The wind out here at the northern edge of North Dakota is the stuff of curses and dreams, enough to have driven settlers stir crazy and to have sent modern men snow kiting across the state to promote the potential of wind energy.

Since long before all of that, though, Native Americans have revered this gusty element of the natural world. So in the ice-black fright of a winter night, Jessie Cree, a leader of the Turtle Mountain Band of Chippewa, takes shelter in a simple community center on the reservation and ponders the power of wind.

"It has a spirituality," Cree says, his voice somehow holding the softness of summer. "You can't see the wind blow, but you can see whatever it hits."

Outdoors, strong gusts push the temperature to minus-30 degrees. Indoors, fluorescent bulbs glow over Cree and a circle of men and women preparing to pray for endurance during the harshest season. As hands strike drums in the center of the circle, Matthew Orcutt, 28, bellows the first words of a long-sung song of survival.

Cree, 54, his gray hair flowing freely, concludes: "But the old people that were spiritual, they were able to see the wind. They would be able to see the spirit of the wind."

In this land long since tilled for cash crops - whether amber waves of grain, oh-so-yellow canola, or high-stalked sunflowers - many now hope the unseen wind will bring salvation to all of us, or at least to those who live on the plains.

As the wider world awakens to the need for alternative energy, hundreds of wind turbines have taken root in fertile soil from one end of North Dakota to the other. Wind farms with hundreds more towers are in the works, a boom of development that boosters say could turn the heartland into a breezy breadbasket: Distant corporations and local families stand to profit, and people from coast to coast could benefit from a more diversified energy industry that puts wind to work.

It may seem a chilling prospect, to come and measure this force of wind in winter, when a biting breeze can freeze cheeks in minutes, or even kill in little more time than that. Yet bundle well, because venturing outdoors brings an encounter with the stark winter beauty of the plains: sky softer in its blanket of blue, snow sparkling and sharp, the expanse of space at once intimate and intense. And such extremes of the season encourage people to huddle in heat, whether in farmhouse kitchens, Main Street bakeries, or cabs of trucks hauling wheat to market.

Climb in, then, alongside Thomas Schill, a farmer near the northeastern town of Langdon, as the wind makes the truck windows tremble. Schill has just dropped hard red spring wheat at the Milton elevator, and is only a few miles from home.

Schill's family has been working like this for generations. But in recent decades, small farms failed and those that survive have grown into ever-larger enterprises, with farmers such as Schill leasing a patchwork of fields. Schill's grown children farm nearby, but many young people in Langdon, and across the plains, have sought their future in the city.

Schill stares from behind the wheel out toward the horizon of white wind turbines.

"Anything to bring some people back to the area," he says. "Up in this part of the country, other than farming, what is there?"

Farmers on the plains have tinkered with wind for decades, building solitary towers to power water wells or grind grain. In 1997, nuns in the town of Richardton began using an electric turbine to partially power the Sacred Heart Monastery. And in 2003, community groups near Edgeley teamed with utilities to organize what became the state's first commercial wind farm.

Such commercial operations have existed on California hills and along European coasts for years, and now investors see the plains as a rich frontier. Longtime oil man T. Boone Pickens has promoted one particularly large project in Texas, but wind energy specialists say North Dakota has more potential to harness wind than any state.

The Langdon Wind Energy Center, with more than 100 towers standing more than 250 feet high, took root when Hans Reinhardt, another local farmer, suggested that county leaders install a wind-measuring monitor. The tests confirmed the obvious: The wind nearly always blows steady and sometimes more than that. During the Father's Day windstorm of 2005, for example, gusts topped 120 miles per hour.

When Florida Power & Light, one of the nation's largest wind farm developers with projects in more than a dozen states, partnered with other utilities to add to its regional operations in North Dakota, locals in Langdon could prove theirs was a particularly windblown place. Wind tower construction brought temporary jobs, an increased tax base for Cavalier County, and roughly $4,000-a-year payments per tower to landowners.

Neither Reinhardt nor Schill has towers on his land, but Schill's wife, Janet, a photographer as well as a farmer, documented construction of nearby turbines for a self-published book. She called it "The Winds of Change" and wrote: "Now here we are, changing the landscape once again.... Huge blades turn over and over using the wind's power to generate the electricity to send down the transmission lines to farms, towns and cities."

