Compare utility costs of Progress Energy customers in Florida with their counterparts in the Carolinas - including those under the proposed new parent company, Duke Energy - and you'll find a hefty difference.

Floridians pay more.

Progress Energy Florida customers pay $119.34 per 1,000 kilowatt hours of power compared with $102.19 for Progress Energy North Carolina and $92.99 at Duke Energy North Carolina.

Why the difference? In part, it's simply because Floridians live in Florida. And the disparity won't likely change much with the merger of Duke Energy and Progress Energy.

Utility rates involve a variety of complex variables, from fuel costs to regulatory fees, taxes, energy efficiency programs, facility upgrades and production expenses — and, of course, a healthy dose of politics. Florida pays a higher price for several of the fees, some of which the state and the utilities can control, others they don't.

"Oftentimes — or most of the time — geography plays a big part," said J.R. Kelly, the state public counsel, an advocate for Florida consumers in Tallahassee. "Depending on your customer base, where your customers are located certainly is going to play into the expenses you're going to incur."

Fuel is one of the biggest issues for Florida. Its costs are volatile, changing with supply and demand. Floridians end up paying a premium for their electricity because the state is largely surrounded by water.

"There are still geographical costs of being a peninsula," said Suzanne Grant, a spokeswoman for Progress Energy Florida.

The longer supply lines add to the costs, which are passed on to customers.

For example, Progress Energy pays on average $80 for a ton of coal, which the company largely purchases from the Appalachia region. Transporting a ton of coal by rail to Progress Energy plants in North Carolina costs about $25 compared to about $35 to Florida.

The merger of Duke and Progress, which would create the largest electric utility in the country, is expected to reduce the cost of fuel since the company will purchase larger quantities at a presumed lower price. Any savings in fuel costs are supposed to be passed on to customers, but don't expect your bill to decrease because the utility plans to seek some higher fees that would go into effect January 1, 2013.

Progress Energy says more nuclear power would cut customer costs because when it comes to fuel, nuclear is a better deal.

"Nuclear power plants are expensive to build, but they are our least expensive plants to operate," said Mike Hughes, a spokesman for Progress Energy. "The largest single cost of generating electricity is fuel, and nuclear fuel is, by far, the least expensive major utility fuel."

Progress Energy has just one nuclear plant in Florida, in Crystal River. It has been out of service for almost two years but is expected to go back online this spring.

Forty-five percent of North Carolina's electricity is generated by nuclear power, compared with 15 to 20 percent in Florida - when the Crystal River plant operates.

Jim Rogers, who runs Duke Energy and will remain chairman of the new company that results from the proposed merger, said he intends to emphasize nuclear power over other sources like coal.

But here's where Florida's costs break from simple geography and move over to policy.

In most states, including North Carolina, utilities can't make customers pay preconstruction costs for proposed nuclear plants. Not so in Florida.

Progress Energy Florida customers pay $5.53 per 1,000 kilowatt hours for nuclear cost recovery. In other words, they pay in advance for a nuclear plant Progress wants to build in Levy County.

Progress Energy plans to build a $17 billion nuclear plant on a 5,000-acre site 4 miles north of the nearest town, Inglis. The utility had planned to start producing power in 2016 but announced a delay in plans to at least March 2018.

The Legislature passed a measure to allow power companies like Progress Energy to raise electricity rates now to help fund the ongoing costs of building future nuke plants. Because of that decision, company shareholders, who typically take on such investor risk, did not have to do so. Customers took on the risk instead.

Progress Energy has collected hundreds of millions of dollars by tacking the fee on to customers' bills.

Bottom line, at least for now: For Progress Energy Florida customers to benefit from the reduced cost of nuclear fuel, they will have to pay for nuclear plants in advance.

In addition to the additional nuclear fee, state regulations require a higher fee for energy conservation programs dubbed an energy efficiency rider than North Carolina. Floridians pay $2.99 per 1,000 kilowatt hours while North Carolinians pay $1.91.

