A decaying highway, plunged deep underwater after Lake Hartwell was dammed in the 1950s, sits exposed once again across what remains of the bay outside Big Water Marina.

It's a depressing reminder of the toll from a stubborn Southern drought that only recently began to abate with replenishing rains this fall. Much of the region has recovered, but a ring stretching from northeast Georgia to the western Carolinas remains stuck in "extreme" drought.

And Hartwell, a massive 56,000-acre lake straddling Georgia-South Carolina state line, is near the epicenter. Even after a spate of recent downpours, its water line is nearly 18 feet below normal levels.

"We never thought we'd see it. We never thought the lake would go this far down," said Jane Davis, who built the marina from the ground up with her husband. "Everyone needs water, but Hartwell has finally given more water than it can take."

Forecasters say there's no telling when it will end.

"When you start looking at an area like that that's been under duress so long, even one or two rain events aren't going to completely wipe away the long-term problems," said Brian Fuchs, a climatologist with the National Drought Mitigation Center.

Hartwell has for decades been a source of water, recreation and electricity for scores of towns and thousands of residents on both sides of its ever-growing banks.

Now moldy boat shells, aging beer cans and even long-lost highways once deep underwater bake in the sun. Jagged islands once topped with buoys to ward off unsuspecting boats now sit uncomfortably 8 feet above water.

Some residents blame the U.S. Army Corps of Engineers, which sends millions of gallons of water from the lake each week downstream to the Savannah River to help supply Savannah, Augusta and other cities.

They also worry that the Corps and another federal agency, the Southeastern Power Administration, focus too much on generating electricity and too little on keeping the lake full.

"You're going to have to put lake levels on the priority list," said Mike Gray, a real estate broker in nearby Anderson, S.C., who has a growing list of unsold homes on the lake's banks.

The Corps, which has reduced water releases from Hartwell by 15 percent this month, said producing electricity is an "incidental" byproduct of sending water downstream.

Corps spokesman Billy Birdwell said the agency was following federal guidelines designed to meet the competing demands.

"This lake is not forgotten," said Birdwell. "We're watching the levels constantly. We're trying to meet the different demands. There are needs upstream, there are needs downstream. And right now, water supply and quality is taking the highest precedence."

Engineers for SEPA, which markets the energy produced by Hartwell and other nearby lakes, say it is also following its federal mandate.

"We're not driving the generation, we're just the front man," said Douglas Spencer, a SEPA hydrologist. "We're just responsible for marketing the generation."

Others say Hartwell's plight has been overlooked while water sources like north Georgia's Lake Lanier have earned more attention because of they are near Atlanta.

"There's a feeling that the lake has been forgotten, in part because it's not near a major metropolitan center and in part because it's divided by two states with varied interests," said Juan Brown, a retired physician who lives in nearby Anderson, S.C.

"It's a negative cloud that's been over us all through these droughts, and this is particularly bad because of the economy," Gray said. "People are depressed, and they are beginning to lose hope that it's going to come back."

Meanwhile, Davis' marina is slowly vanishing. The number of occupied boat slips has dropped about 80 percent, and Davis is warning the rest of her customers to get out while they can. The lake, she fears, will ultimately fall to 35 feet below normal levels.

"A lot of my customers just don't want to come to the lake anymore," she sighs, her voice trembling. "We're going to be a land-based marina very soon. And that's disastrous. Our marina is in crisis."

As she spoke, the skies opened up, and a light but steady rain began to soak the marina. But to Davis, it seemed like a cruel joke: "It's not enough."

Mexican President Andres Manuel Lopez Obrador's plan to increase state control of power generation was defeated in parliament on Sunday, as opposition parties united in the face of a bill they said would hurt investment and breach international obligations, concerns mirrored by rulings such as the Florida court on electricity monopolies that scrutinize market concentration.

His National Regeneration Movement (MORENA) and its allies fell nearly 60 votes short of the two-thirds majority needed in the 500-seat lower house of Congress, mustering just 275 votes after a raucous session that lasted more than 12 hours.

Seeking to roll back previous constitutional reforms that liberalized the electricity market, Lopez Obrador's proposed changes would have done away with a requirement that state-owned Comision Federal de Electricidad (CFE) sell the cheapest electricity first, a move reminiscent of debates when energy groups warned on pricing changes under federal proposals, allowing it to sell its own electricity ahead of other power companies.

