As China aims to spend billions of dollars to criss-cross the country with new long-distance power infrastructure, investments in new technologies that combine electricity and telecommunications are drawing key interest from corporations.

These new technologies, known as 'smart grid', are estimated to be a nearly $100 billion opportunity over the next five years and would easily exceed the $45 billion China is spending on 3G telecommunications technology over the same period.

"Ultimately, the thinking is that the spending on energy production and distribution — the grid — will dwarf 3G spending," said Will Davis, senior vice-president at Cogo Group, a component supplier that has won smart meter tenders in China with its partner, the Wasion Group.

With total power capacity set to reach 1,430 gigawatt by 2015 from 874 gigawatt at the start of 2010, China has to figure out how to bring trillions of kilowatt hours of power to more than a billion customers, sometimes over very long distances.

It has also made it a priority to improve efficiency and encourage the use of cleaner but less reliable energies like wind, solar and hydro.

Smart-grid technology brings power grids into the telecommunications age, connecting "smart meters" in households and businesses to central monitoring systems capable of detecting and redressing outages or overloads in an instant.

The installation of smart meters alone will be worth $3.1 billion in 2011, up from $2.4 billion this year, according to estimates by the China Electricity Council — and foreign firms are already looking to supply components, control and automation systems, and know-how.

"It is no secret that CISCO and IBM are in China every month because they want to figure out how to participate in these massive projects," Davis of Cogo Group said.

IBM plans to launch nine smart-grid projects across China and expects to generate $400 million in smart-grid revenue in China alone, it said earlier this year. Companies like Hewlett-Packard, ABB, Siemens, Westinghouse, Duke Energy and Alstom are also involved smart-grid projects.

Analysts at Huadian, one of China's biggest utilities, predict that the domestic grid infrastructure market will be worth 620 billion yuan US $93.35 billion over the next five years. Smart-grid technology also requires considerable levels of investment in power storage — fuel cells or even second reservoirs at hydropower plants that keep energy in reserve until it is needed.

China's advantage is that it is starting from scratch, building smart capabilities into its new infrastructure.

"China has a huge opportunity because so much new infrastructure is being built, while in the United States it is updating old infrastructure and trying to integrate 100-year old equipment into the system," said David Mohler, chief technology officer with U.S. utility Duke Energy.

Unlike the United States, where specifications will be decided on a state-by-state and even utility-by-utility basis, China is also in a position to establish unified protocols and technological standards.

While China has not yet finalized its nationwide smart grid strategy for the 2011-2015 five-year plan period, the State Grid Corporation, the country's biggest power distributor, has already laid out its own plan.

The State Grid, which covers 26 of China's 31 provinces, said this month it will invest 1.7 trillion yuan on new power routes over the period, laying 337,000 kilometres of new delivery capacity of 110 KV or more and building a system that will be "basically smart" by the end of 2015, pulsing with information as well as power.

Some of the domestic equipment suppliers expected to benefit as the State Grid Corporation opens up the bidding process include Tianwei Baobian, Tebian Electric Appliance, Henan Pinggao Electric, XJ Electric and the Changyuan Group.

One risk with smart grids is that they cover such a multitude of emerging technologies that policies can rapidly become out of date. It remains unclear which protocols and standards will best solve China's unique problems and deliver energy over vast distances from the remote west to the developed east.

"Over time, the definition of what is actually smart is going to change and you will have to go in and upgrade some of this in a few years," said Davis of Cogo Group.

China's priority thus far has been to build a system that would reduce the risk of outages, and it has already established a program called WARMAP, which covers Shanghai and the provinces of Anhui and Jiangsu, allowing regulators to detect potential problems before they happen and avoid the catastrophic shortages that hit the region in 2004-5.

But these relatively unsophisticated systems cannot yet deal with new energy challenges like charging stations for electric vehicles or, more crucially, the rollout of renewable energy.

China would have to handle as much as 600 GW of renewables by 2020 — and much of it consists of "intermittent" sources like hydro, wind, and solar.

And the nation has invested heavily in renewable capacity in the last five years, raising installed wind capacity to 25 gigawatt by the end of 2009, doubling for three consecutive years. It plans to raise capacity to 90 GW by 2015, China's National Energy Administration has said.