The blades, set high above the ground where wind is swifter and smoother, power a generator inside the turbine that creates an electric current. The problem is there are not enough high-power lines to carry electricity to urban markets. Plans to build transmission super-corridors from the center of the nation toward the coasts so far remain only ideas. Without robust lines, critics say, the wind development could quickly die down.

Thomas Schill hopes not. But as he keeps his wheat truck rolling along the two-lane county road toward home, he wonders, "Will they still be running, say, in 20 or 30 years? Or are they going to just be a bunch of dinosaurs out there, not doing anything?"

The big-sky prairie is an easy place to ponder such turns of time. Consider, for example, one small stretch of highway 150 miles southwest of Langdon, and just north of Bismarck, the capital. There, near the town of Washburn and along the banks of the frozen Missouri River, sits the site of Fort Mandan, the winter home in 1804 of Lewis and Clark. A few miles farther north, a Great River Energy Company coal power plant and its sturdy smokestacks fuel modern life. The smokestacks unleash a steady plume, yet on this winter afternoon the wind quickly sends it sideways across the horizon. Just beyond, on a ridge toward the town of Center, stand dozens of wind turbines. Get up close and a single turbine takes on a kind of cosmic grace, its three giant blades gently purring like a comfortable cat. Coal smoke lingers in the distant sky, and it seems an urgent question: Is wind energy the future?

A group of young snow kiters think so, and the past two winters they surfed wheat-stubble fields and ice-topped rivers from north to south across North Dakota in an expedition called "To Cross the Moon." As Jason Magness, Sam Salwei, and Paul Cassedy rode the wind, an educational team presented wind energy and snow kiting lessons to schools and community groups. One goal was to encourage communities to organize their own wind farm interests.

"This last year was more about ownership," Salwei says. "We don't want big companies to come in and funnel the money out."

Such sovereignty is a dream of the Chippewa in the Turtle Mountains, along the border with Canada. The reservation sits among soft ridges carved during the ice age that slope to the edge of the plains. Thirty years ago, the tribe built a single tower on a low hill near a two-lane highway, but the tower soon broke. Another tower rose, and broke.

"A really good idea, the technology just wasn't ready," says Charles Trottier, a strategic planner with the tribe.

In the mid-1990s, the tribe bought a third tower, but that also broke months ago.

Several miles away, there is one working turbine, a modern machine looming behind the Turtle Mountain Community College. The tower and the state-of-the-art school stand as stark contrast to much on the reservation, one of the smallest and most densely populated in the United States. More than half of its residents are unemployed and many live in poverty.

Trottier sits in the warmth of a community college room and thinks of the recent multi-million-dollar schools built on the reservation with federal money and of the deal more than a century ago that paid the tribe pennies for each of millions of acres claimed by the government.

"To me, they've made so much money off our land, they couldn't pay this tribe back in 100 lifetimes," Trottier says.

He hustles across the college parking lot, cranks the heat against a minus-10-degree day and drives along a gravel road toward open farmland. After a few miles, he points to a low ridge, where a single tower collects wind data. A German company has approached the Chippewa about building a wind farm. The tribe has owned a metal manufacturing plant for 30 years. Trottier, who dreams of a tribe-owned utility partly powered by wind, wants to wait until the tribe can own the farm, too.

He talks about the sweet smells of the summer winds, and about the global consumption of fossil fuels, about the need to create economic opportunity for individuals on the reservation, but also to save the earth.

"We're going to have to get together as a planet," Trottier says.

As the sun sinks, it does not take the monitoring tower on the ridge to know that the unseen wind blows true. Though the question remains: What will the tribe, and all of us, do with it?

Ukraine's parliament backs amendments to electricity market law

The Verkhovna Rada, Ukraine's parliament, has adopted at first reading a draft law that proposes giving the National Commission for State Regulation of Energy and Public Utilities the right to set marginal prices in the electricity market, amid EU market revamp plans that aim to reshape pricing, until 2023.

A total of 259 MPs voted for the document at a parliament meeting on Tuesday, November 12, amid electricity import pressures that have tested the grid, according to an Ukrinform correspondent.

Bill No. 2233 introducing amendments to the law on the electricity market provides for the legislative regulation of the mechanism for fulfilling special obligations for the purchase of electricity at a "green" tariff, preventing the uncontrolled growth of electricity prices due to the lack of effective competition, including recent price-fixing allegations that have raised concerns, ensuring heat supply to consumers during the heating period by regulating the issue of the functioning of thermal power plants in the new electricity market.

