State Electricity Regulatory Commission of China has issued a circular on construction of experimental bases of power market in east China's Shanghai, Jiangsu Province, Zhejiang Province, Anhui Province and Fujian Province.

The scheme of experimental bases of regional power market will be approved before September in 2003 and market performance and supervision regulations will be worked out this year.

The experimental bases of power market in East China will start its tentative service in April 1, 2004.

State Electricity Regulatory Commission has established a team to make preparations for experimental bases of East China's power market.

The team will supervise schemes and market regulations. The special group under the team will take responsibility of schemes designing, technology supporting system and regulations.

Xie Zhenhua, head of the leading team of experimental bases in East China for power market, made the comment on advantages of constructing experimental bases of power market in East China, as following:

Firstly, power plants and grid companies have been separated and there will be good competition systems in East China.

Secondly, Shanghai and Zhejiang Province are experimental bases of separation of power factories and grid companies, and have possessed much experience.

Thirdly, strong rack and close connection among the areas in East China and good market environment are good for the construction of experimental bases in East China.