But many of China's huge wind farms stand idle for large parts of the year as wind speeds plummet. With many regions committed to raising wind capacity at any price, thousands of turbines remain unconnected to any grid at all.

"Wind power can disappear within minutes and the grid has to be able to find alternatives fast," said Xue Yusheng, senior researcher at the State Grid's Electric Power Research Institute.

"Before, China has focused on the strength of the power grid but now needs to look at it being smart as well."

German Chancellor Olaf Scholz has ordered the country's three remaining nuclear power stations to keep operating until mid-April, signalling a nuclear U-turn as the energy crisis sparked by Russia's invasion of Ukraine hurts the economy.

Originally Germany planned to phase out all three by the end of this year, continuing its nuclear phaseout policy at the time.

Mr Scholz's order overruled the Greens in his coalition, who wanted two plants kept on standby, to be used if needed.

Nuclear power provides 6% of Germany's electricity.

The decision to phase it out was taken by former chancellor Angela Merkel after Japan's Fukushima nuclear disaster in 2011.

But gas prices have soared since Russia's invasion of Ukraine in February, which disrupted Russia's huge oil and gas exports to the EU, though some officials argue that nuclear would do little to solve the gas issue in the short term. In August Russia turned off the gas flowing to Germany via the Nord Stream 1 undersea pipeline.

After relying so heavily on Russian gas Germany is now scrambling to maintain sufficient reserves for the winter. The crisis has also prompted it to restart mothballed coal-fired power stations, with coal generating about a third of its electricity currently, though the plan is to phase out coal in the drive for green energy.

Last year Germany got 55% of its gas from Russia, but in the summer that dropped to 35% and it is declining further.

Chancellor Scholz's third coalition partner, the liberal Free Democrats (FDP), welcomed his move to keep nuclear power as part of the mix. The three remaining nuclear plants are Isar 2, Neckarwestheim 2 and Emsland, which were ultimately shut down after the extension.

The Social Democrat (SPD) chancellor also called for ministries to present an "ambitious" law to boost energy efficiency and to put into law a phase-out of coal by 2030, aiming for a coal- and nuclear-free economy among major industrial nations.

Last week climate activist Greta Thunberg said it was a "mistake" for Germany to press on with nuclear decommissioning while resorting to coal again, intensifying debate over a nuclear option for climate goals nationwide.

Climate change can affect every aspect of nuclear plant operations like fuel handling, power and steam generation and the need for resilient power systems planning, maintenance, safety systems and waste processing, the credit rating agency said.

However, the ultimate credit impact will depend upon the ability of plant operators to invest in carbon-free electricity and other mitigating measures to manage these risks, it added.
Close proximity to large water bodies increase the risk of damage to plant equipment that helps ensure safe operation, the agency said in a note.

Moody’s noted that about 37 gigawatts (GW) of U.S. nuclear capacity is expected to have elevated exposure to flood risk and 48 GW elevated exposure to combined rising heat, extreme heat costs and water stress caused by climate change.

Parts of the Midwest and southern Florida face the highest levels of heat stress, while the Rocky Mountain region and California face the greatest reduction in the availability of future water supply, illustrating the need for adapting power generation to drought strategies, it said.

Nuclear plants seeking to extend their operations by 20, or even 40 years, beyond their existing 40-year licenses in support of sustaining U.S. nuclear power and decarbonization face this climate hazard and may require capital investment adjustments, Moody’s said, as companies such as Duke Energy climate report respond to investor pressure for climate transparency.

“Some of these investments will help prepare for the increasing severity and frequency of extreme weather events, highlighting that the US electric grid is not designed for climate impacts today.”

The board of Manitoba Hydro is being reminded it can divvy up some of the utility's work to subsidiaries — which the NDP is decrying as a step toward privatization. 

A sentence seemingly granting the board permission to create subsidiaries was included in the board's new terms of reference, which the NDP raised during question period Wednesday. 

The document also eliminated references asking Manitoba Hydro to keep electricity rates low, even as rate hike hearings proceed, and supply power in an environmentally-friendly fashion.

"They're essentially taking the heart out of Manitoba Hydro," NDP leader Wab Kinew said.

Cheap, clean energy is the basis by which the Crown corporation was formed, even as scaled-back rate increases are planned for next year, he said. 

