Mississippi Power Co. has altered plans for a $2 billion plant in Kemper County to seek additional grant funds from the U.S. Department of Energy.

The plant will now be designed to capture 65 percent of carbon emissions from converting so-called brown coal, or lignite, into gas fuel. The original plan was to capture half of the carbon that would be stored underground, said Todd Terrell, the utility's director of corporate communications.

Terrell said the change was a pre-emptive move because the next round of DOE grant funding would hold applicants to a 65-percent standard. The utility already has received a $270 million DOE grant and $133 million in investment tax credits under the National Energy Policy Act of 2005.

"When we looked at the whole project, to go back and try to get federal funds to get to 65 percent would mean that you're tearing down new stuff," Terrell said in an interview.

Terrell also said the utility was negotiating with an oil company to purchase the carbon dioxide, but he declined to name the company or release details about the proposed contract. Oil companies pump carbon dioxide into oil reservoirs to flood the system and force petroleum to the surface.

Terrell and other utility representatives have begun meeting with community leaders ahead of state Public Service Commission hearings scheduled for October 5-8 over whether the plant is needed. The facility would be an integrated gasification combined cycle (IGCC) plant that converts locally mined lignite, a lower-grade of coal with a higher moisture content, into a gas to generate lower-emission electricity.

The utility said the plant will create 260 permanent jobs and 1,000 jobs during the construction phase.

Louie Miller, executive director of the Mississippi chapter of the Sierra Club, said he'll testify the plant is unnecessary.

Miller said Mississippi has 12 "clean natural gas plants," which produce 7,993 megawatts of powers.

"If these plants are on the ground and they're idle approximately 85 percent of the time, why aren't we utilizing those plants?" said Miller, who noted that the Kemper County plant would produce 585 megawatts of power.

But Terrell said the lignite plant would help the utility decrease its dependence on natural gas, a growing expense that's passed along to ratepayers. The fuel adjustment on customers' bills in 2008 was up 9 percent.

"We want a more stable fuel source and we believe we have found that in lignite," said Cindy W. Duvall, a spokeswoman for the utility.

Lignite is a low-form of coal that has a higher percentage of moisture. The utility said more than 4 billion tons of lignite are underground in Kemper County, and it has options on 30,000 acres.

Mississippi Power also is trying to become the first to use a 2008 state law that lets companies seek a rate increase in advance to help pay for an electrical-generating facility. Under the old law, a utility had to wait until a plant was operating before asking for rate increases to recover construction costs.

Miller said the law puts the expense burden on ratepayers rather than investors.

"There is no financing scheme that I know of that is quite as lucrative as this. Even if they get into this thing and they decide itÂ’s too expensive and abandon the plant, the ratepayers are required to pick up the tab on what's been spent," Miller said.

Terrell said 33 states allow the type of financing and cost-recovery on the books in Mississippi.

The three-member PSC won't address the possible rate increase during the October hearing. That would come after a determination on need.

Mississippi Power is part of the Southern Company, which includes Alabama Power, Georgia Power and Gulf Power. It has about 184,000 customers in the 23 counties of southeast Mississippi.

Despite record temperatures this October, Europe is slowly shifting towards winter - its second since the Ukraine war started and prompted Russia to cut gas supplies to the continent amid an energy crisis that has reshaped policy.

After prices surged last winter, when gas and electricity bills “nearly doubled in all EU capitals”, the EU decided to take emergency measures to limit prices.

In March, the European Commission proposed a reform to revamp the electricity market “to boost renewables, better protect consumers and enhance industrial competitiveness”.

However, France and Germany are struggling to find a compromise as rolling back prices is tougher than it appears and the clock is ticking as European energy ministers prepare to meet on 17 October in Luxembourg.


The controversy around CFDs
At the heart of the issue are contracts for difference (CFDs).

By providing a guaranteed price for electricity, CFDs aim to support investment in renewable energy projects.

France - having 56 nuclear reactors - is lobbying for nuclear energy to be included in the CFDs, but this has caught the withering eye of Germany.

