John Paul Morgan was a cutting-edge engineer at JDS Uniphase Corp., back when the optical telecom giant was a market titan and solar power was still perceived by many as a backwoods technology for off-grid tree huggers.

Seven years later, the high-tech whiz kid has become a solar hotshot. Morgan has developed a new type of solar panel that, like many other systems on the market, concentrates the sun's rays on to high-efficiency solar cells. The big difference is the simplicity of his design and the lower-cost materials used to build it could soon make power from the sun as affordable as electricity from fossil fuels.

All he has to do now is prove it. "We have to show this technology is bankable," he says.

Morgan's path from telecom to solar panels wasn't a straight line. A graduate of engineering science from the University of Toronto, he joined JDS in 2001 while in his mid-20s. Within three days at JDS he impressed higher-ups with his first invention and within three months broke the company record for most inventions in a year.

But the telecom market crashed and Morgan grew bored. As his older brother, Nicolas Morgan, explains, "developing products to make the Internet faster didn't inspire him." He quit JDS in 2003, and travelled a year through South America, Australia and Asia before heading back to UofT to get his graduate degree in electrical and biomedical engineering.

Following through on a lifelong goal, Jean Paul then went to the Democratic Republic of the Congo where he handled logistics and construction projects for Doctors Without Borders. To him, the work was loaded with meaning, and while he returned a year later, he spoke of going back to continue with the cause.

That's when his father, Eric Morgan, stepped in. He talked his son out of going back, arguing that if he really wanted to help people he had an obligation to use his smarts to solve bigger problems.

Jean Paul stepped up to the challenge. While working as a research associate at the Catholic University of Chile (where his family has roots), he decided that the best place to focus on was energy.

"I came to realize electricity was a fundamental human right and if you don't have electricity you're living in the dark ages," he recounts. "I decided there to devote my life to the problem of developing inexpensive, ubiquitous electricity. Solar was the obvious choice."

At first, Jean Paul looked for solar companies he might like to work for, but after researching the market he quickly found there was a technology gap that needed to be filled. Most of the solar-system designs that appealed to him were clumsy and complicated. He decided his goal should be to come up with a novel design that eliminates that complexity.

So began another adventure. Within just a few months an invention emerged, several patents were filed, and by June 2007 Morgan Solar Inc. was founded. Jean Paul, who turns 30 in December, now has six employees working out of a nondescript office near Richmond St. and Bathurst St., and his company has a prototype that was displayed for the first time last month at an international solar conference in San Diego.

As more people see it, "we know we're going to blow people out of the water," says brother Nicolas, who heads up the company's business development. Their father, a senior executive at managing consulting firm Capgemini, has thrown in some angel capital and provides guidance as chair.

It's not that Morgan Solar is alone in its mission. The biggest expense today in manufacturing a solar panel is the materials, usually silicon, that make up the solar cells within. Researchers are racing to discover and commercialize methods to reduce that cost.

Some companies have developed ways to make solar cells using high volume roll-to-roll processes. This is similar in many ways to how we print newspapers or paper currency, and companies such as First Solar, Nanosolar, Konarka and OptiSolar – all U.S. companies, by the way – are leading the pack.

Thin-film solar cells use less material but are generally less efficient than traditional cells. This shortfall, however, is supposed to be offset by their lower cost of production. In other words, low-cost volume makes up for the loss of high-cost efficiency.

At the other end of the spectrum are companies trying to dramatically improve the efficiency of solar cells, such as Ottawa-based Cyrium Technologies Inc., which uses a number of exotic materials in addition to silicon to make multi-layered solar cells that can absorb more energy-rich light. Spectrolab and Emcore are two U.S. companies leading this side of the market, but their product is pricey.

Morgan Solar is attempting to build a bridge between low cost and high efficiency by concentrating an immense amount of solar energy on to a tiny thumbnail space lined with a superefficient cell from a Cyrium, Emcore or Spectrolab.

The idea is that such a small fraction of the costly solar cell is needed and so much of the sun's energy is focused on it, that material costs can be kept to a minimum and efficiency can be increased.

