Three upstate power providers may have cost consumers money by artificially inflating auction bids, the nonprofit that operates the stateÂ’s power grid has told federal regulators.

New York State Independent System Operator filed the 51-page document with the Federal Energy Regulatory Commission, which asks if it can cap the plantsÂ’ bids in the future. The three power generators are outside New York City.

The “public” version of the filing, which is posted on NYISO’s Web site, does not name the power plants or how much their alleged inflated bids cost customers.

All commercial and residental customers that buy energy from NYISO or pay for energy based on NYISO prices would be affected by the inflated bids.

“Eventually, it would trickle down to them,” NYISO spokesman Gregor Wynnyczuk said.

A power provider could be the only bidder if a generator it operates is at a strategic location.

An independent study released earlier this year alleges that New YorkÂ’s consumers pay $2 billion a year more than they should for electricity because the stateÂ’s auction system is flawed.

The study by Robert McCullough of McCullough Research in Oregon was made public in March by Assemblyman Richard Brodsky, D-Westchester. McCullough is the energy expert who helped uncover Enron Corp.Â’s energy market manipulation.

New York’s auction system works this way: Power producers bid hourly on the price they want to be paid for their electricity. NYISO stops accepting bids when the power needs are met. All the winning bidders are paid the last — and highest — wholesale bid price, known as the “market-clearing price.”

Brodsky introduced a bill during the last legislative session that would require the state Public Service Commission to tighten regulation on utilities and change the way wholesale electricity is sold in New York. Brodsky wants bidders to pay the price they bid rather than the highest bid.

“The public is being swindled by a bizarre and irrational system,” Brodsky said in a July phone interview. He described the current auction system as “anti-competitive” and “anti-free market,” and one that encourages bid manipulation.

States with similar market-rate auctions recognize defects in the program and are changing their bidding rules, Brodsky said.

Both NYISO and Albany-based Independent Power Producers of New York, the trade group that represents power generators, defend the current bidding system. They say it actually drives down the price of electricity because higher bidders take the chance of being shut out.

NYISO said that the behavior identified in its document filed with FERC involved times when one of the three operators was chosen because “it was the only available solution to a particular reliability need.”

The nonprofit focused on instances when the three generators were able to submit bids above their marginal cost “without fear that competitors would undercut their bids,” NYISO wrote in response to questions from The Business Review.

NYISO wants to develop caps when the bids involve only one supplier.

FERC will accept public comments about NYISOÂ’s proposed measures through September 25, FERC spokeswoman Barbara Connors said.

The commission will determine any action after that time.

Connors said she didnÂ’t know the names of the utilities, and wasnÂ’t sure when, or if, their identities would become public. FERC is the regulating agency for wholesale energy prices.

In a recent phone call with Ukrainian President Volodymyr Zelenskyy, U.S. President Donald Trump proposed that the United States take control of Ukraine's nuclear power plants, including the Zaporizhzhia Nuclear Power Plant (ZNPP), which has been under Russian occupation since early in the war and where Russia is reportedly building power lines to reactivate the plant amid ongoing tensions. Trump suggested that American ownership of these plants could be the best protection for their infrastructure, a proposal that has sparked controversy in policy circles, and that the U.S. could assist in running them with its electricity and utility expertise.

Ukrainian Response

President Zelenskyy promptly addressed Trump's proposal, stating that while the conversation focused on the ZNPP, the issue of ownership was not discussed. He emphasized that all of Ukraine's nuclear power plants belong to the Ukrainian people and that any transfer of ownership would require parliamentary approval . Zelenskyy clarified that while the U.S. could invest in and help modernize the ZNPP, ownership would remain with Ukraine.

Security Concerns

The ZNPP, Europe's largest nuclear facility, has been non-operational since its occupation by Russian forces in 2022. The plant's location near active conflict zones raises significant safety risks that the IAEA has warned of in connection with attacks on Ukraine's power grids, and its future remains uncertain. Ukrainian officials have expressed concerns about potential Russian provocations, such as explosions, especially after UN inspectors reported mines at the Zaporizhzhia plant near key facilities, if and when Ukraine attempts to regain control of the plant.

International Reactions

The proposal has elicited mixed reactions both within Ukraine and internationally. Some Ukrainian officials view it as an opportunistic move by the U.S. to gain control over critical infrastructure, while others see it as a potential avenue for modernization and investment, alongside expanding wind power that is harder to destroy in wartime. Hydro One Ltd. says it has received antitrust clearance in the United States for its deal to acquire U.S. energy company Avista Corp., even as it sought to redesign customer bills in Ontario.