Under the bill, the CFE would also have been set to generate a minimum of 54% of the country's total electricity, and energy regulation would have been shifted from independent bodies to state regulators, paralleling concerns raised when a Calgary retailer opposed a market overhaul over regulatory impacts.

The contentious proposals faced much criticism from business groups and the United States, Mexico's top trade partner as well as other allies who argued it would violate the regional trade deal, the United States-Mexico-Canada Agreement (USMCA), even as the USA looks to Canada for green power to deepen cross-border energy ties.

Lopez Obrador had argued the bill would have protected consumers and made the country more energy independent, echoing how Texas weighs market reforms to avoid blackouts to bolster reliability, saying the legislation was vital to his plans to "transform" Mexico.

Although the odds were against his party, he came into the vote seeking to leverage his victory in last weekend's referendum on his leadership.

Speaking ahead of the vote, Jorge Alvarez Maynez, a lawmaker from the opposition Citizens' Movement party, said the proposals, if enacted, would damage Mexico, pointing to experiences like the Texas electricity market bailout after a severe winter storm as cautionary examples.

"There isn't a specialist, academic, environmentalist or activist with a smidgen of doubt - this bill would increase electricity prices, slow the transition to (clean) energy in our country and violate international agreements," he added.

Supporters of clean-energy goals noted that subnational shifts, such as the New Mexico 100% clean electricity bill can illustrate alternative pathways to reform.

The bill also contained a provision to nationalize lithium resources.

Lopez Obrador said this week that if the bill was defeated, he would send another bill to Congress on Monday aiming to have at least the lithium portion of the proposed legislation passed.

Car and truck manufacturers are falling off the fossil fuel bandwagon in droves and jumping on the electric train.

Now add tractors to that list.

Every month, another e-tractor announcement comes across our desks. Environmental factors drive this trend, along with energy efficiency, lower maintenance, lower noise level and motor longevity, and even autonomous weed-zapping robots are emerging.

Let’s start with the Big Daddy of them all, the 400 horsepower JD GridCON. This tractor is not a hybrid and it has no hassle with batteries. The 300 kilowatts of power come to the GridCON through a 1,000 metre extension cord connected to the grid, including virtual power plants or an off-field generator. A reel on the tractor rolls the cable in and out. The cable is guided by a robotic arm to prevent the tractor from running over it.

It uses a 700 volt DC bus for electric power distribution onboard and for auxiliary implements. It uses a cooling infrastructure for off-board electrical use. Total efficiency of the drive train is around 85 percent. A 100 kilowatt electric motor runs the IVT transmission. There’s an auxiliary outlet for implements powered by an electric motor up to 200 kW.

GridCON autonomously follows prescribed routes in the field at speeds up to 12 m.p.h., leveraging concepts similar to fleet management solutions for coordination. It can also be guided manually with a remote control when manoeuvring the tractor to enter a field. Empty weight is 8.5 tonnes, which is about the same as a 6195R but with double the power. Deere engineers say it will save about 50 percent in operating costs compared to battery powered tractors.

Solectrac
Two California-built all-battery powered tractors are finally in full production. While the biggest is only 40 horsepower, these are serious tractors that may foretell the future of farm equipment.

Solectrac is able to buy the bare tractor without an engine, so it can create a brand new electric tractor with no used components for North American customers. The tractors are built by Solectrac, owned by inventor Steve Heckeroth, who has been doing electric conversions on cars, trucks, race cars and tractors for 25 years. He said there are three main reasons to take electric tractors seriously: simplicity, energy efficiency and longevity.

“The electric motor has only one moving part, unlike small diesel engines, which have over 300 moving parts,” Heckeroth said, adding that Solectrac tractors are not halfway compromise hybrids but true electric machines that get their power from the sun or the grid, particularly in hydro-rich regions like Manitoba where clean electricity is abundant, whichever is closest.

Neither tractor uses hydraulics. Instead, Heckeroth uses electric linear actuators. The ones he installs provide 1,000 pounds of dynamic load and 3,000 lb. static loads. He uses linear actuators because they are 20 times more efficient than hydraulics.

The eUtility and eFarmer are two-wheel drive only, but engineers are working on compact four-wheel drive electric tractors. Each tractor carries a price tag of US$40,000. Because production numbers are still limited, both tractors are available on a first to deposit basis. One e-tractor has already been sold and delivered to a farmer in Ontario.