It's an approach dubbed "concentrating photovoltaics," or CSP, and a number of companies are in the race, among them U.S. ventures GreenVolts, Energy Innovations, and SolFocus, as well as Ottawa-based Menova Energy.

Some, like SolFocus, use mirrors to focus the light on a solar cell as if 500 suns are shining down. Others claim the same goals by using specially designed lenses or prisms that concentrate the light like a magnifying glass on the cell.

It's a tricky thing to do. The target, often a tiny little chip no larger than a square centimetre, must be hit with pinpoint precision. Structures must be able to handle strong wind and special tracking systems are needed to make sure the sun is always shining directly. Being off by a few millimetres isn't good enough. Also, the heat that results from focusing 500 suns, and up to 2,000 suns for some technologies, requires some creative cooling to keep the cells from melting.

Morgan Solar has come up with a completely different approach that relies on what it calls a light-guided solar optic. Basically, pieces of acrylic or glass are designed to capture sunlight as it hits a triangular surface less than a centimetre thick. Once inside the material, the sunlight is trapped and corralled through a bottom layer to one corner, where a tiny sliver of solar cell is positioned to absorb the barrage of concentrated light.

The triangles are packaged together to form a square about the size of a Compact Disc case and dozens of these squares make up a single panel.

"It's bloody amazing," says William Masek, president and chief technology officer of Brockville-based Upper Canada Solar Generation Ltd., which has plans to build 50 megawatts of solar farms in Ontario. In the next few weeks he will begin field-testing Morgan Solar's prototypes. "They probably have the most breakthrough solar technology announced in a long time."

Masek says the cost savings for him could be enormous if the technology, as claimed, can affordably convert more of the sun's energy to electricity per square metre than conventional solar panels. "With traditional solar panels we'll need over a thousand acres of property. But if we switch to their system, we can cut that land requirement in half and also substantially cut our costs," he says.

The materials that make up the panels are nothing fancy or expensive, Nicolas Morgan says during an interview at the company's office. The solar panels are flatter than the competition, lighter, cheaper to build and can concentrate the light at up to 1,500. "This is completely new. Nobody has done it this way," he says.

Now comes the tough part – turning it all into a commercial product without falling into the valley of death, that point in the life of a technology start-up where the difficulty of finding funding ends up starving promising companies.

Morgan Solar's office shows that the company is prepared to operate lean, making the most of the $600,000 is has raised so far from Eric Morgan and a grant from the Ontario Centres of Excellence. In one presentation room an old wooden door found in a nearby alley is being used as a conference table. On the wall, plastic shower lining purchased at Home Depot functions as a makeshift whiteboard for brainstorming sessions.

Nicolas says the company is talking to venture capitalists but doesn't plan to raise private equity until its prototype has been proven to work. This will depend on the results of several demonstration projects, including two in Spain and one at the Earth Rangers Centre in Woodbridge. Commercial production of the product, dubbed Sun Simba, is targeted for 2010.

Jean Paul realizes tremendous work lies ahead, but his goal of developing cheap solar power for the developing world keeps him focused and driven.

"It's what motivates me to work 14 hours a day every day, and I don't get tired, because I know this work is important," he says.

TransAlta Corp., one of Alberta’s leading power producers, is moving toward finalizing agreements with partners to establish a data centre in the province, aligned with AI data center grid integration efforts nationally, aiming to have definitive contracts signed before the end of the year.

CEO John Kousinioris stated during an analyst conference that the company seeks to secure exclusivity with key partners by mid-year, with detailed design plans and final agreements expected by late 2025. In this context, TransAlta plans to supply around 90% of its partner's energy needs for the facility, with the remainder coming from the broader electricity market.

Alberta has identified data centres as a strategic priority, aiming to see $100 billion in AI-related data centre construction over the next five years. However, the rapid growth of this sector presents challenges for the region’s energy infrastructure. Electricity demand from data centres has already outpaced the available capacity in Alberta’s power grid, intensifying discussions about a western Canadian electricity grid to improve regional reliability, potentially impacting the province’s decarbonization goals.