"That's the whole reason we created this utility in the first place."

Another addition to the board's guidelines include stating the corporation is responsible to the government minister, who must be "proactively informed" when significant issues arise. 

The provincial government, however, says the rewritten terms of reference was the directive of the Manitoba Hydro board and not itself.

CBC's requests to the government for an interview were directed to Manitoba Hydro.

In an interview, Manitoba Hydro spokesperson Scott Powell said the energy utility has undergone no legislative changes, and is still governed by the Manitoba Hydro Act. 

The terms of reference were altered to align the board's duties with the new act overseeing Crown corporations, Powell said.

"Whether you have one or two words different in the terms of reference, the essence of the company hasn't changed."

While the new terms of reference no longer instructs the corporation to ensure an "environmentally responsible supply of energy for Manitobans," it encourages the board to "promote economy and efficiency in all phases of power generation and distribution."

On the cost to ratepayers, the updated directions asks the utility to deliver "safe, reliable energy services at a fair price," a standard clarified by a recent appeal court ruling on First Nations rates, but the board is not specifically instructed with keeping electricity rates low. 

Kinew contends the added sentence on subsidiaries permits Hydro to be broken off and sold for parts, although the terms of reference does not specify if any subsidiary would be wholly owned by Hydro or contracted to a private company.

Powell said Manitoba Hydro has been permitted to create subsidiaries since 1997, and nothing has changed since.

Kinew warned about Hydro's privatization last week when Jay Grewal was announced as Hydro's incoming CEO and president.

She was employed with B.C. Hydro when then-premier Gordon Campbell — hired by the Manitoba government to investigate costly overruns on two electricity megaprojects — sold off segments of the utility.

She then became managing director of Accenture, a global management consulting firm, which acquired several B.C. Hydro departments.

During question period Wednesday, Pallister disputed that Manitoba Hydro is bound to be sold.

He slammed the NDP's "Americanization strategy" of producing more electricity than it is capable of selling, which has saddled ratepayers with billions in debt and prompted proposed 2.5% annual increases in coming years. 

The makeup of the Hydro board has undergone a complete turnover in under a year, a contrast to Ontario's Hydro One shakeup vow during that period.

Nine of the 10 members resigned en masse this March over an impasse with the Pallister government. The lone holdover, Cliff Graydon, was dismissed from his post last month after the Progressive Conservatives removed him from caucus.

Ontario announces SMR plans to four reactors at Darlington

Ontario Darlington SMR Expansion advances four GE Hitachi BWRX-300 reactors with OPG, adding 1,200 MW of baseload nuclear power to support electrification, grid reliability, and clean energy growth across Ontario and Saskatchewan.

The day after Ontario announced it would be building an additional 4,800 megawatts of nuclear reactors at Bruce Nuclear Generating Station, the province announced it would be dramatically expanding its planned rollout of small modular reactors at its Darlington Nuclear Generating Station, and confirmed plans to refurbish Pickering B as part of its broader strategy.

Ontario Power Generation OPG was always going to be the first to build the GE-Hitachi BWRX-300 small modular reactor SMR, with the U.S.’s Tennessee Valley Authority among others like SaskPower and several European nations following suit. But the OPG was originally going to build just one. On July 7, OPG and the Province of Ontario announced they would be bumping that up to four units of the BWRX-300.

The Ontario government is working with Ontario Power Generation (OPG) to commence planning and licensing for three additional small modular reactors (SMRs), for a total of four SMRs at the Darlington nuclear site. Once deployed, these four units would produce a total 1,200 megawatts (MW) of electricity, equivalent to powering 1.2 million homes, helping to meet increasing demand from electrification and fuel the province’s strong economic growth, the Ontario Ministry of Energy said in a release.

“Our government’s open for business approach has led to unprecedented investments across the province — from electric vehicles and battery manufacturing to critical minerals to green steel,” said Todd Smith, Minister of Energy. “Expanding Ontario’s world-leading SMR program will ensure we have the reliable, affordable and clean electricity we need to power the next major international investment, the new homes we are building and industries as they grow and electrify.”

