As the New York Power Authority prepares to announce a developer for its proposed offshore wind project somewhere in Lake Ontario or Lake Erie, the debate continues over the viability and visibility of wind turbines on land and water.

NYPA representatives have been reviewing five proposals over the last 10 months, and are tight-lipped about the process. President and CEO Richard Kessel has declined to comment on the status of the project, which has been condemned by governments in Monroe and most New York counties along the shores of the two lakes.

"It's really sad that the lake counties in New York have said no to NYPA for the exploration," says Kevin Schulte, co-founder and CEO of Sustainable Energy Developments Inc. in Ontario, Wayne County.

"What it says to me is they don't even want to understand what that opportunity could be. NYPA doesn't understand what the economics will be, or what those projects are even going to look like."

Monroe and Wayne counties in the Rochester area have passed resolutions against the placement of wind turbines off their shores. Niagara, Erie and Chautauqua counties in Western New York have done the same, as have Oswego and Jefferson counties on the east end of Lake Ontario.

Orleans and Cayuga counties have yet to publicly state their position.

In a statement, NYPA said it respects legislators' views but is keeping options open as it decides where to locate the turbines.

Schulte's company has developed 30 residential wind turbines in New York that generate at least 10 kilowatts of electricity. It has projects — ranging from 50 kilowatts to 2 megawatts — from Delaware to New Hampshire, all of which directly power facilities, he says.

Sustainable Energy Developments will not be involved in the NYPA project, whose scale will be 120 to 500 megawatts, NYPA officials say.

"Some are five or 10 years away from ever being built," Schulte says. "I just think it's sad that we're not even willing to explore that opportunity to make sure we understand whether or not there's an economic opportunity for the communities along the lake shore.

"I would've thought the communities on the lake shores would be more progressive. It's not as though our economy in these parts is growing at an all-time rate or anything."

Some 48 businesses from the Rochester area are among 368 registered on the power authority website to be part of the project. O'Connell Electric Co. Inc. in Victor is one of them.

"When that thing came out, we did discuss it with some of these developers," O'Connell CEO Victor Salerno says.

"Everybody was all upset about putting them up off of Monroe County. I mean, they're not going to go there. There's supposedly a site on Lake Erie that they may pursue. There again, these are all rumors. You can't get anything straight out of them."

Salerno thinks the turbine project is likely to wind up on Galloo Island, on the eastern end of Lake Ontario near Sackets Harbor, rather than in the water.

"There is a site that makes all the sense in the world," he says. "It's an uninhabited island. But it's an island. Turbine placement is not in the water, but you can probably build it for 50 percent less. It makes too much sense, so I still imagine that will happen."

Galloo Island already is of interest to Upstate New York Power Corp. in suburban Buffalo, which is seeking governmental and regulatory approvals for up to 90 turbines generating 269 megawatts of power, documents filed with the state Department of Environmental Conservation state.

"It's like nine miles into the lake," Salerno says. "It is a perfect spot. The wind screams down the lake with nothing in the way. It's probably one of the best wind usages in the country.

"The jobs are desperately needed there," he adds. "I'm guessing there would be $500 million or $600 million private contracts. You'd think they'd be all over it. This power authority has been a big mystery all along. Everything's been done in secret with them. I think it will happen, but it should've happened already. It's too logical."

The task of siting wind energy projects has become a science, Salerno says.

"They know exactly what to expect, based on historical data," he says. "They don't just plop it anywhere. You're not going to put them in residential areas. They have to be within certain distances and all that stuff.

"Then you have the aesthetics. I mean, they are huge. They're 40-story buildings."

O'Connell has been part of 12 large-scale wind energy projects, Salerno says, developing substations, transmission lines and tower wiring.

Among them are the $40 million conversion of an abandoned Bethlehem Steel Corp. plant in Lackawanna to the Steel Winds Urban Wind Farm and the $200 million Bliss Wind Farm in Wyoming County.

