President Obama’s proposed budget cuts off most money for the Yucca Mountain nuclear waste project, a decision that fulfills a campaign promise and wins the president political points in Nevada — but raises new questions about what to do with radioactive waste from the nation’s nuclear power plants.

The decision could cost the federal government additional billions in payments to the utility industry, and if it holds up, it would mean that most of the $10.4 billion spent since 1983 to find a place to put nuclear waste was wasted.

A final decision to abandon the repository would leave the nation with no solution to a problem it has struggled with for half a century.

Lawyers are predicting tens of billions of dollars in damage suits from utilities that must pay to store their wastes instead of having the government bury them, with the figure rising by about a half-billion dollars for each year of additional delay.

The courts have already awarded the companies about $1 billion, because the government signed contracts obligating it to begin taking the waste in 1998, but seems unlikely to do so for years. The nuclear industry says it may demand the return of the $22 billion that it has paid to the Energy Department to establish a repository, but that the government has not yet spent.

The spent fuel that emerges from nuclear power plants has been accumulating for decades in steel-lined pools or giant steel-and-concrete casks near the reactors.

Yucca Mountain, a ridge of volcanic rock about 100 miles northwest of Las Vegas, has been the leading candidate site for a repository since the 1980s. But it was not selected by any scientific process of elimination; it was selected from a list in 1987 by Congress, which declared it dry and remote enough.

Scientific concerns have since emerged, including the realization that water flows through Yucca Mountain a lot faster than initially believed. That raises the prospect that the nuclear waste would leach over time, polluting the water table. The scientific merit of the site has not been established by independent judges.

Nevada has fought the project bitterly in court and in Congress. The ascension of Harry Reid, a Nevada Democrat, as Senate majority leader, and President ObamaÂ’s campaign promise to stop the Yucca Mountain depository and look for alternatives may finally settle the question.

In fact, the political wind is blowing so strongly against using Yucca Mountain that the nuclear industry’s trade association is not opposing Mr. Obama head-on. Instead, in response to his budget proposal, it called for creation of an independent panel to study how the government should meet its “legal and moral obligation” to take the waste. Mr. Obama himself is calling for more study.

Mr. Reid does not appear to have the votes to kill the Yucca Mountain depository entirely, because many members of Congress want to stick with the consensus they achieved two decades ago to bury the waste there. If Congress changes the law that designates Yucca Mountain as the prime candidate, said Edward F. Sproat III, who was the Energy Department official in charge of the depository project for the last two and a half years of the Bush administration, “everybody knows their state is going to be back in play.”

The siteÂ’s suitability is supposed to be established in hearings by the Nuclear Regulatory Commission, which must decide whether to license the repository. Now, the Obama administration is proposing to provide only enough money that project officials can answer questions from the hearings. Eliot Brenner, a commission spokesman, said the hearings would proceed.

“What happens once we say yes or no is out of our hands,” Mr. Brenner said.

Opponents of nuclear power contend that the nationÂ’s failure to find a permanent repository for the waste is a reason to shut down nuclear reactors and forget about building more.

Abandonment of the Yucca Mountain depository would be a blow for the nuclear industry, which is hoping to begin work on new reactors for the first time in 30 years.

If the commission does not issue its decision until the next administration, that could keep Yucca Mountain viable.

The Ontario government is helping large industrial and commercial companies return to full levels of operation without the fear of electricity costs spiking by providing more stable electricity pricing for two years. Effective immediately, companies that participate in the Industrial Conservation Initiative (ICI) will not be required to reduce their electricity usage during peak hours or shift some load to ultra-low overnight pricing where applicable, as their proportion of Global Adjustment (GA) charges for these companies will be frozen.

"Ontario's industrial and commercial electricity consumers continue to experience unprecedented economic challenges during COVID-19, with electricity relief for households and small businesses introduced to help," said Greg Rickford, Minister of Energy, Northern Development and Mines. "Today's announcement will allow large industrial employers to focus on getting their operations up and running and employees back to work, instead of adjusting operations in response to peak electricity demand hours."

