After a decades-long winter of discontent, a confluence of favorable events during the last 10 years has provided a spark to America's nuclear industry.

With no major U.S. accidents during that period, public opinion has slowly swung in favor of splitting atoms to meet the country’s voracious power demands. The cost of natural gas — a competitor to nuclear — spiked to $13 per thousand cubic feet last year, although it has since fallen. And in a world worried about carbon dioxide, nuclear energy stands out, because it produces virtually no greenhouse gases.

Finally, during a Bush administration friendly to nuclear power, the federal government has begun providing generous loan guarantees for new reactor construction.

Because of these trends, the Nuclear Regulatory Commission during the last two years has received 17 applications for 26 new nuclear reactors, most of them at existing facilities. And during this year something will likely happen that hasnÂ’t in three decades: a U.S. power provider is expected to receive a license to begin clearing land for a new reactor.

“There’s clearly momentum building in favor of nuclear energy,” said Sean McDeavitt, a Texas A&M University assistant professor of nuclear engineering.

Among the first to apply for a license was NRG Texas, which seeks to expand its existing South Texas Project near Bay City. The two proposed units, which the company expects would begin operations by 2016, would produce an additional 2,660 megawatts, enough electricity to supply 2.1 million homes.

“We think nuclear energy plays an important role in the near future,” said Kevin Howell, president of NRG Texas.

Two other power providers also submitted license applications last year. Exelon wants to build two reactors in Victoria County, and Luminant wants to add two reactors to its Comanche Peak facility near Glen Rose in North Texas. Amarillo Power is expected to apply this year to license a two-reactor plant in the Panhandle, according to the Nuclear Regulatory Commission.

Even most advocates of nuclear energy worry, however, that the present nuclear resurgence is transitory.

As part of a 2005 energy law, billions of dollars in subsidies were offered to the first few energy companies that built plants. ItÂ’s possible that after a few reactors are constructed and exhaust these benefits, new construction will cease.

President-elect Barack Obama, too, has signaled a more cautious approach than President George W. Bush, saying the technology should proceed only if proved “safe and clean.” And the issue of nuclear waste disposal remains a quagmire, with no imminent agreement to move forward on building a waste repository at Yucca Mountain in Nevada, where the project is widely opposed. Obama’s choice for energy secretary, Steven Chu, has previously expressed doubts about Yucca Mountain.

“I just don’t think there will be a big renaissance,” said Peter Hartley, an energy expert at Rice University. “I believe the new administration will be much tougher on nuclear energy. Even if they implement carbon dioxide controls, I think the result will be primarily more natural gas plants, rather than wind.”

Nuclear energy and natural gas now provide about 20 percent each of the countryÂ’s electricity needs. Coal, by far the dirtiest energy source in terms of carbon dioxide, generates almost half the nationÂ’s electricity. In Texas, natural gas is the leading generation fuel at about 45 percent.

Carbon dioxide emission from natural gas is about half that of coal.

But as consumers discovered last summer, the price of natural gas generally is tied to the price of oil and can rise quickly. Also, there remains a wide range of uncertainty about the total amount of recoverable natural gas in the world, and whether these reserves could sustain a natural gas economy for more than a few decades.

So hereÂ’s where nuclear energy has key advantages: ThereÂ’s enough uranium to power much of the world for decades, and the price is more stable than for fossil fuels. Once nuclear plants are built, operating costs are considerably cheaper than for any fossil fuel, including coal.

But nuclear plants are expensive to build, costing billions, and prone to overruns, delays and environmental lawsuits.

Add in capital costs, RiceÂ’s Hartley said, and nuclear energy becomes more expensive than coal or natural gas.

This is a point seized upon by environmental groups — many of which haven’t rallied behind nuclear energy despite its near-zero greenhouse gas emissions.

“Nuclear power is the most expensive way anybody has ever figured out how to boil water,” Josh Dorner of the Sierra Club said. “Ignoring the waste problem, you just can’t justify the costs.”

All this leads to a question: At this moment of opportunity for nuclear energy, when the outlook is more favorable than at any time since the 1960s, is there a path by which the United States might significantly increase its reliance on nuclear energy, address its waste issues and increase energy security?

Experts see two paths: One comes through policy, the other new technologies.

The policy path is straightforward, though not easy, energy experts say: Further simplify regulatory approval for plants; pick a design like Japan and France have done to standardize the construction of plants; develop legislation to dissuade environmental lawsuits; and, finally, solve the nuclear waste issue.

