If misery loves company, the meeting of the nation's utility executives is a good place to hang out.

A recession, tight credit markets, global warming and higher costs for everything from fuel to wires are the talk in Phoenix at the annual financial conference of the Edison Electric Institute, an industry group. The meeting opened as shares in utilities have plunged.

"The economy has moved to front and center," said Bruce Williamson, chairman, president and chief executive of Houston-based power producer Dynegy.

The government said the nation's gross domestic product fell 0.3 percent in the third quarter, and analysts figure the slowdown will get much steeper in the fourth quarter and into 2009 with the nation at risk of its most serious recession since the early 1980s.

That can mean flat or lower sales for the nation's utilities, which generated about $300 billion a year in revenue and made up about 3 percent of the country's gross domestic product in 2005, according to EEI.

Columbus, Ohio-based American Electric Power, for example, said last month it was seeing a slowdown in demand from its industrial customers and Charlotte, N.C.-based Duke Energy said that it continues to add customers, but they are not using as much electricity as they used to.

Both said they plan on cutting their capital expenditures programs, AEP by $750 million to $2.5 billion in 2009 and Duke $200 million, to take into account the slowdown. Duke also said it is delaying by a year construction of a natural gas plant planned for the Carolinas.

The problem is that the capital-intensive industry can put off work for only so long. Utilities need to be ready when demand resumes for everything from energy-sucking high definition televisions to giant factories and even widespread use of electric vehicles in the future.

Once recessions end, even deep ones, the need for power bounces back fast, said Jim Rogers, Duke Energy's chairman, president and chief executive.

"We looked at the recessions prior to 1980, and what we saw, there was a huge rebound," Rogers told analysts on a conference call. "And so in our planning, we're very sensitive to that, and we want to make sure, since our job is to have affordable, reliable electricity 24-7 that we're planning in a way to deal with that possibility."

Overall, the industry remains financially sound, but credit is much more expensive and difficult to come by, said Richard McMahon, Edison's executive director of finance and energy supply. Also hurting utilities is the fact there are fewer independent banks that would loan money to utilities because of the financial meltdown.

To help get through the credit crunch, many utilities have been hoarding cash and calling in credit lines.

Baltimore-based Constellation Energy Group Inc., the nation's largest power wholesaler, agreed to be bought by a unit of Warren Buffett's Berkshire Hathaway Inc. after liquidity and accounting issues sent its stock south.

"You really need to be nimble in this market," McMahon said.

Utilities will need access to lots of cash — at least a $1 trillion — over the next couple of decades to help finance new sources of power generation including wind and solar, transmission systems to get the electricity to people's homes, energy efficiencies and new technology that include smart meters to help homeowners control electric usage.

McMahon said meeting future demand will require a diverse energy mix, including nuclear power and continued reliance on coal that generates half of the nation's electricity, to meet rising demand.

And then there is the matter of climate change and what an Obama administration may seek to do to limit greenhouse gas emissions from power plants as part of the U.S. plan to address global warming.

All of this comes as rates for consumers continue to rise. The Energy Department is forecasting rates to rise 5.2 percent for 2008 and 9.9 percent in 2009. That is on top of increases of 24 percent since 2003.

AEP has asked to raise rates 45 percent for Ohio customers over the next three years and the Tennessee Valley Authority has raised electricity rates 20 percent, its largest increase in 30 years.

Williamson said any plans needs to take into account what limits will do to the struggling economy and consumers, who likely would get stuck with the bill in the form of higher rates.

"If we put in place a climate or carbon program, it's going to impact the price of everything," he said.

Taiwan's economic minister resigned after power was knocked out in many parts of Taiwan, with regional parallels such as China power cuts highlighting grid vulnerabilities, including capital Taipei's business and high-end shopping district, due to an apparent "human error" at a key power plant.

Economic Affairs minister Lee Chih-kung tendered his resignation verbally to Premier Lin Chuan, United Daily News reported, citing a Cabinet spokesman. Lin accepted the resignation, the spokesman said according to the daily.

As many as 6.68 million households and commercial units saw their power supply cut or disrupted on Tuesday after "human error" disrupted natural gas supply at a power plant in northern Taiwan's Taoyuan, the semi-official Central News Agency reported, citing the government-controlled oil company CPC Corporation as saying.

The company added that power at the plant, Taiwan's biggest natural gas power plant, resumed two minutes later.

In New Taipei City, there were at least 27,000 reported cases of people being stuck in lifts. Photos in social media also showed huge crowds stranded in lift lobby in Taipei's iconic 101-storey Taipei 101 building.

Power rationing was implemented beginning 6pm, and, as seen in the National Grid short supply warning in other markets, such steps aim to stabilize supply, Central News Agency said. Power supply was gradually being restored beginning at about 9:40pm. news reports said.

President Tsai Ing-wen apologised for the blackout, noting parallels with Japan's near-blackouts that underscored grid resilience, and said that she has ordered all relevant departments to produce clear report in the shortest time possible.

