After hibernating for decades, the nuclear industry is cautiously gearing up to build a new fleet of reactors to generate electricity, benefiting from political support while hoping to avoid the blunders of the past.

"Nuclear power is going to be an essential source, in my judgment, of future electricity for the United States," President Bush said at a recent press conference. "Nuclear power is renewable, and nuclear power does not emit one greenhouse gas."

The Bush administration has consistently supported construction of new nuclear plants, offering billions of dollars in subsidies, but the industry says real momentum is only growing now. The attraction of nuclear energy is that it can generate massive amounts of electricity very cheaply, assuming the nuclear plants are run efficiently.

"At least 30 reactors are being considered," said Scott Burnell, spokesman for the Nuclear Regulatory Commission. As recently as two years ago, a handful of new nuclear plants were under consideration.

The nation currently has 103 operating power reactors.

Anti-nuclear activists warn that the nation is about to repeat the mistakes of 30 years ago, when nuclear plants suffering from bungled design and delayed construction led to huge cost overruns, much of it paid for by consumers.

But Nuclear Regulatory Commission Chairman Dale Klein has a positive term for the new interest. He calls it "the nuclear renaissance." He said recently that the NRC expects to receive the first application for a new reactor next year, with as many as 30 to follow.

Most of the interest is in the South or Southeast, where the demand for electricity is growing quickly, Burnell said.

No new U.S. nuclear plant has been ordered since the 1970s.

The partial meltdown at Three Mile Island, the disaster at Chernobyl and vastly inflated building costs pushed the nuclear industry into limbo for decades. Meanwhile, electricity demand rose more slowly than forecast, reducing the need for new generating capacity.

The consumer advocacy group Public Citizen says the energy bill of 2005 offers more than $13 billion in subsidies to induce companies to build a handful of nuclear plants.

Michele Boyd, legislative director for Public Citizen's energy program, said no utility would build new reactors without subsidies.

"They are uneconomical," Boyd said. "Even the subsidies are insufficient."

"The companies are desperate to find more subsidies, and there is going to be an effort to get more money out of Congress," she said.

The energy bill, a priority for Bush and the Republican Party for years, offers loan guarantees, tax credits, insurance and other benefits to the nuclear industry. Much of the assistance is aimed at helping utilities build six new reactors.

For example, a consortium of 10 utilities including Chicago-based Exelon Corp. will get up to $260 million to compensate them for design and application costs for new reactors in Mississippi and Alabama. The consortium, called NuStart, is under no obligation to build the plants after it gets the money.

Nuclear energy is not a major issue now for Democrats, who will control the House of Representatives beginning in February.

"The focus on energy is on other things like alternative fuels," said Drew Hammill, a spokesman for incoming Speaker of the House Nancy Pelosi.

In an interview last fall, Pelosi said that nuclear energy was worthy of examination, but otherwise she has said little about the issue.

The nuclear industry actually got its first boost in 2002, when the federal government urged utilities to look for new nuclear opportunities.

The theory behind the subsidies is that if the country can successfully build a half-dozen reactors, it will demonstrate to utilities and Wall Street investors that nuclear power is viable.

Many nuclear backers agree that government help is needed to resume construction of plants, but those plants are inevitable.

"If you look at nuclear without any incentives or tax credits, it's very competitive," said Andy White, president and CEO of nuclear energy at General Electric, a global power in nuclear energy. GE is offering new designs for nuclear plants.

"We probably would have gone ahead" in backing new nuclear plants, White said. "We would have done it at a slower pace."

One financial analyst agreed, saying nuclear power is economically viable but needs government help for now.

"Having federal backing is important," said Paul Justice, an analyst with Morningstar. "There is a growing case for nuclear power."

While remarkably expensive to build, a properly operated nuclear plant produces electricity more cheaply than practically any other source. The price of coal and natural gas have risen sharply in recent years, making nuclear more attractive because its uranium fuel is relatively cheap.

"There are people out there who are ready for the undertaking," Justice said of the new plants. "I think it's part of a long-term solution and eventually they will be built."

