Team CANDU is trying to make a turnaround on the international stage.

SNC-Lavalin Group Inc. and Atomic Energy of Canada Ltd. said they had signed a deal with the Jordan Atomic Energy Commission to study building a nuclear power program with the CANDU 6 reactor.

The news is good for AECL, which has been struggling to sell more of its units.

The Canadian reactor, sometimes referred to as the Porsche of reactors, has only been built 10 times internationally over the past decade. Even those sales were controversal: To sell two reactors to China in 1996, Prime Minister Jean Chretien lent $1.5-billion to the Chinese government - a move that led to a lawsuit by the Sierra Club.

Despite full-service attention from the Canadian government, China (with its two units and Korea, which built four plants) turned to competitors for their next generation of plants.

The CANDU reactors have some advantages over their competitors. They can be fuelled without being shut down, and use natural, not enriched, uranium.

Jordan is interested in the enhanced CANDU 6 reactor because of the natural uranium it uses, says Dale Coffin, AECL's director of corporate communications. Rather than getting enriched uranium from another nation, he adds, Jordan can use uranium ore from its existing phosphate reserves to power the CANDU reactors.

Jordan currently imports 95% of its energy needs, and like many other countries in the region is looking to diversify. Last year, parliament endorsed the use of nuclear power to produce electricity and desalinate water.

Khaled Tukan, head of the JAEC, has said the country has already signed nuclear deals with the United States and France and hopes nuclear power will produce 30% of the country's energy by 2030.

Jordan is only one of many countries in the Middle East and North Africa looking to diversify its energy sources. Morocco and Turkey are looking at nuclear power seriously, and CANDU has been identified as an option, Mr. Coffin says.

The enhanced CANDU 6 only produces 740 Megawatts of power, but rather than a liability, the smaller reactor may prove to be more efficient for countries with grid systems that cannot sustain the power flow from a larger reactor, he adds.

SNC-Lavalin formed its nuclear engineering division in 1967. In May, 2006, it was one of five nuclear technology companies to join Team CANDU to provide a turn-key service for building new nuclear plants.

Revenue from SNC's power division was $1.6-billion in 2007, with the largest portion of revenues in the nuclear division coming from replacing steam generators for Bruce Power A LP.

Its nuclear division is involved in the engineering and construction of new plants and servicing the non-nuclear steam generating side of nuclear power plants.

The federal government and Ontario have pledged to spend up to $500 million to make the Ford plant in Oakville, Ont., able to build electric vehicles, aligning with efforts to capitalize on the U.S. EV pivot underway.

The future of the plant has been a key question for Canada's automotive industry, as moves like GM's Ontario EV deal point to broader changes, ever since the Unifor union started negotiating with the automaker for a new three-year pact to cover the company's Canadian workforce.

The two sides struck a deal a few hours after a midnight strike deadline on Tuesday morning, one that will see the company commit $1.98 billion to build five new electric vehicles and an engine contract that could yield new EV jobs in Windsor, Ont.

Ford has previously committed to spending $11 billion US to develop and manufacture electric vehicles, but so far all of that money was earmarked for Ford plants in Mexico and the company's home state of Michigan.

"With Oakville gaining such a substantial portion of Ford's planned investment, the assembly plant and its workers are better set for employment going forward," said Sam Fiorani, vice-president of global forecasting at AutoForecast Solutions.

Unifor's 'unique' Ford deal includes 5 new electric vehicles in Oakville, engine for Windsor plants
Currently, the plant builds the Ford Edge and Lincoln Nautilus, but concerns over the plant's future emerged earlier this year when a report suggested Ford was contemplating scrapping the Edge altogether. The new vehicles will come as welcome news for the plant, even as Fiorani says he worries that demand for the electric vehicles (EV) has so far not lived up to the hype.

"The EV market is coming, and Ford looks to be preparing for it. However, the demand is just not growing in line with the proposed investment from all vehicle manufacturers," he said.

