About 90 factories sit vacant in the economic capital of southern Afghanistan. They could fight militants in a way no army could, employing thousands of people and giving them a reason to shun the Taliban.

A lack of reliable electricity is what's keeping the factories silent and useless in the fight against insurgency. And it's the insurgency, in large part, that's keeping them that way.

The dilemma is the same throughout Afghanistan's ungoverned south, where NATO is gearing up for a major offensive: Development is needed to wrest people away from militants, but fighting regularly thwarts such projects — wasting millions in the process.

The main power source for Kandahar city should be the Kajaki Dam in neighboring Helmand province, but a six-year-old plan to repair it has been repeatedly delayed by fighting and the difficulty of securing roads long enough to get supplies in.

Two existing hydroelectric turbines at the dam were repaired by helicoptering in supplies at a cost of $7 million, according to a report by the U.S. government, which is funding the effort. Officials managed to get a new third turbine up to the dam with a weeklong, 4,000-troop convoy in September, but now have decided the road is too insecure to truck in supplies. They aren't sure it's worth the expense to fly in 900 tons of cement and aggregate to complete the project.

The dam reconstruction, originally budgeted at $47.9 million, has already cost nearly double that much, according to a report by the Special Inspector General for Afghanistan Reconstruction. One additional cost — a Chinese subcontractor backed out because of kidnapping threats, stalling work.

The agency is now holding onto another $50 million in earmarked funds in the hope that there will be a lull in the fighting long enough to get another convoy in, said John Smith-Sreen, who oversees energy projects for the U.S. government development agency.

"And the proper moment has not come, sadly. Now we're looking at a situation that if it doesn't come in the next several months we have to make a decision as to other opportunities within Afghanistan," he said, explaining that a number of power options in other parts of the country may be a better use of the money.

This is bad news for Kandahar city — home to the bulk of people in one of Afghanistan's most volatile provinces. People here regularly complain that their real problems are economic: Help them get jobs and build businesses, they say, and support for the Taliban will wane.

Taliban leaders in the south here pay wages to young men who otherwise wouldn't have jobs to become guerrilla fighters or suicide bombers. Poor rains push farmers to the most resilient crop: poppy used for opium production.

The senior U.S. civilian representative for the province has a computer printout on his office wall that makes the same point. It uses arrows to show security decreasing as support for insurgents increases, then proclaims: "It's the electric power stupid."

"We do a lot of polling in the city and we have a lot of eyes and ears out there," the representative, Bill Harris, said. "Everybody has electricity at the top of the list."

Forty-year-old Mohammad Naim can't afford a backup generator for the Kandahar factory where he makes plastic sandals — he says running one of the diesel machines would raise costs so much that he'd be selling his shoes at a loss. So he gets by with about 12 hours of power every other day.

"We have 15 workers and we have to pay them, even if we don't have electricity," Naim said. "If there's no power for a long time, I'll have to quit my business and fire my workers. Then there's the fear that they will start illegal activities in the city or join the militants."

On a perfect day, Kandahar can get about 26 megawatts of power, 12 from the Kajaki dam and 14 from two diesel generators supplied by the United States, according to Fazel Ahmad, the director of the Kandahar city power plant.

That's only enough to power half the city each day. Actual demand tops 50 megawatts of power, Ahmad said. So they employ rolling blackouts, giving one neighborhood electricity one day, and another power the next.

And there is seldom a perfect day. Kandahar got a boost of power when the second turbine at the Kajaki dam came online in October, but then the transmission line was cut in mid-January. It was repaired at the end of the month after a standard round of negotiations by government electricity workers to get in and out of the area safely.

The line — which stretches 125 miles (200 kilometers) over some of the most dangerous districts in Afghanistan — gets cut a couple times a year, Smith-Sreen said, though he said it was unclear if they were intentionally cut by Taliban or as a result of fighting.

Farmers in the countryside say it's the Taliban. In Helmand province's Sangin district, 44-year-old Mohammad Khaliq says the insurgents have cut lines in his area.

In recent years, the Taliban have exacted taxes on farmers who use the electricity and cut lines in areas where they feel people are supporting the government, said Anwer Jan Aqa, a farmer in Kajaki district.

Generator power also can be spotty because of problems getting diesel fuel from the capital city of Kabul. The U.S. pays about $2 million a year for the generators and their upkeep, according to Smith-Sreen, but the Afghan government has committed to supplying diesel fuel.

The power plant had no fuel for most of December because the contractor who delivers the diesel had not been paid, Ahmad said. He got his money in early January and the generators are back online, Ahmad added.

If the push to electrify Kandahar city succeeds, the potential payoff is great. It would mean lights in the streets at night, access to news broadcasts and the opportunity to grow Kandahar into a manufacturing hub that can compete with neighboring Pakistan.