It is proposed to introduce respective amendments to the law of Ukraine on the electricity market, alongside steps toward synchronization with ENTSO-E to enhance system stability.

In particular, the draft law gives the regulator the right for the period until July 1, 2023 to set marginal prices on the day-ahead market, the intraday market and the balancing market for each trade zone, reflecting similar EU fixed-price contract initiatives being discussed, and to decide on the obligation for producers to submit proposals (applications) for the sale of electricity on the day-ahead market.

Lawmakers think that the adoption of the bill and empowering the regulator to set marginal prices in the relevant segments of the electricity market will prevent, even as rolling back prices in Europe remains difficult for policymakers, "an uncontrolled increase in electricity prices due to the lack of effective competition or collusion between market players, as well as regulate the issue of the functioning of thermal power plants during the autumn and winter period, which is a necessary prerequisite for providing heat to consumers during the heating period."

The new model of the electricity market was launched on July 1 as the UK weighs decoupling gas and power prices to shield consumers, in accordance with the provisions of the law on the electricity market, adopted in 2017.

Some in Puerto Rico are beginning to fear the ground will never stop shaking. The island has been pummeled by hundreds of earthquakes in recent weeks, including the recent 5.9 magnitude temblor, where there were reports of landslides in the town of Peñuelas along the southern coast, rattling residents already on edge from the massive 6.4 magnitude quake, and raising wider concerns about climate risks to the grid in disaster-prone regions.

That was the largest to strike the island in more than a century causing hundreds of structures to crumble, forcing thousands from their homes and leaving millions without power, a scenario echoed by Texas power outages during winter storms too. One person was killed and several others injured.

Utility says 99% of customers have electricity

Puerto Rico's public utility, PREPA, tweeted some welcome news Monday: that nearly all of the homes and businesses it serves have had electric power restored. Still it is urging customers to conserve energy amid utility supply-chain shortages that can slow critical repairs.

Reporting from the port city of Ponce, NPR's Adrian Florido said the Costa Sur Plant, which produces more than 40% of Puerto Rico's electricity, was badly damaged in last week's quake. It remains offline indefinitely, even as grid operators elsewhere have faced California blackout warnings during extreme heat.

He also reports many residents are still reeling from the devastation caused by Hurricane Maria, a deadly Category 4 storm that battered the island in September 2017. The storm exposed the fact that buildings across the island were not up to code, similar to how aging systems have contributed to PG&E power line fires in California. The series of earthquakes are only amplifying fears that structures have been further weakened.

"People aren't coping terribly well," Florido said on NPR's Morning Edition Monday, noting that households elsewhere have endured pandemic power shutoffs and burdensome bills.

Many earthquake victims sleeping outdoors

Florido spoke to one displaced resident, Leticia Espada, who said more than 50 homes in her town of Guayanilla, about an hour drive east of the port city of Ponce, had collapsed.

After sleeping outside for days on her patio following Tuesday's quake, she eventually came to her town's baseball stadium where she's been sleeping on one of hundreds of government-issued cots.

She's like so many others sleeping in open-air shelters, many unwilling to go back to their homes until they've been deemed safe, while even far from disaster zones, brief events like a Northeast D.C. outage show how fragile service can be.

"Thousands of people across several towns sleeping in tents or under tarps, or out in the open, protected by nothing but the shade of a tree with no sense of when these quakes are going to stop," Florido reports.

B.C. Hydro misled regulator: report

B.C. Hydro misled the province’s independent regulator about an expensive technology program, thereby avoiding scrutiny on how it spent millions of dollars in public money, according to a report by the B.C. Utilities Commission.

The Crown power corporation gave inaccurate testimony to regulators about the software it had chosen, called SAP, for an information technology project that has cost $197 million, said the report.

“The way the SAP decision was made prevented its appropriate scrutiny by B.C. Hydro’s board of directors and the BCUC, reflecting governance risks seen in Manitoba Hydro board changes in other jurisdictions,” the commission found.

“B.C. Hydro’s CEO and CFO and its (audit and risk management board committee) members did not exhibit good business judgment when reviewing and approving the SAP decision without an expenditure approval or business case, highlighting how board upheaval at Hydro One can carry market consequences.”