An argument often made in favor of nuclear energy is that it produces less greenhouse gas than other types of power generators, though the issue of what to do with the remarkably radioactive nuclear waste generated by reactors remains a tremendous problem for the industry.

Exelon Chief Executive John Rowe has repeatedly said that Exelon will not build a new nuclear plant until there is a permanent solution to the disposition of spent fuel.

The industry had counted on interring its waste at the Yucca Mountain site in Nevada. But that project is many years overdue, and it is unclear whether it will ever open.

Nevada politicians are nearly unanimous in opposing plans to turn part of their state into a nuclear waste dump.

Nevada's opposition got a boost in the last election. Sen. Harry Reid, a Nevada Democrat and fierce opponent of Yucca Mountain, is the incoming Senate majority leader.

If ever there was a poster child for the past failures of nuclear power, it is the Tennessee Valley Authority.

Created in 1933 by President Franklin D. Roosevelt, the TVA provided electricity, flood control and economic development to one of the poorest regions of the country.

The federal corporation's power-service area covers 80,000 square miles in the Southeastern United States, including almost all of Tennessee and parts of Mississippi, Kentucky, Alabama, Georgia, North Carolina and Virginia.

In the 1960s the TVA embarked on an ambitious nuclear campaign to build 17 reactors.

The going was never smooth.

For example, the Browns Ferry Unit 1 reactor in Alabama started generating electricity in 1974. A year later, a workman using a candle to search for air leaks near the plant's control room accidentally ignited some insulation.

The resulting fire destroyed electric cables essential for safely operating the reactor and filled the control room with smoke. The reactor was out of control for a time, until workers were able to manually shut it down.

It was one of the worst incidents ever to occur at a U.S. utility-operated nuclear plant. Unit 1 was off line for a year.

In the 1980s, the TVA suffered so many management and construction problems that it shut down its entire fleet of reactors. Instead of 17 reactors, the TVA built just six, with only five operating today. Browns Ferry Unit 1 has generated no electricity for more than 20 years.

For example, the TVA canceled its Bellefonte nuclear plant in Alabama midway through construction, eventually taking a financial charge of nearly $4 billion for a project that has never generated a single watt of electricity.

David Lochbaum, director of nuclear safety for the Union of Concerned Scientists, is critical of the TVA's first foray into nuclear power.

"They were horrible," he said. "That history has not been very good."

And now the TVA is thinking about building new nuclear power plants.

Lochbaum and critics say the TVA, like the nuclear industry overall, is now doing a much better job running its reactors.

Stephen Smith, executive director of the Southern Alliance for Clean Energy, seriously questions the economics of new nuclear plants. But he acknowledges the TVA is doing a better job of operating its nuclear plants than in the past.

"Generally the whole industry has trended up," he said. "TVA has been consistent in that trend."

Over the years the TVA methodically restored its reactors to service. The last to come online is Browns Ferry Unit 1. It is due to begin generating electricity again in a few months, the result of several years of rehabilitation accomplished on time and on budget.

Now the TVA is considering finishing a partly built reactor adjacent to an operating reactor at its Watts Bar nuclear plant in Tennessee.

And the TVA is working with the NuStart consortium to study the feasibility of building two modern reactors at its Bellefonte site.

"We are already spending money to bring new nuclear capacity on line and other people are just talking about it," said Jack Bailey, vice president of nuclear generation development for the TVA.

Bailey said the Bellefonte reactors probably would cost between $4 billion and $6 billion to complete and could be producing power sometime between 2015 and 2017. The final cost has not been determined, however.

Bailey said the industry is well aware that cost overruns will stifle any investment in future nuclear plants.

"It is one of the issues that people looking at new plants are very concerned about," he said.

The nuclear industry is counting on standardization among nuclear plants to cut costs.

Existing nuclear plants were customized by utilities, making the design and operation of one plant significantly different than another.

Future plants are planned to be much more similar to one another.

"The designs will be 75 to 80 percent identical," said Marilyn Kray, president of NuStart and vice president of project development for Exelon. Besides working with the TVA, NuStart is looking at a Mississippi plant in conjunction with the utility Entergy.