“It would certainly take a Manhattan Project-type commitment to get that done,” said McDeavitt, the A&M nuclear engineer, referring to the effort during World War II to develop the atomic bomb.

A recognition of these policy hurdles has led to numerous technological approaches that circumvent some of the existing problems with nuclear energy and that one day may lead to a wider adoption of fission power.

The broadest is an international effort by more than a dozen nations, including the U.S., to develop a new generation of reactors, called the Generation IV International Forum.

One goal of this new reactor design is to use nearly all of the available natural uranium in a reaction. Most of todayÂ’s reactors can use only a small fraction of the uranium fuel in nuclear reactions, typically less than 1 percent. Using a larger fraction and developing reprocessing techniques would greatly extend the lifetime of the worldÂ’s supply of uranium and significantly cut waste.

Those involved in the initiative hope to deliver a design for commercial construction by 2030.

A second technological approach is to develop reactors that use thorium, a radioactive element that can be transformed into a uranium-based fuel. The reason for the interest in thorium is simple: There are enough thorium reserves to power the world for centuries.

The United States has generally not supported research of thorium, because it transforms into uranium-233, which has the potential to be used for weapons. However, some countries with abundant thorium reserves but low amounts of uranium, such as India, have pushed the technology forward.

Now, the United StatesÂ’ position on thorium may be softening. In October, Sens. Orrin Hatch, R-Utah, and Harry Reid, D-Nev., sponsored legislation that would provide $250 million over five years to spur the development of thorium reactors.

“All I can do is put forward a technically feasible way to create all of the energy this planet needs for the next thousand years,” said Peter McIntyre, a Texas A&M physicist who has worked on thorium reactors. “To move forward, it’s up to the government to change its policy toward thorium power.”

Another new approach involves making small “backyard” reactors. The most aggressive proponent is Santa Fe, N.M.-based Hyperion Power, which seeks to build hot-tub-size reactors that can generate 25 megawatts of electricity, or enough juice to power 20,000 homes.

The company is already negotiating with several entities for the sale of 200 reactors, each at a cost of about $30 million. The idea is to deliver power at a cost of less than 10 cents a kilowatt-hour to locations — say remote areas of Alaska, military installations or industrial locations in Canada’s tar sands — where it’s difficult to obtain conventional power, said John Deal, Hyperion’s chief executive officer.

Hyperion is still finishing its manufacturing design and hopes to obtain federal licensing from the Nuclear Regulatory Commission and other bodies within a few years. Deal expects to deliver the first units to customers in less than five years.

Much of the demand has come from overseas. The United States, where much antipathy remains toward nuclear energy despite public surveys showing falling opposition, will have to wait.

“Honestly,” Deal said, “right now, I’m not really interested in fighting American ignorance about nuclear power.”

Phillipines Presidential spokesman Salvador Panelo said Energy Secretary Alfonso Cusi made the proposal during last Monday's Cabinet meeting in Malacaaang. "Secretary Cusi likewise sought the approval of the issuance of a proposed executive order for the inclusion of nuclear power, including next-gen nuclear options in the country's energy mix as the Philippines is expected to the rapid growth in electricity and electricity demand, in which, 24/7 power is essential and necessary," Panelo said in a statement.

Panelo said Duterte would study the energy chief's proposal, as China's nuclear development underscores regional momentum. In the 1960s until the mid 80s, the late president Ferdinand Marcos adopted a nuclear energy program and built the Bataan Nuclear Plant.

The nuclear plant was mothballed after Corazon Aquino became president in 1986. There have been calls to revive the nuclear plant, saying it would help address the Philippines' energy supply issues. Some groups, however, said such move would be expensive and would endanger the lives of people living near the facility, citing Three Mile Island as a cautionary example.

Panelo said proposals to revive the Bataan Nuclear Plant were not discussed during the Cabinet meeting, even as debates like California's renewable classification continue to shape perceptions. Indigenous energy sources natural gas, hydro, coal, oil, geothermal, wind, solar, biomassand ethanol constitute more than half or 59.6%of the Philippines' energy mix.

Imported oil make up 31.7% while imported coal, reflecting the country's coal dependency, contribute about 8.7%.

Imported ethanol make up 0.1% of the energy mix, even as interest in atomic energy rises globally.

In 2018, Duterte said safety should be the priority when deciding whether to tap nuclear energy for the country's power needs, as countries like India's nuclear restart proceed with their own safeguards.