The report was the result of a complaint made in 2016 by then-opposition NDP MLA Adrian Dix, who alleged B.C. Hydro lied to the regulatory commission to try to get approval for a risky IT project in 2008 that then went over budget and resulted in the firing of Hydro’s chief information officer.

The commission spent two years investigating. Its report outlined how B.C. Hydro split the IT project into smaller components to avoid scrutiny, failed to produce the proper planning document when asked, didn’t disclose cost increases of up to $38 million, reflecting pressures seen at Manitoba Hydro's debt across the sector, gave incomplete testimony and did not quickly correct the record when it realized the mistakes.

“Essentially all of the things I asserted were substantiated, and so I’m pleased,” Dix, who is now minister of health, said on Monday. “I think ratepayers can be pleased with it, because even though it was an elaborate process, it involves hundreds of millions of spending by a public utility and it clearly required oversight.”

The BCUC stopped short of agreeing with Dix’s allegation that the errors were deliberate. Instead it pointed toward a culture at B.C. Hydro of confusion, misunderstanding and fear of dealing with the independent regulatory process.

“Therefore, the panel finds that there was a culture of reticence to inform the BCUC when there was doubt about something, even among individuals that understood or should have understood the role of the BCUC, a pattern that can fuel Hydro One investor concerns in comparable markets,” read the report.

“Because of this doubt and uncertainty among B.C. Hydro staff, the panel finds no evidence to support a finding that the BCUC was intentionally misled. The panel finds B.C. Hydro’s culture of reticence to be inappropriate.”

By law, B.C. Hydro is supposed to get approval by the commission for rate changes and major expenditures. Its officials are often put under oath when providing information.

B.C. Hydro apologized for its conduct in 2016. The Crown corporation said Monday it supports the commission’s findings and has made improvements to management of IT projects, including more rigorous business case analyses.

“We participated fully in the commission’s process and acknowledged throughout the inquiry that we could have performed better during the regulatory hearings in 2008,” said spokesperson Tanya Fish.

“Since then, we have taken steps to ensure we meet the highest standards of openness and transparency during regulatory proceedings, including implementing a (thorough) awareness program to support staff in providing transparent and accurate testimony at all times during a regulatory process.”

The Ministry of Energy, which is responsible for B.C. Hydro, said in a statement it accepts all of the BCUC recommendations and will include the findings as part of a review it is conducting into Hydro’s operations and finances, including its deferred operating costs for context, and regulatory oversight.

Dix, who is now grappling with complex IT project management in his Health Ministry, said the lessons learned by B.C. Hydro and outlined in the report are important.

“I think the report is useful reading on all those scores,” he said. “It’s a case study in what shouldn’t happen in a major IT project.”

Electricity Shut-Offs in a Pandemic: How COVID-19 Leads to Energy Insecurity, Burdensome Bills

COVID-19 Energy Burden drives higher electricity bills as income falls, intensifying energy poverty, utility shut-offs, and affordability risks for low-income households; policy moratoriums, bill relief, and efficiency upgrades are vital responses.

I have asthma. It’s a private piece of medical information that I don’t normally share with people, but it makes the potential risks associated with exposure to the coronavirus all the more dangerous for me. But I’m not alone. 107 million people in the U.S. have pre-existing medical conditions like asthma and heart disease; the same pre-existing conditions that elevate their risk of facing a life-threatening situation were we to contract COVID-19. There are, however, tens of millions more house-bound Americans with a condition that is likely to be exacerbated by COVID-19: The energy burden.

The energy burden is a different kind of pre-existing condition:
In the last four weeks, 22 million people filed for unemployment. Millions of people will not have steady income (or the healthcare tied to it) to pay rent and utility bills for the foreseeable future which means that thousands, possibly millions of home-bound Americans will struggle to pay for energy.

Your energy burden is the amount of your monthly income that goes to paying for energy, like your monthly electric bill. So, when household energy use increases or income decreases, your energy burden rises. The energy burden is not a symptom of the pandemic and the economic downturn; it is more like a pre-existing condition for many Americans.