Plant needs upgrade first
And the plant can't simply flip a switch and start building an entirely new type of vehicle. It will require a major retooling, and that will require time — and cash — to happen, which is where government cash comes in, as seen with a Niagara Region battery plant supporting the EV supply chain.

As first reported by the Toronto Star, the two branches of government have committed to spent up to $500 million combined to upgrade the plant so that it can build electric vehicles.

"The retooling will begin in 2024 with vehicles rolling off the line in 2025," Unifor president Jerry Dias said. "So we know this is a decades-long commitment."

It's not clear what portion of the cash will come from what branch of government, but CBC News has previously reported that Wednesday's throne speech is expected to contain a number of policies aimed at beefing up Canada's electric vehicle industry, as EV assembly deals are putting Canada in the race, both on the consumer side and for businesses that build them.

Ontario's minister of economic development and trade welcomed the news of a tentative deal on Tuesday and confirmed that Queen's Park legislators stand ready to do their part, as shown by Honda's Ontario battery investment moves in the province.

"Our government will always work with our federal colleagues, workers and the auto sector to ensure the right conditions are in place for the industry to remain stable today and seize the new opportunities of tomorrow," a spokesperson for Vic Fedeli told CBC News in an emailed statement Tuesday.

IEC reaches settlement on Palestinian electricity debt

IEC-PETL Electricity Agreement streamlines grid management, debt settlement, and bank guarantees, shifting power supply, transmission, and distribution to PETL via IEC-built sub-stations, bolstering energy cooperation, utility billing, and payment assurance in PA areas.

The Palestinian Authority will pay Israel Electric NIS 915 million and take over management of its grid through Palestinian electricity supplier PETL.

The Israel Electric Corporation (IEC) (TASE: ELEC.B22) and Palestinian electricity supplier PETL have signed a draft commercial agreement under which the Palestinian Authority's (PA) debt of almost NIS 1 billion will be repaid. The agreement also transfers actual management of the supply of electricity to Palestinian customers from IEC to the Palestinian electricity authority, enabling consideration of distributed solutions such as a virtual power plant program in future planning.

Up until now, the IEC was unable to actually collect debts for electricity from Palestinian customers, because the connection with them was through the PA. Responsibility for collection will now be exclusively in Palestinian hands, with the PA providing hundreds of millions of shekels in bank guarantees for future debts. The agreement, which is valid for 15 years, amounts to an estimated NIS 2.8 billion a year, as of now.

IEC will sell electricity and related services to PETL through four high-tension sub-stations built by IEC for PETL and through high and low-tension connection points, similar to large interconnector projects like the Lake Erie Connector, for the purpose of distribution and supply of the electricity by PETL or an entity on its behalf to consumers in PA territory. PETL will have sole operational and maintenance responsibility for distribution and supply and ownership of the four sub-stations.

 

NIS 915 million in 48 payments

According to the IEC announcement, the settlement was reached following negotiations following the signing of an agreement in principle in September 2016 by the minister of finance, the government coordinator of activities in the territories, and the Palestinian minister for civilian affairs. The parties reached commercial understandings yesterday that made possible today's signing of the first commercial document of its kind regulating commercial relations - the sales of electricity - between the parties. The agreement will go into effect after it is approved by the IEC board of directors, the Public Utilities Authority (electricity), reflecting regulatory oversight akin to Ontario industrial electricity pricing consultations, and the IDF Chief Electrical Staff Officer. Representatives of IEC, the Ministry of Finance, the Public Utilities Authority (electricity), the government coordinator of activities in the territories, the civilian authority, the PA government, and PETL took part in the negotiations.

The agreement also settles the PA's historical debt to IEC. The PA will begin payment of NIS 915 million in debt for consumption of electricity before September 2016 to IEC Jerusalem District Ltd. in 48 equal installments after the final signing, as stipulated in the agreement in principle signed by the Israeli government and the PA on September 13, 2016.

