Did you ever see Dallas from a DC-9 at night?

Well Dallas is a jewel, oh yeah, Dallas is a beautiful sight. And Dallas is a jungle, but Dallas gives a beautiful light. Songwriter Jimmie Dale Gilmore's love letter to Big D's skyline evokes visions of Reunion Tower's blinking bulbs, the Bank of America building's green neon glow and the blazing red hues of Pegasus, perched atop downtown's Magnolia Hotel.

But these and thousands of other city lights could fall dark four hours each night under an ordinance Dallas City Council members will consider as part of a broader effort to conserve energy and reduce power plant emissions. According to an ordinance draft, businesses citywide would be required to switch off most of their exterior and signage lighting between 2 a.m. and 6 a.m. That includes:

- Decorative lighting, "such as lighting that illuminates or outlines a building's facades or elements";

- Lighting used to illuminate fountains, sculptures, flagpoles and other similar structures;

- Landscape illumination lighting;

- Lighting that illuminates premise signs, whether attached to or separate from a building.

Violators could face fines of up to $2,000. Among the ordinance's exemptions are security, hospital, traffic control, residential and transportation lighting. State and federal government facilities, as well as businesses open and operating between 2 a.m. and 6 a.m., would also be exempt, according to the ordinance.

"I applaud any of the efforts the city is trying to implement to try and get us to conserve. But we are a home for people who come from outside - a beacon for location," said Steve Vissotzky, general manager of the Hyatt Regency Dallas, which includes Reunion Tower - perhaps the city's best-known structure.

"It's really a landmark, and it gives people direction to my hotel. I would hope they'd include an exception for that." Said John Crawford, executive director of the business organization Downtown Dallas: "Dallas has a very unique skyline, and for that to go dark would take away from how people perceive the city.

If this is going to be a 24-7 downtown, I don't think that his ordinance will go over well with the people and businesses here." But Ann Drum, chairwoman of the Dallas Sierra Club, argues the benefits of slashing energy consumption citywide far outweigh the potential drawbacks of businesses going dark during hours when most Dallasites are sound asleep. "Are we trying to get more people on the streets between 2 a.m. and 6 a.m.? Is that a priority in this city?" Ms. Drum asked. "We should do anything we can do to reduce our usage of energy or emission that cause greenhouse gases so long as it doesn't significantly harm our quality of life. It sounds like a pretty commonsense plan to me."

Several city council members agree that Dallas must attempt to implement aggressive environmental regulations in a time when Dallas County's air quality is consistently poor during summer months. The council Wednesday will also consider strict regulations on idling trucks, pollutant-belching vehicles and where the city purchases its cement, among other measures. But even the council's most strident environmentalists say the lighting ordinance as written may require tweaking.

"The lighting ordinance would save an enormous amount of money and energy citywide," said Mayor Laura Miller, who's led efforts to prevent TXU Corp. from building traditional, coal-fired power plants in Texas that she says will degrade the region's air quality. "But you don't want to lop off your nose to spite your face. We may be more likely to require that premise signs be turned off. We'll have a good discussion about the rest" of the draft ordinance. City officials could not immediately provide estimates of how much energy Dallas would save, or how many tons of emissions would be prevented, through its ordinance.

At this juncture, the council should remain open to all energy reduction ideas, Deputy Mayor Pro Tem Elba Garcia said. "Dallas has been in the forefront of environmental issues recently, and this is a first good step in an effort to conserve energy - and it's a great opportunity for the council to discuss the issue," Dr. Garcia said.

District 11 City Council member Linda Koop, chairwoman of the council's Transportation and Environment Committee, says she expects the council to vote on portions of the overall emissions reduction plan Wednesday, but may further study elements of the ordinance. "We'll just have to have that conversation and see," Ms. Koop said.

"Obviously, there are benefits to the ordinance, in that it decreases energy consumption, which decreases emissions. There are probably some things we can do to address decorative lighting, though." The Tucson, Ariz.-based International Dark-Sky Association estimates more than 1,000 U.S. cities have passed some sort of "dark skies" ordinance. District 12 City Council member Ron Natinsky, for one, isn't convinced Dallas needs to join in.

Ontario's electricity demand is projected to increase by 75% by 2050, equivalent to adding four and a half cities the size of Toronto to the grid. This surge is driven by factors such as industrial electrification, population growth, and the transition to electric vehicles. In response, as Ontario confronts a looming shortfall in the coming years, the provincial government has initiated its most ambitious energy procurement plan to date, aiming to secure an additional 4,000 megawatts of capacity by 2030. For instance, emissions from the Portlands plant have surged from 188,000 tonnes in 2017 to over 600,000 tonnes in 2021, with projections indicating a potential increase to 1.65 million tonnes if the expansion proceeds as planned. 

