the combined output from the Ahuachapan and Berlin geothermal plants, geothermal energy now accounts for about 21% of the country's net electricity supply. This makes geothermal the second-largest source of energy generation in El Salvador, underscoring its importance as a reliable and sustainable energy resource alongside emerging options like advanced nuclear microreactor technologies in the broader low-carbon mix.

In addition to the Berlin plant, El Salvador has made significant improvements to its Ahuachapan geothermal power plant. Recent upgrades have increased its generation capacity by 2 MW, further enhancing the country’s geothermal energy output. Together, the Ahuachapan and Berlin plants bring the total installed geothermal capacity to 204 MW, positioning El Salvador as a regional leader in geothermal energy development.

The Berlin Binary Geothermal Plant: A Technological Milestone

The Berlin binary geothermal power plant is especially noteworthy for several reasons. It is the first geothermal power plant to be constructed in El Salvador since 2007, marking a significant step in the country's ongoing efforts to expand its renewable energy infrastructure while reinforcing attention to risk management in light of Hawaii geothermal safety concerns reported elsewhere. The plant utilizes a binary cycle geothermal system, which is known for its efficiency in extracting energy from lower temperature geothermal resources, making it an ideal solution for regions like Berlin, where geothermal resources are abundant but at lower temperatures.

The plant was built by Turboden, an Italian company specializing in organic Rankine cycle (ORC) technology. The binary cycle system operates by transferring heat from the geothermal fluid to a secondary fluid, which then drives a turbine to generate electricity. This system allows for the efficient use of geothermal resources that might otherwise be too low in temperature for traditional geothermal plants, enabling pairing with thermal storage demonstration solutions to optimize output.

Future Geothermal Developments in El Salvador

El Salvador is not stopping with the Berlin geothermal plant. The country is actively working on other geothermal projects, including those in Chinameca, San Miguel, and San Vicente. These developments are expected to add 50 MW of additional capacity in their first phase, reflecting a broader shift as countries pursue hydrogen-ready power plants to reduce emissions, with a second phase, supported by the World Bank, planned to add another 100 MW.

The Chinameca, San Miguel, and San Vicente projects represent the next wave of geothermal development in El Salvador. When completed, these plants will significantly increase the country’s geothermal capacity, further diversifying its energy mix and reducing reliance on fossil fuels, and will require ongoing grid upgrades, a task complicated elsewhere by Germany grid expansion challenges highlighted in Europe.

International Support and Collaboration

El Salvador’s geothermal development efforts are supported by various international partners, including the World Bank, which has been instrumental in financing the expansion of geothermal projects, as utilities such as SaskPower geothermal plans in Canada explore comparable pathways. This collaboration highlights the global recognition of El Salvador’s potential in geothermal energy and its efforts to position itself as a hub for geothermal energy development in Central America.

Additionally, the country’s expertise in geothermal energy, especially in binary cycle technology, has attracted international attention. El Salvador’s progress in the geothermal sector could serve as a model for other countries in the region that are looking to harness their geothermal resources to reduce energy costs and promote sustainable energy development.

The upcoming launch of the Berlin binary geothermal power plant is a testament to El Salvador’s commitment to sustainable energy. As the country continues to expand its geothermal capacity, it is positioning itself as a leader in renewable energy in the region. The binary cycle technology employed at the Berlin plant not only enhances energy efficiency but also demonstrates El Salvador’s ability to adapt and innovate within the renewable energy sector.

With the continued development of projects in Chinameca, San Miguel, and San Vicente, and ongoing international collaboration, El Salvador’s geothermal energy sector is set to play a crucial role in the country’s energy future. As global demand for clean energy grows, exemplified by U.S. solar capacity additions this year, El Salvador’s investments in geothermal energy are helping to build a more sustainable, resilient, and energy-independent future.