Kray said the lessons learned in building one plant can be applied in construction of the next. In the same way, improvements in operations at one plant can be more easily transferred to another.

"Now you can plagiarize," Kray said. "Plagiarism is a good thing in the nuclear industry. It standardizes things."

The designers of nuclear plants are also working to simplify construction and operations to restrain costs.

Andy White, the GE nuclear executive, said his company's new reactor relies on passive safety systems rather than complex mechanical systems.

For example, water needed to cool the reactor core flows via gravity, rather than being pumped as in older models. It's more reliable and intended to be cheaper to build. Pools to store highly radioactive spent nuclear fuel will be located underground for improved security. Older-design reactors store spent fuel in pools located on their roofs, which critics say makes them vulnerable to terrorist attack.

White said new reactors could safely handle a serious emergency for three days without human intervention.

Erich Pica, spokesman for the Friends of the Earth, doesn't buy the nuclear industry's arguments.

"We haven't built a nuclear plant in this country in 30 years," Pica said. "It's highly optimistic to think they can standardize" to save money.

"Cost overruns, mismanagement... all play into the right interpretation that this is the wrong way to go," he said.

Ontario’s electricity generator has yet to file an official application to extend the life of the Pickering nuclear power plant, more than eight months after the Ford government announced a plan to continue operating Pickering for longer.

As the province faces an electricity shortfall in 2025 and beyond, the Ford government scrambled to prolong the Pickering power plant until September 2026, in order to guarantee a steady supply of power as the province experiences a rise in demand and shutdowns at other nuclear power plants.

The life extension may come down to the wire, however, as the Canadian Nuclear Safety Commission (CNSC), the federal regulator tasked with approving or denying the extension, tells Global News the province has yet to file key paperwork.

The information is required for the application, including materials related to the proposed Pickering B refurbishment, and the government now has a month before the deadline runs out.

“The Commission requires that Ontario Power Generation submit specific information by June 30, 2023, if it intends to operate the Pickering Nuclear Generating Station beyond December 31, 2024,” the CNSC told Global News in a statement. “The Commission Registry has not yet received an application from Ontario Power Generation.”

If Ontario doesn’t receive the green light, the power plant which currently is responsible for 14 per cent of the province’s energy grid will be decommissioned in 2025, leaving the province with a significant electricity supply gap if replacement sources are not secured.

For its part, the Ford government doesn’t seem concerned about the impending timeline, even though the station was slated to close as planned, suggesting the Crown corporation responsible for the application will get it in on time.

“OPG is on track to submit their application before the end of June and has already started to submit supporting materials as part of the regulatory process toward clean power goals,” a spokesperson for energy minister Todd Smith said.

Ireland: We are the global leaders in taking renewables onto the grid

Ireland is now able to cope with 65% of its electricity coming from intermittent electricity sources like wind and solar, as highlighted by Ireland's green electricity outlook today – an expertise Energy Minister Denish Naugthen believes can be replicated on a larger scale as Europe moves towards 50% renewable power by 2030.

Denis Naughten is an Irish politician who serves as Minister for Communications, Climate Action and Environment since May 2016.

Naughten spoke to editor Frédéric Simon on the sidelines of a EURACTIV event in the European  Parliament to mark the launch of EU-SysFlex, an EU-funded project, which aims to create a long-term roadmap for the large-scale integration of renewable energy on electricity grids.

What is the reason for your presence in Brussels today and the main message that you came to deliver?

The reason that I’m here today is that we’re going to share the knowledge what we have developed in Ireland, right across Europe. We are now the global leaders in taking variable renewable electricity like wind and solar onto our grid.

We can take a 65% loading on to the grid today – there is no other isolated grid in the world that can do that. We’re going to get up to 75% by 2020. This is a huge technical challenge for any electricity grid and it’s going to be a problem that is going to grow and grow across Europe, even as Europe's electricity demand rises in the coming years, as we move to 50% renewables onto our grid by 2030.

