Sixteen years and millions in government research dollars after announcement of a plan that backers said could make Toledo a center for production of low-cost solar energy panels, a major new push is under way to bring the problem-plagued project to reality.

A semiconductor plant in suburban Perrysburg Township is about to get $20 million in new manufacturing equipment intended to increase capacity fivefold by 2005.

Phoenix-based First Solar LLC, which took over the project four years ago from a company backed by local inventor Harold McMaster, plans to start the project in late March. One phase will include construction of a semiconductor layer-coating and heat strengthening system by the German firm Rohwedder AG.

Besides getting new machines, the 75,000-square-foot plant, in the Cedar Business Center off State Rte. 795, will be expanded. Research offices and warehouse space are to move to the new plant from an Eckel Junction Road facility, which will be closed.

But the project has a poor history of meeting expectations and is adding capacity even as it is laying off some engineering staff. Since the project began in 1987, government agencies and private investors have pumped in more than $80 million.

Still, the investment demonstrates continued commitment to the company by owners True North Partners LLC, a Western investment group that includes Wal-Mart retailing heir John Walton. Mr. McMaster, the local founder, no longer has an ownership stake in the firm after a dispute with managers over the direction of the company and a court battle in the state of Delaware over organizational issues.

True North has pumped $58 million into First Solar since 1999, according to court documents.

The firm's lone plant in Perrysburg Township made about 30,000 panels last year and expects to double that in 2003. Still, that will be 40 percent short of capacity.

Even so, executives are confident enough of their ability to attract new customers long term that they are going ahead with the expansion plan that will increase capacity to 25 megawatts, or about 500,000 panels, annually.

First Solar doesn't sell panels for residential use, said spokesman Paula Vaughnn.

Instead, the firm focuses marketing on utilities, consultants hired to cut commercial buildings' energy use, remote areas of the world without electricity, and manufacturers of solar refrigerators and irrigation water pumps who sell their products as part of a package with solar panels.

Economic development officials at the Statehouse in Columbus and in Wood County are enthusiastic about the project because it complements their goal of promoting technology ventures and diversifying the manufacturing economy of a region dominated by the auto industry.

"First Solar is committed to coming up with a product that people will see that there is value in," said Thomas Blaha, executive director of the Wood County Economic Development Commission. Wood County granted the firm tax abatements on the equipment investment and on an expected $10 million in inventory.

The project could be the first to take advantage of a program of low-cost loans established by Gov. Bob Taft to assist companies introducing innovative new products.

The so-called Innovation Ohio fund will provide loans of up to $5 million, or 50 to 75 percent of a project's value, although state officials are unsure how much First Solar will receive. Officials of the Ohio Department of Development said the company could be eligible for training funds and tax credits for job creation.

The governor, in his state of the state address last month, cited First Solar as a poster child for state economic development programs.

Besides state assistance, First Solar and its predecessor, Toledo-based Solar Cells, Inc., have received about $1 million annually from the US Energy Department.

Executives of First Solar have told economic development officials that with the new equipment they will be ready to begin large-scale commercial production. But project backers have made such an announcement before, only to discover a glitch that forces them back to the drawing board.

First Solar spent $16 million in 2000 to build the Perrysburg Township plant. It was described as the largest solar panel production factory ever, with the capacity to produce an unheard-of 100 megawatts of solar panels annually.

But when no panels were sold 18 months later, executives acknowledged that they moved too quickly without ironing out problems in the manufacturing process. They also backed off the grandiose statements about capacity. By way of comparison, the plant will have the capacity to produce just one quarter of the originally announced 100 megawatts when the expansion project is completed.

Part of the problem is that the firm is pioneering new technology capable of producing solar modules that, although slightly less energy-efficient than traditional designs, are less labor-intensive to make. The -- as yet unrealized -- goal of advocates of so-called "thin-film" technology is to mass-produce solar modules cheaply enough to make solar power competitive with electricity made in more traditional methods.

So far, however, panels made with the new technology aren't much cheaper than traditional designs.

BP Solar announced late last year that it was closing or selling plants using the technology but would continue to make traditional panels. "While the technology continues to show promise, lack of material demand and present economics do not allow for continued investment," BP Solar said in a statement.

