The deregulated electricity market in Texas can be successful beyond its first year of operation with minor adjustments to state law, executives and regulators said.

When retail competition began in the state just about a year ago, Enron had just declared bankruptcy and the aftereffects of the California debacle were palpable. But regulators and legislators there were committed, promising more competition and lower rates. Like any industry that has ever gone through restructuring, the process has been rough.

By-and-large, however, it is working, says the Texas Public Service Commission: About 320,000 residential customers, or 6.5 per cent, of the eligible 5.3 million ratepayers have switched providers and saved on average $6 to $14 a month. Meanwhile 80,000 small business and large commercial enterprises have changed suppliers. Those customers who have remained with incumbents have saved $900 million in 2002, because of six-percent mandatory rate cuts and a decline in the cost of underlying fuels used to power generators. About 13 different providers are active in the state.

"What I look for as a measure of success is a continuing trend line," says Rebecca Klein, chairwoman of the Texas Public Utility Commission. "I'm not looking for a spike or a double-digit figure today; rather, I would like to see the switch rate trend upward over the course of time. Competition is here to stay and it's not an experiment."

Deregulation allows retail consumers in Texas to choose their so-called retail electric provider (REP), which purchases its power from competing generators. Transmission and distribution is still provided by the local utility. To help customers shop, the REPS are required to provide standardized information related to pricing, contract terms and emission levels.

Tough Scrutiny

Texas began restructuring its wholesale electricity business in 1995, which has led to an abundance of power. Reserve margins this past summer were 34 per cent and even with plants that have been mothballed and with new construction canceled, that number is expected to be 14 per cent in 2007 -- still above the recommended 12.5 percent margin. All together, 48 new power plants have been added since 1995, which has brought the state's total generating capacity to 85,000 megawatts.

Unlike California, the regulatory framework did not require utilities to divest of their generation and then to buy power on the volatile spot market. By being able to purchase long-term power contracts, utilities have locked in prices. And the state is continually working to resolve constraint points along the grid so that the electricity market there can remain vibrant.

Until markets settle, state regulators are convinced that the establishment of a "price to beat" that requires incumbents to cut their rates by six percent is necessary. It keeps a lid on prices while at the same time allowing utilities to raise or lower their rates up to twice a year if the cost of fuel varies. REPs have decried the artificial price cuts as anti-competitive but have vowed to top the deals that incumbents offer.

"Our company's growth during its first year of operation clearly demonstrates that Texas businesses were ready for deregulation and eager to experience the positive benefits of competition," says Scott Hart, president of Texas Commercial Energy, a REP. The snafus with the system can be worked out, he told Texas legislators recently. He cautioned against any type of "retrenchment."

Deregulation there has at times been tested. About one percent of customers have received erroneous bills. Congestion along the wires has been higher than expected. And, wholesale prices have been volatile. It's all led to more consumer complaints and worked to solidify the status of incumbents.

According to the public utility commission, Texans have filed more than 8,500 complaints this year. That's compared to nearly 2,100 last year. About 38 per cent were billing related while five per cent were for deceptive trade practices and 12 percent were for slamming, or switching customers over without their consent.

"New market entrants have used high-pressure door-to-door sales to acquire market share," says Randy Chapman, director of the Texas Legal Center in testimony before a Texas panel of state legislators. "The promises made during the sales pitch are often deceptive, if not outright lies."

While newcomers struggle to gain a footing, incumbents appear safe. Such companies as TXU Corp. and Reliant Energy still control 90 per cent of their home turfs. It's still too early to tell how the market will shake out, but Reliant has said that that three to five major companies will control most of it with several niche players surviving too. That's a sign of a fruitful marketplace, the company says, noting that similar dynamics are present in most industries.

Meanwhile, critics of deregulation maintain that lower fuel costs are mainly responsible for the reduction in prices. Moreover, a rate increase approved earlier in the year by the Texas PUC has all but wiped out the mandated six per cent rate cut, they say.

Fundamental Design

The stumbling blocks, however, are to be expected with any industry that goes through a fundamental restructuring. Chairwoman Klein is committed to deregulation and says that its success depends on arming consumers with knowledge as well as more aggressive market oversight -- not rolling the clock back.