To address these challenges, TransAlta has adopted a renewable energy investment strategy. The company announced a $3.5 billion growth plan focused primarily on clean electricity generation and storage, as British Columbia's clean energy shift advances across the region, through 2028. By then, more than two-thirds of TransAlta’s earnings are expected to come from renewable power generation, supporting progress toward a net-zero electricity grid by 2050 nationally.

The collaboration between TransAlta and data centre developers represents an opportunity to balance growing energy demand with sustainability goals. By integrating renewable energy generation into data centre operations and broader macrogrid investments, Alberta could move toward a cleaner and more resilient energy future.

UK electricity and gas networks making ‘unjustified’ profits

Companies that run Britain’s electricity and gas networks, including National Grid, are making “eye-watering” profits at the expense of households, according to a well-known consumer group.

Citizens Advice believes £7.5bn in “unjustified” profits should be returned to consumers who pay for network costs via their electricity and gas bills, with parallels seen in a deferred BC Hydro costs report abroad, although its figures have been contested by the energy industry and regulator.

Ownership of electricity and gas networks came under the spotlight in the run-up to June’s general election, after the Labour party said in its manifesto it would bring both national and regional grid infrastructure to back into public ownership, amid wider debates about grid privatization concerns elsewhere, over time.

Electricity sector privatisation began in 1990 and the gas industry was privatised in 1986. Energy network companies — which own and operate the cables and wires that help deliver electricity and gas to homes and businesses — are in effect monopolies that are regulated by Ofgem. Ofgem evaluates what their costs, including the cost of capital to finance investments, might be over an eight-year “price control” period, similar to determinations like the OEB decision on Hydro One rates in Ontario, Canada. Citizens Advice claims many of the regulator’s calculations for the most recent price control went “considerably in networks’ financial favour”.

It believes assumptions Ofgem made about factors such as the future path of interest rates and returns on government bonds were too generous, with international contrasts like power theft challenges in India illustrating different risk contexts, as was the regulator’s assessment of the risk associated with operating a network company. 

These “generous” assumptions will lead to network companies making average profit margins of 19 per cent and an average return of 10 per cent for their investors at the expense of consumers, Citizens Advice claims in a report published on Wednesday, which recommends a shorter price control period to allow for more accurate forecasting.

“Decisions made by Ofgem have allowed gas and electricity network companies to make sky-high profits that we’ve found are not justified by their performance,” said Gillian Guy, chief executive of Citizens Advice. Ofgem defended its regulatory regime, saying it helped to cut costs, improve reliability and customer satisfaction. 

“Ofgem has already cut costs to consumers by 6 per cent in the current price control and secured a rebate of over £4.5bn from network companies and is engaging with the industry to deliver further savings, with some regions seeing Ontario electricity rate reductions for businesses as well,” said Dermot Nolan, chief executive of the energy regulator.

Mr Nolan insisted the next price controls would be “tougher for investors”. The current price controls for the gas and electricity transmission networks, plus gas distribution, run until 2021 and until 2023 for local electricity distribution networks.

“While we don’t agree with its modelling and the figures it has produced, the Citizens Advice report raises some important issues about network regulation which will be addressed in the next control,” Mr Nolan said.

The Energy Networks Association, a trade body, refuted the claims of Citizens Advice, insisting that costs had fallen by 17 per cent in real terms since privatisation. The current regulatory framework was established after a public consultation, it said, adding that today’s report repeated several old claims that had previously been rejected by the Competition and Markets Authority.

“Our energy networks are among the most reliable and lowest cost in the world and their performance has never been better. In the next six years energy network companies are forecasted to deliver £45bn of investment in the UK economy,” a spokesman for the networks association added. National Grid said that since 2013 it had generated savings of £460m for bill payers.

Nova Scotia is abandoning the proposed Atlantic Loop in its plan to decarbonize its electrical grid by 2030 amid broader discussions about independent grid planning nationwide, Natural Resources and Renewables Minister Tory Rushton has announced.