Berlin suspects Paris of wanting an exception that would give its industry a competitive advantage and plead that it should only apply to new investments.


France wants ‘to regain control of the price’
The disagreement is at the heart of the bilateral talks in Hamburg, which started on Monday, between the French and German governments.

French President Emmanuel Macron promised “to regain control of the price of electricity, at the French and European level” and outlined a new pricing scheme in a speech at the end of September.

As gas electricity is much more expensive than nuclear electricity, France might be tempted to switch to a national system rather than a European one after a deal with EDF on prices to be more competitive economically.

However, France is "confident" that it will reach an agreement with Germany on electricity market reforms, Macron said on Friday.

Siding with France are other pro-nuclear countries such as Hungary, the Czech Republic and Poland, while Germany can count on the support of Austria, Luxembourg, Belgium and Italy amid opposition from nine EU countries to treating market reforms as a price fix.

But even if a last-minute agreement is reached, the two countries’ struggles over energy are creeping into all current European negotiations on the subject.

Germany wants a massive extension of electricity grids on the continent so that it can import energy; France is banking on energy sovereignty and national production.

France wants to be able to use nuclear energy to produce clean hydrogen, while Germany is reluctant, and so on.

The closure of the Genesee Generating Station on September 30, 2023, marked a significant milestone in Alberta's energy history, as the province moved to retire coal power by 2023 ahead of its 2030 provincial deadline. The Genesee, located near Calgary, was the province's last remaining coal-fired power plant. Its closure represents the culmination of a multi-year effort to transition Alberta's electricity sector away from coal and towards cleaner sources of energy.

The Covid-19 pandemic has underlined hydropower's resilience and critical role in delivering clean, reliable and affordable energy, especially in times of crisis, as highlighted by IAEA lessons for low-carbon electricity. This is the conclusion of two new reports published by the International Hydropower Association (IHA).

The 2020 Hydropower Status Report presents latest worldwide installed capacity and generation data, showcasing the sector's contribution to global carbon reduction efforts, with low-emissions sources projected to cover almost all demand increases in the next three years. It is published alongside a Covid-19 policy paper featuring recommendations for governments, financial institutions and industry to respond to the current health and economic crisis.

"Preventing an emergency is far better than responding to one," says Roger Gill, President of IHA, highlighting the need to incentivise investments in renewable infrastructure, a view echoed by Fatih Birol during the crisis. "The events of the past few months must be a catalyst for stronger climate action, including greater development of sustainable hydropower."

Now in its seventh edition, the Hydropower Status Report shows electricity generation hit a record 4,306 terawatt hours (TWh) in 2019, the single greatest contribution from a renewable energy source in history, aligning with the outlook that renewables to surpass coal by 2025.

The annual rise of 2.5 per cent (106 TWh) in hydroelectric generation - equivalent to the entire electricity consumption of Pakistan - helped to avoid an estimated additional 80-100 million metric tonnes of greenhouse gases being emitted last year.

The report also highlights:

* Global hydropower installed capacity reached 1,308 gigawatts (GW) in 2019, as 50 countries completed greenfield and upgrade projects, including pumped storage and repowering old dams in some regions.

* A total of 15.6 GW in installed capacity was added in 2019, down on the 21.8 GW recorded in 2018. This represents a rise of 1.2 per cent, which is below the estimated 2.0 per cent growth rate required for the world to meet Paris Agreement carbon reduction targets.

* India has overtaken Japan as the fifth largest world hydropower producer with its total installed capacity now standing at over 50 GW. The countries with the highest increases in were Brazil (4.92 GW), China (4.17 GW) and Laos (1.89 GW).

* Hydropower's flexibility services have been in high demand during the Covid-19 crisis, even as global demand dipped 15% globally, while plant operations have been less affected due to the degree of automation in modern facilities.

* Hydropower developments have not been immune to economic impacts however, with the industry facing widespread uncertainty and liquidity shortages which have put financing and refinancing of some projects at risk.