Along those lines, she is calling for an increase in the cap on penalties that can be levied against companies. Right now, the fine for a single infraction is $5,000, although Klein says that $25,000 would give the state agency more tools to protect consumers. At the same time, the agency has beefed up its consumer complaint division.

She furthermore says that the agency has worked hard to assure that anyone who wants to switch will not be delayed or prevented by an intransigent incumbent. All such transactions are conducted through the Electric Reliability Council of Texas, which manages about 85 per cent of the state's transmission grid. It doesn't just act as an independent clearinghouse but also as a cop to ensure no conflicts of interests.

Inevitably, prices will go up and down. Deregulation does not guarantee lower rates than otherwise -- only that people will pay the market price for their power. It is the job of the regulators to limit market disturbances. To get to that point, they must assure that the barriers to entry are knocked down and that consumers won't get swindled in the process. If competition is firmly rooted, customers will have the opportunity to choose a provider that has better prices or superior services.

"We have been able to get all the building blocks in synch," says Klein. "That is where competition succeeds or fails."

Texas, clearly, will not be another California. Still, the threshold it must surpass is far greater. In essence, the marketplace there must thrive. Its deliberate approach to restructuring appears to be working. If it proves a resounding success, it may inspire other states to go forth.

The City of Peterborough said Wednesday it has agreed to sell Peterborough Distribution Inc. to Hydro One for $105 million, amid a period when Hydro One shares fell after leadership changes.

The deal requires approval from the Ontario Energy Board before it can proceed.

According to the city, the deal includes a one per cent distribution rate reduction and a five-year freeze in distribution rates for customers, plus:

  • A second five-year period with distribution rate increases limited to inflation and an earnings sharing mechanism to offset rates in year 11 and onward
  • Protections for PDI employees with employees receiving employment offers to move to Hydro One
  • A sale price of $105 million
  • An agreement to develop a regional operations centre and new fleet maintenance facility in Peterborough

“Hydro One was unique in its ability to offer new investment and job creation in our community through the addition of a new operations centre to serve customers throughout the broader region,” Mayor Daryl Bennett said.

“We’re surrounded by Hydro One territory — in fact, we already have Hydro One customers within the City of Peterborough and new subdivisions will be in Hydro One territory. Hydro One will be able to create efficiencies by better utilizing its existing infrastructure, benefiting customers and supporting growth.”

The sale comes after months of negotiations amid investor concerns about Hydro One’s uncertainties. At one point, it looked like the sale wouldn’t go through, after it was announced that Hydro One had walked away from the bargaining table.

City council approved the sale of PDI in December 2016, despite a strong public opposition and debate over proposals to make hydro public again among some parties.

Elsewhere in Canada, political decisions around utilities have also sparked debate, as seen when Manitoba Hydro faced controversy over policy shifts.

NB Power launches public charging network for EVs

NB Power eCharge Network expands EV charging in New Brunswick with fast chargers, level 2 stations, Trans-Canada Highway coverage, and green infrastructure, enabling worry-free electric vehicle travel and lower emissions across the province.

NB Power announced Friday the eCharge Network, the province’s first electric vehicle charging network aimed at giving drivers worry-free travel everywhere in the province.

The network includes 15 locations along the province’s busiest highways where both fast-chargers and level-2 chargers will be available. In addition, nine level-2 chargers are already located at participating municipalities and businesses throughout the province. The new locations will be installed by the end of 2017.

NB Power is working with public and private partners to add to the network to enable electric vehicle owners to drive with confidence and to encourage others to make the switch from gas to electric vehicles, supported by a provincial rebate program now available.

“We are incredibly proud to offer our customers and visitors to New Brunswick convenient charging with the launch of our eCharge Network,” said Gaëtan Thomas, president and CEO of NB Power. “Our goal is to make it easy for owners of electric vehicles to drive wherever they choose in New Brunswick, and to encourage more drivers to consider an electric vehicle for their next purchase.”

An electric vehicle owner in New Brunswick can shrink their vehicle carbon footprint by about 80 per cent while reducing their fuel-related costs by about 75 per cent, according to NB Power, and broader grid benefits are being explored through Nova Scotia's vehicle-to-grid pilot across the region.