The province unveiled its clean power plan calling for 30 per cent more wind power and five per cent more solar energy in the Nova Scotia power grid over the coming years. Nova Scotia's plan relies on continued imports of hydroelectricity from the Muskrat Falls project in Labrador via the Emera-owned Maritime Link.

Right now Nova Scotia generates 60 per cent of its electricity by burning fossil fuels, mostly coal, and some increased use of biomass has also factored into the mix. Nova Scotia Power must close its coal plants by 2030 when 80 per cent of electricity must come from renewable sources in order reduce greenhouse gas emissions causing climate changes.

Critics have urged reducing biomass use in electricity generation across the province.

The clean power plan calls for an additional 1,000 megawatts of onshore wind by 2030 which would then generate 50 per cent of the the province's electricity, while also advancing tidal energy in the Bay of Fundy as a complementary source.    

"We're taking the things already know and can capitalize on while we build them here in Nova Scotia," said Rushton, "More importantly, we're doing it at a lower rate so the ratepayers of Nova Scotia aren't going to bear the brunt of a piece of equipment that's designed and built and staying in Quebec."

The province says it can meet its green energy targets without importing Quebec hydro through the Atlantic loop. It would have brought hydroelectric power from Quebec into New Brunswick and Nova Scotia via upgraded transmission links. But the government said the cost is prohibitive, jumping to $9 billion from nearly $3 billion three years ago with no guarantee of a secure supply of power from Quebec.

"The loop is not viable for 2030. It is not necessary to achieve our goal," said David Miller, the provincial clean energy director. 

Miller said the cost of $250 to $300 per megawatt hour was five times higher than domestic wind supply.

Some of the provincial plan includes three new battery storage sites and expanding the transmission link with New Brunswick. Both were Nova Scotia Power projects paused by the company after the Houston government imposed a cap on the utility's rate increased in the fall of 2022.

The province said building the 345-kilovolt transmission line between Truro, N.S., and Salisbury, N.B., and an extension to the Point Lepreau Nuclear Generating Station, as well as aligning with NB Power deals for Quebec electricity underway, would enable greater access to energy markets.

Miller says Nova Scotia Power has revived both.

Nova Scotia Power did not comment on the new plan, but Rushton spoke for the company.

"All indications I've had is Nova Scotia Power is on board for what is taking place here today," he said.

840 million people have no electricity – World Bank must fund more energy projects

Why isn’t the World Bank using all available energy resources in its global efforts to fight poverty? That’s the question I’ve asked World Bank President David Malpass. Nearly two years ago, the multilateral development bank decided to stop supporting critical coal, oil and gas projects that help people in developing countries escape poverty.

Along with 11 other senators, and as a member who votes on whether to give U.S. taxpayer dollars to the World Bank, I am pressing the bank to lift these restrictions. Developing countries desperately need access to a steady supply of affordable, reliable clean electricity to support economic growth.

The World Bank has pulled funding for critical electricity projects in poor countries, including high-efficiency power stations that are fueled by coal, even as efforts to revitalize coal communities with clean energy have grown.

Despite Kosovo having the world’s fifth-largest reserves of coal, the bank announced it would only support new energy projects from renewable sources going forward. Kosovo’s Minister of Economic Development Valdrin Lluka responded: “We don’t have the luxury to do such experiments in a poor country such as Kosovo. … It is in our national security interest to secure base energy inside our country.”

The World Bank’s misguided move comes as 840 million people worldwide are living without electricity, including 70 percent of sub-Saharan Africa, and as the fall in global energy investment may lead to shortages.

Even more troubling, nearly 3 billion people in developing countries rely on fuels like wood and other biomass for cooking and home heating, resulting in serious health problems and premature deaths, and the pandemic saw widespread electricity shut-offs that deepened energy insecurity. In 2016, household smoke killed an estimated 2.6 million people.

