A smart meter initiative that electric utility NV Energy plans to roll out in Nevada could mean consumers someday will have to shift more of their power consumption to off hours or pay a higher price to power up during peak hours.

Similar projects across the country have drawn consumer complaints of skyrocketing electricity bills and inaccurate meter readings, but NV Energy executives say they have a launch strategy to dodge the smart meter pitfalls that have ensnared other utilities.

First, about those meters: As part of its Advanced Service Delivery project, NV Energy plans to install smart meters, digital kilowatt counters that let consumers track power use and adjust consumption to control their electric bills. Utilities in other states have begun replacing traditional meters with networked smart meters that allow them to track consumers' power use in real time from the power company's headquarters, eliminating the need for meter-reading crews and giving ratepayers more detailed information on how much power they're using.

NV Energy executives say smart meters will reduce the company's operating costs. Helping consumers see where they can conserve power will limit the need for new generating capacity, they add, and that should mean lower rates over the long haul.

Michael Yackira, president and chief executive officer of NV Energy, called the advent of smart energy infrastructure a "time of transition and transformation" for the electric industry.

In its earliest phase, Advanced Service Delivery will simply tell interested customers daily what their monthly power bill is up to that date. Power users could get their account's updated details from NV Energy's Web site, through its automated phone system or by calling a customer-service representative. Knowing what they've spent mid-billing cycle should enable consumers to adjust consumption and rein in energy expenses.

Advanced Service Delivery could eventually provide more details, including hourly updates on power costs. If allowed by the Public Utilities Commission, NV Energy could change the way it bills for electricity. Instead of charging 12 cents for each and every kilowatt-hour of power consumed in a monthly billing cycle, the company might charge a different retail rate for different times of day to more closely reflect the cost of buying wholesale power on the open market during peak load times of day. What those rates might be have yet to be determined, but the cost to purchase power at the peak on a summer afternoon can vary drastically compared with the cost of buying power at night.

If a consumer could see that the cost per kilowatt hour will be cheaper later in the day, he could put off running the clothes dryer, or kick up the temperature on his thermostat and cut down on air conditioning. NV Energy officials say shifting power use to non-peak hours could save consumers as much as 15 percent on their electric bills.

NV Energy just landed $138 million in federal stimulus money to help cover the cost of Advanced Service Delivery. The project's total price tag will run about $300 million, and at least some of the unfunded share might come in the form of higher electric rates or surcharges on customers' bills. A small pilot program would begin in 2011, and NV Energy plans to change out the rest of Nevada's 1.45 million meters in 2012. The utility said installation of the meters could create about 200 jobs. The company has 72 meter readers on staff now.

But consumers from Australia to Canada are protesting similar initiatives, saying smart meters and the nuanced billing practices the meters allow have sent power bills sky high and imperiled personal privacy. In the United States, ratepayers have filed lawsuits over the meters, and officials in states including California, Connecticut, Texas and Maryland have questioned the meters' application and costs.

"Smart meters were sold to us as a way to help consumers better understand (power) usage and save money, but in fact, they've had the opposite effect," said Mindy Spatt, communications director for The Utility Reform Network in San Francisco. "Consumers claim the meters are inaccurate and their bills have gone up, so we would say they certainly don't appear to have helped consumers understand their usage. It's simply not clear to us from what the utilities presented here (in California) that the benefits are commensurate with the costs."

Hundreds of Pacific Gas & Electric customers in the Golden State have complained to the state's Public Utilities Commission, saying smart meters have meant incorrect use readings and higher bills. More than 500 of the utility's customers filed a class-action lawsuit accusing the company of negligence, fraud, deceit and false advertising.

Nevadans needn't worry about those issues because NV Energy is learning from other utilities' mistakes, said Robert Stewart, the company's senior vice president of customer relationship. NV Energy's Advanced Service Delivery rollout will happen slowly, with serious security safeguards to boot.