"We're bidding on one right now that I think we're going to get," Salerno says. "It's south of Rochester, not in Monroe County. And I think we're going to put an addition on the one we built at Steel Winds. They're going to put maybe a half dozen more towers there. But there are a lot of them pending in the area. They will happen."

Wind power projects provide a boost to the local economy, Salerno says.

"There's the cost to build them, and there's all kinds of labor that goes into it," he says. "O'Connell's is uniquely positioned because we have a power group. We do the line work, and no one locally does that other than ourselves. We have competition, but it's out of the area.

"We've done over a dozen of the big ones, and we're trying to help some of these smaller companies with the small wind. That'll come. It's happening. As oil keeps going up, that makes the payback quicker."

O'Connell did the electrical work for the 125-megawatt Cohocton Wind farm south of Naples in Steuben County. The 2008 project developed by First Wind, an independent wind energy company based in Boston, included 50 turbines generating 2.5 megawatts each.

"You can actually see it from Canandaigua Lake," Salerno says. "We have a place on the lake and, when it's a clear day, we can see about nine of the towers. They're kind of intriguing, but they're big."

The town of Cohocton receives annual payments of some $750,000 as part of its 20-year host agreement with First Wind and from a payment-in-lieu-of-taxes agreement through the Steuben County Industrial Development Agency, Supervisor Jack Zigenfus says.

Cohocton decided to take larger annual payments early to pay off substantial debt, rather than equal payments over 20 years, the 10-year supervisor says.

"The town had a lot of debt," Zigenfus says. "It was not in good financial shape at all. By taking the larger amount of money up front, we were able to pay off all the town's debt.

"It also allowed us to purchase some very expensive highway equipment. And we have some healthy reserves."

The town tax rate was reduced by 60 percent over two years and is now in the range of $2.85 per thousand, he says.

There have been virtually no complaints about the visual impact or noise coming from the turbines, Zigenfus says.

"Beauty is in the eye of the beholder," he says. "Some people don't like the view. Some people don't like the inconveniences of the noise. There are some issues with noise, but these are few and far between. We receive almost no complaints anymore."

A 16-turbine wind farm is proposed for neighboring Prattsburgh, but town officials are waging a legal battle against the developer, Ecogen LLC, over regulatory issues. A ruling last month by state Supreme Court judge John Ark gives Ecogen and the town five months to reach agreement on plans for road use.

"It's not really a case of being for or against," Prattsburgh supervisor Albert Wordingham says. "Regardless of what industry it is-whether it's wind towers or a dump or tire-shredding-they have to be sited properly.

"That's one of the major problems here: the proximity to people's homes. It's inadequate. It's not how I feel about it, but what the world-Europe, in particular-has learned over the years about setbacks and safety issues and shadow flicker."

Shadow flicker occurs when certain conditions cause rotating turbine blades to cast lengthy shadows.

Wordingham has no issues with wind farms, he says, as long as the setbacks adequately ensure the health and safety of residents.

"There are basically no rules," he says. "It's a free-for-all. The rules are woefully inadequate. For whatever reason, most of the lead agents that do the state environmental quality review process and the findings statements are not paying attention to problems and issues in the world.

"Our basic issue here is the setbacks. You can't displace the people that live here to do a project just because it's convenient. It has to be done properly."

Schulte of Sustainable Energy Development thinks wind energy opponents overshadow those in favor of the alternative resource.

"I don't think New York is unique," he says. "We work all across the Northeast. You have a rather vocal minority that opposes a project and, unfortunately, a quiet majority that's very supportive of wind power."

New York's regulatory environment does make it difficult for large wind projects, Schulte adds.

"That probably has slowed projects down more than the un-silent minority," he says.

SED doubled its business in 2010, Schulte says, and sales for 2011 are at an all-time high.

"We're certainly seeing a pretty steep growth curve at this point," he says.

"For the first time in the nine years that SED has been doing business here, I can look at these types of projects in New York state and see real positive economic benefit for people that own a windy property and want to take advantage of wind power."