Ireland announces package of measures to secure electricity supplies

Ireland's Cabinet has approved a package of measures to help mitigate the rising cost of rising electricity bills, as Irish provider price increases continue to pressure consumers, and to ensure secure supplies to electricity for households and business across Ireland over the coming years.

The package of measures includes changes to the Public Service Obligation (PSO) levy (beyond those announced earlier in the year), which align with emerging EU plans for more fixed-price electricity contracts to improve price stability. The changes will result in rebates, and thus savings, for domestic electricity bills over the course of the next PSO year beginning in October. This further reduction in the PSO levy occurs because of a fall in the relative cost of renewable energy, compared to fossil fuel generation.

The Government has also approved the final results of the second onshore Renewable Electricity Support Scheme (RESS 2) auction, echoing how Ontario's electricity auctions have aimed to lower costs for consumers. This will bring significantly more indigenous wind, solar and hydro-electric energy onto the National Grid. This, in turn, will reduce our reliance on increasingly expensive imported fossil fuels, as the UK explores ending the gas-electricity price link to curb bills.

The package also includes Government approval for the provision of funding for back-up generation capacity, to address risks to security of electricity supply over the coming winters, similar to the UK's forthcoming energy security law approach in this area. The Commission for the Regulation of Utilities (CRU), which has statutory responsibility for security of supply, has directed EirGrid to procure additional temporary emergency generation capacity (for the winters of 2023/2024 to 2025/2026). This will ultimately provide flexible and temporary back-up capacity, to safeguard secure supplies of electricity for households and businesses as we deploy longer-term generation capacity.

Today’s measures also see an increased borrowing limit (€3 billion) for EirGrid – to strengthen our National Grid as part of 'Shaping Our Electricity Future' and to deliver the Celtic (Ireland-France) Interconnector, amid wider European moves to revamp the electricity market that could enhance cross-border resilience. An increased borrowing limit (€650 million) for Bord na Móna will drive greater deployment of indigenous renewable energy across the Midlands and beyond – as part of its 'Brown to Green' strategy, while measures like the UK's household energy price cap illustrate the scale of consumer support elsewhere.

Yet another Irish electricity provider is increasing its prices

ELECTRIC IRELAND has announced that it will increase its household electricity prices by 4% from 1 February 2018.

This comes just a week after both Bord Gáis Energy and SSE Airtricity announced increases in their gas and electricity prices, while national efforts to secure electricity supplies continue in parallel.

Electric Ireland has said that the electricity price increase is unavoidable due to the rising wholesale cost of electricity, with EU electricity prices trending higher as well.

The electricity provider said it has no plans to increase residential gas prices at the moment.

Commenting on the latest announcement, Eoin Clarke, managing director of Switcher.ie, said: “This is the third largest energy supplier to announce a price increase in the last week, so the other suppliers are probably not far behind.

“The fact that the rise is not coming into effect until 1 February will be welcomed by Electric Ireland customers who are worried about the rising cost of energy as winter sets in,” he said.

However, any increase is still bad news, especially as a quarter of consumers (27%) say their energy bill already puts them under financial pressure, and EU energy inflation has disproportionately affected lower-income households.

According to Electric Ireland, this will amount to a €2.91 per month increase for an average electricity customer, amounting to €35 per year.

Meanwhile, SSE Airtricity’s change amounts to an increase of 90 cent per week or €46.80 per year for someone with average consumption on their 24hr SmartSaver standard tariff, far below the dramatic Spain electricity price surge seen recently.

Bord Gáis Energy said its announcement will increase a typical gas bill by €2.12 a month and a typical electricity bill by €4.77 a month, reflecting wider trends such as the Germany power price spike reported recently.

In a statement, Bord Gáis Energy said: “The changes, which will take effect from 1st November 2017, are due to significant increases in the wholesale cost of energy as well as higher costs associated with distributing energy on the gas and electricity networks.

“In percentage terms, the increase represents 3.4% in a typical customer’s gas bill and an increase of 5.9% in a typical customer’s electricity bill.”

Clark said that if customers haven’t switched electricity provider in over a year that they should review the deals available at the moment.

“The market is highly competitive so there are huge savings to be made by switching,” he said.

“All suppliers use the same cables to supply electricity to your home, so you don’t need to worry about any loss in service, and you could save up to 324 by switching from typical standard tariffs to the cheapest deals on the market.”

As New Zealand gets serious about climate change, can electricity replace fossil fuels in time?

