The City Board of Supervisors voted 7—4 recently to put the San Francisco Clean Energy Act on the ballot this November.

The measure, authored by Supervisors Ross Mirkarimi and Aaron Peskin, requires 51% of the City’s electricity consumption to come from renewable sources by 2017, rising to 75% by 2030, and finally to 100% — "or the greatest amount technologically feasible or practicable" — by 2040.

The Clean Energy Act further mandates an initial feasibility study be done to determine the best way to generate this green, clean, renewable energy to meet those goals.

The study could weaken utility Pacific Gas & ElectricÂ’s hold on the market, and PG&E is already engaged in an active campaign to defeat the measure. As Supervisor Mirkarimi puts it, the feasibility study is important, "Otherwise PG&E has a monopoly until the planet dies".

We donÂ’t usually get much lightning here in San Francisco, but the measure proposed by the Supervisors has shaped up to be a lightning rod, and the source of the lightning sparking it comes from, not surprisingly, Pacific Gas & Electric and, surprising indeed to many (though not all), mayor Gavin Newsom.

Newsom told reporters that "We have other things we should be focusing on" adding that we should "call it what it is. ItÂ’s a power takeover of PG&E."

Really?

Gavin is never slow to remind us of his forward-looking vision for the City (sometimes, for this writer, his self-congratulatory tone goes on ad nauseum); I guess as long as you donÂ’t screw around with PG&EÂ’s monopoly, that is.

Former Newsom campaign manager Eric Jaye, who maintains close ties with the mayor, has been working hard on behalf of PG&E "blanketing the city with lies about the idea of San Francisco kicking the (PG&E) habit", according to former Newsom campaign strategist Bob Brigham.

Speaking at NetRoots Nation earlier this month, Newsom set about launching his campaign for governor, waxing poetic about his green vision for the state and the nation. But when asked why he opposes the Clean Energy Act for San Francisco Newsom could only muster, “Oh, it’s horrible”?, without elaborating further.

Just a couple weeks ago the Mayor was hailing the soon-to-be installed solar panels on City landmark Grace Cathedral as another step toward making "San Francisco the greenest city on Earth", saying that the project "...supports the CityÂ’s goals of increasing the use of clean renewable power".

As long as it doesnÂ’t interfere with business as usual at PG&E.

Newsom added in his remarks at Grace Cathedral, "I commend PG&E for their vision of implementing renewable energy on a true San Francisco landmark".

How about implementing renewable energy in the entire city?

Oops. Apparently thatÂ’s going just a bit too far.

Many supporters say that characterizing this measure as a "public vs. private power" issue is misguided and misleading. Assembly member Mark Leno said that if San Francisco did indeed turn to public power to meet the goals of the measure, it would be as "American as apple pie", noting that 42 million Americans already get their power from public utilities.

Supervisor Gerardo Sandoval further suggested that government is better suited to assume the risks of turning to renewable energy saying that "The private industry is not going to take that risk. ItÂ’s always going to take the cheap way out, which is fossil fuels" (though I would argue that a true and proper accounting of energy from fossil fuels doesnÂ’t really make it that "cheap").

Many think the Renewable Energy Act will help San Francisco be a model for others to follow, as reflected in comments from Supervisor Peskin: "As goes San Francisco, so goes the state of California, and so goes the nation. This is a time when people can change the destiny of the planet".

Granted, there are many parts of the country that may not wish to always follow in the footsteps of San Francisco, but this need not be such an instance.

ItÂ’s just this sort of bold initiative we need from the public sector to help bring to reality a new energy economy. Gavin Newsom and PG&E can come along, or be pushed to the side as cities, states, and nations bring about a new way of doing business.

On Wednesday 10 June, Britain hit a significant landmark: the UK went for two full months without burning coal to generate power – that's the longest period since the 1880s, following earlier milestones such as a full week without coal power in the recent past.

According to the National Grid, Britain has now run its electricity network without burning coal since midnight on the 9 April. This coal-free period has beaten the country’s previous record of 18 days, six hours and 10 minutes, which was set in June 2019, even though low-carbon generation stalled in 2019 according to analyses.

With such a shift in Britain’s drive for renewables and lower electricity demand following the coronavirus lockdown, as Britain recorded its cleanest electricity during lockdown to date, now may be the perfect time to do an online energy comparison and switch to a cheaper, greener deal.

Only a decade ago, around 40 per cent of Britain’s electricity came from coal generation, but since then the country has gradually shifted towards renewable energy, with the coal share at record lows in the system today. When Britain was forced into lockdown in response to the coronavirus pandemic, electricity demand dropped sharply, and the National Grid took the four remaining coal-fired plants off the network.