Salerno says wind power is part of the long-term solution to the spiraling cost of oil.

"If I owned a nice home on Lake Ontario, in Webster or Charlotte, I wouldn't worry about wind towers going there," he says. "I don't think it's going to happen. But if you site them in the right spots, it is part of the solution."

Adds Salerno: "If you want your lights on, if you want to run your computers, if you want to run your air conditioning, guess what? You need to generate electricity some way. I don't think we want to go back into the dark ages."

Pacific Gas and Electric Company has announced that due to the COVID-19 pandemic, it has voluntarily implemented a moratorium on service disconnections for non-payment, effective immediately. To further support customers who may be impacted by the pandemic, PG&E will offer its most flexible pay plans to customers who indicate either an impact or hardship as a result of COVID-19. In addition to the moratorium on service shut-offs, PG&E’s response to the COVID-19 pandemic is focused on efforts to protect the health and safety of its customers, employees, contractors and the communities it serves, including ongoing wildfire risk reduction efforts that continue alongside its pandemic response. Working From Home Will Drive Up Electricity Bills for Consumers

Household electricity bills are set to soar, with rising residential electricity use tied to the millions of people now working at home to avoid catching the coronavirus.

Running laptops and other home appliances will cost consumers an extra 52 million pounds ($60 million) each week in the U.K., according to a study from Uswitch, a website that helps consumers compare the energy prices that utilities charge.

For each home-bound household, the pain to the pocketbook may be about 195 pounds per year extra, even as some utilities pursue pandemic cost-cutting to manage financial pressures.

The rise in price for households comes even as overall demand is falling rapidly in Europe, with wide swaths of the economy shut down to keep workers from gathering in one place, and the U.S. grid overseer issuing warnings about potential pandemic impacts on operations.

People stuck at home will plug in computers, lights and appliances when they’d normally be at the office, increasing their consumption.

With the Canadian government declaring a state of emergency due to the coronavirus, companies are enabling work-from-home structures to keep business running and help employees follow social distancing guidelines, and some utilities have even considered housing critical staff on site to maintain operations. However, working remotely has been on the rise for a while.

“The coronavirus is going to be a tipping point. We plodded along at about 10% growth a year for the last 10 years, but I foresee that this is going to really accelerate the trend,” Kate Lister, president of Global Workplace Analytics.

Gallup’s State of the Workplace 2017 study found that 43% of employees work remotely with some frequency. Research indicates that in a five-day workweek, working remotely for two to three days is the most productive. That gives the employee two to three days of meetings, collaboration and interaction, with the opportunity to just focus on the work for the other half of the week.

Remote work seems like a logical precaution for many companies that employ people in the digital economy, even as some federal agencies sparked debate with an EPA telework policy during the pandemic. However, not all Americans have access to the internet at home, and many work in industries that require in-person work.

According to the Pew Research Center, roughly three-quarters of American adults have broadband internet service at home. However, the study found that racial minorities, older adults, rural residents and people with lower levels of education and income are less likely to have broadband service at home. In addition, 1 in 5 American adults access the internet only through their smartphone and do not have traditional broadband access. 

Full-time employees are four times more likely to have remote work options than part-time employees. A typical remote worker is college-educated, at least 45 years old and earns an annual salary of $58,000 while working for a company with more than 100 employees, according to Global Workplace Analytics, and in Canada there is growing interest in electricity-sector careers among younger workers. 

New York, California and other states have enacted strict policies for people to remain at home during the coronavirus pandemic, which could change the future of work, and Canadian provinces such as Saskatchewan have documented how the crisis has reshaped local economies across sectors.

“I don’t think we’ll go back to the same way we used to operate,” Jennifer Christie, chief HR officer at Twitter, told CNBC. “I really don’t.”

When will the US get 1 GW of offshore wind on the grid?

U.S. Offshore Wind Capacity is set to exceed 1 GW by 2024, driven by BOEM approvals, federal leases, and resilient supply chains, with eastern states scaling renewable energy, turbines, and content despite COVID-19 disruptions.