And our knowledge and understanding can be used to help solve the problems right across Europe. And the sharing of technology can mean that we can make our own grid in Ireland far more robust.

What is the contribution of Ireland when it comes to the debate which is currently taking place in Europe about raising the ambition on renewable energy and make the grid fit for that? What are the main milestones that you see looking ahead for Europe and Ireland?

It is a challenge for Europe to do this, but we’ve done it Ireland. We have been able to take a 65% loading of wind power on our grid, with Irish wind generation hitting records recently, so we can replicate that across Europe.

Yes it is about a much larger scale and yes, we need to work collaboratively together, reflecting common goals for electricity networks worldwide – not just in dealing with the technical solutions that we have in Ireland at the fore of this technology, but also replicating them on a larger scale across Europe.

And I believe we can do that, I believe we can use the learnings that we have developed in Ireland and amplify those to deal with far bigger challenges that we have on the European electricity grid.

Trialogue talks have started at European level about the reform of the electricity market. There is talk about decentralised energy generation coming from small-scale producers. Do you see support from all the member states in doing that? And how do you see the challenges ahead on a political level to get everyone on board on such a vision?

I don’t believe there is a political problem here in relation to this. I think there is unanimity across Europe that we need to support consumers in producing electricity for self-consumption and to be able to either store or put that back into the grid.

The issues here are more technical in nature. And how you support a grid to do that. And who actually pays for that. Ireland is very much a microcosm of the pan-European grid and how we can deal with those challenges.

What we’re doing at the moment in Ireland is looking at a pilot scheme to support consumers to generate their own electricity to meet their own needs and to be able to store that on site.

I think in the years to come a lot of that will be actually done with more battery storage in the form of electric vehicles and people would be able to transport that energy from one location to another as and when it’s needed. In the short term, we’re looking at some novel solutions to support consumers producing their own electricity and meeting their own needs.

So I think this is complex from a technical point of view at the moment, I don’t think there is an unwillingness from a political perspective to do it, and I think working with this particular initiative and other initiatives across Europe, we can crack those technical challenges.

To conclude, last year, the European Commission allocated €4 million to a project to link up the Irish electricity grid to France. How is that going to benefit Ireland? And is that related to worries that you may have over Brexit?

The plan, which is called the Celtic Interconnector, is to link France with the Irish electricity grid. It’s going to have a capacity of about 700MW. It allows us to provide additional stability on our grid and enables us to take more renewables onto the grid. It also allows us to export renewable electricity onto the main European grid as well, and provide stability to the French network.

So it’s a benefit to both individual networks as well as allowing far more renewables onto the grid. We’ve been working quite closely with RTE in France and with both regulators. We’re hoping to get the support of the European Commission to move it now from the design stage onto the construction stage. And I understand discussions are ongoing with the Commission at present with regard to that.

And that is going to diversify potential sources of electricity coming in for Ireland in a situation which is pretty uncertain because of Brexit, correct?

Well, I don’t think there is uncertainty because of Brexit in that we have agreements with the United Kingdom, we’re still going to be part of the broader energy family in relation to back-and-forth supply across the Irish Sea, with grid reinforcements in Scotland underscoring reliability needs.  But I think it is important in terms of meeting the 15% interconnectivity that the EU has set in relation to electricity.

And also in relation of providing us with an alternative support in relation to electricity supply outside of Britain. Because Britain is now leaving the European Union and I think this is important from a political point of view, and from a broader energy security point of view. But we don’t see it in the short term as causing threats in relation to security of supply.

Beating Covid Is All About Electricity

During her three-year career as a registered nurse, my friend, C., has cared for tuberculosis patients as well as ones with severe respiratory problems. She’s now caring for COVID-19 patients at a hospital in Ventura County, California, where debates about keeping the lights on continue amid the state’s energy transition. Is she scared about catching the virus? “No,” she replied during a phone call on Thursday. “I’m pretty unflappable.”

What would scare her? She quickly replied, “a power outage,” a threat that grows during summer blackouts when heat waves drive demand. About a year ago, while working in Oregon, the hospital she was working in lost power for about 45 minutes. “It was terrifying,” she said. 

