If you haven't locked in your electricity rate, expect to pay more for power this summer.

Offers for retail electricity are up. Retail electric companies blame rising natural gas prices, since most of Texas' electricity comes from natural gas-fueled plants. Consumer advocates blame Texas' deregulated markets.

"It's been going up literally just about every day," said Brent Moore, chief executive of SaveOnEnergy.com, a Web site where consumers can compare retail rates.

"It's already at levels that we saw during Hurricanes Rita and Katrina, which is startling because we aren't even in the warm months yet," he said.

High electricity rates this summer could prompt another round of debate during the 2009 legislative session on whether to re-regulate the electricity industry.

On the Public Utility Commission's Power to Choose Web site, powertochoose.org, electricity prices for North Texas on Friday ranged from 11.3 cents per kilowatt hour to 18.6 cents.

Late last year, state regulators pointed to offers of 9 or 10 cents per kilowatt-hour as evidence that the competitive markets are keeping prices low. Those offers have vanished.

Energy Future Holdings' TXU Energy published fresh, higher rates on Friday for several pricing plans.

Industry insiders say rising prices are all about higher costs for fuel. Natural gas prices have risen nearly 40 percent since last year.

"The cost of supply in Texas, the cost of electricity for retailers like us, is tied to the cost of natural gas," said Brian Landrum, chief operating officer for Reliant Energy. "If the primary fuel component of your cost has gone up, then your prices are going to go up."

Carol Biedrzycki, executive director of Texas Ratepayers' Organization to Save Energy, blames deregulation for driving up electricity prices. Since regulators allowed electricity companies to set their own rates and compete for customers, Texas power prices have surpassed the national average.

She urges residential customers to sign up for fixed-rate plans to prevent rate shock, even though the plans might appear to cost more than variable, month-to-month plans.

"I have done research into some of the plans that are being offered out there, and when you get to the very bottom line, even though the rate looks good on the Web site, it's really not that great of a deal," Ms. Biedrzycki said.

Rising rates are attracting attention from some powerful Texas lawmakers – and worrying industry insiders about the potential for new laws.

"I'm following it daily," said Rep. Phil King, R-Weatherford, chairman of the Regulated Industries committee.

He blames rising natural gas prices and a federal government without an energy policy.

"The Feds have been an absolute, total, complete failure at putting together an energy policy for decades now, and we're reaping the punishment for that in any kind of energy cost, whether it's gasoline, diesel, electricity," he said.

He says the competitive markets are working, but he'd like to see state incentives for power companies to build plants that run on fuel other than natural gas.

Still, industry insiders worry that high prices could lead lawmakers to reverse deregulation or make laws that hurt business.

"Are we worried about that? I mean, yes," said Marcie Zlotnick, chief operating officer for StarTex Power. "That's a legislators' responsibility to constituents to respond to concerns. And if we think that they aren't worried about it, we're negligent."

Manitoba Hydro is scaling back its rate hike request for next year, instead of the annual 7.9 per cent hikes the Crown corporation previously said it would need until 2023-24 to address debt. 

Hydro is asking the Public Utilities Board for a 3.5 per cent rate increase next year, which would take effect on April 1.

In last week's application, Hydro said its new board is reviewing the corporation's financial picture. Once that is complete, the utility expects to submit a new multi-year rate plan in late 2019 that addresses the organization's long-term future.

"It's too speculative at this point to discuss any possible future rate increases," spokesperson Bruce Owen said in an email.

The proposed increase next year is similar to other jurisdictions and nearly in line with the Public Utilities Board's decision to allow an average 3.6 per cent jump in electricity rates in 2018-19, which began this summer.

"The requested 3.5 per cent rate increase … generates a modest level of net income under average water flow conditions that will assist in gradually building the revenue base and reduce the risk of the corporation incurring a loss" in 2019-20, the rate application said.

If approved, consumers would face their second rate increase from Hydro in under a year.

Crown Services Minister Colleen Mayer said she's sympathetic to customers bracing for another rate increase amid NL rate hike concerns that far exceeds the rate of inflation.