Due to COVID-19, electricity consumption in Ontario has been below average as fall in demand as people stayed home across the province, and the province is forecast to have a reliable supply of electricity, supported by the system operator's staffing contingency plans during the pandemic, to accommodate increased usage. Peak hours generally occur during the summer when the weather is hot and electricity demand from cooling systems is high.

"Today's action will reduce the burden of anticipating and responding to peak hours for more than 1,300 ICI participants with 2,000 primarily industrial facilities in Ontario," said Bill Walker, Associate Minister of Energy. "Now these large employers can focus on getting their operations back up and running at full tilt and explore new energy-efficiency programs to manage costs."

The government previously announced it was providing temporary relief for industrial and commercial electricity consumers that do not participate in the Regulated Price Plan (RPP) by deferring a portion of GA charges for April, May and June 2020 and by extending off-peak rates for many customers, as well as a disconnect moratorium extension for residential electricity users.

B.C. electricity demand hits an all-time high

BC Hydro says the province set a new record for peak electricity demand on Monday as temperatures hit extreme lows, and Quebec shattered consumption records during similar cold weather.

Between 5 and 6 p.m. on Dec. 27, demand for electricity hit an all-time high of 10,902 megawatts, which is higher than the previous record of 10,577 megawatts set in 2020, and follows a record-breaking year in 2021 for the utility.

“The record represents a single moment in the hour when demand for electricity was the highest yesterday,” says Simi Heer, BC Hydro spokesperson, in a statement. “Most of the increase is likely due to additional home heating required during this cold snap.”

In addition to the peak demand record on Monday, BC Hydro has observed an overall increase in electricity demand since Friday, and has noted that cryptocurrency mining electricity use is an emerging load in the province as well. Monday’s hourly peak demand was 18 per cent higher than Friday’s, while Calgary's electricity use soared during a frigid February, underscoring how cold snaps strain regional grids.

“BC Hydro has enough supply options in place to meet increasing electricity demand,” adds Heer, and pointed to customer supports like a winter payment plan for households managing higher bills. “However, if British Columbians want to help ease some of the demand on the system during peak times, we encourage shifting activities like doing laundry or running dishwashers to earlier in the day or later in the evening.”

BC Hydro is also offering energy conservation tips for people looking to lower their electricity use and their electricity bills, noting that Earth Hour once saw electricity use rise in the province:

Manage your home heating actively by turning the heat down when no one his home or when everyone is sleeping. Consider installing a programmable thermostat to automatically adjust temperatures at different times based on your family's activities, and remember that in warmer months wasteful air conditioning can add $200 to summer energy bills. BC Hydro recommends the following temperatures:

16 degrees Celsius when sleeping or away from home
21 degrees Celsius when relaxing, watching TV
18 degrees Celsius when doing housework or cleaning

The Province and Natural Resources Canada (NRCan) are making it more affordable for people to install electric vehicle (EV) charging stations in their homes, businesses and communities, as EV demand ramps up across the province.

B.C. residents, businesses and municipalities can receive higher rebates for EV charging stations through the CleanBC Go Electric EV Charger Rebate and Fleets programs. For a limited time, funding will cover as much as 75% of eligible purchase and installation costs for EV charging stations, which is an increase from the previous 50% coverage.

“With electric vehicles representing 13% of all new light-duty vehicles sold in B.C. last year, our province has the strongest adoption rate of electric vehicles in Canada. We’re positioning ourselves to become leaders in the EV industry,” said Bruce Ralston, B.C.’s Minister of Energy, Mines and Low Carbon Innovation. “We’re working with our federal partners to increase rebates for home, workplace and fleet charging, and making it easier and more affordable for people to make the switch to electric vehicles.”