In subdistrict 7 of the city, 35-year-old Razia Mohammadi said regular power would make people better off and better informed.

"We wash out clothes by hand. I could have a washing machine," she said. "And we could watch the news, get information about security."

The capital city has seen it happen. When a power line from Uzbekistan went on line in Kabul last spring, families rushed out to buy televisions and lights glittered in the hills surrounding the city. People started to talk about Kabul being on the way up.

Those working on the electricity problem in Kandahar are considering all kinds of options: from solar and hydropower in outlying villages, to bringing electricity in from a nearby military airfield on the edge of the city, to just building rows of new generators, said Louis Martinaglia, the southern region manager for a company that has the U.S. government electricity contract in Afghanistan.

But right now most of the factories in a U.S.-funded industrial park in Kandahar are empty. No one has paid for fuel for a bank of back-up generators at the site for years, and then the machines were hit by a bomb strike in August, temporarily disabling them.

A former fruit-canning factory in the city center is probably the busiest of the Kandahar's abandoned industrial sites; it now serves as a base for Canadian and U.S. forces.

Ontario's energy grid is among the cleanest in North America — but the province’s nuclear plans mean that some of our progress will be reversed over the next decade.

What was once Canada’s largest single source of greenhouse-gas emissions is now a solar-power plant. The Nanticoke Generating Station, a coal-fired power plant in Haldimand County, was decommissioned in stages from 2010 to 2013 — and even before the last remaining structures were demolished earlier this year, Ontario Power Generation had replaced its nearly 4,000 megawatts with a 44-megawatt solar project in partnership with the Six Nations of the Grand River Development Corporation and the Mississaugas of the Credit First Nation.

But neither wind nor solar has done much to replace coal in Ontario’s hydro sector, a sign of how slowly Ontario is embracing clean power in practice across the province. At Nanticoke, the solar panels make up less than 2 per cent of the capacity that once flowed out to southern Ontario over high-voltage transmission lines. In cleaning up its electricity system, the province relied primarily on nuclear power — but the need to extend the nuclear system’s lifespan will end up making our electricity dirtier again.

“We’ve made some pretty great strides since 2005 with the fuel mix,” says Terry Young, vice-president of corporate communications at the Independent Electricity System Operator, the provincial agency whose job it is to balance supply and demand in Ontario’s electricity sector. “There have been big changes since 2005, but, yes, we will see an increase because of the closure of Pickering and the refurbs coming.”

“The refurbs” is industry-speak for the major rebuilds of both the Darlington and Bruce nuclear-power stations. The two are both in the early stages of major overhauls intended to extend their operating lives into the 2060s: in the coming years, they’ll be taken offline and rebuilt. (The Pickering nuclear plant will not be refurbished and will shut down in 2024.)

The catch is that, as the province loses its nuclear capacity in increments, Ontario will be short of electricity in the coming years and the IESO will need to find capacity elsewhere to make sure the lights stay on. And that could mean burning a lot more natural gas — and creating more greenhouse-gas emissions.

According to the IESO’s planning assumptions, electricity will be responsible for 11 megatonnes of greenhouse-gas emissions annually by 2035 (last year, it was three megatonnes). That’s the “reference case” scenario: if conservation and efficiency policies shave off some electricity demand, we could get it down to something like nine megatonnes. But if demand is higher than expected, it could be as high as 13 megatonnes — more than quadruple Ontario’s 2018 emissions.

Even in the worst-case scenario, the province’s emissions from electricity would still be less than half of what they were in 2005, before the province began phasing out its coal generation. But it’s still a reversal of a trend that both Liberals and Progressive Conservatives have boasted about — the Liberals to justify their energy policies, the PCs to justify their hostility to a federal carbon tax.

Young emphasized that technology can change and that the IESO’s planning assumptions are just that: projections based on the information available today. A revolution in electricity storage could make it possible to store the province’s cleaner power sources overnight for use during the day, but that’s still only in the realm of speculation — and the natural-gas infrastructure exists in the real world, today.

Ontario Power Generation — the Crown corporation that operates many of the province’s power plants, including Pickering and Darlington — recently bought four gas plants, two of them outright (two it already owned in part). All were nearly complete or already operational, so the purchase itself won’t change the province’s emissions prospects. Rather, OPG is simply looking to maintain its share of the electricity market after the Pickering shutdown.

“It will allow us to maintain our scale, with the upcoming end of Pickering’s commercial operations, so that we can continue our role as the driver of Ontario’s lower carbon future,” Neal Kelly, OPG’s director of media, issues, and management, told TVO.org via email. “Further, there is a growing need for flexible gas fired generation to support intermittent wind and solar generation.”

