U.S. investors have increasingly bought into the idea that they should have overseas exposure as a way to diversify their portfolios. Well, the start to 2008 has done its best to bash that thinking — the subprime debt and derivatives crisis that has wreaked so much havoc at home has also buckled the knees of international markets.

So what's a global-minded investor to do? Before answering that, allow me a few observations:

• An estimated 500 million rural Chinese are expected to migrate to cities and towns during the next few decades, and India's urban population will double.

• Saudi Arabia is no longer content to pump massive quantities of crude oil out of the ground and ship it elsewhere for processing into more lucrative products.

• The American Society of Civil Engineers estimates that the U.S. would have to lay out more than $1 trillion in the next few years to bring our nation's highways, airports, water systems and other facilities into good repair.

The common thread among these three points is that they all relate to infrastructure. The scale of spending under way or envisioned both here and abroad is enormous. That's why I believe infrastructure will be one of the best global investment opportunities for years to come.

The Organization for Economic Cooperation and Development, better known as OECD, estimates that the world will require more than $1.8 trillion per year in infrastructure investment in the coming decades — an annual tab that the public sector can't be expected to pick up in full. That's similar to a recent figure from the consulting firm Booz Allen Hamilton, which pegs the cost of modernizing urban water, electricity and transportation systems over the next 25 years at $41 trillion — a figure roughly equal to the 2006 market capitalization of all shares held in all stock markets in the world.

For emerging markets like China, India and the Middle East, the play is the massive build-out of infrastructure to support future growth ambitions. For North America, Western Europe and the rest of the developed world, there is a pressing need to repair or replace aging roads, bridges and the like.

You get a vague sense of this need when you're dodging potholes or cursing a "no service available" message on your mobile phone. But things came into clearer focus last summer when a highway bridge in Minneapolis collapsed into the Mississippi River, killing 13 people and injuring more than 100 others. "A bridge in America shouldn't just fall down," U.S. Sen. Amy Klobuchar of Minnesota said at the time, and she's right. But that's how it is with infrastructure: People really don't think much about it until something falls down.

Before the Minneapolis bridge, there was Hurricane Katrina. The worst property damage and hundreds of fatalities occurred when the swollen Mississippi River broke open sections of the levee system protecting New Orleans. On a less-tragic note, Chicago's crumbling mass transit system has been called the biggest hurdle to its bid for the 2016 Summer Olympics.

Infirm infrastructure is hardly unique to the United States. A recent study in Canada found that the country's roadways, sewer systems, wastewater treatment facilities and bridges were either at or had passed the halfway point of their useful life. A drought in London a few years back exposed a network of leak-riddled water pipes under the Thames that dated back to Queen Victoria's reign, and in Russia and Eastern Europe, the post-Communist period has been one of growth and modernization.

Among developing nations, much of the demand for infrastructure boils down to a pair of key trends: population growth and urbanization. The global population is expected to grow at an average rate of 1.6% annually, according to the United Nations. At that rate, by 2030 there will be 8.3 billion people on Earth, with six out of every 10 living in cities.

More than 80% of the planet's people live in the emerging world, the giants being China and India. In sheer numbers, China's and India's combined populations comprise 40% of humanity and their economies are growing around 10% annually.

I've already mentioned how the rural Chinese are flocking to cities in search of economic opportunities. The same phenomenon is true of India: an estimated 540 million Indians will be urban dwellers in 2025, roughly double today's levels. Like the upwardly mobile in the West, these urban dwellers will expect better transportation and communication services, so they can remain connected to the countryside.

Many of the top government and business leaders in China and India were educated at U.S. universities and have brought the "American dream" back to their homeland. China's current five-year plan, which runs through 2010, calls for spending $200 billion for airports and subways, $175 billion for railroads and $80 billion for highways, and $70 billion for water and wastewater treatment. Morgan Stanley estimates that China will need $346 billion for electricity generation and distribution between 2006 and 2010.

India, which significantly lags China in its current state of development, announced in late 2007 that it intends to spend 8% of its GDP — that is, $500 billion — on infrastructure over the next five years in order to hit its desired economic growth rate of 10%. The country is plagued by power shortages, a dearth of multilane highways, and antiquated and overwhelmed ports.

I went to India recently and found many of the same frustrations as a decade ago. The airport in New Delhi remains dirty and disorganized. In Bangalore, the country's high-tech capital, a new airport is opening this year, but the roads leading there are so congested that travelers must plan on a two- to three-hour drive to travel the 20 miles from downtown.

