America's energy challenge has two main goals: to increase our energy security in a volatile world, and to decrease the amount of greenhouse gases we pump into the atmosphere.

That explains the strong interest in renewable energy, which is both home-grown and emissions-free. But there are better and worse ways to go about encouraging additional clean energy, and as Floridians we all have a stake in the choices that will be made in Tallahassee on these issues.

When the three solar energy centers we're building are complete, they'll produce emissions-free electricity for more than 35,000 Floridians. Over their lifetimes, the projects will avoid 3.5 million tons of carbon dioxide, which is the annual emissions of 25,000 cars.

At FPL, our commitment to renewable energy is second to none.

But for some in the environmental movement, it's not enough that an energy source is emissions-free if it does not meet their technical definition of renewable. So they have attacked FPL for touting the benefits of nuclear power, which emits no carbon dioxide, even as they support biomass, which emits carbon dioxide, nitrogen oxides and even small amounts of sulfur dioxide, a chief cause of acid rain.

What we need is clarity on the goals we are trying to achieve. If our aim is to reduce carbon dioxide emissions and strengthen our energy security, then we need a "clean energy" standard that welcomes all forms of emissions-free electricity generation, especially nuclear power. To exclude a generation source that produces around-the-clock power with zero carbon emissions defies common sense. Nor should we be unduly concerned about used nuclear fuel. The amounts are small, the storage is safe and most of it could be recycled if the United States allowed reprocessing as other countries do.

Likewise, we should embrace the gains to be had from making existing power plants more efficient and from encouraging greater energy conservation.

I know these are difficult words for some of my friends in the environmental community, and I don't expect them to agree with me. But I do hope they will recognize that achieving carbon dioxide reductions through renewable energy alone is going to take far longer, and cost the typical FPL customer far more, than if we accept the contribution that nuclear power and energy efficiency have to make.

I do not say this because FPL has any reluctance about meeting an aggressive target for renewable energy production. I say this because as a matter of sound public policy, we should pursue our carbon reduction and energy security goals in a way that imposes the smallest possible economic burden on Floridians. At a time of high fossil fuel costs and economic hardship, we can ill-afford to let our passion for energy that is renewable blind us to the merits of energy that is clean.

Should the renewable energy we consume in Florida be produced in Florida? Ideally, yes. But if a rule is handed down that allows utilities to satisfy their obligation by purchasing "renewable energy credits," we think they should buy their renewable energy where it is the least costly and most efficient to produce.

Requiring companies to buy renewable power within their own states would only saddle customers with higher costs. It's the equivalent of requiring grocery stores in Maine to buy oranges grown in Maine instead of Florida.

FPL is a clean energy company with a low emissions profile and a strong commitment to addressing the challenges of energy security and climate change. We simply want to do so in a way that does not saddle our customers with unnecessary costs.

Hydro One announced it is providing its customers with the flexibility to customize their account. Customers can choose their own billing due date, flatten usage spikes from temperature fluctuations through balanced billing and the Ultra-Low Overnight Price Plan, and monitor their electricity consumption by signing up for early high usage notifications.

"Being in-tune with our customers' needs is more important than ever. According to recent research conducted by Angus Reid, 78 per cent of Ontario electricity customers said balanced billing would help them better manage their finances, even as peak hydro rates remained unchanged for many self-isolating customers. Balanced billing flattens out the spikes in electricity usage that commonly occurs in the summer due to air conditioning use and in the winter due to heating.

The research also found that 72 per cent of customers would like to pick their own due date to better manage their finances. This feature is now included in Hydro One's new customization bundle, which will be shared with customers through an awareness campaign. Other customization tools include alerts when electricity usage falls outside of the customer's normal pattern, the ability to report outages online and the ability to receive text messages or emails when outages occur. B.C. Commercial electricity consumption plummets during COVID-19 pandemic

BC Hydro COVID-19 Relief Fund enables small businesses to waive electricity bills for commercial properties during the pandemic, offering credits, rate support, and applications for eligible customers forced to temporarily close.

Businesses are taking advantage of a BC Hydro relief fund that allows electricity bills for commercial properties to be waived during the COVID-19 pandemic.