Over the past 10 years, Britain has invested heavily in renewable energy. Back in 2010, only 3 per cent of the country's electricity came from wind and solar, and many people remained sceptical. However, now, the UK has the biggest offshore wind industry in the world. Plus, last year, construction of the world’s single largest wind farm was completed off the coast of Yorkshire.

At the same time, Drax – Britain’s biggest power plant – has started to switch from burning coal to burning compressed wooden pellets instead, reflecting the UK's progress as it keeps breaking its coal-free energy record again across the grid. By this time next year, the plant hopes to have phased out coal entirely.

So far this year, renewables have generated more power than all fossil fuels put together, the BBC reports, and the energy dashboard shows the current mix in real time. Renewables have been responsible for 37 per cent of electricity supplied to the network, with wind and solar surpassing nuclear for the first time, while fossil fuels have accounted for 35 per cent. During the same period, nuclear accounted for 18 per cent and imports made up the remaining 10 per cent.

What does this mean for consumers?

As the country’s electricity supply moves more towards renewables, customers have more choice than ever before. Most of the ‘Big Six’ energy companies now have tariffs that offer 100 per cent green electricity. On top of this, specialist green energy suppliers such as Bulb, Octopus and Green Energy UK make it easier than ever to find a green energy tariff.

The good news is that our energy comparison research suggests that green energy doesn’t have to cost you more than a traditional fixed-price energy contract would. In fact, some of the cheapest energy suppliers are actually green companies.

At present, energy bills are at three-year lows, which means that now is the perfect time to switch supplier. As prices remain low and renewables begin to dominate the marketplace, more switchers will be drawn to green energy deals than ever before.

However, if you’re interested in choosing a green energy supplier, make sure that you look at the company's fuel mix. This way, you’ll be able to see whether they are guaranteeing the usage of green energy, or whether they’re just offsetting your usage. All suppliers must report how their energy is generated to Ofgem, so you’ll easily be able to compare providers.

You may find that you pay more for a supplier that generates its own energy from renewables, or pay less if the supplier simply matches your usage by buying green energy. You can decide which option is right for you after comparing the prices.

California proposes income-based fixed electricity charges

The Public Advocates Office (PAO) for the California Public Utilities Commission (CPUC) has proposed adding a monthly income-based fixed charge on electric utility bills based on income level.  

The rate change is designed to lower bills for the lowest-income residents while aligning billing more directly with utility costs. 

PAO’s recommendation for the Income Graduated Fixed Charge places fees between $22 and $42 per month in the three major investor-owned utilities’ territories, including an SDG&E minimum charge debate under way, for customers not enrolled in the California Alternative Rates for Energy (CARE) program. As seen below, CARE customers would be charged between $14 per month and $22 a month, depending on income level and territory.

For households earning $50,000 or less per year, the fixed charge would be $0, but only if the California Climate Credit is applied to offset the fixed cost.

Meanwhile, usage-based electricity rates are lowered in the PAO proposal, part of major changes to electric bills statewide. Average rates would be reduced between 16% to 22% for the three major investor-owned utilities.

The lowest-income bracket of Californians is expected to save roughly $10 to $20 a month under the proposal, while middle-income customers may see costs rise by about $20 a month, even as lawmakers seek to overturn income-based charges in Sacramento.

“We anticipate the vast majority of low-income customers ($50,000 or less per year) will have their monthly bills decrease by $10 or more, and a small proportion of the highest income earners ($100,000+ per year) will see their monthly bills rise by $10 or more,” said the PAO.

The charges are an effort to help suppress ever-increasing electricity generation and transmission rates, which are among the highest in the country, with soaring electricity prices reported across California. Rates are expected to rise sharply as wildfire mitigation efforts are implemented by the utilities found at fault for their origin.

“We are very concerned. However, we do not see the increases stopping at this point,” Linda Serizawa, deputy director for energy, PAO, told pv magazine. “We think the pace and scale of the [rate] increases is growing faster than we would have anticipated for several years now.”

Consumer advocates and regulators face calls for action on surging electricity bills across the state.

The proposed changes are also meant to more directly couple billing with the fixed charges that utilities incur, as California considers revamping electricity rates to clean the grid. For example, activities like power line maintenance, energy efficiency programs, and wildfire prevention are not expected to vary with usage, so these activities would be funded through a fixed charge.

Michael Campbell of the PAO’s customer programs team, and leader of the proposed program, likened paying for grid enhancements and other social programs with utility rate increases to “paying for food stamps by taxing food.” Instead, a fixed charge would cover these costs.

PAO said the move to lower rates for usage should help encourage electrification as California moves to replace heating and cooling, appliances, and gas combustion cars with electrified counterparts. In addition, lower rates mean the cost burden of running these devices is improved.

Canadians have a new way to assess their electricity bill in a new, interactive online report released by the Canada Energy Regulator (CER).