India's leaders can see the cost of these shortcomings by looking east to China, where the roads and airports are modern and efficient. Tens of billions of dollars in direct foreign investment pour into China annually, while India struggles to persuade potential investors to buy into the country's future.

Over the coming years, spending by the Gulf countries is expected to exceed that of India, even though their total population is just a small fraction of India's billion-plus one. Oil prices around $100 a barrel have created a mind-boggling revenue stream. Unlike during previous oil booms, Gulf nations are investing those petrodollars in their own infrastructure this time.

Of course, Dubai is the world's poster child for infrastructure, with its lavish and imaginative projects, including what is expected to be the world's tallest building, and manmade islands in the shape of the world's continents. Less well known is what is happening in Saudi Arabia: A half-dozen "economic cities" are being built from scratch as part of a government plan to attract foreign capital and to capitalize on its location between Europe and Asia.

Many companies will be involved in this work, including heavy-equipment makers, cement suppliers, steel manufacturers, utilities, and engineering firms. On a broader level, there will be continued strong demand for copper, steel and other commodities.

Governmental involvement is what separates the infrastructure build-out from regular construction activity, and I believe the political will exists to support long-term infrastructure creation worldwide, regardless of short-term economic conditions. We have spoken to many companies that agree with this outlook. They are upgrading their capacity to participate in both public-sector and private projects. Leaders of emerging nations acknowledge that future economic growth in their countries depends directly on infrastructure improvements. A similar argument can be applied to the United States and other developed markets.

The V.C. Summer nuclear power plant, which has been shut down since early November because of a pipe leak, is expected to begin producing energy in a few days, a milestone comparable to a new U.S. reactor startup reported recently.

Dominion Energy says it has fixed the small leak in a pipe valve that allowed radioactive water to drip out. The company declined to say when the plant would be fully operational, but spokesman Ken Holt said that can take several days, amid broader discussions about the stakes of early nuclear closures across the industry.

The plant was at 17 percent power Wednesday, he said, as several global nuclear project milestones continue to be reported this year.

Holt, who said Dominion is still investigating the cause, said water that leaked was part of the reactor cooling system. While the water came in contact with nuclear fuel in the reactor, the water never escaped the plant's containment building and into the environment, Holt said.

He characterized the valve leak as '"uncommon" but not unexpected. The nuclear leak occurred in piping that links the nuclear reactor with the power plant's steam generators. Hundreds of pipes are in that part of the nuclear plant, a complexity often cited in the energy debate over struggling nuclear plants nationwide.

"There is always some level of leakage when you are operating, but it is contained and monitored, and when it rises to a certain level, you may take action to stop it," Holt said.

A nuclear safety watchdog has criticized Dominion for not issuing a public notice about the leak, but both the company and the U.S. Nuclear Regulatory Commission say the amount was so small it did not require notice.

The V.C. Summer Nuclear plant is about 25 miles northwest of Columbia in Fairfield County. It was licensed in the early 1980s. At one point, Dominion's predecessor, SCE&G, partnered with state owned Santee Cooper to build two more reactors there, even as new reactors in Georgia were taking shape. But the companies walked away from the project in 2017, citing high costs and troubles with its chief contractor, Westinghouse, even as closures such as Three Mile Island's shutdown continued to influence policy.

Battery-electric buses hit the roads in Metro Vancouver

TransLink's first battery-electric buses are taking to the roads in Metro Vancouver as part of a pilot project to reduce emissions, joining other initiatives like electric school buses in B.C. that aim to cut pollution in transportation.

The first four zero-emission buses picked up commuters in Vancouver, Burnaby and  New Westminster on Wednesday. Six more are expected to be brought in, and similar launches like Edmonton's first electric bus are underway across Canada.

"With so many people taking transit in Vancouver today, electric buses will make a real difference," said Merran Smith, executive director of Clean Energy Canada, a think tank at Simon Fraser University, in a release.

According to TransLink, each bus is expected to reduce 100 tonnes of greenhouse gas emissions and save $40,000 in fuel costs per year compared to a conventional diesel bus.

"Buses already help tackle climate change by getting people out of cars, and Vancouver is ahead of the game with its electric trolleys," Smith said.