As a result of the announcement, First Solar is believed to be the only major firm in the world working with a particular type of thin-film technology that uses the chemical element cadmium telluride. Companies in Japan and Germany stopped using the technology in recent years, either for financial reasons or health concerns. Extensive exposure to the chemical can pose health problems, experts said.

Solar energy experts, however, downplay the risks. Robert Birkmire, director of the Institute of Energy Conversion at the University of Delaware in Newark, said users won't be exposed to the chemical because it is encapsulated in the module.

"The technology is sound and safe overall," he said.

First Solar intends to capture market share by selling modules more cheaply than competitors, said Ms. Vaughnn, the company spokesman.

Executives do not believe they are being overoptimistic about the plant's prospects. The firm supplies panels to Tucson Electric Power in Arizona and the Sacramento Municipal Utility District. But Ms. Vaughnn declined to identify other customers.

"In some cases, we are negotiating long-term supply agreements with customers who forecast demand growth over the next three years, so we feel that there is a need to increase plant capacity in order to be prepared to meet such demand," she said.

The Sacramento Utility District plans to market First Solar panels to commercial customers as a way of cutting their electricity bills. Utility official Vincent Schwent estimates that a buyer would pay about $100,000 -- including a 50 percent subsidy from the state of California -- for a solar field that would require 5,000 square feet of flat roof space and create 30 kilowatts of electricity. He estimates that, with electricity bill savings, the system would pay for itself in five years.

First Solar, which employs about 150, expects the expansion project to create jobs. In recent weeks, however, the firm laid off nine engineers and other employees.

"We determined that fewer people were needed in certain areas, which resulted in some position eliminations," Ms. Vaughnn said.

Still, local economic development boosters aren't the only people pleased with the expansion announcement.

"Everything they've been doing the past couple years has been really good," said Ken Zweibel, manager of the thin-film partnership at the US National Renewable Energy Laboratory in Golden, Colo. "They're much more organized, more precise, and have more control over their yields. They are doing well and all signals are a go."

Mr. Birkmire, of the University of Delaware, is more cautious. He praised the progress made by First Solar.

But he noted the firm will be introducing new products into a crowded market. "Overall, capacity right now is very high," he said. "In part, it's because of a huge expansion by the Japanese. Capacity is outdistancing the market."

In 2022, U.S. electricity consumers on average experienced about 5.5 hours of power disruptions, a decrease from nearly two hours compared to 2021. This information comes from the latest Annual Electric Power Industry Report. The reduction in yearly power interruptions primarily resulted from fewer significant events in 2022 compared to the previous year, and utility disaster planning continues to support grid resilience as severe weather persists.

Since 2013, excluding major events, the annual average duration of power interruptions has consistently hovered around two hours. Factors contributing to major power disruptions include weather-related incidents, vegetation interference near power lines, and specific utility practices, while pandemic-related grid operations influenced workforce planning more than outage frequency. To assess the reliability of U.S. electric utilities, two key indexes are utilized:

  • The System Average Interruption Duration Index (SAIDI) calculates the total length (in hours) an average customer endures non-brief power interruptions over a year.
  • The System Average Interruption Frequency Index (SAIFI) tracks the number of times interruptions occur.

The influence of major events on electrical reliability is gauged by comparing affected states' SAIDI and SAIFI values against the U.S. average, which was 5.6 hours of outages and 1.4 outages per customer in 2022. The year witnessed 18 weather-related disasters in the U.S., each resulting in over $1 billion in damages, and COVID-19 grid assessments indicated the electricity system was largely safe from pandemic impacts. Noteworthy major events include:

  • Hurricane Ian in September 2022, leaving over 2.6 million Floridian customers without electricity, with restoration in some areas taking weeks rather than days.
  • Hurricane Nicole in November 2022, causing over 300,000 Florida customers to lose power.
  • Winter Storm Elliott in December 2022, affecting over 1.5 million customers in multiple states including Texas where utilities struggled after Hurricane Harvey to restore service, and Florida, and bringing up to four feet of snow in parts of New York.

In 2022, states like Florida, West Virginia, Maine, Vermont, and New Hampshire experienced the most prolonged power interruptions, with New Hampshire averaging 10.3 hours and Florida 19.1 hours, and FPL's Irma storm response illustrates how restoration can take days or weeks in severe cases. Conversely, the District of Columbia, Delaware, Rhode Island, Nebraska, and Iowa had the shortest total interruptions, with the District of Columbia averaging just 34 minutes and Iowa 85 minutes.