In addition to the network of standard charging stations, the eCharge network will also include 400 volt fast-charging stations along the Trans-Canada Highway and in the northern parts of New Brunswick. The first of their kind in New Brunswick, these 15 fast-charging stations, similar to Newfoundland and Labrador's newly completed fast-charging network connecting communities, will enable all-electric vehicles to recharge in as little as 20 to 30 minutes. Fast-charge sites will include standard level-2 stations for both battery electric vehicles and plug-in hybrids.

NB Power will install fast-charge and level-2 sites at five locations throughout northern New Brunswick, addressing northern coverage challenges seen elsewhere, such as Labrador's infrastructure gaps today, which will be cost-shared with government. Locations include the areas of Saint-Quentin/Kedgwick, Campbellton, Bathurst, Tracadie, and Miramichi.

“Our government understands that embracing the green economy and reducing our carbon footprint is a priority for New Brunswickers,” said Environment and Local Government Minister Serge Rousselle. “Our climate change action plan calls for a collaborative approach to creating the strategic infrastructure to support electric vehicles throughout all regions in the province, and we are pleased to see this important step underway. New Brunswickers will now have the necessary network to adopt new methods of transportation and contribute to our provincial plan to increase the number of electric vehicles on the road and will help meet emission reduction targets as we work to combat climate change.”

An investment of $500,000 from Natural Resources Canada will go towards purchasing and installing the charging stations for the 10 fast-charging stations along the Trans-Canada Highway.

“The eCharge Network will make it easier for Canadians to choose cleaner options and helps put New Brunswick’s transportation system on a path to a lower-carbon future,” said Moncton-Riverview-Dieppe MP Ginette Petitpas Taylor. “The Government of Canada continues to support green infrastructure in the transportation sector that will advance Canada’s efforts to build a clean economy, create well-paying jobs, and achieve our climate change goals.”

In early 2025, wind power has significantly strengthened its position in the United States' electricity generation portfolio. According to data from the Federal Energy Regulatory Commission (FERC), wind energy accounted for 30.1% of the new electricity capacity added in January 2025, and as the most-used renewable source in the U.S., it also surpassed the previous record set in 2024. This growth is attributed to substantial projects such as the 390.4 MW Cedar Springs Wind IV and the 330.0 MW Boswell Wind Farm in Wyoming, along with the 300.0 MW Prosperity Wind Farm in Illinois and the 201.0 MW Golden Hills Wind Farm Expansion in Oregon. 

The expansion of wind energy capacity is part of a broader trend where solar and wind together accounted for over 98% of the new electricity generation capacity added in the U.S. in January 2025. This surge is further supported by the federal government's Inflation Reduction Act (IRA) and broader policy support for renewables, which has bolstered incentives for renewable energy projects, leading to increased investments and the establishment of new manufacturing facilities. 

By April 2025, clean electricity sources, including wind and solar, were projected to surpass 51% of total utility-scale electricity generation in the U.S., building on a 25.5% renewable share seen in recent data, marking a significant milestone in the nation's energy transition. This achievement is attributed to a combination of factors: a seasonal drop in electricity demand during the spring shoulder season, increased wind speeds in key areas like Texas, and higher solar production due to longer daylight hours and expanded capacity in states such as California, Arizona, and Nevada, supported by record installations across the solar and storage industry. 

Despite a 7% decline in wind power production in early April compared to the same period in 2024—primarily due to weaker wind speeds in regions like Texas—the overall contribution of wind energy remained robust, supported by an 82% clean-energy pipeline that includes wind, solar, and batteries. This resilience underscores the growing reliability of wind power as a cornerstone of the U.S. electricity mix. 

Looking ahead, the U.S. Department of Energy projects that wind energy capacity will continue to grow, with expectations of adding between 7.3 GW and 9.9 GW in 2024, and potentially increasing to 14.5 GW to 24.8 GW by 2028. This growth is anticipated to be driven by both onshore and offshore wind projects, with onshore wind representing the majority of new additions, continuing a trajectory since surpassing hydro capacity in 2016 in the U.S.

Early 2025 has witnessed a notable increase in wind power's share of the U.S. electricity generation mix. This trend reflects the nation's ongoing commitment to expanding renewable energy sources, especially after renewables surpassed coal in 2022, supported by favorable policies and technological advancements. As the U.S. continues to invest in and develop wind energy infrastructure, the role of wind power in achieving a cleaner and more sustainable energy future becomes increasingly pivotal.