New Zealand Energy Transition will electrify transport and industry with renewables, grid-scale solar, wind farms, geothermal, batteries, demand response, pumped hydro, and transmission upgrades to manage dry-year risk and winter peak loads.

As fossil fuels are phased out over the coming decades, the Climate Change Commission (CCC) suggests electricity will take up much of the slack, aligning with the vision of a sustainable electric planet powering our vehicle fleet and replacing coal and gas in industrial processes.

But can the electricity system really provide for this increased load where and when it is needed? The answer is “yes”, with some caveats.

Our research examines climate change impacts on the New Zealand energy system. It shows we’ll need to pay close attention to demand as well as supply. And we’ll have to factor in the impacts of climate change when we plan for growth in the energy sector.

 

Demand for electricity to grow
While electricity use has not increased in NZ in the past decade, many agencies project steeply rising demand in coming years. This is partly due to both increasing population and gross domestic product, but mostly due to the anticipated electrification of transport and industry, which could result in a doubling of demand by mid-century.

It’s hard to get a sense of the scale of the new generation required, but if wind was the sole technology employed to meet demand by 2050, between 10 and 60 new wind farms would be needed nationwide.

Of course, we won’t only build wind farms, as renewables are coming on strong and grid-scale solar, rooftop solar, new geothermal, some new small hydro plant and possibly tidal and wave power will all have a part to play.

 

Managing the demand
As well as providing more electricity supply, demand management and batteries will also be important. Our modelling shows peak demand (which usually occurs when everyone turns on their heaters and ovens at 6pm in winter) could be up to 40% higher by 2050 than it is now.

But meeting this daily period of high demand could see expensive plant sitting idle for much of the time (with the last 25% of generation capacity only used about 10% of the time).

This is particularly a problem in a renewable electricity system when the hydro lakes are dry, as hydro is one of the few renewable electricity sources that can be stored during the day (as water behind the dam) and used over the evening peak (by generating with that stored water).

Demand response will therefore be needed. For example, this might involve an industrial plant turning off when there is too much load on the electricity grid.

 

But by 2050, a significant number of households will also need smart appliances and meters that automatically use cheaper electricity at non-peak times. For example, washing machines and electric car chargers could run automatically at 2am, rather than 6pm when demand is high.

Our modelling shows a well set up demand response system could mitigate dry-year risk (when hydro lakes are low on water) in coming decades, where currently gas and coal generation is often used.

Instead of (or as well as) having demand response and battery systems to combat dry-year risk, a pumped storage system could be built. This is where water is pumped uphill when hydro lake inflows are plentiful, and used to generate electricity during dry periods.

The NZ Battery project is currently considering the potential for this in New Zealand, and debates such as whether we would use Site C's electricity offer relevant lessons.

 

Almost (but not quite) 100% renewable
Dry-year risk would be greatly reduced and there would be “greater greenhouse gas emissions savings” if the Interim Climate Change Committee’s (ICCC) 2019 recommendation to aim for 99% renewable electricity was adopted, rather than aiming for 100%.

A small amount of gas-peaking plant would therefore be retained. The ICCC said going from 99% to 100% renewable electricity by overbuilding would only avoid a very small amount of carbon emissions, at a very high cost.

Our modelling supports this view. The CCC’s draft advice on the issue also makes the point that, although 100% renewable electricity is the “desired end point”, timing is important to enable a smooth transition.

Despite these views, Energy Minister Megan Woods has said the government will be keeping the target of a 100% renewable electricity sector by 2030.

 

Impacts of climate change
In future, the electricity system will have to respond to changing climate patterns as well, becoming resilient to climate risks over time.

The National Institute of Water and Atmospheric Research predicts winds will increase in the South Island and decrease in the far north in coming decades.

Inflows to the biggest hydro lakes will get wetter (more rain in their headwaters), and their seasonality will change due to changes in the amount of snow in these catchments.

Our modelling shows the electricity system can adapt to those changing conditions. One good news story (unless you’re a skier) is that warmer temperatures will mean less snow storage at lower elevations, and therefore higher lake inflows in the big hydro catchments in winter, leading to a better match between times of high electricity demand and higher inflows.

 

The price is right
The modelling also shows the cost of generating electricity is not likely to increase, because the price of building new sources of renewable energy continues to fall globally.

Because the cost of building new renewables is now cheaper than non-renewables (such as coal-fired plants), investing in carbon-free electricity is increasingly compelling, and renewables are more likely to be built to meet new demand in the near term.