With a $2-million investment through NRCan’s Zero-Emission Vehicle Infrastructure Program (ZEVIP) to top up the Province’s EV Charger Rebate program, workplaces, condominiums and apartments can get a rebate for a Level 2 charging station for as much as 75% of purchase and installation costs to a maximum of $5,000. As many as 360 EV chargers will be installed through the program.

“We’re making electric vehicles more affordable and charging more accessible where Canadians live, work and play,” said Jonathan Wilkinson, federal Minister of Natural Resources. “Investing in more EV chargers, like the ones announced today in British Columbia, will put more Canadians in the driver’s seat on the road to a net-zero future and help achieve our climate goals.”

Through the CleanBC Go Electric Fleets program and in support of B.C. businesses that own and operate fleet vehicles, NRCan has invested $1.54 million through ZEVIP to top up rebates. Fleet operators can get combined rebates from NRCan and the Province for a Level 2 charging station as much as 75% to a maximum of $5,000 of purchase and installation costs, and 75% to a maximum of $75,000 for a direct-current, fast-charging station. As many as 450 EV chargers will be installed through the program.

CleanBC is a pathway to a more prosperous, balanced and sustainable future. It supports government’s commitment to climate action to meet B.C.’s emission targets and build a cleaner, stronger economy.

Investigation reveals power company 'gamed' $100M from Ontario's electricity system

Goreway Power Station Overbilling exposed by Ontario Energy Board shows IESO oversight failures, GCG gaming, and $100M in inappropriate payments at the Brampton natural gas plant, penalized with fines and repayments impacting Ontario ratepayers.

Hydro customers shelled out about $100 million in "inappropriate" payments to a natural gas plant that exploited flaws in how Ontario manages its private electricity generators, according to the Ontario Energy Board.

The company operating the Goreway Power Station in Brampton "gamed" the system for at least three years, according to an investigation by the provincial energy regulator. 

The investigation also delivers stinging criticism of the provincial government's Independent Electricity System Operator (IESO), slamming it for a lack of oversight. The probe by the Ontario Energy Board's market surveillance panel was completed nearly a year ago, but was only made public in November because it was buried on its website without a news release. CBC News is the first media outlet to report on the investigation.  

The excess payments to Goreway Power Station included:

  • $89 million in ineligible expenses billed as the costs of firing up power production. 
  • $5.6 million paid in three months from a flaw in how IESO calculated top-ups for the company committing to generate power a day in advance.   
  • Of $11.2 million paid to compensate the company for IESO ordering it to start or stop generating power, the investigation concluded "a substantial portion ... was the result of gaming."  

Most privately-owned natural gas-fired plants in the province do not generate electricity constantly, but start and stop production in response to fluctuating market demand, even as the energy minister has requested an halt to natural gas generation across the grid.  IESO pays them a premium for the costs of firing up production, through what it calls "generation cost guarantee" programs. 

But the investigation found IESO did little checking into the details of Goreway Power Station's billings.

"Conservatively, at least $89 million of Goreway's submissions were clearly ineligible by any reasonable measure," concludes the report.

"Goreway routinely submitted what were obviously inappropriate expenses to be reimbursed by the IESO, and ultimately borne by Ontario ratepayers,"

The investigation panel found an "extraordinary pattern" to these billings by Goreway Power Station, suggesting the IESO should have caught on sooner. The company submitted more than $100 million in start-up operating and maintenance costs during the three-year period investigated — more than all other gas-fired generators in the province combined. The company's costs per start-up were more than double the next most expensive power generator. 

"Goreway repeatedly exploited defects in the GCG (generation cost guarantee) program, and in doing so received at least $89 million in gamed GCG payments." 

Company fined $10M

The investigation covered a three-year period from when Goreway Power Station began generating power in June 2009. Investigators said that delays in releasing documents slowed down their probe, and they only obtained all the records they needed in April 2016.

The investigating panel does not have the power to impose penalties on companies it found broke the rules. 

The IESO fined Goreway Power Station $10 million. The company has also repaid IESO "a substantial portion" of the excess payments it received during its first six years of operating, but the exact figure is blacked out in the investigation report that was made public.