FPL Proposes Significant Rate Hikes Over Four Years

Florida Power & Light (FPL), the state's largest utility provider, has submitted a proposal to the Florida Public Service Commission (PSC) seeking a substantial increase in customer base rates over the next four years, amid ongoing scrutiny, including a recent hurricane surcharge controversy that heightened public attention.

Rationale Behind the Rate Increase

FPL's request is primarily influenced by Florida's robust population growth. Since 2021, the utility has added about 275,000 customers and projects an additional 335,000 by the end of 2029. This surge necessitates significant investments in transmission and distribution infrastructure, including poles, wires, transformers, and substations, to maintain reliable service. Moreover, FPL aims to diversify its energy mix to shield customers from fuel price volatility, even as the state declined federal solar incentives that could influence renewable adoption, ensuring a stable and sustainable power supply.

Impact on Customer Bills

If approved, the proposed rate increases would affect residential customers as follows:

  • 2026: An estimated increase of $11.52 per month, raising the typical bill to $145.66.

  • 2027: An additional $6.05 per month, bringing the bill to $151.71.

  • 2028: A further increase of $3.64 per month, totaling $155.35.

  • 2029: An extra $2.06 per month, resulting in a final bill of $157.41.

These adjustments represent a cumulative increase of approximately 22% over the four-year period, while in other regions some customers face sharper spikes, such as Pennsylvania's winter price increases this season.

Comparison with Previous Rate Hikes

This proposal follows a series of rate increases approved in recent years, as California electricity bills have soared and prompted calls for action in that state. For instance, Tampa Electric Co. (TECO) received approval for rate hikes totaling $287.9 million in 2025, with additional increases planned for 2026 and 2027. Consumer groups have expressed intentions to challenge these rate hikes, indicating a trend of growing scrutiny over utility rate adjustments.

Regulatory Review Process

The PSC is scheduled to review FPL's rate increase proposal in the coming months. A staff recommendation is expected by March 14, 2025, with a final decision anticipated at a commission conference on March 20, 2025. This process allows for public input and thorough evaluation of the proposed rate changes, while elsewhere some utilities anticipate stabilization, such as PG&E's 2025 outlook in California.

Customer and Consumer Advocacy Responses

The proposed rate hikes have elicited concerns from consumer advocacy groups. Organizations like Food & Water Watch have criticized the scale of the increase, labeling it as the largest rate hike request in U.S. history, amid mixed signals such as Gulf Power's one-time 40% bill decrease earlier this year. They argue that such substantial increases could place undue financial strain on households, especially those with fixed incomes.

Additionally, the Florida Public Service Commission has faced challenges in approving rate hikes for other utilities, such as TECO, and a recent Florida court decision on electricity monopolies that may influence the policy landscape, with consumer groups planning to appeal these decisions. This backdrop of heightened scrutiny suggests that FPL's proposal will undergo rigorous examination.

As Florida continues to experience rapid growth, balancing the need for infrastructure development and reliable energy services with the financial impact on consumers remains a critical challenge. Don't be taken in by scammers threatening to shut off electricity: Manitoba Hydro

Manitoba Hydro Phone Scam targets small businesses with disconnection threats, prepaid card payments, caller ID spoofing, phishing texts, and door-to-door fraud; hang up, verify your account directly, and never share banking information.

Manitoba Hydro is warning customers, particularly small business owners, to be wary of high-pressure scammers, as Ontario utilities warn of scams in other provinces, threatening to shut off their electricity.

The callers demand the customer to make immediate payment by a prepaid card. Often, the calls are made in the middle of the day at a busy time, frightening the customer with aggressive threats about disconnection, as hydro disconnections have made headlines elsewhere, says hydro spokesman Bruce Owen.

"They tell them 'we have a truck on the way to cut off your power. If you don't pay in the next hour you're out of luck,'" he said.

"And because these folks have inventory in freezers and they have customers … they're willing to fork over several hundred or even several thousand dollars on a prepaid card to somebody they don't know to keep the lights on."

Maybe the business owners can't recall, with everything happening, including discussions about Hydro One peak rates in Ontario, if they've made their payments on time. They start second-guessing and believing the person on the other line, Owen says.