The report titled What is in a residential electricity bill? features a province-to-province comparison of electricity bills, generation and consumption. It also explains electricity prices across the country, including how Calgary electricity prices have changed, allowing people to understand why costs vary depending on location, fees, regulation and taxes.

Interactive tools allow people to calculate the cost of household appliances and electronic use for each province and territory, and to understand how Ontario rate increases may affect monthly bills. For example, an individual can use the tools to find out that leaving a TV on for 24-hours in Quebec costs $5.25 per month, while that same TV on for a whole day would cost $12.29 per month in Saskatchewan, $20.49 per month in the Northwest Territories, and $15.30 per month in Nova Scotia.

How Canadians use energy varies as much as how provinces and territories produce it, especially in regions like Nunavut where unique conditions influence costs. Millions of Canadians rely on electricity to power their household appliances, charge their electronics, and heat their homes. Provinces with abundant hydro-electric resources like Quebec, B.C., Manitoba, and Newfoundland and Labrador use electricity for home heating and tend to consume the most electricity.

By gathering data from various sources, this report is the first Canadian publication that features interactive tools to allow for a province-by-province comparison of electricity bills while highlighting different elements within an electricity bill, a helpful context as Canada faces a critical supply crunch in the years ahead.

The CER monitors energy markets and assesses Canadian energy requirements and trends, including clean electricity regulations developments that shape pricing. San Diego Gas & Electric Company (SDG&E), a regulated public utility that provides energy service to 3.7 million people, has awarded Mitsubishi Power an order for a 10 megawatt (MW) / 60 megawatt-hour (MWh) energy storage solution for its Pala-Gomez Creek Energy Storage Project in Pala, California. The battery energy storage system (BESS) will add capacity to help meet high energy demand, support grid reliability and operational flexibility, underscoring the broader benefits of energy storage now recognized by utilities, maximize use of renewable energy, and help prevent outages during peak demand.

The BESS project is Mitsubishi Power’s eighth in California, bringing total capacity to 280 MW / 1,140 MWh of storage to help meet California’s clean energy goals with reliable power to complement renewables, alongside emerging solutions like a California green hydrogen microgrid for added resilience.

Mitsubishi Power’s Emerald storage solution for SDG&E includes full turnkey design, engineering, procurement, and construction, as well as a 10-year long-term service agreement, aligning with CEC long-duration storage funding initiatives underway. It is scheduled to be online in early 2023.

The project will repower an existing energy storage site. It will employ Mitsubishi Power’s Emerald Integrated Plant Controller, which is an Energy Management System (EMS) and Supervisory Control and Data Acquisition (SCADA) system with real-time BESS operation and a monitoring/supervisory control platform. Mitsubishi Power leverages its decades of technology monitoring and diagnostics to turn data into actionable insights to maximize reliability, a priority as regions like Ontario increasingly rely on battery storage to meet rising demand. The Mitsubishi Power Emerald Integrated Plant Controller complies with North American Electric Reliability Corporation critical infrastructure protection (NERC CIP) standards and meets the highest security certification in the energy storage industry (IEC/ISA 62443, NIST 800-53) for maximum protection from cybersecurity risks and vulnerabilities.

For added physical safety, Mitsubishi Power’s solution employs lithium iron phosphate (LFP) battery chemistry, aligning with BESS adoption in New York where safety and performance are critical. Compared with other chemistries, LFP provides longer life and superior thermal stability and chemical stability, while meeting UL 9540 and UL 9540A safety standards.

Cyprus can’t delay joining the electricity highway

Electricity interconnectors bridging Cyprus with the broader geographical region, mirroring projects like the Ireland-France grid link already underway in Europe, are crucial for its diplomacy while improving its game to become a clean energy hub.

In an interview with Phileleftheros daily, Andreas Poullikkas, chairman of the Cyprus Energy Regulatory Authority (CERA), said electricity cables such as the EuroAsia Interconnector and the EuroAfrica Interconnector, could turn the island into an energy hub, creating investment opportunities.

“Cyprus, with proper planning, can make the most of its energy potential, turning Cyprus into an electricity producer-state and hub by establishing electrical interconnections, such as the EuroAsia Interconnector and the EuroAfrica Interconnector,” said Poullikkas.

He said these electricity interconnectors, “will enable the island to become a hub for electricity transmission between the European Union, Israel and Egypt, with developments such as the Israel Electric Corporation settlement highlighting regional dynamics, while increasing our energy security”.

Poullikkas argued it will have beneficial consequences in shaping healthy conditions for liberalising the country’s electricity market and economy, facilitating the production of electricity with Renewable Energy Sources and supporting broader efforts like the UK grid transformation toward net zero.