"Goreway does not agree with many of the draft report's findings and conclusions, including any suggestion that Goreway engaged in gaming or that it deliberately misled the IESO," writes lawyer George Vegh on behalf of the company in a response to the investigation report, dated Aug. 1.

"Goreway has implemented initiatives designed to ensure that compliance is a chief operating principle."     

The power station, located near Highway 407 in Brampton, is a joint venture between Toyota Tsusho Corp. and JERA Co. Inc. During the period under scrutiny, the project was run by Toyota Tsusho and Chubu Electric Power Inc., both headquartered in Japan. 

Investigators fear 'same situation' exists today

The report blames the provincially-controlled IESO for creating a system with defects that allowed the over-billing. 

"Goreway was able to — and repeatedly did — exploit these defects," says the investigation report. It goes on to explain the flaws "have created opportunities for exploitation, to the serious financial disadvantage of Ontario's ratepayers," even as greening Ontario's grid could entail massive costs.

The investigation suggests IESO hasn't made adequate changes to ensure it won't happen again, at a time when an analysis of a dirtier grid is raising concerns.   

"Goreway stands as a clear example of how generators are able to exploit the generation costs guarantee regime," says the report.

"The Panel is concerned that the same situation remains in place today."

After CBC News broke the story Tuesday, the provincial government was forced to respond in question period, amid a broader push for new gas plants to boost electricity production. 

"Here we have yet another gas plant scandal in Peel region that's costing electricity customers over $100 million," said PC energy critic Todd Smith. He slammed "the incompetence of a government that once again failed to look out for electricity customers." 

Economic Development Minister Brad Duguid said: "There is no excuse for any company in this province to ever game the system."

Nine companies overbilled $200M: audit 

The IESO found out about the overbilling "some time ago," said Duguid.

"They fully investigated, they've recovered most of the cost, they delivered a $10 million fine — the biggest fine on record."

The program that Goreway exploited became the subject of an audit that the IESO launched in 2011. The agency uncovered $200 million in ineligible billings by nine power producers, wrote the IESO vice president for policy Terry Young in an email to CBC News.

The IESO has recovered up to 85 per cent of those ineligible costs, Young noted.

Reforms to the design of the the program have removed the potential for overpayments and made it more efficient, he said, even as Ontario weighs embracing clean power more broadly. Last year, its total annual costs dropped to $23 million, down from $61 million in 2014.

Ontario’s path toward meeting its 2030 greenhouse gas emissions target has taken a sharp turn for the worse, according to internal government documents obtained by Global News. The province, once on track to surpass its reduction goals, is now projected to miss them—largely due to rising emissions from electricity generation, even as the IEA net-zero electricity report highlights rising demand nationwide.

In October 2024, the Ford government’s internal analysis indicated that Ontario was on track to reduce emissions by 28 percent below 2005 levels by 2030, effectively exceeding its target. But a subsequent update in January 2025 revealed a grim reversal. The new forecast showed an increase of about eight megatonnes (Mt) of emissions compared to the previous model, with most of the rise attributed to the province’s energy policies.

“This forecast is about 8 Mt higher than the October 2024 forecast, mainly due to higher electricity sector emissions that reflect the latest ENERGY/IESO energy planning and assumptions,” the internal document stated.

While the analysis did not specify which policy shifts triggered the change, experts point to Ontario’s growing reliance on natural gas. The use of gas-fired power plants has surged to fill temporary gaps created by nuclear refurbishment projects and other grid constraints, even as renewable energy’s role grows. In fact, natural gas generation in early 2025 reached its highest level since 2012.

The internal report cited “changing electricity generation,” nuclear power refurbishment, and “policy uncertainty” as major risks to achieving the province’s climate goals. But the situation may be even worse than the government’s updated forecast suggests.