Before the coronavirus outbreak, I shared a few maps that showed how expensive electricity is for some. The energy burden in most pronounced in places already struggling economically, like in Appalachia, where residents in some counties must put more than 30 percent of their income toward their electric bills, and in the Midwest where states such as Michigan have some families spending more than 1/5 of their income on energy bills. The tragic facts are that US families living below the poverty line are far more likely to also be suffering from their energy burden.

But like other pre-existing conditions, the impacts of the coronavirus pandemic are exacerbating the underlying problems afflicting communities across the country.

Critical responses to minimize the spread of COVID-19 are social distancing, washing hands frequently, covering our faces with masks and staying at home. More time at home for most will drive up energy bills, and not by a little. Estimates on how much electricity demand during COVID-19 will increase vary but I’ve seen estimates as high as a 20% increase on average. For some families that’s a bag of groceries or a refill on prescription medication.

What happens when the power gets turned off?
Under normal conditions, if you cannot pay your electric bill your electricity can get turned off. This can have devastating consequences. Most states have protections for health and medical reasons and some states have protections during extreme heat or cold weather. But enforcement of those protections can vary by utility service area and place unnecessary burdens on the customer.

UCS
Only Florida has no protections of any kind against utility shut-offs when health or medical reasons would merit protection against it. However, when it comes to protection against extreme heat, only a few states have mandatory protections based on temperature thresholds.

The NAACP has also pointed out that utilities have unceremoniously disconnected the power of millions of people, disproportionally African-American and Latinx households.

April tends to be a mild month for most of the country, but the South already had its first heat wave at the end of March. If this pandemic lasts into the summer, utility disconnects could become deadly, and efforts to prevent summer power outages will be even more critical to public health. In the summer, during extreme summer heat families can’t turn off the A/C and go to the movies if we are following public health measures and sheltering in place. Lots of families that don’t have or can’t afford to run A/C would otherwise gather at local community pools, beaches, or in cooling centers, but with parks, pools and community groups closed to prevent the virus’s spread, what will happen to these families in July or August?

But we won’t have to wait till the summer to see how families will be hard hit by falling behind on bills and losing power. Here are a few ways electricity disconnection policies cause people harm during the pandemic:

Loss of electricity during the COVID-19 pandemic means families will lose their ability to refrigerate essential food supplies.
Child abuse guidance discusses how unsanitary household conditions are a contributing factor to child protective services involvement. Unsanitary household conditions can include, for example, rotting food (which might happen if electricity is cut off).

HUD’s handbook on federally subsidized housing includes a chapter on termination, which says that lease agreements can be terminated for repeated minor infractions including failing to pay utilities.
Airway machines used to treat respiratory ailments—pre-existing conditions in this pandemic—will not work. Our elderly neighbors in particular might rely on medicine that requires refrigeration or medical equipment that requires electricity. They too have fallen victim to utility shut-offs even during the pandemic.

Empowering solutions are available today

Decisionmakers seeking solutions can look to implement utility shut off moratoriums as a good start. Good news is that many utilities have voluntarily taken action to that effect, and New Jersey and New York have suspended shut-offs, one of the best trackers on who is taking what action has been assembled by Energy Policy Institute.

But voluntary actions do not always provide comprehensive protection, and they certainly have not been universally adopted across the country. Some utilities are waiving fees as relief measures, and some moratoriums only apply to customers directly affected by COVID-19, which will place additional onerous red tape on households that are stricken and perhaps unable to access testing. Others might only be an extension of standard medical shut off protections. Moratoriums put in place by voluntary action can also be revoked or lifted by voluntary action, which does not provide any sense of certainty to people struggling to make ends meet.

This is why the US needs mandatory moratoriums on all utility disconnections. These normally would be rendered at the state level, either by a regulatory commission, legislative act, or even an emergency executive order. But the inconsistent leadership among states in response to the COVID-19 crisis suggests that Congressional action is needed to ensure that all vulnerable utility customers are protected. That’s exactly what a coalition of organizations, including UCS, is calling for in future federal aid legislation. UCS has called for a national moratorium on utility shut-offs.

And let’s be clear, preventing new shut-offs isn’t enough. Cutting power off at residence during a pandemic is not good public policy. People who are without electricity should have it restored so residents can safely shelter in place and help flatten the curve. So far, only Colorado and Wisconsin’s leadership has taken this option.

Addressing the root causes of energy poverty
Preventing shut-offs is a good first step, but the increased bill charges will nevertheless place greater economic pressure on an incalculable number of families. Addressing the root of the problem (energy affordability) must be prioritized when we begin to recover from the health and economic ramifications of the COVID-19 pandemic.