Offshore wind in the U.S. will exceed 1 GW of capacity by 2024 and add more than 1 GW annually by 2027, a trajectory consistent with U.S. offshore wind power trends, according to a report released last week by Navigant Research.

The report calculated over 17 GW of offshore state and federal leases for wind production, reflecting forecasts that $1 trillion offshore wind market growth is possible. However, the owners of those leases have only announced first phase plans for 1,870 MW of capacity, leaving much of the projects in early stages with significant room to grow, according to senior research analyst Jesse Broehl.

The Business Network for Offshore Wind (BNOW) believes it is possible to hit 1 GW by 2023-24, according to CEO Liz Burdock. While the economy has taken a hit from the coronavirus pandemic, she said the offshore wind industry can continue growing as "the supply chain from Asia and Europe regains speed this summer, and the administration starts clearing" plans of construction.

BNOW is concerned with the economic hardship imposed on secondary and tertiary U.S. suppliers due to the global spread of COVID-19.

Offshore wind has been touted by many eastern states and governors as an opportunity to create jobs, with U.S. wind employment expected to expand, according to industry forecasts. Analysts see the growing momentum of projects as a way to further lower costs by creating a local supply chain, which could be jeopardized by a long-term shutdown and recession.

"The federal government must act now — today, not in December — and approve project construction and operation plans," a recent BNOW report said. Approving any of the seven projects before BOEM, which has recently received new lease requests, currently would allow small businesses to get to work "following the containment of the coronavirus," but approval of the projects next year "may be too late to keep them solvent."

The prospects for maintaining momentum in the industry falls largely to the Department of the Interior's Bureau of Ocean Energy Management (BOEM). The industry cannot hit the 1 GW milestone without project approvals by BOEM, which is revising processes to analyze federal permit applications in the context of "greater build out of offshore wind capacity," according to its website.

"It is heavily dependent on the project approval success," Burdock told Utility Dive.

Currently, seven projects are awaiting determinations from BOEM on their construction operation plans in Massachusetts, New York, where a major offshore wind farm was recently approved, New Jersey and Maryland, with more to be added soon, a BNOW spokesperson told Utility Dive.

To date, only one project has received BOEM approval for development in federal waters, a 12 MW pilot by Dominion Energy and Ørsted in Virginia. The two-turbine project is a stepping stone to a commercial-scale 2.6 GW project the companies say could begin installation as soon as 2024, and gave the developers experience with the permitting process.

In the U.S., developers have the capacity to develop 16.9 GW of offshore wind in federal U.S. lease areas, even as wind power's share of the electricity mix surges nationwide, Broehl told Utility Dive, but much of that is in early stages. The Navigant report did not address any impacts of coronavirus on offshore wind, he said.

Although Massachusetts has legislation in place to require utilities to purchase 1.6 GW of wind power by 2026, and several other projects are in early development stages, Navigant expects the first large offshore wind projects in the U.S. (exceeding 200 MW) will come online in 2022 or later, and the first projects with 400 MW or more capacity are likely to be built by 2024-2025, and lessons from the U.K.'s experience could help accelerate timelines. The U.S. would add about 1.2 GW in 2027, Broehl said.

The federal leasing activities along with the involvement from Eastern states and utilities "virtually guarantees that a large offshore wind market is going to take off in the U.S.," Broehl said.

Hydro One will keep running its U.S. coal plant indefinitely, it tells American regulators

The Washington power company Hydro One is buying will be ready to close its huge coal-fired generating station ahead of schedule, thanks to conditions put on the corporate merger by state regulators there.

Not that we actually plan to do that, the company is telling other regulators in Montana, where coal unit retirements are under debate, the huge coal-fired generating station in question employs hundreds of people. We’ll be in the coal business for a good long time yet.