In a companion policy paper, IHA sets out the immediate impacts of the crisis on the sector, noting how European responses to Covid-19 have accelerated the electricity system transition, as well as recommendations to assist governments and financial institutions and enhance hydropower's contribution to the recovery.

The recommendations include:

  • Increasing the ambition of renewable energy and climate change targets which incorporate the role of sustainable hydropower development.
  • Supporting sustainable hydropower through introducing appropriate financial measures such as tax incentives to ensure viable and shovel-ready projects can commence.
  • Fast-tracking planning approvals to ensure the development and modernisation of hydropower projects can commence as soon as possible, in line with internationally recognised sustainability guidelines.
  • Safeguarding investment by extending deadlines for concession agreements and other awarded projects.
  • Given the increasing need for long-duration energy storage such as pumped storage, working with regulators and system operators to develop appropriate compensation mechanisms for hydropower's flexibility services.

Denmark's climate-friendly electricity record is incinerated

Denmark’s low ranking in the latest figures from Eurostat regarding climate-friendly electricity, which places the country in 32nd place out of 40 countries, is partly a result of the country’s reliance on the incineration of trash to warm our homes via long-established district heating systems.

Additionally, there are not enough electric vehicles – a recent increase in sales was halted in 2016 when the government started to phase back registration taxes scrapped in 2008, and Europe’s EV slump underscores how fragile momentum can be.

 

Not enough green electricity being used

Denmark is good at producing green electricity, reports Politiken, but it does not use enough, and amid electricity price volatility in Europe this is bad news if it wants to fulfil the EU’s 2050 goal to eliminate CO2 emissions.

 

A recent report by Eurelectric and McKinsey demonstrates that if heating, transport and industry were electrified, reflecting a broader European push for electrification across the energy system, 95 percent of the country’s CO2 emissions could be eliminated by that date.

 

Wind turbine testing centre expansion approved

Parliament has approved the expansion of two wind turbine centres in northwest Jutland, supporting integration as e-mobility drives electricity demand in the coming years. The centres in Østerild and Høvsøre will have the capacity to test nine and seven turbines, measuring 330 and 200 metres in size (up from 250 and 165) respectively. The Østerild expansion should be completed in 2019, while Høvsøre ​​will have to wait a little longer.

 

Third on the Environmental Performance Index

Denmark finished third on the latest Environmental Performance Index, finishing only behind Switzerland and France. Its best category ranking was third for Environmental Health, and comparative energy efficiency benchmarking can help contextualize progress. Elsewhere, it ranked 11th for Ecosystem Vitality, 18th for Biodiversity and Habitat, 94th for Forests, 87th for Fisheries, 25th for Climate and Energy and 37th for Air Pollution, 14th for Water Resources and 7th for Agriculture.

"Knowledge Gap" Is Contributing To On-the-job Electrical Injuries

A BC Hydro report finds serious electrical contact incidents are more common among trades workers, and research shows this is partly due to a knowledge gap in the electricity sector in Canada.

Trade workers were involved in more than 60 per cent of electric contact incidents that led to serious injuries over the last three years, according to BC Hydro.

One-in-five trade workers have also either made contact or had a close call with electric equipment.

A recent worksite electrocution case underscores the consequences of contact.

“New research finds many have had a close call with electricity on the job or have witnessed unsafe work near overhead lines or electrical equipment,” BC Hydro staff said in the report.

“A gap in electrical safety knowledge is a contributing factor in most of these incidents.”

Most electrical contact incidents take place in the spring and summer, when trade workers are working outdoors and are working in close proximity to power lines.

BC Hydro offered tips for trades workers who may work closely to possible electrical contact points:

  • Look up and down – Observe the site beforehand and plan work so you can avoid contact with power lines
  • Stay back – You and your tools should stay at least 3 m away from an overhead power line
  • Call for help – If you come across a fallen power line, or a tree branch or object contacts a line—stay back 10 metres and call 911. Never try and move it yourself. If you must work closer than 3 m to a power line at your worksite, call BC Hydro before you begin.
  • Learn about the risks – BC Hydro offers in-person and online electrical awareness training, such as arc flash training, for anyone who works near electricity.