The PA's debt for electricity amounted to almost NIS 2 billion in 2016. The initial spadework for the current debt settlement was accomplished in that year, after the parties reached understandings on writing off NIS 500 million of the Palestinian debt. The PA paid NIS 600 million in October 2016, and the remainder will be paid now.

It was also reported that an arrangement of securities and guarantees to ensure payment to IEC under the agreement had been settled, including the past debt. IEC will obtain a bank guarantee and a PA guarantee, in addition to the existing collection mechanisms at the company's disposal.

Minister of Finance Moshe Kahlon said, "Signing the commercial agreement is a historic step completing the agreement signed by the governments in September 2016. Strengthening economic cooperation between Israel and the PA is above all an Israeli security interest. The agreement will ensure future payments to the IEC and reinforce its financial position. I congratulate the negotiating teams for the completion of their task."

Minister of National Infrastructure, Energy, and Water Resources Dr. Yuval Steinitz said, "In my meeting last year with Palestinian Prime Minister Rami Hamdallah in Jenin, we agreed that it was necessary to settle the debt and formalize relations between IEC and the PA. The settlement signed today is a breakthrough, both in the measures for payment of the Palestinian debt to IEC and Israel and in arranging future relations to prevent more debts from emerging in the future. With the signing of the agreement, we will be able to make progress with the Palestinians in developing a modern electrical grid, aligning with regional initiatives like the Cyprus electricity highway, according to the model of the sub-station we inaugurated in Jenin."

IEC chairperson Yiftah Ron Tal said, "This is a historic event. In this agreement, IEC is correcting for the first time a historical distortion of accumulated debt without guarantees, ability to collect it, or control over the amount of debt. This anchor agreement not only constitutes an unprecedented financial achievement; it also constitutes an important milestone in regulating electricity commercial relations between the Israeli and Palestinian electric companies, comparable to cross-border efforts such as the Ireland-France interconnector in Europe."

Here's what we know about the mistaken Pickering nuclear alert one week later

A number of questions still remain a week after an emergency alert was mistakenly sent out to people across Ontario warning of an unspecified incident at the Pickering Nuclear Generating Station. 

The province’s solicitor general has stepped in and says an investigation into the incident should be completed fairly quickly according to the minister.

However, the nuclear scare has still left residents on edge with tens of thousands of people ordering potassium iodide, or KI, pills that protect the body from radioactive elements in the days following the incident.

Here’s what we know and still don’t know about the mistaken Pickering nuclear plant alert:

Who sent the alert?

According to the Alert Ready Emergency Alert System website, the agency works with several federal, provincial and territorial emergency management officials, Environment and Climate Change Canada and Pelmorex, a broadcasting industry and wireless service provider, to send the alerts.

Martin Belanger, the director of public alerting for Pelmorex, a company that operates the alert system, said there are a number of safeguards built in, including having two separate platforms for training and live alerts.

"The software has some steps and some features built in to minimize that risk and to make sure that users will be able to know whether or not they're sending an alert through the... training platform or whether they're accessing the live system in the case of a real emergency," he said.

Only authorized users have access to the system and the province manages that, Belanger said. Once in the live system, features make the user aware of which platform they are using, with various prompts and messages requiring the user's confirmation. There is a final step that also requires the user to confirm their intent of issuing an alert to cellphones, radio and TVs, Belanger said.

Last Sunday, a follow-up alert was sent to cellphones nearly two hours after the original notification, and during separate service disruptions such as a power outage in London residents also sought timely information.

What has the investigation revealed?

It’s still unclear as to how exactly the alert was sent in error, but Solicitor General Sylvia Jones has tapped the Chief of Emergency Management Ontario to investigate.

"It's very important for me, for the people of Ontario, to know exactly what happened on Sunday morning," Jones said.

Jones said initial observations suggest human error was responsible for the alert that was sent out during routine tests of the emergency alert.

“I want to know what happened and equally important, I want some recommendations on insurances and changes we can make to the system to make sure it doesn't happen again,” Jones said.