Hydro One, in which the Ontario government now owns a big minority stake, is still working on its purchase of Avista, a private power utility based in Spokane. The $6.7-billion deal, which Hydro One announced in July, includes a 15 per cent share in two of the four generating units in a coal plant in Colstrip, Montana, one of the biggest in the western United States. Avista gets most of its electricity from hydro dams and gas but uses the Colstrip plant when demand for power is high and water levels at its dams are low.

Colstrip’s a town of fewer than 2,500 people whose industries are the power plant and the open-pit mines that feed it about 10 million tonnes of coal a year. Two of Colstrip’s generators, older ones Avista doesn’t have any stake in, are closing in 2022. The other two will be all that keep the town in business.

In Washington, they don’t like the coal plant and its pollution. In Montana, the future of Colstrip is a much bigger concern. The companies have to satisfy regulators in both places that letting Hydro One buy Avista is in the public interest.

Ontario proudly closed the last of our coal plants in 2014 and outlawed new ones as environmental menaces, and Alberta's coal phase-out is now slated to finish by 2023. When Hydro One said it was buying Avista, which makes about $100 million in profit a year, Premier Kathleen Wynne said she hoped Ontario’s “value system” would spread to Avista’s operations.

The settlement is “an important step towards bringing together two historic companies,” Hydro One’s chief executive Mayo Schmidt said in announcing it.

The deal has approval from the Washington Utilities and Transportation Commission staff but is subject to a vote by the group’s three commissioners. It doesn’t commit Avista to closing anything at Colstrip or selling its share. But Avista and Hydro One will budget as if the Colstrip coal burners will close in 2027, instead of running into the 2040s as their owners had once planned, a timeline that echoes debates over the San Juan Generating Station in New Mexico.

In accounting terms, they’ll depreciate the value of their share of the plant to zero over the next nine years, reflecting what they say is the end of the plant’s “useful life.” Another of Colstrip’s owners, Puget Sound Energy, has previously agreed with Washington regulators that it’ll budget for a Colstrip closure in 2027 as well.

Avista and Hydro One will look for sources of 50 megawatts of renewable electricity, including independent power projects where feasible, in the next four years and another 90 megawatts to supplement Avista’s supply once the Colstrip plant eventually closes, they promise in Washington. They’ll put $3 million into a “community transition fund” for Colstrip.

The money will come from the companies’ profits and cash, the agreement says. “Hydro One will not seek cost recovery for such funds from ratepayers in Ontario,” it says specifically.

“Ontario has always been a global leader in the transition away from dirty coal power and towards clean energy,” said Doug Howell, an anti-coal campaigner with the Sierra Club, which is a party to the agreement. “This settlement continues that tradition, paving the way for the closure of the largest single source of climate pollution in the American West by 2027, if not earlier.”

Montanans aren’t as thrilled. That state has its own public services commission, doing its own examination of the corporate merger, which has asked Hydro One and Avista to explain in detail why they want to write off the value of the Colstrip burners early. The City of Colstrip has filed a petition saying it wants in on Montana hearings because “the potential closure of (Avista’s units) would be devastating to our community.”

Don’t get too worked up, an Avista vice-president urged the Montana commission just before Easter.

“Just because an asset is depreciated does not mean that one would otherwise remove that asset from service if the asset is still performing as intended,” Jason Thackston testified in a session that dealt only with what the deal with Washington state would mean to Colstrip. We’re talking strictly about an accounting manoeuvre, not an operational commitment.

Six joint owners will have to agree to close the Colstrip generators and there’s “no other tacit understanding or unstated agreement” to do that, he said.

Besides Washington and Montana, state regulators in Idaho, including those overseeing the Idaho Power settlement process, Alaska and Oregon and multiple federal authorities have to sign off on the deal before it can happen. Hydro One hopes it’ll be done in the second half of this year.

Except for an isolated pocket of skeptics, there is now an almost universal acceptance that climate change is a global emergency that demands immediate and far-reaching action to defend our home and future generations. Yet in Canada we remain largely focused on how the crisis divides us rather than on the potential for it to unite us, despite nationwide progress in electricity decarbonization efforts.