For the first time since 2005, Ontario’s electricity demand is rising. While the government has implemented its plan to meet rising electricity demand this decade, the experts at Ontario’s Independent Electricity System Operator have recommended the province advance new nuclear generation and pursue life-extension at Pickering NGS to provide reliable, baseload power to meet increasing electricity needs in the 2030s and beyond.

Subject to Ontario Government and Canadian Nuclear Safety Commission (CNSC) regulatory approvals on construction, the additional SMRs could come online between 2034 and 2036. That is the same timeframe that SaskPower is looking at for its first, and possibly second, units.

The initial unit is expected to go online in 2028 following Ontario’s first SMR groundbreaking at Darlington.

The Darlington site, which already hosts four reactors, was originally considered for an expansion of “large nuclear,” which is why OPG was already well on its way for site approvals of additional nuclear power generation. The plan changed to one, singular, SMR. Now that has been updated to four.

The announcement has significant impact on Saskatchewan, and its plans to build four of its own SMRs. The timing would allow Ontario Power Generation to apply learnings from the construction of the first unit to deliver cost savings on subsequent units. This is also the strategy SaskPower is following – allow Ontario to build the first, then learn from that experience.

Building multiple units will also allow common infrastructure such as cooling water intake, transmission connection and control room to be utilized by all four units instead of just one, reducing costs even further, the Ministry said.

“A fleet of SMRs at the Darlington New Nuclear Site is key to meeting growing electricity demands and net zero goals,” said Ken Hartwick, OPG President and CEO. “OPG has proven its large nuclear project expertise through the on-time, on budget Darlington Refurbishment project. By taking a similar approach to building a fleet of SMRs, we will deliver cost and schedule savings, and power 1.2 million homes from this site by the mid-2030s.”

The Darlington SMR project is situated on the traditional and treaty territories of the seven Williams Treaties First Nations and is also located within the traditional territory of the Huron Wendat peoples. OPG is actively engaging and consulting with potentially impacted Indigenous communities, including exploring economic opportunities in the Darlington SMR project such as commercial participation and employment.

The Ministry noted, “Ontario’s robust nuclear supply chain is uniquely positioned to support SMR development and deployment in Ontario, Canada and globally. Building additional SMRs at Darlington would provide more opportunities for Ontario companies and broader economic benefits as suppliers of nuclear equipment, components, and services to make further investments to expand their operation to serve the growing SMR market both domestically and abroad.”

Supporting new SMR development and investing in nuclear power is part of the Ontario government’s larger plan, aligned with a Canadian interprovincial nuclear initiative that brings provinces together, to prepare for electricity demand in the 2030s and 2040s that will build on Ontario’s clean electricity advantage and ensure the province has the power to maintain it’s position as leader in job creation and a magnet for the industries of the future, the Ministry said.

In February, World Nuclear News (WNN) reported that Poland was considering up to 79 small modular reactors of the same design as OPG and SaskPower. And on June 5, it reported, “Canada’s Ontario Power Generation will provide operator services to Poland’s Orlen Synthos Green Energy under a letter of intent signed between the partners, extending their existing cooperation on the deployment of small modular reactors.”

WNN added, “The letter of intent is aimed at concluding future agreements under which OPG and its subsidiaries could provide operator services for SMR reactors to OSGE in connection with the deployment of SMRs in Poland and other European countries. The partnership would include a number of SMR-related activities including: development and deployment; operations and maintenance; operator training; commissioning; and regulatory support.”

Contrary to Environment Minister Benoit Charette's assertion that gas stations may become scarce within the next decade, industry experts suggest that the number of gas stations in Quebec is unlikely to decline drastically. Carol Montreuil, Vice President of the Canadian Fuels Association, describes the minister's statement as "wishful thinking," emphasizing that the number of gas stations has remained relatively stable over the past decade. Statistics indicate that in 2023, Quebec residents purchased more gasoline than ever before, and EV shortages and wait times further underscore the continued demand for traditional fuel sources.

Montreuil warns that the industry is already struggling and that attempting to transition too quickly could lead to economic challenges, a view echoed by critics who label the 2035 EV mandate delusional. He suggests that the government may be spending excessive public funds on subsidies for technologies that are still expensive and not yet widely adopted.