"I hear that, very clearly," she said. "The NDP left us with an insurmountable problem — we're trying to fix that."

Next year's rate increase is projected to bring in $59 million of revenue, boosting the Crown corporation's financial reserves by $31 million.

Without it, the utility would deal with a net loss, it said.

This time, Hydro officials are asking PUB to forgo a rate hearing, suggesting neither itself nor the board has the resources for a lengthy six- to nine-month process to review an application where not much has changed financially and would generate a "minimum level of net income," Hydro said in a letter to the board.

The short-term rate relief, the letter recommends, should be "awarded in a timely and cost-effective manner, recognizing that the corporation's long-term financial forecasts will be finalized and available for review" in late 2019.

Hydro's net income next year will be lower than projected, the rate application said, due to a reduction in export sales and increases in depreciation and financing costs from Bipole III.

"Even though they had a total implosion of their previous board, on this very issue, they haven't learned lessons and they continue to be cheerleaders for these rapid rate increases," Kinew said, referring to the exodus of every board member but one earlier this year.

Manitoba Hydro's burgeoning debt surpasses $19 billion

On natural gas, Manitoba Hydro is asking PUB for no rate increase for the next two years.

There will, however, be some changes in rates in different customer classes, Owen said, resulting in modest rate reductions for mainly residential customers and increases for customers who use a lot of natural gas.

The corporation also wants to stop collecting fees to support the furnace replacement program. The initiative will continue with existing fees.

The receipt of imported coal by thermal power plants, where plant load factors have risen, has shot up by 17.6 per cent during April-October. The coal import volumes refer to the power plants monitored by the Central Electricity Authority (CEA), and come amid moves to ration coal supplies as electricity demand surges, a power update report from CARE Ratings showed.

Imports escalated as domestic supplies by Coal India Ltd (CIL) and another state run producer- Singareni Collieries Company Ltd (SCCL) dipped in the period, after earlier shortages that have since eased in later months. Rate of supplies by the two coal companies to the CEA monitored power stations stood at 80.4 per cent, indicating a shortfall of 19.6 per cent against the allocated quantity.

According to the study by CARE Ratings, total coal supplied by CIL and SCCL to the power sector stood at 315.9 million tonnes (mt) during April-October as against 328.5 mt in the comparable period of last fiscal year.

The study noted that growth in power generation during the April-October 2019, with India now the third-largest electricity producer globally, was on account of higher demand from Pradhan Mantri Sahaj Bijli Har Ghar Yojana or Saubhagya Scheme beneficiary states. Providing connection to households in order to achieve 100% per cent electrification has in part helped the sector avert de-growth, as part of efforts to rewire Indian electricity and expand access.

Large states namely Uttar Pradesh, Bihar, Punjab, West Bengal and Rajasthan have recorded over five per cent growth in consumption of power. These states along with Odisha, Madhya Pradesh and Assam accounted for 75 per cent of the beneficiaries under the Saubhagya Scheme (Household Electrification Scheme). The ongoing economic downturn has led to a sharp fall in electricity demand from industrialised states. Maharashtra, which is also the largest power consuming state in India, recorded a decline in consumption of 5.6 per cent.

Other states namely Tamil Nadu, Telangana, Gujarat and Odisha too recorded fall in power consumed, echoing global dips in daily electricity demand seen later during the pandemic. These states house large clusters of mining, automobile, cement and other manufacturing industries, and a decline in these sectors led to fall in demand for power across these states. - The demand-supply gap or power deficit has remained at 0.6 per cent during the April-October 2019. North-East reported 4.8 per cent of power deficit followed by Northern Region at 1.3 per cent. Within Northern Region, Jammu & Kashmir and Uttar Pradesh accounted for 65 per cent and 30 per cent respectively of the regions power supply deficit.

N.B. Power says a freeze on servicing new, large-scale industrial customers in the province remains in place over concerns that the cryptocurrency sector's heavy electricity use could be more than the utility can handle.

The Higgs government quietly endorsed the moratorium in a cabinet order in March 2022 and ordered a review of how the sector might affect the reliable electricity supply and broader electricity future planning in the province.