It’s not a case of fossil-fuel industry workers versus the rest, or Alberta versus British Columbia where bridging the electricity gap could strengthen cooperation. We are all in this together. The challenge now is how to move forward in a way that leaves no one behind.

The fossil fuel industry has been — and continues to be — a key driver of Canada’s economy. Both of us had successful careers in the energy sector, but realized, along with an increasing number of energy workers, that the transition we need to cope with climate change could not be accomplished solely from within the industry.

Even as resource companies innovate to significantly reduce the carbon burden of each barrel, the total emission of greenhouse gases from all sources continues to rise. We must seize the opportunity to harness this innovative potential in alternative and complementary ways, mobilizing research and development, for example, to power carbon-intensive steelmaking and cement manufacture from hydrogen or to advance hybrid energy storage systems and decarbonizing Canada's electricity grid strategies — the potential for cross-over technology is immense.

The bottom line is inescapable: we must reach net-zero emissions by 2050 in order to prevent runaway global warming, which is why we launched Iron & Earth in 2016. Led by oilsands workers committed to increasingly incorporating renewable energy projects into our work scope, our non-partisan membership now includes a range of industrial trades and professions who share a vision for a sustainable energy future for Canada — one that would ensure the health and equity of workers, our families, communities, the economy, and the environment.

Except for an isolated pocket of skeptics, there is now an almost universal acceptance that climate change is a global emergency that demands immediate and far-reaching action, including cleaning up Canada's electricity to meet climate pledges, to defend our home and future generations. Yet in Canada we remain largely focused on how the crisis divides us rather than on the potential for it to unite us.

It’s not a case of fossil-fuel industry workers versus the rest, or Alberta versus British Columbia. We are all in this together. The challenge now is how to move forward in a way that leaves no one behind.

The fossil fuel industry has been — and continues to be — a key driver of Canada’s economy. Both of us had successful careers in the energy sector, but realized, along with an increasing number of energy workers, that the transition we need to cope with climate change could not be accomplished solely from within the industry.

Even as resource companies innovate to significantly reduce the carbon burden of each barrel, the total emission of greenhouse gases from all sources continues to rise, underscoring that Canada will need more electricity to hit net-zero, according to the IEA. We must seize the opportunity to harness this innovative potential in alternative and complementary ways, mobilizing research and development, for example, to power carbon-intensive steelmaking and cement manufacture from hydrogen or to advance hybrid energy storage systems — the potential for cross-over technology is immense.

The bottom line is inescapable: we must reach net-zero emissions by 2050 in order to prevent runaway global warming, which is why we launched Iron & Earth in 2016. Led by oilsands workers committed to increasingly incorporating renewable energy projects into our work scope, as calls for a fully renewable electricity grid by 2030 gain attention, our non-partisan membership now includes a range of industrial trades and professions who share a vision for a sustainable energy future for Canada — one that would ensure the health and equity of workers, our families, communities, the economy, and the environment.

A new set of Texas electricity regulators began to take shape Monday, as Gov. Greg Abbott nominated a finance expert to be the next chairman of the Public Utility Commission while his earlier choice of a PUC member moved toward Senate confirmation.

The Republican governor put forward Peter Lake of Austin, who has spent more than five years as an Abbott appointee to the Texas Water Development Board, as his second commission pick in as many weeks.

“I am confident he will bring a fresh perspective and trustworthy leadership to the PUC,” Abbott said of Lake, who once worked as a trader of futures and derivatives for a firm belonging to the Chicago Mercantile Exchange and more recently has eagerly promoted bonds for the State Water Implementation Fund for Texas.

“Peter’s expertise in the Texas energy industry and business management will make him an asset to the agency,” Abbott, who has touted grid readiness in recent months, said in a written statement. “I urge the Senate to swiftly confirm Peter’s appointment.”

On Monday, the Senate appeared to be moving quickly to confirm Abbott’s April 1 selection for the PUC, Will McAdams, president of Associated Builders and Contractors of Texas and a former legislative aide who helped write policy for regulated industries such as electricity.