The eUtility is a 40 h.p. yard tractor that accepts all Category 1, 540 r.p.m. power take-off implements on the rear three-point hitch, except those requiring hydraulics. An optional hydraulic pump can be installed for $3,000 for legacy implements that require hydraulics. For that price, a dedicated electricity believer might instead consider converting the implement to electric.

“The eUtility is actually a converted new 1950s Ford tractor made in a factory in India that was taken over after the British were kicked out in 1948,” Heckeroth said.

“I am able to buy only the parts I need and then add the motor, controller and batteries. I had to go to India because it’s one of the few places that still makes geared transmissions. These transmissions work the best for electric tractors. Gear reduction is necessary to keep the motor in the most efficient range of about 2,000 r.p.m. It has four gears with a high and low range, which covers everything from creep to 25 m.p.h.

On his eUtility, a single 30 kWh onboard battery pack provides five to eight hours of run time, depending on loads. It can carry two battery packs. The Level 2 quick charge gives an 80 percent charge for one pack in three hours. Two packs can receive a full charge overnight with support from home batteries like Powerwall for load management.

The integrated battery management system protects the batteries during charging and discharging, while backup fuel cell chargers can keep storage healthy in remote deployments. Batteries are expected to last about 10 years, depending on the number of operating cycles and depth of discharge.

Exchangeable battery packs are available to keep the tractor running through the full work day. These smaller 20 kWh packs can be mounted on the rear hitch to balance the weight of the optional front loader or carried in the optional front loader to balance the weight of heavy implements mounted on the rear hitch.

The second tractor is the 20 kWh eFarmer, which features high visibility for row crop farms at a fraction of the cost of diesel fuel tractors. The 30 h.p. eFarmer is basically just a tube frame with the necessary components attached. A simple joystick controls steering, speed and brakes.

Harvest
Introduced to the North American public this spring by Motivo Engineering in California, the Harvest tractor is simply a big battery on wheels. The complex electrical system takes power in through a variety of renewable energy sources, such as solar panels with smart solar inverters enabling optimized PV integration, water wheels, wind turbines or even intermittent electrical grids. It stores electrical power on-board and delivers it when and where required, putting power out to a large number of electrical tools and farm implements. It operates in AC or DC modes.

N.S. senior suspects smart meter to blame for shocking $666 power bill

A Nova Scotia senior says she couldn't believe her eyes when she opened her most recent power bill. 

Gloria Chu was billed $666 -- more than double what she normally pays, and similar spikes such as rising electricity bills in Calgary have drawn attention.

As someone who always pays her bi-monthly Nova Scotia Power bill in full and on time, Chu couldn't believe it.

According to her bill, her electricity usage almost tripled during the month of May, compared to last year, and is even more than it was last winter, and with some utilities exploring seasonal power rates customers may see confusing swings.

She insists she and her husband aren't doing anything differently -- but one thing has changed.

"I have had a problem since they put the smart meter in," said Chu, who lives in Upper Gulf Shore, N.S.

Chu got a big bill right after the meter was installed in January, too. That one was more than $530.

She paid it, but couldn't understand why it was so high.

As for this bill, she says she just can't afford it, especially amid a recently approved 14% rate hike in Nova Scotia.

"That's all of my CPP," Chu said. "Actually, it's more than my CPP."

Chu says a neighbor up the road who also has a smart meter had her bill double, too. In nearby Pugwash, she says some residents have seen an increase of about $20-$30.

Nova Scotia Power had put a pause on installing smart meters because of the COVID-19 pandemic, but it has resumed as of June 1, with the goal of upgrading 500,000 meters by 2021, even as in other provinces customers have faced fees for refusing smart meters during similar rollouts.

In this case, the utility says it's not the meter that's the problem, and notes that in New Brunswick some old meters gave away free electricity even as the pandemic forced Nova Scotia Power to suspend meter readings for two months.

"As a result, every one of our customers in Nova Scotia received an estimated bill," said Jennifer parker, Nova Scotia Power's director of customer care.

The utility estimated Chu's bill at $182 -- less than she normally pays -- so her latest bill is considered a catch-up bill after meter readings resumed last month.

Parker admits how estimates are calculated isn't perfect.