The frequency of outages, unlike their duration, is more often linked to non-major events. Across the nation, Alaska recorded the highest number of power disruptions per customer (averaging 3.5), followed by several heavily forested states like Tennessee and Maine. Power outages due to falling tree branches are common, particularly during winter storms that burden tree limbs and power lines, as seen in a North Seattle outage affecting 13,000 customers. The District of Columbia stood out with the shortest and fewest outages per customer.

In this context, TransAlta plans to supply around 90% of its partner's energy needs for the facility, with the remainder coming from the broader electricity market.

Alberta has identified data centres as a strategic priority, aiming to see $100 billion in AI-related data centre construction over the next five years. However, the rapid growth of this sector presents challenges for the region’s energy infrastructure. Electricity demand from data centres has already outpaced the available capacity in Alberta’s power grid, intensifying discussions about a western Canadian electricity grid to improve regional reliability, potentially impacting the province’s decarbonization goals.

To address these challenges, TransAlta has adopted a renewable energy investment strategy. The company announced a $3.5 billion growth plan focused primarily on clean electricity generation and storage, as British Columbia's clean energy shift advances across the region, through 2028. By then, more than two-thirds of TransAlta’s earnings are expected to come from renewable power generation, supporting progress toward a net-zero electricity grid by 2050 nationally.

The collaboration between TransAlta and data centre developers represents an opportunity to balance growing energy demand with sustainability goals. By integrating renewable energy generation into data centre operations and broader macrogrid investments, Alberta could move toward a cleaner and more resilient energy future.

A consortium formed by Spanish groups Abengoa and Acciona, as Spain's renewable sector expands with Enel's 90MW wind build activity, has signed a contract to complete the construction of the 110MW Cerro Dominador concentrated solar power (CSP) plant in Chile.

The consortium received notice to proceed to build the solar-thermal plant, which is part of the 210MW Cerro Dominador solar complex.

Under the contract, Acciona, which has 51% stake in the consortium and recently launched a 280 MW Alberta wind farm, will be responsible for building the plant while Abengoa will act as the technological partner.

Expected to be the first of its kind in Latin America upon completion, the plant is owned by Cerro Dominador, which in turn is owned by funds managed by EIG Global Energy Partners.

The project will add to a Abengoa-built 100MW PV plant, comparable to California solar projects in scope, which was commissioned in February 2018, to form a 210MW combined CSP and PV complex.

Spread across an area of 146 hectares, the project will feature 10,600 heliostats and will have capacity to generate clean and dispatachable energy for 24 hours a day using its 17.5 hours of molten salt storage technology, a field complemented by battery storage advances.

Expected to prevent 640,000 tons of CO2 emission, the plant is located in the commune of María Elena, in the Atacama Desert, in the Antofagasta Region.

“In total, the complex will avoid 870,000 tons of carbon dioxide emissions into the atmosphere every year and, in parallel with Enel's 450 MW U.S. wind operations, will deliver clean energy through 15-year energy purchase agreements with distribution companies, signed in 2014.

“The construction of the solarthermal plant of Cerro Dominador will have an important impact on local development, with the creation of more than 1,000 jobs in the area during its construction peak, and that will be priority for the neighbors of the communes of the region,” Acciona said in a statement.

The Cerro Dominador plant represents Acciona’s fifth solar thermal plant being built outside of Spain. The firm has constructed 10 solarthermal plants with total installed capacity of 624MW.

Acciona has been operating in Chile since 1993. The company, through its Infrastructure division, executed various construction projects for highways, hospitals, hydroelectric plants and infrastructures for the mining sector.

The survey indicated that 63% of respondents are buying fewer American products in stores, and 62% are reducing online purchases from U.S. retailers. Specific declines include a 52% reduction in Amazon purchases, a 50% drop in fast-food consumption from American chains, and a 43% decrease in spending at U.S.-based retail stores. Additionally, 30% of Canadians have canceled planned trips to the United States, while 68% have increased their purchases of Canadian-made products. Washington state has received a $23.4 million Grid Resilience State and Tribal Formula Grant from the U.S. Department of Energy (DOE) to modernize the electric grid through smarter electricity infrastructure and reduce impacts due to extreme weather and natural disasters. Grid Resilience State and Tribal Formula Grants aim to ensure the reliability of power sector infrastructure so that communities have access to affordable, reliable, clean electricity.