And they worry about losing thousands of dollars in business if they lose power. So they're more than willing to run out to a store, buy a prepaid debit card and provide the number to the caller.

"Their goal is to manipulate you into sending money before you figure out it's a scam," said Chris McColm, hydro's security and investigations supervisor. "These people are crooks and you should hang up on them."

For any customers that are in arrears, hydro will work with them to resolve the issue, Owen said.

"We do not have to take that extreme measure of cutting off or disconnecting anybody. That's not the business we're in — we don't strong arm people that way," he said.

"Anybody who's threatening to cut off your power with an hour or half-an-hour notice, well it's it's no better than someone waiting around the corner, waiting the club you over the head in the dark of night. That's what they are."

 

Fraud reports soar

The power utility has recorded a nearly-300 per cent jump in the number of fraud-related complaints this year over 2017. There have been 862 phone, text and e-mail scams and that could still go much higher.

The current statistics from 2018 have only calculated up to Oct. 31. In 2017, there were 221.

That jump in numbers doesn't necessarily mean there are more scammers out there.

It could simply mean people are finally getting wise to fraudsters and reporting it more, Owen says.

"At the same token, we don't hear of everybody who's been taking advantage of because once they've found out that they've been hoodwinked they don't want to tell anybody because they're so embarrassed," he said.

"These scammers can be very convincing and anyone can be victimized," McColm said.

If you are able to think clearly when some high-pressure caller gets you on the line, Owen suggests asking a few simple questions to challenge their legitimacy:

  • What street am I on?
  • What does my business look like? 
  • What's the weather outside right now?

Phone scammers can falsify their caller ID information to make it appear they're calling from a local number, but what you'll find is most of them aren't in Winnipeg or Manitoba and likely not even this country or continent, Owen says.

The key to being safe is simply to never give out banking information, Owen says. It's a message that has been stressed for years and 80-90 per cent of people understand it, but it's that other 10-20 per cent that are still being victimized.And it's not just phone calls. Many other fraud-related complaints to Manitoba Hydro this year concerned unsolicited text messages to customers saying they had been overbilled, or faced retroactive charges elsewhere, and were eligible for a refund.

This scam is also aimed at getting a customer's personal banking information, under the guise of having money put back into their account.

Also, many people, especially seniors living alone, continue to be targeted by aggressive door-to-door fraudsters, and cases like the electricity theft ring in Montreal underscore the risks, McColm says. However, he adds, hydro employees always display photo ID and will never demand to come into a home.

Two new electricity interconnectors planned for UK

Ofgem UK Electricity Interconnectors will channel subsea cables, linking Europe, enabling energy import/export, integrating offshore wind via multiple-purpose interconnectors, boosting grid stability, capacity, and investment under National Grid analysis to 2030 targets.

Ofgem has opened bids to build two electricity interconnectors between the UK and continental Europe as part of the broader UK grid transformation now underway.

The energy regulator said this would “bring forward billions of pounds of investment” in the subsea cables, such as the Lake Erie Connector, which can import cheaper energy when needed and export surplus power from the UK when it is available.

Developers will be invited to submit bids to build the interconnectors next year. Ofgem will additionally run a pilot scheme for ‘multiple-purpose interconnectors’, which are used to link clusters of offshore wind farms and related innovations like an offshore vessel chargepoint to an interconnector.

This forms part of the UK Government drive to more than double capacity by 2030, and to manage rising electric-vehicle demand, as discussed in EV grid impacts, in support of its target of quadrupling offshore wind capacity by the same date.

Interconnectors provide some 7 per cent of UK electricity demand. The UK so far has seven electricity interconnectors linked to Ireland, France, Belgium, the Netherlands and Norway, while projects like the Ireland-France connection illustrate broader European grid integration.

Balfour Beatty won a £90m contract for onshore civil engineering works on the Viking Link Norway interconnector, which is due to come into operation in 2023, while London Gateway's all-electric berth highlights related port electrification.

It said that interconnector developers have in the past been allowed to propose their preferred design, connection location and sea route to the connecting country. Ofgem has now said it may decide to consider only those projects that meet its requirements based on an analysis of location and capacity needs by National Grid.

Ofgem has not specified that the new interconnectors must link to any specific place or country, but may do so later, as priorities like the Cyprus electricity highway illustrate emerging directions.
