As economic concerns deepen, most U.S. consumers want to lower their utility bills, but they also overestimate their homes' efficiency and underestimate their own energy usage, according to a survey.

Many of those polled in the nationwide survey have taken measures to decrease their monthly bills and save energy. For example, 73 percent always turn off lights, 57 percent replaced most incandescent light bulbs in their homes with more efficient compact fluorescent lights, 57 percent purchased Energy Star products and 52 percent have renovated their homes to stop leaks and energy waste.

With all these attempts to save energy, it's not surprising that 53 percent of Americans think they're using less energy than they were five years ago, according to a survey conducted by the Shelton Group, an advertising agency based in Knoxville, Tenn.

In reality, though, U.S. electricity consumption has steadily risen, increasing 10 percent in the last 10 years, according to the Department of Energy. There are a number of reasons for this apparent contradiction, including the growing number of appliances Americans consistently use and the "SnackWell's effect," said Suzanne Shelton, president and chief executive of the Shelton Group.

"A lot of us buy a box of SnackWell's (cookies) and think, 'They're low-fat, so I can eat all of them,' (and) then we wonder why we haven't lost weight," Shelton said. "Buying an energy-efficient product can create the same type of effect. We'll say, 'I just got a high-efficiency air conditioner; I can lower the temp and make my home even cooler in the summer.'"

Behaviors like this may be why a third of survey respondents with energy-efficient products said they had not seen the return on investment they'd hoped for. Outcomes like that can kill energy-efficiency campaigns and are largely due to lack of education, Shelton said.

"There's a willingness to be energy-efficient, but there's misinformation about how to do it," Shelton told United Press International.

That's because there's no unified, national approach and codified message, she said.

"Sadly, with all the billions of dollars (for energy efficiency) in the stimulus bill, there is nothing set aside for consumer awareness," Shelton said.

That's not a reflection of federal attitudes toward energy education, though, said David Marks, spokesman for Sen. Jeff Bingaman, D-N.M., chairman of the Senate Energy Committee, which played a key role in drafting the energy provisions of the recently passed American Recovery and Reinvestment Act.

"The stimulus was all about job creation," Marks told UPI. "It needed to be timely and temporary."

Education, while important, wouldn't have advanced the goal of this particular bill, Marks said, because it wouldn't have created many immediate jobs. However, future energy legislation may take up that issue, he said.

In the meantime, there are already a number of state and federal agencies with a myriad of programs focused on educating consumers, particularly the Department of Energy and its offshoot, the Energy Efficiency and Renewable Energy Office.

The department distributes information to the media, creates campaigns targeted toward different audiences and sponsors public-service announcements, including one in 2007 that featured characters from the Disney film "Ratatouille."

"Our emphasis is that there are ways to save energy and save on your bills while staying comfortable," said Chris Kielich, Energy Department spokeswoman. "You can't save 50 percent on your bill by doing one thing, but if you do many things, it certainly does add up."

To help consumers figure out what they can do to cut consumption, the department has set up a number of Web sites, including energysavers.gov. The site explains how to do a home energy audit and provides information on energy-efficient appliances, insulation, lighting, windows, water heaters and more. It also outlines ways to finance products and projects to increase efficiency.

The results of the Shelton Group survey don't necessarily mean these efforts aren't working, Kielich told UPI.

"The fact that someone even did a poll is good because 10 years ago, no one would have thought about it," she said. Energy efficiency "is really on people's consciousness these days."

Grassroots efforts by utility companies represent a major force driving this interest and changes in consumer behavior, both Kielich and Shelton said.

Utilities have a major incentive to get their customers to use less, said Robert Jagusch, director of energy services at the Minnesota Municipal Utilities Association, which includes 125 utility providers in the state.

"The cheapest power plant to build is the one you don't have to build," Jagusch told UPI. "We try to use conservation as a way to avoid building new power plants."

State laws also prompt power providers to push efficiency. In Minnesota, utilities are mandated to save 1.5 percent of their annual retail electricity sales. To do so, the companies hit the streets.

"For instance, we'll walk into a hardware store that sells energy-efficient lightbulbs, but you'll look up and they've got regular lighting," Jagusch said. "We'll suggest they use their own product, and often they think it's a great idea; they just never thought about it."