The World Bank’s mission is to lift people out of poverty. The bank is now compromising that mission in favor of a political agenda targeting certain energy sources.

With the World Bank blocking financing to affordable and reliable energy projects, Russia and China are stepping up their investments in order to gain geopolitical leverage.

President Vladimir Putin is pursuing Russian oil and gas projects in Mozambique, Gabon, and Angola. China’s Belt and Road Initiative is supporting traditional energy resources, with 36 percent of its power projects from 2014 to 2017 involving coal. South Africa had to turn to the China Development Bank to fund its $1.5 billion coal-fired power plant.

There are real risks for countries partnering with China and Russia on these projects. Developing countries are facing what some are calling China’s “debt trap” diplomacy. These nations have also raised concerns over safety compliance, unfair business practices, and labor standards.

As the bank’s largest contributor, the United States has a duty to make sure U.S. taxpayer dollars are used wisely and effectively. Every U.S. dollar at the World Bank should make a difference for people in the developing world.

My colleagues and I have asked the bank to pursue an all-of-the-above energy strategy as it strives to achieve its mission to end extreme poverty and promote shared prosperity. We will take the bank’s response into account during the congressional appropriations process.

The United States is a top global energy producer. And yet Democrats running for president are pursuing anti-energy policies that would hurt not only the United States but the entire world, with implications for U.S. national security as well.

Utilizing our abundant energy resources has fueled an American energy renaissance and a booming U.S. economy, even as disruptions in coal and nuclear have strained the grid, with millions of new jobs and higher wages.

People who are struggling to survive and thrive in developing countries deserve the same opportunity to access affordable and reliable sources of power.

As Microsoft founder and global philanthropist Bill Gates has noted of renewables: "Many people experiencing energy poverty live in areas without access to the kind of grids that are needed to make those technologies cheap and reliable enough to replace fossil fuels."

Ultimately, there is a role for all sources of energy to help countries alleviate poverty and improve the education, health and wellbeing of their people.

The solution to ending energy poverty does not lie in limiting options, but in using all available options. The World Bank must recommit to ending extreme poverty by helping countries use all of the world’s abundant energy resources. Let’s end energy poverty now.

The results from three electricity pilot projects being offered in southern Ontario will be valuable to utility companies across the province.

Ontario Energy Minister Glenn Thibeault was in Barrie on Tuesday to announce the pilot projects, which will explore alternative pricing plans for electricity customers from three different utility companies, informed by the electricity cost allocation framework guiding rate design.

"Everyone in the industry is watching to see how the pilots deliver.", said Wendy Watson, director of communications for Greater Sudbury Utilities.

"The data will be shared will all the LDCs [local distribution companies] in the province, and probably beyond...because the industry tends to share that kind of information."

Most electricity customers in the province are billed using time-of-use rates, including options like the ultra-low overnight rates that lower costs during off-peak periods, where the cost of electricity varies depending on demand.

The Ontario Energy Board said in a media release that the projects will give residential customers more choice in how much they pay for electricity at different times, reflecting changes for Ontario electricity consumers that expand plan options.

Pilot projects can help improve service

Watson says these kinds of projects give LDCs the chance to experiment and explore new ways of delivering their service, including demand-response initiatives like the Peak Perks program that encourage conservation.

"Any pilot project is a great way to see if in practice if the theory proves out, so I think it's great that the province is supporting these LDCs," she says.

GSU recently completed its own pilot project, the Home Energy Assessment and Retrofit (HEAR) program, which focused on customers who use electric baseboards to heat their homes, amid broader provincial support for electric bills to ease costs."We installed some measures, like programmable thermostats and a few other pieces of equipment into their house," Watson says. "We also made some recommendations about other things that they could do to make their homes more energy efficient."

At the end of the program, GSU provided customers with a report so that they could the see the overall impact on their energy consumption.

Watson says a report on the results of the HEAR program will be released in the near future, for other LDCs interested in new ways to improve their service.

"We think it's incumbent on every LDC...to see what ideas that they can come up with and get approved so they can best serve their customers."