The shift to more gas-fired generation has been coming for a while, and critics say that Ontario has missed an opportunity to replace the lost Pickering capacity with something cleaner. MPP Mike Schreiner, leader of the Green party, has argued for years that Ontario should have pursued an agreement with Quebec to import clean hydroelectricity.

“To me, it’s a cost-effective solution, and it’s a zero-emissions solution,” Schreiner says. “Regardless of your position on sources of electricity, I think everyone could agree that waterpower from Quebec is going to be less expensive.”

Quebec is eager to sell Ontario its surplus hydro power, but not everyone agrees that importing power would be cheaper. A study published by the Ontario Chamber of Commerce (and commissioned by Ontario Power Generation) calls the claim a “myth” and states that upgrading electric-transmission wires between Ontario and Quebec would cost $1.2 billion and take 10 years, while some estimates suggest fully greening Ontario's grid would cost far more overall.

With Quebec imports seemingly a non-starter and major changes to Ontario’s nuclear fleet already underway, there’s only one path left for this province’s greenhouse-gas emissions: upwards.

Hydro-Québec is in the preliminary stages of dialogue with various financiers and potential collaborators to strategize the implementation of a $185-billion initiative aimed at transitioning Quebec away from fossil fuel dependency.

As the leading hydroelectric power producer in Canada, Hydro-Québec is set to allocate up to $110 billion by 2035 towards the development of new clean energy facilities, building on its hydropower capacity expansion in recent years, with an additional $50 billion dedicated to enhancing the resilience of its power grid, as revealed in a strategy announced last November. The remainder of the projected expenditure will cover operational costs.

This ambitious initiative has garnered significant interest from the financial sector, with the province's recent electricity for industrial projects also drawing attention, as noted by CEO Michael Sabia during a conference call with journalists where the utility's annual financial outcomes were discussed. Sabia reported receiving various proposals to fund the initiative, though specific partners were not disclosed. He expressed confidence in securing the necessary capital for the project's success.

Sabia highlighted three immediate strategies to increase power output: identifying new sites for hydroelectric projects while upgrading turbines at existing facilities, such as the Carillon Generating Station upgrade now underway for enhanced efficiency, expanding wind energy production threefold, and promoting energy conservation among consumers to optimize current power usage.

Additionally, Hydro-Québec aims to augment its solar and battery energy production and is planning to establish a pumped-storage hydroelectric plant to support peak demand periods. The utility also intends to construct 5,000 kilometers of new transmission lines, address Quebec-to-U.S. transmission constraints where feasible, and is set to double its capital expenditure to $16 billion annually, a significant increase from the investment levels during the James Bay hydropower project construction in the 1970s and 1980s.

To fund part of this expansive plan, Hydro-Québec will continue to access the bond market, having issued $3.7 billion in notes to investors last year despite facing several operational hurdles due to adverse weather conditions.

For the year 2023, Hydro-Québec reported a net income of $3.3 billion, marking a 28% decrease from the previous year's record of $4.56 billion. Factors such as insufficient snow cover, reduced spring runoff, and higher temperatures resulted in lower water levels in reservoirs, leading to a reduction in power exports and a $547-million decrease in external market sales compared to the previous year.

The utility experienced its lowest export volume in a decade but managed to leverage hedging strategies to secure 10.3 cents per kWh for exported power to markets including New Brunswick via recent NB Power agreements that expand interprovincial deliveries, nearly twice the average market rate, through forward contracts that cover up to half of its export volume for about a year in advance.

The success of Sabia's plan will partly depend on the cooperation of First Nations communities, as the proposed infrastructure developments are likely to traverse their ancestral territories. Relationships with some communities are currently tense, exemplified by the Innu of Labrador's $4-billion lawsuit against Hydro-Québec for damages related to land flooding for reservoir construction, and broader regional tensions in Newfoundland and Labrador that persist in the power sector.

Sabia has committed to involving First Nations and Inuit communities as partners in clean energy ventures, offering them ongoing financial benefits rather than one-off settlements, a principle he refers to as "economic reconciliation."

Recently, the Quebec government reached an agreement with the Innu of Pessamit, pledging $45 million to support local community development. This agreement outlines solutions for managing a nearby hydropower reservoir, such as the La Romaine complex in the region, and includes commitments for wind energy development.

Sabia is optimistic about building stronger, more positive relationships with various Indigenous communities, anticipating significant progress in the coming months and viewing this year as a potential milestone in transforming these relationships for the better.

Demand for electricity in Yukon hits record high

A new record for electricity demand has been set in Yukon. The territory recorded a peak of 104.42 megawatts, according to a news release from Yukon Energy.