She added there is still more work to be done to get every bus off diesel, as seen with the TTC's battery-electric buses rollout in Toronto.

The buses will run along the No. 100 route connecting Vancouver and New Westminster. They recharge — it takes about five minutes — at new charging stations installed at both ends of the route while passengers load and unload or while the driver has a short break. 

Right now, more than half of TransLink's fleet currently operates with clean technology, offering insights alongside Toronto's large battery-electric fleet for other cities. 

In addition to the four new battery-electric buses, the fleet also includes hundreds of zero-emission electric trolley buses, compressed natural gas buses and hybrid diesel-electric buses, while cities like Montreal's first STM electric buses continue to expand adoption.

"Our iconic trolley buses have been running on electricity since 1948 and we're proud to integrate the first battery-electric buses to our fleet," said TransLink CEO Kevin Desmond in a press release.

TransLink has made it a goal to operate its fleet with 100 per cent renewable energy in all operations by 2050. Desmond says, the new buses are one step closer to meeting that goal.

The new battery-electric buses are part of a two-and-a-half year pilot project that looks at the performance, maintenance, and customer experience of making the switch to electric, complementing BC Hydro's vehicle-to-grid pilot initiative underway in the province.

China's nuclear energy on steady development track, say experts

While China has failed to accomplish its 2020 nuclear target of 58 gigawatts under operation and 30 GW under construction, insiders are optimistic about prospects for the nonpolluting energy resource in China over the next five years as the country has stepped up nuclear approvals and construction since 2020.

China expects to record 49 operating nuclear facilities and capacity of more than 51 GW as of the end of 2020. Nuclear power currently makes up around 2.4 percent of the country's total installed energy capacity, said the China Nuclear Energy Association. There are 19 facilities that have received approval and are under construction, with capacity exceeding 20 GW, ranking top globally as nuclear project milestones worldwide continue, it said.

"With surging power demand from coastal regions, more domestic technology, including next-gen nuclear, will be adopted with installations likely nearing 100 GW by the end of 2030," said Wei Hanyang, a power market analyst at Bloomberg New Energy.

Following the Fukushima nuclear reactor disaster in 2011 in Japan, China has, like many countries including Japan, Germany and Switzerland, suspended nuclear power project approvals for a period, including construction of the pilot project of Shidaowan nuclear power plant in Shandong province that uses CAP1400 technology, based on third-generation Westinghouse AP1000 reactor technology.

As China promotes greener development and prioritizes safety and security of nuclear power plant construction, it has pledged to hit peak emissions before 2030 and achieve carbon neutrality by 2060, with electricity meeting 60% of energy use by 2060 according to Shell, the Shidaowan plant, originally scheduled to launch construction in 2014 and enter service in 2018, is expected to start fuel loading and begin operations this year.

Joseph Jacobelli, an independent energy analyst and executive vice-president for Asia business at Cenfura Ltd, a smart energy services company, said recent developments confirm China's ongoing commitment to further boost the country's nuclear sector.

"The nuclear plants can help meet China's goal of reducing greenhouse gas emissions as the country reduces coal power production and provide air pollution-free energy at a lower cost to consumers. China's need for clean energy means that nuclear power generation definitely has an important place in the long-term energy mix," Jacobelli said.

He added that Chinese companies' cost control capabilities and technological advancements, and operational performance improvements such as the AP1000 refueling outage record, are also likely to continue providing domestic companies with advantages, as the cost per kilowatt-hour is very important, especially as solar, wind and other clean energy solutions become even cheaper over the next few years.

China approved two nuclear projects in 2020- Hainan Changjiang nuclear power plant unit 2 and Zhejiang San'ao nuclear power plant unit 1. This is after the country launched three new nuclear power plants in 2019 in the provinces of Shandong, Fujian and Guangdong, which marked the end of a moratorium on new projects.

The Zhejiang San'ao nuclear power plant saw concrete poured for unit 1 on Dec 31, according to its operator China General Nuclear. It will be the first of six Hualong One pressurized water reactors to be built at the site as well as the first Chinese nuclear power plant project to involve private capital.

Jointly invested, constructed and operated by CGN, Zheneng Electric Power, Wenzhou Nuclear Energy Development, Cangnan County Haixi Construction Development and Geely Maijie Investment, the project creates a new model of mixed ownership of nuclear power enterprises, said CGN.