And state taxes in Florida are more than $2 higher than North Carolina.

"Our state tends to make up the difference for not having a state income tax," said Bill Newton, executive director of the Florida Consumer Action Network.

Newton said Florida's pro-utility regulations likely helped convince Duke Energy to make the offer to buy Progress.

Kelly, the state public counsel, said while he agrees that Florida's unique geography and other more complex variables have contributed to what consumers pay for electricity, he hopes increasing emphasis on other sources of energy will reduce costs in the long run.

"Florida has always been aggressive in energy efficiency," Kelly said. "You always hope with the emergence of new technologies, with new ways of doing business, certainly that can reduce cost significantly."

Which grid edge trends will continue into 2019 as the digital grid matures and what kind of disruption is on the horizon in the coming year?

From advanced metering infrastructure endpoints to electric-vehicle chargers, grid edge venture capital investments to demand response events, hundreds of data points go into tracking new trends at the edge of the grid amid ongoing grid modernization discussions across utilities.

Trends across these variables tell a story of transition, but perhaps not yet transformation. Customers hold more power than ever before in 2019, with utilities and vendors innovating to take advantage of new opportunities behind the meter. Meanwhile, external factors can always throw things off-course, including the data center boom that is posing new power challenges, and reliability is top of mind in light of last year's extreme weather events. What does the 2018 data say about 2019?

For one thing, demand response evolved, enabled by new information and communications technology. Last year, wholesale market operators increasingly sought to leverage the dispatch of distributed energy resource flexibility in close to real time. Three independent system operators and regional transmission organizations called on demand response five times in total for relief in the summer of 2018, including the NYISO.

The demand response events called in the last 18 months send a clear message: Grid operators will continue to call events year-round. This story unfolds as reserve margins continue to tighten, fossil baseload generation retirements continue, and system operators are increasingly faced with proving the resiliency and reliability of their systems while efforts to invest in a smarter electricity infrastructure gain momentum across the country.

In 2019, the total amount of flexible demand response capacity for wholesale market participation will remain about the same. However, the way operators and aggregators are using demand response is changing as information and communications technology systems improve and utilities are using AI to adapt to electricity demands, allowing the behavior of resources to be more accurately forecasted, monitored and controlled.

These improvements are allowing customer-sited resources to offer  flexibility services closer to real-time operations and become more reactive to system needs. At the same time, traditional demand response will continue to evolve toward the orchestration of DERs as an aggregate flexible resource to better enable growing levels of renewable energy on the grid.

Criminals posing as Toronto Hydro are sending out fraudulent messages

Toronto Hydro has sent out a notice that criminals posing as Toronto Hydro are sending out fraudulent texts, letters and emails, similar to a recent BC Hydro scam reported in British Columbia.

The warning comes in a tweet, along with suggestions on how to protect yourself from fraud, especially as policy debates like an NDP public hydro plan can generate confusing messages.

According to Toronto Hydro, fraudsters are contacting people by phone, text, email, fake electricity bills, and even travelling door-to-door.

They threaten to disconnect the power unless an immediate payment is made, even though legitimate utilities must follow proper disconnection notices processes. The website states that in some cases, criminals request payment via pre-paid credit card or bitcoin.

It’s written on the website that Toronto Hydro does not accept these methods of payment, and they do not threaten to immediately disconnect power, a reminder that stories about power theft abroad are not a model for local billing.

If you suspect you are being targeted, you should immediately hang up any suspicious phone calls. Don’t click on any links in emails or texts asking you to accept electronic transfers, as scammers may impersonate well-known utilities during high-profile news such as Hydro One profit changes to appear credible.

Avoid sharing any personal information over the phone or in-person, and do not make any payments related to Smart Meter Deposits, as this fee does not exist and rate-setting is overseen by the Ontario Energy Board in Ontario.