More than 3,000 applications have already been filed since the program launched on Wednesday, allowing commercial properties forced to shutter during the crisis to waive the expense for up to three months, while Ontario rate reductions are taking effect for businesses under separate measures. 

“To be eligible for the COVID-19 Relief Fund, business customers must be on BC Hydro’s small general service rate and have temporarily closed or ceased operation due to the COVID-19 pandemic,” BC Hydro said in a statement. “BC Hydro estimates that around 40,000 small businesses in the province will be eligible for the program.”

The program builds off a similar initiative BC Hydro launched last week for residential customers who have lost employment or income because of COVID-19, and parallels Ontario's subsidized hydro plan introduced to support ratepayers. So far, 57,000 B.C. residents have applied for the relief fund, which amounts to an estimated $16 million in credits, amid scrutiny over deferred BC Hydro operating costs reported by the auditor general.

Electricity use across B.C. has plummeted since the outbreak began. 

According to BC Hydro, daily consumption has fallen 13% in the first two weeks of April, aligning with electricity demand down 10% reports, compared to the three-year average for the same time period.

Electricity use has fallen 30% for recreation facilities, 29% in the restaurant sector and 27% in hotels, while industry groups such as Canadian Manufacturers & Exporters have supported steps to reduce prices.

Price Spikes in Ireland Fuel Concerns Over Dispatachable Power Shortages in Europe

Irish grid-balancing prices soared to €3,774 ($4,284) per megawatt-hour last month amid growing concerns over dispatchable power capacity across Europe.

The price spike, triggered by an alert regarding generation losses, came only four months after Ireland and Northern Ireland launched an Integrated Single Electricity Market (ISEM) designed to make trading more competitive and improve power distribution across the island.

Evie Doherty, senior consultant for Ireland at Cornwall Insight, a U.K.-based energy consultancy, said significant price volatility was to be expected while ISEM is still settling down, aligning with broader 2019 grid edge trends seen across markets.

When the U.K. introduced a single market for Great Britain, called British Electricity Trading and Transmission Arrangements, in 2005, it took at least six months for volatility to subside, Doherty said.

In the case of ISEM, “it will take more time to ascertain the exact drivers behind the high prices,” she said. “We are being told that the day-ahead market is functioning as expected, but it will take time to really be able to draw conclusions on efficiency.”

Ireland and Northern Ireland have been operating with a single market “very successfully” since 2007, said Doherty. Although each jurisdiction has its own regulatory authority, they make joint decisions regarding the single market.

ISEM, launched in October 2018, was designed to help include Ireland and Northern Ireland day-ahead electricity prices in a market pricing system called the European Union Pan-European Hybrid Electricity Market Integration Algorithm.

In time, ISEM should also allow the Irish grids to participate in European intraday markets, and recent examples like Ukraine's grid connection underline the pace of integration efforts across Europe. At present, they are only able to do so with Great Britain. “The idea was to...integrate energy use and create more efficient flows between jurisdictions,” Doherty said.

EirGrid, the Irish transmission system operator, has reported that flows on its interconnector with Northern Ireland are more efficient than before, she said.

The price spike happened when the System Operator for Northern Ireland issued an alert for an unplanned plant outage at a time of low renewable output and constraints on the north-south tie-line with Ireland, according to a Cornwall Insight analysis.

 

Not an isolated event

Although it appears to have been a one-off event, there are increasing worries that a shortage of dispatchable power could lead to similar situations elsewhere across Europe, as seen in Nordic grid constraints recently.

Last month, newspaper Frankfurter Allgemeine Zeitung (FAZ) reported that German industrial concerns had been forced to curtail more than a gigawatt of power consumption to maintain operational reserves on the grid in December, after renewable production fell short of expectations and harsh weather impacts strained systems elsewhere.

Paul-Frederik Bach, a Danish energy consultant, has collected data showing that this was not an isolated incident. The FAZ report said German aluminum smelters had been forced to cut back on energy use 78 times in 2018, he noted.

Energy availability was also a concern last year in Belgium, where six out of seven nuclear reactors had been closed for maintenance. The closures forced Belgium to import 23 percent of its electricity from neighboring countries, Bach reported.

In a separate note, Bach revealed that 11 European countries that were net importers of energy had boosted their imports by 26 percent between 2017 and 2018. It is important to note that electricity imports do not necessarily imply a shortage of power, he stated.

