South Carolinians should have more oversight of the state-owned utility Santee Cooper, especially the company's plan to build a coal-fired power plant in Florence County, two organizations opposed to the plant said.

The South Carolina Small Business Chamber of Commerce and the state Wildlife Federation said at a news conference that Santee Cooper has no outside body to oversee its operations the way the Public Service Commission regulates investor-owned utilities.

Officials from the two organizations asked Gov. Mark Sanford and the other four members of the Santee Cooper Advisory Board to review the company's plan for a $1.25 billion coal-fired power plant along the Great Pee Dee River. Also on the board are the attorney general, the secretary of state, the comptroller general and the state treasurer. All are elected constitutional officers.

The company said it needs the 600-megawatt generator to meet growing demand for electricity that its current plants won't be able to provide as early as 2013. Santee Cooper is planning a new nuclear reactor with investor-owned utility South Carolina Electric & Gas, but the earliest the plant could be online is 2016.

Opponents of the Florence County plant, including officials from the chamber and Wildlife Federation, say coal-fired plants are expensive, outdated and cause too much pollution. Dozens of South Carolina's waterways already are under fish-consumption advisories because of high levels of mercury, which is released by coal-fired plants.

"There are cheaper and more healthy ways of getting us to" the time when the nuclear plant starts producing power, said Frank Knapp Jr., president of the South Carolina Small Business Chamber of Commerce. "We're talking about spending billions and billions of dollars on an old-type technology that is guaranteed... to pollute."

Knapp said Santee Cooper should spend more of its effort on energy conservation and alternative forms of energy, such as a solar and wind power.

Sanford spokesman Joel Sawyer said the governor has not participated in any meeting of the Santee Cooper Advisory Board and didn't even know the board existed until the two organizations brought it up.

Sawyer said Sanford has not taken a position on the coal-fired plant, which is still awaiting permits from the state Department of Health and Environmental Control.

"We do have some concerns about it," Sawyer said. "We realize there's a need for future generating capacity... but we're not sure this is the best way to bridge the gap."

Sanford appoints the members of Santee Cooper's governing board with the approval of the Senate. But Sawyer said legislation passed three years ago inhibits the governor's ability to replace those board members before the end of their seven-year terms. That 11-member board sets the utility's rates.

Knapp said small businesses are concerned about the utility's plan to raise its rates in the coming year and said the company should have to go through an independent review process like the one investor-owned utilities go through.

"We would rather have Santee Cooper fall under the purview of the Public Service Commission," Knapp said. "An objective organization that's not part of Santee Cooper needs to review it."

Company spokeswoman Laura Varn said Santee Cooper is planning to increase its rates next year, but that would be the first increase since 1996. The rate review process includes a series of public hearings, but ultimately, the Santee Cooper board decides how much to charge customers.

Santee Cooper is the state's largest power producer and sells electricity directly to more than 163,000 customers in Berkeley, Georgetown and Horry counties. The company also provides power to the state's 20 electric cooperatives that in turn sell the electricity to more than 700,000 customers in all 46 counties.

Louisiana power grid needs 'complete rebuild' after Hurricane Laura, restoration to take weeks

The main power utility for southwest Louisiana will need to "rebuild" the region's grid after Hurricane Laura blasted the region with 150 mph winds last week, top officials said.

The Category 4 hurricane made landfall last Thursday just south of Lake Charles near Cameron, damaging or destroying thousands of electric poles as well as leaving "catastrophic damages" to the transmission system for southwest Louisiana, similar to impacts seen during Typhoon Mangkhut outages in Hong Kong that left many without electricity.

“This is not a restoration," Entergy Louisiana president and CEO Phillip May said in a statement. "It’s almost a complete rebuild of our transmission and distribution system that serves Calcasieu and Cameron parishes.”

According to Entergy, all nine transmission lines that deliver power into the Lake Charles area are currently out service due to storm damage to multiple structures and spans of wire.

The transmission system is a critical component in the delivery of power to customers’ homes, and failures at substations can trigger large outages, as seen in Los Angeles station fire outage reported recently, according to the company.

Of those structures impacted, many were damaged "beyond repair" and require complete replacement.

Entergy said the damage in southwest Louisiana includes 1,000 transmission structures, 6,637 broken poles, 2,926 transformers and 338 miles of downed distribution wire, highlighting why proactive reliability investments in Hamilton are being pursued by other utilities.

Some 8,300 workers are now in the area working to rebuild the transmission lines, but Entergy said that it will be about two to three weeks before power is available to customers in the Lake Charles area, a timeline similar to Tennessee outages after severe storms reported recently in other states.