The Ontario-based utility says the 30-day waiting period under the Hart-Scott-Rodino Antitrust Improvements Act expired Thursday night.

Hydro One announced the friendly deal to acquire Avista last summer, amid customer backlash in some service areas, in an agreement that valued the company at $6.7 billion.

The deal still requires several other approvals, including those from utility commissions in Washington, Idaho, Oregon, Montana and Alaska.

Analysts also warned of political risk for Hydro One during this period, reflecting concerns about provincial influence.

The U.S. Federal Communications Commission must also sign off on the transaction, and although U.S. regulators later rejected the $6.7B takeover following review, clearance is required by the Committee on Foreign Investment in the United States.

The agreement has received approval from the U.S. Federal Energy Regulatory Commission as well as Avista shareholders, and it mirrored other cross-border deals such as Algonquin Power's acquisition of Empire District that closed in the sector.

When will the US get 1 GW of offshore wind on the grid?

U.S. Offshore Wind Capacity is set to exceed 1 GW by 2024, driven by BOEM approvals, federal leases, and resilient supply chains, with eastern states scaling renewable energy, turbines, and content despite COVID-19 disruptions.

Offshore wind in the U.S. will exceed 1 GW of capacity by 2024 and add more than 1 GW annually by 2027, a trajectory consistent with U.S. offshore wind power trends, according to a report released last week by Navigant Research.

The report calculated over 17 GW of offshore state and federal leases for wind production, reflecting forecasts that $1 trillion offshore wind market growth is possible. However, the owners of those leases have only announced first phase plans for 1,870 MW of capacity, leaving much of the projects in early stages with significant room to grow, according to senior research analyst Jesse Broehl.

The Business Network for Offshore Wind (BNOW) believes it is possible to hit 1 GW by 2023-24, according to CEO Liz Burdock. While the economy has taken a hit from the coronavirus pandemic, she said the offshore wind industry can continue growing as "the supply chain from Asia and Europe regains speed this summer, and the administration starts clearing" plans of construction.

BNOW is concerned with the economic hardship imposed on secondary and tertiary U.S. suppliers due to the global spread of COVID-19.

Offshore wind has been touted by many eastern states and governors as an opportunity to create jobs, with U.S. wind employment expected to expand, according to industry forecasts. Analysts see the growing momentum of projects as a way to further lower costs by creating a local supply chain, which could be jeopardized by a long-term shutdown and recession.

"The federal government must act now — today, not in December — and approve project construction and operation plans," a recent BNOW report said. Approving any of the seven projects before BOEM, which has recently received new lease requests, currently would allow small businesses to get to work "following the containment of the coronavirus," but approval of the projects next year "may be too late to keep them solvent."

The prospects for maintaining momentum in the industry falls largely to the Department of the Interior's Bureau of Ocean Energy Management (BOEM). The industry cannot hit the 1 GW milestone without project approvals by BOEM, which is revising processes to analyze federal permit applications in the context of "greater build out of offshore wind capacity," according to its website.

"It is heavily dependent on the project approval success," Burdock told Utility Dive.

Currently, seven projects are awaiting determinations from BOEM on their construction operation plans in Massachusetts, New York, where a major offshore wind farm was recently approved, New Jersey and Maryland, with more to be added soon, a BNOW spokesperson told Utility Dive.

To date, only one project has received BOEM approval for development in federal waters, a 12 MW pilot by Dominion Energy and Ørsted in Virginia. The two-turbine project is a stepping stone to a commercial-scale 2.6 GW project the companies say could begin installation as soon as 2024, and gave the developers experience with the permitting process.

In the U.S., developers have the capacity to develop 16.9 GW of offshore wind in federal U.S. lease areas, even as wind power's share of the electricity mix surges nationwide, Broehl told Utility Dive, but much of that is in early stages. The Navigant report did not address any impacts of coronavirus on offshore wind, he said.

Although Massachusetts has legislation in place to require utilities to purchase 1.6 GW of wind power by 2026, and several other projects are in early development stages, Navigant expects the first large offshore wind projects in the U.S. (exceeding 200 MW) will come online in 2022 or later, and the first projects with 400 MW or more capacity are likely to be built by 2024-2025, and lessons from the U.K.'s experience could help accelerate timelines. The U.S. would add about 1.2 GW in 2027, Broehl said.

The federal leasing activities along with the involvement from Eastern states and utilities "virtually guarantees that a large offshore wind market is going to take off in the U.S.," Broehl said.

Car and truck manufacturers are falling off the fossil fuel bandwagon in droves and jumping on the electric train.

Now add tractors to that list.