The new record is about a half a megawatt higher than the previous record of 103.84 megawatts recorded on Jan. 14, 2020.

While in general, over 90 per cent of the electricity generated in Yukon comes from renewable resources each year, with initiatives such as new wind turbines expanding capacity, during periods of high electricity use each winter, Yukon Energy has to use its hydro, liquefied natural gas and diesel resources to generate the electricity, the release says.

But when it comes to setting records, Andrew Hall, CEO of Yukon Energy, says it's not that unusual.

"Typically, during the winter, when the weather is cold, demand for electricity in the Yukon reaches its maximum. And that's because folks use more electricity for heating their homes, for cooking meals, there's more lighting demand, because the days are shorter," he said.

"It usually happens either in December or sometimes in January, when we get a cold snap."

He said generally over the years, electricity demand has grown.

"We get new home construction, construction of new apartment buildings. And typically, those new homes are all heated by electricity, maybe not all of them but the majority," Hall said.

There are also other reasons, ones that are "in the name of climate change," Hall added.

That includes people trying to limit fossil fuel heating by swapping to electric heating. And, he said some Yukoners are switching to electric vehicles as incentives expand across the North.

"Over time, those two new demands, in the name of climate change, will also contribute to growing demand for electricity," he said.

While Yukon did reach this new all time high, Hall said the territory still hadn't hit the maximum capacity for the week, which was 118 megawatts, and discussions about a potential connection to the B.C. grid are part of long-term planning.

Tips to curve demand
"When we plan our system, we actually plan for a scenario, guided by the view that sustainability is key to the grid's future, where we actually lose our largest hydro generating facility," Hall said.

"We had plenty of generation available so it wasn't an emergency situation, and, even as other provinces face electricity shortages, it was more just an observation that hey, our peaks are growing."

He also said it was an opportunity to reach out to customers on ways to curve their demand for electricity around peak times, drawing on energy efficiency insights from other provinces, which is typically between 7 a.m. and 9 a.m., and between 5 p.m. and 7 p.m., Monday to Friday.

For example, he said, people should consider running major appliances, like dishwashers, during non-peak hours, such as in the afternoon rather than in the morning or evening.

During winter peaks, people can also use a block heater timer on vehicles and turn down the thermostat by one or two degrees.

'We plan for each winter'
Hall said Yukon Energy is working to increase its peak output, including working on a large grid scale battery to be installed in Whitehorse, similar to Ontario's energy storage push now underway. 

When it comes to any added load from people working from home due to COVID-19, Hall said they haven't noticed any identifiable increase there.

"Presumably, if someone's working from home, you know, their computer is at home, and they're not using the computer at the office," he said.

He said there shouldn't be any concern for maxing out the capacity of electricity demand as Yukon moves into the colder winter months, since those days are forecast for.

"This number of 104 megawatts wasn't unexpected," he said, adding how much electricity is needed depends on the weather too.

"We plan for each winter."

Hundreds of Canadian power crews are heading to Florida to help restore power to millions of people affected by Hurricane Irma.

Two dozen Nova Scotia Power employees were en route Tampa on Tuesday morning. An additional 175 Hydro One employees from across Ontario are also heading south. Tuesday to assist after receiving a request for assistance from Tampa Electric.

Nearly 7½ million customers across five states were without power Tuesday morning as Irma — now a tropical storm — continued inland, while a power outage update from the Carolinas underscored the regional strain.

In an update On Tuesday, Florida Power & Light said its "army" of crews had already restored power to 40 per cent of the five million customers affected by Irma in the first 24 hours.

FPL said it expects to have power restored in nearly all of the eastern half of the state by the end of this coming weekend. Almost everyone should have power restored by the end of day on Sept. 22, except for areas still under water.Jason Cochrane took a flight from Halifax Stanfield International Airport along with 19 other NSP power line technicians, two supervisors and a restoration team lead, drawing on lessons from the Maritime Link first power project between Newfoundland and Nova Scotia. "It's different infrastructure than what we have to a certain extent, so there'll be a bit of a learning curve there as well," Cochrane said. "But we'll be integrated into their workforce, so we'll be assisting them to get everything put back together."

The NSP team will join 86 other Nova Scotians from their parent company, Emera, who are also heading to Tampa. Halifax-based Emera, whose regional projects include the Maritime Link, owns a subsidiary in Tampa.

"We're going to be doing anything that we can to help Tampa Electric get their customers back online," said NSP spokesperson Tiffany Chase. "We know there's been significant damage to their system as a result of that severe storm and so anything that our team can do to assist them, we want to do down in Tampa."

Crews have been told to expect to be on the ground in the U.S. for two weeks, but that could change as they get a better idea of what they're dealing with.