"It's a very deliberate process we're taking to make sure we don't get into some of the same missteps" as other utilities that installed smart meters, Stewart said.

To protect against inaccurate meter readings, NV Energy will launch a voluntary Advanced Service Delivery pilot program involving 10,000 meters. The utility will keep standard meters online next to smart meters at some locations and hire a third party to verify the new meters' precision before the company switches out all electric meters in the state, Stewart said. Nor would NV Energy's system estimate use or calculate consumption at the meter, as Pacific Gas & Electric's system did when it tripled that Bakersfield customer's electric bill during a blackout.

As for furnishing hourly updates on electricity costs and charging consumers based on peak demand, NV Energy won't add those features until the right technology is available and has been tested, Stewart said. The Public Utilities Commission of Nevada must also change regulations governing how power companies bill for use. Plus, participation in such energy tracking will be optional. NV Energy won't require ratepayers to move their electricity use to nonpeak hours, but consumers would have to pay higher prices for power used during the peak hours of 2 to 7 p.m.

As for ratepayer privacy, Stewart said consumer data is stored behind NV Energy's computer network firewalls, and the vast majority of meter locations will be linked to an internal, secured fiber network, also firewall protected.

"Looking around the country, we're taking and bringing into our plan the lessons California and other places are learning," Stewart said. "We're appreciative of the fact they've gone before us, because it really is setting up our ability to bring this capability to Nevada and orient it toward customer benefits."

Asked to discuss what issues or concerns the state Public Utilities Commission might have with smart meters, Commissioner Rebecca Wagner said it would be inappropriate to comment on Advanced Service Delivery, which is pending in filings before the agency.

Nevada Consumer Advocate Eric Witkoski, who's tasked with protecting the interests of utility ratepayers, said Advanced Service Delivery has "a lot of issues," but he wouldn't elaborate on those issues. He said he plans to file project-related testimony with the state Public Utilities Commission in April.

Other consumer advocates say they don't believe today's smart meters really serve ratepayers.

Consumers actually have little discretion in how they use power, Spatt said. Take air conditioning as an example. Dodging peak-power rates would mean that many homeowners would have to leave the air conditioning off for an hour or two after they returned home from work or school. Other households have homebound relatives who can't work or go out during the day, and still others have kids coming home from school mid-afternoon. And while consumers could save money by unplugging energy vampires such as televisions and computers when they leave home, the biggest energy users, such as refrigerators, must stay connected all the time. That means many consumers couldn't avoid paying some higher peak power rates, Spatt said.

Besides, smart meters aren't energy saving devices; they're energy measuring devices, Spatt added. To get all the meters' benefits, consumers will need to purchase "fancy gadgets," such as digital displays, to gauge their ongoing consumption, she said. Demand for such readers is likely to be small, because most consumers don't have time to "sit around all day watching the price of electricity fluctuate," Spatt said.

Executives with The Utility Reform Network said they believe utilities have jumped the gun in deploying smart meters. The group advocates waiting a couple of years for improved technologies that might experience fewer hiccups.

NV Energy plans to file specific proposals for Advanced Service Delivery with the Public Utilities Commission in mid-April. The filing will include recommendations on variations in hourly prices, among other implementation details. The commission is scheduled to make a decision on Advanced Service Delivery in July.

The only electricity plant in the Gaza Strip shut down yesterday after running out of fuel banned from entering the besieged enclave by the Israeli occupation, Gaza Electricity Distribution Company announced.

“The power plant has shut down completely,” the company said in a brief statement, as disruptions like China power cuts reveal broader grid vulnerabilities.

Israel banned fuel imports into Gaza as part of punitive measures over the launching incendiary balloons from the Strip.

On Sunday, GEDCO warned that the industrial fuel for the electricity plant would run out, mirroring Lebanon's fuel shortage challenges, on Tuesday morning.

Since 2007, the Gaza Strip suffered under a crippling Israeli blockade that has deprived its roughly two million inhabitants of many vital commodities, including food, fuel and medicine, and regional strains such as Iraq's summer electricity needs highlight broader power insecurity.