And remember to always compare bills to previous ones, including the amount and account number, since major accounting decisions like a BC Hydro deferral report can fuel confusing narratives.

Canadian Scientists say power utilities need to adapt to climate change

The increasing intensity of storms that lead to massive power outages highlights the need for Canada’s electrical utilities to be more robust and innovative, climate change scientists say.

“We need to plan to be more resilient in the face of the increasing chances of these events occurring,” University of New Brunswick climate change scientist Louise Comeau said in a recent interview.

The East Coast was walloped this week by the third storm in as many days, with high winds toppling trees and even part of a Halifax church steeple, underscoring the value of storm-season electrical safety tips for residents.

Significant weather events have consistently increased over the last five years, according to the Canadian Electricity Association (CEA), which has tracked such events since 2003.

Nearly a quarter of total outage hours nationally in 2016 – 22 per cent – were caused by two ice storms, a lightning storm, and the Fort McMurray fires, which the CEA said may or may not be classified as a climate event.

“It (climate change) is putting quite a lot of pressure on electricity companies coast to coast to coast to improve their processes and look for ways to strengthen their systems in the face of this evolving threat,” said Devin McCarthy, vice president of public affairs and U.S. policy for the CEA, which represents 40 utilities serving 14 million customers.

The 2016 figures – the most recent available – indicate the average Canadian customer experienced 3.1 outages and 5.66 hours of outage time.

McCarthy said electricity companies can’t just build their systems to withstand the worst storm they’d dealt with over the previous 30 years. They must prepare for worse, and address risks highlighted by Site C dam stability concerns as part of long-term planning.

“There needs to be a more forward looking approach, climate science led, that looks at what do we expect our system to be up against in the next 20, 30 or 50 years,” he said.

Toronto Hydro is either looking at or installing equipment with extreme weather in mind, Elias Lyberogiannis, the utility’s general manager of engineering, said in an email.

That includes stainless steel transformers that are more resistant to corrosion, and breakaway links for overhead service connections, which allow service wires to safely disconnect from poles and prevents damage to service masts.

Comeau said smaller grids, tied to electrical systems operated by larger utilities, often utilize renewable energy sources such as solar and wind as well as battery storage technology to power collections of buildings, homes, schools and hospitals.

“Capacity to do that means we are less vulnerable when the central systems break down,” Comeau said.

Nova Scotia Power recently announced an “intelligent feeder” pilot project, which involves the installation of Tesla Powerwall storage batteries in 10 homes in Elmsdale, N.S., and a large grid-sized battery at the local substation. The batteries are connected to an electrical line powered in part by nearby wind turbines.

The idea is to test the capability of providing customers with back-up power, while collecting data that will be useful for planning future energy needs.

Tony O’Hara, NB Power’s vice-president of engineering, said the utility, which recently sounded an alarm on copper theft, was in the late planning stages of a micro-grid for the western part of the province, and is also studying the use of large battery storage banks.

“Those things are coming, that will be an evolution over time for sure,” said O’Hara.

Some solutions may be simpler. Smaller utilities, like Nova Scotia Power, are focusing on strengthening overhead systems, mainly through vegetation management, while in Ontario, Hydro One and Alectra are making major investments to strengthen infrastructure in the Hamilton area.

“The number one cause of outages during storms, particularly those with high winds and heavy snow, is trees making contact with power lines,” said N.S. Power’s Tiffany Chase.

The company has an annual budget of $20 million for tree trimming and removal.

“But the reality is with overhead infrastructure, trees are going to cause damage no matter how robust the infrastructure is,” said Matt Drover, the utility’s director for regional operations.

“We are looking at things like battery storage and a variety of other reliability programs to help with that.”

NB Power also has an increased emphasis on tree trimming and removal, and now spends $14 million a year on it, up from $6 million prior to 2014.

O’Hara said the vegetation program has helped drive the average duration of power outages down since 2014 from about three hours to two hours and 45 minutes.

