Natural gas and electric utilities regulated by the state will not be able to disconnect service for the next 90 days for customers who are at or below 175 percent of federal poverty guidelines.

In a recent meeting, the Public Utilities Commission of Ohio approved what amounts to a limited moratorium on shut-offs for nonpayment of bills, as long as the customer meets income guidelines and enters into some type of payment plan with the utility or enrolls in the Percentage of Payment Plan (PIPP) or other commission-approved plan.

The commission was responding to a call from Gov. Ted Strickland, who asked for a moratorium on utility shut-offs during extreme cold weather. In comments before the vote, PUCO Chairman Alan Schriber said the income limits were "intended to protect customers who are clearly the most vulnerable." Schriber said the commission staff also will evaluate whether to raise eligibility to 200 percent of federal poverty guidelines, and the board will continue to monitor the program.

The commission stressed that its moratorium was not a free pass for customers not to pay their bill, and commissioners encouraged customers to continue to pay as much of their bill as possible. Later in the day, Schriber acknowledged that the moratorium would not help customers who might be struggling to pay their bills but don't meet the income eligibility requirements.

"I think the objective is to ultimately raise that threshold to 200 (percent of the federal poverty guideline), but that doesn't capture everybody. Generally, utilities are unlikely to disconnect people for nonpayment if there's a good reason and particularly if a person is willing to enter into a payment program," Schriber said.

The governor is pleased with the commission's order, spokesman Keith Dailey said.

"His concern, which prompted him to request a moratorium, is for those Ohioans who are struggling economically to ensure they have the protections in place to prevent harm through these cold winter months," Dailey said. Dailey said the governor believed the PUCO had the responsibility and authority to establish the eligibility requirements and he did not want to be too "prescriptive" in his request. The 175 percent income level is a good starting point and is better than 150 percent, said Ohio Consumers' Counsel Janine Migden-Ostrander.

Her agency estimates that an extra 260,000 customers will be included in the moratorium by raising it to 175 percent instead of 150 percent. Migden-Ostrander, who is the state's residential utility advocate, said she'd like to see the eligibility raised to 200 percent and perhaps 300 percent to catch "anybody who really has a definite need for help."

Making a phone call to the utility to discuss payment problems is vital, said utility officials, Schriber and Migden-Ostrander. Avoiding the utility or bill collectors will just make the situation worse, Migden-Ostrander said. "If you work with them, you're more likely to get a sympathetic ear than when they're about to disconnect you," she said.

In a news release, First-Energy Corp. President and Chief Executive Anthony Alexander said - "We share Gov. Strickland's concern for low-income, at-risk customers who may lose electric service during the winter. We are committed to working with the governor, his administration and the PUCO on a long-term solution to ensure that these customers have the support they need to maintain electric service during the winter months."

Disconnections in state FirstEnergy and gas company Dominion said they had not seen a marked increase in disconnections or the number of people calling in to say they were having problems paying bills.

Dominion officials said that while the number of disconnections for the year are up, the number for the winter has not changed. Disconnections can be prompted by a variety of reasons and are not limited to nonpayment. According to figures from the PUCO, the number of disconnections in Ohio is up 17 percent from last year.

From January through October 2006, there were 339,230, while during that same period this year, there were 396,861. Those figures do not include the winter months.

Minnesota electric cooperatives have quietly emerged as laboratories for clean grid innovation, outpacing investor-owned utilities on smart meter installations, time-based pricing pilots, and experimental battery storage solutions.

“Co-ops have innovation in their DNA,” said David Ranallo, a spokesperson for Great River Energy, a generation and distribution cooperative that supplies power to 28 member utilities — making it one of the state’s largest co-op players.

Minnesota farmers helped pioneer the electric co-op model more than a century ago, similar to modern community-generated green electricity initiatives, pooling resources to build power lines, transformers and other equipment to deliver power to rural parts of the state. Today, 44 member-owned electric co-ops serve about 1.7 million rural and suburban customers and supply almost a quarter of the state’s electricity.

Co-op utilities have by many measures lagged on clean energy. Many still rely on electricity from coal-fired power plants. They’ve used political clout with rural lawmakers to oppose new pollution regulations and climate legislation, and some have tried to levy steep fees on customers who install solar panels.

Where they are emerging as innovators is with new models and technology for managing electric grid loads — from load-shifting water heaters to a giant experimental battery made of iron. The programs are saving customers money by delaying the need for expensive new infrastructure, and also showing ways to unlock more value from cheap but variable wind and solar power.