"There would be a lot of customers who probably had a more accurate bill because of the way that we estimate, and that's actually one of things that smart meters will get rid of, is that we won't need to do estimated billing," Parker said.

Chu isn't quite convinced.

"It is pretty smart for the power company, but it's not smart for us," she said with a laugh.

Nova Scotia Power has put a hold on her bill and says it will work with Chu on an affordable solution, though the province cannot order the utility to lower rates which limits what can be offered.

She just hopes to never see a big bill like this again, while elsewhere in Newfoundland and Labrador a lump-sum electricity credit is being provided to help customers.

Residents and businesses across Southern California were urged to conserve power Tuesday afternoon amid ongoing electricity inequities across the state as the manager of the state’s power grid warned rolling blackouts could be imminent for some power customers.

The California Independent System Operator (Cal ISO), which manages the state power grid, declared a Stage 2 emergency as of 2:30 p.m., indicating severe strain on the electrical system, similar to a recent grid alert in Alberta that relied on reserves.

Rolling blackouts for some customers could occur in a Stage 3 emergency, distinct from the intentional shut-offs some utilities use to reduce wildfire risk.

Cal ISO issued a statewide Flex Alert in effect from 3 to 10 p.m. Tuesday and Wednesday, with conservation considered especially critical during those hours, a concern heightened by pandemic-era grid operations this year.

Officials told reporters rolling blackouts might be avoided Tuesday evening if residents repeat the level of conservation seen Monday.
“If we can get the same sort of response we got yesterday, we can minimize this, or perhaps avoid it altogether,” Cal-ISO President/CEO Steve Berberich said, noting that some operators have even planned staff lockdowns during COVID-19 to maintain reliability.

Cal-ISO controls roughly 80% of the state’s power grid through Southern California Edison, Pacific Gas and Electric Co., with the utility recently restoring power after shut-offs in affected communities, and San Diego Gas & Electric.

Residents are urged to set thermostats at 78 in the afternoon and evening hours and avoiding the use of air conditioning and major appliances during the Flex Alert hours, as utilities like PG&E prepare for winter storms to improve resilience.

Cheap at Last, Batteries Are Making a Solar Dream Come True

Todd Karin was prepared when California’s largest utility shut off power to millions of people to avoid the risk of wildfires last month. He’s got rooftop solar panels connected to a single Tesla Powerwall in his rural home near Fairfield, California. “We had backup power the whole time,” Karin says. “We ran the fridge and watched movies.”

Californians worried about an insecure energy future are increasingly looking to this kind of solution. Karin, a 31-year-old postdoctoral fellow at Lawrence Berkeley National Laboratory, spent just under $4,000 for his battery by taking advantage of tax credits. He's also saving money by discharging the battery on weekday evenings, when energy is more expensive during peak demand periods. He expects to save around $1,500 over the 10 years the battery is under warranty.

The economics don’t yet work for every household, but the green-power combo of solar panels plus batteries is popping up on a much bigger scale in some unexpected places. Owners of a rice processing plant in Arkansas are building a system to generate 26 megawatts of solar power and store another 40 MW. The plant will cut its power bill by a third, and owners say they will pass the savings to local rice growers. New York’s JFK Airport is installing solar plus storage to reduce its power load by 10 percent, while Pittsburgh International Airport is building a 20-MW solar and natural gas microgrid to keep it independent from the local utility. Officials at both airports are worried about recent power shutdowns due to weather and overload-related blackouts.

And residents of the tiny northern Missouri town of Green City (pop. 608) are getting 2.5 MW of solar plus four hours of battery storage from the state’s public utility next year. The solar power won’t go directly to townspeople, but instead will back up the town’s substation, reducing the risk of a potential shutdown. It’s part of a $68 million project to improve the reliability of remote substations far from electric generating stations.

“It’s a pretty big deal for us,” says Chad Raley, who manages technology and renewables at Ameren, a Missouri utility that is building three rural solar-plus-storage projects to better manage the flow of electricity across the local grid. “It gives us so much flexibility with renewable generation. We can’t control the sun or clouds or wind, but we can have battery storage.”