The world's first Hualong One reactor at unit 5 of China National Nuclear Corp's Fuqing nuclear plant in Fujian province was connected to the grid in November. With the start of work on San'ao unit 1, China now has further seven Hualong One units under construction, including Fuqing 6, which is scheduled to go online this year.

CNNC is also constructing one unit at Taipingling in Guangdong and two at Zhangzhou in Fujian province. CGN is building two at its Fangchenggang site in Guangxi Zhuang autonomous region. In addition, two Hualong One units are under construction at Karachi in Pakistan, while CGN proposes to use a UK version of the Hualong One at Bradwell in the United Kingdom, aligning with the country's green industrial revolution strategy.

Advocates call for change after $2.9 million surplus revealed for BC Hydro fund

BC Hydro is sitting on a surplus of about $2.9 million in its customer crisis fund, even as BC Hydro rates rise 3% across the province, leading to calls for the utility to reduce its take from the average customer or provide more money to those in need.

B.C. Liberal Energy Critic Greg Kyllo said if the imbalance continues in the year-old pilot program, amid a provincial rate freeze announced by the province, it’s time to cut the monthly 25 cent fee in half.

"If the grant requirement or the need in the province is going to remain where it is, they should look at rolling back the contribution level in the fund," he told CTV News Vancouver from Salmon Arm.

But social agencies who were part of the consultation around the fund in the beginning said it’s more likely that people in need don’t know about the fund and more time is necessary to get the word out.

"If they collect the money, then the program’s got to change to make sure more people are able to be helped," said Gudrun Langolf of the Council of Senior Citizens Organizations of BC.

The customer crisis fund was started in spring 2018 to give people short-term relief when they can’t pay their electricity bills, especially as a $2 monthly hike pressures household budgets. Customers can apply to get a grant of up to $500 to keep the lights on, and up to $600 if electricity heats their homes.

The public utility took in about 25 cents per customer per month which added up to a revenue of $4.5 million in the year since the program started, BC Hydro confirmed to CTV News.

But the agency only gave out 2,250 grants totalling $850,000.

Administration costs added up around $750,000 – leaving the $2.9 million remaining.

The news will come as a welcome relief to those who suddenly struggle to pay their hydro bills, particularly as Alberta ratepayers are on the hook under a utility deferral program elsewhere in Canada.

Some people who come into Disability Alliance B.C. are often anxious and emotional when they’re suddenly unable to pay their bills, said Shar Saremi, an advocate there.

"I’ve had people crying. I’ve had people who have experienced a loss in the family," she said. "A lot of the time people are stressed out, anxious, really upset. They are looking for assistance, and they aren’t sure what is available for them."

She said people are only eligible if their bills are under $1,000, which could be cutting out the people who are most in need. And because the program is in its first year, it could be undersubscribed, she said.

"A lot of people don’t know about the program, don’t know how to apply, or what kind of assistance is out there," Saremi said.

The fund was established thanks to an order from the B.C. Utilities Commission, the utilities regulator in the province.

The pilot program is going to be examined by the regulator at the end of its first year.

"Any remaining balance in the account at the end of the pilot would be returned to residential ratepayers," says a BCUC fact sheet, as BC Hydro rates are set to rise 3.75% over two years. The decision on exactly what to do with the money hasn’t yet been made.

In Manitoba, a similar program is by donation, and in Newfoundland and Labrador a lump-sum credit was offered to bill payers in a separate initiative. That program raised about $200,000 from customers and $60,000 in other income. It spent $199,000 on grants to applicants, but lost about $20,000 a year.

In Ontario, private utilities are expected to raise 0.12 per cent of their revenue, and Hydro One reconnections have highlighted the stakes for nonpayment there. Across the province, those utilities gave out about $7.3 million in grants. Any unused funds in one year are rolled over to the following year.

Decarbonising the power sector will not be sufficient to achieving net-zero emissions, with assessments indicating nuclear may be essential across sectors. We also need to decarbonise the non-power sectors - transport, buildings and industry - which represent 60% of emissions from the energy sector today. The way to do that is: electrification with low-carbon electricity as much as possible; using low-carbon heat sources; and using low-carbon fuels, including hydrogen, produced from clean electricity.
The International Energy Agency (IEA) says that: 'Almost half of the emissions reductions needed to reach net zero by 2050 will need to come from technologies that have not reached the market today.' So there is a need to innovate and push the research, development and deployment of technologies. That includes nuclear beyond electricity.