Unlike investor-owned utilities, “we have no incentive to invest in new generation,” said Darrick Moe, executive director of the Minnesota Rural Electric Association. Curbing peak energy demand has a direct financial benefit for members.

Minnesota electric cooperatives have launched dozens of programs, such as the South Metro solar project, in recent years aimed at reducing energy use and peak loads, in particular. They include:

Cost calculations are the primary driver for electric cooperatives’ recent experimentation, and a lighter regulatory structure and evolving electricity market reforms have allowed them to act more quickly than for-profit utilities.

“Co-ops and [municipal utilities] can act a lot more nimbly compared to investor-owned utilities … which have to go through years of proceedings and discussions about cost-recovery,” said Gabe Chan, a University of Minnesota associate professor who has researched electric co-ops extensively. Often, approval from a local board is all that’s required to launch a venture.

Great River Energy’s programs, which are rebranded and sold through member co-ops, yielded more than 101 million kilowatt-hours of savings last year — enough to power 9,500 homes for a year.

Beyond lowering costs for participants and customers at large, the energy-saving and behavior-changing programs sometimes end up being cited as case studies by larger utilities considering similar offerings. Advocates supporting a proposal by the city of Minneapolis and CenterPoint Energy to allow residents to pay for energy efficiency improvements on their utility bills through distributed energy rebates used several examples from cooperatives.

Despite the pace of innovation on load management, electric cooperatives have been relatively slow to transition from coal-fired power. More than half of Great River Energy’s electricity came from coal last year, and Dairyland Power, another major power wholesaler for Minnesota co-ops, generated 70% of its energy from coal. Meanwhile, Xcel Energy, the state’s largest investor-owned utility, has already reduced coal to about 20% of its energy mix.

The transition to cleaner power for some co-ops has been slowed by long-term contracts with power suppliers that have locked them into dirty power. Others have also been stalled by management or boards that have been resistant to change. John Farrell, director of the Institute for Local Self-Reliance’s Energy Democracy program, said generalizing co-ops is difficult. 

“We’ve seen some co-ops that have got 75-year contracts for coal, that are invested in coal mines and using their newsletter to deny climate change,” he said. “Then you see a lot of them doing really amazing things like creating energy storage systems … and load balancing [programs], because they are unique and locally managed and can have that freedom to experiment without having to go through a regulatory process.”

Great River Energy, for its part, says it intends to reach 54% renewable generation by 2025, while some communities, like Frisco, Colorado, are targeting 100% clean electricity by specific dates. Its members recently voted to sell North Dakota’s largest coal plant, but the arrangement involves members continuing to buy power from the new owners for another decade.

The cooperative’s path to clean power could become clearer if its experimental iron-air battery project is successful. The project, the first of its kind in the country, is expected to be completed by 2023.

Minnesota bill mandating 100% carbon-free electricity by 2040

Minnesota Gov. Tim Walz, D, is expected to soon sign a bill establishing a clean electricity standard requiring utilities in the state to provide electricity from 100% carbon-free sources by 2040. The bill also calls for utilities to generate at least 55% of their electricity from renewable energy sources by 2035, a trajectory similar to New Mexico's clean electricity push underway this decade.

Electricity generated from landfill gas and anaerobic digestion are named as approved renewable energy technologies, but electricity generated from incinerators operating in “environmental justice areas”, reflecting concerns about renewable facilities violating pollution rules in some states, will not be counted toward the goal. Wind, solar, and certain hydropower and hydrogen energy sources are also considered renewable in the bill. 

The bill defines EJ areas as places where at least 40% of residents are not white, 35% of households have an income that’s below 200% of the federal poverty line, and 40% or more of residents over age 5 have “limited” English proficiency. Areas the U.S. state defines as “Indian country” are also considered EJ areas.

Some of the state’s largest electric utilities, like Xcel Energy and Minnesota Power, have already pledged to move to carbon-free energy, and utilities such as Alliant Energy have outlined carbon-neutral plans in the region, but this bill speeds up that goal by 10 years, Minnesota Public Radio reported. The bill calls for public utilities operating in the state to be 80% carbon-free and other electric utilities to be 60% carbon-free by 2030. All utilities must be 90% carbon-free by 2035 before ultimately hitting the 100% mark in 2040, according to the bill.  

The bill gives utilities some leniency if they demonstrate to state regulators that they can’t offer affordable power while working toward the benchmarks, acknowledging reliability challenges seen in places like California's grid during the clean energy transition. It also allows utilities to buy renewable energy credits to meet the standard instead of generating the energy themselves. 