“Electricity interconnections are an excellent opportunity for greater business flexibility in Cyprus, ushering new investment opportunities, as seen with the Lake Erie Connector investment across North America, either in electricity generation or other sectors. Especially at a time when any investment or financial opportunity is welcomed.”

He said Cyprus’ energy resources are a combination of hydrocarbon deposits and renewable energy sources, such as solar.

This combination offers the country a comparative advantage in the energy sector.

Cyprus can take advantage of the development of alternative supply routes of the EU, as more links such as new UK interconnectors come online.

Poullikkas argued that as energy networks are developing rapidly throughout the bloc, serving the ever-increasing needs for electricity, and aligning with the global energy interconnection vision highlighted in recent assessments, the need to connect Cyprus with its wider geographical area is a matter of urgency.

He argues the development of important energy infrastructure, especially electricity interconnections, is an important catalyst in the implementation of Cyprus goals, while recognising how rule changes like Australia's big battery market shift can affect storage strategies.

“It should also be a national political priority, as this will help strengthen diplomatic relations,” added Poullikkas.

Implementing the electricity interconnectors between Israel, Cyprus and Greece through Crete and Attica (EuroAsia Interconnector) has been delayed by two years.

He said the delay was brought about after Greece decided to separate the Crete-Attica section of the interconnection and treat as a national project.

Poullikkas stressed the Greek authorities are committed to ensuring the connection of Cyprus with the electricity market of the EU.

“All the required permits have been obtained from the competent authorities in Cyprus and upon the completion of the procedures with the preferred manufacturers, construction of the Cyprus-Crete electrical interconnection will begin before the end of this year. Based on current data, the entire interconnection is expected to be implemented in 2023”.

“The EuroAfrica Interconnector is in the pre-works stage, all project implementation studies have already been completed and submitted to the competent authorities, including cost and benefit studies”.

EuroAsia Interconnector is a leading EU project of common interest (PCI), also labelled as an “electricity highway” by the European Commission.

It connects the national grids of Israel, Cyprus and Greece, creating a reliable energy bridge between the continents of Asia and Europe allowing bi-directional transmission of electricity.

The cost of the entire subsea cable system, at 1,208km, the longest in the world and the deepest at 3,000m below sea level, is estimated at €2.5 bln.

Construction costs for the first phase of the Egypt-Cyprus interconnection (EuroAfrica) with a Stage 1 transmission capacity of 1,000MW is estimated at €1bln.

The Cyprus-Greece (Crete) interconnection, as well as the Egypt-Cyprus electricity interconnector, will both be commissioned by December 2023.

ABL Secures Contract for UK Subsea Power

Energy and marine consultancy ABL, a subsidiary of ABL Group, has been awarded a contract by Eastern Green Link 2 (EGL2) to provide marine warranty survey (MWS) services for the installation of a new 2 GW subsea power connection between Scotland and England.

EGL2 is one of the United Kingdom’s most significant energy-infrastructure projects, involving the creation of a 505-kilometre “electricity superhighway” that will enable simultaneous power transfer between Peterhead in Aberdeenshire and Drax in North Yorkshire, mirroring a renewable power link announced for the same corridor recently. The project is designed to strengthen grid resilience, integrate renewable energy from Scotland’s offshore resources, and advance the UK’s broader energy transition goals.

Under the terms of the contract, ABL will be responsible for the technical review and approval of the project and procedural documentation, as well as conducting suitability surveys of the proposed fleet for marine transportation and installation operations. The company will also provide dynamic positioning (DP) assurance where required and will review and approve all warranted operations through on-site attendances, reflecting practices used on projects like the Great Northern Transmission Line in North America.

Cable-laying operations for the link are scheduled to take place between January and September 2028, amid wider efforts to fast-track grid connections across the UK. According to ABL, the engagement represents a “sizeable” contract, valued between USD 1 million and 3 million.

“This appointment reflects ABL's reputation as a trusted MWS partner for major power transmission infrastructure development and reinforces our position at the forefront of supporting the UK's energy transition,” said Hege Norheim, CEO of ABL Group. “We look forward to contributing to this strategic initiative.”

The subsea interconnector, known as Eastern Green Link 2, will transmit up to 2 gigawatts of electricity—enough to power approximately 2 million homes. It forms part of the Great Grid Upgrade, National Grid’s nationwide program to modernize and expand the transmission network in preparation for a low-carbon future, alongside a recent 2 GW substation milestone.

By linking renewable-rich northern Scotland with high-demand regions in England, EGL2 is expected to reduce congestion on the existing grid by leveraging HVDC technology to improve transfer efficiency, enhance security of supply, and facilitate the more efficient flow of surplus renewable energy south. The connection will also support the UK government’s target of decarbonizing the electricity system by 2035.

ABL’s appointment follows a period of intensive marine and geotechnical surveys along the proposed cable route to assess seabed conditions and environmental sensitivities.