C., who wasn’t authorized by her hospital to talk to the media, and thus asked me to only use the initial of her first name, said that COVID-19 patients are particularly reliant on electrical devices. She quickly ticked off the machines: “The bed, the IV machine, vital signs monitor, heart monitor, the sequential compression devices...” COVID-19 patients are hooked up to a minimum of five electrical devices, she said, and if the virus-stricken patient needs high-pressure oxygen or a ventilator, the number of electrical devices could be two or three times that number. “You name it, it plugs in,” she said.

The virus has infected some 2.2 million people around the world and killed more than 150,000,including more than 32,000 people here in the U.S. While those numbers are frightening, it is apparent that the toll would be far higher without adequate supplies of reliable electricity. Modern healthcare systems depend on electricity. Hospitals are particularly big consumers. Power demand in hospitals is about 36 watts per square meter, which is about six times higher than the electricity load in a typical American home, and utilities are turning to AI to adapt to electricity demands during surges. 

Beating the coronavirus is all about electricity. Indeed, nearly every aspect of coronavirus detection, testing, and treatment requires juice. Second, it appears that the virus is more deadly in places where electricity is scarce or unreliable. Finally, if there are power outages in virus hotspots or hospitals, a real risk in a grid with more blackouts than other developed countries, the damage will be even more severe. 

As my nurse friend in Ventura County made clear, her ability to provide high-quality care for patients is wholly dependent on reliable electricity. The thermometers used to check for fever are powered by electricity. The monitors she uses to keep track of her patients, as well as her Vocera, the walkie-talkie that she uses to communicate with her colleagues, runs on batteries. Testing for the virus requires electricity. One virus-testing machine, Abbott Labs’ m2000, is a 655-pound appliance that, according to its specification sheet, runs on either 120 or 240 volts of electricity. The operating manual for a ventilator made by Hamilton Medical is chock full of instructions relating to electricity, including how to manage the machine’s batteries and alarms. 

While it may be too soon to make a direct connection between lack of electricity and the lethality of the coronavirus, the early signs from the Navajo reservation indicate that energy poverty amplifies the danger. The sprawling reservation has about 175,000 residents, but it has a higher death toll from the virus than 13 states. About 10 percent of Navajos do not have electricity in their homes and more than 30 percent lack indoor plumbing. 

The death rate from the virus on the reservation now stands at 3.4 percent, which is nearly twice the global average. In the middle of last week, the entire population of Native American tribes in the U.S. accounted for about 1,100 confirmed cases of the virus and about 44 deaths. Navajos accounted for the majority of those, with 830 confirmed cases of coronavirus and 28 deaths. 

On Saturday night, the Navajo Times reported a major increase, with 1,197 positive cases of COVID-19 on the reservation and 44 deaths. Other factors may contribute to the high infection and mortality rates on the reservation, including  high rates of diabetes, obesity, and crowded residential living situations. That said, electricity and water are essential to good hygiene and health authorities say that frequent hand washing helps cut the risk of contracting the virus. 

The devastation happening on Navajoland provides a window into what may happen in crowded, electricity-poor countries like India, Pakistan, and Bangladesh. It also shows what could happen if a tornado or hurricane were to wipe out the electric grid in virus hotspots like New Orleans, as extreme weather increasingly afflicts the grid nationwide. Sure, most American hospitals have backup generators to help assure reliable power. But those generators can fail. Further, they usually burn diesel fuel which needs to be replenished every few days. 

The essential point here is that our hospitals and critical health care machines aren’t running on solar panels and batteries. Instead, they are running on grid power that’s being provided by reliable sources — coal, natural gas, hydro, and nuclear power — which together produce about 89 percent of the electricity consumed in this country, even as Russian hacking of utilities highlights cyber risks. The pandemic — which is inflicting trillions of dollars of damage on our economy and tens of thousands of deaths — underscores the criticality of abundant and reliable electricity to our society and the tremendous damage that would occur if our health care infrastructure were to be hit by extended blackouts during the fight to stop COVID-19.