Every month, another e-tractor announcement comes across our desks. Environmental factors drive this trend, along with energy efficiency, lower maintenance, lower noise level and motor longevity, and even autonomous weed-zapping robots are emerging.

Let’s start with the Big Daddy of them all, the 400 horsepower JD GridCON. This tractor is not a hybrid and it has no hassle with batteries. The 300 kilowatts of power come to the GridCON through a 1,000 metre extension cord connected to the grid, including virtual power plants or an off-field generator. A reel on the tractor rolls the cable in and out. The cable is guided by a robotic arm to prevent the tractor from running over it.

It uses a 700 volt DC bus for electric power distribution onboard and for auxiliary implements. It uses a cooling infrastructure for off-board electrical use. Total efficiency of the drive train is around 85 percent. A 100 kilowatt electric motor runs the IVT transmission. There’s an auxiliary outlet for implements powered by an electric motor up to 200 kW.

GridCON autonomously follows prescribed routes in the field at speeds up to 12 m.p.h., leveraging concepts similar to fleet management solutions for coordination. It can also be guided manually with a remote control when manoeuvring the tractor to enter a field. Empty weight is 8.5 tonnes, which is about the same as a 6195R but with double the power. Deere engineers say it will save about 50 percent in operating costs compared to battery powered tractors.

Solectrac
Two California-built all-battery powered tractors are finally in full production. While the biggest is only 40 horsepower, these are serious tractors that may foretell the future of farm equipment.

The all-electric 40 h.p. eUtility tractor is based on a 1950s Ford built in India. Solectrac is able to buy the bare tractor without an engine, so it can create a brand new electric tractor with no used components for North American customers. The tractors are built by Solectrac, owned by inventor Steve Heckeroth, who has been doing electric conversions on cars, trucks, race cars and tractors for 25 years. He said there are three main reasons to take electric tractors seriously: simplicity, energy efficiency and longevity.

“The electric motor has only one moving part, unlike small diesel engines, which have over 300 moving parts,” Heckeroth said, adding that Solectrac tractors are not halfway compromise hybrids but true electric machines that get their power from the sun or the grid, particularly in hydro-rich regions like Manitoba where clean electricity is abundant, whichever is closest.

Neither tractor uses hydraulics. Instead, Heckeroth uses electric linear actuators. The ones he installs provide 1,000 pounds of dynamic load and 3,000 lb. static loads. He uses linear actuators because they are 20 times more efficient than hydraulics.

The eUtility and eFarmer are two-wheel drive only, but engineers are working on compact four-wheel drive electric tractors. Each tractor carries a price tag of US$40,000. Because production numbers are still limited, both tractors are available on a first to deposit basis. One e-tractor has already been sold and delivered to a farmer in Ontario.

The eUtility is a 40 h.p. yard tractor that accepts all Category 1, 540 r.p.m. power take-off implements on the rear three-point hitch, except those requiring hydraulics. An optional hydraulic pump can be installed for $3,000 for legacy implements that require hydraulics. For that price, a dedicated electricity believer might instead consider converting the implement to electric.

“The eUtility is actually a converted new 1950s Ford tractor made in a factory in India that was taken over after the British were kicked out in 1948,” Heckeroth said.

“I am able to buy only the parts I need and then add the motor, controller and batteries. I had to go to India because it’s one of the few places that still makes geared transmissions. These transmissions work the best for electric tractors. Gear reduction is necessary to keep the motor in the most efficient range of about 2,000 r.p.m. It has four gears with a high and low range, which covers everything from creep to 25 m.p.h.

On his eUtility, a single 30 kWh onboard battery pack provides five to eight hours of run time, depending on loads. It can carry two battery packs. The Level 2 quick charge gives an 80 percent charge for one pack in three hours. Two packs can receive a full charge overnight with support from home batteries like Powerwall for load management.

The integrated battery management system protects the batteries during charging and discharging, while backup fuel cell chargers can keep storage healthy in remote deployments. Batteries are expected to last about 10 years, depending on the number of operating cycles and depth of discharge.

Exchangeable battery packs are available to keep the tractor running through the full work day. These smaller 20 kWh packs can be mounted on the rear hitch to balance the weight of the optional front loader or carried in the optional front loader to balance the weight of heavy implements mounted on the rear hitch.

The second tractor is the 20 kWh eFarmer, which features high visibility for row crop farms at a fraction of the cost of diesel fuel tractors. The 30 h.p. eFarmer is basically just a tube frame with the necessary components attached. A simple joystick controls steering, speed and brakes.