Patrick Serfass, executive director of the American Biogas Council, said the bill will incentivize more biogas-related electricity projects, “which means the recycling of more organic material and more renewable electricity in the state. Those are all good things,” he said. ABC sees significant potential for biogas production in Minnesota, though the federal climate law has delivered mixed results for accelerating clean power deployment.

The bill also aims to streamline the permitting process for new energy projects in the state, even as some states consider limits on clean energy that would constrain utility use, and calls for higher minimum wage requirements for workers.

In December 2024, the Government of Canada announced a significant policy shift regarding its clean electricity objectives. The initial target to achieve a net-zero electricity grid by 2035 has been extended to 2050. Revised Clean Electricity Regulations

The newly finalized Clean Electricity Regulations (CER) outline the framework for Canada's transition to a net-zero electricity grid by 2050, advancing the goal of 100 per cent clean electricity nationwide.

US January power generation jumps 9.3% on year: EIA

US January power generation climbed to 373.2 TWh, EIA data shows, with coal edging natural gas, record wind output, record nuclear generation, rising hydro, and stable utility-scale solar amid higher Henry Hub prices.

The US generated 373.2 TWh of power in January, up 7.9% from 345.9 TWh in December and 9.3% higher than the same month in 2017, Energy Information Administration data shows.

The monthly total was the highest amount in January since 377.3 TWh was generated in January 2014.

Coal generation totaled 118.7 TWh in January, up 11.4% from 106.58 TWh in December and up 2.8% from the year-ago month, consistent with projections of a coal-fired generation increase for the first time since 2014. It was also the highest amount generated in January since 132.4 TWh in 2015.

For the second straight month, more power was generated from coal than natural gas, as 109.6 TWh came from gas, up 3.3% from 106.14 TWh in December and up 19.9% on the year.

However, the 118.7 TWh generated from coal was down 9.6% from the five-year average for the month, due to the higher usage of gas and renewables and a rising share of non-fossil generation in the overall mix.

Coal made up 31.8% of the total US power generation in January, up from 30.8% in December but down from 33.8% in January 2017.

Gas` generation share was at 29.4% in the latest month, with momentum from record gas-fired electricity earlier in the period, down from 30.7% in December but up from 26.8% in the year-ago month.

In January, the NYMEX Henry Hub gas futures price averaged $3.16/MMBtu, up 13.9% from $2.78/MMBtu averaged in December but down 4% from $3.29/MMBtu averaged in the year-ago month.

 

WIND, NUCLEAR GENERATION AT RECORD HIGHS

Wind generation was at a record-high 26.8 TWh in January, up 29.3% from 22.8 TWh in December and the highest amount on record, according to EIA data going back to January 2001. Wind generated 7.2% of the nation`s power in January, as an EIA summer outlook anticipates larger wind and solar contributions, up from 6.6% in December and 6.1% in the year-ago month.

Utility-scale solar generated 3.3 TWh in January, up 1.3% from 3.1 TWh in December and up 51.6% on the year. In January, utility-scale solar generation made up 0.9% of US power generation, during a period when solar and wind supplied 10% of US electricity in early 2018, flat from December but up from 0.6% in January 2017.

Nuclear generation was also at a record-high 74.6 TWh in January, up 1.3% month on month and the highest monthly total since the EIA started tracking it in January 2001, eclipsing the previous record of 74.3 TWh set in July 2008. Nuclear generation made up 20% of the US power in January, down from 21.3% in December and 21.4% in the year-ago month.

Hydro power totaled 25.4 TWh in January, making up 6.8% of US power generation during the month, up from 6.5% in December but down from 8.2% in January 2017.

BC Hydro activates "winter payment plan"

BC Hydro Winter Payment Plan lets customers spread electricity bills over six months during cold weather, easing costs amid colder-than-average temperatures in British Columbia, with low-income conservation support, energy-saving kits, and insulation upgrades.

As colder temperatures set in across the province again this weekend, BC Hydro says it is activating its winter payment plan to give customers the opportunity to spread out their electricity bills as demand can reach record levels during extreme cold periods.

"Our meteorologists are predicting colder-than-average temperatures will continue over the next of couple of months and we want to provide customers with help to manage their payments," said Chris O'Riley, BC Hydro's president.

All BC Hydro customers will be able to spread payments from the billing period spanning Dec. 1, 2017 to March 31, 2018 over a six-month period.

