Ontario is in talks with TransAlta Corp. aimed at getting a C$500 million ($380 million) power plant running full-out to help avoid electricity shortages in Canada's biggest market, the minister in charge said recently.

The talks are part of several initiatives by the Ontario government to convince private-sector generators that the chaos that enveloped past efforts to restructure the province's huge power industry are over, Energy Minister Dwight Duncan said.

"We want to make sure that they continue to see that Ontario is a place to invest," Duncan told reporters after speaking to a business audience in Calgary.

"I had a good meeting with them recently, and I guess if I could say just anything at this point, I think we're going to be able to resolve this issue ... in a timely fashion."

Duncan is trying to spread the message that his Liberal government, elected late last year in the province of 12 million people, is setting policies to replace years of uncertainty that has led to insufficient generation capacity.

One thorny issue is the 575 megawatt cogeneration plant in Sarnia, Ontario, run by Calgary-based TransAlta. Completed last year, it is running at just 100 to 150 MW because sales into the provincial grid are not profitable.

TransAlta built the plant expecting Ontario's power market would be fully deregulated. When wholesale prices soared two years ago, the previous Conservative government capped soaring rates after a huge public outcry.

"We have essentially a brand new natural gas-fired plant that can produce 500 'megs' of juice sitting there not working," Duncan said. "That was huge cost to them through no fault of their own."

Ontario, Canada's industrial heartland, hopes to convince TransAlta and other Alberta players, like TransCanada Corp., Atco Ltd. and Epcor Utilities, to build more gas-fired plants as power supplies are expected to tighten again in about 18 months.

That is when Duncan moves ahead with his government's plans to start shutting down coal-fired plants to fight smog.

The province also must convince private-sector players that government-owned Ontario Power Generation will not have undue influence over the market, he said.

Ontario will require C$25 billion to C$40 billion in investment in new power plants, refurbishments of aging nuclear facilities and other items through 2025 in what Duncan said will be the country's biggest-ever peacetime investment.

Last January, Ontario called for proposals to build 2,500 MW of either new generation or conservation schemes, and aims to sign deals by 2005. It has also called on the industry for 300 MW of wind, solar or biomass energy capacity.

For its part, TransAlta is encouraged by Duncan's moves, if not still wary of making new investments that could end up hamstrung by unexpected policy changes, an official said.

"Are we ready to jump in with both feet? Right now we're taking the minister at his word. We believe that he's an honorable man and we have no reason to think otherwise. So we expect to be treated fairly," TransAlta vice-president Tom Rainwater said.

"When we are, then we would look at the next stage (of investment), once we've taken care of the Sarnia affair."

Ukraine's nuclear infrastructure, including the Zaporizhzhia Nuclear Power Plant—the largest in Europe—relies heavily on a stable power supply to maintain critical cooling systems and other safety measures. Newfoundland and Labrador's Crown energy corporation reported a pandemic-related profit loss from the first quarter of 2020 on Tuesday, along with further complications to the beleaguered Muskrat Falls hydroelectric project.

Nalcor Energy recorded a profit loss of $171 million in the first quarter of 2020, down from a $92 million profit in the same period last year, due in part to falling oil prices during the COVID-19 pandemic.

The company released its financial statements for 2019 and the first quarter of 2020 on Tuesday, and officials discussed the numbers in a livestreamed presentation that detailed the impact of the global health crisis on the company's operations.

The loss in the first quarter was caused by lower profits from electricity sales and a drop in oil prices due to the pandemic and other global events, company officials said.

The novel coronavirus also added to the troubles plaguing the Muskrat Falls hydroelectric dam on Labrador's Churchill River, amid Quebec-N.L. energy tensions that long predate the pandemic.

Work at the remote site stopped in March over concerns about spreading the virus. Operations have been resuming slowly, with a reduced workforce tackling the remaining jobs.

Officials with Nalcor said it will likely be another year before the megaproject is complete.

CEO Stan Marshall estimates the months of delays could bring the total cost to $13.1 billion including financing, up from the previous estimate of $12.7 billion -- though the total impact of the coronavirus on the project's price tag has yet to be determined.