"Restoring power will take longer to customers in inaccessible areas of the region," the company said. "While not impacting the expected restoration of service to residential customers, initial estimates are it will take weeks to rebuild all transmission lines in Calcasieu and Cameron parishes."

Entergy Louisiana expects to energize the first of its transmission lines into Lake Charles in two weeks.

“We understand going without power for this extended period will be challenging, and this is not the news customers want to hear. But we have thousands of workers dedicated to rebuilding our grid as quickly as they safely can to return some normalcy to our customers’ lives,” May said.

According to power outage tracking website poweroutage.us, over 164,000 customers remain without service in Louisiana as of Thursday morning, while a Carolinas outage update shows hundreds of thousands affected there as well.

On Wednesday, the Edison Electric Institute, the association of investor-owned electric companies in the U.S., said in a statement to FOX Business that electricity has been restored to approximately 737,000 customers, or 75% of those impacted by the storm across Louisiana, eastern Texas, Mississippi, and Arkansas, even as utilities adapt to climate change to improve resilience.

At least 29,000 workers from 29 states, the District of Columbia and Canada are working to restore power in the region, according to the Electricity Subsector Coordinating Council (ESCC), which is coordinating efforts from government and power industry.

“The transmission loss in Louisiana is significant, with more than 1,000 transmission structures damaged or destroyed by the storm," Department of Energy (DOE) Deputy Secretary Mark Menezes said in a statement. Rebuilding the transmission system is essential to the overall restoration effort and will take weeks given the massive scale and complexity of the work. We will continue to coordinate closely to ensure the full capabilities of the industry and government are marshaled to rebuild this critical infrastructure as quickly as possible.” 

At least 17 deaths in Louisiana have been attributed to the storm; more than half of those killed by carbon monoxide poisoning from the unsafe operation of generators, and residents are urged to follow generator safety tips to reduce these risks. Two additional deaths were verified on Wednesday in Beauregard Parish, which health officials said were due to heat-related illness following the storm.

Nearly 600 Hong Kong families still without electricity after power supply cut by Typhoon Mangkhut

Nearly 600 Hong Kong families are still sweltering under the summer heat and facing dark nights without electricity after Typhoon Mangkhut cut off power supply to areas, echoing mass power outages seen elsewhere.

At Sheung Shui’s Tin Ping Estate in the New Territories, 384 families were still without power, a situation similar to the LA-area blackout that left many without service. They were told on Tuesday that a contractor would rectify the situation by Friday, or be fined HK$100,000 for each day of delay.

In remote areas such as outlying islets Kat O and Ap Chau, there were some 200 families still without electricity, similar to Tennessee storm outages affecting rural communities.

The power outage at Tin Ping Estate affected 16 floors – from the 11th to 26th – in Tin Cheung House after a blast from the meter room on the 15th floor was heard at about 5pm on Sunday, and authorities urged residents to follow storm electrical safety tips during repairs.

“I was sitting on the sofa when I heard a loud bang,” said Lee Sau-king, 61, whose flat was next to the meter room. “I was so scared that my hands kept trembling.”

While the block’s common areas and lifts were not affected, flats on the 16 floors encountered blackouts.

As her fridge was out of power, Lee had to throw away all the food she had stocked up for the typhoon. With the freezer not functioning, her stored dried seafood became soaked and she had to dry them outside the window when the storm passed.

Daily maximum temperatures rose back to 30 degrees Celsius after the typhoon, and nights became unbearably humid, as utilities worldwide pursue utility climate adaptation to maintain reliability. “It’s too hot here. I can’t sleep at all,” Lee said.

Ontario’s five largest electricity utilities have teamed up to warn the public about ongoing scams concerning fake phone calls, texts and bills connected to the utility accounts.

“We always receive these reports of scams and it gets increasingly higher during the holidays when people are busy and enjoying the season," said Whitney Brhelle, spokesperson with Hydro One.

Hydro One joined with Alectra Utilities, Elexicon Energy, Hydro Ottawa and Toronto Hydro to get the message out that scammers are targeting customers and threatening to turn off their power.

Scams involve impersonation of a local utility or its employees, threatening phone calls, texts or emails and pressure for immediate payment that come with threats to disconnect service the same day.

Criminals may demand payment in prepaid debit cards, gift cards or Bitcoin. Utilities said they would never call a customer without notice and threaten disconnection over the phone.

In a separate case, authorities in Montreal arrested suspects in an electricity theft ring that highlights broader energy-related crime.