The report found that 38 per cent of trades workers who participated in the report said they only feel “somewhat informed” about safety measures around working near electricity and 71 per cent were unable to identify the correct distance they should be away from active power lines or electrical equipment.

BC Hydro said trade workers should participate in its electrical awareness training courses, including arc flash training, to make sure all safety measures are taken.

National Steel Car appealing decision in legal challenge of Ontario electricity fee it calls an unconstitutional tax

A manufacturer of steel rail cars is pursuing an appeal after its lawsuit challenging the constitutionality of a major Ontario electricity fee was struck down earlier this year.

Lawyers for Hamilton, Ont.-based National Steel Car Ltd. filed a notice of appeal in July after Ontario Superior Court Justice Wendy Matheson ruled in June that an electricity fee known as the global adjustment charge was a regulatory charge, and not an unconstitutional tax used to finance policy goals, as National Steel Car alleges.

The company, the decision noted, began its legal crusade last year after seeing its electricity bills had “increased dramatically” since the Ontario government passed green energy legislation nearly a decade ago, and amid concerns that high electricity rates are hurting Ontario manufacturers.

Under that legislation, the judge wrote, “private suppliers of renewable energy were paid to ’feed in’ energy into Ontario’s electricity grid.” The contracts for these so-called “feed-in tariff” contracts, or FIT contracts, were the “primary focus” of the lawsuit.

“The applicant seeks a declaration that part of the amount it has paid for electricity is an unconstitutional tax rather than a valid regulatory charge,” the judge added. “More specifically, it challenges part of the Global Adjustment, which is a component of electricity pricing and incorporates obligations under FIT contracts.”

Chiefly representing the difference between Ontario’s market price for power and the guaranteed price owed to generators, global adjustment now makes up the bulk of the commodity cost of electricity in the province. The fee has risen over the past decade, amid calls to reject steep Nova Scotia rate hikes as well — costing electricity customers $37 billion in global adjustment from 2006 to 2014, according to the province’s auditor general — because of investments in the electricity grid and green-energy contracts, among other reasons.

National Steel Car argued the global adjustment is a tax, and an unconstitutional one at that because it violated a section of the Constitution Act requiring taxes to be authorized by the legislature. The company also said the imposition of the global adjustment broke an Ontario law requiring a referendum to be held for new taxes.

The province, Justice Matheson wrote, had argued “that it is plain and obvious that these applications will fail.” In a decision released in June, the judge granted motions to strike out National Steel Car’s applications.

“The Global Adjustment,” she added, “is not a tax because its purpose, in pith and substance, is not to tax, and it is a regulatory charge and therefore, again, not a tax.”

Now, National Steel Car is arguing that the judge erred in several ways, including in fact, “by finding that the FIT contracts must be paid, when they can be cancelled.”

There has been a change in government at Queen’s Park since National Steel Car first filed its lawsuit last year, and that change has put green energy contracts under fire. The Progressive Conservative government of new Premier Doug Ford has already made a number of decisions on the electricity file, such as moving to cancel and wind down more than 750 renewable energy contracts, as well as repealing the province’s Green Energy Act.

The Tories also struck a commission of inquiry into the province’s finances that warned the global adjustment “may be struck down as unconstitutional,” a warning delivered amid cases where Nova Scotia's regulator approved a 14% rate hike in a high-profile decision.

“There is a risk that a court may find the global adjustment is not a valid regulatory charge if shifting costs over a longer period of time inadvertently results in future ratepayers cross-subsidizing today’s ratepayers,” the commission’s report said.

A spokesperson for Ontario’s Ministry of Energy, Northern Development and Mines said in an email that it would be “inappropriate to comment about the specifics of any case before the courts or currently under arbitration.”

National Steel Car is also prepared to fight its case all the way up to the Supreme Court of Canada, according to its lawyer.

“What is clear from our proceeding with the appeal is National Steel Car has every intention of seeing that lawsuit through to its conclusion if this government isn’t interested or prepared to reasonably settle it,” Jerome Morse said.