Jones said she expects the results of the probe to be made public.

Can you unsubscribe from emergency alerts?

It’s not possible to opt out of receiving the alerts, according to the Alert Ready Emergency Alert System website, and Ontario utilities warn about scams to help customers distinguish official notices.

“Given the importance of warning Canadians of imminent threats to the safety of life and property, the CRTC requires wireless service providers to distribute alerts on all compatible wireless devices connected to an LTE network in the target area,” the website reads.

The agency explains that unlike radio and TV broadcasting, the wireless public alerting system is geo-targeted and is specific to the a “limited area of coverage”, and examples like an Alberta grid alert have highlighted how jurisdictions tailor notices for their systems.

“As a result, if an emergency alert reaches your wireless device, you are located in an area where there is an imminent danger.”

The Pickering alert, however, was received by people from as far as Ottawa to Windsor.

Is the Pickering Nuclear Generating Station closing?

The Pickering nuclear plant has been operating since 1971, and had been scheduled to be decommissioned this year, but the former Liberal government -- and the current Progressive Conservative government -- committed to keeping it open until 2024. Decommissioning is now set to start in 2028.

It operates six CANDU reactors, and in contingency planning operators have considered locking down key staff to maintain reliability, generates 14 per cent of Ontario's electricity and is responsible for 4,500 jobs across the region, according to OPG, while utilities such as Hydro One's relief programs have supported customers during broader crises.

What should I do if I receive an emergency alert?

Alert Ready says that if you received an alert on your wireless device it’s important to take action “safely”.

“Stop what you are doing when it is safe to do so and read the emergency alert,” the agency says on their website.

“Alerting authorities will include within the emergency alert the information you need and guidance for any action you are required to take, and insights from U.S. grid pandemic response underscore how critical infrastructure plans intersect with public safety.”

“This could include but is not limited to: limit unnecessary travel, evacuate the areas, seek shelter, etc.”

The wording of last Sunday's alert caused much initial confusion, warning residents within 10 kilometres of the plant of "an incident," though there was no "abnormal" release of radioactivity and residents didn't need to take protective steps, but emergency crews were responding.

“In the event of a real emergency, the wording would be different,” Jones said.

Europe's largest shore power plant opens

In a ceremony held in Rostock-Warnemünde yesterday during Germany’s 12th National Maritime Conference, the 2,174-passenger cruise ship AIDAsol inaugurated Europe’s largest shore power plants for ships.

The power plant has been established under a joint agreement between AIDA Cruises, a unit of Carnival Corporation & plc (NYSE/LSE: CCL; NYSE: CUK), the state government of Mecklenburg-Western Pomerania, the city of Rostock and the Port of Rostock.

“With our green cruising strategy, we have been investing in a sustainable cruise market for many years,” said AIDA Cruises President Felix Eichhorn. “The shore power plant in Rostock-Warnemünde is another important step — after the facility in Hamburg — on our way to an emission-neutral cruise that we want to achieve with our fleet. I would like to thank the state government of Mecklenburg-Western Pomerania and all partners involved for the good and trusting cooperation. Together, we are sending out an important signal, not just in Germany, but throughout Europe.”

CAN POWER TWO CRUISE SHIPS AT A TIME
The shore power plant, which was completed in summer 2020, is currently the largest in Europe and aligns with port electrification efforts such as the all-electric berth at London Gateway in the UK. With an output of up to 20 megavolt amperes (MVA), two cruise ships can be supplied with electricity at the same time at berths P7 and P8 in Warnemünde.

In regular passenger operation AIDAsol needs up to 4.5 megawatts per hour (MWh) of electricity.

The use of shore power to supply ships with energy is a decisive step in AIDA Cruises’ plans to reduce local emissions to zero during berthing, complementing recent progress with electric ships on the B.C. coast, as a cruise ship typically stays in port around 40% of its operating time.