Federal Regulations and Economic Implications

The federal government's proposed clean electricity regulations aim to achieve a net-zero electricity sector by 2035. However, Ontario's government has expressed concerns that these regulations could impose significant financial burdens. An analysis by the IESO suggests that complying with the new rules would require doubling the province's electricity generation capacity, potentially adding $35 billion in costs by 2050, while other estimates suggest that greening Ontario's grid could cost $400 billion over time. This could result in higher residential electricity bills, ranging from $132 to $168 annually starting in 2033.

PG&E restoring power after intentional shut-offs affect 20,500 customers

Pacific Gas and Electric Co. field crews have begun restoring power to approximately 20,500 customers in Butte and Yuba counties after the utility shut off electricity to reduce wildfire risk because of gusty winds and dry weather conditions.

More than half of the affected customers had electricity again as of 1:47 p.m. Sunday, according to PG&E, and by 4 p.m. all of Yuba County power had been restored.

The utility also cut electricity for about 1,600 customers in parts of Napa, Solano and Yolo counties, primarily in the Lake Berryessa area, in a PSPS event separate from statewide grid conservation alerts that can trigger rolling blackouts. Power to those areas was switched off at 6:15 a.m. Saturday but was restored by the evening.

As the danger subsided Sunday, utility workers, as part of PG&E's local response planning for winter storms, worked throughout Butte and Yuba counties to re-energize power lines. The shut-offs affected areas including eastern Chico, Oroville and fire-ravaged Paradise.

Technicians checked lines for damage or fire hazards, like vegetation that could interfere with live wires, Pasion said, as part of broader pandemic grid preparedness that informed utility protocols.

PG&E “patrolled approximately 800 miles of overhead power lines,” the company said in a statement. “Crews found instances of damage to de-energized equipment caused by the extreme weather event and are making necessary repairs.”

While the shut-offs inconvenienced businesses and homeowners, they also highlighted energy inequality across impacted neighborhoods, and some called 911 with emergencies and confusion.

A half hour into the shut-off Saturday night, Butte County sheriff’s dispatchers received a call from a person requesting a welfare check on an individual whose care required electricity, according to department call logs. Two calls overnight from the Magalia area requested medical assistance because residents had oxygen concerns for medically sensitive spouses.

One woman requested an ambulance because her “husband was running out of oxygen,” according to the logs.

Around 4:11 a.m. Sunday, a resident of Hidden Valley Mobile Home Park in Oroville called about a tree falling into a trailer, causing a power line to fall, but noted that the electricity was off.

In a comparable storm-related outage, Sudbury Hydro crews worked to reconnect service after severe weather in Ontario.

And there were multiple calls asking for information about the shut-off, including one caller around midnight who was “demanding PG&E turn his power back on.”

The calls led the Butte County Sheriff’s Office to tweet a reminder Sunday afternoon that 911 is reserved for emergencies and requests for information about the power shutdown should be done through PG&E.

The utility opened a community resource center at Harrison Stadium in Oroville (Butte County) on Sunday morning to provide restrooms, bottled water, power outlets and air conditioning to residents. About 40 people showed up at the center in the first few hours, officials said.

“It’s a small but steady stream,” Pasion said.

Power was being restored to parts of Oroville as of 11 a.m. Sunday.

PG&E officials said it could take up to 48 hours for power to be restored in some areas.

For perspective, during severe storms in Ontario, Hydro One crews restored power to more than 277,000 customers within days.

Senate Committee Advised by WIRES Counsel That Electric Transmission Still Faces Barriers to Development

Today, in a high-visibility hearing on U.S. energy delivery infrastructure before the United States Senate Committee on Energy and Natural Resources, WIRES Executive Director and Former FERC Chairman Jim Hoecker addressed the challenges and opportunities that confront the modern high-voltage grid as the industry strives to upgrade and expand it to meet the demands of consumers and the economy.

In prepared testimony and responses to Senators' questions, Hoecker urged the Committee to support industry efforts to expand and upgrade the transmission network and to help regulators, especially the Federal Energy Regulatory Commission (FERC action on aggregated DERs), promote certainty and predictability in energy policy and regulation. 

