Emergency crews continued their Herculean effort to restore power to more than 95,800 Massachusetts customers amid grumblings about the slow pace of repairs and scams targeting powerless homeowners.

Some lawmakers said thereÂ’s no need to blame utilities - at least now.

“No one is wanting to string them up - yet,” said state Sen. Michael Morrissey, co-chairman of the Legislature’s Telecommunications, Utilities and Energy Commission. “We want them to string up wires first.”

After electricity is restored, though, Morrissey said they will have to take a close look at what happened and where improvements can be made.

National Grid warned homeowners in the Worcester area to be on the lookout for fiends posing as utility workers who have hit up customers for as much $2,500 to restore their electricity. “We do not ask for money or take money to restore service,” said Debbie Drew, a company spokeswoman.

Gov. Deval Patrick took to the skies in a Black Hawk helicopter to survey the swath of devastation wreaked by toppled limbs, trees and power lines.

“There are trees down everywhere - wires down,” he said. “I saw telephone and electric poles that were snapped in half, some of them just hanging by what’s left of the wire.”

The balmy, mid 50-degree temperatures provided utility crews a little relief from falling ice and frozen hands while clearing trees and repairing downed lines.

National Grid deployed 1,000 crews, including workers from Tennessee, Indiana and eight other states, as well as Canada, to remove debris and restore power lines.

Peter Judge, a spokesman for the Massachusetts Emergency Management Agency, said about 2,000 people remained in 62 shelters while 95,800 homes - most of them in Worcester County - still lacked power, down from a peak of 350,000.

“Progress has been made. We’re doing everything we can to get these lights back on,” he said, adding that 1,500 National Guard troops, along with state highway workers, helped clear fallen trees.

In New Hampshire, where an estimated half-million homes were left dark by the ice storm, some 150,000 houses remained without power, while in Maine, 38,000 out of 223,000 darkened homes still had no electricity, said emergency management officials.

Nissan is letting customers pay for parking with electricity by discharging power from their electric car’s battery pack, a concept similar to how EV owners sell electricity back to the grid in other programs. In what the company claims to be a global first, owner of electric cars can trade energy for a parking space at Nissan Pavilion exhibition space in Yokohama, Japan, echoing how parked EVs earn from Europe's grids in comparable schemes.

The venue that showcases Nissan's future technologies, opened its doors to public on August 1 and will remain so through October 23, underscoring how stored EV energy can power buildings in broader applications. “(It) is a place where customers can see, feel, and be inspired by (the company's) near-future vision for society and mobility," says CEO Makoto Uchida. “As the world shifts to electric mobility, EVs will be integrated into society in ways that go beyond just transportation."

Apart from the innovate parking experience, people visiting the pavilion can also virtually experience the thrill of Formula E electric street racing or go for a ride in the all-new Ariya electric crossover, similar to demos at the Everything Electric show in Vancouver. Other experiences include ProPILOT advanced driver assistance system as well as Nissan’s Invisible-to-Visible (I2V) technology, which combines information from the real and virtual worlds to assist drivers, themes also explored at an EV education centre in Toronto for public outreach.

A mobility hub in front of the Pavilion offers a variety of services including EV car-sharing. The Pavilion also operates a cafe operated on power supplied by Nissan LEAF electric cars and solar energy, showcasing vehicle-to-building charging benefits on site.

As part of its Nissan NEXT transformation plan, the company plans to expand its global lineup of EVs and aims to sell more than 1 million electrified vehicles a year by the end of fiscal 2023, aligning with the American EV boom and the challenge of scaling charging infrastructure.

Failed PG&E power line blamed for Drum fire off Hwy 246 last June

A downed Pacific Gas and Electric Co. power line was the cause of the Drum fire that broke out June 14 on Drum Canyon Road northwest of Buellton, a reminder that a transformer explosion can also spark multiple fires, the Santa Barbara County Fire Department announced Thursday.

The fire broke out about 12:50 p.m. north of Highway 246 and burned about 696 acres of wildland before firefighters brought it under control, although no structures were damaged or mass outages like the Los Angeles power outage occurred, according to an incident summary.

A team of investigators pinpointed the official cause as a power line that failed between two utility poles and fell to the ground, and as downed line safety tips emphasize, arcing electricity ignited the surrounding vegetation, said County Fire Department spokesman Capt. Daniel Bertucelli.

In response, a PG&E spokesman said the utility is conducting its own investigation and does not have access to whatever data investigators used, and, as the ATCO regulatory penalty illustrates, such matters can draw significant oversight, but he noted the company filed an electric incident report on the wire with the California Public Utilities Commission on June 14.

"We are grateful to the first responders who fought the 2020 Drum fire in Santa Barbara County and helped make sure that there were no injuries or fatalities, outcomes not always seen in copper theft incidents, and no reports of structures damaged or burned," PG&E spokesman Mark Mesesan said.

"While we are continuing to conduct our own investigation into the events that led to the Drum fire, and as the Site C watchdog inquiry shows, oversight bodies can seek more transparency, PG&E does not have access to the Santa Barbara County Fire Department's report."

He said PG&E remains focused on reducing wildfire risk across its service area while limiting the scope and duration of public safety power shutoffs, including strategies like line-burying decisions adopted by other utilities, and that the safety of customers and communities it serves are its most important responsibility.

Germany should stop lecturing France on nuclear power, says Eon boss

Germany should stop trying to impose its views on nuclear power on the rest of the EU, the head of one of Europe’s largest utilities has warned, as he stressed its importance in the region’s clean energy transition.