However, it is also true that many European grid operators are girding themselves for a future in which dispatchable power is scarcer than today.

EirGrid, for example, expects dispatchable generation and interconnection capacity to drop from 10.6 gigawatts in 2018 to 9 gigawatts in 2027.

The Swedish transmission system operator Svenska Kraftnät, meanwhile, is forecasting winter peak power deficits could rise from 400 megawatts currently to 2.5 gigawatts in 2020-21.

Research conducted by the European Network of Transmission System Operators for Electricity, suggests power adequacy will fall across most of Europe up to 2025, although perhaps not to a critical degree.

The continent’s ability to deal with the problem will be helped by having more efficient trading systems, Bach told GTM. That means developments such as ISEM could be a step in the right direction, despite initial price volatility.

In the long run, however, Europe will need to make sure market improvements are accompanied by investments in HVDC technology and interconnectors and reserve capacity. “Somewhere there must be a production of electricity, even when there is no wind,” said Bach.

For the Indigenous communities along northern Ontario’s James Bay — the ones that have lived on and taken care of the lands as long as anyone can remember — the new millenium marked the start of a diesel-less future, even as Ontario’s electricity outlook raised concerns about getting dirtier in policy debates. 

While the southern part of the province took Ontario’s power grid for granted, despite lessons from Europe’s power crisis about reliability, the vast majority of these communities had never been plugged in. Their only source of power was a handful of very loud diesel-powered generators. Because of that, daily life in the Attawapiskat, Kashechewan and Fort Albany First Nations involved deliberating a series of tradeoffs. Could you listen to the radio while toasting a piece of bread? How many Christmas lights could you connect before nothing else was usable? Was there enough power to open a new school? 

The communities wanted a safe, reliable, clean alternative, with Manitoba’s clean energy illustrating regional potential, too. So did their chiefs, which is why they passed a resolution in 1996 to connect the area to Ontario’s grid, not just for basic necessities but to facilitate growth and development, and improve their communities’ quality of life. 

The idea was unthinkable at the time — scorned and dismissed by those who held the keys to Ontario’s (electrical) power, much like independent power projects can be in other jurisdictions. Even some in the community didn’t fully understand it. When the idea was first proposed at a gathering of Nishnawbe Aski Nation, which represents 49 First Nations, one attendee said the only way he could picture the connection was as “a little extension cord running through the bush from Moosonee.” 

But the leadership of Attawapiskat, Kashechewan and Fort Albany First Nations had been dreaming and planning. In 1997, along with members of Taykwa Tagamou and Moose Cree First Nations, they created the first, and thus far only, fully Indigenous-owned energy company in Canada: Five Nations Energy Inc., as partnerships like an OPG First Nation hydro project would later show in action, too. 

Over the next five years, the organization built Omushkego Ishkotayo, the Cree name for the Western James Bay transmission line: “Omushkego” refers to the Swampy Cree people, and “Ishkotayo” to hydroelectric power, while other regions were commissioning new BC generating stations in parallel. The 270-kilometre-long transmission line is in one of the most isolated regions of Ontario, one that can only be accessed by plane, except for a few months in winter when ice roads are strong enough to drive on. The project went online in 2001, bringing reliable power to over 7,000 people who were previously underserved by the province’s energy providers. It also, somewhat controversially, enabled Ontario’s first diamond mine in Attawapiskat territory.

The future the First Nations created 25 years ago is blissfully quiet, now that the diesel generators are shut off. “When the power went on, you could hear the birds,” Patrick Chilton, the CEO of Five Nations Energy, said with a smile. “Our communities were glowing.”

Chilton took over in 2013 after the former CEO, his brother Ed, passed away. “This was all his idea,” Chilton told The Narwhal in a conversation over Zoom from his office in Timmins, Ont. The company’s story has never been told before in full, he said, because he felt “vulnerable” to the forces that fought against Omushkego Ishkotayo or didn’t understand it, a dynamic underscored by Canada’s looming power problem reporting in recent years. 

The success of Five Nations Energy is a tale of unwavering determination and imagination, Chilton said, and it started with his older brother. “Ed was the first person who believed a transmission line was possible,” he said.