Today, most of the scenario projections see nuclear's role ONLY in the power sector, despite ongoing debates over whether nuclear power is in decline globally, but increased electrification will require more low-carbon electricity, so potentially more nuclear. Nuclear energy is also a source of low-carbon heat, and could also be used to produce low-carbon fuels such as hydrogen. This is a virtually untapped potential.

There is an opportunity for the nuclear energy sector - from advanced reactors, next-gen nuclear small modular reactors, and non-power applications - but it requires a level playing field, not only in terms of financing today's technologies, but also in terms of promoting innovation and supporting research up to market deployment. And of course technology readiness and economics will be key to their success.

On process heat and district heating, I would draw attention to the fact there have been decades of experience in nuclear district heating. Not well spread, but experience nonetheless, in Russia, Hungary and Switzerland. Last year, we had two new projects. One floating nuclear power plant in Russia (Akademik Lomonosov), which provides not only electricity but district heating to the region of Pevek where it is connected. And in China, the Haiyang nuclear power plant (AP1000 technology) has started delivering commercial district heating. In China, there is an additional motivation to reducing emissions, namely to cut air pollution because in northern China a lot of the heating in winter is provided by coal-fired boilers. By going nuclear with district heating they are therefore cutting down on this pollution and helping with reducing carbon emissions as well. And Poland is looking at high-temperature reactors to replace its fleet of coal-fired boilers and so that's a technology that could also be a game-changer on the industry side.

There have also been decades of research into the production of hydrogen using nuclear energy, but no real deployment. Now, from a climate point of view, there is a clear drive to find substitute fuels for the hydrocarbon fuels that we use today, and multiple new nuclear stations are seen by industry leaders as necessary to meet net-zero targets. In the near term, we will be able to produce hydrogen with electrolysis using low-carbon electricity, from renewables and nuclear. But the cheapest source of low-carbon power is from the long-term operation of existing nuclear power plants which, combined with their high capacity factors, can give the cheapest low-carbon hydrogen of all.

In the mid to long term, there is research on-going with processes that are more efficient than low-temperature electrolysis, which is high temperature steam electrolysis or thermal splitting of water. These may offer higher efficiencies and effectiveness but they also require advanced reactors that are still under development. Demonstration projects are being considered in several countries and we at the IAEA are developing a publication that looks into the business opportunities for nuclear production of hydrogen from existing reactors. In some countries, there is a need to boost the economics of the existing fleet, especially in the electricity systems where you have low or even negative market prices for electricity. So, we are looking at other products that have higher values to improve the competitiveness of existing nuclear power plants.

The future means not only looking at electricity, but also at industry and transport, and so integrated energy systems. Electricity will be the main workhorse of our global decarbonisation effort, but through heat and hydrogen. How you model this is the object of a lot of research work being done by different institutes and we at the IAEA are developing some modelling capabilities with the objective of optimising low-carbon emissions and overall costs.

This is just a picture of what the future might look like: a low-carbon power system with nuclear lightwater reactors (large reactors, small modular reactors and fast reactors) drawing on the green industrial revolution reactor waves in planning; solar, wind, anything that produces low-carbon electricity that can be used to electrify industry, transport, and the heating and cooling of buildings. But we know there is a need for high-temperature process steam that electricity cannot bring but which can be delivered directly by high-temperature reactors. And there are a number of ways of producing low-carbon hydrogen. The beauty of hydrogen is that it can be stored and it could possibly be injected into gas networks that could be run in the future on 100% hydrogen, and this could be converted back into electricity.

So, for decarbonising power, there are many options - nuclear, hydro, variable renewables, with renewables poised to surpass coal in global generation, and fossil with carbon capture and storage - and it's up to countries and industries to invest in the ones they prefer. We find that nuclear can actually reduce the overall cost of systems due to its dispatchability and the fact that variable renewables have a cost because of their intermittency. There is a need for appropriate market designs and the role of governments to encourage investments in nuclear.

Decarbonising other sectors will be as important as decarbonising electricity, from ways to produce low-carbon heat and low-carbon hydrogen. It's not so obvious who will be the clear winners, but I would say that since nuclear can produce all three low-carbon vectors - electricity, heat and hydrogen - it should have the advantage.

That will be our contribution from the point of view of nuclear to the IEA's special report on roadmaps to net zero that it will publish in May.