“Electricity is an essential lifeline for communities. Improving our systems by reducing disruptive events is key as we cross the finish line of a 100% clean electricity grid and ensure equitable benefits from the clean energy economy reach every community,” said Gov. Jay Inslee.

The federal funding for energy resilience will enhance and expand ongoing current grid modernization and resilience efforts throughout the state. For example, working directly with rural and typical end-of-the-line customers to develop resilience plans and collaborating with communities and utilities, including smart city efforts in Spokane as examples, on building resilient and renewable infrastructure for essential services.

“This is a significant opportunity to supplement our state investments in building a robust, resilient electric grid that supports our long-term vision for clean, affordable and reliable electricity – the foundation for economic growth and job creation that strengthens our communities and keeps Washington globally competitive. It shows once again that we are maximizing the federal funding being made available by the Biden-Harris Administration to invest in the country’s infrastructure,” said Washington State Department of Commerce Director Mike Fong.

Across the border, British Columbia's clean energy shift adds regional momentum for resilient, low-carbon power.

Goals include:

Reducing the frequency, duration and impact of outages as climate change impacts on the grid intensify while enhancing resiliency in historically disadvantaged communities.
Strengthening prosperity by expanding well-paying, safe clean energy jobs accessible to all workers and ensuring investments have a positive effect on quality job creation and equitable economic development.

Building a community of practice and maximizing project scalability by identifying pathways for scaling innovations such as integrating solar into the grid across programs.

“The Grid Resilience Formula Grants will enable communities in Washington to protect households and businesses from blackouts or power shutdowns during extreme weather,” said Maria Robinson, Director, Grid Deployment Office, U.S. Department of Energy. “Projects selected through this program will benefit communities by creating good-paying jobs to deliver clean, affordable, and reliable energy across the country.”

DOE has also announced $34 million for grid improvements to bolster reliability nationwide.

“An innovative, reliable, and efficient power grid is vital to Washington’s continued economic growth and for community resilience especially in disadvantaged areas,” said U.S. Rep. Strickland, Co-Lead of the bipartisan Grid Innovation Caucus. “The funding announced today will invest in our energy grid, support good-paying jobs, and means a cleaner, more energy-efficient future.”

Funded through the Bipartisan Infrastructure Law and administered by DOE’s Grid Deployment Office, with related efforts such as California grid upgrades advancing nationwide, the Grid Resilience State and Tribal Formula Grants distribute funding to states, territories, and federally recognized Indian Tribes, over five years based on a formula that includes factors such as population size, land area, probability and severity of disruptive events, and a locality’s historical expenditures on mitigation efforts. Priority will be given to projects that generate the greatest community benefit providing clean, affordable, and reliable energy.

In a letter to FERC Chairman Neil Chatterjee, Democratic leaders of the House Energy and Commerce Committee, as electricity pricing changes were being debated, raised questions about hydropower licenses issued for two dams operated by the U.S. Army Corps of Engineers on the Monongahela River in West Virginia.

U.S. Reps. Frank Pallone Jr. (D-NJ), the ranking member of the Subcommittee on Energy, Bobby Rush (D-IL), the ranking member of the Subcommittee on Environment, and John Sarbanes (D-MD), amid Maryland clean energy enforcement concerns, questioned why FERC did not incorporate all conditions outlined in a West Virginia Department of Environmental Protection water quality certificate into plans for the projects.

“By denying the state its allotted time to review this application and submit requirements on these licenses, FERC is undermining the state’s authority under the Clean Water Act and Federal Power Act to impose conditions that will ensure water quality standards are met,” the letter stated.

The House of Representatives was slated to consider the Hydropower Policy Modernization Act of 2017, H.R. 3043, later in the week. The measure would expand FERC authority over licensing processes, a theme mirrored in Maine's transmission line debate over interstate energy projects. Opponents of the bill argue that the changes would make it more difficult for states to protect their clean water interests.

West Virginia has announced plans to challenge FERC hydropower licenses for the dams on the Monongahela River, echoing Northern Pass opposition seen in New Hampshire.