One way policymakers can do that is to forgive outstanding balances on utility bills, perhaps with an eligibility cap based on income. Additional funds could be made available to those who are still struggling to pay their bills via capping bills, waiving late payment fees, automating payment plans or other protective measures that rightfully place consumers (particularly vulnerable consumers) at the center of any energy-related COVID-19 response. Low-and-moderate-income energy efficiency and solar programs should be funded as much as practically possible.

New infrastructure, particularly new construction that is slated for public housing, subsidized housing, or housing specifically marketed for low- and moderate-income families, should include smart thermostats, better insulation, and energy-efficient appliances.

Implementing these solutions may seem daunting, let us not forget that one of the best ways to ease people’s energy burden is to keep a utility’s overall energy costs low. That means state utility commissions must be vigilant in utility rate cases and fuel recovery cost dockets to protect people facing unfathomable economic pressures. Unscrupulous utilities have been known to hide unnecessary costs in our energy bills. Commissions and their staff are overwhelmed at this time, but they should be applying extra scrutiny during proceedings when utilities are recovering costs associated with delivering energy.

What might a utility try to get past the commission?
Well, residential demand is up, so for many people, bills will increase. However, wholesale electricity rates are low right now, in some cases at all-time lows. Why? Because industrial and commercial demand reductions (from social distancing at home) have more than offset residential demand increases. Overall US electricity demand is flat or declining, and supply/demand economics predicts that when demand decreases, prices decrease.

At the same time, natural gas prices have set record lows each month of this year and that’s a trend that is expected to hold true for a while.

Low demand plus low gas prices mean wholesale market prices are incredibly low. Utilities should be taking advantage of low market prices to ensure that they deliver electricity to customers at as low a cost as possible. Utilities must also NOT over-run coal plants uneconomically or lean on aging capacity despite disruptions in coal and nuclear that can invite brownouts because that will not only needlessly cost customers more, but it will also increase air pollution which will exacerbate respiratory issues and susceptibility to COVID-19, according to a recent study published by Harvard.

If “virtual” meetings can allow companies to gather without anyone being in the office, then remotely distributed solar panels and batteries can harness energy and act as “virtual power plants.” It is simply the orchestration of millions of dispersed assets within a smarter electricity infrastructure to manage the supply of electricity — power that can be redirected back to the grid and distributed to homes and businesses. 

The ultimate goal is to revamp the energy landscape, making it cleaner and more reliable. By using onsite generation such as rooftop solar and smart solar inverters in combination with battery storage, those services can reduce the network’s overall cost by deferring expensive infrastructure upgrades and by reducing the need to purchase cost-prohibitive peak power. 

“We expect virtual power plants, including aggregated home solar and batteries, to become more common and more impactful for energy consumers throughout the country in the coming years,” says Michael Sachdev, chief product officer for Sunrun Inc., a rooftop solar company, in an interview. “The growth of home solar and batteries will be most apparent in places where households have an immediate need for backup power, as they do in California, where grid reliability pressures have led utilities to turn off the electricity to reduce wildfire risk.”

Home battery adoption, such as Tesla Powerwall systems, is becoming commonplace in Hawaii and in New England, he adds, because those distributed assets are improving the efficiency of the electrical network. It is a trend that is reshaping the country’s energy generation and delivery system by relying more on clean onsite generation and less on fossil fuels.

Sunrun has recently formed a business partnership with AutoGrid, which will manage Sunrun’s fleet of rechargeable batteries. It is a cloud-based system that allows Sunrun to work with utilities to dispatch its “storage fleet” to optimize the economic results. AutoGrid compiles the data and makes AI-driven forecasts that enable it to pinpoint potential trouble spots. 

But a distributed energy system, or a virtual power plant, would have 200,000 subsystems. Or, 200,000 5 kilowatt batteries would be the equivalent of one power plant that has a capacity of 1,000 megawatts. 

“A virtual power plant acts as a generator,” says Amit Narayan, chief executive officer of AutoGrid, in an interview. “It is one of the top five innovations of the decade. If you look at Sunrun, 60% of every solar system it sells in the Bay Area is getting attached to a battery. The value proposition comes when you can aggregate these batteries and market them as a generation unit. The pool of individual assets may improve over time. But when you add these up, it is better than a large-scale plant. It is like going from mainframe computers to laptops.”