Many utilities also have programs that provide financial assistance for customers, particularly low-income people, to help them invest in energy-saving projects or products.

"Some of our utilities willÂ… literally pay for and install Energy Star products, like a fridge," Jagusch said.

There're a number of federal programs with the same objective. The recent stimulus bill channeled $5 billion into the Weatherization Assistance Program, a 30-year-old program that has already weatherized 6.2 million low-income homes.

There are other programs for businesses, manufacturers, builders and people who aren't considered low-income. The Alliance to Save Energy, a coalition that promotes energy efficiency worldwide, has created a Web site to help people find and utilize these tax credits at energytaxincentives.org.

The current economic downturn may bring more people to Web sites like this one and increase their willingness to conserve, but the public and private sectors may have a harder time finding the funds to keep pushing the energy-efficiency message. For instance, the main sponsor of one of the alliance's campaigns just pulled its financial support.

"It is tough in this economic condition," said Jessica Lin, communications associate at the alliance.

Victims of California's most destructive wildfire have filed a lawsuit accusing Pacific Gas & Electric Co. of causing the massive blaze, a move that follows the utility's 2018 Camp Fire guilty plea in a separate case.

The suit filed on Tuesday in state court in California accuses the utility of failing to maintain its infrastructure and properly inspect and manage its power transmission lines, amid prior reports that power lines may have sparked fires in California.

The utility's president said earlier the company doesn't know what caused the fire, but is cooperating with the investigation by state agencies, and other utilities such as Southern California Edison have faced wildfire lawsuits in California.

PG&E told state regulators last week that it experienced a problem with a transmission line in the area of the fire just before the blaze erupted.

A landowner near where the blaze began said PG&E notified her the day before the wildfire that crews needed to come onto her property because some wires were sparking, and the company later promoted its wildfire assistance program for victims seeking aid.

A massive class action after Australia's last mega-fire, Victoria's Black Saturday in 2009, saw $688.5 million paid in compensation to thousands of claimants affected by the Kilmore-Kinglake and Murrindindi-Marysville fires, partly by electricity company SP Ausnet, and partly by government agencies, while in California PG&E's bankruptcy plan won support from wildfire victims addressing compensation claims.

The latest electric utility customer satisfaction survey results from the American Customer Satisfaction Index (ACSI) Energy Utilities report reveal that nearly every investor-owned utility saw customer satisfaction go down from 2018 to 2019. Residential customers are sending a clear message in the report: They want more transparency and control over energy usage, billing and ways to reduce costs.

With both customer satisfaction and utility revenues on the decline, utilities are facing daunting challenges to their traditional business models amid flat electricity demand across many markets today. That said, it is the utilities that see these changing times as an opportunity to evolve that will become the energy leaders of tomorrow, where the customer relationship is no longer defined by sales volume but instead by a utility company's ability to optimize service and deliver meaningful customer solutions.

We have seen how the proliferation of centralized and distributed renewables on the grid has already dramatically changed the cost profile of traditional generation and variability of wholesale energy prices. This signals the real cost drivers in the future will come from optimizing energy service with things like batteries, microgrids and peer-to-peer trading networks. In the foreseeable future, flat electricity rates may be the norm, or electricity might even become entirely free as services become the primary source of utility revenue.

The key to this future is technological innovation that allows utilities to better understand a customer’s unique needs and priorities and then deliver personalized, well-timed solutions that make customers feel valued and appreciated as their utility helps them save and alleviates their greatest pain points.

I predict utilities that adopt new technologies focused on customer experience, aligned with key utility trends shaping the sector, and deliver continual service improvements and optimization will earn the most satisfied, most loyal customers.

To illustrate this, look at how fixed pricing today is applied for most residential customers. Unless you live in one of the states with deregulated utilities where most customers are free to choose a service provider in a competitive marketplace, as consumers in power markets increasingly reshape offerings, fixed-rate tariffs or time-of-use tariffs might be the only rate structures you have ever known, though new utility rate designs are being tested nationwide today. These tariffs are often market distortions, bearing little relation to the real-time price that the utility pays on the wholesale market.