 

His testimony stressed these points:

Significant transmission investment is needed now to replace aging infrastructure like the aging grid risks to clean energy, reduce congestion costs, and deliver widespread benefits to customers.

Increasingly, the role of the transmission grid is to integrate new distributed resources and renewable energy into the electric system and make them available to the market.

The changing electric generation mix, including needed nuclear innovation, and the coming electrification of transportation, heating, and other segments of the American economy in the next quarter century will depend on a strong and adaptable electric system. A robust transmission grid will be the linchpin that will enable us to meet those demands.

"Transmission is the common element that will support all future electricity needs and provide a hedge against uncertainties and potential costly outcomes. The time is now to be proactive in encouraging additional investments in our nation's most crucial infrastructure: the electric transmission system," Hoecker said. 

Hoecker's testimony also emphasized that transmission investment will contribute to the overall resilience of the electric system by bringing multiple resources and technologies to bear on threats to the power system, including extreme weather and proposals like a wildfire-resilient grid bill, cyber or physical attacks, or other events. "Transmission gives us the optionality to adapt to whatever the future holds, and a modern and resilient transmission system, informed by Texas reliability improvements, will be the most valuable energy asset we have," says Nina Plaushin, president of WIRES and vice president of federal affairs, regulatory and communications for ITC Holdings Corp. 

Hoecker closed his testimony by emphasizing that the "electrification" scenario that is being discussed across multiple industries demands action now in order to ensure policy and regulatory certainty that will support needed transmission investment. More studies need to be conducted to better understand and define how this delivery network must be configured and planned in anticipation of this potential transformation in how we use electrical energy. British carbon tax leads to 93% drop in coal-fired electricity

A tax on carbon dioxide emissions in Great Britain, introduced in 2013, has led to the proportion of electricity generated from coal falling from 40% to 3% over six years, a trend mirrored by global coal decline in power generation, according to research led by UCL.

British electricity generated from coal fell from 13.1 TWh (terawatt hours) in 2013 to 0.97 TWh in September 2019, and was replaced by other less emission-heavy forms of generation such as gas, as producers move away from coal in many markets. The decline in coal generation accelerated substantially after the tax was increased in 2015.

In the report, 'The Value of International Electricity Trading', researchers from UCL and the University of Cambridge also showed that the tax—called Carbon Price Support—added on average £39 to British household electricity bills, within the broader context of UK net zero policies shaping the energy transition, collecting around £740m for the Treasury, in 2018.

Academics researched how the tax affected electricity flows to connected countries and interconnector (the large cables connecting the countries) revenue between 2015—when the tax was increased to £18 per tonne of carbon dioxide—and 2018. Following this increase, the share of coal-fired electricity generation fell from 28% in 2015 to 5% in 2018, reaching 3% by September 2019. Increased electricity imports from the continent, alongside the EU electricity demand outlook across member states, reduced the price impact in the UK, and meant that some of the cost was paid through a slight increase in continental electricity prices (mainly in France and the Netherlands).

Project lead Dr. Giorgio Castagneto Gissey (Bartlett Institute for Sustainable Resources, UCL) said: "Should EU countries also adopt a high carbon tax we would likely see huge carbon emission reductions throughout the Continent, as we've seen in Great Britain over the last few years."

Lead author, Professor David Newbery (University of Cambridge), said: "The Carbon Price Support provides a clear signal to our neighbours of its efficacy at reducing CO2 emissions."

The Carbon Price Support was introduced in England, Scotland and Wales at a rate of £4.94 per tonne of carbon dioxide-equivalent and is now capped at £18 until 2021.The tax is one part of the Total Carbon Price, which also includes the price of EU Emissions Trading System permits and reflects global CO2 emissions trends shaping policy design.

Report co-author Bowei Guo (University of Cambridge) said: "The Carbon Price Support has been instrumental in driving coal off the grid, but we show how it also creates distortions to cross-border trade, making a case for EU-wide adoption."

Professor Michael Grubb (Bartlett Institute for Sustainable Resources, UCL) said: "Great Britain's electricity transition is a monumental achievement of global interest, and has also demonstrated the power of an effective carbon price in lowering dependence on electricity generated from coal."

The overall report on electricity trading also covers the value of EU interconnectors to Great Britain, measures the efficiency of cross-border electricity trading and considers the value of post-Brexit decoupling from EU electricity markets, setting these findings against the global energy transition underway.

Published today, the report annex focusing on the Carbon Price Support was produced by UCL to focus on the impact of the tax on British energy bills, with comparisons to Canadian climate policy debates informing grid impacts.