Leonhard Birnbaum, chief executive of German energy provider Eon, said Berlin should accept differences of opinion as he signalled his desire for a compromise with France to break a deadlock amid a nuclear power dispute over energy reforms.

Germany this year shut down its final three nuclear power plants as it followed through on a long-held promise to drop the use of the energy source, effectively turning its back on nuclear for now, while France has made it a priority to modernise its nuclear power plants.

The differences are delaying reforms to the region’s electricity market and legislation designed to meet greenhouse gas emissions targets.

One sticking point is Germany’s refusal to back French moves to allow governments to provide state aid to existing power plants, which could enable Paris to support the French nuclear fleet.

The Eon chief, whose company has 48mn customers across Europe, said it would be “better for everyone” if the two countries could approach the dispute with the mindset that “everyone does their part”, even as Germany has at times weighed a U-turn on the nuclear phaseout in recent debates.

“Neither the French will be able to persuade us to use nuclear power, nor we will be able to persuade them not to. That’s why I think we should take a different approach to the discussion,” he added.

Birnbaum said Germany “would do well to be a bit cautious about trying to impose our way on everyone else”. This approach was unlikely to be “crowned with success”.

“The better solution will not come from opposing each other, but from working together.”

Birnbaum made the comments at a press conference announcing Eon’s second-quarter results.

The company raised its profit outlook, predicting adjusted net income of €2.7bn to €2.9bn, and promised to reduce bills for customers as it hailed “diminishing headwinds” following the energy crisis caused by the war in Ukraine.

Birnbaum, whose company owned one of the three German nuclear plants shut down this year, pointed out that French nuclear energy was helping the conversion to a system of renewable energy in Germany at a time when Europe is losing nuclear power just when it needs energy.

This was a reference to Europe’s shared power market that allows countries to buy and sell electricity from one another. 

Germany has been a net importer of French electricity since shutting down its own nuclear plants, which last month prompted the French energy minister Agnès Pannier-Runacher to accuse Berlin of hypocrisy. 

“It’s a contradiction to massively import French nuclear energy while rejecting every piece of EU legislation that recognises the value of nuclear as a low-carbon energy source,” Pannier-Runacher told the German business daily Handelsblatt.

She also criticised Berlin’s drive to use new gas-fired power plants as a “bridge” to its target of being carbon neutral by 2045, even as some German officials contend that nuclear won’t solve the gas issue in the near term, arguing that it created a “credibility problem” for Germany: “Gas is a fossil fuel.”

Berlin officials responded by pointing out that Germany was a net exporter of electricity to France over the winter when its nuclear power stations were struggling to produce because of maintenance problems. 

They added that the country only imported French power because it was cheaper, not because their country was suffering shortages.

Berlin argues that renewable energy is cleaner and safer than nuclear, despite renewable rollout challenges linked to cheap Russian gas and grid expansion, and accuses France of seeking to protect the interests of its nuclear industry.

In Paris, officials see Germany’s resistance to nuclear energy as wrong-headed given the need to fight climate change effectively, and worry it is an attempt to undercut a key aspect of French industrial competitiveness.

China may triple electricity generation to supply 60 percent of the country's total energy under Beijing's carbon-neutral goal by 2060, up from the current 23 per cent, according to Royal Dutch Shell.

Shell is one of the largest global investors in China's energy sector, with business covering gas production, petrochemicals and a retail fuel network. A leading supplier of liquefied natural gas, it has recently expanded into low-carbon business such as hydrogen power and electric vehicle charging.

In a rare assessment of the country's energy sector by an international oil major, Shell said China needed to take quick action this decade to stay on track to reach the carbon-neutrality goal.

China has mapped out plans to reach peak emissions by 2030, and aims to reduce coal power production over the coming years, but has not yet revealed any detailed carbon roadmap for 2060.

This includes investing in a reliable and renewable power system, including compressed air generation, and demonstrating technologies that transform heavy industry using hydrogen, biofuel and carbon capture and utilization.

"With early and systematic action, China can deliver better environmental and social outcomes for its citizens while being a force for good in the global fight against climate change," Mallika Ishwaran, chief economist of Shell International, told a webinar hosted by the company's China business.

Shell expects China's electricity generation to rise three-fold to more than 60 exajoules (EJ) in 2060 from 20 EJ in 2020, even amid power supply challenges reported recently.

Solar and wind power are expected to surpass coal as the largest sources of electricity by 2034 in China, reflecting projections that renewables will eclipse coal globally by mid-decade, versus the current 10 percent, rising to 80 percent by 2060, Shell said.

Hydrogen is expected to scale up to 17 EJ, or equivalent to 580 million tonnes of coal by 2060, up from almost negligible currently, adding over 85 percent of the hydrogen will be produced through electrolysis, supported by PEM hydrogen R&D across the sector, powered by renewable and nuclear electricity, Shell said.

Hydrogen will meet 16 percent of total energy use in 2060 with heavy industry and long-distance transport as top hydrogen users, the firm added.

The firm also expects China's carbon price to rise to 1,300 yuan (CDN$256.36) per tonne in 2060 from 300 yuan in 2030.

Nuclear, on a steady development track, and biomass will have niche but important roles for power generation in the years to come, Shell said.

Electricity generated from biomass, combined with carbon, capture, utilization and storage (CCUS), provide a source of negative emissions for the rest of the energy system from 2053, it added.

The Miami Valley region in Ohio is accelerating its transition to electric vehicles (EVs) with the installation of 24 new Level 2 EV chargers, funded through a $1.1 million project supported by the Ohio Environmental Protection Agency (EPA).