Harvest
Introduced to the North American public this spring by Motivo Engineering in California, the Harvest tractor is simply a big battery on wheels. The complex electrical system takes power in through a variety of renewable energy sources, such as solar panels with smart solar inverters enabling optimized PV integration, water wheels, wind turbines or even intermittent electrical grids. It stores electrical power on-board and delivers it when and where required, putting power out to a large number of electrical tools and farm implements. It operates in AC or DC modes.

Sycamore Energy taking Manitoba Hydro to court, alleging it 'badly mismanaged' Solar Energy Program

Sycamore Energy filed a statement of claim Monday in Manitoba Court of Queens Bench against Manitoba Hydro saying it badly mismanaged its Solar Energy Program, a dispute that comes as Canada's solar progress faces criticism nationwide.

The claim also noted the crown corporation caused significant financial and reputational damage to Sycamore Energy, echoing disputes like Ontario wind cancellation costs seen elsewhere.

The statement of claim says Manitoba Hydro was telling customers to find other companies to complete solar panel installations, even as Nova Scotia's solar charge debate has unfolded.

This all comes after a pilot project was launched in the province in April 2016, which would allow people to apply for a rebate under the incentive program, while Saskatchewan adjusted solar credits in parallel, and the project would cover about 25 per cent of the installation costs.

The project ended in April 2018, but hundreds of approved projects had yet to be finished.

According to Manitoba Hydro, in November there were 252 approved projects awaiting completion by more than one contractor, and Sycamore Energy said it had about 100 of those projects, a dynamic seen as New England's solar growth strains grid upgrades in other regions.

At the time Sycamore Energy COO, Alex Stuart, blamed Manitoba Hydro for the delays, stating it took too long to get inspections after solar systems were installed.

Scott Powell, Manitoba Hydro’s director of corporate communications, said in November he disagreed with Sycamore Energy’s comments, even as Ontario moves to reintroduce renewables elsewhere.

In a news release, the company said it sold more installations under Manitoba Hydro’s Solar Energy Program compared to other companies and it was instrumental in helping set up standards for the program.

“Manitoba Hydro mismanaged the solar rebate program from the beginning. In the end, they targeted our company unfairly and unlawfully by inducing our customers to break their contracts with us. Manitoba Hydro told our customers they could get an extension to their rebate but only if they switched to different installers,” said Justin Phillips, CEO of Sycamore Energy in a news release.

“We would much rather be installing clean, effective solar power projects for our customers right now. The last thing we want to do is to be suing Manitoba Hydro, but we feel we have no choice. Their actions have cost us millions in lost business. They’ve also cost the province jobs, millions in private investment and a positive way forward to help combat climate change.”

Manitoba Hydro now has 20 days to respond to the action, and a recent Cornwall wind-farm ruling underscores the stakes.

When asked for a response from CTV News, a spokesperson for the Crown corporation said it hadn’t yet been made aware of the suit.

“If a statement of claim is filed and served, we’ll file a statement of defence in due course. As this matter is now apparently before the courts, we have no further comment,” the spokesperson said.

None of these allegations have been proven in court.

With continued reports of attempted scams and fraud, including holiday scam warnings in other regions, by criminals posing as Georgia Power employees during the COVID-19 pandemic, the company reminds customers to be aware and follow simple tips to avoid becoming a victim.

Customers should beware of phone calls demanding payment via phone to avoid pandemic-related electricity shut-offs and penalties.

In other regions, Texas utilities waived fees to support customers during the pandemic.

Last month, Georgia Power and the Georgia Public Service Commission extended the suspension of disconnections due to the impact of the pandemic on customers. In addition, the company will never ask for a credit card or pre-paid debit card number over the phone. The company will also never send employees into the field to collect payment in person or ask a customer to pay anywhere other than an Authorized Payment Location.

Similarly, Gulf Power offered a one-time bill decrease to ease customer costs.

If an account becomes past due, Georgia Power will contact the customer via a pre-recorded message to the primary account telephone number or by letter requesting that the customer call to discuss the account, including available June bill reductions where applicable.

If a customer receives a suspicious call from someone claiming to be from Georgia Power and demanding payment to avoid disconnection despite utility moratoriums on shutoffs, the customer should hang up and contact the company's customer service line at 888-660-5890.

If an employee needs to visit a customer's home or business for a service-related issue, they will be in uniform and present a badge with a photo, their name and the company's name and logo. They will also be in a vehicle marked with the company's logo.

During the pandemic, visiting a customer's home or business will be even less likely, so identity verification should be completed before opening the door to anyone.

Georgia Power continues to work with law enforcement agencies throughout the state to identify and prosecute criminals who pose as Georgia Power employees to defraud customers.