In a follow-up interview on Saturday with my friend, C., she told me that while caring for patients, she and her colleagues “are entirely dependent on electricity. We take it for granted. It’s a hidden assumption in our work,” a reminder echoed by a grid report card that warns of dangerous vulnerabilities. She quickly added she and her fellow nurses “aren’t trained or equipped to deal with circumstances that would come with shoddy power. If we lost power completely, people will die.”

Hydro Quebec to increase hydropower capacity to more than 37,000 MW in 2021

Hydro Quebec transmission expansion aims to move surplus hydroelectric capacity from record reservoirs to the US grid via new interties, increasing exports to New England and New York amid rising winter peak demand.

Hydro Quebec plans to add an incremental 245 MW of hydro-electric generation capacity in 2021 to its expansive portfolio in the north of the province, while Quebec authorized nearly 1,000 MW for industrial projects across the region, bringing the total capacity to 37,012 MW, an official said Friday

Quebec`s highest peak demand of 39,240 MW occurred on January 22, 2014.

A little over 75% of Quebec`s population heat their homes with electricity, Sutherland said, aligning with Hydro Quebec's strategy to wean the province off fossil fuels over time.

The province-owned company produced 205.1 TWh of power in 2017 and its net exports were 34.4 TWh that year, while Ontario chose not to renew a power deal in a separate development.

Sutherland said Hydro Quebec`s reservoirs are currently at "unprecedented levels" and the company could export more of its electricity to New England and New York, but faces transmission constraints that limit its ability to do so.

Hydro Quebec is working with US transmission developers, electric distribution companies, independent system operators and state government agencies to expand that transmission capacity in order to delivery more power from its hydro system to the US, Sutherland said.

Separately, NB Power signed three deals to bring more Quebec electricity into the province, reflecting growing regional demand.

The last major intertie connection between Quebec and the US was completed close to 30 years ago. The roughly 2,000 MW capacity transmission line that connects into the Boston area was completed in the late 1990s, according to Hydro Quebec spokeswoman Lynn St-Laurent.

Ukraine's parliament backs amendments to electricity market law

The Verkhovna Rada, Ukraine's parliament, has adopted at first reading a draft law that proposes giving the National Commission for State Regulation of Energy and Public Utilities the right to set marginal prices in the electricity market, amid EU market revamp plans that aim to reshape pricing, until 2023.

A total of 259 MPs voted for the document at a parliament meeting on Tuesday, November 12, amid electricity import pressures that have tested the grid, according to an Ukrinform correspondent.

Bill No. 2233 introducing amendments to the law on the electricity market provides for the legislative regulation of the mechanism for fulfilling special obligations for the purchase of electricity at a "green" tariff, preventing the uncontrolled growth of electricity prices due to the lack of effective competition, including recent price-fixing allegations that have raised concerns, ensuring heat supply to consumers during the heating period by regulating the issue of the functioning of thermal power plants in the new electricity market.

It is proposed to introduce respective amendments to the law of Ukraine on the electricity market, alongside steps toward synchronization with ENTSO-E to enhance system stability.

In particular, the draft law gives the regulator the right for the period until July 1, 2023 to set marginal prices on the day-ahead market, the intraday market and the balancing market for each trade zone, reflecting similar EU fixed-price contract initiatives being discussed, and to decide on the obligation for producers to submit proposals (applications) for the sale of electricity on the day-ahead market.

Lawmakers think that the adoption of the bill and empowering the regulator to set marginal prices in the relevant segments of the electricity market will prevent, even as rolling back prices in Europe remains difficult for policymakers, "an uncontrolled increase in electricity prices due to the lack of effective competition or collusion between market players, as well as regulate the issue of the functioning of thermal power plants during the autumn and winter period, which is a necessary prerequisite for providing heat to consumers during the heating period."

The new model of the electricity market was launched on July 1 as the UK weighs decoupling gas and power prices to shield consumers, in accordance with the provisions of the law on the electricity market, adopted in 2017.