On Wednesday, Ontario’s auditor general warned that the January projections were overly optimistic. The watchdog’s new report concluded the province could fall even further behind its 2030 emissions target, noting that reductions had likely been overestimated in several sectors, including transportation—such as electric vehicle sales—and waste management. “An even wider margin” of missed goals was now expected, the auditor said.

Environment Minister Todd McCarthy defended the government’s position, arguing that climate goals must be balanced against economic realities. “We cannot put families’ financial, household budgets at risk by going off in a direction that’s not achievable,” McCarthy said.

The minister declined to commit to new emissions targets beyond 2030—or even to confirm that the existing goals would be met—but insisted efforts were ongoing. “We are continuing to meet our commitment to at least try to meet our commitment for the 2030 target,” he told reporters. “But targets are not outcomes. We believe in achievable outcomes, not unrealistic objectives.”

Environmental advocates warn that Ontario’s reliance on fossil-fuel generation could lock the province into higher emissions for years, undermining national efforts to decarbonize Canada’s electricity grid. With cleaning up Canada’s electricity expected to play a central role in both industrial growth and climate action, the province’s backslide represents a significant setback for Canada’s overall emissions strategy.

Other provinces face similar challenges; for example, B.C. is projected to miss its 2050 targets by a wide margin.

As Ontario weighs its next steps, the tension between energy security, affordability, and environmental responsibility continues to define the province’s path toward a lower-carbon future and Canada’s 2050 net-zero target over the long term.

Japan's government on Wednesday opened part of the last town that had been off-limits due to radiation since the Fukushima nuclear disaster nine years ago, in a symbolic move to show the region's recovery ahead of the Tokyo Olympics, even as grid blackout risks have drawn scrutiny nationwide.

The entire population of 7,000 was forced to evacuate Futaba after three reactors melted down due to damage at the town's nuclear plant caused by a magnitude 9. 0 quake and tsunami March 11, 2011.

The partial lifting of the entry ban comes weeks before the Olympic torch starts from another town in Fukushima, as new energy projects like a large hydrogen system move forward in the prefecture. The torch could also arrive in Futaba, about 4 kilometres (2.4 miles) from the wrecked nuclear plant.

Unrestricted access, however, is only being allowed to a 2.4 square-kilometre (less than 1 square-mile) area near the main Futaba train station, which will reopen later this month to reconnect it with the rest of the region for the first time since the accident. The vast majority of Futaba is restricted to those who get permission for a day visit.

The three reactor meltdowns at the town's Fukushima Dai-ichi nuclear power plant spewed massive amounts of radiation that contaminated the surrounding area and at its peak, forced more than 160,000 people to flee, even as regulators later granted TEPCO restart approval for a separate Niigata plant elsewhere in Japan.

The gate at a checkpoint was opened at midnight Tuesday, and Futaba officials placed a signboard at their new town office, at a time when the shutdown of Germany's last reactors has reshaped energy debates abroad.

“I'm overwhelmed with emotion as we finally bring part of our town operations back to our home town," said Futaba Mayor Shiro Izawa. “I pledge to steadily push forward our recovery and reconstruction."

Town officials say they hope to see Futaba’s former residents return, but prospects are grim because of lingering concern about radiation, and as Germany's nuclear exit underscores shifting policies abroad. Many residents also found new jobs and ties to communities after evacuating, and only about 10% say they plan to return.

Futaba's registered residents already has decreased by 1,000 from its pre-disaster population of 7,000. Many evacuees ended up in Kazo City, north of Tokyo, after long bus trips, various stopovers and stays in shelters at an athletic arena and an abandoned high school. The town's government reopened in a makeshift office in another Fukushima town of Iwaki, while abroad projects like the Bruce reactor refurbishment illustrate long-term nuclear maintenance efforts.

Even after radiation levels declined to safe levels, the region's farming and fishing are hurt by lingering concerns among consumers and retailers. The nuclear plant is being decommission in a process that will take decades, with spent fuel removal delays extending timelines, and it is building temporary storage for massive amounts of debris and soil from ongoing decontamination efforts.