The AutoGrid executive goes on to say that centralized systems are less reliable than distributed resources. While one battery could falter, 200,000 of them that operate from remote locations will prove to be more durable — able to withstand cyber attacks and wildfires. Sunrun’s Sachdev adds that the ability to store energy in batteries, as seen in California’s expanding grid-scale battery use supporting reliability, and to move it to the grid on demand creates value not just for homes and businesses but also for the network as a whole.

The good news is that the trend worldwide is to make it easier for smaller distributed assets, including energy storage for microgrids that support local resilience, to get the same regulatory treatment as power plants. System operators have been obligated to call up those power supplies that are the most cost-effective and that can be easily dispatched. But now regulators are giving virtual power plants comprised of solar and batteries the same treatment. 

In the United States, for example, the Federal Energy Regulatory Commission issued an order in 2018 that allows storage resources to participate in wholesale markets — where electricity is bought directly from generators before selling that power to homes and businesses. Under the ruling, virtual power plants are paid the same as traditional power suppliers. A federal appeals court this month upheld the commission’s order, saying that it had the right to ensure “technological advances in energy storage are fully realized in the marketplace.” 

“In the past, we have used back-up generators,” notes AutoGrid’s Narayan. “As we move toward more automation, we are opening up the market to small assets such as battery storage and electric vehicles. As we deploy more of these assets, there will be increasing opportunities for virtual power plants.” 

Virtual power plants have the potential to change the energy horizon by harnessing locally-produced solar power and redistributing that to where it is most needed — all facilitated by cloud-based software that has a full panoramic view. At the same time, those smaller distributed assets can add more reliability and give consumers greater peace-of-mind — a dynamic that does, indeed, beef-up America’s generation and delivery network.

Ontario rolls out ultra-low electricity rates

Ontario Ultra-Low Overnight Electricity Rate lets eligible customers opt in to 2.4 cents per kWh time-of-use pricing, set by the Ontario Energy Board, as utilities roll out the plan between May 1 and Nov. 1.

A million households can opt into a new ultra-low overnight electricity rate offered by the Ministry of Energy, as province-wide rate changes begin, but that's just a fraction of customers in Ontario.

Only eight of the 61 provincial power utilities will offer the new rate on the May 1 launch date, following the earlier fixed COVID-19 hydro rate period. The rest have up to six months to get on board.

That means it will be available to 20 percent of the province's five million electricity consumers, the Ministry of Energy confirmed to CBC News.

The Ford government's new overnight pricing was pitched as a money saver for Ontarians, amid the earlier COVID-19 recovery rate that could raise bills, undercutting its existing overnight rate from 7.4 to 2.4 cents per kilowatt hour. Both rates are set by the Ontario Energy Board (OEB).

"We wanted to roll it out to as many people as possible," Kitchener-Conestoga PC MPP Mike Harris Jr. told CBC News. "These companies were ready to go, and we're going to continue to work with our local providers to make sure that everybody can meet that Nov. 1 deadline."

Enova Power — which serves Kitchener, Waterloo, Woolwich, Wellesley and Wilmot — won't offer the reduced overnight rate until the fall, after typical bills rose when fixed pricing ended province-wide.

Enova merger stalls adoption

The power company is the product of the recently merged Kitchener-Wilmot Hydro and Waterloo North Hydro.

The Sept. 1 merger is a major reason Enova Power isn't offering the ultra-low rate alongside the first wave of power companies, said Jeff Quint, innovation and communications manager.

"With mergers, a lot of work goes into them. We have to evaluate, merge and integrate several systems and processes," said Quint.

"We believe that we probably would have been able to make the May 1 timeline otherwise."

The ministry said retroactive pricing wouldn't be available, unlike the off-peak price freeze earlier in the pandemic, and Harris said he doesn't expect the province will issue any rebates to customers of companies that introduce the rates later than May 1.

"These organizations were able to look at rolling things out sooner. But, obviously — if you look at Toronto Hydro, London, Centre Wellington, Hearst, Renfrew — there's a dynamic range of large and smaller-scale providers there. I'm very hopeful the Region of Waterloo folks will be able to work to try and get this done as soon as we can," Harris said.