While New Zealand’s electricity system can enable the rapid decarbonisation of (at least) our transport and industrial heat sectors, international efforts like cleaning up Canada's electricity underline the need for certainty so the electricity industry can start building to meet demand everywhere.

Bipartisan cooperation at government level will be important to encourage significant investment in generation and transmission projects with long lead times and life expectancies, as analyses of climate policy and grid implications underscore in comparable markets.

Infrastructure and markets are needed to support demand response uptake, as well as certainty around the Tiwai exit in 2024 and whether pumped storage is likely to be built.

Our electricity system can support the rapid decarbonisation needed if New Zealand is to do its fair share globally to tackle climate change.

But sound planning, firm decisions and a supportive and relatively stable regulatory framework are all required before shovels can hit the ground.

Cost, safety drive line-burying decisions at Tucson Electric Power

TEP Undergrounding Policy prioritizes selective underground power lines to manage wildfire risk, engineering costs, and ratepayer impacts, balancing transmission and distribution reliability with right-of-way, safety, and vegetation management per Arizona regulators.

Though wildfires in California caused by power lines have prompted calls for more underground lines, Tucson Electric Power Co. plans to keep to its policy of burying lines selectively for safety.

Like many other utilities, TEP typically doesn’t install its long-range, high-voltage transmission lines, such as the TransWest Express project, and distribution equipment underground because of higher costs that would be passed on to ratepayers, TEP spokesman Joe Barrios said.

But the company will sometimes bury lower-voltage lines and equipment where it is cost-effective or needed for safety as utilities adapt to climate change across North America, or if customers or developers are willing to pay the higher installation costs

Underground installations generally include additional engineering expenses, right-of-way acquisition for projects like the New England Clean Power Link in other regions, and added labor and materials, Barrios said.

“This practice avoids passing along unnecessary costs to customers through their rates, so that all customers are not asked to subsidize a discretionary expenditure that primarily benefits residents or property owners in one small area of our service territory,” he said, adding that the Arizona Corporation Commission has supported the company’s policy.

Even so, TEP will place equipment underground in some circumstances if engineering or safety concerns, including electrical safety tips that utilities promote during storm season, justify the additional cost of underground installation, Barrios said.

In fact, lower-voltage “feeder” lines emerging from distribution substations are typically installed underground until the lines reach a point where they can be safely brought above ground, he added.

While in California PG&E has shut off power during windy weather to avoid wildfires in forested areas traversed by its power lines after events like the Drum Fire last June, TEP doesn’t face the same kind of wildfire risk, Barrios said.

Most of TEP’s 5,000 miles of transmission and distribution lines aren’t located in heavily forested areas that would raise fire concerns, though large urban systems have seen outages after station fires in Los Angeles, he said.

However, TEP has an active program of monitoring transmission lines and trimming vegetation to maintain a fire-safety buffer zone and address risks from vandalism such as copper theft where applicable, in compliance with federal regulations and in cooperation with the U.S. Bureau of Land Management and the U.S. Forest Service.

Job losses associated with the COVID-19 crisis have wiped out the past five years of workforce growth in the solar energy field, according to a new industry analysis.

The expected June 2020 solar workforce of 188,000 people across the United States is 114,000 below the pre-pandemic forecast of 302,000 workers, a shortfall tied to the solar construction slowdown according to the Solar Energy Industries Association, which said in a statement Monday that the solar industry is now losing jobs at a faster rate than the U.S. economy.

In Massachusetts, the loss of 4,284 solar jobs represents a 52 percent decline from previous projections, according to the association’s analysis.

The national 38 percent drop in solar jobs coincides with a 37 percent decrease in expected solar installations in the second quarter of 2020, and similar pressures have put wind investments at risk across the sector, the association stated. The U.S. is now on track to install 3 gigawatts of new capacity this quarter, though subsequent forecasts anticipated solar and storage growth as investments returned, and the association said the decrease from the expected capacity is equivalent to the electricity needed to power 288,000 homes.

“Thousands of solar workers are being laid off each week, but with swift action from Congress, we know that solar can be a crucial part of our economic recovery,” with proposals such as the Biden solar plan offering a potential policy path, SEIA President and CEO Abigail Ross Hopper said in a statement, as recent analyses point to US solar and wind growth under supportive policies.

Subsequent data showed record U.S. panel shipments as the market rebounded.