Public Sentiment and Adoption Rates

Public sentiment towards EVs is mixed, and experiences in Manitoba suggest the road to targets is not smooth. While some consumers, like Montreal resident Alex Rajabi, have made the switch to electric vehicles and are satisfied with their decision, others remain hesitant due to concerns about vehicle cost, charging infrastructure, and the availability of incentives. Rajabi, who transitioned to an EV nine months ago, notes that while he did not take advantage of the incentive program, he is happy with his decision and suggests that adding charging ports at gas stations could facilitate the transition.

The Need for a Balanced Approach

Experts advocate for a balanced approach that considers the pace of technological advancements, consumer readiness, and economic impacts. While the transition to electric vehicles is essential for environmental sustainability, it is crucial to ensure that the infrastructure, market conditions, and public acceptance are adequately addressed, and to recognize that a share of Canada's electricity still comes from fossil fuels, to make the shift both feasible and beneficial for all stakeholders.

Global push needed to ensure "clean, affordable and sustainable electricity" for all

The seventh Sustainable Development Goal (SDG), SDG7, aims to ensure access to affordable, reliable, sustainable and modern energy for all.  

However, those nations which remain most off the grid, are set to enter 2030 without meeting this goal unless efforts are significantly scaled up, warns the new study entitled Tracking SDG 7: The Energy Progress Report, published by the International Energy Agency (IAE), International Renewable Energy Agency (IRENA), UN Department of Economic and Social Affairs (UN DESA), World Bank, and World Health Organization (WHO). 

“Moving towards scaling up clean and sustainable energy is key to protect human health and to promote healthier populations, particularly in remote and rural areas”, said Maria Neira, WHO Director of the Department of Environment, Climate Change and Health.  

COVID setbacks 
The report outlines significant but unequal progress on SDG7, noting that while more than one billion people globally gained access to electricity over the last decade, COVID’s financial impact so far, has made basic electricity services unaffordable for 30 million others, mostly in Africa, intensifying calls for funding for access to electricity across the region.  

“The Tracking SDG7 report shows that 90 per cent of the global population now has access to electricity, but disparities exacerbated by the pandemic, if left unaddressed, may keep the sustainable energy goal out of reach, jeopardizing other SDGs and the Paris Agreement’s objectives”, said Mari Pangestu, Managing Director of Development Policy and Partnerships at the World Bank. 

While the report also finds that the COVID-19 pandemic has reversed some progress, Stefan Schweinfest, DESA’s Director of the Statistics Division, pointed out that this has presented “opportunities to integrate SDG 7-related policies in recovery packages and thus to scale up sustainable development”. 

Modernizing renewables 
The publication examines ways to bridge gaps to reach SDG7, chief among them the scaling up of renewables, as outlined in the IRENA renewables report, which have proven more resilient than other parts of the energy sector during the COVID-19 crisis. 

While sub-Saharan Africa, facing a major electricity challenge, has the largest share of renewable sources in its energy supply, they are far from “clean” – 85 per cent use biomass, such as burning wood, crops and manure. 

“On a global path to achieving net-zero emissions by 2050, we can reach key sustainable energy targets by 2030, aligning with renewable ambition in NDCs as we expand renewables in all sectors and increase energy efficiency”, said IAE Executive Director, Fatih Birol.  

And although the private sector continues to source clean energy investments, the public sector remains a major financing source, central in leveraging private capital, particularly in developing countries, including efforts to put Africa on a path to universal electricity access, and in a post-COVID context. 

Amid the COVID-19 pandemic, which has dramatically increased investors’ risk perception and shifting priorities in developing countries, international financial flows in public investment terms, are more critical than ever to underpin a green energy recovery that can leverage the investment levels needed to reach SDG 7, according to the report.

The report highlighted other crucial actions needed on clean cooking, energy efficiency and international financial flows.

Feeding into autumn summit 
This seventh edition of the report formerly known as the Global Tracking Framework comes at a crucial time as Governments and others are gearing up for the UN High-level Dialogue on Energy in September 2021 aimed to examine what is needed to achieve SDG7 by 2030, including discussions on fossil fuel phase-out strategies, and mobilize voluntary commitments and actions through Energy Compacts.  

The report will inform the summit-level meeting on the current progress towards SDG 7, “four decades after the last high-level event dedicated to energy under the auspices of UN General Assembly”, said Mr. Schweinfest.