"Electricity is not just a problem about people's livelihoods but also a national security issue. A comprehensive review must be carried out to find out how the electric power system can be so easily paralysed by human error," said Ms Tsai in a Facebook post.

Taiwan has been at risk of a power shortage after a recent typhoon knocked down a power transmission tower in Hualien county along the eastern coast of Taiwan, rather than a demand-driven slowdown like the China power demand drop during pandemic factory shutdowns. This reduced the electricity supply by 1.3million kilowatts, or about 4 per cent of the operating reserve.

That was followed by the breakdown of a power generator at Taiwan's largest power plant, which further reduced the operating reserve by 1.5 per cent.

The situation is worsened by the ongoing heatwave that has hit Taiwan, with temperatures soaring to 38 degrees Celsius over the past week.

As a result, the government had imposed the rationing of electricity, and, highlighting how regional strains such as China's power woes can ripple into global markets, switched off all air-conditioning in many of its Taipei offices, a move that drew some public backlash.

India to Ration Coal Supplies as Electricity Demand Surges

India will ration coal supplies to power plants with high inventories to direct more shipments to stations battling shortages, even as shortages ease in some regions, as surging demand outstrips production.

Supplies to plants with more than two weeks’ coal inventory will be halted for a week, a team headed by federal Coal Secretary Alok Kumar decided on Saturday, the Power Ministry said in a statement. The government has also requested smaller mines to raise output to supplement shipments from state miner Coal India Ltd., and is taking steps to get nuclear back on track to diversify the energy mix.

A jump in electricity consumption spurred by a reviving economy and an extended summer, after an earlier steep demand decline in India, is driving demand for coal, which helps produce about 70% of the nation’s electricity. The surge in demand complicates India’s clean-energy transition efforts amid solar supply headwinds that cloud near-term alternatives, and may bolster arguments favoring the country’s dependence on coal to fuel economic growth.

“There’s no doubt India will continue to need coal for stable power for years,” said Rupesh Sankhe, vice president at Elara Capital India Pvt. in Mumbai. “Plants that meet environmental standards and are able to produce power efficiently will see utilization rising, but I doubt we’re going to have many new coal plants.”  

Coal stockpiles at the country’s power plants had fallen to 14.7 million tons as of Aug. 24, tumbling 62% from a year earlier, according to the latest data from the Central Electricity Authority. More than 88 gigawatts of generation plants, about half the capacity monitored by the power ministry, had inventories of six days or less as of that date, the data show. Power demand jumped 10.5% in July from a year earlier, even as global electricity use dipped 15% during the pandemic, according to the government.
Outages at some large plants that run on imported coal have increased the burden on those that burn domestic supplies, aiding shortfalls.

Adani Power Ltd. had almost 2 gigawatts of capacity in outage at its Mundra plant in Gujarat at the start of the week, while Tata Power Co. Ltd. had shut 80% of its 4-gigawatt plant in the same town for maintenance, power ministry data show.

NTPC Ltd., the largest power generator, will import the 270,000 tons of coal it left out from contracts placed earlier to mitigate the fuel shortage, reflecting higher imported coal volumes this fiscal, the power ministry said in a separate statement.

IEA praises Modi govt for taking electricity to every village; calls India 'star performer'

The global energy watchdog International Energy Agency (IEA) has called India's electrification of every village the greatest success story of 2018. In its latest report, World Energy Outlook 2018, the IEA has called India a "star performer" in terms of achieving the big milestone of the providing power to each village. "In particular, one of the greatest success stories in access to energy in 2018 was India completing the electrification of all of its villages," said the IEA. It added that countries like Indonesia and Bangladesh have also achieved the commendable electrification rate of 95% (up from 50% in 2000), and 80% (up from 20% in 2000), respectively, even as Europe's electrification push continues as part of broader transitions.

This 643-page report by the IEA says over 120 million people worldwide gained access to electricity in 2017 and charts growth in the electric car market as part of broader energy trends. For the first time ever, the total number of people without access fell below 1 billion, it said.  The mega plan of providing electricity to 597,464 villages in India was announced by Prime Minister Narendra Modi during his Independence Day speech in 2015. On April 28, 2018, PM Modi confirmed that India had achieved its goal ahead of schedule. "This is one of the greatest achievements in the history of energy," said the IEA.

Praising the Narendra Modi government for making efforts towards lighting up every village in India, the agency said: "Since 2000 around half a billion people have gained access to electricity in India, with political effort over the last five years significantly accelerating progress."

India's achievement of providing universal household electricity access will improve the lives of over 230 million people, said the IEA, even as analyses like a Swedfund report debate some poverty outcomes in electrified areas. For a start, electric lighting makes the use of candles, kerosene and other polluting fuels for lighting redundant, not only saving money (and providing more light) but also seriously improving health, it said.

Though the global energy agency has called India "a success story", and a "bright spot for energy access", it says huge challenges remain in other regions of the world where over 670 million people still live without electricity access. "90% of these people are concentrated in sub-Saharan Africa, with countries such as Nigeria facing severe shortages," said the report.