In a Timmins Daily Press death notice published July 2, 2013, Ed Chilton is described as having “a quiet but profound impact on the establishment of agreements and enterprises benefitting First Nations peoples and their lands.” Chilton doesn’t describe him that way, exactly. 

“If you knew my brother, he was very stubborn,” he said. A certified engineering technologist, Ed was a visionary whose whole life was defined by the transmission line. He was the first to approach the chiefs with the idea, the first to reach out to energy companies and government officials and the one who persuaded thousands of people in remote, underserved communities that it was possible to bring power to their region.

After that 1996 meeting of Nishnawbe Aski Nation, there came a four-year-long effort to convince the rest of Ontario, and the country, the project was possible and financially viable. The chiefs of the five First Nations took their idea to the halls of power: Queen’s Park, Parliament Hill and the provincial power distributor Hydro One (then Ontario Hydro). 

“All of them said no,” Chilton said. “They saw it as near to impossible — the idea that you could build a transmission line in the ‘swamp,’ as they called it.” The Five Nations Energy team kept a document at the time tracking how many times they heard no; it topped out at 37. 

One of the worst times was in 1998, at a meeting on the 19th floor of the Ontario Hydro building in the heart of downtown Toronto. There, despite all their preparation and planning, a senior member of the Ontario Hydro team told Chilton, Martin and other chiefs “you’ll build that line over my dead body,” Chilton recalled. 

At the time, Chilton said, Ontario Hydro was refusing to cooperate: unwilling to let go of its monopoly over transmission lines, but also saying it was unable to connect new houses in the First Nations to diesel generators it said were at maximum capacity. (Ontario Hydro no longer exists; Hydro One declined to comment.)

“There’s always naysayers no matter what you’re doing,” Martin said. “What we were doing had never been done before. So of course people were telling us how we had never managed something of this size or a budget of this size.” 

“[Our people] basically told them to blow it up your ass. We can do it,” Chilton said.

So the chiefs of the five nations did something they’d never done before: they went to all of the big banks and many, many charitable foundations trying to get the money, a big ask for a project of this scale, in this location. Without outside support, their pitch was that they’d build it themselves.

This was the hardest part of the process, said Lawrence Martin, the former Grand Chief of Mushkegowuk Tribal Council and a member of the Five Nations Energy board. “We didn’t know how to finance something like this, to get loans,” he told The Narwhal. “That was the toughest task for all of us to achieve.”

Eventually, they got nearly $50 million in funding from a series of financial organizations including the Bank of Montreal, Pacific and Western Capital, the Northern Ontario Heritage Fund Corporation (an Ontario government agency) and the engineering and construction company SNC Lavalin, which did an assessment of the area and deemed the project viable. 

And in 1999, Ed Chilton, other members of the Chilton family and the chiefs were able to secure an agreement with Ontario Hydro that would allow them to buy electricity from the province and sell it to their communities.

Lack of energy: Ottawa’s electricity consumption drops 10 per cent during pandemic

Ottawa residents may be spending more time at home, with residential electricity use up even as the city’s overall energy use has dropped during the COVID-19 pandemic.

Hydro Ottawa says there was a 10-to-11 per cent drop in electricity consumption in April, with the biggest decline in electricity usage happening early in the morning, a pattern echoed by BC Hydro findings in its province.

Statistics provided to CTV News Ottawa show average hourly energy consumption in the City of Ottawa dropped 11 per cent during weekdays, mirroring Manitoba Hydro trends reported during the pandemic, and a 10 per cent decline in electricity consumption on weekends.

The drop in energy consumption came as many businesses in Ottawa closed their doors due to the COVID-19 measures and physical distancing guidelines.

“Based on our internal analysis, when comparing April 2020 to April 2019, Hydro Ottawa observed a lower, flatter rise in energy use in the morning, with peak demand delayed by approximately four hours.” Hydro Ottawa said in a statement to CTV News Ottawa.

“Morning routines appear to have the largest difference in energy consumption, most likely as a result of a collective slower pace to start the day as people are staying home.”

Hydro Ottawa says overall, there was an 11 per cent average hourly reduction in energy use on weekdays in April 2020, compared to April 2019. The biggest difference was the 6 a.m. hour, with a 17 per cent decrease.

