A proposed coal-fired power plant being built in southwestern Arkansas could end up paying $2.8 billion over 40 years because of new federal carbon penalties, a study by opponents claims.

New figures from the Southwestern Electric Power Co. put the cost of building the plant at about $2 billion, counting the costs of upgrading power lines and substations and obtaining an air permit. But opponents say a tougher stance by the Environmental Protection Agency on greenhouse gases will drive costs even higher for the project — which will be funded by ratepayers.

"The main thing that the utility was not willing to admit... was that the future costs of containing or controlling the (carbon dioxide) from this plant will be vastly greater than they ever anticipated or were willing to admit at the time," said Jim Metzger, the study's author, told reporters.

Metzger estimated the John W. Turk Jr. plant being built in Hempstead County would likely have to spend more than $163 million annually — or $2.8 billion over 40 years — just to contain or abate carbon dioxide emissions.

The 60-page study, done on behalf of the Sierra Club and Audubon Arkansas, comes after the EPA announced it was reviewing a Bush policy on new coal-fired power plants. The old policy prohibits using the federal permit process to require new coal-fired power plants to install equipment to reduce carbon dioxide.

Because of moves like that, at least 59 proposed coal-fired projects nationwide have been canceled or delayed, according to anti-coal groups.

SWEPCO officials dismissed the study as speculative.

"It's another delay tactic," SWEPCO spokesman Scott McCloud said. "All their purpose is, is to derail the Turk project."

Opponents are challenging an air permit for the plant granted by the state environmental regulators. Meanwhile, the utility asked the state for a $53.9 million rate increase Thursday, in part to cover financing costs for the power plant.

SWEPCO, based in Shreveport, La., is a subsidiary of Columbus, Ohio-based American Electric Power, among the largest electric utilities in the country.

Following the adoption of Bill 34 in December 2019, a total amount of $535 million will be refunded to customers who were Hydro-Québec account holders in 2018 or 2019. This amount was accumulated in variance accounts required under the previous rate system between January 1, 2018, and December 31, 2019.

If you are still a Hydro-Québec customer, a credit will be applied to your bill in the coming weeks, and improving billing layout clarity is a focus in some provinces as well. The amount will be indicated on your bill.

An average refund amount of $60. The refund amount is calculated based on the quantity of electricity that each customer consumed in 2018 and 2019. The refund will correspond to 2,49% of each customer's consumption between January 1, 2018, and December 31, 2019, for an average of approximately $60, while Ontario hydro rates are set to increase on Nov. 1.

The following chart provides an overview of the refund amount based on the type of home. Naturally, the number of occupants, electricity use habits and features of the home, such as insulation and energy efficiency, may have a significant impact on the amount of the refund, and in other provinces, oversight debates continue following a BC Hydro fund surplus revelation.

What if you were an account holder in 2018 or 2019 but you are no longer a Hydro-Québec customer?
People who were account holders in 2018 or 2019, but who are no longer Hydro-Québec customers will receive their credit by cheque, a lump sum credit approach seen elsewhere.

To receive their cheque, these people must get in touch to update their address in one of the following ways:  

If they have a Hydro-Québec Customer Space and remember their access code, they can update their profile.

Anyone without a Customer Space or who doesn't remember their access code can fill out the Request for a credit form at the following address: www.hydroquebec.com/credit in which they can indicate the address where they wish to receive their cheque, where applicable.

Those who cannot send us their address online can call 514 385-7252 or 1 888 385-7252 to give it to a customer services representative, as utilities like Hydro One have moved to reconnect customers in some cases. Note that the process will take longer on the phone, especially if the call volume is high.

UPDATE: Hydro-Québec will be returning an additional $35 million to customers under the adoption of Bill 34, amid overcharging allegations reported elsewhere.

Energy Minister Jonatan Julien announced on Tuesday that the public utility will be refunding a total of $535 million to customers between January and April.

The legislation, which was passed in December, allows the Quebec government to take control of the rates charged for electricity in the province, including decisions on whether to seek a rate hike next year under the new framework.

Ontario’s five largest electricity utilities have teamed up to warn the public about ongoing scams concerning fake phone calls, texts and bills connected to the utility accounts.