Some power cables are buried in both Nova Scotia and New Brunswick, mostly in urban areas. But both utilities maintain it’s too expensive to bury entire systems – estimated at $1 million per kilometre by Nova Scotia Power.

The issue of burying more lines was top of mind in Toronto following a 2013 ice storm, but that’s city’s utility also rejected the idea of a large-scale underground system as too expensive – estimating the cost at around $15 billion, while Ontario customers have seen Hydro One delivery rates rise in recent adjustments.

“Having said that, it is prudent to do so for some installations depending on site specific conditions and the risks that exist,” Lyberogiannis said.

Comeau said lowering risks will both save money and disruption to people’s lives.

“We can’t just do what we used to do,” said Xuebin Zhang, a senior climate change scientist at Environment and Climate Change Canada.

“We have to build in management risk … this has to be a new norm.”

On a recent day, powerful winds tore through the Miami Valley, causing significant disruption across the region. The storm, which was accompanied by gusts reaching dangerous speeds, led to windstorm power outages affecting thousands of homes and businesses. As trees fell and power lines were snapped, many residents found themselves without electricity for hours, and in some cases, even days.

The high winds, which were part of a larger weather system moving through the area, left a trail of destruction in their wake. In addition to power outages, there were reports of storm damage to buildings, vehicles, and other structures. Utility companies in the Miami Valley, including Dayton Power & Light, quickly mobilized crews, similar to FPL's storm response in major events, to begin restoring power to the affected areas. The impact of the storm was felt not only in terms of power outages but also in the strain it placed on emergency services. With trees blocking roads and debris scattered across the area, first responders were required to work quickly and efficiently to clear paths and assist those in need. Meanwhile, local governments are focusing on restoring infrastructure, as seen after Toronto's spring storm outages in recent years, and ensuring that the power grid is secured to prevent further outages.

While the winds have died down and conditions have improved, the storm’s impact will be felt for weeks to come, reflecting Florida's weeks-long restorations after severe storms. The region will continue to recover from the damage, but the event serves as a reminder of the power of nature and the resilience of communities in the face of adversity. For residents affected by the power outages, recovery will require patience as utility crews and local authorities work tirelessly to restore normalcy.

Rolls-Royce expecting UK approval for mini nuclear reactor by mid-2024

A Rolls-Royce (RR.L) design for a small modular nuclear reactor (SMR) will likely receive UK regulatory approval by mid-2024, reflecting progress seen in the US NRC safety evaluation for NuScale as a regulatory benchmark, and be able to produce grid power by 2029, Paul Stein, chairman of Rolls-Royce Small Modular Reactors.

The British government asked its nuclear regulator to start the approval process in March, in line with the UK's green industrial revolution agenda, having backed Rolls-Royce’s $546 million funding round in November to develop the country’s first SMR reactor.

Policymakers hope SMRs will help cut dependence on fossil fuels and lower carbon emissions, as projects like Ontario's first SMR move ahead in Canada, showing momentum.

Speaking to Reuters in an interview conducted virtually, Stein said the regulatory “process has been kicked off, amid broader moves such as a Canadian SMR initiative to coordinate development, and will likely be complete in the middle of 2024.

“We are trying to work with the UK Government, and others to get going now placing orders, echoing expansions like Darlington SMR plans in Ontario, so we can get power on grid by 2029.”

In the meantime, Rolls-Royce will start manufacturing parts of the design that are most unlikely to change, while advancing partnerships like a MoU with Exelon to support deployment, Stein added.

Each 470 megawatt (MW) SMR unit costs 1.8 billion pounds ($2.34 billion) and would be built on a 10-acre site, the size of around 10 football fields, though projects in New Brunswick SMR debate have prompted questions about costs and timelines.

Unlike traditional reactors, SMRs are cheaper and quicker to build and can also be deployed on ships and aircraft. Their “modular” format means they can be shipped by container from the factory and installed relatively quickly on any proposed site.