It can be easy enough to compare the rate you pay as a consumer and the market rate that utilities pay. The California ISO has a public dashboard -- as do other grid operators -- that shows the real-time marginal cost of energy. On a recent Friday, for example, a buyer in San Francisco could go to the real-time market and procure electricity at a rate of around 9.5 cents per kilowatt-hour (kWh), yet a residential customer can pay the utility PG&E between 22 cents and 49 cents per kWh amid major changes to electric bills being debated, depending on usage.

The problem is that utility customers do not usually see this data or know how to interpret it in a way that helps add value to their service or drive down the cost.

This is a scenario ripe for innovation. Artificial intelligence (AI) technologies are beginning to be applied to give customers the transparency and control over the energy they desire, and a new type of utility is emerging using real-time pricing signals from wholesale markets to give households hassle-free energy savings. Evolve Energy in Texas is developing a utility service model, even as Texas utilities revisit smart home network strategies, that delivers electricity to consumers at real-time market prices and connects to smart thermostats and other connected devices in the home for simple monitoring and control -- all managed via an intuitive consumer app.

My company, Bidgely, partners with utilities and energy retailers all over the world to apply artificial intelligence and machine learning algorithms to customer data in order to bring transparency to their electricity bills, showing exactly where the customers’ money is going down to the appliance and offering personalized, actionable advice on how to save.

Another example is from energy management company Keewi. Its wireless outlet adaptors are revealing real-time energy usage information to Texas A&M dorm residents as well as providing students the ability to conserve energy through controlling items in their rooms from their smartphones.

These are but a few examples of innovations among many in play that answer the consumer demand for increased transparency and control over energy usage.

Electric service providers will be closely watching how consumers respond to AI-driven innovation, including providers in traditionally regulated markets that are exploring equitable regulation approaches now, to stay aligned with policy and customer expectations. While regulated utilities have no reason to fear that their customers might sign up with a competitor, they understand that the revenues from electricity sales are going down and the deployment of distributed energy resources is going up. Both trends were reflected in a March report from Bloomberg New Energy Finance (via ThinkProgress) that claimed unsubsidized storage projects co-located with solar or wind are starting to compete with coal and gas for dispatchable power. Change is coming to regulated markets, and some of that change can be attributed to customer dissatisfaction with utility service.

Like so many industries before, the utility-customer relationship is on track to become less about measuring unit sales and more about driving revenue through services and delivering the best customer value. Loyal customers are most likely to listen and follow through on the utility’s advice and to trust the utility for a wide range of energy-related products and services. Utilities that make customer experience the highest priority today will emerge tomorrow as the leaders of a new energy service era.

5G technology can be 10 or more times faster than 4G and significantly more responsive to users' input, but the speed comes at a cost.

A 5G base station consumes "four times more electricity" than its 4G counterpart, said Ding Haiyu, head of wireless and terminals at the China Mobile Research Institute, during a symposium on 5G and carbon neutrality in Beijing, a key focus for countries pursuing a net-zero grid by 2050 worldwide.

But concerning each bit of data transmitted, 5G is four times more energy-efficient than 4G, according to Ding.

This means that mobile carriers should fully occupy their 5G network for as long time as possible, but that can be hard at this moment, as many people are still holding 4G smartphones.

"When the 5G stations are running without people using them, they are really electricity guzzlers," said Zhu Qingfeng, head of power supply design at China Information Technology Designing and Consulting Institute Co., Ltd., who represents China Unicom at the symposium. "Each of the three telecom carrier giants are emitting about ten million tonnes of carbon in the air."

"We have to shut down some 5G base stations at night to reduce emission," he added.

Some utilities are testing fuel cell solutions to keep backup batteries charged much longer, supporting network resilience at lower emissions.

A representative from China Telecom said electricity bills of the nationwide carrier reached a new high of 100 billion yuan (about $15 billion) a year, mirroring the power challenges for utilities as data center demand booms elsewhere.

Getting better

While admitting the excessive cost of 5G, experts at the symposium also agreed that the situation is improving, even as climate pressures on the grid continue to mount.

Ding listed a series of recent technologies that is helping reduce the energy use of 5G, including chips of better process, automatic sleeping and wake-up of base stations and liquid nitrogen-based cooling system, and superconducting cables as part of ongoing upgrades.

"We are aiming at halving the 5G electricity cost to only two times of 4G in two years," Ding said.

Experts also discussed the possibility of making use of 5G's low latency features to help monitoring the electricity grid, thus making the digital grid smarter and more cost effective.