As a result, the coastal enclave has been reeling from an electricity crisis, similar to when the National Grid warned of short supply in other contexts.

The Gaza Strip needs some 500 megawatts of electricity – of which only 180 megawatts are currently available – to meet the needs of its population, while Iran supplies about 40% of Iraq's electricity in the region.

Spokesman of the Ministry of Health in Gaza, Ashraf Al Qidra, said the lack of electricity undermines offering health services across Gaza’s hospitals.

He also warned that the lack of electricity would affect the quarantine centres used for coronavirus patients, reinforcing the need to keep electricity options open during the pandemic.

Gaza currently has three sources of electricity: Israel, which provides 120 megawatts and is advancing coal use reduction measures; Egypt, which supplies 32 megawatts; and the Strip’s sole power plant, which generates between 40 and 60 megawatts.

Lebanon's energy ministry said it had picked Dubai's ENOC in a tender to swap 84,000 tonnes of Iraqi high sulphur fuel oil, as LNG export authorizations expand globally, with 30,000 tonnes of Grade B fuel oil and 33,000 tonnes of gasoil.

ENOC won the tender, part of a deal between the two countries that allows the cash-strapped Lebanese government, even as electricity tensions persist, to pay for 1 million tonnes of Iraqi heavy fuel oil a year in goods and services.

As Lebanon suffers what the World Bank has described as one of the deepest depressions of modern history, shortages of fuel this month have meant state-powered electricity, alongside ongoing electricity sector reform, has been available for barely a few hours a day if at all.

Residents turning to private generators for their power supply face diesel shortages, even as other countries roll out measures to secure electricity supplies to mitigate risks.

The swap tenders are essential as Iraqi fuel is unsuitable for Lebanese electricity generation, and regional projects like the Jordan-Saudi electricity linkage underscore broader grid strategies.

Lebanese caretaker Energy Minister Raymond Ghajar said in July the fuel from the Iraqi deal would be used for electricity generation by the state provider, even as France advances a new electricity pricing scheme in Europe, and was enough for around four months.

ENOC is set to receive the Iraq fuel between Sept. 3-5 and will deliver it to Lebanon two weeks after, the energy ministry said, following a recent deal on electricity prices abroad that could influence markets.

The latest report on electricity usage in British Columbia reveals the COVID-19 pandemic has created an atmosphere where every day feels like a Saturday, a pattern also reflected in BC electricity demand during peak seasons.

BC Hydro says overall power usage hasn't changed much, but similar Ontario electricity demand shifts suggest regional differences, while Manitoba demand fell more noticeably, and a survey of 500 people shows daily routines have shifted dramatically since mid-March when pandemic-related closures began.

The hydro report says, with nearly 40 per cent of B.C. residents working from home, trends in residential electricity use confirm almost half are sleeping in and eating breakfast later, while about a quarter say they are showering less.

Those patterns more closely resemble what hydro says is typical weekend power consumption, and could influence time-of-use rates as electricity demand occurs later in the morning and earlier in the evening.

The report also finds many people are cooking and baking more than before the pandemic, preparing the evening meal earlier, streaming or viewing more television after dinner even as Ottawa's electricity consumption dipped earlier in the pandemic, and 80 per cent are going to bed later.

Although electricity use is normal for this time of year, hydro says homebound residents can conserve by using laptops instead of desktops, small appliances such as Instant Pots instead of ovens, and streaming movies or TV shows on a smart televisions instead of game consoles, even as Hydro One peak rates continue to shape consumption patterns elsewhere.

Nuclear plant workers cite lack of precautions around virus

Workers at Connecticut's only nuclear power plant worry that managers are not taking enough precautions against the coronavirus, as some utilities weigh on-site staffing measures to maintain operations, after 750 temporary employees were brought in to help refuel one of the two active reactors.