On weekends, the average electricity usage dropped 10 per cent in April, compared to April 2019. The biggest difference was between 7 a.m. and 8 a.m., with a 13 per cent drop in hydro usage.

Hydro Ottawa says weekday peak continues to be at 4 p.m., while on weekends the peak has shifted from 7 p.m. before the pandemic to 4 p.m. now, though Hydro One has not cut peak rates for self-isolating customers.

The Independent Electricity System Operator says across Ontario, there has been a 10 to 12 per cent drop in energy consumption during the pandemic, a trend reflected in province-wide demand data that is the equivalent to half the demand of Toronto.

The Ontario Government has provided emergency electricity rate relief during the COVID-19 pandemic. Residential and small business consumers on time-of-use pricing, and later ultra-low overnight options, will continue to pay one price no matter what time of day the electricity is consumed until the end of May.

Does Providing Electricity To The Poor Reduce Poverty? Maybe Not

Rural Electrification Poverty Impact examines energy access, grid connections, and reliability, testing economic development claims via randomized trials; findings show minimal gains without appliances, reliable supply, and complementary services like education and job creation initiatives.

The head of Swedfund, the development finance group, recently summarized a widely-held belief: “Access to reliable electricity drives development and is essential for job creation, women’s empowerment and combating poverty.” This view has been the driving force behind a number of efforts to provide electricity to the 1.1 billion people around the world living in energy poverty, such as India's village electrification initiatives in recent years.

But does electricity really help lift households out of poverty? My co-authors and I set out to answer this question. We designed an experiment in which we first identified a sample of “under grid” households in Western Kenya—structures that were located close to but not connected to a grid. These households were then randomly divided into treatment and control groups. In the treatment group, we worked closely with the rural electrification agency to connect the households to the grid for free or at various discounts. In the control group, we made no changes. After eighteen months, we surveyed people from both groups and collected data on an assortment of outcomes, including whether they were employed outside of subsistence agriculture (the most common type of work in the region) and how many assets they owned. We even gave children basic tests, as a frequent assertion is that electricity helps children perform better in school since they are able to study at night.

When we analyzed the data, we found no differences between the treatment and control groups. The rural electrification agency had spent more than $1,000 to connect each household. Yet eighteen months later, the households we connected seemed to be no better off. Even the children’s test scores were more or less the same. The results of our experiment were discouraging, and at odds with the popular view that supplying households with access to electricity will drive economic development. Lifting people out of poverty may require a more comprehensive approach to ensure that electricity is not only affordable (with some evidence that EV growth can benefit all customers in mature markets), but is also reliable, useable, and available to the whole community, paired with other important investments.

For instance, in many low-income countries, the grid has frequent blackouts and maintenance problems, making electricity unreliable, as seen in Nigeria's electricity crisis in recent years. Even if the grid were reliable, poor households may not be able to afford the appliances that would allow for more than just lighting and cell phone charging. In our data, households barely bought any appliances and they used just 3 kilowatt-hours per month. Compare that to the U.S. average of 900 kilowatt-hours per month, a figure that could rise as EV adoption increases electricity demand over time.

There are also other factors to consider. After all, correlation does not equal causation. There is no doubt that the 1.1 billion people without power are the world’s poorest citizens. But this is not the only challenge they face. The poor may also lack running water, basic sanitation, consistent food supplies, quality education, sufficient health care, political influence, and a host of other factors that may be harder to measure but are no less important to well-being. Prioritizing investments in some of these other factors may lead to higher immediate returns. Previous work by one of my co-authors, for example, shows substantial economic gains from government spending on treatment for intestinal worms in children.

It’s possible that our results don’t generalize. They certainly don’t apply to enhancing electricity services for non-residential customers, like factories, hospitals, and schools, and electric utilities adapting to new load patterns. Perhaps the households we studied in Western Kenya are particularly poor (although measures of well-being suggest they are comparable to rural households across Sub-Saharan Africa) or politically disenfranchised. Perhaps if we had waited longer, or if we had electrified an entire region, the household impacts we measured would have been much greater. But others who have studied this question have found similar results. One study, also conducted in Western Kenya, found that subsidizing solar lamps helped families save on kerosene, but did not lead children to study more. Another study found that installing solar-powered microgrids in Indian villages resulted in no socioeconomic benefits.