McAdams was among the 129 nominees that the Senate Nominations Committee voted out, 8-0. His nomination heads now to the Senate floor.

All three of Abbott’s handpicked PUC commissioners who were in place before and during February’s calamitous winter storm have since quit or said they’re resigning, even as Sierra Club criticism of Abbott's demands intensified in the aftermath.

February’s polar vortex left in its wake physical and financial wreckage after a nonprofit grid operator answering to the PUC, amid calls for market reforms to avoid blackouts, shut off electricity to more than 4 million Texans, causing the deaths of at least 125 people, 13 of them in the Dallas-Fort Worth area.

In a 45-minute confirmation hearing, McAdams, as lawmakers discussed ways to improve electricity reliability statewide, drew praise – and few tough questions.

McAdams, who previously worked for three GOP senators, testified that had he been on the commission in February, he would not have kept in place a controversial, $9,000-per-megawatt hour price cap on wholesale power for about 32 hours on Feb. 18-19.

“I don’t see myself making that decision,” he said.

McAdams, though, hedged slightly, saying he’s not privy to all information that the Electric Reliability Council of Texas, or ERCOT, and the PUC may have had at their disposal during the crisis.

The comments were notable because Lt. Gov. Dan Patrick and the Senate have fought with Abbott and the House over $16 billion in overcharges that, according to an independent market monitor, wrongly accrued near the end of the Feb. 15-19 outages.

Sen. Charles Schwertner, R-Georgetown, said the commission’s former chairwoman, DeAnn Walker, and Bill Magness, president of ERCOT, decided to hold the high cap in place because there “was still great concern about grid stability, even though there was significant reserves.”

He pressed McAdams to call that incorrect, which McAdams did.

“Given the fact pattern that I’m privy to, senator,” it wasn’t the right move, he said. “But again, there may be other facts out there. There probably are.”

McAdams acknowledged many homeowners and businesses were traumatized.

“The public’s confidence in the ability of the PUC to effectively regulate our electric markets has been badly damaged and shaken,” he said.

McAdams spoke favorably of renewable energy, calling wind and solar “absolutely valuable resources,” as the electricity sector faces profound change nationwide. To whatever extent those are not available, the PUC should “firm that up” with “dispatchable forms of generation,” such as gas, coal and nuclear, McAdams said.

He also called for lawmakers to consider providing electricity market bailout through “securitization,” or low-interest bond financing, to rural electric co-ops that were unable to pay the massive wholesale power bills they racked up during the February crisis.

“It would prevent those systems from having to front-load those costs onto their own members and smooth that out over a term of years,” while preventing an “uplift” of costs to other market participants who wisely hedged against soaring prices, McAdams said.

Noting that more than 400 bills have been filed to change ERCOT and how it’s governed, and as Texans prepare to vote on grid modernization funding this year, McAdams told the Senate panel, “It is clear to me that the Legislature wants meaningful changes to the status quo – to ensure that something positive comes out of this tragedy.”

Lake, who if confirmed by the Senate would replace Arthur D’Andrea as PUC chairman, grew up in Tyler. He attended prep school in New England and earned an undergraduate degree from the University of Chicago and a master of business administration degree from Stanford University.

He then worked for a commodities trading firm, a behavioral health company and as a business consultant before he became director of business development for Tyler-based Lake Ronel Oil Co. in 2014.

In late 2015, Abbott named Lake to the Texas Water Development Board and in February 2018 picked him to be the chairman of the three-member board that seeks to ensure water supplies for a fast-growing state.

Lake has steered the water board as it rolled out additional loans for water projects, approved by the Legislature and voters in 2013, and took the lead after Hurricane Harvey on flood control planning and infrastructure financing.

He’s posted exuberantly on Twitter as he toured agricultural water installations, lakes in West Texas and river authorities.

If confirmed, Lake and McAdams each would make $189,500 a year.