Ten employees at the Millstone Power Station in Waterford have tested positive for the virus, and, amid a U.S. grid pandemic warning, the arrival of the temporary workers alarms some of the permanent employees, The Day newspaper reported Sunday.

"Speaking specifically for the guard force, there's a lot of frustration, there's a lot of concern, and I would say there's anger," said Millstone security officer Jim Foley.

Foley, vice president of the local chapter of the United Government Security Officers of America, noted broader labor concerns such as unpaid wages for Kentucky miners while saying security personnel have had to fight for personal protective equipment and for partitions at access points to separate staff from security.

Foley also has filed a complaint with the Occupational Safety and Health Administration saying Millstone staff are using ineffective cleaning materials and citing a lack of cleaning and sanitizing, as telework limits at the EPA drew scrutiny during the pandemic, he said.

Officials at Millstone, owned by Dominion Energy, have not heard internal criticism about the plant's virus precautions, Millstone spokesman Kenneth Holt said.

"We've actually gotten a lot of compliments from employees on the steps we've taken," he said. "We've stepped up communications with employees to let them know what's going on."

As another example of communication efforts, COVID-19 updates at Site C have been published to keep workers informed.

Millstone recently increased cleaning staff on the weekends, Holt said, and there is regular disinfecting at the plant.

Separately, utility resilience remains a concern, as extended outages for tornado survivors in Kentucky may last weeks, affecting essential services.

Responding to the complaint about ineffective cleaning materials, Holt said staff members early in the pandemic went to a Home Depot and got a bottle of disinfectant that wasn't approved by the federal government as effective against the coronavirus. An approved disinfectant was brought in the next day, he said.

The deaths of nearly 2,500 Connecticut residents have been linked to COVID-19, the disease caused by the virus. More than 29,000 state residents have tested positive. As of Sunday, hospitalizations had declined for 11 consecutive days, to over 1,480.

With more people working remotely, utilities have reported higher residential electricity use during the pandemic, affecting household bills.

For most people, the coronavirus causes mild or moderate symptoms, such as fever and cough, that clear up in two to three weeks. For some, especially older adults and people with existing health problems, it can cause more severe illness, including pneumonia, and death.

SAFE VOTING

Secretary of the State Denise Merrill released a plan Monday aimed at making voting safe during the Aug. 11 primary and Nov. 3 general election.

Merrill said her office is requiring all cities and towns in the state to submit plans for the two elections that include a list of cleaning and safety products to be used, a list of polling locations, staffing levels at each polling location, and the names of polling workers and moderators.

Municipalities will be eligible for grants to cover the extra costs of holding elections during a pandemic, including expenses for cleaning products and increased staffing.

Merrill also announced her office and the Connecticut National Guard will perform a high-level cybersecurity assessment of the election infrastructure of all 169 towns in the state to guard against malicious actors.

Merrill's office also will provide network upgrades to the election infrastructures of 20 towns that have had chronic problems with connecting to the elections system.

Nova Scotia's private utility says it has hit a new milestone in its delivery of electricity from renewable resources, a trend highlighted by Summerside wind generation in nearby P.E.I.

Nova Scotia Power says 30 per cent of the electricity it produced in 2018 came from renewable sources such as wind power.

The utility says 18 per cent came from wind turbines, nine per cent from hydroelectric and tidal turbines and three per cent by burning biomass.

However, over half of the province's electrical generation still comes from the burning of coal or petroleum coke. Another 13 per cent come from burning natural gas and five per cent from imports, even as U.S. renewable generation hits record shares.

The utility says that since 2007, the province's reliance on coal-fired plants has dropped from 76 per cent of electricity generated to 52 per cent last year, as Prairie renewables growth accelerates nationally.

It says it expects to meet the province's legislated renewable target of 40 per cent in 2020, when it begins accessing hydroelectricity from the Muskrat Falls project in Labrador.

"We have made greener, cleaner energy a priority," utility president and CEO Karen Hutt said in a news release.