"If we're going to shut down again, all of that's wrong," Marshall said. "But otherwise, we can just carry on and we'll have a good idea of the productivity level. I'm hoping that by September we'll have a more definitive number here."

The 824 megawatt hydroelectric dam will eventually send power to Newfoundland, and later Nova Scotia, through subsea cables, even as Nova Scotia boosts wind and solar in its energy mix.

It has seen costs essentially double since it was approved in 2012, and faced significant delays even before pandemic-forced shutdowns in North America and around the world this spring.

Cost and schedule overruns were the subject of a sweeping inquiry that held hearings last year, while broader generation choices like biomass use have drawn scrutiny as well.

The commissioner's report faulted previous governments for failing to protect residents by proceeding with the project no matter what, and for placing trust in Nalcor executives who "frequently" concealed information about schedule, cost and related risks.

Some of the latest delays have come from challenges with the development of software required to run the transmission link between Labrador and Newfoundland, where winter reliability issues have been flagged in reports.

The software is still being worked out, Marshall said Tuesday, and the four units at the dam will come online gradually over the next year.

"It's not an all or nothing thing," Marshall said of the final work stages.
Nalcor's financial snapshot follows a bleak fiscal update from the province this month. The Liberal government reported a net debt of $14.2 billion and a deficit of more than $1.1 billion, even as a recent Churchill Falls deal promised new revenues for the province, citing challenges from pandemic-related closures and oil production shutdowns.

Finance Minister Tom Osborne said at the time that help from Ottawa will be necessary to get the province's finances back on track.

Muskrat Falls represents about one-third of the province's debt, and is set to produce more power than the province of about half a million people requires. Anticipated rate increases due to the ballooning costs and questions about Muskrat Falls benefits have posed a significant political challenge for the provincial government.

Ottawa has agreed to work with Newfoundland and Labrador on a rewrite of the project's financial structure, scrapping the format agreed upon in past federal-provincial loan agreements in order to ease the burden on ratepayers, while some argue independent planning would better safeguard ratepayers.

Marshall, a former Fortis CEO who was brought in to lead Nalcor in 2016, has called the project a "boondoggle" and committed to seeing it completed within four years. Though that plan has been disrupted by the pandemic, Marshall said the end is in sight.

"I'm looking forward to a year from now. And I hope to be gone," Marshall said.

Shortfalls in Europe's hydro and nuclear output have more than offset record electricity generation from wind and solar power sites over the first quarter of 2023, leaving the region vulnerable to acute energy shortages for the second straight year.

European countries fast-tracked renewable energy capacity development in 2022 in the wake of Russia's invasion of Ukraine last February, which upended natural gas flows to the region and sent power prices soaring.

Europe lifted renewable energy supply capacity by a record 57,290 megawatts in 2022, or by nearly 9%, according to the International Energy Agency (IRENA), amid a scramble to replace imported Russian gas with cleaner, home-grown energy.

However, steep drops in both hydro and nuclear output - two key sources of non-emitting energy - mean Europe's power producers have limited ways to lift overall electricity generation, as the region is losing nuclear power at a critical moment, just as the region's economies start to reboot after last year's energy shock.

POWER PLATEAU
Europe's total electricity generation over the first quarter of 2023 hit 1,213 terawatt hours, or roughly 6.4% less than during the same period in 2022, according to data from think tank Ember.

At the same time, European power hits records during extreme heat as plants struggle to cool, exacerbating supply risks.

As Europe's total electricity demand levels were in post-COVID-19 expansion mode in early 2022 before Russia's so-called special operation sent power costs to record highs amid debates over how electricity is priced in Europe, it makes sense that overall electricity use was comparatively stunted in early 2023.

However, efforts are now underway to revive activity at scores of European factories, industrial plants and production lines that were shuttered or curtailed in 2022, so Europe's collective electricity consumption totals are set to trend steadily higher over the remainder of 2023.

With Russian natural gas unavailable in the previous quantities due to sanctions and supply issues, Europe's power producers will need to deploy alternative energy sources, including renewables poised to eclipse coal globally, to feed that increase in power demand.

And following the large jump in renewable capacity brought online in 2022, utilities can deploy more low-emissions energy than ever before across Europe's electricity grids.