The cabinet order, filed with the Energy and Utilities Board, said N.B. Power had "policy, technical and operational concerns about [its] capacity to service the anticipated additional load demand" from energy-intensive customers such as crypto mines.

It said the utility had received "several new large-scale, short-notice service requests" to supply electricity to crypto mining companies that could put "significant pressure" on the existing electricity supply.

The order, signed by Premier Blaine Higgs, said non-crypto companies shouldn't be subject to the pause for any longer than required for the review, amid shifts in regional plans like the Atlantic Loop that are altering timelines. Ws.

The freeze was ordered months after Taal Distributed Information Technologies Inc. announced plans to establish a 50-megawatt bitcoin mining operation and transaction processing facility in Grand Falls.

A town official said this week that the deal never went ahead.

24 hours a day
The Taal facility would have joined a 70-megawatt bitcoin mine in Grand Falls operated by Hive Blockchain Technologies.

Hive's Bitcoin mine comprises four large warehouses containing thousands of computers running 24 hours a day to earn cryptocurrency units.

The combined annual electricity consumption of the two mines would exceed what could be produced by the small modular nuclear reactor being designed by ARC Clean Energy Canada of Saint John, even as Nova Scotia advances efforts to harness the Bay of Fundy's powerful tides for clean power.

Put another way, the two mines would gobble up more than three months' electricity from N.B. Power's coal-fired Belledune generating station under current operations.

National Grid to lose Great Britain electricity role to independent operator

The government plans to strip National Grid of its role keeping Great Britain’s lights on as part of a proposed “revolution’” in the electricity network driven by smart digital grid technologies.

The FTSE 100 company has played a role in managing the energy system of England, Scotland and Wales, including efforts such as a subsea power link that brings renewable power from Scotland to England (Northern Ireland has its own network). It is the electricity system operator, balancing supply and demand to ensure the electricity supply. But it will lose its place at the heart of the industry after government officials put forward plans to replace it with an independent “future system operator”.

The new system controller would help steer the country towards its climate targets, at the lowest cost to energy bill payers, by providing impartial data and advice after an overhaul of the rules governing the energy system to make it “fit for the future”.

The plans are part of a string of new proposals to help connect millions of electric cars, smart appliances and other green technologies to the energy system, and to fast-track grid connections nationwide, which government officials believe could help to save £10bn a year by 2050, and create up to 10,000 jobs for electricians, data scientists and engineers.

The new regulations aim to make it easier for electric cars to export electricity from their batteries back on to the power grid or to homes when needed. They could also help large-scale and long-duration batteries play a role in storing renewable energy, supported by infrastructure such as a 2GW substation helping integrate supply, so that it is available when solar and wind power generation levels are low.

Anne-Marie Trevelyan, the energy and climate change minister, said the rules would allow households to “take control of their energy use and save money” while helping to make sure there is clean electricity available “when and where it’s needed”.

She added: “We need to ensure our energy system can cope with the demands of the future. Smart technologies will help us to tackle climate change while making sure that the lights stay on and bills stay low.”

The energy regulator, Ofgem, raised concerns earlier this year that National Grid would face a “conflict of interest” in providing advice on the future electricity system because it also owns energy networks that stand to benefit financially from future investment plans. It called for a new independent operator to take its place.

Jonathan Brearley, Ofgem’s chief executive, said the UK requires a “revolution” in how and when it uses electricity, including demand shifts during self-isolation to help meet its climate targets and added that the government’s plans for a new digital energy system were “essential” to meeting this goal “while keeping energy bills affordable for everyone”.

A National Grid spokesperson said the company would “work closely” with the government and Ofgem on the role of a future system operator, as well as “the most appropriate ownership model and any future related sale”.

The division has earned National Grid, which has addressed cybersecurity fears in supplier choices, an average of £199m a year over the last five years, or 1.3% of the group’s total revenues, which are split between the UK – where it operates high-voltage transmission lines in England and Wales, and the country’s gas system – and its growing energy supply business in the US, aligned with investment in a smarter electricity infrastructure in the US to modernize grids.