"As we continue to achieve new records in renewable electricity, we remain focused on ensuring electricity prices stay predictable and affordable for our customers, including solar customers across the province."

Nova Scotia Power also projects achieving a 58 per cent reduction in carbon emissions from 2005 levels by 2030.

Report: Duke Energy to release climate report under investor pressure

One of America’s largest utility companies, Duke Energy, is set to release a report later this month that sketches a drastically changed electricity mix in a carbon-constrained future.

The big picture: Duke is the latest energy company to commit to releasing a report about climate change in response to investor pressure, echoing shifts such as Europe's oil majors going electric across the sector, conveyed by non-binding but symbolically important shareholder resolutions. Duke provides electricity to more than seven million customers in the Carolinas, the Midwest and Florida.

Gritty details: The report is expected to find that coal, currently 33% of Duke’s mix, gone entirely from its portfolio by 2050 in a future scenario where the world has taken steps to cut greenhouse gas emissions, and where global coal-fired electricity use is falling markedly, to a level consistent with keeping global temperatures from rising two degrees Celsius. That’s the big ambition of the 2015 Paris climate deal, but the current commitments aren’t close to reaching that.

What they're saying: “What’s difficult about this is we are trying to overlay what we understand currently about technology,” Lynn Good, Duke CEO, told Axios in an interview on the sidelines of a major energy conference here.

She went on to say that this scenario of zero coal by 2050 doesn’t assume any breakthroughs in technology that captures carbon emissions from coal-fired power plants. “We don’t see that technology today, and we need to make economic decisions to get those units moving and replacing them with natural gas.”

Good also stressed the benefits of its several nuclear power plants, highlighting the role of sustaining U.S. nuclear power in decarbonization, which emit no carbon emissions. She said Duke isn’t considering investing in new nuclear plants, but plans to seek federal relicensing of current plants.

“If I turn them off, the resource that would replace them today is natural gas, so carbon will go up,” Good said. “Our objective is to continue to keep those plants as long as possible.”

What’s next: A spokesman said the other details of their 2050 scenario estimates will be available when the report is officially released by month’s end.

Axios reports that Duke Energy will release a report later this month that detail the utility's efforts to mitigate climate change risks and plan carbon-free electricity investments across its operations. The report includes a scenario that eliminates coal entirely from the company's power mix by 2050. Coal currently makes up about a third of Duke's generation.

Duke CEO Lynn Good told the news outlet the scenario ending coal-fired generation assumes no technological advances in emissions capture, seemingly leaving open the possibility.

Last year, a report by the Union of Concerned Scientists concluded one in four of the remaining operating coal-fired plants in the U.S. are slated for closure or conversion to natural gas, amid falling power-sector carbon emissions across the country. Duke's report is expected to be released by the end of the month.

Duke's report on its carbon plans comes at the behest of shareholders, a trend utility companies have seen growing among investors who are increasingly concerned about companies' sustainability and their financial exposure to climate policy.

Last year, a majority of shareholders of Pennsylvania utility PPL Corp. called on company management to publish a report on how climate change policies and technological innovations will affect the company's bottom line. Almost 60% of shareholders voted in favor of the non-binding proposal.

The vote, reportedly a first for the power sector, followed a similar decision by shareholders of Occidental Petroleum, which was supported by about 66% of shareholders.

Duke's Good told Axios that right now the utility does not see the coal technology on the horizon that would keep it operating plants. “We don't see that technology today, and we need to make economic decisions to get those units moving and replacing them with natural gas," Good said. However, it does not mean the utility is making near-term efforts to erase coal from its power mix. However, some utilities are taking those steps as they prepare for en energy landscape with more carbon regulations.

In addition to the 25% of coal plants heading for closure or conversion, the UCS report also said that another 17% of the nation’s operating coal plants are uneconomic compared with natural gas-fired generation, and could face retirement soon. But there is plenty of ongoing research into "clean coal" possibilities, and the federal government has expressed an interest in smaller, modular coal units.