“People have been calling customers and saying you need to pay your bill immediately and they are threatened with disconnection, often citing supposed changes to peak hydro rates to add pressure, which is something that we would ever do," said Kimberly Brathwaite, spokesperson with Elexicon Energy.

Scammers are also creating fake bills that look like the real thing.

“Scammers will actually take our Alectra logo and send out various authentic looking documents to people’s homes, so people have to be aware and check their statements very carefully” said Ashley Trgachef spokesperson with Alectra Utilities.

Customers are advised to never make a payment not listed on their recent bill and to ignore texts or emails with links promising refunds, and to verify any official relief fund information only through their utility and not to provide personal information or details about their account.

If you are given a number to call don’t call the number provided, you are better off to go to your bill or the utility’s website to makes sure it is the correct number for customer service and to review information about customer flexibility there.

Some scammers have even gone door to door demanding payment, and the utilities are advising anyone who feels threatened to call police.

They are also asking that you share the information with family and friends to be careful if they are contacted by someone claiming to be with their electricity company.

If you fall for a scam and money is sent, it's very difficult to get it back.

BC Hydro rebate and B.C. Affordability Credit coming as David Eby sworn in as premier

The new B.C. premier announced on Friday morning families and small businesses in B.C. will get a one-time cost of living credit on their BC Hydro bill this fall, and a new B.C. Affordability Credit in January.

Eby focused on the issue of affordability in his speech following being sworn in as B.C.’s 37th premier, including electricity costs addressed by BC Hydro review recommendations that aim to keep power affordable.

A BC Hydro bill credit of $100 will be provided to all eligible residential and commercial electricity customers, including those who receive their electricity service indirectly from BC Hydro through FortisBC or a municipal utility.

“People and small businesses across B.C. are feeling the squeeze of global inflation,” Eby said.

“It’s a time when people need their government to continue to be there for them. That’s why we’re focused on helping people most impacted by the rising costs we’re seeing around the world – giving people a bit of extra credit, especially at a time of year when expenses can be quick to add up.”

Eby takes over as premier of the province with a growing number of concerns piling up on his plate, even as the province advances grid development and job creation projects to support long-term growth.

Economists in the province have warned of turbulent economic times ahead due to global economic pressures and power supply challenges tied to green energy ambitions.

The one-time $100 cost of living credit works out to approximately one month of electricity for a family living in a detached home or more than two months of electricity for a family living in an apartment.

Commercial ratepayers, including small and medium businesses like restaurants and tourism operators, will receive a one-time bill credit averaging $500 as B.C. expands EV charging infrastructure to accelerate electrification.

The amount will be based on their prior year’s electricity consumption.

British Columbians will have the credit automatically applied to their electricity accounts.

BC Hydro customers will have the credit applied in early December. Customers of FortisBC and municipal utilities will likely begin to see their bill credits applied early in the new year.

The B.C. Affordability Credit is separate and will be based on income.

Eligible people and families will automatically receive the new credit through the Canada Revenue Agency, the same way the enhanced Climate Action Tax Credit was received in October.

An eligible person making an income of up to $36,901 will receive the maximum BC Affordability Credit with the credit fully phasing out at $79,376.

An eligible family of four with a household income of $43,051 will get the maximum amount, with the credit fully phasing out by $150,051.

This additional support means a family of four can receive up to an additional $410 in early January 2023 to help offset some of the added costs people are facing, while EV owners can access more rebates for home and workplace charging to reduce transportation expenses.

“Look for B.C.’s new Affordability Credit in your bank account in January 2023,” Eby said.

“We know it won’t cover all the bills, but we hope the little bit extra helps folks out this winter.”

Eby’s swearing-in marks a change at the premier’s office but not a shift in focus.

The premier expects to continue on with former premier John Horgan’s mandate with a focus on affordability issues and clean growth supported by green energy investments from both levels of government.

In a ceremony held in the Musqueam Community Centre, Eby made a commitment to make meaningful improvements in the lives of British Columbians and continue work with First Nations communities, with clean-tech growth underscored by the B.C. battery plant announcement made with the prime minister.

The ceremony was the first-ever swearing-in hosted by a First Nation in British Columbia.

“British Columbia is a wonderful place to call home,” Eby said.

“At the same time, people are feeling uncertain about the future and worried about their families. I’m proud of the work done by John Horgan and our government to put people first. And there’s so much more to do. I’m ready to get to work with my team to deliver results that people will be able to see and feel in their lives and in their communities.”