“We always receive these reports of scams and it gets increasingly higher during the holidays when people are busy and enjoying the season," said Whitney Brhelle, spokesperson with Hydro One.

Hydro One joined with Alectra Utilities, Elexicon Energy, Hydro Ottawa and Toronto Hydro to get the message out that scammers are targeting customers and threatening to turn off their power.

Scams involve impersonation of a local utility or its employees, threatening phone calls, texts or emails and pressure for immediate payment that come with threats to disconnect service the same day.

Criminals may demand payment in prepaid debit cards, gift cards or Bitcoin. Utilities said they would never call a customer without notice and threaten disconnection over the phone.

In a separate case, authorities in Montreal arrested suspects in an electricity theft ring that highlights broader energy-related crime.

“People have been calling customers and saying you need to pay your bill immediately and they are threatened with disconnection, often citing supposed changes to peak hydro rates to add pressure, which is something that we would ever do," said Kimberly Brathwaite, spokesperson with Elexicon Energy.

Scammers are also creating fake bills that look like the real thing.

“Scammers will actually take our Alectra logo and send out various authentic looking documents to people’s homes, so people have to be aware and check their statements very carefully” said Ashley Trgachef spokesperson with Alectra Utilities.

Customers are advised to never make a payment not listed on their recent bill and to ignore texts or emails with links promising refunds, and to verify any official relief fund information only through their utility and not to provide personal information or details about their account.

If you are given a number to call don’t call the number provided, you are better off to go to your bill or the utility’s website to makes sure it is the correct number for customer service and to review information about customer flexibility there.

Some scammers have even gone door to door demanding payment, and the utilities are advising anyone who feels threatened to call police.

They are also asking that you share the information with family and friends to be careful if they are contacted by someone claiming to be with their electricity company.

If you fall for a scam and money is sent, it's very difficult to get it back.

Some in Puerto Rico are beginning to fear the ground will never stop shaking. The island has been pummeled by hundreds of earthquakes in recent weeks, including the recent 5.9 magnitude temblor, where there were reports of landslides in the town of Peñuelas along the southern coast, rattling residents already on edge from the massive 6.4 magnitude quake, and raising wider concerns about climate risks to the grid in disaster-prone regions.

That was the largest to strike the island in more than a century causing hundreds of structures to crumble, forcing thousands from their homes and leaving millions without power, a scenario echoed by Texas power outages during winter storms too. One person was killed and several others injured.

Utility says 99% of customers have electricity

Puerto Rico's public utility, PREPA, tweeted some welcome news Monday: that nearly all of the homes and businesses it serves have had electric power restored. Still it is urging customers to conserve energy amid utility supply-chain shortages that can slow critical repairs.

Reporting from the port city of Ponce, NPR's Adrian Florido said the Costa Sur Plant, which produces more than 40% of Puerto Rico's electricity, was badly damaged in last week's quake. It remains offline indefinitely, even as grid operators elsewhere have faced California blackout warnings during extreme heat.

He also reports many residents are still reeling from the devastation caused by Hurricane Maria, a deadly Category 4 storm that battered the island in September 2017. The storm exposed the fact that buildings across the island were not up to code, similar to how aging systems have contributed to PG&E power line fires in California. The series of earthquakes are only amplifying fears that structures have been further weakened.

"People aren't coping terribly well," Florido said on NPR's Morning Edition Monday, noting that households elsewhere have endured pandemic power shutoffs and burdensome bills.

Many earthquake victims sleeping outdoors

Florido spoke to one displaced resident, Leticia Espada, who said more than 50 homes in her town of Guayanilla, about an hour drive east of the port city of Ponce, had collapsed.

After sleeping outside for days on her patio following Tuesday's quake, she eventually came to her town's baseball stadium where she's been sleeping on one of hundreds of government-issued cots.

She's like so many others sleeping in open-air shelters, many unwilling to go back to their homes until they've been deemed safe, while even far from disaster zones, brief events like a Northeast D.C. outage show how fragile service can be.

"Thousands of people across several towns sleeping in tents or under tarps, or out in the open, protected by nothing but the shade of a tree with no sense of when these quakes are going to stop," Florido reports.