Seven decades after independence and nearly three decades after India's economic liberalisation, the Modi government achieved the historic milestone of giving power to every single village of India, 12 days ahead of the deadline set by PM Modi. Leisang in Manipur became the last village to be connected to the grid, while a Delhi energy storage project explores ways to balance supply and demand.

The agency also praised India for tackling a related problem: access to clean cooking facilities. "While an estimated 780 million people in India rely on biomass for cooking, progress is emerging, as India is one of the few countries in the world targeting this "blind spot" of energy policy," it said.

Around 36 million LPG connections have been made since Prime Minister Modi and Minister for Petroleum and Natural Gas, Dharmendra Pradhan, launched the Pradhan Mantri Ujjwala Yojana scheme in May 2016 to provide free connections to families living below the poverty line. In India, around 50 million free LPG stoves and initial refills have been provided to poor households via this scheme since 2015. The government has set a target of providing LPG connections to 80 million households by 2020.

Hydro One deal to buy Avista receives U.S. antitrust clearance

Hydro One Ltd. says it has received antitrust clearance in the United States for its deal to acquire U.S. energy company Avista Corp., even as it sought to redesign customer bills in Ontario.

The Ontario-based utility says the 30-day waiting period under the Hart-Scott-Rodino Antitrust Improvements Act expired Thursday night.

Hydro One announced the friendly deal to acquire Avista last summer, amid customer backlash in some service areas, in an agreement that valued the company at $6.7 billion.

The deal still requires several other approvals, including those from utility commissions in Washington, Idaho, Oregon, Montana and Alaska.

Analysts also warned of political risk for Hydro One during this period, reflecting concerns about provincial influence.

The U.S. Federal Communications Commission must also sign off on the transaction, and although U.S. regulators later rejected the $6.7B takeover following review, clearance is required by the Committee on Foreign Investment in the United States.

The agreement has received approval from the U.S. Federal Energy Regulatory Commission as well as Avista shareholders, and it mirrored other cross-border deals such as Algonquin Power's acquisition of Empire District that closed in the sector.

Duke Energy installing high-tech meters for customers

Over the next three months, Duke Energy will install nearly 43,000 new high-tech electric meters for Howard County customers that will allow the utility company to remotely access meters via the digital grid instead of sending out employees to a homeowner's property for walk-by readings.

That means there's no need to estimate bills when meters can't be easily accessed, such as during severe weather or winter storms.

Other counties serviced by Duke Energy slated to receive the meters include Miami, Tipton, Cass and Carroll counties.

Angeline Protogere, Duke Energy's lead communication consultant, said besides saving the company money and manpower, the new smart meters come with a host of benefits for customers enabled by smart grid solutions today.

The meters are capable of capturing daily energy usage data, which is available online the next day. Having this information available on a daily basis can help customers make smarter energy decisions and support customer analytics that avoid billing surprises at the end of the month, she said.

"The real advantage is for the consumer, because they can track their energy usage and adjust their usage before the bills come," Protogere said.

When it comes to power outages, the meters are capable of two-way communications. That allows the company to know more about an outage through synchrophasor monitoring, which can help speed up restoration. However, customers will still need to notify Duke Energy if their power goes out.

If a customer is moving, they don't have to wait for a Duke Energy representative to come to the premises to connect or disconnect the energy service because requests can be performed remotely.

Protogere said when it comes to installing the meters, the changeover takes less than 5 minutes to complete. Customers should receive advance notices from the company, but the technician also will knock on the door to let the customer know they are there.

If no one is available and the meter is safely accessible, the technician will go ahead and change out the meter, Protogere said. There will be a momentary outage between the time the old meter is removed and the new meter is installed.

Kokomo and the surrounding areas are one of the last parts of the state to receive Duke Energy's new, high-tech meters, which are commonly used by other utility companies and in smart city initiatives across the U.S.

Protogere said statewide, the company started installing smart meters in August 2016 as utilities deploy digital transformer stations to modernize the grid. To date, they have installed 694,000 of the 854,000 they have planned for the state.

The company says the information stored and transmitted on the smart meters is safe, protected and confidential. Duke Energy said on its website that it does not share data with anyone without customers' authorization. The information coming from the meters is encrypted and protected from the moment it is collected until the moment it is purged, the company said.

Digital smart meter technology uses radio frequency bands that have been used for many years in devices such as baby monitors and medical monitors. The radio signals are far below the levels emitted by common household appliances and electronics, including cellphones and microwave ovens.

According to the World Health Organization, FCC, U.S. Food and Drug Administration and Electric Power Research Institute, no adverse health effects have been shown to occur from the radio frequency signals produced by smart meters or other such wireless networks.

However, customers can still opt-out of getting a smart meter and continue to have their meter manually read.

Those who choose not to get a smart meter must pay a $75 initial opt-out fee and an additional $17.50 monthly meter reading charge per account.

If smart meters have not yet been installed, Duke Energy will waive the $75 initial opt-out fee if customers notify the company they want to opt out within 21 days of receiving the installation postcard notice.