The first solar-plus-storage installations started about a decade ago on a small scale in sunny states like California, Hawaii, and Arizona. Now they’re spreading across the country, driven by falling prices of both solar panels and lithium-ion batteries the size of a shipping container imported from both China and South Korea, with wind, solar, and batteries making up most of the utility-scale pipeline nationwide. These countries have ramped up production efficiencies and lowered labor costs, leaving many US manufacturers in the dust. In fact, the price of building a comparable solar-plus-storage generating facility is now cheaper than operating a coal-fired power plant, industry officials say. In certain circumstances, the cost is equal to some natural gas plants.

“This is not just a California, New York, Massachusetts thing,” says Kelly Speakes-Backman, CEO of the Energy Storage Association, an industry group in Washington. She says more than 30 states have renewable storage on the grid. Utilities have proposed and states have approved 7 gigawatts to be installed by 2030, and most new storage will be paired with solar across the US.

Speakes-Backman estimates the unit cost of electricity produced from a solar-plus-storage system will drop 10 to 15 percent each year through 2024, supporting record growth in solar and storage investments. “If you have the option of putting out a polluting or non-polluting generating source at the same price, what are you going to pick?” says Speakes-Backman.

She notes that PJM, a large Mid-Atlantic wholesale grid operator, announced it will deploy battery storage to help smooth out fluctuating power from two wind farms it operates. “When the grid fluctuates, storage can react to it quickly and can level out the supply,” she says. In the Midwest, grid-level battery storage is also being used to absorb extra wind power. Batteries hold onto the wind and put it back onto the grid when people need it.

While the solar-plus-storage trend isn’t yet putting a huge dent in our fossil fuel use, according to Paul Denholm, an energy analyst at the National Renewable Energy Laboratory in Golden, Colorado, it is a good beginning and has the side effect of cutting air pollution. By 2021, solar and other renewable energy sources will overtake coal as a source of energy, and the US is moving toward 30% electricity from wind and solar, according to a new report by the Institute for Energy Economics and Financial Analysis, a nonprofit think tank based in Cleveland.

That’s a glimmer of hope in a somewhat dreary week of news on carbon emissions. A new United Nations report released this week finds that the planet is on track to warm by 3.9 degrees Celsius (7 Fahrenheit) by 2100 unless drastic cuts are made by phasing out gas-powered cars, eliminating new coal-fired power plants, and changing how we grow and manage land, and scientists are working to improve solar and wind power to limit climate change as well.

Energy-related greenhouse gas emissions in the US rose 2.7 percent in 2018 after several years of decline. The Trump administration has rolled back climate policies from the Obama years, including withdrawing from the Paris climate accords.

There may be hope from green power initiatives outside the Beltway, though, and from federal proposals like a tenfold increase in US solar that could remake the electricity system. Arizona plans to boost solar-plus-storage from today’s 6 MW to a whopping 850 MW by 2025, more than the entire capacity of large-scale batteries in the US today. And some folks might be cheering the closing of the West’s biggest coal-fired power plant, the 2.25-gigawatt Navajo Generating Station, in Arizona, which had spewed soot and carbon dioxide over the region for 45 years until last week. The closure might help the planet and clear the hazy smog over the Grand Canyon.

The world’s largest nuclear plant, which recently marked an operating record during sustained operations, just made Canada’s largest donation of personal protective equipment (PPE).

Bruce Power is doubling its initial donation of 600,000 masks, gloves and gowns for front-line health workers, to 1.2 million pieces of PPE.

The company, which operates the Bruce Nuclear station near Kincardine, Ont., where a major reactor refurbishment is underway, plans to have the equipment in the hands of hospitals, long-term care homes and first responders by the end of April.

It’s not the only thing Bruce Power is doing to help out Ontario during the COVID-19 pandemic:

 Bruce Power has donated $300,000 to 37 food banks in Midwestern Ontario, highlighting the broader economic benefits of Canadian nuclear projects for communities.

  •  They’re also working with NPX in Kincardine to make face shields with 3-D printers, leveraging local manufacturing contracts to accelerate production.
  •  They’re teaming up with the Power Worker’s Union to fund testing research in Toronto.
  •  They’re working with Three Sheets Brewing and Junction 56 Distillery to distribute 50,000 bottles of hand sanitizer to those that need it.

And that’s all on top of what they’ve been doing for years, producing Cobalt-60, a medical isotope to sterilize medical equipment, and, after a recent output upgrade at the site, producing about 30 per cent of Ontario’s electricity as the province advances the Pickering B refurbishment to bolster grid reliability.