As early as 2004, when the order for the construction of AIDAdiva was placed, and for all other ships put into service in subsequent years, the company has considered the use of shore power as an option for environmentally friendly ship operation.

Since 2017, AIDA Cruises has been using Europe’s first shore power plant in Hamburg-Altona, where AIDAsol is in regular operation, while operators like BC Ferries add hybrid ferries to expand low-emission service in Canada. Currently, 10 ships in the AIDA fleet can either use shore power where available or are technically prepared for it.

The aim is to convert all ships built from 2000 onwards, supporting future solutions like offshore charging with wind power.

With AIDA Cruises starting a cruise season from Kiel, Germany, on May 22, AIDAsol will also be the first cruise ship to complete the final tests on a newly built shore power plant there, as innovations such as Berlin’s electric flying ferry highlight the broader shift toward electrified waterways. Construction of that plant is the result of a joint initiative by the state government of Schleswig-Holstein, the city and the port of Kiel and AIDA Cruises. AIDAsol is scheduled to arrive in Kiel on the afternoon of May 13.

As part of its green cruising strategy, AIDA Cruises has been investing in a sustainable cruise operation for many years, paralleling urban shifts toward zero-emission bus fleets in Berlin. Other steps on the path to the zero emission ship of the future are already in preparation. This year, AIDAnova will receive the first fuel cell to be used on an ocean-going cruise ship. In 2022, the largest battery storage system to date in cruise shipping will go into operation on board an AIDA ship, similar to advances in battery-electric ferries in the U.S. In addition, the company is already addressing the question of how renewable fuels can be used on board cruise ships in the future.

Taiwan's economic minister resigned after power was knocked out in many parts of Taiwan, with regional parallels such as China power cuts highlighting grid vulnerabilities, including capital Taipei's business and high-end shopping district, due to an apparent "human error" at a key power plant.

Economic Affairs minister Lee Chih-kung tendered his resignation verbally to Premier Lin Chuan, United Daily News reported, citing a Cabinet spokesman. Lin accepted the resignation, the spokesman said according to the daily.

As many as 6.68 million households and commercial units saw their power supply cut or disrupted on Tuesday after "human error" disrupted natural gas supply at a power plant in northern Taiwan's Taoyuan, the semi-official Central News Agency reported, citing the government-controlled oil company CPC Corporation as saying.

The company added that power at the plant, Taiwan's biggest natural gas power plant, resumed two minutes later.

In New Taipei City, there were at least 27,000 reported cases of people being stuck in lifts. Photos in social media also showed huge crowds stranded in lift lobby in Taipei's iconic 101-storey Taipei 101 building.

Power rationing was implemented beginning 6pm, and, as seen in the National Grid short supply warning in other markets, such steps aim to stabilize supply, Central News Agency said. Power supply was gradually being restored beginning at about 9:40pm. news reports said.

President Tsai Ing-wen apologised for the blackout, noting parallels with Japan's near-blackouts that underscored grid resilience, and said that she has ordered all relevant departments to produce clear report in the shortest time possible.

"Electricity is not just a problem about people's livelihoods but also a national security issue. A comprehensive review must be carried out to find out how the electric power system can be so easily paralysed by human error," said Ms Tsai in a Facebook post.

Taiwan has been at risk of a power shortage after a recent typhoon knocked down a power transmission tower in Hualien county along the eastern coast of Taiwan, rather than a demand-driven slowdown like the China power demand drop during pandemic factory shutdowns. This reduced the electricity supply by 1.3million kilowatts, or about 4 per cent of the operating reserve.

That was followed by the breakdown of a power generator at Taiwan's largest power plant, which further reduced the operating reserve by 1.5 per cent.

The situation is worsened by the ongoing heatwave that has hit Taiwan, with temperatures soaring to 38 degrees Celsius over the past week.

As a result, the government had imposed the rationing of electricity, and, highlighting how regional strains such as China's power woes can ripple into global markets, switched off all air-conditioning in many of its Taipei offices, a move that drew some public backlash.