Cold weather in the second half of December 2017 led to surging electricity demand that was higher than the previous 10-year average and has at times hit all-time highs during peak usage periods, according to BC Hydro.

Hydro operations also respond to summer conditions, as drought and low rainfall can force adjustments in power generation strategies.

People who heat their homes with electricity — about 40 per cent of British Columbians —  have the highest overall bills in the province, $197 more in December than in July, when air conditioning use can affect energy costs.

This is the second year the Crown corporation has activated a cold-weather payment plan, part of broader customer assistance programs it offers.  

BC Hydro has also increased funding for its low-income conservation programs by $2.2 million for a total of $10 million over the next three years. 

The low-income program provides energy-saving kits that include things like free energy assessments, insulation upgrades and weather stripping.

Restoring power to Florida will take 'weeks, not days' in some areas

Parts of Florida could be without electricity for more than a week, as damage from Hurricane Irma will require a complete rebuild of portions of the electricity grid, utility executives said on Monday.

Irma has knocked out power to 6.5 million Florida electricity customers, or nearly two-thirds of the state, since making landfall this weekend. In major areas such as Miami-Dade, 74 percent of the county was without power, according to Florida's division of emergency management.

Getting that power back online may require the help of 50,000 to 60,000 workers from all over the United States and Canadian power crews as well, according to Southern Company CEO and Chairman Thomas Fanning. He is also co-chair of the Electricity Subsector Coordinating Council, which coordinates the utility industry and government response to disasters and cyberthreats.

While it is not uncommon for severe storms to down power lines and damage utility poles, Irma's heavy winds and rain batted some of the state's infrastructure to the ground, Fanning said.

"'Restore' may not capture the full sense of where we are. For the very hard impacted areas, I think you're in a 'rebuild' area," he told CNBC's "Squawk Box."

"That's a big deal. People need to understand this is going to take perhaps weeks, not days, in some areas," Fanning said.

Parts of northern Florida, including Jacksonville, experienced heavy flooding, which will temporarily prevent crews from accessing some areas.

Duke Energy, which serves 1.8 million customers in parts of central and northwestern Florida, is trying to restore service to 1.2 million residences and businesses.

Florida Power & Light Company, which provides power to an estimated 4.9 million accounts across the state, had about 3.5 million customers without electricity as of Monday afternoon, said Rob Gould, vice president and chief communications officer at FPL.

The initial damage assessments suggest power can be restored to parts of the state's east coast in just days, but some of the west coast will require rebuilding that could stretch out for weeks, Gould told CNBC's "Power Lunch."

"This is not a typical restoration that you're going to see. We actually for the first time in our company history have our entire 27,000-square-mile, 35-county territory under assault by Irma," he said.

FPL said it would first repair any damage to power plants, transmission lines and substations as part of its massive response to Irma, then prioritize critical facilities such as hospitals and water treatment plants. The electricity company would then turn its attention to areas that are home to supermarkets, gas stations and other community services.

Florida utilities invested billions into their systems after devastating hurricane seasons in 2004 and 2005 in order to make them more resilient and easier to restore after a storm. Irma, which ranked among the most powerful storms in the Atlantic, has nevertheless tested those systems.

The upgrades have allowed FPL to automatically reroute power and address about 1.5 million outages, Gould said. The company strategically placed 19,500 restoration workers before the storm hit, but it cannot use bucket trucks to fix power lines until winds die down, he said.

Some parts of Florida's distribution system — the lines that deliver electricity from power plants to businesses and residences — run underground. However, the state's long coastline and the associated danger of storm surge and seawater incursion make it impractical to run lines beneath the surface in some areas.

Duke Energy has equipped 28 percent of its system with smart grid technology to reroute power remotely, according to Harry Sideris, Duke's state president for Florida. He said the company would continue to build out that capability in the future.

Duke deployed more than 9,000 linesmen and support crew members to Irma-struck areas, but cannot yet say how long some customers will be without power.

Separately, Gulf Power crews reported restoring service to more than 32,000 customers.

"At this time we do not know the exact restoration times. However, we're looking at a week or longer from the first look at the widespread damage that we had," Sideris told CNBC's "Closing Bell."

FPL said on Monday it was doing final checks before bringing back nuclear reactors that were powered down as Hurricane Irma hit Florida.

"We are in the process now of doing final checks on a few of them; we will be bringing those up," FPL President and CEO Eric Silagy told reporters.
